Deputies said members of the National Guard, who provide security for the building, along with police and SEBIN intelligence agents, blocked access to the opposition-controlled National Assembly.

The move came as Amnesty International said it believes the Venezuelan authorities have committed crimes against humanity in their crackdown on anti-government protests, and urged the International Criminal Court to investigate.

"SEBIN agents, using the excuse that there's an explosive device within the facilities, took over the federal palace. We're surrounded by intelligence agents," lawmaker Manuela Bolivar told AFP.

Guaido said the security forces used "brute force", adding that congress was "occupied militarily".

He tried to incite an uprising against Maduro on April 30 but only around 30 members of the armed forces joined him, and the revolt quickly petered out. It did, however, spark two days of deadly clashes between protesters and security forces.

Since then, the Maduro regime has ramped up pressure on Guaido's allies and supporters.

The Constituent Assembly, a rival legislative body that was created by the Maduro government and is packed with people who support him, voted Tuesday to strip immunity from five more opposition lawmakers in the National Assembly. That brings to 14 the number who will presumably go to trial for backing the failed insurrection. The charges include treason.

One of them, deputy assembly speaker Edgar Zambrano, was arrested by SEBIN agents last week. Another fled to neighbouring Colombia while three others sought refuge in diplomatic compounds.

Guaido -- the National Assembly president -- has accused Maduro of trying to dismantle the legislature.

"They're trying to hold the legislative power hostage while the dictator entrenches himself alone in a palace where he shouldn't be," Guaido said on Twitter.

He has previously accused the socialist leader of terrorism for his heavy-handed response to demonstrations.

Amnesty said Maduro's government responded with "a systematic and widespread policy of repression" in late January when anti-government protests swept the country after Guaido declared himself acting president.

The London-based rights group said at least 47 people were killed during the protests from January 21 to 25. At least 33 were shot dead by the security forces and six by government supporters.

"Eleven of these deaths were extrajudicial executions," said Erika Guevara, Americas director for Amnesty International, who presented a report in Mexico City, following February's fact-finding mission to Venezuela.

Some Maduro opponents were tortured while 900 people, including children, were arbitrarily detained, Amnesty said.

"The nature of the attacks... The level of coordination by the security forces, as well as the signs of similar patterns in 2014 and 2017, leads Amnesty International to believe that the Venezuelan authorities committed crimes against humanity."

Maduro himself "knew about these public and appalling acts and took no measures to either prevent or investigate them", Amnesty added in its statement.

Guaido's declaration that he is the country's legitimate acting president, which has been supported by more than 50 countries, plunged Venezuela into a political crisis.

It came about after the National Assembly branded Maduro a usurper over his controversial re-election last year in polls widely regarded as fraudulent. 
The oil-rich, cash-poor country has been stricken by recession and a humanitarian crisis in which almost a quarter of its 30 million population is in urgent need of aid, according to the United Nations (UN).

The UN also says that more than 2.7 million people have fled the country since 2015.

Those remaining behind face shortages of basic necessities such as food and medicines, and failing public services including water, electricity and transport.

From early Tuesday, the security services cordoned off the building housing the National Assembly. Bullet-proof vehicles and a tow truck were parked in the surrounding streets.

"This is a recurring theme. It's not the first time it's happened," said Bolivar, who claimed this was part of "a policy to weaken the Assembly" and "intimidation" related to the power struggle between Guaido and Maduro, who retains the support of the armed forces.

Guaido insisted the move would not stop lawmakers from doing their job.

"Tomorrow we will be in session again, we'll reconvene and let the regime decide if it wants to continue with a type of political harakiri," he said.

The government's "only response...is to persecute, because they no longer govern, because they no longer have command," he said.

"Today, this parliament offers the solutions that the regime cannot and will not be able to give, and that is why it is already defeated," Guaido said during a session of the opposition-controlled National Assembly legislature, which journalists were not allowed to attend by order of the military.

In Washington, US Vice President Mike Pence kept up the pressure on President Nicolas Maduro's shaken regime by announcing that sanctions against his sacked intelligence chief General Christopher Figuera were being lifted.

Pence, speaking at the State Department, said he hoped that Figuera's defection would inspire other senior Venezuelans to break ranks with Maduro.

Washington "will consider sanctions relief for all those who step up for the constitution and support the rule of law," Pence said.

"I hope the actions our nation is taking today will encourage others to follow the example of General Cristopher Figuera," he said.

Pence hinted that the United States could impose sanctions on the Venezuelan judges if they use the court as "a political tool for a regime that usurps democracy, indicts political prisoners and promotes authoritarianism."

"If the Supreme Court in Venezuela does not return to its constitutional mandate to uphold the rule of law, the United States of America will hold all 25 of its magistrates accountable for their actions," Pence said.

In his speech, Pence also announced that a US Navy hospital ship, the USNS Comfort, will return to the area in June for a five-month mission aimed at assisting neighboring countries that are caring for some of the millions of Venezuelans who have fled their country's crumbling economy.

The other lawmakers named on the Venezuelan Supreme Court prosecution list were Edgar Zambrano, Luis Florido, Marianela Magallanes, Simon Calzadilla, Americo De Grazia and Richard Blanco.

The Constituent Assembly has said it would suspend the immunity of any lawmakers who backed the April 30 uprising, which set off two days of violent clashes between security forces and protesters that left five people dead.

Dozens more were injured and more than 233 were arrested in the unrest.

Saab, the attorney general, has said separately that authorities have already issued 18 arrest warrants against "civilians and military plotters" following the April 30 uprising.

He said staggered industrial action would begin on Thursday, leading to a general strike.

Before thousands of his own supporters in front of Miraflores palace on May Day, Maduro declared he will have "no hesitation" to lock up those responsible for this "criminal coup d'etat," threats recalling those he made the previous day.

In his Wednesday address, Maduro alleged that the "so-called coup d'etat" had been organized "from the White House" by US National Security Advisor John Bolton.

The IMF estimates that Venezuela’s economy will contract by one-fourth in 2019, and a further 10 per cent in 2020 -- a greater collapse than projected in the October 2018, along with unprecedented hyperinflation of 10 million per cent.

She stressed that the international response to the Venezuela crisis -- which is facing shortages of food and medicine, power outages, and an exodus of its citizens -- would have to be a "multi-pronged effort" by many institutions.

Her comments echoed those of newly-installed World Bank President David Malpass, who also told reporters that the institution's shareholders would decide when and how to engage with Caracas.

Malpass also said Venezuela was of "deep concern" and was facing a "humanitarian crisis."

"As far as the political side, we will be guided by the international community and the views of our shareholders," he added. "This is something that is not chosen by the bank but by the shareholders of the bank."

The IMF said Wednesday it would have no contact with Caracas, and would not allow the country access to its IMF-held reserves, until the international community recognised a government in Caracas.

The United States is among about four dozen countries to recognise Guaido, and Vice President Mike Pence on Wednesday called on the UN to do so as well.

The Organisation of American States' permanent council and the Inter-American Development Bank have recognised Guaido's representative.

US has imposed heavy sanctions on Venezuela including its lucrative state oil company PDVSA.&nbsp;

Last week it sanctioned a key bank, BANDES and four affiliates over their support for President Nicolas Maduro. The Trump administration had also put sanctions on Venezuelan state mining company, charging that its illicit gold operations.

Rodriguez accused Guaido's chief of staff, Roberto Marrero, of receiving money from the United States and being a key organizer of the alleged operation.

Marrero, a 49-year-old lawyer, was arrested on Thursday in his Caracas home, triggering an outcry and demands he be immediately released by the US, the European Union and major Latin American countries that recognize Guaido as Venezuela's interim president.&nbsp;

"We have begun the recovery of the assets of the Republic, assets that belong to all Venezuelans," Gustavo Marcano, the No. 2 official in the delegation to the US named by Guaido and the head of the Monday operation to take over the consulate, said on Tuesday.

Less than 24 hours after taking control of the consulate, Marcano opened the building's doors to a group of journalists to show them the conditions inside what many consider to be the "jewel in the crown" of Venezuelan diplomacy in the US.

The deterioration of some of the floors in the consulate, which for some time has been closed to the public, is evident, with wrecked and perforated ceilings and significant damage to walls and floors.

On other floors, in much better shape and filled with symbols of the Bolivarian Revolution, one can still see drinking glasses on the tables and personal items strewn around, as if people had left the facility in a great hurry.

According to Marcano, that is indeed more or less what occurred, given that the building was being "occupied" by "officials of the Nicolas Maduro regime." 
Those people were mainly, he said, personnel accredited to Venezuela's mission to the United Nations, which remains in the control of the Maduro regime, although nobody was in the building when the diplomat and his team broke the locks on Monday afternoon.

Marcano, an opposition figure who previously served as a city mayor and lawmaker, insisted that the recovery of the consulate was "absolutely according to the laws."

The US, which was the first country to recognize Guaido as Venezuela's president after he proclaimed himself the country's interim leader on January&nbsp;23, has accredited the envoys he has named as diplomatic representatives, including Carlos Vecchio, who was tapped to be the opposition government's ambassador to Washington.

"Since yesterday, this space is being occupied by the legitimate government of Venezuela, by the diplomatic mission of the Venezuelan embassy to the United States. And, more importantly, this space soon will be open to all Venezuelans," Marcano said.

He added that this is a first step "so that we Venezuelans can begin to return home."

"When we set foot inside this consulate yesterday, we felt that the Venezuelans who have fought for freedom, ... who have suffered, who have endured all this struggle against the narco-regime that Nicolas Maduro heads, (that) we're conquering spaces, we're liberating spaces," he said.

In remarks to reporters, Marcano emphasized,&nbsp;"Here, we're beginning with spaces free of usurpation and we've convinced that sooner rather than later Venezuela's going to be free of usurpation."

At present, Guaido's representatives are focusing on taking an "inventory" of everything that they are finding inside the consulate, including the diplomatic pouch, computers and other materials with an eye toward preparing a report that they are intending to make public.

"There could be items of a criminal nature - that wouldn't surprise us," said Marcano, who also wants to assess the damage caused to state properties, including works of art that he and his colleagues say were removed to make room for portraits of the late Hugo Chavez and Maduro.

As a political gesture, on Monday a photograph of Chavez that hung on the wall was removed and replaced with a poster announcing the pending reopening of the consulate.

According to Marcano, the facility will soon be "free of any kind of political propaganda."

The downtown Manhattan consulate - a six-story building valued at millions of dollars - is a symbol for Guaido, since it is the most important diplomatic facility he controls in the US and, in contrast to others, it remains the property of the Venezuelan state.

The intention of the new landlords is to reopen the consulate within several weeks and to start providing services to Venezuelans.

The first step, they said, will be to begin registering all the Venezuelans who are in the US and to listen to their concerns.

The Maduro government, meanwhile, is denouncing the fact that the New York consulate and other diplomatic facilities are "being forcibly occupied" with the support of US authorities.
