The National Investigation Agency (NIA) has initiated the process for securing an Interpol Red Corner notice against Pakistani diplomat Amir Zubair Siddiqui, who was chargesheeted last week for allegedly conspiring to launch terror strikes on the US and Israeli consulates in South India.

Officials in the agency said the paperwork was being completed and would be sent soon to the Interpol headquarters based in Lyon in France for issuance of the Red Corner notice against Siddiqui, who during his stint at Pakistani High Commission in Sri Lanka during 2014 had conspired to carry out terror strikes in India.

He was named by a Sri Lankan resident Sakir Hussain, who is at present undergoing a simple imprisonment after pleading guilty in a court of law. He was arrested by the Tamil Nadu Police after the Intelligence Bureau busted the conspiracy in April 2014. His jail term will end next year.

Hussain had carried out reconnaissance of the US consulate in Chennai and Israeli consulate in Bangalore to facilitate a terror strike similar to 26/11. For this, two terrorists were to be flown in from Maldives.

Siddiqui was working as visa counsellor at the Pakistan High Commission in Colombo but had to be repatriated to Islamabad after India mounted pressure on Sri Lanka about his alleged activities targeting this country.

He was nailed after the NIA was handed over evidence by the US authorities. The documents handed over by the US to India established communication between Hussain and 'Shahjee', a Pakistani national introduced to the accused allegedly by a Pakistani diplomat working with its mission in Sri Lanka.

The NIA, which has carried out the probe into the conspiracy meticulously, had sent a request under Mutual Legal Assistance Treaty to the US for details from service provider whose email was being used by Hussain to communicate to his handler in Sri Lanka.

The response provided by US authorities following the request under the MLAT showed that the account was being operated by "Shahjee" who had provided the name while registering with the email account, the officials said. There have been communication with some email addresses in Pakistan and even personal account of Siddiqui, they said.

The email account is also alleged to have been operated under the Internet Protocol (IP) address of the Pakistan High Commission in Colombo, they said.

The code name for the terror plot to attack the US consulate in Chennai was "wedding hall" which was to be executed by "cooks", a code for terrorists who were to gain entry from Maldives into India.

Hussain had given a detailed description of his meetings with various Pakistani officials based in Sri Lanka as well as two "fidayeen" (suicide attackers) whom he had met in Bangkok.

Hussain was told by a Pakistani official, who was of a higher rank than Siddiqui, that the project to carry out the attack at the US consulate in Chennai would be code-named as "wedding hall" and "cooks" was the code for the two terrorists who would have executed the plan.

"Spice" was the code name for the bomb devices which were to be planted at the consulate, they said.

The NIA had taken over the case from the Tamil Nadu Police. It carried out a detailed probe into the matter after registering a case against Hussain for alleged criminal conspiracy to commit terrorist acts targeting a foreign consulate located in South India as well as to circulate high quality fake Indian currency notes and thereby threatening the security and monetary stability of the country.

The National Investigation Agency (NIA) carried out searches at the residence of Hizbul Mujahideen chief Syed Salahuddin's son in Jammu and Kashmir on Thursday. The NIA team reached Shahid Yusuf's residence in Budgam at 4am and searched the premises for 1.5 hours.

The team seized five mobile phones being used by Yusuf, a laptop and some incriminating documents from his house, an official said.

This comes two days after Salahuddin’s son Yusuf was arrested by the NIA for terror funding.

The funding was being done through illegal hawala channels, the NIA said.

An NIA spokesman said that 42-year-old Shahid, who was working in the Jammu and Kashmir government's agricultural department, has given the names of overseas Hizbul Mujahideen members involved in fund-raising for the terror outfit.

The NIA said that during questioning Shahid "admitted to having received funds from cadres of the Hizbul Mujahideen on the direction of his father, Mohammed Yusuf Shah alias Syed Salahuddin, for fomenting terrorist activities in the Valley".

The NIA alleged that Shahid used to receive funds through international wire money transfer from Aijaz Ahmed Bhat, an absconding accused, at present based in Saudi Arabia.

The agency alleged that Shahid is "one of several Indian contacts of Bhat" who have been in telephonic contact with him to receive the money transfer codes.

The case, registered by the NIA in April 2011, relates to transfer of money from Pakistan to Jammu and Kashmir through Hawala channels via Delhi which was suspected to be used in funding terrorism and secessionist activities.

The NIA has so far filed two charge sheets against six people which included G M Bhat, a close aide of pro-Pakistan separatist Syed Ali Shah Geelani, Mohammed Siddiq Ganai, Ghulam Jeelani Liloo and Farooq Ahmed Dagga. All the four were in judicial custody.

Besides them, two others - Mohammed Maqbool Pandit and Aijaz Ahmed Bhat - have also been chargesheeted by the NIA but both of them were absconding. An Interpol Red Corner notice has been issued against both.

In July, Hizbul chief Syed Salahuddin had admitted to a Pakistan TV channel that his group carried out terror attacks in India.

Salahuddin also admitted to purchasing weapons from international markets, adding that he has the capacity to deliver weapons anywhere if he is paid for it.

The US on June 27 had declared Salahuddin, "Specially Designated Global Terrorist", hours before visiting Prime Minister Modi's meeting with US President Donald Trump.

This comes two days after Salahuddin?s son Shahid Yusuf was arrested by the NIA for terror funding.

The court allowed Sruthi to go with her husband while ruling the marriage as 'valid'.

It was alleged that Sruthi was abducted by Anees Hameed, who forcefully converted her to Islam and married her under religious customs.

Security agencies posted in border states, including the National Investigation Agency (NIA) and Border Security Force (BSF), have been told to keep a watchful eye on the activities of suspected racketeers smuggling fake Indian currency into the country.

These racketeers are said to be using Bangladesh and Pakistan as their bases.

Senior security officials told DNA that, so far, reports coming in from areas along the Indo-Pak and Indo-Bangladesh borders, following the demonetization measures, were "positive".

However, they add that there were intelligence inputs about the possible counterfeiting of the newly introduced Rs 2,000 note (roughly $30).

The manufacturing of fake currency is mostly based in Pakistan. The Fake Indian Currency Note (FICN) network there has taken a hit following the demonetization announcement, and intelligence agencies believe individuals might attempt to counterfeit currency locally. However, they believe that this will not succeed.

"The machines used to make the fake currency are highly sophisticated and can be owned only by sovereign governments as was found in our probes (between 2010 to 2016). The ones in India, if any left, are of sub-standard quality," said an NIA official. So, only a small fraction of fake currencies are manufactured in India.

While officials contend that it is too soon for syndicates in Pakistan and Bangladesh to try to replicate the Rs 2,000 note, one instance of an individual possessing a fake note has already been reported.

Officials say that an individual was detained on Thursday in the Bhikhiwind area of Tarn Taran district in the Majha region of Punjab for allegedly possessing a fake note. The fake note with serial number 4CA 102501 and similar looking note, both of Rs 2,000 denomination, was confiscated and the man has been taken into questioning.

"Even though there are no reports of any mass production of fake currency in India we are not taking any information on fake notes lightly," a senior BSF official said. The official added that while the time being is considered as a "lull period" for the smuggling of FICN, the situation might change when the new denomination hits the markets freely.

Intelligence officials told DNA that a close watch is being kept, especially in Punjab and the Malda area of West Bengal, through which 90 per cent of fake Indian currency is suspected to be entering India. The NIA has, in the past, investigated multiple syndicates operating in areas like Baishnabnagar, Mojompur, Kaliachak and Sujapur in West Bengal.

According to a senior NIA official, at least four cases of FICN, one in 2012, two in 2015 and one in 2016, are being probed at the moment. "The arrests made in the subsequent probe into these four cases did serve a crucial blow to the FICN network in Malda. However, the syndicates are not completely weeded out from the region," he said.

India's investigation agency takes custody of six Jamaat-ul-Mujahideen operatives

Two persons suspected of being sympathisers of Islamic State (IS) – the banned terror organisation, turned approvers in the supplementary chargesheet filed by the National Investigation Agency (NIA) in a Delhi court on Wednesday.

The NIA claimed that ISIS operatives, in connivance with a few resident and non-resident Indians, have been indulging in identification, radicalisation, recruitment and training of Indians. The counter-terror agency listed 18 accused in the chargesheet, of which 16 were charged and two turned approvers.

The NIA has charged Mumbai resident, Muddabir Shaik, for leading the Indian module and also charged Mohammad Aleem, Mohammad Obaidullah Khan, Nafees Khan, Mohammad Shareef Moinuddin Khan, Asif Ali, Najmul Huda, Mohammad Abdul Ahad, Suhail Ahmed, Syed Mujahid, Mohammad Hussain Khan, Mohammad Afzal, Imran, Abu Anas, Mohammad Azhar Khan and Mufti Abdus Sami Qasmi.

The accused were apprehended from various places across the country, including Mumbai, Pune and Bangalore.

Twice apprehended by the authorities, Mohammed Abdul Ahad, turned approver in the case, along with teenager Ashik Ahmed from West Bengal. Both were granted conditional pardon by the special NIA court at Patiala House on Wednesday.

Ahad, 48, is a green card holder and along with his wife and his children is a citizen of the United States of America. A resident of Bangalore, Ahad had a Master's degree in Computer Science from a Californian University through a correspondence course. Having worked in the US for more than 10 years, Ahad had finally secured a coveted green card.

According to the NIA, Ahad's first brush with radical Islam was in 2014 and in December that year, he along with his family had gone to Turkey on a tourist visa in order to attempt entering Syria. The Turkish authorities detained him while he was trying to enter Syria through a border post. After 23 days in custody, he was deported from Turkey in January 2015 at the behest of the Indian government. Barely months after his return, Ahad initiated contact with ISIS sympathisers and was inducted in the "Junood-ul-Khilafa-Fil-Hind," (JKFH) – an organisation that was created to establish Khilafat (Caliphate) in India. He was arrested by the NIA in January earlier this year.

Approver number 2, Ashik Ahmed,19, based out of Hooghly district, West Bengal, was influenced by Islamic theology and developments in the contemporary world with regard to the Islamic religious movement. Ahmed was instrumental in helping the Indian wing of IS to establish a base in West Bengal and in helping them get in touch with a Bangladeshi arms supplier.

In its chargesheet, the NIA has alleged that Shafi Armar, aka Yusuf al-Hindi, the media chief of IS helped in the establishment of JKFH that was to become a base for the IS in the India.

The charges against the 15 other accused state their complicity in routing money through hawala to further violence and commit acts of terror. The counter-terror agency has backed its charges with scientific evidence; call data records (CDR), literature, explosive devices and other incriminating materials.

The NIA have further alleged that the IS operatives in India had approached Naxals to understand their modus operandi in committing terror acts. The operatives were also planning to buy weapons from the Naxalites.

The NIA had registered a case against IS in December 2015.

In this case, the NIA had earlier filed a chargesheet against 23-year-old Naser Packeer, outlining his modus operandi in identifying, radicalising, recruiting and sending Indians to join the terrorists in Syria and Iraq.

The NIA has charged the 16 accused, including Armar, under various sections of the Indian Penal Code, Unlawful (Activities) Prevention Act, and the Explosive Substances Act.

(WION)
