Harris also revealed the US will open two new embassies -- in Tonga and Kiribati -- during an unprecedented address to the Pacific Islands Forum in Fiji.

The US will also appoint its first-ever enjoy to the Pacific and launch an inaugural national strategy for the region.

The US-China rivalry has brought intense interest to this year's forum, which brings together leaders from across the strategically vital Pacific.

It marks the first time regional leaders have met together since the Solomon Islands signed a controversial security pact with China earlier this year.

Harris' video-link address was a diplomatic coup for the US, with China not yet invited to make a similar appearance at the summit.

At least one official from the local Chinese embassy was in the room for Harris' address, causing a minor stir among organisers.

The US vice president thanked Fiji President Voreqe Bainimarama for inviting her to speak at the summit and said the US was ready to "embark on a new chapter" in the Pacific.

Harris said she and US President Joe Biden acknowledged the Pacific may not have previously received enough focus in the past.

"We are going to change that," she promised, adding the US wanted to "significantly deepen our presence in the Pacific region".

Alongside a US$60 million pledge for economic assistance to the Forum Fisheries Agency, she said the US would also relaunch the Peace Corps in the Pacific.

She said the US wanted to collaborate on maritime security, disaster relief and infrastructure projects that "do not result in insurmountable debt".

"We are really happy that the US will be opening an embassy in Tonga, it will be the first time," Tongan Prime Minister Siaosi Sovaleni told AFP.

"It is a big milestone. We are very happy we are finally having a US presence in Tonga."

China and the Solomon Islands have signed a wide-ranging security pact that will allow the Chinese naval to have its presence in the South Pacific—a move that is being viewed with caution by US, Australia and New Zealand.

While briefing the reporters in Beijing on Tuesday, Chinese foreign ministry spokesman Wang Wenbin said, "The foreign ministers of China and the Solomon Islands officially signed the framework agreement on security cooperation recently."

He did not elaborate further on when or where the deal was signed.

According to a draft version of the agreement that was leaked last month, China will be allowed to station their naval and security troops in the Pacific, less than 2,000km off Australia’s coast.

The leaked document says the Solomon Islands, which lies east of Papua New Guinea, could “request China to send police, armed and military personnel and other law enforcement agencies” to the country.

It could also send warships to the islands for stopovers and to replenish supplies, leading to speculation about the possibility of China establishing a naval base on the islands.

The sudden announcement comes a day after the US announced that it would be sending two top officials to the archipelago.

US State Department spokesman Ned Price said the agreement could destabilise the Solomon Islands and would set a concerning precedent for the wider Pacific region.

"Despite the Solomon Islands government's comments, the broad nature of the security agreement leaves open the door for the deployment of PRC (People's Republic of China) military forces to the Solomon Islands," Price said.

The signing of the pact comes in the wake of protests that broke out in 2021 after Solomon Islands Prime Minister Manasseh Sogavare’s decision to cut diplomatic ties with Taiwan and switch sides with China.

Recently a contingent of Chinese police officers was deployed to the Solomon Islands to work with local authorities after last year's deadly anti-government riots, the Daily Mail reported.

Australia’s minister for home affairs, Karen Andrews, told reporters on Thursday the Pacific was Australia’s “backyard”, when asked about the possibility of the Chinese military operating in the Solomon Islands.

The island has a population of under 2,000 people. It also has a high vaccination rate. Nearly 97 per cent of those aged 16 and over are vaccinated, and 98 per cent of those aged between 12-16.

As per WHO, there are just eight countries that are Covid-free. These include Tuvalu, Tokelau, Saint Helena, Pitcairn Islands, Nauru, and the Federated states of Micronesia.&nbsp;

Premier Dalton Tagelagi said, "The positive case is currently in quarantine and will be monitored closely by Niue’s health officials.

We understand at this stage that the positive case is double vaccinated and boosted and had returned a negative PCR test 72 hours and RATs before boarding their flight from New Zealand.”

On a flight of over 25 passengers, one tested positive for the virus while all the others tested negative.&nbsp;

Tagelagi urged Niueans to remain vigilant.&nbsp;

Niue happens to be the second island to record its first case this week. Earlier, Chatham islands also reported its first case over the weekend.

Richard Bann, a meteorologist with the National Weather Service’s Weather Prediction Center, was quoted by The Guardian saying, "The Pacific north-west got caught in a region where a series of feedbacks set up these very warm temperatures – no, hot temperatures – with very little cloud cover and very warm temperatures at night too".&nbsp;

Meanwhile, humans are not the only ones affected by the deadly heat. British Columbia scientists, more than 1 billion marine animals along Canada’s Pacific coast are likely to have died from last week’s heatwave.

The heatwave is believed to have killed at least 500 people in Canada, however, it has also had an impact on marine life.

Christopher Harley, a marine biologist at the University of British Columbia, calculated that more than a billion marine animals may have been killed by the unusual heat. As per Harley, a walk along a Vancouver-area beach highlighted the magnitude of devastation brought on by the heatwave.&nbsp;

As per experts, the province needs to adapt to the reality that sudden and sustained heatwaves are likely to become more common. They attributed it to climate change.

Meanwhile, humans are not the only ones affected by the deadly heat. British Columbia scientists, more than 1 billion marine animals along Canada’s Pacific coast are likely to have died from last week’s heatwave. The heatwave is believed to have killed at least 500 people in Canada, however, it has also had an impact on marine life. Christopher Harley, a marine biologist at the University of British Columbia, calculated that more than a billion marine animals may have been killed by the unusual heat. As per Harley, a walk along a Vancouver-area beach highlighted the magnitude of devastation brought on by the heatwave. As per experts, the province needs to adapt to the reality that sudden and sustained heatwaves are likely to become more common. They attributed it to climate change.

Warning about the bug,&nbsp;Dr Paul De Barro, biosecurity research director at Australia’s national science agency, the CSIRO told local media, “If you thought Covid was bad, you don’t want anti-microbial resistance.”

“I don’t think I’m exaggerating to say it’s the biggest human health threat, bar none. Covid is not anywhere near the potential impact of AMR.”

AMR stands for&nbsp;antimicrobial resistance and can reportedly take humans "back into the dark ages of health.”

The warning has been sound by the Australian scientist, who has also said that while the world is at risk, the problem is acute in the&nbsp;Pacific region.

The drug-resistant bacteria can put the health system at far greater risk than imaginable in the Pacific region as there is very less official data available on this bacteria, and even lesser public knowledge.

“A challenge for Pacific island countries and territories is trying to curtail antimicrobial excess, without jeopardising antimicrobial access for those who need them,” the paper argued.

The study has come a month after the Fiji government announced that 10 people lost their lives to leptospirosis and more than a thousand are suffering from it — a bacterial infection that affects both animals and humans.

The scientists have also warned that unlike coronavirus, social distancing and wearing face masks cannot keep you safe from this disease as this&nbsp;bacteria exists in food, water, air and our everyday-use substances and resources.

Superbug is deadlier than COVID-19; situation worse in Pacific

The Asian Development Bank (ADB) said on Thursday it will make available 200 million dollars for companies manufacturing and distributing medicines and other items needed to combat the novel coronavirus (COVID-19).

Companies manufacturing and distributing products, including medicines and personal protective equipment, are increasingly strained as production and distribution ramp-up to address COVID-19.

The support from ADB, working in partnership with commercial banks, will provide such companies in Asia and the Pacific with additional working capital to meet expansion and other requirements.

"The support will target companies in the supply chain that are critical to fighting the virus," said ADB`s Head of Trade and Supply Chain Finance Steven Beck.

"We are looking to support companies that want to ramp up production and therefore need to engage suppliers," he added.

Given that a single pool of supply chain finance is typically used for a subsequent delivery over a period of 120 to 180 days, the 200 million dollar facility could support more than 400 million dollars of financing over the next 12 months.

A total of 50:50 risk sharing from partner commercial banks could boost support under the facility to 800 million dollars over the same period.

The funds will be made available through ADB`s supply chain finance programme and provided to selected companies within weeks.
