The last rites of <a href="https://www.wionews.com/india-news/manohar-parrikar-an-epitome-of-simplicity-203904">Goa chief minister Manohar Parrikar</a> will be performed at Miramar here on Monday evening, a BJP spokesperson said.

A four-term chief minister and former defence minister, Parrikar had been battling a pancreatic ailment since February last year. The BJP stalwart's health, which has been fluctuating for over a year, took a turn for the worse in the past two days.&nbsp;

Parrikar's mortal remains will be kept at the BJP head office from 9:30 am to 10:30 am on Monday, before shifting them to the Kala Academy, the spokesperson said.

People will be allowed to pay their last respects to the chief minister at the academy between 11 am and 4 pm, he said.

Parrikar's final journey will begin after 4 pm when his remains will be taken to Miramar area in a procession, the spokesperson said, adding that the final rites will be performed at 5 pm.

"If the governor (Mridula Sinha) is not convinced, then she will have to invite the single largest party to form government," he said.

Parrikar, who was defence minister, was sworn in as Goa chief minister 2017 after he won from Panaji in the same year.

In order to allow him entry into the Assembly, Panaji MLA Siddharth Kuncolienkar resigned on May 10, 2017, after which the bypoll was held.

The Congress is currently the single largest party in the state with 14 MLAs while the BJP has 13 in the 40-member Goa assembly. The Goa Forward Party, MGP and Independents have three MLAs each while NCP has one legislator.

The strength House has been reduced to 36 due to demise of BJP MLA Francis D'Souza earlier this year, and Parrikar on Sunday, and resignations of two Congress MLAs Subhash Shirodkar and Dayanand Sopte last year.

After the news of Parrikar's broke, the coalition partners have called emergency meetings.

The three Goa Forward Party MLAs led by Vijai Sardesai and the MGP's three MLAs will meet separately later in the evening.&nbsp;

Manohar Parrikar, who rose from a&nbsp;Pracharak of the Rashtriya Swayamsevak Sangh (RSS) to become the country's Defence Minister and also chief minister of Goa, enjoyed a man-next-door image in the politically-volatile coastal state of Goa.

Parrikar, 63, served the state three times as chief minister and had a three-year-long stint as Defence Minister in the Narendra Modi-led cabinet.

He was a leader who enjoyed acceptance from all sections of the BJP and beyond. He played a key role in making the BJP a force to reckon with in Goa, which remained for long a Congress bastion, with regional outfits having pockets of influence.

Born on December 13, 1955 into a middle-class family in Mapusa, his political career began as an RSS pracharak and he continued working for the Sangh even after graduating from IIT-Bombay as a metallurgical engineer.

Parrikar never shied away from displaying his affiliation to the Sangh and was even photographed participating in the annual 'Sanchalan' organised by the RSS in the uniform and wielding lathi.

He became an MLA in 1994 and was the Leader of Opposition in the Goa Assembly from June to November 1999.

He was the first alumni of one of the top engineering institutes of India to become an MLA.&nbsp;

He became chief minister of Goa for the first time on October 24, 2000, but his tenure lasted only until February 27, 2002. On June 5, 2002, he was re-elected and served another term as chief minister. 
On January 29, 2005, his government was reduced to a minority in the assembly after four BJP MLAs resigned from the House.

Pratapsinh Rane of the Congress subsequently replaced Parrikar as chief minister. In 2007, the Parrikar-led BJP was defeated by the Congress-led by Digambar Kamat.

But the year 2012 saw Parrikar riding a popularity wave in the state when he took his party to the historic number of 21 out of 40 seats in the assembly.

He went on to become the chief minister again. BJP continued its victory mark in the year 2014 when the party won both the Lok Sabha seats.

After the Modi-led Cabinet was sworn at the Centre, Parrikar was offered a ministerial berth in November 2014. He remained in the union cabinet till 2017 when his party failed to garner a majority in the Goa legislative assembly polls.

"Even after becoming Defence minister, I travel in an ambassador (car) in New Delhi whose doors get jammed from time to time and even the car breaks down thrice a day. "There (at the conference), I gave the example of our honourable Chief Minister. We tied up with him and in no aspect of our political calculation, we ever imagined that he could get cancer. So, it could have killed our dreams. But God is great and has given him the strength to carry on his good work," he added.

Manohar Parrikar suffering from 'advanced-stage cancer', says Goa Minister

The condition of ailing Goa Chief Minister Manohar Parrikar is absolutely stable and he is under observation by doctors at the Goa Medical College hospital in Panaji, according to the state's Health Minister Vishwajit Rane.

"Wrong information is being provided on social media. Yesterday we had a thorough check-up of the Chief Minister. Today he had minor discomfort and doctors have suggested keeping him under observation for another day or so," Rane told reporters here.

State Health Minister Vishwajit Rane arrived at the GMCH to inquire about Parrikar's condition. He said the chief minister was kept in an isolated ward, but his condition was stable and he was doing well.

"I spoke to him (Parrikar), tomorrow he will go home. He has come here for a check up," Rane told reporters outside GMCH.

"The chief minister is a fighter. He told me to go home. He is under observation. There is nothing to worry about or speculate. He is absolutely fine," the minister added.

"He will be admitted for a day under observation. The doctors must have wanted some tests to be done. By tomorrow evening he should be back home, he said.

The chief minister, who met State Town and Country Planning Minister Vijai Sardesai in the evening to discuss politics and administration, was shifted to GMCH, almost four km away from his residence, at around 10 pm.

On January 27, he attended the inauguration of the third bridge on River Mandovi along with Union minister Nitin Gadkari.

He also attended budget session on January 29 and presented State Budget next day. On the last day of session, on January 31, he was taken for treatment at AIIMS, New Delhi and returned to Goa on February 5.

If we go with this spirit, we will achieve our goals," he said at the Atal booth-level workers convention in Bambolim.

The bridge is made of 1 lakh cubic metres of high strength, high performance concrete enough to fill 40 Olympic size swimming pools, an official had said.

Around 13,000 tonnes of corrosion resistant reinforcement steel, 32,000 square metres of structural steel plates and 1,800 kilometres of high tensile pre-stressing strands have gone into making the bridge.

The bridge has 88 high tensile strength cables in the state-of-art single place harp type cable stay system, and a real-time force monitoring mechanism.

The bridge is constructed by the GIDC (Goa Infrastructure Development Corporation) and engineering and construction major Larsen and Toubro.

The link will decongest Panaji to a great extent, as approximately 66,000 vehicles enter the capital city every day.

Opposition's 'mahagathbandhan' an alliance of corruption, negativity: PM Modi

Ailing Goa Chief Minister Manohar Parrikar, who will turn 63 today, will not celebrate his birthday in public, but his party BJP has decided to organise various events to mark the occasion.

This will be the first time Parrikar will not be celebrating his birthday in public after becoming an MLA over two decades ago.

"Since doctors have advised rest to the CM and he has been asked to avoid public contact, he will not be stepping out of his home to celebrate birthday," Goa BJP spokesman Siddharth Kunkolienkar told PTI.

The former Panaji MLA said it would be for the first time since 1994, when he became an MLA, that Parrikar will not be among the members of public to celebrate his birthday.

"Even when he was Defence Minister, he used to fly to the state to celebrate his birthday," said Kunkolienkar, who had resigned from the Panaji assembly constituency to make way for Parrikar to get elected in 2017.

He said BJP workers and well-wishers of Parrikar would be holding a special prayer at Mahalaxmi Temple in Panaji on December 13 morning.

"We would be praying for his health and speedy recovery," he said.

The BJP's Panaji unit has organised a blood donation camp at party headquarters, which has been a practice since 2006, on the occasion.

"There will be celebrations with special children from two schools - Disha Trust and People's School for Special Children. Parrikar had been visiting these schools on his birthday without fail," Kunkolienkar said.

Parrikar has been recuperating at his private residence at Dona Paula near here since October 14 when he was discharged from the All India Institute of Medical Sciences, New Delhi.

The Goa government has told the Bombay High Court that mere diagnosis of cancer does not mean that Chief Minister Manohar Parrikar was not fit enough to handle the state administration, and cited Apple co-founder Steve Jobs' accomplishments to drive home its point.

State Advocate General Dattaprasad Lawande Wednesday told a division bench of Justices R M Borde and Prithviraj Chavan that the petition seeking bulletin of the chief minister's health was not in good faith as it intends to affect his fundamental rights and the right to his privacy.

Petitioner Trajano D'Mello in his petition filed earlier this month had sought directions to state Chief Secretary Dharmendra Sharma to evaluate the health condition of Parrikar by forming a panel of expert doctors and release the report in public domain.

Arguing in the court, the state government in its submission said, "Steve Jobs was diagnosed with the same pancreatic cancer. In fact, much of his accomplishments came after his diagnosis."

"Just the diagnosis of pancreatic cancer is not enough to ask the chief minister to resign from office," it added. &nbsp; &nbsp;

Steve Jobs died in 2011 after battling pancreatic cancer.

The state also informed the high court that the chief minister has been regularly holding meetings with his cabinet colleagues and senior officials and monitoring the administration.

Parrikar has been ailing since mid-February. He has been treated at different hospitals including those in Goa, Mumbai and the US. He is currently undergoing treatment at his residence.&nbsp;

Citing the fundamental right to privacy, the Goa government has opposed a plea seeking the High Court's direction to the state administration to declare the health status of Chief Minister Manohar Parrikar.

In an affidavit filed before Justice R M Borde of the Goa bench of the high court Friday, state Chief Secretary Dharmendra Sharma questioned the maintainability of the petition filed by activist Trajano D'Mello a month ago.

"Like any other person who may not occupy public office has a right to not disclose his health problems to the public. If a person is directed to disclose his health ailments to the public merely because he happens to be the CM, the same would be the violation of Right to Privacy under Article 21," it stated.

In his public interest litigation, D'Mello had claimed "administrative collapse" in Goa due to extended absence of Parrikar, 62, from office.

The chief minister, who has been in and out of hospitals since early this year, is currently recuperating at his private residence here since he was shifted there from AIIMS in Delhi in October.

The present petition is absolutely lacking in good faith which is an essential prerequisite for the maintainability of public interest litigation," the affidavit said.

The petitioner's claim of "administrative collapse" is absolutely unsubstantiated, vague and is entirely based on hearsay which cannot be the basis of a PIL, it said.

"The petitioner, through this PIL, indirectly seeks to assail the right to privacy of the CM, as an individual," the affidavit read.

In his plea, D'Mello had raised apprehension that Parrikar's signatures on several official documents are being forged.

"Despite physically incapacitated and bed-ridden in the ICU, Parrikar has breached constitutional trust by virtue to remain as CM despite the fact that he is physically and mentally incapable of discharging his constitutional obligations," D'Mello's affidavit said.

The chief secretary stated that there is no genuine grievance by the petitioner to substantiate his allegation of administrative collapse in Goa.

He stated that the chief minister chairs cabinet meetings regularly, meets legislators and takes decisions on various matters concerning the state.

"The petitioner has relied upon only those press items which suit him. The petitioner is therefore guilty of suppressing vital information from this court.

"The entire petition is lacking in any material particulars and as such is a roving and a fishing inquiry which prima facie is inadmissible," the affidavit said.

Goa government opposes PIL for declaring CM's health status in High Court

Goa Forward Party chief and Agriculture Minister Vijai Sardesai suggested on Thursday that the ailing Chief Minister Manohar Parrikar wanted to resign, but the BJP high command vetoed it.

"He wanted to give up the CM's post altogether. He had even shown an inclination to give away his portfolios (to other ministers) when he was admitted to a hospital during Ganesh Chaturthi festival," Sardesai said here.

"But then several things happened. BJP high command stepped in....It (to resign or not) is not in his (Parrikar's) hands entirely," Sardesai told reporters.

Parrikar, 62, has been recuperating at his residence here since he was discharged from the All India Institute of Medical Sciences in Delhi on October 14. He is suffering from a pancreatic ailment.

Asked about independent MLA and Revenue Minister Rohan Khaunte's remark that the&nbsp;administration has become sluggish in Parrikar's absence, Sardesai said, "I have always been saying that CM's ill-health has had some sort of impact, and it is showing."

To a question on another alliance partner Maharashtrawadi Gomantak Party (MGP) filing a petition against two former Congress MLAs who joined the BJP, the minister said it was surprising.

MGP has moved the Goa Bench of Bombay High Court, seeking to disqualify Subhash Shirodkar and Dayanand Sopte, former Congress MLAs who recently joined the BJP.

"It is a matter between two constituents of the alliance -- BJP and MGP. So we are not concerned with it," Sardesai said.

"As far as MGP is concerned, its decision to go to the court is surprising....I can believe it is a preemptive move, they (MGP) have not lost anything, Congress has lost two MLAs," Sardesai said in a cryptic remark.

Speculation was rife earlier that MGP MLAs might join the BJP which does not have a majority on its own in Goa Assembly.

The BJP core committee in Goa will meet Monday to discuss the political situation in the state, a senior party leader said.

The discussions have been planned a day after Chief Minister Manohar Parrikar returned to Goa from New Delhi where he was undergoing treatment for pancreatic ailment at All India Institute of Medical Sciences (AIIMS).

"The state core committee will meet today and discuss the current political situation in Goa," the leader said.

The core committee is the BJP's key decision-making body in Goa, comprising senior leaders Parrikar, Union minister Shripad Naik, Lok Sabha MP Narendra Sawaikar and party state chief Vinay Tendulkar, among others.

Meanwhile, Parrikar, 62, was undergoing treatment at his private residence at Dona Paula near here, where a team of doctors from the state-run Goa Medical College and Hospital (GMCH) have set up make-shift medical facility.

"Parrikar is at home and is being taken care by a team of doctors from the GCMH," a senior official in the Chief Minister's Office (CMO) told PTI.

BJP legislator and power minister Nilesh Cabral Sunday said, "We hope that he recovers fast. I think it must be his personal decision to come back to Goa. When I met him last time, he spoke well."

The Opposition Congress party had claimed the fish being imported in the state is laced with hazardous formalin chemical. Food and Drugs Administration Minister Vishwajit Rane had rubbished the Congress claim.

"We discussed the state administration. I told him that people's confidence in the state machinery vis--vis fish needs to be restored," Sardesai said.

"The government will have to see that there is no doubt in the minds of people whatsoever with regards to fish being sold in Goa," he said.

If the public confidence is not restored, the state government should stop the import of fish, Sardesai said.

The administration should adopt measures to restore the confidence of the people. If you ban the import, then people will know that whatever they buy is locally caught. Let people not have doubt about the fish that they consume," he added.

Goa Chief Minister Manohar Parrikar who returned to Goa on Thursday after three months of medical treatment in US said "It feels nice to be back".

Parrikar, 62, was undergoing a treatment for the pancreatic ailment in US since March.

He was initially admitted to the Lilavati Hospital in Mumbai on February 15 after getting diagnosed with the ailment.

He was discharged on February 22 and returned to Goa on the same day where the chief minister presented the Goa Budget.

The session, however, remained short to only four days because of his illness.

The chief minister was then admitted to the Goa Medical College and Hospital on February 25 after he complained of dehydration.

He was eventually referred to the USA after he went to Mumbai on March 5 for the second time.

Before leaving Goa, Parrikar had formed a cabinet advisory committee to guide the state administration on governance and other issues, in his absence.

He had been monitoring the affairs of the state from the US.&nbsp;
