The bridge is made of 1 lakh cubic metres of high strength, high performance concrete enough to fill 40 Olympic size swimming pools, an official had said.

Around 13,000 tonnes of corrosion resistant reinforcement steel, 32,000 square metres of structural steel plates and 1,800 kilometres of high tensile pre-stressing strands have gone into making the bridge.

The bridge has 88 high tensile strength cables in the state-of-art single place harp type cable stay system, and a real-time force monitoring mechanism.

The bridge is constructed by the GIDC (Goa Infrastructure Development Corporation) and engineering and construction major Larsen and Toubro.

The link will decongest Panaji to a great extent, as approximately 66,000 vehicles enter the capital city every day.

Opposition's 'mahagathbandhan' an alliance of corruption, negativity: PM Modi

Ailing Goa Chief Minister Manohar Parrikar, who will turn 63 today, will not celebrate his birthday in public, but his party BJP has decided to organise various events to mark the occasion.

This will be the first time Parrikar will not be celebrating his birthday in public after becoming an MLA over two decades ago.

"Since doctors have advised rest to the CM and he has been asked to avoid public contact, he will not be stepping out of his home to celebrate birthday," Goa BJP spokesman Siddharth Kunkolienkar told PTI.

The former Panaji MLA said it would be for the first time since 1994, when he became an MLA, that Parrikar will not be among the members of public to celebrate his birthday.

"Even when he was Defence Minister, he used to fly to the state to celebrate his birthday," said Kunkolienkar, who had resigned from the Panaji assembly constituency to make way for Parrikar to get elected in 2017.

He said BJP workers and well-wishers of Parrikar would be holding a special prayer at Mahalaxmi Temple in Panaji on December 13 morning.

"We would be praying for his health and speedy recovery," he said.

The BJP's Panaji unit has organised a blood donation camp at party headquarters, which has been a practice since 2006, on the occasion.

"There will be celebrations with special children from two schools - Disha Trust and People's School for Special Children. Parrikar had been visiting these schools on his birthday without fail," Kunkolienkar said.

The Goa government has told the Bombay High Court that mere diagnosis of cancer does not mean that Chief Minister Manohar Parrikar was not fit enough to handle the state administration, and cited Apple co-founder Steve Jobs' accomplishments to drive home its point.

State Advocate General Dattaprasad Lawande Wednesday told a division bench of Justices R M Borde and Prithviraj Chavan that the petition seeking bulletin of the chief minister's health was not in good faith as it intends to affect his fundamental rights and the right to his privacy.

Petitioner Trajano D'Mello in his petition filed earlier this month had sought directions to state Chief Secretary Dharmendra Sharma to evaluate the health condition of Parrikar by forming a panel of expert doctors and release the report in public domain.

Arguing in the court, the state government in its submission said, "Steve Jobs was diagnosed with the same pancreatic cancer. In fact, much of his accomplishments came after his diagnosis."

"Just the diagnosis of pancreatic cancer is not enough to ask the chief minister to resign from office," it added. &nbsp; &nbsp;

Steve Jobs died in 2011 after battling pancreatic cancer.

The state also informed the high court that the chief minister has been regularly holding meetings with his cabinet colleagues and senior officials and monitoring the administration.

Goa govt says mere diagnosis of cancer not enough to ask Parrikar to resign

Citing the fundamental right to privacy, the Goa government has opposed a plea seeking the High Court's direction to the state administration to declare the health status of Chief Minister Manohar Parrikar.

In an affidavit filed before Justice R M Borde of the Goa bench of the high court Friday, state Chief Secretary Dharmendra Sharma questioned the maintainability of the petition filed by activist Trajano D'Mello a month ago.

"Like any other person who may not occupy public office has a right to not disclose his health problems to the public. If a person is directed to disclose his health ailments to the public merely because he happens to be the CM, the same would be the violation of Right to Privacy under Article 21," it stated.

In his public interest litigation, D'Mello had claimed "administrative collapse" in Goa due to extended absence of Parrikar, 62, from office.

The chief minister, who has been in and out of hospitals since early this year, is currently recuperating at his private residence here since he was shifted there from AIIMS in Delhi in October.

The present petition is absolutely lacking in good faith which is an essential prerequisite for the maintainability of public interest litigation," the affidavit said.

The petitioner's claim of "administrative collapse" is absolutely unsubstantiated, vague and is entirely based on hearsay which cannot be the basis of a PIL, it said.

"The petitioner, through this PIL, indirectly seeks to assail the right to privacy of the CM, as an individual," the affidavit read.

In his plea, D'Mello had raised apprehension that Parrikar's signatures on several official documents are being forged.

"Despite physically incapacitated and bed-ridden in the ICU, Parrikar has breached constitutional trust by virtue to remain as CM despite the fact that he is physically and mentally incapable of discharging his constitutional obligations," D'Mello's affidavit said.

The chief secretary stated that there is no genuine grievance by the petitioner to substantiate his allegation of administrative collapse in Goa.

He stated that the chief minister chairs cabinet meetings regularly, meets legislators and takes decisions on various matters concerning the state.

If a person is directed to disclose his health ailments to the public merely because he happens to be the CM, the same would be the violation of Right to Privacy under Article 21," it stated. In his public interest litigation, D'Mello had claimed "administrative collapse" in Goa due to extended absence of Parrikar, 62, from office. The chief minister, who has been in and out of hospitals since early this year, is currently recuperating at his private residence here since he was shifted there from AIIMS in Delhi in October. The present petition is absolutely lacking in good faith which is an essential prerequisite for the maintainability of public interest litigation," the affidavit said. Goa Forward Party chief and Agriculture Minister Vijai Sardesai suggested on Thursday that the ailing Chief Minister Manohar Parrikar wanted to resign, but the BJP high command vetoed it.

"He wanted to give up the CM's post altogether. He had even shown an inclination to give away his portfolios (to other ministers) when he was admitted to a hospital during Ganesh Chaturthi festival," Sardesai said here.

Parrikar, 62, has been recuperating at his residence here since he was discharged from the All India Institute of Medical Sciences in Delhi on October 14. He is suffering from a pancreatic ailment.

Asked about independent MLA and Revenue Minister Rohan Khaunte's remark that the&nbsp;administration has become sluggish in Parrikar's absence, Sardesai said, "I have always been saying that CM's ill-health has had some sort of impact, and it is showing."

To a question on another alliance partner Maharashtrawadi Gomantak Party (MGP) filing a petition against two former Congress MLAs who joined the BJP, the minister said it was surprising.

MGP has moved the Goa Bench of Bombay High Court, seeking to disqualify Subhash Shirodkar and Dayanand Sopte, former Congress MLAs who recently joined the BJP.

"It is a matter between two constituents of the alliance -- BJP and MGP. So we are not concerned with it," Sardesai said.

"As far as MGP is concerned, its decision to go to the court is surprising....I can believe it is a preemptive move, they (MGP) have not lost anything, Congress has lost two MLAs," Sardesai said in a cryptic remark.

Speculation was rife earlier that MGP MLAs might join the BJP which does not have a majority on its own in Goa Assembly. 
BJP spokespersons were not available for comment on Sardesai's remarks.

The BJP core committee in Goa will meet Monday to discuss the political situation in the state, a senior party leader said.

The discussions have been planned a day after Chief Minister Manohar Parrikar returned to Goa from New Delhi where he was undergoing treatment for pancreatic ailment at All India Institute of Medical Sciences (AIIMS).

"The state core committee will meet today and discuss the current political situation in Goa," the leader said.

The core committee is the BJP's key decision-making body in Goa, comprising senior leaders Parrikar, Union minister Shripad Naik, Lok Sabha MP Narendra Sawaikar and party state chief Vinay Tendulkar, among others.

The Opposition Congress party had claimed the fish being imported in the state is laced with hazardous formalin chemical. Food and Drugs Administration Minister Vishwajit Rane had rubbished the Congress claim.

"We discussed the state administration. I told him that people's confidence in the state machinery vis--vis fish needs to be restored," Sardesai said.

"The government will have to see that there is no doubt in the minds of people whatsoever with regards to fish being sold in Goa," he said.

If the public confidence is not restored, the state government should stop the import of fish, Sardesai said.

The administration should adopt measures to restore the confidence of the people. If you ban the import, then people will know that whatever they buy is locally caught. Let people not have doubt about the fish that they consume," he added.

Goa Chief Minister Manohar Parrikar said in a video message today that he would return to his home state in the "next few weeks" from the US, where he has been undergoing medical treatment since March.

The video message was played at a BJP workers' meeting addressed by party president Amit Shah.

Manohar Parrikar said he could not attend the party workers' meeting because of his ill health.

The Goa chief minister asked the cadres to get ready for the 2019 Lok Sabha elections and said the country needed Narendra Modi as prime minister again.

Parrikar, 62, has been undergoing treatment for a pancreatic ailment at a hospital in the US. He was initially treated at Mumbai's Lilavati Hospital.

In the absence of the chief minister, a three-member advisory committee, comprising cabinet ministers, is looking after the day-to-day affairs of the government.&nbsp;

The Congress has demanded the appointment of a "full-time" chief minister for the coastal state in Mr Parrikar's absence.

Manohar Parrikar's video message: Will be back in Goa in few weeks

Ailing Goa Chief Minister Manohar Parrikar left for the US tonight for further treatment from Mumbai where he was admitted at Lilavati Hospital.

Parrikar left for the US for his further treatment by a special flight from Mumbai airport, a senior official of the chief minister office told.

The chief minister left for the US in Air India flight at around 1.30 AM. He is accompanied by a doctor and his elder son, Utpal, a senior official from CMO said.

Parrikar was admitted at the Lilavati Hospital in Mumbai on February 15 and discharged on February 22. On the same day he returned to Goa and presented the Budget in the Assembly, but the session was truncated to only four days owing to his illness.

He was later admitted to the Goa Medical College and Hospital after he suffered from dehydration.

Before leaving for Mumbai yesterday, Parrikar held a series of meetings, including one with senior state ministers.

Earlier in the day, Goa BJP general secretary Sadanand Tanawade said that Parrikar will fly to the US for further treatment.

Parrikar also informed Governor Mridula Sinha earlier in the day about his absence from the country.

In the letter, Parrikar also informed the governor about the interim arrangement of a Cabinet advisory committee to guide the state administration.

The letter says that he would be chairing the meeting of the council of ministers, whenever it is held, through video conferencing from abroad.

&#39;&#39;I have been also advised by the expert team of doctors in Goa as well as in Mumbai and subsequent consultation with doctors abroad to travel overseas for a specialised treatment of my medical condition,&#39;&#39; according to the letter.

He said that during his absence in the state, the meeting of the council of ministers whenever held shall be presided over by him through video conferencing or by circulation.

&#39;&#39;If that is not possible for any reason, or I may decide at later point of time, the minister nominated by me shall preside the meeting and I will separately instruct the chief secretary in such exigency,&#39;&#39; the letter said.

He also informed that a team of three ministers --&nbsp;Sudin Dhavalikar (MGP), Francis D Souza (BJP) and Vijai Sardesai (Goa Forward Party) --&nbsp;will function as a Cabinet advisory committee.

The committee shall meet at least once a week, at such point of time and place, and is empowered to decide unanimously amongst themselves on the certain important financial year ending issues. The committee shall consult the finance department before taking any financial decisions,&nbsp;Parrikar said in the letter.&nbsp;

The Goa Police on Monday questioned a local journalist in connection with an alleged false news item about the health of Chief Minister Manohar Parrikar, who is admitted in a Mumbai hospital for treatment of a pancreatic ailment.
