One of the images taken by Maxar Technologies on Feb. 22 and viewed by Reuters showed the barrier blocking the mouth of the shoal, where the Chinese coast guard last week claimed to have driven off a Philippine vessel&nbsp;"illegally intruding"&nbsp;into Beijing's waters.

The Philippines, which last week deployed a Bureau of Fisheries and Aquatic Resources (BFAR) vessel to patrol the shoal and transport fuel to Filipino fishermen in the area, said that China's claims were "inaccurate" and that Manila's activities there were lawful.

China claims the Scarborough Shoal, although it is inside the Philippines' 200-nautical mile exclusive economic zone. An international arbitration tribunal in the Hague said in 2016 that China's claims had no legal basis - a decision Beijing has rejected.

That makes the atoll one of Asia's most contested maritime features and a flashpoint for diplomatic flare-ups over sovereignty and fishing rights.

The PCG said that a China coast guard ship shadowed the BFAR vessel, "conducted blocking manoeuvres" about 1.3 nautical miles (2.4 km) off the shoal, and closely approached it.

"We can assume that (the barrier) is intended for Philippine government vessels because they install it every time they monitor our presence within the BDM vicinity," Jay Tarriela, a spokesperson at the Philippine Coast Guard said, referring to Bajo de Masinloc, Manila's name for the shoal.

Chinese foreign ministry spokesperson Mao Ning said "Huangyan Dao", China's name for the shoal, was "China's inherent territory".

"Recently, the Philippine side has taken a series of actions to violate China's sovereignty" in the shoal's waters, she said. "China has to take necessary measures to firmly safeguard its territorial sovereignty and maritime rights and interests."

Another satellite image showed what Maxar technologies described as "possible Chinese interception of a BFAR vessel" at Scarborough Shoal.

China claims almost the entire South China Sea, a conduit for more than $3 trillion in annual ship commerce. Its territorial claims overlap with those of the Philippines, Vietnam, Malaysia and Brunei.

"What we are seeing at the Scarborough Shoal now is likely the beginning of Beijing's pushback against Manila's pushback," said Ian Storey, a senior fellow at Singapore’s ISEAS-Yusof Ishak Institute.

Since President Ferdinand Marcos Jr took office in June 2022, the Philippines has challenged China's presence at Scarborough and its attempts to stop the resupply of Filipino troops stationed at Second Thomas Shoal, he said.

"China's attempts to prevent Filipino fishermen from fishing at Scarborough Shoal is absolutely illegal," Storey said. "The 2016 arbitral tribunal ruling gave fishermen from both countries the right to (fish there). Manila is merely supporting the legitimate rights of Filipino fishermen."

The shoal is coveted for its bountiful fish stocks and a stunning turquoise lagoon that provides a safe haven for vessels during storms.

The Chinese removed the barrier a few hours after the BFAR vessel left, Tarriela said. It was not clear from the photos how robust the barrier was and whether it would have posed an obstacle to larger warships.

In an article on Sunday, state-media outlet Global Times said "the Philippines has abused and unilaterally sabotaged the foundation of Beijing's goodwill to Manila" that allowed Philippine fishermen to operate nearby, by working against China's sovereignty and jurisdiction.

"If such provocations persist, China could be forced to take more effective measures to control the situation," the article said, citing experts.

However, critics have warned that Marcos Jr’s plan to amend the 1987 constitution could change his status as a popular leader in the country.&nbsp;

“No to Cha-Cha (charter change),” said one protest banner, on Sunday, displayed behind a mock black coffin marked “Freedom and Democracy,” according to AFP. The police in Manila said that a few hundred people joined Sunday’s march near the city’s main avenue.&nbsp;

The People Power Revolution also known as the EDSA revolution in 1986 saw a series of protests with millions of Filipinos marching along Epifanio de los Santos Avenue (EDSA) the main artery of Metro Manila against&nbsp;Macros Sr’s rule.&nbsp;

In September 1972, Marcos Sr declared martial law in the Philippines, which led to a nine-year military rule. During this time, the then-president's regime jailed, tortured or killed tens of thousands of critics, according to rights groups, not to mention the rampant corruption which left the Philippines impoverished for years.&nbsp;

In a 1975 interview with Amnesty International, Marcos Sr said over 50,000 people had been arrested under martial law from 1972-1975, including lawyers, union leaders, journalists, and so on.&nbsp;

On Sunday, 21-year-old demonstrator Giu de Sagun said he felt like he was “watching history repeat itself,” as quoted by AFP.

“The theme of this protest is to reject Marcos’s charter change moves which is a move to remain (in) power...which is basically what happened 38 years ago,” economist Rosario Guzman, 58, told AFP that she had also taken part in the 1986 uprising.

However, Marcos maintains that he has sought to amend the charter’s economic provisions to allow more foreign investment aimed at creating more jobs, while political aspects, including term limits, should be tackled later.

Edward Macapili, an official of Davao de Oro province, said 37 people had died from the landslide, in the latest update after two more bodies were found on Sunday.

However, the tally of missing people was revised down to 63 from 77, while there were 32 injured. Officials did not immediately cite a reason for the revision.

Macapili said over 300 people were involved in the rescue, but operations were being hampered by heavy rain, thick mud and the threat of further landslides. Rescue work resumed on Sunday morning, Macapili said.

Asked if there were still survivors, Macapili said it was already "unlikely", but the search would continue.

"The rescue team is doing its best, even if it's very difficult," Macapili said by phone.

The Philippine Coast Guard has accused Chinese vessels of engaging in "dangerous" manoeuvres on Sunday (Feb 11) while on a nine-day patrol close to a reef off the coast of Southeast Asia.&nbsp;

The Philippine vessel BRP Teresa Magbanua was sent out early in the month of February to patrol waters surrounding Scarborough Shoal, which is a productive fishing area in the South China Sea, and also ensure the safety of Filipino fishermen.

China took the reef from the Philippines in the year 2012, and since then, it has been a flashpoint between both countries.

The Philippine Coast Guard released a statement saying that the Chinese Coast Guard (CCG) vessels, during the patrol, "performed dangerous and blocking manoeuvres at sea against BRP Teresa Magbanua four times, with the CCG vessels crossing the bow of the PCG vessel twice".

The Philippine Coast Guard stated that its ship was also "shadowed" by four Chinese Coast Guard vessels "on more than 40 occasions".

The Coast Guard also observed what it called "four Chinese Maritime Militia vessels".

Videos that were released by the Philippine Coast Guard showed a Chinese Coast Guard vessel metres from the port beam of the BRP Teresa Magbanua before it crossed the path of the Filipino boat.

"Nevertheless, the PCG vessel professionally engaged both the CCG and CMM vessels through radio reiterating the clear and principled position of the Philippines in accordance with international law," the statement said.

Commenting on the accusations from the Philippines, the Chinese foreign ministry said that the Scarborough Shoal was their country's sovereign territory and that the Chinese coastguard activities were legal in that particular area.

"China requires the Philippines to respect China's territorial sovereignty and maritime rights and interests and stop maritime infringement activities. China will continue to firmly safeguard its territorial sovereignty and maritime rights and interests in accordance with the law," the ministry said as per news agency Reuters.

The incidents occurred two months following severe standoffs between China and the Philippines over disputed reefs in the South China Sea, during which Chinese ships fired water cannons at Philippine boats, leading to a collision between their vessels.

The rescue operation started last evening but had to be halted due to poor visibility.&nbsp;

Islamic State militants claimed responsibility for a deadly bombing at a Catholic Mass in the Philippines on Sunday that killed at least four people and injured 50 others.

The attack was carried out in a university gymnasium in Marawi, a city in the south of the country besieged by Islamist militants for five months in 2017.

The Islamic State group, which wields influence in the country's south, said on Telegram its members had detonated the bomb.

"It is possible that what happened this morning was a retaliatory attack," Armed Forces Chief Romeo Brawner told the press conference.

Islamic State claims responsibility for deadly Philippine bombing

At least nineteen people were killed in the restive southern Philippines on Monday as millions turned out to vote for village leaders following months of deadly poll-related violence.

Security forces were on high alert across the country for the long-delayed nationwide vote for more than 336,000 council positions.

While villages are the lowest-level government unit, the council posts are hotly contested because they are used by political parties to cultivate grassroots networks and build a support base for local and general elections.

More than 300,000 police officers and soldiers were deployed to secure polling stations in over 42,000 villages.

Elections are a traditionally volatile time in the Philippines, which has lax gun laws and a violent political culture.

Commission on Elections chairman George Garcia said voting had been "generally peaceful" except for several incidents on the southern island of Mindanao.

Two people were killed and five others were wounded outside a polling station in Maguindanao del Norte province, police said.

The shootout happened during a confrontation between supporters of rival candidates for village captain, said Datu Odin Sinsuat municipality police chief Lieutenant-Colonel Esmail Madin.

In another incident on Mindanao, a woman was killed when a gunfight broke out after a van carrying a village captain and her supporters was stopped on a road by people backing her rival in Lanao del Norte province, the army said.

The husband of a village captain in Lanao del Sur province died after he was shot in the chest during a confrontation with his wife's rival, police said.

In 2009, before it was divided into two provinces, Maguindanao was the scene of the country's deadliest single incident of political violence on record.

Fifty-eight people were massacred as gunmen allegedly working for a local warlord attacked a group of people to stop a rival from filing his election candidacy.

<h2>'Very important' result&nbsp;</h2>

In the run-up to Monday's vote, there were 30 confirmed incidents of election-related violence, compared with 35 in 2018, the Philippine National Police said Sunday, without providing an updated breakdown for the number of dead and injured.

About one-third of the incidents happened in the Bangsamoro Autonomous Region in Muslim Mindanao.

Previous police data showed eight people were killed and seven injured in poll-related violence between August 28 and October 25.

Voters chose a village captain and seven councillors responsible for implementing national policies, resolving neighbourhood disputes and providing basic public services.

Village councils also enable politicians to "disseminate funds and other favours to secure votes", said Maria Ela Atienza, a political science professor at the University of the Philippines.

Village elections are supposed to be held every three years, but the last vote was in 2018.

They were postponed by former president Rodrigo Duterte and then his successor Marcos on the grounds the government could not afford them.

Philippines faces cybersecurity crisis as hackers expose state secrets, personal data

Amid escalating tensions between Beijing and Manila, China on Wednesday (Oct 5) said that it has again warned the Philippine vessels, which apparently were linked to a mission of supplying troops stationed in disputed waters in the South China Sea, South China Morning Post reported.&nbsp;

As per the report, China claimed that two Philippine supply boats and two coastguard vessels were spotted making an "unapproved" entry close to the Second Thomas Shoal, known as Renai Jiao in China.&nbsp;

As quoted, marine police spokesman Gan Yu said that the Chinese coastguard had "warned, followed and effectively regulated" the vessels.&nbsp;

He said that it would continue to carry out activities in the waters because China had "indisputable sovereignty" in the area.&nbsp;

"Philippine supply ships and two coast guard ships entered the waters ... in China's Nansha Islands without permission from the Chinese government," Gan said in a post on the official website, using China's name for the Spratly Islands.&nbsp;

President Marcos' official visit to Washington is the first trip by a Philippine leader in more than a decade and the newest in a series of high-level meetings carried out by the Philippines with leaders of the United States and China.

As per a Reuters report, a senior Biden administration official said that both leaders are expected to reach agreements on greater business engagement, as well as 'military enhancements' amidst shared concerns about China.

The official further said that the strategic importance of the Philippines could not be underestimated, highlighting the fact that the relationship the United States had with the Philippines was beyond just security. &nbsp;He said that in an aim to bolster commercial ties, U.S. Commerce Secretary Gina Raimondo would lead a presidential business delegation to the Philippines.

"We're seeking not to be provocative, but to provide both moral and practical support for the Philippines as they try to make their way in a complex Western Pacific," the official said. "Their geographic position is critical," he added.

Philippine president travels to United States to forge stronger ties amid tensions with China

A Philippine oil tanker—MT Princess Empress—that sank off on the shores of Pola in Oriental Mindoro province last month and caused an oil spill has been located.

Oriental Mindoro Governor Humerlito Dolor told reporters on Tuesday that the tanker was found by a Japanese remotely operated underwater vehicle (ROV). It is nearly 400 metres (1,300 feet) below the waves, reports AFP news agency.

“Finally, the MT Princess Empress has been found! Here’s the first glimpse of the sunken ship using an ROV, which was on board the Japanese vessel we welcomed yesterday and brought to the area of the incident,” Dolor made the announcement on Facebook.

He said that the works are in progress to plug any leaks and extract the remaining oil from the tanker.

The country’s national disaster agency said that the hull’s condition is being assessed and a decision about how to “control the spill from its source” would be made once the assessment is complete.

The MT Princess Empress was carrying 800,000 litres of industrial fuel oil when it sank on February 28 off the central island of Mindoro, south of the capital, Manila.

Since then, diesel fuel and thick oil from the vessel contaminated the waters and beaches of Oriental Mindoro province and other islands.

Oil was spotted as far away as Casian Island, off the north coast of the western island of Palawan, about 350 kilometres (220 miles) southwest of where the tanker sank.

According to local reports, the spill caused thousands of people to fall ill, apart from destroying thousands of hectares of coral reefs, mangroves and seaweed.

Following the disaster, the Philippines sought assistance from several countries to help contain and clean up the slick. Japan and the United States sent coastguard personnel teams to help.

"We continue to work, it is business as usual," Ressa told reporters, adding "we can only hope for the best" under Duterte's successor Ferdinand Marcos Jr.&nbsp;

AP reported that Sta. Romana was a longtime resident of China and had been a correspondent for ABC News prior to being appointed ambassador in 2016.

"It is with the inconsolable grief of the Secretary and the profoundest sadness that the Department of Foreign Affairs announces the demise of Philippine Ambassador to China, His Excellency Jose Santiago ‘Chito’ Sta. Romana," the DFA said in a statement.

"The Department of Foreign Affairs offers its sincere condolences to the family and loved ones of Ambassador Chito, to our nation for its great loss. We pray for the eternal repose of his soul," the statement added.&nbsp;
