The Turkish authorities, upon opening the relief material found it had the message they had written for the Pakistani flood victims last year. The Turkish relief material was delivered to Sindh, a southwestern region of Pakistan which was one of the worst-hit areas due to the flood, according to Pakistani media reports. It appears, the same package was repurposed, repackaged and delivered to Ankara. Pakistan needs $8 billion to recover from devastating floods, says PM Sharif at UN conference

While attending a conference in Geneva commencing Monday, a delegation from the International Monetary Fund (IMF) will meet with Pakistan's finance minister Ishaq Dar as that country battles to restart its bailout programme.

Cash-strapped Pakistan is in dire need of aid and only has enough foreign exchange reserves to cover one month's worth of imports as IMF didn’t authorise the release of $1.1 billion that was originally scheduled to be paid out in November of last year, Al Jazeera reported.

“The IMF delegation is expected to meet with finance minister Dar on the sidelines of the Geneva conference to discuss outstanding issues and the path forward,” an IMF spokesperson told Reuters on Sunday.

According to IMF spokesperson, the institution’s Managing Director Kristalina Georgieva had a “constructive call” with Pakistan Prime Minister Shahbaz Sharif on Friday. “The MD again expressed her sympathy to those directly affected by the floods and supported Pakistan’s efforts to build a more resilient recovery,” the spokesperson told Dawn.

The goal of the International Conference on Climate Resilient Pakistan in Geneva, which is being co-hosted by Sharif and UN Secretary-General Antonio Guterres, is to rally support for the nation in the wake of last year's disastrous floods on a global scale.

In recent months, Dar has criticised the IMF, openly stating that the institution was behaving "abnormally" in its interactions with Pakistan, which, in 2019, entered the $7 billion bailout programme.

IMF declined to grant the next installment of the already-agreed credit since Pakistan was not keeping its end of the bargain when the halted loan of $6 billion was reinstated last year.

More than six months of flooding, driven by global warming, has left some districts of Pakistan devastated and the fundamental necessities of the locals are still unmet. At least 1,700 people were killed by the floods, and vital infrastructure suffered billion-dollar losses, as per Al Jazeera.

According to a UN report published in December, 8 million people were "possibly exposed to floodwaters or living close to flooded areas," while 240,000 people in Sindh, a province in southern Pakistan, remain homeless.

The report mentioned that floods were the deadliest, accounting for 74.4 per cent of disaster events in the region and 88.4 per cent of total deaths globally.

When it comes to floods, last year's flood in Pakistan and its impact on the residents is notable. Reports stated that the Pakistan flood affected 33 million people and caused 1,739 deaths.

The World Weather Attribution study, which was released last year on September 15, showed "fingerprints" of climate change on this extreme monsoon rainfall in Pakistan.

After deadly floods wreaked havoc across the country, Pakistan is desperate for basic necessities. It has now turned to its neighbour India to contain the spread of malaria and other vector-borne diseases. Reportedly, the Pakistani health ministry approved the decision to purchase over six million mosquito nets from India on Tuesday. According to local media reports, Pakistan is being assisted by World Health Organisation (WHO) for the funds. The UN agency will be using financial resources provided by Global Fund to purchase the said mosquito nets. Read more: Pakistan floods: UN expresses concern over 3.4 million children in need of lifesaving support The reports added that the government and WHO are hopeful that the delivery of the nets will start next month, via the Wagah route. According to WHO, if the current trend continues, there might be 2.7 million malaria cases across 32 districts of the country by 2023. “Malaria is spreading at a rapid pace in 32 flood-affected districts of the country where thousands of children are infected with the mosquito-borne disease,” said the WHO officials. The proposal to purchase the nets was floated last month. However, WHO remained wary that the Pakistani government may not approve the deal. "After the spread of malaria in #Pakistan, the ministry of health asked the government of Pakistan for permission to buy mosquito nets from #India. There is an urgent need for 71 lakh mosquito nets in 26 districts of Pakistan," senior journalist Ghulam Abbas Shah tweeted last month. As reported by WION, Islamabad had refused relief supplies from India, a neighbour with whom it has a tense relationship, despite the country's ongoing request for international assistance. As per the Indian narrative, Pakistan also refused aid from Bangladesh, claiming that the move could negatively impact Pakistan's "global image". On Tuesday, the United States responded to reports of massive corruption and looting of Washington’s relief aid to Pakistan after devastating floods across the country. The US State Department spokesperson Ned Price said that this is something Washington takes “very seriously” and they are also taking regular updates from their partners regarding the ongoing work.

“This is something we take very seriously, not only in Pakistan but anywhere around the world where American taxpayer dollars are implicated and when there is an urgent humanitarian interest at stake, which is clearly the case, in terms of the response to the flooding in Pakistan,” said Price.

The spokesperson also noted that the USAID works with local organisations that have extensive knowledge about the areas affected in Pakistan and their populations, “We also are required to provide regular programme updates on the progress of activities and any security concerns, and we require them — our partners — to immediately report any potential diversions, seizures, or losses immediately,” said Price, according to a report by ANI.

The monsoon flooding in Pakistan is set to drag between six and nine million people into poverty, the World Bank said on Thursday. Pakistan has been lashed by unprecedented monsoon rains this year which killed 1,700, devastated two million homes, and put a third of the nation underwater.

A World Bank report said Pakistan's poverty rate is expected to rise between 2.5 and four percentage points as a direct consequence of the floods.

Loss of jobs, livestock, harvests, houses, and the closure of schools, spread of diseases and rising food costs, threaten to put between 5.8 and 9 million in poverty, it said.

"Reversing these negative socio-economic effects is likely to take considerable time," it added.

Eight million people are still displaced and are living in ramshackle tent cities and scattered camps.

Around 20 per cent of Pakistan's 220 million population is already living below the poverty line, according to Asian Development Bank data.

The country has been battling a cost-of-living crisis, a nose-diving rupee and dwindling foreign exchange reserves. The World Bank said inflation in the country is set to stand at 23 per cent for the financial year 2023.

The Pakistan government and World Health Organisation have blamed climate change for the catastrophe that unfolded in the country. Former Pakistan Prime Minister Imran Khan on Saturday in a public meeting once again targeted Prime Minister Shehbaz Sharif and his coalition government by stating that the World Bank was not willing to give financial aid to it. Reportedly, Imran was speaking at a rally in Khyber-Pakhtunkhwa's (K-P) Charsadda district where he called Sharif's government, an 'imported government' and warned it from trying to stop the 'peaceful revolution'. “If you stop this ‘peaceful revolution’ then as World Bank has predicted the game [situation] would get out of everyone’s hand. Let the change come through vote,” said Imran. “No matter what you do you cannot win this match you have already lost this match...economy is sinking fast and the world is not willing to give them [government] financial aid for flood victims.” he further added. Moreover, during his speech, Imran played a clip of Shehbaz where he can be heard saying that 'even friendly countries now look at Pakistan as country with begging bowl'. چارسدہ کا آج کا جلسہ جس میں ایک مرتبہ پھرعوامی سمندر نےمیری حقیقی آزادی کی تحریک پر لبیک کہا۔جس حقیقت میں اب کسی قسم کا ابہام باقی نہیں وہ یہ ہے کہ پاکستان ایک انقلاب کو ابھرتےدیکھ رہاہے۔ہم سب کو یقینی بنانا چاہئیے کہ یہ بیلٹ باکس کے ذریعے پرامن طریقے سے آئے! pic.twitter.com/DOTcLgFwEI — Imran Khan (@ImranKhanPTI) September 17, 2022 × As reported by WION, ever since Pakistan's economic condition worsened after the coalition government came to power, Imran has been batting on the front foot to stage a comeback. 'You can't stop this revolution', Imran Khan challenges Shehbaz Sharif's 'imported' government

Pakistan is suffering from catastrophic floods that hit across the country. United Nations Secretary-General Antonio Guterres visited the country. This calamity came at possibly the worst time that Pakistan could expect.

The country is already suffering from political, economic and geopolitical problems. For the past few months, Pakistan is in stringent condition. Husain Haqqani, a former ambassador of Pakistan to the US, recently warned that if this continues Pakistan could become another Sri Lanka.

Let's examine in detail how one catastrophe led to another. It all probably started this April, when then Prime Minister Imran Khan was ousted by the National Assembly of Pakistan in the no-confidence motion.

Shahbaz Sharif, a former chief minister of the Punjab province of Pakistan and younger brother of the former prime minister Nawaz Sharif took over as the new PM of the south Asian nation.

In a parliamentary democracy, it is very common to lose the majority and sit on the other side of the table, but not in Pakistan. Khan, who proclaimed himself the leader of the Muslim ummah, refused to acknowledge the result of the no-confidence motion.

He claimed that the whole motion was a conspiracy by the US government to dethrone him. Khan argued that the West did not approve of Pakistan’s close relations with Russia and China. He alleged that the deep state (Pakistani Military) with the help of American intelligence conspired against him and his party Pakistan Tehreek-e-Insaf (PTI).

Khan along with all of his legislatures of PTI resigned from the National Assembly. Since then he is demanding early elections. But the current government, along with coalition partners, is keen to complete the remaining term of one and a half years.

Before leaving office he staunchly gave excessive subsidies on rations and fuels. This made it very hard for the incumbent government to reverse those actions. Eventually, the political storm coupled with uncertainty in the market led to an economic crisis in the country.

Pakistan, which already was struggling to get an IMF bailout, had to face more economic constraints because of Khan’s subsidy move. In the past 60 years, Pakistan has received loans from the IMF 22 times, all of which have strict terms like raising energy prices, eliminating energy subsidies, raising taxes, privatising state organisations, making budgetary adjustments etc.

It is being perceived by economists that, once the bailout is finalised, Pakistan will notice a sudden surge in inflation rates. Pakistani economy, which was already affected by the coronavirus pandemic, the Russia-Ukraine conflict and being on the FATF grey list (since 2018) is yet at another juncture of getting a fiscal shock, with the current government not able to overturn the risk of the default.

As Miftah Ismail last week imposed an extra tax on fuel and averted the subsidy, former PM Khan was ready to absorb political gain out of the situation. Khan in the last few months made it very hard for the current ruling government to take any substantive decision. In his political rallies, he constantly targets PM Shahbaz and current Army chief, General Qamar Javed Bajwa.

Pakistan right now is in front of the perfect storm. With the Taliban taking over in Afghanistan, another security risk of, the Pakistani Taliban or TTP (Tehrik-i-Taliban Pakistan), is averting in the northwest frontiers. TTP which is considered to be a Pakistani arm of the Afghan Taliban wants the same fate as Afghanistan for Pakistan. TTP is responsible for the disastrous Peshawar army school terror attack of 2014, in which more than 150 people had lost their lives out of which 134 were students. TTP is yet again active in Pakistan as political instability approaches.

The following months will be very hard for Pakistani leaders, the opposition and especially the establishment. On one hand, they will be fighting with the political turmoil on other economic uncertainty. Similarly on one hand they’ll be fighting with the extremism and terror outfits on the other climate floods. It is the need of the hour that Pakistani politicians and the Pakistani establishment come together and work for the collective good of the people ignoring personal gain and benefits.

UN Secretary-General Antonio Guterres visited flood-ravaged Pakistan on Friday and called for "massive" international support for the country. Islamabad has put the cost of flood-related damage at $30 billion. Over 1,400 people have died in the South Asian country following record monsoon rains and glacier melt in northern mountains. Floodwaters have swept away houses, roads, railway tracks, bridges, livestock and crops, leaving people in dire conditions.

The government says the lives of nearly 33 million people have been disrupted by the tragedy and both the government and Guterres have blamed climate change for it.

"I call on the international community that Pakistan needs massive financial support, as according to initial estimates the losses are around $30 billion," Guterres told a joint news conference in the capital Islamabad, after meeting with Prime Minister Shehbaz Sharif on his two-day visit.

Sharif said "Pakistan needs an infinite amount of funding" for its relief effort, adding the country "will remain in trouble as long as it doesn't receive sufficient international assistance". The United Nations has launched an appeal for $160 million in aid to help Pakistan cope with the disaster. It says more than 6.4 million people need humanitarian support.

Pakistan expects to cut its GDP growth projection for the financial year 2022-2023 to 3 per cent from 5 per cent due to the losses, planning minister Ahsan Iqbal told an earlier news conference.

Guterres will tour affected areas during his visit and also hold a meeting with foreign minister Bilawal Bhutto-Zardari.

Bhutto-Zardari told a news conference after the meeting that Pakistan was waiting for the rescue and relief phase of the crisis to end before calling a donor conference to work on reconstruction.

Guterres said the world needed to understand the impact of climate change on low-income countries.

"It is essential for the international community to realise this, especially the countries who have contributed more to climate change," he said.

What we are witnessing in Pakistan right now is nothing short of a climate disaster. At the start of the year, a week of record-breaking heat in Spain resulted in a wave of forest fires, after which the US witnessed a ‘bomb cyclone’ that bought heavy snow and strong winds with it and now Pakistan is underwater.

The Pakistan flood situation refuses to abate as people are now building barriers in some parts of the country to hold back rising waters. Nearly a third of the country has been flooded after weeks of rain, while officials said 12 more people have died, taking the toll to 1,355. Besides, hundreds of thousands have been forced from their homes in the unprecedented disaster.

The havoc is being blamed on climate change and is estimated to have caused losses of about $10 billion, disrupting the lives of nearly 33 million of a population of 220 million.
