North Korean leader Kim Jong Un has supervised the test-firing of a new type of "tactical guided weapon," the country's state media reported on Thursday.

It said the "advantages" of the weapon were "the peculiar mode of guiding flight and the load of a powerful warhead".

The KCNA report did not provide further details about the weapon, but said Kim described its development as one "of very weighty significance in increasing the combat power of the People's Army".

KCNA added that Wednesday's test was "conducted in various modes of firing at different targets" and that Kim "guided the test-fire".

Thursday's announcement came the day after a US monitor, the Center for Strategic and International Studies, said activity had been detected at North Korea's main nuclear site.

It suggested Pyongyang may be reprocessing radioactive material into bomb fuel since the collapse of a February summit with Washington.

That meeting, the second between US President Donald Trump and Kim, ended abruptly without agreement on Pyongyang's nuclear programme.

Since then, North Korea has said it is mulling options for its diplomacy with the US, and Kim said last week he was open to talks with Trump only if Washington came with the "proper attitude".

"Kim is trying to make a statement to the Trump administration that his military potential is growing by the day," said Center for the National Interest analyst Harry Kazianis.

"His regime is becoming frustrated with Washington's lack of flexibility in recent negotiations."

Last November, KCNA reported that Kim oversaw the testing of a "newly developed ultramodern tactical weapon" months after his first meeting with Trump.

It was the first official report of a weapons test by North Korea since it began negotiations with Washington over its nuclear and missile programme.

North Korea's Kim oversees new 'guided weapon' test: State media

North Korean leader Kim Jong Un will visit Russia in late April for his first meeting with President Vladimir Putin, Moscow said Thursday.

"Following an invitation from Vladimir Putin... Kim Jong Un will visit Russia in the second half of April," the Kremlin said in a statement on its website.

The announcement comes after North Korea announced it had tested a new tactical weapon with a "powerful warhead", as denuclearisation talks with Washington appear to stall.

The Kremlin did not provide details on the exact date or location of the meeting, but Russian, South Korean and Japanese media earlier reported it would be in Russia's Far East.

Putin has long expressed his readiness to meet with Kim.

Kremlin spokesman Dmitry Peskov said earlier Thursday that Fiona Hill, an advisor to US President Donald Trump, had been in Moscow for talks with her Russian counterpart Yuri Ushakov.

US special envoy for North Korea Stephen Biegun was also in Moscow, the State Department said.

A Pyongyang official was meanwhile seen inspecting a train station in the Far Eastern city of Vladivostok, near Russia's border with North Korea, Russian state media reported.

Russia has relatively warm ties with the reclusive regime and provides some food aid.

The last summit between a Russian and North Korean head of state came in 2011, when Kim's father Kim Jong Il travelled to Siberia to meet Dmitry Medvedev, then Russia's president.

Kim Jong Il, who died shortly after the visit, told Medvedev his state was prepared to renounce nuclear testing.

North Korea's Kim to meet Putin in Russia in late April

North Korea on Thursday demanded the removal of US Secretary of State Mike Pompeo from talks over its banned nuclear programme, hours after the isolated state claimed to have tested a new kind of weapon.

Describing Pompeo as "reckless" and immature, the foreign ministry said it wanted him replaced by another interlocutor, a demand that significantly ups the ante in a sensitive diplomatic standoff.

Pyongyang and Washington have been at loggerheads since the collapse of a summit between Kim Jong Un and Donald Trump earlier this year.

"I am afraid that, if Pompeo engages in the talks again, the table will be lousy once again and the talks will become entangled," Kwon Jong Gun, director general of the ministry's Department of American Affairs said, according to the official KCNA news agency.

"Therefore, even in the case of possible resumption of the dialogue with the US, I wish our dialogue counterpart would be not Pompeo but... (another) person who is more careful and mature in communicating with us."

It is not the first time North Korea has singled out Pompeo for special criticism.

When the secretary of state met with North Korean officials in Pyongyang in July last year, he was condemned for his "gangster-like" insistence that the North move towards unilateral disarmament.

Kwon, whom KCNA said was responding to a question from one of its journalists, said leader Kim had made clear that the US attitude has to change.

He said Pompeo was standing in the way of a resumption of talks.

"We cannot be aware of Pompeo's ulterior motive behind his self-indulgence in reckless remarks; whether he is indeed unable to understand words properly or just pretending on purpose.

"The US cannot move us one iota by its current way of thinking. In his previous visits to Pyongyang, Pompeo was granted audiences with our Chairman of the State Affairs Commission for several times and pleaded for the denuclearization.

"However, after sitting the other way round, he spouted reckless remarks hurting the dignity of our supreme leadership at Congress hearings last week to unveil his mean character by himself, thus stunning the reasonable people."

In testimony to a Senate subcommittee last week, Pompeo, who flew to Pyongyang four times last year, was asked if he would agree with the characterisation of Kim as a "tyrant".

"Sure. I'm sure I've said that," Pompeo replied.

North Korea takes an exceedingly dim view of anything it sees as a personal attack on Kim, who enjoys a personality cult among a people who are fed a steady diet of propaganda about the founding family.

Since the beginning of the thaw in relations between the US and North Korea, Pyongyang has been far happier to deal directly with Trump, who critics fear is too soft on the regime and is not sufficiently versed in diplomacy.

The US president has made much of his personal relationship with Kim, musing on several occasions about their "love" for each other.

South Korea had not detected anything on radar so it was unlikely to have been a missile, a military official told AFP.

"The description makes whatever was tested sound like a missile, but that could be everything from a small anti-tank guided missile to a surface-to-air missile to a rocket artillery system," said North Korea analyst Ankit Panda.

Kim Jong Un: Open to third summit with Trump

North Korean leader Kim Jong-un is willing to meet with US President Donald Trump a third time if Washington comes to the table with the "right attitude", state media reported Saturday.

Kim also said he would wait until the end of the year "for the US to make a courageous decision" on another meeting, after his most recent summit with Trump in Vietnam broke down and both sides left without an agreement.

Washington has blamed the February deadlock on the North's demands for sanctions relief in return for limited nuclear disarmament, but Pyongyang said it had wanted only some of the measures eased.

In a speech to Pyongyang's rubber-stamp parliament Friday, Kim said the Hanoi meeting had made him question whether Washington is "genuinely interested" in improving its relations with Pyongyang.

"We are willing to give another try if the US offers to have a third summit with the right attitude and mutually acceptable terms," he said, according to a report by North Korean state media outlet KCNA.

Kim added that his personal relationship with Trump remained strong, adding they could "write letters to each other" whenever they wanted.

"We will wait with patience until the end of the year for the US to make a courageous decision," Kim said.

Trump and Kim held their first landmark summit in Singapore last June, where the pair signed a vaguely-worded agreement on the "denuclearisation of the Korean peninsula".

But the failure to reach agreement at their second summit in Hanoi has raised questions over the future of the accord.

Trump said Thursday he was mulling the third summit with Kim ahead of a meeting with his South Korean counterpart Moon Jae-in at the Oval Office -- a move supported by Seoul.

"Our government will do what we can in order to maintain the current momentum for dialogue," Moon's office said in a Saturday statement.

News brief: Big stories of the day

North Korean leader Kim Jong-Un said the breakdown in talks with the United States has raised the risks of reviving tensions, but he is only interested in meeting President Donald Trump again if the United States comes with the right attitude, state media KCNA said on Saturday.

Kim said that he will wait "until the end of this year" for the United States to decide to be more flexible, according to KCNA.

"What is needed is for the US to stop its current way of calculation, and come to us with a new calculation," Kim said in a speech to the Supreme People's Assembly on Friday, KCNA said.

Trump and Kim have met twice, in Hanoi in February and Singapore in June, building goodwill but failing to agree on a deal to lift sanctions in exchange for North Korea abandoning its nuclear and missile programs.

Trump said on Thursday he is open to meeting Kim again, but in his speech on Friday, the North Korean leader said the outcome in Hanoi led him to question the strategy he embraced last year of international engagement and economic development.

The Hanoi summit "raised strong questions about whether the steps we took under our strategic decision were right, and gave us a sense of caution about whether the US is even really trying to improve the DPRK-U.S. relationship," Kim said, using the initials of North Korea's full name, the Democratic People's Republic of Korea.

In Hanoi, the United States came with "completely unrealizable plans" and was "not really ready to sit with us face-to-face and solve the problem," Kim said.

"By that sort of thinking, the US will not be able to move us one iota even if they sat with us a hundred, thousand times, and will not be able to get what it wants at all," he said.

"I will be patient and wait until the end of this year for America's courageous decision, but it will be hard to get as good a chance as last time," Kim said.

Third summit in doubt

Kim said his personal relationship with Trump is still good, but that he had no interest in a third summit if it is a repeat of Hanoi.

At a meeting with South Korean President Moon in Washington on Thursday, Trump expressed a willingness to hold third summit with Kim but said that Washington would leave sanctions in place on Pyongyang.

Kim said U.S. leaders "mistakenly believe that if they pressure us to the maximum, they can subdue us." The current U.S. policy of sanctions and pressure is "like trying to put out a fire with oil," he added.

Still, Kim said he would not hesitate to sign an agreement if it takes into account both countries' considerations.

The United States had continued to provoke North Korea by testing an anti-ballistic missile system and conducting military drills with South Korea despite Trump's announcement that large-scale exercises would end, he said.

Last month, a senior North Korean official warned that Kim might rethink a moratorium on missile launches and nuclear tests in place since 2017 unless Washington makes concessions such as easing sanctions.

Kim complained that Washington is coercing South Korea into abiding by sanctions and not pushing forward with inter-Korea projects.

North Korea has a choice "to continue to improve inter-Korean relations to relieve pressure on the Korean peninsula or to go back to the past when things collapsed amid increasing risks of war," he said.

Still, North Korea is committed to better North-South relations and peaceful unification, Kim said.

"I would like to make it clear that it is my unwavering determination to make a new history of peace and prosperity," he said.

North Korea has replaced its long-serving head of state with a close aide to leader Kim Jong Un, promoting a man who was placed on a US sanctions list last year for alleged human rights abuses, state media said Friday.

The move came as part of a top-ranking reshuffle that analysts said further cemented Kim's already unshakeable grip on power.

Kim also acquired a new title, and now becomes "the supreme representative of all the Korean people" -- a newly-created role that observers say makes him more like a modern national leader, on a par with other country's presidents and prime ministers.

Kim Yong Nam, the now-91-year-old who held the position of the North's head of state -- an almost entirely ceremonial role -- for almost 20 years, was replaced by Choe Ryong Hae, the state-run KCNA said.

As the new president of the Supreme People's Assembly, Choe is technically head of state, although real power in North Korea is wielded by Kim and his immediate family.

The reshuffle comes at a time of the heightened diplomatic activity that has seen Kim Jong Un hold landmark summits with the leaders of the US, China and South Korea.

Born in 1950, Choe is considered Kim Jong Un's right-hand man -- frequently referred to as the regime's "virtual number two official", has been key to the party's hierarchy since the 1980s.

Some reports have even suggested that one of Choe's sons is married to Kim Jong Un's powerful sister, Kim Yo Jong.

Choe is also one of the three North Korean officials placed under sanctions by the US last year over human rights abuse allegations.

Analysts said, however, the existing structures on Choe will have little impact on his future diplomatic endeavours, as long as its nuclear dialogue with the US continues.

"Kim Yong Chol, the North's top nuclear negotiator, also has been sanctioned by Washington since 2010," Ahn Chan-il, the president of the World Institute for North Korea Studies in Seoul, told AFP.

"But he visited Washington without a problem earlier this year. Washington will always make exceptions -- as long as Pyongyang has something to offer."

New title

Kim's new job adds to a growing list of titles he has accrued since he took power after the 2011 death of his father.

Analysts say it may also indicate a change in the country's constitution that concentrates more authority in the young leader.

"If Pyongyang indeed revised its constitution, then it just means Kim Jong Un now has more power than ever,"" said analyst Ahn.

"If that's the case, Kim will be the one who will be officially representing Pyongyang both at home and abroad".

Unlike his father, Kim Jong-Il, the young Kim has increasingly greeted foreign heads of state and visiting dignitaries, performing the functions of a modern head of state.

Jeong Young-Tae, an analyst at the Institute of North Korean Studies in Seoul, says the new title is part of Pyongyang's efforts to "secularise" Kim and his power.

"Kim Jong Un wants to re-brand North Korea as a 'normal' socialist country in the world stage," he told AFP.

"The new title 'representative' is a break from some of his previous titles that are redolent of a religious cult."

A Chinese city has opened a new border crossing with North Korea - fitted with radiation detectors - even as talks between Washington and Pyongyang have languished over disagreements for nuclear sanctions relief.

The new highway border crossing opened in the northeastern city of Ji'an on Monday, complementing its three existing ports with the North, the city said in a statement published to its website on Tuesday.

"After three years of unremitting efforts, the China-North Korean Ji'an-Manpo Highway Port was officially opened," the city said.

The project cost $42 million and the city estimated 500,000 tons of goods and 200,000 people would cross through the new port each year.

But crippling UN sanctions imposed on the North by the UN Security Council in 2016 and 2017 have crimped trade between the two Cold War-era allies.

China is by far the North's biggest trading partner. While Pyongyang publishes virtually no economic statistics of its own, Chinese Customs figures show exports to China have plummeted by more than 90 per cent since 2016, down to $213 million last year - although some observers question their reliability

Sanctions relief was top of North Korean leader Kim Jong Un's agenda for his Hanoi summit with US President Donald Trump in February.

But the meeting broke up without a statement or even a lunch as the two sides disagreed over walking back Pyongyang's nuclear weapons programme in exchange for loosening sanctions.

After the opening ceremony, the first 120 tourists crossed the border. Chinese tourism to the North has picked up as relations between the countries have improved in recent years.

The crossing also has a nuclear radiation detection gate, the city said. China has long been worried about any fallout from North Korea's nuclear activities and Jilin was rocked by an earthquake after a massive bomb test across the border in September 2017.

The main artery for North Korean trade with China has traditionally been through the Chinese border city of Dandong, to the south.

Ambitious city planners there started work on a Dandong New Zone in 2012, capped by a massive project to open a bridge connecting the city with the North Korean city of Sinuiju on the other side.

Authorities expected billions of dollars in investment to flood into jointly-run free trade zones on both sides of the border.

But after construction on the four-lane, $350-million bridge completed, it never opened, and the concrete runs into fields on the North Korean side.

Chinese city opens new border crossing with North Korea

Twice as many foreigners as last year gathered in Pyongyang Sunday for the city's annual marathon, tour firms said, as reduced tensions see visitor numbers rise in isolated North Korea.

The event — part of the celebrations for the anniversary of founder Kim Il Sung's birth in 1912 — is the highlight of the North's tourism calendar and offers the chance to run or jog through the streets of the tightly-controlled city.

Around 950 Westerners entered the event, according to market leader Koryo Tours, compared to some 450 last year when numbers slumped.

That brought participation almost back to the levels of 2017, before tensions soared as the North carried out a series of missile launches and leader Kim Jong Un traded threats and personal insults with US President Donald Trump.

The same year, Washington also banned its citizens from visiting the North following the death of Otto Warmbier, a US student jailed for trying to steal a propaganda poster who died in a mysterious coma days after his release.

Several other countries subsequently raised their travel warnings, a combination of events that dealt a significant blow to the North's tourism industry.

The US ban remains in place but more Western tourists signed up for the marathon this time, tour operators said, following a year of high-level diplomacy between Trump and Kim.

"As political tensions have subsided, tourism demand has increased," said Elliott Davies, director at Uri Tours, another operator, adding: "You could plot a graph in this direct relationship."

- 'Marathon chasers' -
The vast majority of tourists to the North are Chinese and some 5,000 Westerners a year used to visit the North -- with about 20 percent of those from the US -- seeking unique adventures in one of the most closed countries in the world.

The annual race also attracts so-called "Marathon Chasers" who tick off runs around the world, said Matt Kulesza, a senior tour guide at Young Pioneer Tours.

Angel Arnaudov, a 34-year-old engineer from Macedonia, said Pyongyang came onto his "radar" after finishing more than 30 marathons in cities ranging from Tokyo, New York and Copenhagen.

"I want to experience the life in North Korea myself and see if it is like they say on TV or different," he said, adding he would be posting videos on his YouTube channel.

For third-time participant Jasmine Barrett, the Pyongyang Marathon was an opportunity to interact with ordinary North Koreans who line the streets to cheer on the runners, offering high-fives and posing for selfies.

"I keep coming back because I love to see the smiles on the children's faces," the Australian entrepreneur told AFP.

"I'd definitely recommend it to others because it's a great way to see the city and the people who live there," she added.

Tour operators advise visitors to take extra precautions about "what to do and what not to do" when travelling in the North.

Simon Cockerell, Koryo Tours' general manager, said: "This is vital when visiting North Korea and anyone wanting to travel shouldn't go without a briefing."

North Korea holds marathon, tourist numbers are double from last year

A break-in at the North Korean embassy in Spain last month was "a grave terrorist attack", a representative from North Korea's foreign ministry said on Sunday in the North's first official comment on the incident.

The foreign ministry representative also called for an investigation and said North Korea was closely watching rumours that the US Federal Bureau of Investigation (FBI) and an anti-North Korea group were behind the raid.

However, North Korea stopped short of blaming Washington directly for the raid and asked Spanish authorities to conduct the investigation in a responsible manner.

"We will wait for the result in patience," the North's state-run KCNA news agency quoted the representative as saying.

A mysterious dissident group accused of breaking into the North's embassy in Madrid last month said on Thursday it was temporarily suspending operations. That came after a Spanish judge issued international arrest warrants for two suspects Spanish authorities say fled to the United States.

The group has claimed the United States betrayed its trust after members approached the FBI.

KCNA said an armed group assaulted its embassy in Spain and bound, beat and tortured embassy staff and stole communication equipment.

"An illegal intrusion into an occupation of a diplomatic mission and act of theft are a grave breach of state sovereignty and a flagrant violation of international law, and this kind of act should never be tolerated over the globe," the North's foreign ministry representative said.

North Korea says embassy raid in Spain was a 'grave terrorist attack'

On the day that their talks in Hanoi collapsed last month, US President Donald Trump handed North Korean leader Kim Jong Un a piece of paper that included a blunt call for the transfer of Pyongyang's nuclear weapons and bomb fuel to the United States, according to the document seen by Reuters.

Trump gave Kim both Korean and English-language versions of the US position at Hanoi's Metropole hotel on February 28, according to a source familiar with the discussions, speaking on condition of anonymity. It was the first time that Trump himself had explicitly defined what he meant by denuclearisation directly to Kim, the source said.

A lunch between the two leaders was cancelled the same day. While neither side has presented a complete account of why the summit collapsed, the document may help explain it.

The document's existence was first mentioned by White House national security adviser John Bolton in television interviews he gave after the two-day summit. Bolton did not disclose in those interviews the pivotal US expectation contained in the document that North Korea should transfer its nuclear weapons and fissile material to the United States.

The document appeared to represent Bolton's long-held and hardline "Libya model" of denuclearisation that North Korea has rejected repeatedly. It probably would have been seen by Kim as insulting and provocative, analysts said.

Trump had previously distanced himself in public comments from Bolton's approach and said a "Libya model" would be employed only if a deal could not be reached.

The idea of North Korea handing over its weapons was first proposed by Bolton in 2004. He revived the proposal last year when Trump named him as national security adviser.

The document was meant to provide the North Koreans with a clear and concise definition of what the United States meant by "final, fully verifiable, denuclearisation," the source familiar with discussions said.

The White House did not immediately respond to a request for comment. The State Department declined to comment on what would be a classified document.

After the summit, a North Korean official accused Bolton and Secretary of State Mike Pompeo of "gangster-like" demands, saying Pyongyang was considering suspending talks with the United States and may rethink its self-imposed ban on missile and nuclear tests.

The English version of the document, seen by Reuters, called for "fully dismantling North Korea's nuclear infrastructure, chemical and biological warfare programme and related dual-use capabilities; and ballistic missiles, launchers, and associated facilities."

Aside from the call for the transfer of Pyongyang's nuclear weapons and bomb fuel, the document had four other key points.

It called on North Korea to provide a comprehensive declaration of its nuclear programme and full access to US and international inspectors; to halt all related activities and construction of any new facilities; to eliminate all nuclear infrastructure; and to transition all nuclear programme scientists and technicians to commercial activities.

The summit in Vietnam's capital was cut short after Trump and Kim failed to reach a deal on the extent of economic sanctions relief for North Korea in exchange for its steps to give up its nuclear programme.

The first summit between Trump and Kim, which took place in Singapore in June 2018, was almost called off after the North Koreans rejected Bolton's repeated demands for it to follow a denuclearisation model under which components of Libya's nuclear programme were shipped to the United States in 2004.

Seven years after a denuclearisation agreement was reached between the United States and Libya's leader, Muammar Gaddafi, the United States took part in a NATO-led military operation against his government and he was overthrown by rebels and killed.

'Miserable fate'

Last year, North Korea officials called Bolton's plan "absurd" and noted the "miserable fate" that befell Gaddafi.

After North Korea threatened to cancel the Singapore summit, Trump said in May 2018 he was not pursuing a "Libya model" and that he was looking for an agreement that would protect Kim.

"He would be there, he would be running his country, his country would be very rich," Trump said at the time.

"The Libya model was a much different model. We decimated that country," Trump added.

The Hanoi document was presented in what US officials have said was an attempt by Trump to secure a "big deal" under which all sanctions would be lifted if North Korea gave up all of its weapons.

US-North Korean engagement has appeared to be in limbo since the Hanoi meeting. Pompeo said on March 4 he was hopeful he could send a team to North Korea "in the next couple of weeks," but there has been no sign of that.

Jenny Town, a North Korea expert at the Washington-based Stimson Center think tank, said the content of the US document was not surprising.

"This is what Bolton wanted from the beginning and it clearly wasn't going to work," Town said. "If the US was really serious about negotiations they would have learned already that this wasn't an approach they could take."

Town added, "It's already been rejected more than once, and to keep bringing it up ... would be rather insulting. It's a non-starter and reflects absolutely no learning curve in the process."

North Korea has repeatedly rejected unilateral disarmament and argues that its weapons programme is needed for defence, a belief reinforced by Gaddafi and others.

In an interview with ABC's "This Week" programme after the Hanoi summit, Bolton said the North Koreans had committed to denuclearisation in a variety of forms several times "that they have happily violated."

"We define denuclearisation as meaning the elimination of their nuclear weapons programme, their uranium enrichment capability, their plutonium reprocessing capability," Bolton said.

Asked who authored the document, Bolton said it had been "written at staff level and cleared around as usual."

The English version of the document, seen by Reuters, called for "fully dismantling North Korea's nuclear infrastructure, chemical and biological warfare programme and related dual-use capabilities; and ballistic missiles, launchers, and associated facilities." Aside from the call for the transfer of Pyongyang's nuclear weapons and bomb fuel, the document had four other key points. 'Miserable fate' Last year, North Korea officials called Bolton's plan "absurd" and noted the "miserable fate" that befell Gaddafi. With a piece of paper, Trump called on Kim to hand over nuclear weapons: Report

The mystery over a commando-style assault on North Korea's embassy in Madrid, allegedly led by man who had an Uber account in the name of "Oswaldo Trump", deepened Wednesday after a shadowy group committed to overthrowing North Korean leader Kim Jong Un claimed responsibility.

A dissident organisation known as the Cheollima Civil Defense (CCD) said it had orchestrated the raid carried out on February 22 to end illicit activities rampant in North Korea's foreign missions.

It denied using any violence, saying in a statement on its website that its members were invited into the embassy "and contrary to reports, no one was gagged or beaten." But the statement contradicts a Spanish National Court report published a day earlier, which said a group of people had roughed up employees of the embassy and robbed computers before fleeing.

The alleged leader of the group, Adrian Hong Chang, a 35-year-old Mexican who had an Uber account in the name of Oswaldo Trump, contacted "the FBI in New York five days after the assault" with information related to the incident in the embassy, the court added.

The embassy raid came just days before a high-stakes nuclear summit in Hanoi between Kim and US President Donald Trump that ultimately failed to reach an accord.

The timing has fuelled speculation that the assailants were trying to get information on North Korea's former ambassador to Spain, Kim Hyok Chol, who became North Korea's top nuclear negotiator after he was expelled from Spain in 2017.

CCD said the raid had no links to the Hanoi summit -- which ended abruptly with no agreement -- and that no other governments were involved until after the event.

But it added it had "shared certain information of enormous potential value with the FBI in the United States, under mutually agreed terms of confidentiality."

Hong Chang, who lives in the United States, first visited the North Korean embassy in Madrid on February 7, presenting himself as Matthew Chao, a "managing partner" at a firm he called Baron Stone Capital, according to the court's report.

He said he was interested in investing in North Korea and asked to meet with embassy's charge d'affaires.

Hong Chang later visited a shop where he would buy the knives and fake guns which were later used during the raid on the embassy before leaving Spain on February 9.

He returned to Spain on February 19 via Prague. Three days later a group of ten men led by Hong Chang broke into the embassy and tied up its occupants and covered their heads with plastic bags.

Two members of the group took the charge d'affaires to the embassy's basement and tried to convince him to defect, which he refused.

One embassy employee managed to escape by jumping from a first-floor balcony, seriously injuring herself, and managed to call the police.

When officers arrived at the embassy, Hong Chang -- who wore a pin badge depicting North Korea's leader -- opened the door and claiming to be a high embassy representative convinced them that there was no problem.

The gang then fled, most of them in embassy vehicles. The following day Hong Chang flew from Lisbon to New York.

A police source told AFP that the court had issued international arrest warrants for members of the gang but could not say how many nor if they involved Hong Chang.

CCD -- which offers to assist people attempting to defect from North Korea -- emerged in 2017 when it posted an online video of the son of the North Korean leader's assassinated brother, saying it had guaranteed his safety.

Last month the group declared itself a government-in-exile for the North called "Free Joseon", using an old name for Korea. (

Mystery deepens over raid at North Korea's embassy in Madrid

A shadowy group committed to overthrowing North Korean leader Kim Jong Un claimed responsibility Wednesday for a raid on the reclusive nation's embassy in Madrid last month, saying it shared "information of enormous potential value" with the FBI.

The incident had been shrouded in mystery, but a dissident organisation known as the Cheollima Civil Defense (CCD) said Wednesday it had orchestrated the raid to end illicit activities rampant in North Korea's foreign missions.

The claim comes after a Spanish court named Adrian Hong Chang, of Mexican nationality, as being the leader of the group -- the first official account of the incident, which came days before the summit between Kim and US President Donald Trump in Hanoi.

Previous media reports said a group of men burst into the diplomatic mission and roughed up employees before making off with documents and computers.

According to investigating judge Jose de la Mata, two of the assailants took the embassy's commercial attache to an underground room and urged him to defect, which he refused.

CCD denied using any violence, saying in a statement on its website: "We were invited into the embassy, and contrary to reports, no one was gagged or beaten.

"Out of respect for the host nation of Spain, no weapons were used. All occupants in the embassy were treated with dignity and necessary caution."

Dissident group claims responsibility for raid on North Korea's Madrid embassy

The US military said it successfully tested a missile defence system to knock down an Intercontinental Ballistic Missile class target on Monday, demonstrating its ability to defend against ICBMs from countries like North Korea.

The US Missile Defence Agency said two ground-based interceptors were used in the test. One destroyed the re-entry vehicle, and the other "looked at the resulting debris and remaining objects, and, not finding any other re-entry vehicles, selected the next 'most lethal object' it could identify, and struck that," it said.

The target was launched from a test site in the Marshall Islands in the Pacific, more than 6,400 km from Vandenberg Air Force Base in California, where the interceptors were launched, the agency said.

MDA Director Lieutenant General Sam Greaves called the test a "critical milestone."

"The Ground-based Midcourse Defence system is vitally important to the defence of our homeland, and this test demonstrates that we have a capable, credible deterrent against a very real threat," Greaves said.

In January President Donald Trump unveiled a revamped US missile defence strategy that called North Korea an ongoing and "extraordinary threat," seven months after he declared the threat posed by Pyongyang had been eliminated.

North Korea reversed a decision to withdraw its staff from an inter-Korean liaison office by sending some back to work on Monday, South Korea said, in a turnaround that came after U.S. President Donald Trump opted not to impose extra sanctions on the North.

On Friday, North Korea had said it was quitting the office, just hours after the United States imposed the first new sanctions on the North since the second U.S.-North Korea summit broke down last month.

The liaison office in Kaesong, North Korea, was opened in September and had been one of the key developments made during the detente between North Korea and South Korea in the past year.

The withdrawal of North Korean staff had been seen as a setback for South Korean President Moon Jae-in's attempts to engage with Pyongyang.

However, Trump on Friday said he has decided against imposing new large-scale sanctions on North Korea, a move that experts said could be an effort to defuse tensions or signalling that the "maximum pressure" sanctions campaign on North Korea was not going to get any stronger.

"Some of North Korean staff members are working at the liaison office" on Monday, the South's Unification Ministry said in a statement.

The two sides held a consultation at the liaison office on Monday and will continue to operate the office as usual, after North Korean staff members told the South "we came to do our shift as usual today," the ministry added.

Some four or five North Korean officials came to work at the office on Monday, about half the usual level of staffing, and none of the more senior officials were among those who came to work, South Korea's Yonhap news agency reported.

A convoy of dozens of South Korean officials had left for the liaison office earlier on Monday in a bid to maintain fragile gains in relations with Pyongyang.

Analysts reckoned the continued presence of North Koreans at the liaison office probably reflected Pyongyang's satisfaction over Trump's decision to hold off on the imposition of more sanctions.

They said the threatened withdrawal of staff appeared to have been calculated to pressure South Korea into persuading the United States to soft-pedal on sanctions.

North Korean officials return to liaison office after pullout

President Donald Trump on Friday abruptly announced the cancellation of sanctions imposed by his own Treasury Department to tighten international pressure on North Korea.

"It was announced today by the US Treasury that additional large scale Sanctions would be added to those already existing Sanctions on North Korea. I have today ordered the withdrawal of those additional Sanctions!" Trump said in a tweet.

He appeared to be referring to measures unveiled Thursday that targeted two Chinese companies accused of helping North Korea to evade tight international sanctions meant to pressure Pyongyang into ending its nuclear weapons program.

But The Washington Post reported, citing Trump administration officials, that the president's tweet referenced future sanctions that had not been announced and were scheduled for "the coming days."

The Thursday sanctions were the first new sign of pressure since talks between Trump and North Korean leader Kim Jong Un broke down in Hanoi less than a month ago.

The US Treasury Department also issued an updated advisory that listed 67 vessels that it said had engaged in illicit transfers of refined petroleum with North Korean tankers or were believed to have exported North Korean coal.

The department identified the newly sanctioned firms as Dalian Haibo International Freight Co Ltd and Liaoning Danxing International Forwarding Co Ltd, both based in China.

The move prohibits US dealings with the designated companies and freezes any assets they have in the United States.

Washington announced the measures three weeks after a second meeting between Trump and Kim broke down over conflicting demands by North Korea for relief from sanctions and from the US side for North Korea to give up its nuclear weapons.

The United States has led international efforts to press North Korea through sanctions to give up its nuclear and ballistic missile programs.

"The United States and our like-minded partners remain committed to achieving the final, fully verified denuclearisation of North Korea and believe that the full implementation of North Korea-related UN Security Council resolutions is crucial to a successful outcome," Treasury Secretary Steven Mnuchin said in a statement.

"Treasury will continue to enforce our sanctions, and we are making it explicitly clear that shipping companies employing deceptive tactics to mask illicit trade with North Korea expose themselves to great risk.”

The latest sanctions showed there was some “leakage” in North Korea sanctions enforcement by China, but Beijing was mostly abiding by UN resolutions, a senior US official told reporters, speaking on condition of anonymity.

The official said that financial as well as shipping companies risked US action if they were found to be in violation of sanctions.

The official insisted, however, that Thursday's announcement was meant to maintain sanctions enforcement on North Korea rather than intensify the pressure.

While declining to say whether Washington was trying to send a post-summit message to Pyongyang, the official said Trump "has made clear that the door is wide open to continuing the dialogue with North Korea."

LIMBO

US-North Korean engagement has appeared to be in limbo since the February 27-28 summit in Hanoi, despite US Secretary of State Mike Pompeo saying on March 4 he was hopeful he could send a team to North Korea "in the next couple of weeks."

Washington has said it aims to re-engage with Kim, but North Korea has warned it is considering suspending talks and may rethink a freeze on missile and nuclear tests in place since 2017 unless Washington makes concessions.

On Monday, two senior US senators called for the Trump administration to correct a slowing pace of American sanctions designations on North Korea, saying there had been a marked decline in such actions during the past year of US diplomatic engagement with Pyongyang.

They pointed to a 2019 UN report that found that North Korea continued to defy UN sanctions with an increase in smuggling of petroleum products and coal and violation of bans on arms sales.

The Treasury statement said Dalian Haibo was targeted for dealings with Paeksol Trading Corp, a company previously designated by US sanctions on North Korea.

It said Dalian Haibo shipped cargo from Dalian, China, to Paeksol in Nampo, North Korea, in early 2018 aboard North Korean-flagged vessels.

The statement said Liaoning Danxing had "routinely used deceptive practices" to enable the work of North Korean procurement officials based in the European Union.

The Treasury statement said evasion tactics employed by North Korea included disabling or manipulating automated identification systems, physically altering vessels, transferring cargoes between ships and falsifying cargo documentation.

It said ports visited by vessels involved in ship-to-ship transfers included those in Taiwan, China, Russia and South Korea.

The Treasury Department said that in 2018, North Korean ports received at least 263 tanker deliveries of refined petroleum via UN-prohibited ship-to-ship transfers.

It said that if the tankers were fully laden, North Korea would have imported 3.78 million barrels - more than 7-1/2 times the 500,000 barrels a year allowed under a UN resolution.

China protests to US over sanctions on firms related to N Korea

North Korea has pulled its staff out of an inter-Korean liaison office, Seoul said Friday, weeks after leader Kim Jong Un's summit with US President Donald Trump ended without agreement.

The office in the Northern city of Kaesong was opened in September as the two Koreas knitted closer ties, but the South's vice unification minister Chun Hae-sung told reporters Pyongyang had "notified the South they are pulling out of the liaison office".

The decision had been taken "in accordance with an order from an upper command", he said, adding: "They said they didn't care whether we stayed at the liaison office or not."

The South's President Moon Jae-in was instrumental in brokering the talks process between the nuclear-armed, sanctions-hit North and the US, Seoul's key security ally.

Moon has long backed engagement with the North to bring it to the negotiating table, and has been pushing the carrot of inter-Korean development projects, among them an industrial zone also in Kaesong and cross-border tourism for Southerners.

But the failure by Kim and Trump to reach agreement in Hanoi last month on walking back Pyongyang's nuclear programme in exchange for relaxation of the measures against it has raised questions over the future of the process, despite both sides' expressed willingness to talk further.

In his New Year speech -- a key political event in the North -- Kim said without giving details that Pyongyang might see a "new way for defending the sovereignty of the country and the supreme interests of the state" if the US persisted with sanctions.

Seoul sought to keep the door open to more contact.

"We regret the North's decision," Chun said. "Though North Korea has pulled out, we will continue to work at the liaison office as usual."

North Korea considering to suspend nuclear talks with US: Report

The United States is hopeful that it can continue to hold denuclearization talks with North Korea, US Secretary of State Mike Pompeo said on Friday (March 15) following reports that a top Pyongyang official had said the country may suspend negotiations.

Pompeo, speaking at a news conference, also said he had every expectation that North Korean leader Kim Jong Un would live up to his commitment not to resume nuclear and missile testing.

"We're hopeful that we can continue to have conversations, negotiations," the top US diplomat told reporters, adding that North Korea's Vice Foreign Minister Choe Son Hui had left open the possibility of continued talks in the reported remarks.

"It's the administration's desire that we continue to have conversations around this," Pompeo added.

US officials have said they remain open to talks after the second summit between Kim and President Donald Trump collapsed last month with no deal, but have given no specifics.

The South Korean president's approval rating dropped to its lowest level since he came to power, according to a poll published on Thursday, that indicated a growing scepticism concerning his commitment towards North Korea's denuclearization following the failed Hanoi summit between Pyongyang and Washington.

According to a Realmeter survey of 1,510 people, that was conducted earlier this week, Moon Jae-in had only 45 per cent support.

This is the lowest rating recorded since Moon took office in May 2017.

The figure is 1.3 percentage points down from the previous week's results and is said to be the third consecutive week in which his ratings have shown a decline.

Realmeter, a South Korean firm, indicated that the fall in President Moon's rating was because of doubts among the South Korean public regarding North Korea's intentions and Seoul's insistent policy of inter-Korean engagement.

Moon has been a key mediator in bringing Pyongyang to begin negotiations with Washington to try to agree to a disarmament pact.

However, the Hanoi summit held in February between North Korean leader Kim Jong-un and US President Donald Trump ended without any agreements and brought out the differences between the two countries in coming to an agreement over the denuclearization process.

Moon said that "meaningful progress" was made during the Feb.27-28 summit in the Vietnamese capital which finished earlier than planned on the second day.

Last week, some satellite images showed activity at the missile facilities of the North Korean regime, indicating the possibility that the country could be preparing for the carrying out of new weapons tests and pressurizing Washington to resume dialogue as soon as possible.

Meanwhile, the main opposition Liberty Korea Party recorded an increase in its popularity by 1.9 percentage points in comparison with the records of the previous week and marked an approval rating of 32.3 per cent.

However, the support for the ruling Democratic Party remained unchanged at 37.2 per cent.

The poll results show the lowest gap between the two parties - with 4.9 percentage points - since Moon took charge.

South Korea President Moon Jae-in's approval rating drops to lowest level after Hanoi summit

Just when it looks like North Korean leader Kim Jong Un may restart his ballistic missile testing program, US President Donald Trump has proposed trimming the missile defense budget, as one set of deterrents is delayed by two years.

The US Missile Defense Agency - charged with developing, testing and fielding a ballistic missile defense system - will delay the expansion of the Ground-based Midcourse Defense (GMD) system by two years because of a delay in the redesign of the Raytheon Co-made "kill vehicle" the system uses.

A "kill vehicle" pops off the top of the defending missile above the Earth`s atmosphere and seeks out and destroys the attacking missile`s warhead.

The GMD is a network of radars, anti-ballistic missiles based in Alaska and California, and other equipment designed to protect the United States from intercontinental ballistic missiles, or ICBMS.

The expansion of the field of interceptors in Alaska from 44 ground-based interceptors, or GBIs, to 64 had been slated for completion in 2023. But the delay, due to technical issues and not connected to the cut in the agency`s budget, now means that the placement of the additional 20 interceptors will not be operational until 2025, the MDA said on Tuesday.

"The important thing is to get it right, and if we`re going to build more GBI`s, we want to put the best kill vehicle on the top of it," said Tom Karako, a missile defense expert at the Center for Strategic and International Studies in Washington.

At the same time, North Korea has been pushing ahead with its nuclear weapons program after a summit meeting between Kim and Trump in Hanoi ended abruptly on February 28 without an agreement on denuclearisation.

New activity has been detected at a North Korean ICBM plant, South Korean media said on Thursday, as Trump said he would be "very disappointed" if Pyongyang rebuilt a rocket site.

In the budget, the Missile Defense Agency, or MDA, saw its appropriation cut by $1 billion to $9.4 billion.

Michelle Atkinson, chief financial officer of the MDA, told reporters, "What you are seeing in `20 actually looks like a decrease, but it`s really just the declining funding," as the agency comes off recent financial injections.

Trump`s smaller request comes on the heels of a significant budget boost last year after several North Korean missile tests.

The MDA projected a budget of $9.2 billion in 2021, and $9.1 billion in 2022, continuing the trend of declining funding.

One Pentagon-wide effort in lasers that could be used to defeat missiles saw investment slow dramatically. After nearly doubling just the MDA`s budget for directed energy from $109 million in 2018 to $224 million in 2019, the Pentagon as a whole plans to invest only $235 million in the technology in fiscal 2020.

Among other proposals included in a recently published Missile Defense Review is one involving lasers mounted on drones - aimed at stopping missiles just after takeoff in what is called the boost phase.

During this portion of the flight the missile is most vulnerable, flying at its slowest speed, easily detected by the heat from its engines and incapable of evading interceptors as it accelerates to break out of the Earth`s atmosphere.

US missile defense budget cut as North Korea pushes ahead

Turnout in North Korea's single-candidate elections hit 99.99 per cent this year, state media said Tuesday -- up from a seemingly unimprovable 99.97 per cent the last time they were held.

With participation figures that Western democracies would never achieve, millions of North Koreans head to nationwide polls every five years to elect the rubber-stamp legislature known as the Supreme People's Assembly.

But with only one approved name on each voting slip in the isolated country, which is ruled with an iron grip by Kim Jong Un's Workers' Party, the result is never in doubt.

This year's turnout fell just short of 100 per cent as those "abroad or working in oceans" were unable to take part, the North's official KCNA news agency reported.

Like in 2014, results for the nationwide election held at the weekend came in 100 per cent in favour of all named candidates.

"All the electors participated as one in the election to cement our people's power as firm as a rock," KCNA said, citing a report released by the Central Election Committee.

"One hundred per cent of them cast their ballots for the candidates for deputies to the SPA registered in relevant constituencies," it added.

A detailed list of the 687 candidates was not immediately available.

But leader Kim's younger sister and close aide Kim Yo Jong was among the newly elected according to the South's Yonhap news agency, citing Pyongyang state media.

Critics say the North's election -- with its total absence of electoral competition -- is largely a political rite for enabling the authorities to claim a mandate from the people while reinforcing loyalty to the government and social unity.
