In an attempt to resolve the month-long bitter standoff between India and China, the top tactical army commanders of both the countries are meeting today at Chushul-Moldo border personnel meeting (BPM) point on the Chinese side of the Line of Actual Control (LAC).

<p>Netanyahu on Sunday announced that a new government led by him would be sworn-in with a pledge of Israeli sovereignty over the West Bank to write another glorified chapter in the history of Zionism.</p>

<p>On Wednesday, Netanyahu announced that he has succeeded in forming a unity government in letters sent to President Reuven Rivlin, and Blue and White party Chairman Benny Gantz, who was temporarily serving as the speaker of Knesset (Israeli Parliament).</p>

<p>The government was to be sworn-in on Thursday but internal squabbles in the ruling Likud party over ministerial claims postponed it.</p>

<p>The new government, which according to the coalition agreement, will see Gantz replace Netanyahu as Prime Minister after 18 months on November 17, 2021, as the per power-sharing deal.</p>

<p>Netanyahu would then acquire the title of "Alternate Prime Minister", something that Gantz would now enjoy while also being the Defence Minister.</p>

<p>The government with 32 ministers initially will swell to 36 in six months, making it the largest government in the Jewish state's history.</p>

<p>Prominent ministerial appointments include Gabi Ashkenazi (Blue and White party) as foreign minister, Israel Katz (Likud) as finance minister, Avi Nissenkorn (Blue and White party) as Justice minister and Likud Yuli Edelstein (Likud) as health minister.</p>

<p>Netanyahu's close confidante Amir Ohana, currently serving as interim Justice Minister, is expected to receive the public security portfolio, which oversees law enforcement.</p>

<p>During his tenure as justice minister, Ohana repeatedly attacked the judiciary and those leading it as they pushed forward with criminal investigations, and eventually indictments, against Netanyahu.</p>

<p>Netanyahu has denied any wrongdoing and his trial is set to start later this month.<br />

<p>Structural reforms were the focus of the fourth tranche of the Rs 20 lakh-crore economic stimulus package -- to help the country become self-reliant -- that Union finance minister Nirmala Sitharaman announced in a press briefing on Saturday. The package was first announced by Prime Minister Narendra Modi on May 11 in a televised address to the nation.</p>

<p>Sitharaman&nbsp;gave a massive reform boost to mining, defence, civil aviation and power distribution sectors under the government's Rs 20 lakh-crore economic stimulus package.</p>

<p>The finance minister said the government would introduce competition, transparency and private sector participation in coal sector through a revenue sharing mechanism instead of regime of fixed rupee/tonne.&nbsp;</p>

<p>"PM Modi had said that we should prepare for tough competition. When we speak of AatmaNirbhar Bharat, we are not looking inwards; it is not isolationist policy. It simply means we are making India rely on its strengths, and are ready to face global challenges," Sitharaman said, adding today’s announcements will focus on structural reforms in new sectors, where growth is possible and employment is generated.</p>

<p>"We are going to focus on eight sectors today -- coal, minerals, defence production, airspace management, MROs, power distribution companies, space sectors, atomic energy," she said, adding, "once we decongest sectors, we can boost the sector, for growth and jobs."</p>

<p>A viability gap funding was provided for the creation of social infrastructure like hospitals, while a PPP model was proposed for the country's space programme.</p>

<p>The government also decided to establish research atomic reactor in PPP mode for the production of medical isotopes to provide affordable treatment for cancer and other diseases.</p>

<p><strong>COAL AND MINING</strong></p>

<p>Sitharaman said, "There is a need to reduce import of substitutable coal and increase self-reliance in coal production. Therefore, the government will introduce competition, transparency and private sector participation in coal sector through a revenue sharing mechanism instead of regime of fixed rupee/tonne. This means, now, any party can bid for a coal block and sell in the open market."</p>

<p>For this, entry norms will be liberalised.&nbsp;</p>

<p>The Centre will offer nearly 50 blocks immediately with no eligibility conditions, but only upfront payment with a ceiling.</p>

<p>"The sectoral reform for mining of minerals will boost growth, employment and bring state-of-the-art technology especially in exploration," Sitharaman said,&nbsp;adding, "the government will introduce a seamless composite exploration-cum-mining-production regime. As many as 500 mining blocks will be offered through an open and transparent auction process. The government will also introduce a joint auction of bauxite and coal mineral blocks to enhance aluminum industry's competitiveness. This will help the industry reduce electricity costs."</p>

<p>- Rationalisation of stamp duty payable at the time of award of mining leases will also be done</p>

<p><strong>SELF RELIANCE IN DEFENCE PRODUCTION</strong></p>

<p>India will ease limits on foreign direct investment in defence manufacturing,&nbsp;in a bid to bring more production into the country.</p>

<p>Under the plan, foreign investors would be able to own up to a 74% stake in defence manufacturing ventures, up from the current 49% limit. India would also expand the list of weapons that can not be imported,</p>

<p>"We will notify a list of weapons/platforms for ban on import with year wise timelines. There will be indigenisation of imported spares."</p>

<p>- Separate budget provisioning for domestic capital procurement</p>

<p>- Faster decision making in defence procurement</p>

<p>- Government to corporatise Ordnance Factory Board</p>

<p><strong>AIRCRAFT MAINTENANCE, REPAIR AND OVERHAUL</strong></p>

<p>- "India will become a global hub for Aircraft Maintenance, Repair and Overhaul (MRO). The tax regime for the MRO ecosystem has been rationalised. Aircraft component repairs and airframe maintenance to increase from Rs 800 crores to Rs 2000 crores in three years."&nbsp;</p>

<p>- "Airports Authority of India has awarded three airports out of six bid for operation and maintenance on Public-Private Partnership (PPP) basis. Additional investment by private players in 12 airports in first and second rounds expected around Rs 13,000 crore."</p>

<p>- "Restrictions on the utilisation of Indian Air Space will be eased so that civilian flying becomes more efficient. This will bring a total benefit of Rs 1,000 crore per year for the aviation sector."</p>

<p>- "Foreign Direct Investment limit in defence manufacturing under automatic route is being raised from 49 per cent to 74 per cent."</p>

<p>-&nbsp;Six more airports for auction under a PPE model. Annual revenue from this in the first round can amout to Rs 1,000 crore/year with an additional downpayment of Rs 2,300 crore for the Airports Authority of India. Additional investment by private players in 12 airports in the first and second rounds are expected to bring in around 13,000 crore. Another six airports will be put out for the third round of bidding</p>

<p>-&nbsp;Restrictions on utilisation of the Indian air space to be eased for increasing efficiency of passenger aircraft, to cut fuel usage and time&nbsp;</p>

<p><strong>SOCIAL INFRASTRUCTURE PROJECTS</strong></p>

<p>The government would boost private sector investments in social-infrastructure projects, like hospitals, by revamping the Viability Gap Funding Scheme. The total outlay for this has been pegged at Rs 8,100 crore.</p>

<p>- The government will also enhance the quantum of viability gap funding up to 30 per cent each of total project cost as VGF by Centre and State/Statutory bodies</p>

<p><strong>TARIFF POLICY REFORMS AND POWER DISTRIBUTION</strong></p>

<p>"A tariff policy with reforms will be released, including consumer rights, promotion of industry and sustainability of sector."</p>

<p>Punjab Chief Minister Captain Amarinder Singh has requested the Prime Minister to start special trains for the stranded migrant labours.</p>

<p>The request came after guidelines were issued in which the government stated that it will allow the stranded migrant labourers and students to go back to their hometown. the inter-state movement will be allowed only by buses which will ave to properly sanitised before use, and everyone will have to follow the protocols of social distancing.</p>

<p>"Estimates indicate that nearly one million workers will need transport to go back to their states. The only feasible option in the circumstances was to arrange special trains, which the Railways may run from point to point, keeping in view the number of persons to be transported to a given destination," Punjab CM wrote in a&nbsp;letter to Narendra Modi.&nbsp;</p>

<p>Talking specifically about the migrant labourers from Bihar, Uttar Pradesh and other states who are stranded in Punjab, he wrote, "These workers are engaged both in agriculture and industries. However most of them either lost their jobs or could not find employment/work due to curfew imposed in the state to contain coronavirus."</p>

<p>Singh conducted a video call with his state officials and informed everyone that he has requested the Prime Minister to ask the Railway Ministry to start special trains for such labourers and students.</p>

<p>He has asked the District Collectors (DCs) to prepare state-wise data of migrant labourers to coordinate their movement, and has&nbsp;assigned one officer for each state to coordinate the return of stranded migrants.</p>

<p>During the video call, he pointed out that Ludhiana alone had over seven lakh migrant labourers, with the whole of Punjab having over a million of them. He also added that 70 per cent labourers belong to bihar.</p>

<p>As the number of stranded labourers is huge, Singh feels transportation through trains will be easier and faster, when compared to buses.</p>

<p>Also, to make sure nobody in the state stays hungry, he has also ordered the Food Department to increase the quota of rations to be distributed to migrants and non-smart cardholders.</p>

<p>RBI Governor Shaktikanta Das has announced new measures to maintain adequate liquidity in system, facilitate bank credit flow and ease financial stress.</p>

<p>The Bank cut the reverse repo rate and announced a slew of measures including re-finance window of Rs 50,000 crore and targeted long term repo auction of similar amount to deal with the impact of the COVID-19 pandemic.</p>

<p>The RBI also took another important measure of increasing the ways and means advances (WMA) limit of states. The move is expected to provide greater comfort to the states for undertaking COVID-19 containment and mitigation efforts, and to plan their market borrowing programmes better.</p>

<p>RBI governor Shaktikanta Das said WMA limit of states is being increased by 30 per cent. So the WMA limit of states increase by 60 per cent over and above the level as on March 31, 2020. The increased limit will be available till September 30, 2020, Das said.</p>

<p>Ways and means advances (WMA) is a mechanism used by RBI under its credit policy to provide to States, banking with it, to help them tide over temporary mismatches in the cash flow of their receipts and payments. This is repayable in each case not later than three months from the date of making that advance.</p>

Lockdown extension in India: Flights, Railways to remain suspended till May 3
