The Pakistani finance minister's bullish comments declaring the end of an economic crisis have bolstered confidence ahead of crunch talks with the International Monetary Fund on Wednesday, but the country is still likely to need a bailout.

Finance Minister Asad Umar said on Tuesday that "Pakistan's immediate balance of payment crisis is over" without mentioning the talks with the IMF in Islamabad.

Umar's comments came after Prime Minister Imran Khan visited main allies Saudi Arabia and China last month.

Khan secured $6 billion in assistance from Riyadh while Beijing promised help cover a projected $12 billion shortfall in foreign exchange to service Pakistan's debt.

Pakistan's central bank chief is due to travel to China on Friday to discuss details of what Umar described as a pledge of "immediate money".

Analysts say the cash will give the economy breathing space and stabilise the rupee, which has fallen 25 per cent against the US&nbsp;dollar since December, but it will not solve Pakistan's balance of payments crisis and avert a second IMF bailout request since 2013, and its 13th IMF rescue since late the 1980s.

"They are going to the IMF because they have to get credit rating approval from the financial markets and that would not happen on the Saudi or Chinese money," Asad Sayeed, an economist at the Collective for Social Science Research, told Reuters.

Pakistani officials are concerned tough IMF conditions would hit growth in the short term, as the IMF is likely to push for reduced spending, further currency devaluations and an increase in interest rates, preventing Khan from fulfilling populist campaign pledges.

Khan's government has pledged to create an "Islamic welfare state" and help build 5 million homes for the poor in a nation where the illiteracy rate is more than 40 per cent.

Confidence boost

But the Saudi and Chinese help could put the government in a stronger position to negotiate better terms with the IMF, Saad Hashemy, chief economist for local brokerage Topline Securities, told Reuters.

"The statement by the finance minister is a big confidence booster for the economy," Hashemy said.

"What it falls short of is the exact details of the funding from the Chinese side," he added, speculating China may opt to defer payments on existing loans and buy more Pakistani imports.

Chinese foreign ministry spokeswoman Hua Chunying told a daily news briefing Beijing was "willing, in accordance with Pakistan's needs and with agreement by both sides, to provide what help we can for Pakistan's economic and social development".

Pakistani shares soared more than 3 per cent on the news of the Saudi loans, and were up another 1.5 per cent on Wednesday following Umar's comments.

Umar has said the country needs $12 billion for immediate economic relief, but Hashemy said a total figure of up to $16 billion was needed to build up reserves, and negotiating a package with the IMF was the "smart thing".

Pakistan's current account deficit widened 43 per cent to $18 billion in the fiscal year that ended in June, while the fiscal deficit has ballooned to 6.6 per cent of gross domestic product, problems analysts say will not go away following the latest injection of economic assistance.

"There are very deep-seated structural problems," Sayeed warned.

"If you just sit back ... and carry on as you always do, that's not good because you're going to land up precisely in a similar situation in a few years."

A private bus service between Lahore in Pakistan and Kashgar in China was launched on late Monday night.

The first bus left for Kashgar from the Lahore terminal in Gulberg area.

It will cover the one-way journey in two days (30 hours), Dunyanews reported.

The bus service was slated to launch on November 3 but was postponed due to security reasons.

Passengers availing the service will have to shell out PKR 23,000 per ticket for a round trip, while a one-way ticket from Lahore to Kashgar will cost PKR 13,000 per person. Similarly, a one-way ticket from Kashgar to Lahore will cost RMB 600 per seat.

During the two-day journey, the passengers will have multiple stops, including one at Islamabad or Rawalpindi to pick passengers, and scheduled stops at Mansehra for breakfast, Besham for lunch, Chelas for tea and Gilgit for dinner on a trip from Lahore to Kashgar on the first day.

On the second day of the journey, a breakfast halt will be made at Sost before heading towards the Sost border for immigration, customs, and lunch.

The bus will cross over to China through the Khunjerab Pass at the Pakistan-China border, where checking will take place twice -- once on the Pakistani side and once on the Chinese side.

To avail the service, passengers have been asked to carry a valid passport, visa and a return ticket as travel documents. Baggage of not more than 20 kg will be allowed.

Special arrangements have been made for the security of the passengers and the service, while the driver will have all information to contact security guards at various check posts.

The Pakistani lawyer who helped free a Christian woman who had been sentenced to death in Pakistan for blasphemy has fled to the Netherlands, a Dutch Christian rights group said on Monday.

Asia Bibi's lawyer, Saiful Mulook, left Pakistan on Saturday, due to fear that he could be attacked after Bibi's conviction was overturned on Wednesday, the Association for Persecuted Christians said.

Bibi was convicted of blasphemy in 2010 for allegedly making derogatory remarks about Islam, and had been sentenced to death. Mulook helped overturn the decision and has been threatened by angry mobs calling for the judges in the case to be killed.

Two Pakistani politicians who tried to help Bibi have been assassinated. Several parties in Dutch parliament have said they support providing temporary shelter to Bibi if she flees there.

Islamists have shut down major cities in Pakistan through days of demonstrations against Bibi's. They have said they would escalate their protests if she were permitted to leave the country. The government has indicated it will bar her from travelling abroad.&nbsp;

Twitter on Sunday suspended the account of Tehreek-e-Labbaik Pakistan (TLP) chief Khadim Rizvi, following a request by the Imran Khan-led government to take action against his tweets inciting violence during the protests against the verdict of Asiya Bibi case.

On visiting his handle, a notification appears on the screen which reads - "Account Suspended".

The step was taken after Rizvi and his TLP supporters had urged people to resort to violence in the aftermath of the verdict last week. The TLP chief also criticised several state institutions by writing inflammatory statements as claimed by the Pakistan Tehreek-e-Insaf (PTI) government, The Express Tribune reported.

Earlier, Pakistan's Information and Broadcasting Minister Fawad Chaudhry had said that the social networking giant turned down the PTI government's request to pull down Rizvi's account.

On Saturday, Rizvi and senior TLP leader Afzal Qadri were among the 500 people booked for rioting and disrupting normal life in various parts of Lahore. Two cases were also booked against protestors in the nation's capital Islamabad on charges of vandalising public property.

On October 31, mass protests began after the Pakistan Supreme Court announced its verdict acquitting Asiya, a Christian woman in a blasphemy case. The demonstrations, led by TLP and other religious parties, blocked roads and vandalised public property in various parts of the country.

A three-judge special bench headed by Chief Justice of Pakistan Saqib Nisar, Justice Asif Saeed Khosa and Justice Mazhar Alam Khan Miankhel heard Asiya's 2014 appeal against her conviction and death sentence and overturned the ruling in favour of her.

Even after rejecting reports of putting Asiya on the Exit Control List (ECL), the PTI government succumbed to pressure and reached an agreement with the TLP for taking legal actions to not allow Asiya and her family to leave the country.

Asiya was convicted and sentenced to death in 2010 for allegedly insulting Islam during an argument with three Muslim women.

A Pakistani national, Jalaluddin, who was released from Varanasi Central Jail on Sunday after 16 years, took home Bhagavad Gita with him.

Jalaluddin was arrested from Varanasi`s Cantonment area with suspicious documents and is now on his way back to his country.

Senior Superintendent of Varanasi Central Jail Ambrish Gaud told the media that in 2001, Jalaluddin hailed from Sindh province in Pakistan, and was arrested from the Cantonment area.

He was nabbed near the Air Force office by the police with some suspicious documents. The police had recovered maps of the Cantonment area and other important places from Jalaluddin.

A court had then sentenced the Pakistani national to 16 years of imprisonment.

Gaud elucidated, "He was imprisoned under the Official Secrets Act and Foreigner's Act.

He has been handed over to the local police. He has taken a copy of (Bhagavad) Gita with him.

"When he was arrested, he had only graduated from high school. He completed his intermediate and did his MA from Indira Gandhi National Open University (IGNOU). He also undertook an electrician course as well in the jail. He had been an umpire in the jail cricket leagues for the last three years," he added.

A special team has taken Jalaluddin to Amritsar, where he will be handed over to concerned authorities at the Wagah-Attari border, following which he will return to Pakistan.&nbsp;

Pakistan's foreign reserves have plunged 42 per cent since the start of the year and now stand at about $8 billion. As per the State Bank of Pakistan report, the total debt of Pakistan in 2018 stands at 78.4 per cent of its GDP.&nbsp;

What Imran Khan has got from Saudi Arabia is meagre $3 billion support for a year and a further loan worth up to $3 billion in deferred payments for oil imports. He must have gone to China mentally prepared to mortgage anything to get a similar bailout package. Meanwhile, China said more talks are needed to finalise economic aid to Pakistan.

Chinese concerns over bailing out Pakistan&nbsp;

China knows that despite its help Pakistan will have to go to IMF for another bailout. &nbsp;China may not be comfortable with the kind of transparency being demanded by them including the details of debt to China. It may also not be keen to be pulled into the middle-east cauldron, the rivalry between Saudi Arabia and Iran or Shia-Sunni divide.&nbsp;

China itself is struggling with the Trade War and poor returns on investment in BRI. Since the launch of the CPEC in 2015, power generation and infrastructure projects in Pakistan worth $28 billion have either been completed or proceeded to advanced stages of construction.&nbsp;

China will seek the assurance of Imran Khan about the smooth development of the project, because he has slashed $12 billion reducing CPEC to be worth $50 billion projects from planned $62 billion, and ordered an audit of the same.&nbsp;

Despite Imran’s anxiety and optics of wiping out corruption, Chinese will like to wait for any big ticket announcement till they are sure about the security of their project, 30,000 workers, security personals, and future of his association with Pakistani Army, ISI, and militant groups. &nbsp;

It can also be argued that to avoid IMF scrutiny China may be little more liberal with debt aid package to keep Pakistan afloat minus IMF loan, if possible. There can also be some quid pro quo in keeping the US out of this strategic space, some land grab (With earlier precedence of ceding Saksham Valley to China) or mortgaging some other sovereign rights. &nbsp; &nbsp;&nbsp;

Internal chaos due to Islamic radicalisation&nbsp;

The way the Supreme Court decision to acquit Christian woman Asia Bibi in a blasphemy case triggered mass protests by radicalised elements. Militant groups like Tehreek-i-Labbaik Pakistan (TLP) and others including Hafiz Saeed outfits, outrightly challenging the government machinery, Supreme Court and Law and Order machinery, despite a warning personally by Imran Khan, indicates mass radicalisation.

Radical elements forced the government to an extent that it is likely to put her on Exit Control List (ECL). The militant groups like Jamaat-ud-Dawa (JuD) and Falah-E Insaniat (FIF) have been taken off from the list of banned outfits.&nbsp;

The Financial Action Task Force (FATF) that visited Pakistan last month, has also expressed dissatisfaction over any worthwhile control over terror funding. The support of Pakistan Army and ISI in developing terror support infrastructure to pursue a proxy war against India and Afghanistan is unlikely to be weakened due to their flawed narrative of ‘India Threat Theory’ to legitimize holding strings of power in their hand.

The fact that there has been an&nbsp;increase in defence expenditure and Pakistan aspires to be the fourth largest nuclear power in the world, clearly indicates that its military will not allow the government to muddle with its plans.

The Asia Bibi case gives an impression that Pakistan is in the dangerous path of Islamic radicalisation, which can lead itself into a semi-caliphate if radicalisation&nbsp;in Pakistani Army increases, but there is a catch.&nbsp;

An unstable Pakistan is not in global interest, nor in the interest of China as well as India, because it will take no time in getting converted into the largest jihadist caliphate.

It is the biggest harbour of terrorists in the world and does not seem to be inclined to any change in the status quo. It has been kept financially afloat in past by the United States, because of the reasons mentioned above and its strategic location, which was crucial to them at that point of time. Now for similar reasons and getting warm water access to its western region, China may have every reason to keep it financially afloat. &nbsp;

Pakistan’s other friends may also help directly or indirectly to pursue their own specific agendas. It may not be an exaggeration to say that it may lead Pakistan to be a future Chinese colony. For the time being China and other interested parties will not let Pakistan sink.&nbsp;

The Asia Bibi case gives an impression that Pakistan is in the dangerous path of Islamic radicalisation, which can lead itself into a semi-caliphate if radicalisation in Pakistani Army increases, but there is a catch. An unstable Pakistan is not in global interest, nor in the interest of China as well as India, because it will take no time in getting converted into the largest jihadist caliphate. It is the biggest harbour of terrorists in the world and does not seem to be inclined to any change in the status quo. It has been kept financially afloat in past by the United States, because of the reasons mentioned above and its strategic location, which was crucial to them at that point of time. Now for similar reasons and getting warm water access to its western region, China may have every reason to keep it financially afloat. Pakistan’s other friends may also help directly or indirectly to pursue their own specific agendas. It may not be an exaggeration to say that it may lead Pakistan to be a future Chinese colony. Also significantly, China tacitly expressed its backing for Pakistan's efforts to secure the NSG membership.

China has been blocking India's entry into the NSG on the ground that New Delhi is not a signatory to the Nuclear Non-Proliferation Treaty (NPT) even though majority of the 48-member group supported India's entry into the elite nuclear club.

Pakistan too has applied for the NSG membership.

"The two sides reaffirmed their commitment to multilateral, non-discriminatory arms control and non-proliferation endeavours," the joint statement said.

"They noted with concern the continued pursuit of double standards in the application of non-proliferation norms and procedures and called for policies upholding rule of law and long-standing rules," it added.&nbsp;

China appreciates and supports steps taken by Pakistan for strengthening the global non-proliferation regime, it said.&nbsp;

In this context, China supports Pakistan's engagement with the Nuclear Suppliers Group and welcomes its adherence of NSG Guidelines, the statement added.

China also heaped praise on Pakistan for its efforts to counter terrorism and said it recognised Islamabad's efforts in actively strengthening financial regulations to combat terrorism financing, and called on all relevant parties to view Pakistan's counter-terrorism efforts in an objective and fair manner, according to the joint statement.

But at the same time China is pressing Pakistan to crackdown on Uygur Islamic militants crossing in and out of the volatile Muslim-majority Xinjiang province bordering Pakistan-occupied Kashmir.

"The Pakistani side reaffirmed its support to the Chinese side in safeguarding its sovereignty and security, and combating separatism, terrorism and extremism including East Turkistan Islamic Movement (ETIM)," the statement said.

A senior Pakistani minister on Sunday said that appeasement to "avoid bloodshed" sends a dangerous message to non-state actors, a day after the radical Islamist parties reached a deal with the government to end their protests against a Supreme Court verdict acquitting a Christian woman of blasphemy charges.

His widow, Haji Parveen, said she tried her best to dissuade him from going on an expedition.

"I told him, 'We have a good life here and we have enough to live', but he did not listen to me," she said softly.

Karim was a skilled worker, owner of a sawmill in the village, where he had also opened a shop for his wife. After his disappearance, his widow had to sell the mill to finance the education of their children.

According to Parveen, neither the expedition company nor the foreign mountaineers on the trip gave her any assistance.

Now her eldest, who is studying in Karachi, wants to become a porter like his father.

"He talks about it every time he comes home and says he wants to be like his father. But we scold him because we hate the mountain: it's useless, nothing at all."

Nusrat also commended the decision of the Pakistani Supreme Court to revoke the death sentence awarded to Asiya Bibi and termed it courageous. He also asserted that the events following the Supreme Court's verdict posed serious questions about Pakistani military establishment's desire to combat extremist forces.

Highlighting the details of the violence that ensued in the wake of the top court verdict, Nusrat said, "mobs of violent vigilantes came on the streets soon after the news broke out and set off hundreds of vehicles, shops and other private and government properties on fire. Open death threats to judges were issued publicly and soldiers of Pakistan army were asked to take up arms and kill their officers. Despite this open display of lawlessness and calls for more violence, the Pakistani military, which spares no effort in crushing peaceful protests by ethnic Mohajirs, Balochs and Pashtuns, failed to take any action against these militants."

He also claimed that the clerics who previously staged an illegal sit-in in Islamabad were responsible for the current wave of violence and asserted that not only was the lawless crowd allowed to continue the sit-in for weeks, but Inter-Services Intelligence (ISI) officials handed out cash to participants to go back after their demands were met.

China will provide the "necessary support" to Pakistan to tide over the present financial crisis, a top official here said Saturday as the two countries signed 16 agreements after Prime Minister Imran Khan held talks with his Chinese counterpart Li Keqiang to boost their "all-weather" strategic ties.

Khan is here on his maiden visit to China as the two countries grapple to iron out differences over the multi-billion-dollar CPEC and Islamabad approaching 'friendly nations' to avoid a tough IMF bailout package.

Welcoming Khan, Li said: "you can say that China and Pakistan are all-weather partners.

"We have a high-level of political trust and close cooperation in all fields. Pakistan has always been regarded as a foreign policy priority by China. Your visit will further consolidate and develop the firm, enduring ties between our two countries".

Thanking Li, Khan said: "the relationship between the two countries has deepened since then because the CPEC in 2013 was just an idea. Now it is on the ground. And it has caught the imagination of the people of Pakistan".

Pakistan sees China as a great opportunity to progress, attract investment, he said.

"It gives us an opportunity to raise our standard of living, growth rate. You will see the difference because a lot has happened since 2013. One of the things of course is my party has come into power," Khan said.

After talks between Khan and Li, officials of both the sides signed 16 agreement in the presence of the leaders.

China will provide "necessary support" to Pakistan to tide over the present financial crisis but declined to reveal the amount, Vice Foreign Minister Kong Xuanyou told media after the talks.

Khan met Chinese President Xi Jinping on Friday following which Pakistan media reports said Beijing has agreed to provide US $6 billion in aid to the cash-strapped country which included a loan of US $1.5 billion along with an additional package of US $3 billion for the China-Pakistan Economic Corridor (CPEC).

Asked about the US $6 billion package, Kong said: "during the visit, the two sides made it clear in principle that Chinese government will provide necessary support for Pakistan to tide over the current difficulties.

"As for the specific measures to be taken, the competent authorities will have detailed discussion".

He also said there will be no changes in the US $60 billion CPEC projects which came under criticism including by some of the Khan's Cabinet ministers over the increasing debt.

Pakistan is currently battling serious economic crisis including balance of payments.

To a question whether there will be changes in the CPEC projects, Kong said: "there has been no change in the number of CPEC projects. If there is going to be any, it will be increased going forward".

He also said more projects relating to "industrial cooperation" will come up in more areas of Pakistan.

"The dimension of the industrial cooperation will be introduced into the CPEC going forward.

"The CPEC will be introduced to more areas of Pakistan and we are also in favour of areas relating to people's lives and hence going forward both the areas and the contents of the CPEC will be enriched," Kong said.

Asked about the cooperation on counter-terrorism, Kong said: "all areas of cooperation have been covered and we also expressed positive wish for strengthening cooperation".

Knots of protesters from TLP blocked roughly 10 roads in the southern city of Karachi and others in eastern Lahore, Geo TV and other channels said. Private schools in both cites were shut, as well as in the capital.

Groups of about 200 protesters from TLP sat under large tents, listening to speeches on two blocked roads in Karachi, a Reuters witness said.

It's the same judiciary that has been dragging its feet on every terror case including 26/11. This is the same Imran Khan who orchestrated crippling protests against Nawaz Sharif. The same man who repeatedly and publicly endorsed the blasphemy law to pander to a section of the electorate. Today he's become the shining beacon of political uprightness. As for the army, the chickens have come home to roost. The fundamentalists they gave teeth to, are now biting them. &nbsp;

The public challenge being issued by the protestors is limiting the maneuverability of those being challenged. They have no choice but to respond with tough words. Tough action may follow, if they have any spine left. But these won't be guided by goodness. The army, the courts and the government in Pakistan are making a virtue out of necessity.

According to the HRCP, which cites religious leaders, the biggest problem facing the community is the "forced conversion" to Islam of women and girls, many of whom are abducted before being married off to Muslim men.

Asia Bibi is free, but minorities live in fear in Pakistan

Asia Bibi, a Christian woman charged under Blasphemy law in Pakistan was acquitted by the Pak Supreme Court today.

Asia was the first woman to be sentenced to death under Pakistan's draconian blasphemy laws. Her case had drawn much global attention and condemnation.

She was charged for Blasphemy over an incident that took place in 2009.

While working in a field in her village Asia entered into a conflict with a neighbour over drinking water from a common glass.

According to reports, the neighbour who had been at loggerheads with Asia due to some property damage, fought with her after she drank the water in a common glass which was kept near the well.

The popular belief of the region restricts christians from drinking water from the same utensil as "they are&nbsp;considered unclean".

The conflict between Asia and the neighbour escalated after other villagers joined the fight.

Asia recalls that she responded to the people who were making derogatory comments on her religion.

She said, "I believe in my religion and in Jesus Christ, who died on the cross for the sins of mankind. What did your Prophet Mohammed ever do to save mankind?"

Asia was also beaten by a mob which attacked her in her house. She was later rescued by the police and was arrested after an investigation.&nbsp;

The police arrested her under Section 295 C of the Pakistan Penal Code after they launched an investigation over her remarks.

While Asia kept denying the charges claiming that she was accused by the neighbour to "settle old score", the workers complained to the cleric that Asia insulted Muhammed.&nbsp;

Asia Bibi was the only christian in the village. Even before the incident, she was repeatedly asked by fellow workers to convert to Islam, she said.

Asia remained in the prison for one year before being formally charged under the law.

She was sentenced to death by hanging in 2010 by a judge at the Sheikhupura court in Punjab. A fine of the equivalent of $1,100 was also imposed on her.

Asiya Bibi was put in solitary confinement in an 8-by-10 foot cell without windows at the Lahore prison.

To save Asia from any potential attack in the jail, the prison superintendent had kept her away from other inmates. She was given raw material to cook her own food out of the fear of being poisoned.&nbsp;

In December 2010, a month after her conviction, a Muslim cleric had announced a 500,000 Pakistani rupee award to anyone who would kill her.

Meanwhile her family had also received consistent threats from the locals, due to which they were forced to go into hiding. The mullas had also threatened that they would kill her if she was released from the jail.

The governor of Punjab Salmaan Taseer and Minority Affairs Minister Shahbaz Bhatti who had extended support to Asia were killed. 
While Taseer was assassinated on January 4, 2011 because of his defence to Asia and opposition to the blasphemy law, Bhatti was shot dead by gunmen &nbsp;on March 2, 2011.

Asia Bibi, a mother of four, has been living on death row since 2010 when she became the first woman to be sentenced to death under Pakistan's draconian blasphemy laws.

She was condemned for allegedly making derogatory remarks about Islam after neighbours objected to her drinking water from their glass because she was not Muslim.

"If there is any attempt to hand her over to a foreign country, there will be terrible consequences," TLP said in a statement.

In November, TLP staged a crippling blockade of the capital after small changes to a religious oath, which it claims was tantamount to blasphemy. Seven people were killed and more than 200 wounded in clashes with the police and TLP’s supporters only dispersed after striking a deal with the military.
