The India Meteorological Department (IMD) has warned that it will pass near Paradip by this afternoon. As a result, winds are expected in the northern coastal areas of Odisha, one of the locals told ANI.

"I stay at Bengali Sahi and have faced the 1999 Super Cyclone. When the administration announced that a similar cyclone is going to hit Odisha, we immediately fled from our shelter centres with our documents," said Panchanan Das, another local.&nbsp;

As per the latest update issued by the IMD, the 'extremely severe' cyclonic storm lay centred over northwest and adjoining the west-central Bay of Bengal, about 125 km south of Paradip in Odisha, 390 km south-southwest of Digha and 540 km south-southwest of Khepupara in Bangladesh.

After the city lost a large number of trees to the recent Cyclone Fani, a government hospital here has taken up a unique initiative to recover the lost green cover by handing out free tree saplings to the parents of newborn babies.

"The idea is to connect the sentiment of the mother with the plant. So, when she goes home, she believes there are two newcomers in her family and takes care of the plant as well. We are also teaching people the role and importance of plants," Director of Capital Hospital, Bhubaneshwar, Ashok Pattnaik told ANI.

The hospital is handing out Neem, Bael and Kadamba plants to the parents of the newborns delivered in the hospital under their innovative scheme, 'One baby one tree'.

"We lost a lot of trees in the recent cyclone Fani. We are taking up this unique initiative to revive the green cover in our beloved city and the surrounding areas with the help of district authorities and forest department," Pattnaik said.

According to officials, around 30 newborns are delivered in the hospital every day. The hospital receives tree saplings from the forest department and hands them out to the parents when the mother and child are discharged.

"They will plant the trees in their houses as a memento of their child's birth. Therefore, they will be more responsible for nourishing it. We have also informed them that when the tree grows up, it will also nourish around 400 people by supplying oxygen," he added.

The people are also taking this programme with a renewed zeal.

"We will plant this tree and take care of it like our own child. When the tree grows up, it will provide oxygen to people," said Kunduni Dehuri, who received one such sapling.

Cyclone Fani had wreaked havoc in the state after it made landfall in the beach city of Puri on May 3.

At least 64 people were killed, over 20 lakh trees uprooted while infrastructure worth crores were destroyed in the calamity.&nbsp;

Odisha hospital gives saplings to new parents in bid to recover lost green in Fani

About 48 per cent of the electricity consumers in Puri district are yet to get back their power connection even though 28-days have passed after the extremely severe cyclone 'Fani' made landfall near Puri town on May 3, officials said Saturday.

This was revealed at a meeting when the new Revenue and Disaster Management minister Sudam Marandi took stock of the restoration work in the cyclone-affected districts.

The minister stressed on repair and restoration of primary school buildings damaged into cyclone before reopening of schools after summer vacation. He also emphasized on the quick restoration of the Anganwadi Centres, health institutions and electricity in all the affected areas

"Only 1,51,889 out of 2,91,171 affected consumers (52%) have got electricity in Puri district within a month," the official said, adding that water supply in both urban and rural areas has already been restored.

The extremely severe cyclonic storm 'Fani' had made a landfall on May 3 near Puri and had affected 14 districts of the state. Nearly 1.65 crore people were affected while 64 people lost their lives in the disaster.

Out of 25,01,131 affected consumers in the districts of Angul, Dhenkanal, Cuttack, Puri, Nayagarh, Khurdha, Kendrapada, Jagatsinghpur and Jajpur, electricity has been restored to 23,36,584 consumers till May 31, an official said.

While 99 per cent consumers have got electricity in Cuttack district, power has been restored in 96 per cent of the consumers in Khurda. All the consumers in Kendrapara and Kagatsinghpur have got power supply.

Meanwhile, the state government claimed that the damage assessment by the departments and the Collectors is almost over and the memorandum to the Government of India will be submitted soon.

An Inter-Ministerial Central Team visited Odisha from May 12 to 15 and conducted an on the spot assessment of the damages caused due to the cyclone. A preliminary report of damage amounting to Rs 11,942.68 crore was shared with the central team, the official said.

International Development Partners- EU, World Bank and UN Systems along with Departments and various institutions are also separately carrying out a Rapid Damage and Needs Assessment (RDNA) on the cyclone 'Fani', said special relief commissioner B P Sethi.

Earlier in an interview, Patnaik demanded special category status from Centre for his disaster-prone state, saying it faces natural calamities almost every year.

Special category status is the need of the hour due to the massive loss to infrastructure which may stall the growth of the state, he said.

"In fact, this is one of our main demands before the Union government. Odisha faces natural calamities almost every year. The assistance we get from the Centre is mostly for temporary restoration of infrastructure. We have to spend a lot from state's own funds to work for the long-term," Patnaik told in an interview.

The Odisha government said Sunday that financial assistance of up to Rs 1.02 lakh would be given to people for repairing houses damaged by Cyclone 'Titli' and the subsequent floods earlier this month.

Deputy Relief Commissioner PK Mohapatra said the assistance will be given to the people for damaged houses as well as livestock as per the norms of the Odisha Relief Code.

As per the state's estimates, 57,131 houses have been damaged in the twin calamities that left at least 61 people dead and 10 missing.

While an aid of Rs 1,01,900 will be given for damage of a house in hilly areas, Rs 95,100 will be given for those in the plains for rebuilding activity, Mohapatra said.

For partially damaged houses, the affected people will get Rs 5,200 for pucca houses, Rs 3,200 for kuchcha ones and Rs 4,100 for huts, Mohapatra told reporters.

This apart, Rs 2,000 will be given for loss of utensils and Rs 1,800 for clothes damaged in the calamity, he said.

Similarly, financial assistance will also be given for loss of livestock at the rate of Rs 30,000 for a cow and Rs 25,000 for an ox. In this case, compensation will be given for a maximum of three animals per family, he said.

For demostic animals like goat and sheep, assistance of Rs 3,000 per family will be provided. Similarly, assistance of Rs 50 per family will be provided for loss of poultry animals with a cap of Rs 5,000, Mohapatra said.

Mohapatra said power supply has been restored in Ganjam and Rayagada districts, while the same would be completed in Gajapati district by October 23.

The toll in Cyclone Titli and the subsequent floods in Odisha rose to 61, with the state government confirming four more casualties on Saturday and Chief Minister Naveen Patnaik directing officials to complete restoration work within the stipulated time.

Reports of death of 11 more people were being verified at district level, Chief Secretary A P Padhi said after a review of relief and restoration activities in the 17 affected districts.

He said four more people had died in the cyclone and the resultant floods that had struck Odisha and neighbouring districts of Andhra Pradesh on October 11.

Of the 61 deaths confirmed so far, Padhi said three were fishermen from the neighbouring Andhra Pradesh. They died while fishing near Odisha coast and the bodies were recovered, he said.

The state government has submitted a preliminary report to the Centre on the damage caused by the cyclone and the flood, he said, adding it has sought Rs 1,000 crore as interim assistance.

Patnaik reviewed the ongoing restoration work in the affected districts and directed secretaries of various departments to take up relief efforts on a war-footing.

A senior official said that Patnaik had instructed that rebuilding of roads, drinking water facilities, power supply and damage assessment should be completed soon.

The chief minister would send independent observers to the affected areas to oversee completion of restoration work, he said.

On the progress made in relief and restoration work, Padhi said the repair of all the roads, except in Sorada in Ganjam district and Daringbadi in Kandhmal district, were completed.

He said the supply of drinking water to all urban local bodies (ULBs) and 570 of the 650 villages in the affected districts was restored. The damaged tubewells were repaired as well, the chief secretary added.

Power connectivity to about 90 per cent of the affected areas would be completed by October 22, the chief secretary said, adding 50 kg of rice was provided to each affected family in the worst-hit Gajapati district.

He further said financial assistance of Rs 11 crore was disbursed among the affected families in Gajapati district, while the process was in the final stage in Ganjam district.

Each family in Gajapati was being given 50 kg rice and Rs 1,000 in cash as relief, while the affected families in Ganjam have got 25 kg of rice and Rs 2,000 cash.

Toll in Cyclone Titli rises to 61, Odisha CM asks officials to work on war-footing

The process of landfall of the very severe cyclone Titli started early Thursday with surface wind reaching speeds of 126 kmph at Gopalpur in Odisha's Ganjam district, the India Meteorological Department (IMD) said.

News agency ANI reported cyclone 'Titli' moving at a speed of 140-150 km per hour. "Odisha's Gopalpur reported 102 km per hour and Andhra Pradesh's Kalingapatnam reported 56 km per hour surface wind speed."

"The process of landfall has started and it will completely cross the Odisha coast in one or two hours. The system will pass close to Gopalpur," H R Biswas, Director of Metereological Centre, Bhubaneswar, told PTI.

The IMD said, "The forward sector of the eye of the storm has been entering into the land mass."

While Gopalpur in Odisha reported surface winds at 126 kmph, Kalingapatanam in Andhra Pradesh recorded wind speed of 56 kmph.

As the landfall process started, at least five districts like Ganjam, Gajapati, Puri, Khurda and Jagatsinghpur are receiving good amount of rainfall coupled with high-speed winds under the impact of Titli.
