US national security advisor Robert O'Brien will represent the United States at back-to-back virtual summits with Asian countries this weekend, the White House said on Friday.

O'Brien will lead the US delegation in talks with the 10 members of the Association of Southeast Asian Nations (ASEAN) beginning on Friday evening US time, or Saturday morning in Asia.

It will be the third year in a row that the United States has been represented in the East Asia meetings at a relatively low level, even though the outgoing administration of President Donald Trump had declared the Asia Pacific and competition with China a foreign policy priority.

Trump is preoccupied with challenging the results of last week's U.S. presidential election and has refused to concede defeat to Democratic President-elect Joe Biden, who is due to take office in January.

While Trump attended the US-ASEAN summit in Manila in 2017, he has never attended a full EAS meeting. Vice-President Mike Pence represented the United States at the meetings in Singapore in 2018, while O'Brien did so in Thailand last year.

After a delay of several days, the first spell of heavy rains lashed the metropolis and its outskirts Friday morning, slowing down road and rail traffic.

The Met office has predicted moderate rainfall with a few spells of heavy showers in the financial capital in the next 24 hours.

The Brihanmumbai Municipal Corporation (BMC) said in the last five hours, its weather station has recorded an average rainfall of 43.23 mm in the island city, 64.14 mm in eastern suburbs and 78.21 mm in western suburbs.

The civic body said the flow of road traffic has been reported to be slow, while suburban services of the Central and Western Railways were running behind schedule.

"The city has recorded moderate rainfall in the last few hours. So far, no untoward incident or major water-logging has been reported at the Disaster Management Cell," a senior civic official said.

Meanwhile, heavy showers brought cheers to civic officials who said they will help in improving stock in reservoirs supplying water to the metropolis.

Since monsoon has been playing truant, the civic administration has been forced to use reserve stock of water from its lakes to fulfil the needs of Mumbaikars.

Suburban train services, considered Mumbai's lifeline, were running late by 10 to 15 minutes, said the officer.

According to a BMC spokesperson, due to the ongoing metro rail work and water-logging at some places, a few buses of civic transport undertaking BEST were diverted from their regular routes.

Heavy traffic jam affected the movement of vehicles on the Mulund-Sion stretch of the Eastern Express Highway, he said, adding the BMC had to close a busy subway in suburban Andheri due to water-logging.

The Thane railway station witnessed water-logging on tracks and the local civic administration has been alerted about it by the Central Railway (CR).

"Water entered on tracks from the city area. The TMC (Thane Municipal Corporation) has been informed. The TMC is sending officials to check and do the needful. Our officers are there to help," CR chief spokesperson Sunil Udasi said.

The Western Railway, in a statement, said, several teams of officials along with RPF jawans have been deployed at different locations to ensure the smooth operation of trains.

"Tracks and signals are working well without any failure. Train operation is normal. Today we received a few mail express trains late at Surat from Vadodara due to heavy rains in Vadodara division," said the statement.

Monsoon rains cover half of the country: IMD official

With the progress of monsoon still remaining sluggish, 84 per cent of the meteorological subdivisions have recorded deficient rainfall, MeT department data shows.

According to the Central Water Commission data, of the 91 major reservoirs in the country, 80 per cent have storage below normal. Of these, 11 have zero per cent storage, making the water crisis acute.

The official rainfall season starts from June 1 to September 30, but the overall monsoon deficiency until June 22 still remains around 39 per cent.&nbsp;

Of the 36 meteorological subdivisions, 25 per cent have recorded "deficient" rainfall, while six subdivisions recorded precipitation classified under the "large deficient" category.

Odisha and Lakshadweep subdivisions have recorded "normal" rainfall. While Jammu Kashmir and East Rajasthan recorded "excess" rainfall, the Andaman and Nicobar Islands-registered rainfall under the "large excess" category.&nbsp;

The India Meteorological Department has four divisions east and the northeast, south peninsula, central India and northwest India.

The east and northeast India division comprise northeastern states and eastern states of Bihar, Jharkhand, and West Bengal and all have registered deficient rainfall. 
Of the 10 subdivisions of central India, Odisha is the only one to receive normal rainfall.&nbsp;

Four subdivisions, including three from Maharashtra&nbsp;Vidarbha, Marathwada and central Maharashtra&nbsp;have recorded rainfall in the category of "large deficient". The east Madhya Pradesh subdivision has also recorded rainfall in the same category.&nbsp;

Vidarbha, Marathwada and central Maharashtra subdivisions have been facing a drought-like situation, with water levels in reservoirs reaching extremely low levels.

Although the Gujarat and Saurashtra and the Kutch subdivisions under central India have recorded "deficient" rainfall, Cyclone Vayu helped bring down some of the shortfalls.

The deficiency in these two subdivisions was 100 per cent until June 9, but it went down to 50 and 26 per cent respectively.&nbsp;

Of ten divisions in the south peninsula division, eight are deficient. The Andaman and Nicobar Island subdivision recorded "large excess" rainfall, the only one under this category in the country, while Lakshadweep recorded "normal" rainfall.

With Chennai reeling under a severe water crisis, the Tamil Nadu, Puducherry and Karaikal subdivision has a deficiency of nearly 38 per cent.

Monsoon reached Kerala on June 8, a week after its normal onset date. Its progress was halted for more than a week due to Cyclone Vayu in the Arabian Sea, causing delay in its advancement in several parts.&nbsp;

North, central India reel under heatwave, monsoon advances in Kerala

After a delay of a week, monsoon hit the Kerala coast on Saturday, marking the official commencement of the four-month rainfall season in the country.

"Monsoon has made an onset over Kerala today (June 8)," said India Meteorological Department's Director General-designate Mrutyunjay Mohapatra.

Several parts of Kerala have started receiving a good amount of rainfall. 
The news will augur well for the country as large parts have been witnessing agriculture distress and water levels in reservoirs in west and south India have dipped to low levels.

Most of rural India depends on the four-month monsoon season, which accounts for 75 per cent of the annual rainfall, due to a lack of adequate alternative source of irrigation. A good monsoon has a direct impact on the economy as agriculture remains the major contributor to India's GDP.

The north Indian plains, central India and parts of south India have been recording temperatures over 45 degrees Celsius. Mercury has soared to over 50 degrees in parts of Rajasthan.

On Thursday, IMD said the arrival of monsoon in Delhi is likely to be delayed by two-three days from its usual onset on June 29. However, Skymet said it may take at least a week longer.

The city is likely to receive normal monsoon. Northwest India too is likely to have normal monsoon.

The IMD declares onset of monsoon over Kerala if after May 10, sixty per cent of the available 14 stations "Minicoy, Amini, Thiruvananthapuram, Punalur, Kollam, Allapuzha, Kottayam, Kochi, Thrissur, Kozhikode, Thalassery, Kannur, Kudulu and Mangalore" report rainfall of 2.5 millimetres or more for two consecutive days.

This is one of the important parameters to declare the onset of monsoon. The other two factors are speed of the westerlies and long-wave radiation.

The risk remains high for Bihar, Jharkhand and West Bengal, while it will be marginal for Northeast India, Skymet said.

Hilly states of Jammu and Kashmir, Himachal Pradesh and Uttarakhand are likely to perform better than the plains of Punjab, Haryana, Rajasthan and Delhi- NCR, the Skymet said.

Pre-monsoon rainfall from March to April, a phenomenon critical to agriculture in some parts of the country, has recorded 27 per cent deficiency, according to the India Meteorological Department (IMD).

The IMD recorded 43.3 millimetres of rainfall across the country from March 1 to April 24 as against the normal precipitation of 59.6 millimetres. This was 27 per cent less of the Long Period Average (LPA).

The highest deficiency of 38 per cent was recorded in the northwest India division of the IMD, which comprises states of Uttar Pradesh, Delhi, Punjab, Haryana, Jammu and Kashmir, Uttarakhand, Himachal Pradesh.

This was followed by the Southern peninsula division comprising all five states of South India and the Union Territory of Puducherry, Goa and coastal Maharashtra, where the deficiency recorded was 31 per cent, the IMD said.

East and northeast India division recorded 23 per cent deficiency.&nbsp;

The Central India division is the only one to have recorded more five per cent rainfall than the normal.

Pre-monsoon showers, thunderstorms and lightning have killed more than 50 people in Madhya Pradesh, Maharashtra, Gujarat and Rajasthan this month.

One of the reasons for a pre-monsoon rainfall is excessive heating from March to June which several parts of the country witnessed. The moisture from the Arabian Sea and the Bay of Bengal aids in the creation of thunderstorms, Mritunjay Mohapatra, Additional Director General of the IMD said.

"Pre-monsoon rainfall is important for horticulture crops in some parts of the country. In states like Odisha, ploughing is done in the pre-monsoon season," he said.

Laxman Singh Rathore, former Director General of the IMD, said in parts of northeast India and the Western Ghats, pre-monsoon rainfall is critical for plantation of crops.

There will be "moisture stress" in case of a deficit, he said.

Crops like sugarcane and cotton, planted in central India, survive on irrigation, but also require a supplement of pre-monsoon rains, Rathore added.

"In the forested regions of Himalayas, pre-monsoon rainfall is necessary for plantations like apples. Due to moisture, pre-monsoon rainfall also helps in minimising the occurrence of forest fires," he said.

At least two persons were on Saturday killed in rain-related incidents in Maharashtra's Thane district, officials said.

Fisherman Steni Admani (66) was struck by lightning, and died on the spot when he was examining his fishing net at around 6 am today, said Shivaji Patil, chief of the District Disaster Control Cell.

Six others, who were out in the open at the time, were also injured due to the lightning and have been admitted to a local hospital, he added.

The incident took place at Patanbunder area of Uttan in Bhayander in the district, he informed.

In another incident, a woman who was riding pillion on a two-wheeler died after the vehicle rammed into a truck on GB Road and an official said that heavy rains probably caused the accident.

The woman has not been identified yet and the man riding the two-wheeler was severely injured and has been admitted to the city civil hospital, the official added.

Incidents of trees falling at several places and water-logging on some roads were also reported across the district, the official added.&nbsp

The camps' makeshift homes are predicted to receive more than 2.5 metres (eight feet) of rainfall over three months starting June -- roughly triple what Britain gets in a year.

Cox's Bazar has been battered by cyclones for three years running, having already suffered astonishing devastation in the past.

Cyclones have killed tens of thousands along the Bangladesh coast in recent decades and countless more have been swept to their deaths in floods and landslides.

This time, nature is on a collision course with refugees who have nowhere to run -- no higher ground and no cyclone shelters.

The first storms underscored the fragility of the camps: the brief rains turned roads into quagmires, crumbled hillsides and flooded low-lying areas.

The huge endeavour to prevent disaster has seen slopes vulnerable to collapse flattened and extensive canal systems carved throughout the camps.

Toilets are being fortified with sandbags to prevent a major disease outbreak should floodwater meet overflowing latrines.

But there are limits to how much can be done.

Bangladesh has restricted the use of sturdier materials for shelters because it may suggest the Rohingya plan to stay, contrary to Dhaka's desire to return them to Myanmar.

The roof was blown clean off Noor Mohammad's shack in a recent squall. He had gathered chunks of wood and rocks to weigh it down but was "scared of what could pass" when Bangladesh's wild weather barrels through.

The Rohingya are no strangers to the monsoon, he said. But in Myanmar, villages were built to withstand its ferocity and trees provided a bulwark against the elements.

"Here, there is nothing to stop the wind," he said, gesturing to the deforested hills stretching for miles.

Bangladesh has freed up hundreds of hectares (acres) but most is hilly and was prone to landslides even before the Rohingya uprooted trees for shelters and firewood.

Mosques and community centres could shelter 150,000 people if needed, said Kazi Abdur Rahman, acting district administrator of Cox's Bazar.

"But if there is a big cyclone, and all these people need relocating, there is not a system for that yet. It is not possible to shift one million people," he told AFP.
