China's Xi Jinping and Russia's Vladimir Putin on Thursday pledged a "new era" of partnership between the two most powerful rivals of the United States, which they cast as an aggressive Cold War hegemon sowing chaos across the world.

Is it the West versus Xi and Putin as both leaders pledge a new era and condemn the US?

Slovakia Prime Minister Robert Fico is "not in a life-threatening situation at this moment," a day after escaping an assassination attempt.

In other news, Vladimir Putin is on a visit to China. There, the&nbsp;Russian President's counterpart, Xi Jinping, told him that China was&nbsp;ready to build closer ties with Russia.

Meanwhile, in Florida, a new legislation signed by Governor Ron DeSantis is set to erase the mention of "climate change" from the state's law.

Again, in the US, another instance of pro-Palestine protests required police to step in, taking back control of a hall in&nbsp;the University of California, Irvine, from protestors.

In 2021, the United Kingdom and the world were shocked after the horrifying crimes of 'Necro Lord' David Fuller came to light. Over a period of 15 years, Fuller had sexually abused the corpses of 101 women and girls in the hospital mortuaries. Now, in the wake of his sickening crimes, the nation is set to introduce a law that will sentence perverts like him to five-year in prison.

<h2>Punishing Necrophilia</h2>

As per reports, under the new law, criminals who sexually abuse dead bodies will face prison time of&nbsp;seven years.

The changes, as per the report, will also create a new offence of "sexual activity with a corpse" which will punish non-penetrative crimes with a maximum prison sentence of five years.

This will be made possible after the government amends the existing 2003 legislation and increases the current sentence for penetrating corpses from two to seven years, said Justice minister Laura Farris, as cited by Daily Mail. The amendment was initially brought forward by Conservative former ministers Greg Clark and Dame Tracey Crouch.

Addressing the House of Commons, Clark said, "All of Fuller's crimes are, frankly, unspeakable, but as well as the current sentencing limit being absurdly inadequate to deal with, in effect, the rape of dead bodies, it does not cover at all any form of sexual assault that is non-penetrative."

He said there was "clearly a gap" in the current law that needs to be patched up, and "That's what this new clause aims to do."

Lending his voice to the more than 100 victims of David Fuller, Clark said they "were robbed of their lives and then their dignity and then the victims".

He added that their families have also been robbed of adequate justice, their devastation "has been heart-breaking".

Clark said that while "we can't correct that, very sadly, in this House…But what we can do is to ensure these offences are recognised for having the gravity they do."

<h2>The gravity of the crimes</h2>

Justice Minister Farris said, "such was the extent of Fuller's offending, we've had to do so and the Government is pleased to confirm the Sexual Offences Act 2003 will be amended under this legislation to capture the sexual touch of a corpse, with a new maximum sentence of seven years for penetrative offences, and five for non-penetrative acts".

<h2>David Fuller's perverted crimes</h2>

Fuller, a maintenance worker, sexually abused the bodies of at least 101 women and girls aged between nine and 100 while employed at the now-closed Kent and Sussex Hospital and the Tunbridge Wells Hospital, in Pembury, between 2005 and 2020.

Not only that, he had recorded himself committing the gruesome crimes. He was also found guilty of murdering 25-year-old Wendy Knell, 20-year-old Caroline Pierce, and two separate attacks in Tunbridge Wells, Kent, in 1987.

Dubai, as per a report released on Tuesday (May 14) has emerged as a meeting point for criminals from across the world.&nbsp;

A collaboration of over 70 media outlets and Organized Crime and Corruption Reporting Project (OCCRP) titled 'Dubai Unlocked' has revealed that the city "has opened its doors to hundreds of people accused of criminality around the globe."&nbsp;

Dubai is where dubious individuals, from "alleged money launderers and drug lords, to political figures accused of corruption and businessmen sanctioned for financing terrorism," all clean their cash through real estate.

But Why Dubai? Here's what the report says.

<h2>Dubai: A crossroads of commerce and criminals?</h2>

Dubai, which "has long served as a crossroads for commerce" has now "become a meeting point for men and women from around the globe who have been accused of criminality and corruption."

As per the report "for those looking to launder or hide cash" Dubai, which has a reputation for financial secrecy, low taxes, and an ever-expanding spread of valuable real estate, is an appealing option.

However, it adds that Dubai is far from the only city that attracts criminals looking to stash their wealth.&nbsp;

"New York City and London real estate have also been known to attract dirty money," says the report.

<h2>But, why Dubai?</h2>

According to experts interviewed by OCCRP, several factors contribute to Dubai's appeal as a place to stash wealth, "particularly for those who are thwarted by sanctions from owning property in Western democracies, or are on the run from law enforcement".

One major factor, it says, is the "emirate's inconsistent responses to requests from foreign authorities for help arresting and extraditing fugitives."

According to Radha Stirling, an attorney and human rights advocate leading the legal assistance organisation 'Detained in Dubai,' UAE authorities use high-profile fugitives as "bargaining chips."

"The presence of extradition agreements between nations are not necessarily key to whether or not people are extradited," said Stirling.

According to Sauod Abdulaziz Almutawa, an officer from Dubai police’s anti-money laundering department, "What matters is what Dubai wants in return and whether that nation has something they want enough to barter."

Emirate's justice system, as per Jodi Vittori, a Georgetown University professor studying corruption and illicit finance, is 'a black hole'.

"It is unclear why the UAE will work with some law enforcement in some cases to arrest criminals located in the UAE and in other cases, they do not," she told OCCRP adding, "In many ways, the UAE is a law enforcement black hole."

Scientifically, is there an apt time for the consumption of tea and coffee? Yes, as per the Indian Council of Medical Research (ICMR) there is actually something as the best time to consume these caffeinated beverages. Keep reading to learn the best time to enjoy tea and coffee.

<h2>Why shouldn't you drink tea whenever you want?</h2>

As per ICMR's recently released 'Dietary Guidelines for Indians,' both these drinks contain caffeine, and these beverages over time can "induce physiological dependence".

"Tea and coffee contain caffeine, which stimulates the central nervous system and induces physiological dependence," says the medical body.

Furthermore, tea and coffee contain Tannin, which, as per the report, is known to cause issues with the body's ability to absorb iron.

<h2>How much caffeine can a cup of tea or coffee contain?</h2>

According to ICMR's report, a 150 ml cup of brewed coffee contains 80–120&nbsp;mg of caffeine, instant coffee contains 50–65&nbsp;mg and tea contains 30–65&nbsp;mg of caffeine.

"Moderation in tea and coffee consumption is advised so that caffeine intake does not exceed the tolerable limits (300&nbsp;mg/day)."

"Excessive consumption of coffee is known to increase blood pressure and cause abnormalities in heartbeat. In addition, an association between coffee consumption and elevated levels of total and LDL cholesterol ('bad' cholesterol), triglycerides and heart disease has been demonstrated."&nbsp;

<h2>So what is the best time to drink coffee or tea?</h2>

ICMR, the apex body in India for the formulation, coordination, and promotion of biomedical research, recommends that tea or coffee should not be consumed right before meals and says there should&nbsp;at least be a gap of&nbsp;one hour.

"Tea and coffee should be avoided at least for one hour before and after meals."

<h2>What else did ICMR say about tea?</h2>

While milk tea is widely consumed in Indian households, ICMR recommends that both tea and coffee are best had without milk.

"Besides caffeine, tea (green or black) contains theobromine and theophylline, which are known to relax arteries and thereby promote blood circulation. They also contain flavonoids and other antioxidant polyphenols, which may reduce the risk of coronary heart disease and stomach cancer. These benefits can be best obtained if milk is not added to tea and if it is taken in moderation," said ICMR.

Sex education in England's primary schools may soon see a ban for children under nine. As per a newly proposed guidance, "explicit" discussions such as those on topics like contraception could also be banned for those under 13 years of age.

<h2>The new sex education guidelines</h2>

The revised guidelines on relationships, sex and health education, as per The Guardian, are expected to be published this week by England's education secretary, Gillian Keegan.

Reports suggest that Keegan would recommend that schools be banned from teaching sex education of any type to children before year 5, when they are aged nine.

"Most schools are doing a great job, however, there have been many concerning reports, and these limits are based on advice from an expert panel," an unnamed Whitehall source told The Guardian.

However, schools will have the flexibility to discuss certain topics outside the proscribed age groups. This will be true only in certain circumstances, such&nbsp;as if a child shares an inappropriate image with the class, etc.

"It's never an easy balance to make to ensure children are both prepared but also able to remain children, but this guidance achieves that," added the source.

<h2>Parents to have a bigger say</h2>

Furthermore, the guidance will require schools to share all classroom materials with parents.

It might also potentially contain restrictions on teachings about gender and education.

As per the Daily Telegraph, while details were "still being finalised," the guidance will mandate that teachers say that there are two biological sexes.

It also makes clear that "gender ideology" involving discussions regarding changes in gender is a "contested subject".

These revised guidelines as per reports are far more detailed about what schools can and cannot teach in sex education up to the ages of 13, which would be year 9 in school. Sexual education before that is to be limited to "basic facts" of birth and conception, the importance of families, friendships etc.

Seeking to "challenge the history of art," two women sprayed the words "MeToo" on a 19th-century painting of a vagina titled "l'Origine du Monde". Along with the more than 150-year-old painting, they also tagged four other artworks.

The painting, whose name means "The Origin of the World" in English, is a nude painted by French artist Gustave Courbet in 1866.&nbsp;

It is currently displayed in Centre Pompidou in Paris, France, on loan from the Musee d'Orsay as part of an exhibition centred on French psychoanalyst Jacques Lacan, who once owned the painting, reports AFP.

<h2>Was the painting damaged beyond repair?</h2>

Thankfully, the work of art was protected by a glass pane. Despite that, as per AFP, police were on site to assess the damage.

The two women, identified only by their birth years — 1986 and 1993 — were arrested for spraying five artworks with the words "MeToo".&nbsp;

She said that they were targeting famous paintings "because women are the origin of the world" and said the performance was carried out because "the very closed world of contemporary art has remained largely silent until now".

In an open letter, de Robertis denounced the behaviour of six men in the art world, and described them as "predators" and "censors".

The Arizona Senate on Wednesday (May 1) cleared the way for the repeal of the archaic six-week abortion ban that&nbsp;holds no exceptions for rape or incest.

After being passed in the Arizona Senate with&nbsp;an absolute majority of&nbsp;16–14 votes, the bid to overturn the stringent abortion ban that allows no exception&nbsp;is expected to be quickly signed by Governor Katie Hobbs, a Democrat.

As per Reuters,&nbsp;two Republican senators crossed party lines to vote in favour of repealing the state's 1864 ban on abortion.

This comes after the Arizona&nbsp;House last week passed the repeal measure after a handful of Republicans broke party ranks and voted with Democrats to send it to the Senate.

Celebrating the win,&nbsp;Stephanie Stahl-Hamilton, a Democratic Arizona State Representative, voiced her gratitude.&nbsp;"I am deeply grateful that the bill I introduced to repeal the 1864 ban has made it to the finish line," she said.

<h2>Arizona's near total abortion ban law &nbsp;</h2>

On April 9, the Arizona Supreme Court revived a more than a century-old strict ban on abortion.&nbsp;

The nearly 160-year-old&nbsp;law holds no exceptions for rape or incest. It places a blanket ban and criminalises the medical procedure of abortion throughout pregnancy. The only exception is if the pregnancy puts the mother's life at risk.

The ban could take effect within 60 days of the top state court ruling unless the legislature intervenes, reports Reuters.

Currently, the state enforces an abortion ban beyond 15 weeks of pregnancy. This is because of ongoing legal delays preventing the full implementation of the 1864 law.&nbsp;

Arizona Democrats have twice already attempted to repeal the ban but were snubbed by Republicans.

<h2>Abortion rights and America</h2>

In America, the political landscape around abortion has become particularly charged since the US Supreme Court overturned Roe v. Wade in 2022. This decision led to significant electoral repercussions for Republicans during the 2022 midterms and was credited with slowing a much-promised "red wave".

With the 2024 elections fast approaching, the voter temper in the 2022 midterms has prompted several Republican leaders to shift their stance and be more moderate regarding abortion.

Notably, after the Arizona top court’s decision last week, Senator Shawnna Bolick, who is married to a Supreme Court Justice who supported the old ban, called on her colleagues to repeal the ban.

Even Donald Trump, who takes the credit for the overturning of Roe V. Wade, said that he believed the 1864 ban goes too far and suggested it will be "straightened out".

Sensational and even salacious stories about North Korean leader Kim Jong-un in the Western media are nothing new. And now the British publication Daily Star is claiming that every year North Korea'S supreme leader chooses 25 virgin girls to join his "Pleasure Squad".

As per the report citing a North Korean defector, Yeonmi Park, these young girls are picked based on their attractiveness.&nbsp;

<h2>Scouting schoolgirls</h2>

Park, a 30-year-old who claims to have been scouted twice for the dubious honour of servicing Jong-un, said that to choose the virgins, the leader's 'cronies' visit "every classroom, and they even go to school yards in case they missed someone that was pretty".

"Once they find some pretty girls, the first thing they do is check into their family status—their political status. They eliminate any girls with family members that have escaped from North Korea, or have relatives in South Korea or other countries," she added.

<h2>Virginity test</h2>

Park has previously said that the Kim dynasty are "paedophiles who expect to be worshipped as gods."

She claims that once the pretty girls are selected,&nbsp;they are made to go through a virginity test. This, the report claimed, is a detailed medical examination where "even the smallest defect" like a minor scar, leads to disqualification.

The "handful of girls from all around North Korea" who clear all the tests are then sent to Pyongyang where they join the so-called pleasure squad and their "only reason to exist is to please the dictator".

She further revealed that the 'Pleasure Squad' is divided into three:&nbsp;one part is trained in massages, and the second specialises in entertaining through song and dance. The third division is the "sexual activities division," and has to be "sexually intimate with the dictator, and other men," said Park.

"They have to learn how to please these men—that's their only goal," she said, adding that the most beautiful girls are reserved to attend to the North Korean supreme leader.

The less stunning squad members are made to cater to the needs of lower-ranking generals and politicians.

<h2>Why do people allow this?</h2>

As per the North Korea defector, conditions in the nation are so grim that families happily allow their daughters to be recruited by the squad scouts because it would at least mean that the girls won't starve.

However, this is only true till the girls reach their mid-twenties. After that, they are married to Kim Jong-un's bodyguards, and this is considered a privilege.

<h2>How did this 'pleasure squad' start?</h2>

Apparently, this is not a Kim Jong-un thing. 'Pleasure Squads' have been around since the 1970s. Yeonmi Park claims that the previous leader Kim Jong Il believed that "having sexual intimacy with young teenage girls would give him immortality".

He devised the idea of these "Pleasure squads' in the 1970s when he would pick pretty girls and place them with his father Kim Il-sung, thinking "he might find that very pleasurable." This eventually helped him get the throne.

"So he picked beautiful women and put them in resorts that Kim Il-sung visited. Kim Il-sung was so touched that his son thought of his pleasure, and that's why he nominated Kim Jong Il as his successor," she claimed.

Soon after, in 1983, he created a similar squad for himself, and the "tradition" was carried forward by the current leader, claimed the report.

However, she said that the make-up of the Pleasure Squads has changed over the years as the three men have different tastes in women. She also said that, if rumours are to be believed, Kim Jong-un's "wife was originally in the Pleasure Squad".

Morning news brief: Trump hush money trial; US campus protests; and more

Arizona lawmakers on Wednesday (Apr 24) voted on a critical bill seeking to repeal an 1864 ban on abortion that was slated to go into effect next month. In a 32-28 vote, Arizona's House of Representatives have voted 'yes' to the repeal.&nbsp;

The bill will now move to the next stage, where the Arizona state Senate must vote to repeal the bill before the 160-year-old ban is knocked down.

<h2>Arizona's near total abortion ban law &nbsp;</h2>

On April 9, the Arizona Supreme Court revived a more than a century-old strict ban on abortion.&nbsp;

Currently, the state enforces an abortion ban beyond 15 weeks of pregnancy. This is because of ongoing legal delays preventing the full implementation of the 1864 law.&nbsp;

A top Hamas official has stated that the militant group was ready to lay down arms for five years or more, if an independent Palestinian state is established along the pre-1967 borders.

This significant statement was made by Hamas political official Khalil al-Hayya during an interview with news agency Associated Press on Wednesday (Apr 24) in Istanbul. The top Hamas official also said that the group would convert into a political party.

<h2>A significant concession</h2>

As per the report, the suggestion that the Hamas would disarm appeared to be a "significant concession" by the militant group which is officially committed to Israel's destruction.

However, it is unlikely that Tel Aviv would even consider a truce. Israel, after the deadly Oct 7 attacks, had vowed to crush Hamas. Moreover, Israel's current leadership has been adamantly opposed to the creation of a Palestinian state on lands the nation captured during the 1967 Mideast war.

<h2>A 'fully sovereign Palestinian state'</h2>

Al-Hayya, who has previously represented the Palestinian militants in negotiations for a cease-fire and hostage exchange, said that Hamas would accept "a fully sovereign Palestinian state in the West Bank and Gaza Strip and the return of Palestinian refugees in accordance with the international resolutions".

He stated that if the demand is met, Hamas's military wing would dissolve, turning into a political party.

"All the experiences of people who fought against occupiers, when they became independent and obtained their rights and their state, what have these forces done? They have turned into political parties and their defending fighting forces have turned into the national army?".

AP reports that even as Hamas at times softens its public position about the possibility of a Palestinian state alongside Israel, it officially continues to reject "any alternative to the full liberation of Palestine, from the river to the sea". Here 'river to the sea' refers to the area reaching from the Jordan River to the Mediterranean Sea — including lands that now make up Israel.

The Hamas leader, however, failed to explicitly specify whether the two-state solution would mean an end to the Palestinian-Israel conflict or if it would merely be an interim step towards Hamas' goal of destroying Israel.

Israel war: Hamas top official says militant group ready to lay down arms on one condition

Europe, as per a recent report, is increasingly facing bouts of heat so intense that the human body is unable to cope, and subsequently, deaths related to heat have increased by 30 per cent in the last 20 years.

On Monday (Apr 22), the EU's Copernicus climate monitoring service and the World Meteorological Organization (WMO) noted that extreme heat poses particular health risks to outdoor workers, the elderly, and people with existing conditions like cardiovascular diseases and diabetes.

<h2>Last year's extreme heatwave</h2>

In its report, Copernicus and WMO noted that in 2023, heatwaves pushed almost half — 41 per cent — of Southern Europe into strong, very strong or extreme heat stress. This, AFP reports, was the biggest area of Europe under such conditions in any day on record.

Last year, as far as the records go, was the hottest year globally, and Europe is the world's fastest-warming continent.

In July 2023, parts of Italy recorded a seven per cent increase in deaths. The victims included a 44-year-old man who, while painting road markings in the northern town of Lodi, collapsed and died.

<h2>'Feels like' temperature</h2>

Last year, parts of Spain, France, Italy, and Greece experienced up to ten days of extreme heat stress. This, as per AFP, is defined as "feels like" temperature of more than 46 degrees Celsius, at which point immediate action must be taken to avoid heat stroke and other health issues.

As per researchers, the extreme heat was majorly fuelled by greenhouse gas emissions, the El Niño weather pattern also played a role.

Carlo Buontempo, director of the Copernicus Climate Change Service, said, "Some of the events of 2023 took the scientific community by surprise because of their intensity, their speed of onset, extent, and duration".

Last month, the EU's environment agency urged governments to prepare healthcare systems for climate change and called for EU rules to protect outdoor workers from extreme heat.
