India, US ask Pakistan to act on perpetrators of Mumbai and Pathankot attacks

Boosting the firepower of India`s defence forces, Defence Minister Rajnath Singh will officially induct the first batch of Apache attack helicopters into the Indian Air Force on September 3 in Pathankot.

"The Defence Minister is scheduled to induct the Apache attack choppers into the Air Force officially in Pathankot on September 3. The first batch of choppers had arrived at the Hindan airbase about three weeks ago at the Hindan airbase in an Antonov cargo plane," defence officials told ANI here.

The AH-64E helicopters, the latest variants of the Apache, were delivered from the US.

After the first four choppers, another batch had come to the airbase and the eight Apaches are likely to be inducted in the first go.

The Defence Ministry had finalised the order for production, training and support of 22 AH-64 Apache attack helicopters in 2015.

Two years later, the Central government cleared the acquisition of an additional six Apaches for the Indian Army.

By 2020, Boeing would hand over the entire fleet of 22 Apaches to the Indian Air Force for operations.

India had signed a deal worth USD 3 billion in 2018 for the supply of 15 Chinook heavy-lift choppers and 22 attack helicopters from American firms.

Both the deals were initiated during the UPA era around 2008-09 but could not be signed due to procedural and other issues in the contract.

On March 25, IAF Chief Air Chief Marshal BS Dhanoa had presided over a ceremony in Chandigarh for the official induction of the Chinook heavy-lift choppers.

The choppers will be used for ferrying heavy loads in the mountainous region of Ladakh and other areas for the Army and Air Force requirements.&nbsp;

"The car owner has been traced. The person hails from Jammu," he told media persons here.

It is worth mentioning that last week the Punjab Police launched massive search operations after its counter-intelligence wing informed that some Jaish-e-Mohammad terrorists reportedly entered Delhi from the state.&nbsp;

Ten days after the terror attack on Nirankari Bhawan in Rajasansi area on November 13 in Amritsar district of Punjab in which 3 people were killed and nearly 20 others were injured, four suspected 'terrorists'&nbsp;were spotted in Pathankot's Saidipur village on Friday night, prompting the state police to launch a massive search operation.

Residents of Saidipur village claimed to have spotted suspicious movement of around four people, suspected to be `terrorists.` Police have also recovered an abandoned white Alto car, which was found around 25 km away from Pathankot, near Bamiyal area.&nbsp;

The car was also spotted by the villagers.

Police said, "We have cordoned off the area. Search is on. We have appealed to the people to give us any relevant information if they have and cooperate with us. The abandoned car can`t yet be linked to the suspicious men. A probe in this regard is on separately." Police have, however, confirmed that the car carries the registration number of Jammu and Kashmir.

According to police, Balbir Singh, a resident from Saidipur village, saw three to four suspicious men on Friday night. He first informed the village sarpanch in this regard.&nbsp;

Then the police were told about the incident, which immediately rushed to the spot and began the search operation after cordoning off the area.

It is worth mentioning that last week the Punjab Police launched massive search operations after its counter-intelligence wing informed that some Jaish-e-Mohammad terrorists reportedly entered Delhi from the state.

In 2016, terrorists had attacked Pathankot Airbase after snatching the car of a police officer. Seven people had been killed in the attack. Earlier in July 2015 too, terrorists had attacked Dinanagar town in the neighbouring district of Gurdaspur district.&nbsp;

Security has been beefed up and search operations are being carried out on the border belt of Punjab particularly in Pathankot district, following reports of terrorist movement in the vicinity.

Acting on the tip-off early Thursday morning, the security forces immediately spread out in large numbers and searched various locations in the region.

The ITI building, where the suspects were reportedly spotted, was also thoroughly checked.

Suspicious men stopped a Maruti Alto car belonging to a Maskin Ali late on Sunday night asking for a lift. However, Ali who was with his relatives suspected that the hitchhikers could be terrorists hence he left the car and ran away.

Ali, later on, informed the Punjab Police about the same after which the search operation was launched on Monday morning.

"Some men claiming to be a part of Army asked me for a lift. I let them in but soon realised they weren't army men. As we tried to escape they attacked us, during our tussle they fled with my car. We informed police about this at night (on Sunday) itself," Ali said.

Talking to ANI, Inspector General Border Zone SPS Parmar said, "There were such inputs since past three to four days that some suspicious movement has been spotted. We reacted accordingly but till now nothing substantial has been found. We are collaborating with other agencies too and the search is on."

A parliamentary panel has rapped intelligence agencies for the terror attacks in Pathankot, Uri and a few other places saying these strikes &quot;exposed the deficiencies&quot; of the agencies but there was no analysis of their &quot;failure&quot;.

The Parliamentary Standing Committee on Home Affairs, headed by senior Congress leader P Chidambaram, said a year had passed since the January 2, 2016 terror attack at the Indian Air Force station in Pathankot but the probe has not been completed by the National Investigation Agency.

Moreover, it said, no analysis seems to have been done of the &quot;failure&quot; of the intelligence agencies to provide credible and actionable inputs regarding the attacks at Pathankot, Uri, Pampore, Baramulla and Nagrota.

&quot;The committee feels that these attacks have exposed the deficiencies of our intelligence agencies,&quot; it said.

While in the Pathankot attack, seven security personnel were killed, 19 army soldiers lost their lives in the attack at the Brigade headquarters in Uri on September 18 last year.

Terrorists also attacked a convoy of CRPF vehicles on June 25, 2016 at Pampore along the Srinagar-Jammu highway, killing eight paramilitary personnel.

While in Baramulla district of Jammu and Kashmir, militants attacked a camp of the Rashtriya Rifles killing a security personnel on October 3, 2016, seven soldiers were killed when an army base in Nagrota in the state was attacked by militants on November 29, 2016.

&quot;The committee, therefore, recommends that the (Home) ministry should instruct the NIA to complete the investigations of these attacks at the earliest so as to identify the loopholes in the intelligence setup in the border areas,&quot; it said.

Taking note of &quot;huge rise&quot; in the number of infiltration, the committee said the government must carry out a thorough investigation into the sudden spurt in infiltration attempts along the Line of Control from across the border and find out vulnerabilities that are being apparently exploited by the infiltrators.

There were 364 attempts of infiltration in 2016 of which 112 were successful in comparison to 121 infiltration attempts and 33 net infiltration in 2015.

The committee also noted that there has been an increasing number of incidents of infiltration through tunnels from across the border.

The panel felt that in future this might become a major modus operandi of the infiltrators and the government must take proactive steps to foil such attempts.

The evidence is said to include some voice recordings and the cellular phone numbers of the attackers&#39; handlers, which were traced to Pakistan.

The attack occurred just days after Prime Minister Narendra Modi paid a &quot;surprise&quot;&nbsp;visit to Sharif on his birthday on December 25 and the occasion of his granddaughter&#39;s wedding -- a move that appeared to bring the promise of better ties between the two countries in the future.

However, despite the Pathankot visit of the five-member Joint Investigation Team&nbsp;of Pak Punjab government headed by Counter Terrorist Department&#39;s&nbsp; Additional Inspector General of Police,&nbsp;Tahir Rai, no progress has been made in the investigation so far.
