On Friday (June 28), the Manipur CM&nbsp;announced that a meeting with NDA allies, who collectively hold 53 of the state's 60 Assembly seats, including 37 seats held by the BJP, was held the previous night.&nbsp;It was decided during the meeting that memorandum outlining measures for lasting peace in Manipur would be submitted to Prime Minister Narendra Modi.

"The possibility of making a courtesy call to Delhi to meet with PM Modi and Home Minister Amit Shah was also discussed. Whenever the meeting will happen, I will also go. But few people have gone ahead. This visit has nothing to do with a resignation, around 35 MLAs were present yesterday and we signed the memorandum," Singh said.

Notably, the opposition has vigorously raised the issue of Manipur again, after gaining renewed momentum post the&nbsp;surprising electoral outcome&nbsp;that prevented the BJP from reaching its target of 370 Lok Sabha seats, or even securing a majority of 272. The INDIA alliance now holds more than 272 seats in the Lok Sabha, while the BJP alone holds 240 seats, with allies constituting the remaining seats in the NDA's total of 293.

Approximately 600 people from Manipur's Jiribam area took shelter in Assam's Cachar district after reports of fresh violence, said an Assam Police official.

Superintendent of Police of Cachar district, Numal Mahatta said that around 600 people from Jiribam were taking shelter in Cachar district.

"We have beefed up security along the bordering areas of our side following the fresh violence that erupted in the Jiribam area in Manipur. We have deployed security personnel, special commando forces and they are patrolling in all bordering areas," Numal Mahatta said.

"The locals who are peace-loving people are also cooperating with us. Nearly 600 people from the Jiribam area have fled towards Assam and they are taking shelter in some of their relative's places. We are monitoring the situation,"&nbsp;Mahatta added.

As per the order issued by the District Magistrate, due to the present prevailing situation, all the DLOs of Jiribam district are directed to keep vigil and safeguard respective government offices/properties to avoid any losses of important government properties and documents.

Further, it is also informed that section 144 of the Code of Criminal Procedure 1973 has been enforced vide this office order dated June 6, 2024.

"I, L Angshim Dangshawa, District Magistrate, Tamenglong district, Manipur, in the exercise of the powers conferred under sub-section 2 of Section 144 of CrPC, 1973 as a precautionary measure prohibiting the movement of any person outside their respective residence from June 6, 2024, with immediate effect until further orders," the order mentioned.

Due to the prevailing law and order situation in the bordering areas of Tamenglong and Jiribam districts, there is a likelihood of imminent danger to human lives and properties which may result in the breach of public peace and tranquility or rioting or an affray in the areas which is described in the schedule given below, because of the unlawful activities of some anti-social elements in the furtherance of their evil designs, the order said.

It stated that such disturbances may result in a serious breach of peace, public tranquility, and danger to human lives and properties adding that the emergency circumstances do not permit serving of due notice upon the public and therefore, this order is passed ex-parte under the sub-section 2 of Section 144 of CrPC, 1973 and is directed to the public in general.

The government agencies involved in the enforcement of law and order and other essential services including media have been exempted.

The order further said that in case of emergencies and for persons who want to take out a procession for marriage, funeral, etc, within the scheduled area, application(s) may be made to the undersigned or the Superintendent of Police, Tamenglong for permission and they shall not take out procession until written permission is obtained from authorities.

In the&nbsp;Outer Manipur&nbsp;constituency, which has been reserved for the Scheduled Tribe&nbsp;(Kuki-Zo&nbsp;and&nbsp;Naga) communities of the state, only Naga candidates have filed their candidacy. No candidates have been fielded by the Kuki-Zo community.

The BJP has extended its support to its&nbsp;NDA&nbsp;ally&nbsp;Naga People's Front. Meanwhile, a candidate from the Naga community has been fielded by the INC.

The police said that they registered a case of gang rape and abduction, and soon the culprits were arrested. Manipur police said that a big group of women-leading protesters&nbsp;confronted the Indian Army and forcefully released 11 miscreants after they were detained with arms and ammunition in the northeastern state's&nbsp;Bishnupur district on Tuesday (April 30).&nbsp;

The&nbsp;police said that a unit of the Mahar Regiment of the Indian Army halted and arrested&nbsp;the armed troublemakers wearing police uniforms.

According to PTI news agency, quoting unidentified officials, the army was conducting patrols in the Kumbi region when they intercepted two SUVs.

“On seeing the Army personnel, the occupants of the two vehicles fled, leaving behind their arms,” PTI quoted an official as saying.

The Manipur Police reported that soldiers from the Mahar Regiment confiscated three AK rifles (along with seven magazines and 210 rounds of ammunition), five INSAS rifles (with 13 magazines and 260 rounds of ammunition), two SLR rifles (including 9 magazines and 180 rounds of ammunition), two hand grenades, bulletproof jackets, and various other items from the possession of the troublemakers.

The police took them into custody. And then protesters ambushed them.

“A group of womenfolk started gathering and blocked the road so as to prevent the movement of security forces," the police said in a statement.

"On being informed by the Army about the developing situation, District Police rushed to the spot. On reaching, it was informed by the army personnel that the 11 persons have been snatched by the womenfolk during aggressive confrontation with them despite their best efforts,” it said.

“Displaying dogged determination and intent, teams of both Manipur Police and the Indian Army were successful in breaking through a number of obstacles/ barriers created by hostile sympathisers and reach out to the the teams at Kumbi PS. The recovered weapons and ammunitions were kept in safe custody. The mob was later dispersed and the situation was brought under control. Necessary legal action is being taken up,” it added.

Meanwhile, several videos have appeared on social media showing hundreds of women blocking the road, preventing the Army convoy from departing the area. Allegedly, the Army is seen firing into the air to disperse the crowd.

"Confiscating weapons from village volunteers guarding a fringe area like Kumbi leaves us exposed to possible attacks by armed militants from adjacent hill areas of Churachandpur district," Jaya Khagenbam, a leader of the protesters, told PTI.

Meanwhile, the Manipur Police clarified that the individuals involved in the incident were not connected to the events of April 27 in Naranseina, where two CRPF personnel lost their lives.

“Further, there are reports of rumours on social media by certain handles linking the above miscreants with the incident of 27th April, 2024 at Naranseina wherein 02 (two) CRPF personnel were martyred. Both the incidents are separate and investigation is going on and no linkages with the Naranseina incident have been found till now,” it said in the statement.

The Indian Express reported on Tuesday (Apr 30), citing the chargesheet filed by the Central Bureau of Investigation (CBI), that before a crowd paraded the two women from the Kuki-Zomi group naked and assaulted them, they had sought refuge inside a police Gypsy parked beside the road. However, when they asked the police driver to start the vehicle, he stated there was "no key". Two other male victims were also in the police Gypsy. According to the chargesheet, all of the police officers present left from the spot as the mob pulled out the victims from the vehicle. According to the CBI investigation, the incident happened in Churachandpur on May 3. In October, a chargesheet was filed against six people and a juvenile at Guwahati's special court. The two ladies, one in her 20s and the other in her 40s were forced to walk nude towards a field by a group of men in a video that went viral in July. Two policemen along with a driver dressed in plain khaki uniform, were with them inside the police gypsy, and three to four policemen were outside. One male victim requested the policemen to start the vehicle, however, the driver of the police Gypsy replied, ‘there is no key’. They kept on begging the policemen repeatedly to help them and save a man being assaulted by the mob, but the ‘police did not help them’,” the CBI chargesheet reads. “…The driver of Gypsy suddenly drove and stopped the vehicle near the violent mob of around 1,000 people, and the male victim again requested the police to start the vehicle, but he was asked to keep silent. After some time, one police personnel came and told his colleagues that the man had stopped breathing. On hearing this, the male victim told the woman victim that his father was beaten to death,” it said. The CBI had opened a case in response to the Manipur government's request and the Centre's notice. The accused have been charged with multiple sections of the Indian Penal Code, including gangrape, murder, outraging the modesty of a woman, and criminal conspiracy. All the accused, Huirem Herodash Meitei (32), Arun Khundongbam alias Nanao (31), Ningombam Tomba Singh alias Tomthin (18), Pukhrihongbam Suranjoy Meitei (24), Nameirakpam Kiram Meitei (30), and a juvenile were apprehended by Manipur police, according to the chargesheet.

Manipur: Election commission orders fresh voting across six polling stations

The Election Commission on Saturday (Apr 20) announced new polling dates for 11 polling stations in the Inner Manipur Lok Sabha parliamentary constituency.

Manipur's chief electoral officer said that the voting would be held again on Monday (Apr 22).

The development comes after the Election Commission issued a directive declaring the voting held at these polling stations as null and void.

The official said that the polling stations that were affected by the violence during the first phase of elections are, Moirangkampu Sajeb and Thongam Leikai in the Khurai constituency, four in Kshetrigao and one in Thongju in Imphal East district and three in Uripok and one in Konthoujam in Imphal West district.

On Friday (Apr 19), incidents of violence were reported at some of the polling booths in conflict-torn Manipur where some miscreants opened fire and even destroyed EVMs.

Earlier today. the Congress demanded repoll in 47 polling stations claiming that the polling booths were seized and the elections were rigged.

He was allegedly abducted&nbsp;by cadres of the Arambai Tenggol, a Meitei organisation in Imphal East district before being rescued by the police and security forces, following a swift operation.&nbsp;

The senior officer has been admitted to a hospital following the rescue, where his condition is believed to be stable, according to news agency PTI. Two individuals from the armed group also sustained injuries during the counter-operation launched by the security agencies.&nbsp;&nbsp;

The Manipur Police took to its social media handles to inform about the abduction and the subsequent rescue operation.&nbsp;

Despite the presence of nine security escort personnel, five security guards and eight additional guards, the mob power prevailed. Although Singh wasn't at his house, the miscreants managed to inflict significant damage to the property.&nbsp;
