After Hurricane Helene devastated homes in Swannanoa, North Carolina, residents now hope the federal emergency management agency will provide support but they were frustrated by repeated rejections and delays.
Still reeling in a world turned upside-down by the most damaging storm in state history, many find themselves open to President Donald Trump's suggestion about getting rid of FEMA.

FEMA delays hurt North Carolina’s storm recovery

US President Donald Trump on Friday threatened to sign an executive order to overhaul or get rid of the Federal Emergency Management Agency (FEMA) as he was addressing a briefing on <a href="https://www.wionews.com/tags/north-carolina" rel="dofollow">North Carolina</a>'s hurricane recovery.&nbsp;
Claiming the agency got in the way of disaster response, Trump suggested that states take the lead role in responding and then get reimbursed a percentage of their costs from the federal government.&nbsp;

<h2>What is FEMA?</h2>
The Federal Emergency Management Agency is a US government agency with a mission to help people before, during, and after natural disasters, including hurricanes, tornadoes, earthquakes, and floods.
It was created in 1979 through an executive order by Former President Jimmy Carter.
The agency, headquartered in Washington DC, coordinates the federal response to disasters.&nbsp;

It employs over 20,000 people across the US and has an operating budget and disaster relief fund used to reimburse states and local governments in emergencies.
Moreover, it has 10 regional offices and the capacity to coordinate resources from across the federal government.&nbsp;
It further includes money for residents, which can be used during the time of emergency or for helping uninsured homeowners rebuild.

Trump on Friday arrived in North Carolina and assessed the role of FEMA moving forward. &nbsp;
"FEMA just hasn&rsquo;t done the job. And we&rsquo;re looking at the whole concept of FEMA. I like, frankly, the concept when North Carolina gets hit, the governor takes care of it. He added that the "aid will go through us", rather than going through FEMA.&nbsp;

North Carolina US Presidential Elections results 2024: House, Senate, local elections - What we know

Democrat Kamala Harris and Republican Donald Trump head to North Carolina on Saturday to try to clinch support in the southeastern battleground state just three days before Tuesday's US presidential election.

It will be the fourth day in a row that Vice President Harris and former President Trump visit the same state on the same day, underlining the critical importance of the seven states likely to decide the race, which opinion polls show to be on a knife's edge.

More than 70 million Americans have already cast ballots, according to the Election Lab at the University of Florida, below the record early-voting pace in 2020 during COVID-19, but still indicating a high level of voter enthusiasm.

Saturday also marks the last day of early voting in North Carolina, where over 3.8 million votes have been cast, while the state's western reaches are still recovering from Hurricane Helene's deadly flooding.

Harris plans appearances with rock star Jon Bon Jovi in Charlotte, the biggest city in North Carolina, which is tied with Georgia for the second-biggest prize of the swing states. Each has 16 votes in the Electoral College, where 270 are needed to secure the presidency.

North Carolina backed Trump in 2020 by a narrow margin of less than 1.5 percentage points, and elected a Democratic governor on the same day, giving hope to both parties.

"It is my plan and intention to continue to invest in American manufacturing, the work being done by American workers, upholding and lifting up good union jobs," Harris said Saturday morning in Wisconsin, as she left for North Carolina. "That is the way we are going to win the competition with China for the 21st century."

Trump will hold a rally in Gastonia, west of Charlotte, at noon (1600 GMT) before returning to the state in the evening, where he is due to speak at the 22,000-seat First Horizon Coliseum arena in Greensboro.

"This election is a choice between whether we...have four more years of gross incompetence and failure, or whether we will begin the four greatest years in the history of our country," Trump told a crowd in Michigan on Friday.

<h2>Policy differences</h2>

Harris and Trump have very different policies on major issues including support for Ukraine and NATO, abortion rights, immigration, taxes, democratic principles and tariffs, which reflect the schisms between the Democratic and Republican parties.

Republican House Speaker Mike Johnson said Friday that if Trump wins and Republicans control Congress, his party would "probably" repeal the CHIPS Act, passed under Joe Biden's administration, which gave over $50 billion in subsidies to companies for semiconductor chip manufacturing and research in the United States.

Democrats have seized on the remarks. "It is further evidence of everything I've actually been talking about for months now, about Trump's intention to implement project 2025," Harris said Saturday, referring to a conservative blueprint to remake US government and policies that was written with the help of many of Trump's closest advisers.

Johnson walked back his remarks later on Friday, saying the act would be streamlined to eliminate regulations.

Harris and Trump were both in North Carolina on Wednesday, Nevada on Thursday and Wisconsin on Friday - all battleground states - at one point holding events around 7 miles (11 km) from each other.

It indicates the enormous effort put on persuading a relatively small number of voters in a few states because the other states are seen as safely Democratic or Republican.

But Trump will also visit Salem, Virginia, on Saturday despite polls showing a clear lead there for Harris.

Harris will also be in the swing state of Georgia on Saturday, where film director Spike Lee and singer Victoria Monet are due to speak at a rally.

President Biden, a Democrat, won Georgia by just 0.3 percentage points in 2020, the first time his party had picked up the state since Bill Clinton in 1992.

Democrats will be heavily reliant on Black voters turning out and backing Harris if they want to recreate Biden's success in a state where Black people make up just over 12 per cent of the population.

Hispanics, who total nearly 19 per cent of Georgia's population, are also being fought over. Trump holds a narrow 1.6 percentage-point lead over Harris in the state, according to the polling average from FiveThirtyEight.

Heading into the final stretch, on Monday the Harris campaign plans to hold simultaneous interconnected organizing events across all seven battleground states to mobilize voters, according to a senior campaign official.

Nearly 92 people are still missing in North Carolina, weeks after Hurricane Helene devastated the western stretch of the state, Gov. Roy Cooper said in a news conference on Tuesday. He cautioned that the latest count of 92 people could change, "as more reports come in and others are resolved." He said, "I want to caution that this is not a definitive count because the task force is continuing its work.”

While rescue teams are looking for missing individuals, 95 storm-related deaths in North Carolina have been verified by the officials, and more than 220 have been killed by Helene, including in Florida, where the storm made landfall.

Vietnamese automaker VinFast, which briefly held the position of the third-most valuable car company globally, is currently grappling with a significant challenge of insufficient sales to sustain its operations. The company's idle production facilities are draining its financial resources, putting its fiscal stability at risk.&nbsp;
After struggling to gain a foothold in the competitive U.S. market, VinFast is now pinning its hopes on its smallest and most affordable vehicle to date - the VF3. This compact electric mini-SUV, measuring approximately 10 feet in length and priced at USD 9,200, is being positioned as Vietnam's potential "national car" with the aim of capturing the hearts of consumers across Asian markets.

The VF3 has been specifically engineered for Vietnamese and other Asian markets, with VinFast setting its price point to achieve "mass appeal." According to Le Thi Thuy, the chairperson of VinGroup (VinFast's parent company), the company anticipates higher sales volumes for the VF3 compared to its previous models, which were primarily intended for export to Western nations.

VinFast's journey began with ambitious aspirations of joining the ranks of global automotive giants. The company launched its sales operations in the United States last year and listed its shares on the Nasdaq stock exchange. For a brief period in late August, VinFast's market valuation surpassed that of established automotive behemoths like General Motors Corp. and Ford Motor Co.

However, the initial investor enthusiasm has since waned considerably. VinFast's share price has plummeted from its peak of USD 82.35 to below USD 4, reflecting the market's growing skepticism about the company's prospects.

Adding to its woes, VinFast is encountering several operational challenges. The construction of its USD 4 billion factory in North Carolina has been delayed, prompting the company to review and evaluate all aspects of the construction process. Legal troubles have also emerged, with VinFast facing litigation over a tragic crash in California that resulted in four fatalities. Furthermore, the company is grappling with allegations of patent infringement, which could potentially impact its technological credibility and future innovations.

The fate of VinFast holds significant importance for Vietnam on multiple fronts. Firstly, the company's ambitions align closely with the goals of the country's Communist Party, making it a symbol of national industrial progress. Secondly, VinFast's parent company, Vingroup, plays a substantial role in the Vietnamese economy. What began as a modest instant noodle company in Ukraine during the 1990s has evolved into a diverse conglomerate with interests spanning various sectors.

Despite a 90 per cent increase in revenue, VinFast reported a staggering net loss of USD 2.39 billion in the previous year. To address its financial difficulties, Vingroup has taken drastic measures, including the sale of its profitable commercial property arm, Vincom Retail. Pham Nhat Vuong, the founder of Vingroup, has personally committed USD 1 billion of his wealth to support VinFast.&nbsp;

This is in addition to the USD 11.4 billion in financing that the parent company injected into VinFast between 2017 and 2023, as disclosed in a filing with the U.S. Securities and Exchange Commission. Vuong's unwavering commitment to the venture was evident in his statement to Vingroup shareholders at their annual general meeting in April, where he declared, "We will never let VinFast go."

The VF3 is initially slated for release in emerging Asian markets, where VinFast believes it can capitalize on the transition of consumers from motorcycles to four-wheeled vehicles. Tu Le, founder of the consultancy Sino Auto Insights, suggests that these markets may be more receptive to VinFast's offerings compared to the more discerning American consumer base. The compact dimensions of the VF3 - 3.1 meters in length and 1.6 meters in both width and height - make it well-suited for navigating the narrow streets of Asian cities while still accommodating five passengers.

VinFast has set an ambitious sales target of 20,000 VF3 units in Vietnam for this year, with deliveries scheduled to commence in August. The company has adopted an innovative sales approach, offering the vehicle through Shopee, a popular Southeast Asian e-commerce platform, with an initial deposit requirement of approximately USD 2,000. The strategy appears to be gaining traction, with VinFast reporting that over 27,000 potential buyers expressed interest in purchasing the car within the first three days of opening orders on May 13.

The VF3 is attracting attention from first-time car buyers like Dieu Linh, a 32-year-old businesswoman. Linh and her husband are considering transitioning from motorcycles to a car, motivated by the increased safety and comfort it offers during extreme weather conditions. However, she remains cautious, stating, "The VF3 price is tempting. But I'll wait and see how it performs on the road before I make my deposit."

VinFast's expansion plans for the VF3 extend beyond Vietnam. The company intends to introduce the model in the Philippines later this year, followed by launches in Indonesia, Thailand, the United States, and Europe in the following year. VinFast has already established a presence in Indonesia, opening its first showroom in Jakarta in April and reporting sales of approximately 600 SUVs to Indonesian companies. The automaker has also initiated the construction of a manufacturing facility in India, signaling its commitment to penetrating the world's third-largest car market.

However, VinFast faces formidable competition in Asian markets, particularly from Chinese EV manufacturer BYD, which has already achieved economies of scale in its production processes. Chinese EV makers, including BYD and Haima, are aggressively expanding their presence in Southeast Asia.&nbsp;

Nevertheless, VinFast may have some advantages in its home market of Vietnam. The company's near-monopoly over charging infrastructure, with charging stations widely distributed across both urban and rural areas, combined with consumer skepticism towards Chinese products and a sense of national pride, could provide VinFast with an initial edge, according to Le Hong Hiep, a visiting fellow at Singapore's ISEAS-Yusof Ishak Institute.

To improve its financial position, VinFast must significantly increase its sales volume to reduce per-unit costs at its expansive factory in Haiphong province, northern Vietnam. The facility has the capacity to produce around 250,000 EVs annually but is currently operating well below this level. As Tu Le, the auto consultant, pointedly remarks, "An idle factory just burns through money."

While India presents a promising market due to its scale, VinFast faces challenges in penetrating this price-sensitive market. Even at $9,200, the VF3 would be considered expensive for many Indian consumers due to high import taxes, according to Ishan Raghav, the managing editor of Indian car magazine autoX. To be competitive, VinFast would need to establish local manufacturing facilities to benefit from policies that protect domestic carmakers. Raghav suggests that while the VF3 might appeal to Indian families seeking a compact car for urban use, establishing a presence in the market will require significant investments in manufacturing, sales networks, and charging infrastructure - all of which are capital-intensive and time-consuming endeavours.

Recognising the importance of charging infrastructure, Vingroup has launched a subsidiary called V-Green to develop its own charging network in Vietnam and other key markets. In Thailand, VinFast plans to build its own charging infrastructure, as confirmed by Vu Dang Yen Hang, the CEO of VinFast Thailand, in an interview with The Associated Press in March.

VinFast finds itself in a race against time to achieve profitability and establish a sustainable market presence. Despite prioritising sales in the United States, the company sold fewer than 1,000 cars in North America last year and only around 35,000 cars globally, falling short of its target of at least 40,000 units. About two-thirds of VinFast's revenue in 2023 came from sales to a taxi service owned by Vingroup, as disclosed in a filing to the U.S. Securities and Exchange Commission.

Le Hong Hiep emphasizes that VinFast's primary challenge lies in improving its financial performance. He warns, "If they cannot sustain it long enough, they may go bankrupt." The coming months and years will be crucial in determining whether VinFast can overcome its current obstacles and establish itself as a significant player in the global electric vehicle market.&nbsp;

Le Hong Hiep emphasizes that VinFast's primary challenge lies in improving its financial performance. He warns, "If they cannot sustain it long enough, they may go bankrupt." The coming months and years will be crucial in determining whether VinFast can overcome its current obstacles and establish itself as a significant player in the global electric vehicle market.

A federal judge has struck down parts of a North Carolina law restricting patients' access to the abortion pill mifepristone, which has become the subject of legal battles nationwide.

Chief U.S. District Judge Catherine Eagles on Tuesday (Apr 30) struck down the state's requirements that mifepristone be prescribed only by doctors and only in person, as well as a requirement that patients have an in-person follow-up appointment. She said the requirements conflicted with federal law because the U.S. Food and Drug Administration (FDA) previously considered and rejected them.

The ruling comes as the U.S. Supreme Court is considering a case brought by anti-abortion groups that, if successful, would reimpose those same restrictions nationwide.

At the same time, Eagles upheld other North Carolina restrictions, including a requirement that patients have an in-person consultation before taking the pill and undergo an ultrasound and blood test, saying those requirements had never been explicitly rejected by the FDA.

The Republican leaders of North Carolina's legislature intervened in the case to defend the restrictions after Attorney General Josh Stein, a Democrat who supports abortion rights, said he would not do so. They did not immediately respond to requests for comment.

"Republican legislators enacted the law to control, not protect, women," Stein said in a statement. "I'll keep fighting to protect women's freedoms."

Plaintiff Amy Bryant, the doctor who brought the lawsuit challenging the North Carolina law, said in a statement that she was "pleased" that the court found the state cannot "second-guess or interfere with the FDA's expert judgment."

Mifepristone is the first part of a two-drug medicine used for medication abortion, which is approved by the FDA to terminate pregnancy in the first 10 weeks. Medication abortion accounted for more than 60 per cent of U.S. abortions last year.

The case now before the Supreme Court began with a lawsuit challenging the FDA's approval of the drug by anti-abortion groups, who last year won an order from U.S. District Judge Matthew Kacsmaryk in Amarillo, Texas, banning mifepristone altogether.

The 5th U.S. Circuit Court of Appeals later narrowed the order to reinstate the in-person and doctor prescribing requirements, which the FDA originally imposed but later lifted. That order is on hold while the Supreme Court considers an appeal from the Democratic President Joe Biden's administration.

An unusual pregnancy has baffled the officials in an aquarium in North Carolina, US, as it has announced that a stingray is pregnant with as many as four pups and could give birth in the next two weeks.&nbsp;

But the shocking part is, she currently is around 3,700 kilometres away from her natural habitat which is under the waves off southern California and she hasn't shared a tank of water with a male of her species in at least eight years.&nbsp;

Brenda Ramer, who is the executive director of the Aquarium and Shark Lab on Main Street in downtown Hendersonville, "Here's our girl saying, 'Hey, Happy Valentine's Day! Let's have some pups!"&nbsp;

<h2>Then who is the dad?&nbsp;</h2>

Last week, Team Ecco's Aquarium &amp; Shark Lab in Hendersonville announced on the social media platform Facebook that its stingray Charlotte is pregnant.&nbsp;

In the post, the aquarium described the pregnancy as "a once-in-a-lifetime science mystery". They revealed that there were no male stingrays in the tank with the female when she became pregnant.&nbsp;

The aquarium posted two photos of Charlotte and in the post, Dr Robert Jones, the Aquarium Zvet out of Australia, and Becka Campbell, PhD candidate at Arizona State Univ, wrote: "Our stingray, Charlotte, is expecting! We have held this close to our hearts for over 3 months. We have ultrasound images confirmed by two supporters."&nbsp;

"The really amazing thing is we have no male ray! We do have a couple of possible reasons For this event," the post added.&nbsp;

<h2>Did she mate with sharks? Or is it something else?&nbsp;</h2>

Some reports claimed so, but an expert on stingrays claimed Charlotte could not have mated with one of the five small sharks in her aquarium, despite news stories implying such was the case after Ramer joked about an interspecies coupling, The Associated Press reported.&nbsp;

The news agency further said in its report that if not for sharks, another rare process could have been the reason, which is called parthenogenesis. It happens when eggs develop on their own without fertilisation and create a clone of the mother.&nbsp;

This phenomenon can occur in some insects, fish, amphibians, birds and reptiles, but not mammals. However, it has been documented in California condors, Komodo dragons and yellow-bellied water snakes.&nbsp;

Over 73 sea turtles died in North Carolina's Outer Banks due to a sudden drop in water temperature on Sunday (Jan 21), following the rescue of 109 paralysed sea turtles by the N.C. State University Center for Marine Sciences and Technology from National Park Service beaches.

Only 36 of the rescued turtles survived. The dead turtles will undergo necropsies, contributing to vital research. The surviving turtles are currently under examination and care at CMAST, with plans for their transfer to the NC Aquarium at Pine Knoll Shores and the Karen Beasley Sea Turtle Rescue and Rehabilitation Center in Topsail. These centres&nbsp;will facilitate their rehabilitation before their eventual release into their natural habitat.

<h2>Cold-stunning phenomenon at Cape Hatteras National Seashore</h2>

Earlier in January, another distressing incident involved the discovery of over 300 cold-stunned turtles at Cape Hatteras National Seashore.

Prompt action was taken to transport them to veterinary facilities in an attempt to save their lives.

During winter, sea turtles typically migrate to warmer waters. However, they can become lethargic and hypothermic in cooler temperatures, experiencing a condition known as "cold-stunned." This inhibits their ability to swim and eat, leading to them washing up on shores, as reported by Cape Lookout National Seashore.

In another&nbsp;incident last August, a rare Kemp's ridley sea turtle named Tally embarked on a transatlantic journey swept by the Gulf Stream.
