A court in Louisiana has blocked the enforcement of efforts to ban abortion at any stages of a pregnancy in the state. The so-called trigger law snapped into place right after last Friday's Supreme Court ruling striking down Roe v. Wade, the landmark opinion that had kept abortion legal in the United States.

United States: Louisiana blocks abortion trigger law

The debate over Roe v Wade has engulfed the United States once again and with reports hinting at a possible overturn of the historic Supreme Court judgement in the coming days, Republicans lawmakers in Louisiana have come up with a bill that seeks to make abortion a ‘crime of murder’.

In the Roe v Wade judgement of 1973, the Supreme Court ruled that the access to abortion is a women’s constitutional right. Later, in 1992, the Planned Parenthood v Casey case guaranteed the right to abortion for any woman till the fetus is ‘viable outside the womb’ of the woman.

However, according to a leaked report accessed by Politico, the Supreme Court is likely to strike down the right to abortion in the United States by overturning the Roe v Wade judgement.

Following the report, Republicans in a number of states have floored bills that launch a clear attack on abortion laws but until the official overturn, none of them can be officially implemented.

The bill, which was brought forward by Danny McCormick in Louisiana, was cleared in the House Appropriations Committee on a 7-2 vote. But McCormick believes that the bill should move forward irrespective of when the Supreme Court decides to overturn the Roe v Wade judgement.

"We can't wait on the Supreme Court," said McCormick according to The Guardian.

The state of Louisiana already has a “trigger law” in place if Roe v Wade is overturned which will mean that doctors who perform abortions can face up to 10 years in prison. However, the new law also includes mothers and anyone helping them to be prosecuted and charged with murder.

The new bill also does not have any exemptions or special cases when it comes to prosecution.

Louisiana lawmakers advance bill classifying abortion as 'crime of murder'

There's a famous saying that age is just a number, not a state of mind or a reason for any type of particular behaviour. It fits perfectly on 105-year-old Julia Hawkins of Louisiana, who set a new world record for sprinting 100m in the 105+ age category, where she recorded a time of 1:02:95. But that was not it, she wanted to go faster.

"It was wonderful to see so many family members and friends. But I wanted to do it in less than a minute," she told media. On being pointed out that 102 is less than her age and whether that made her feel better, Hawkins replied, "No".

Julia, popular as 'The Flower Lady' for her gardening skills, became the first female track and field athlete and the first American, to set the world record at the 2021 Louisiana Senior Games competition on Sunday.

A 504-pound alligator believed to have killed a 71-year-old Louisiana man in Hurricane Ida floodwaters has been captured with what appears to be human remains in its stomach, the St. Tammany Parish Sheriff's Office said.

The 12-foot alligator's capture ends a two-week search by local and state agencies for Timothy Satterlee Sr, who had last been seen on Aug. 30 checking the storm damage outside his home in Slidell, about 35 miles (55 km) northeast of New Orleans.

The attack occurred the day after Ida, one of the most powerful hurricanes ever to strike the US Gulf Coast, slammed Louisiana, causing devastating flooding in some areas outside a new levee and floodgate system protecting the city.

An alligator "weighing a startling 504 pounds" was caught on Monday in a trap set by two Louisiana Department of Wildlife licensed nuisance hunters, according to a statement Monday from St. Tammany Parish Sheriff's Office.

"Once the alligator was searched, it was discovered to have what appears to be human remains inside its stomach," the sheriff's office said. "Investigators will work with the St. Tammany Parish Coroner's Office to verify those remains belong to Timothy Satterlee."

Wildlife agents were scouring the area in air boats on Saturday when a drone they had deployed spotted a "rather large" alligator not far from the Satterlee's home, said Capt. Lance Vitter, a spokesperson for the sheriff's office.

They set traps, which proved successful on Monday. The agents then euthanized and cut open the alligator "and that's when they discovered the body parts," Vitter said. "It was the upper parts of a human body."

The Satterlee's home is not far from an area frequented by tourists who visit for the "swamp tours" promising sightings of alligators and other wildlife, Vitter said. Alligators do not usually attack humans unless the food they have stashed has been displaced, as can occur during major storms, he said.

Satterlee's wife saw a large alligator attack her husband after he had gone outside their raised home to check on the contents of their ground-level shed. The alligator had him in a "death roll" and had ripped off one of his arms, Vitter said, recounting the wife's statement to authorities. The wife, 68, intervened and the alligator disappeared into the water.

Bleeding badly and starting to black out, the husband told her to get in their small boat and seek help, Vitter said. Vitter added that it would have been difficult for the wife to get her husband into the boat without his help and without it tipping over. She left him on their stairs.

A man was shot and killed while waiting in line at a Louisiana gas station on Friday, police said.

Gas supplies are low and long lines common at gas stations after Hurricane Ida made landfall on Sunday. More than two-thirds of stations were without fuel in Baton Rouge and New Orleans as of Friday, according to GasBuddy.com.

Jefferson Parish Sheriff Joseph Lopinto said the shooting was the second incident at a gas station on Friday involving a weapon.

"The gas station incidents that have been all day, this is at least the second time that guns have been pulled. This time we've got to have a person dead over it. It's unbelievable that people can't act like adults in this situation," Lopinto said.

"We're not the same state we were 16 years ago," Louisiana Governor John Bel Edwards said on Saturday, pointing to a federal levee system that's seen major improvements since Katrina swamped New Orleans in 2005.

"This system is going to be tested," Edwards said. "The people of Louisiana are going to be tested. But we are resilient and tough people. And we're going to get through this."

Edwards said 5,000 National Guard troops were being staged in 14 parishes for search and rescue efforts with high-water vehicles, boats and helicopters. And 10,000 linemen were on standby to respond to electrical outages.

Hurricane Ida expected to make landfall in Louisiana, category 4 warning issued

A body-cam video released by Louisiana authorities showed a Black man being tased, dragged, choked and beaten. The man later died and the authorities initially said the cause of death was a car crash during a police chace.

The incident took place on May 10, 2019 when police in northern Louisiana tried to stop a car driven by Ronald Greene, a 49-year-old barber, for what they said was an unspecified traffic violation.

Greene's relatives have been reported to have said that police initially told them that he died on impact when, during a chase, his car crashed into a tree.

But a written police report later said Greene survived the crash and struggled with troopers trying to arrest him. It said he died en route to a hospital.

Only later did Louisiana state police acknowledge that they had used force during the arrest, which they said was justified.

But the body-camera (body-cam) footage acquired by Associated Press and released by authorities late on May 22 shows a horrific scuffle.

The newly-released bodycam footage shows a high-speed chase and Louisiana state troopers punching Greene when he was already in handcuffs.

He was also dragged across the ground by shackled feet, and stunned with tasers as he cried, "I'm scared."

Greene, of West Monroe, Louisiana, led police on a high-speed chase after midnight of May 10, 2019, and crashed his car before being taken into custody, police said. He died in an ambulance on the way to a hospital.

An autopsy showed that Greene had alcohol and cocaine in his system, suffered multiple injuries from the crash, as well as injuries from a physical struggle. The manner of death was not listed.

Earlier this week, the case quickly became another national touchstone of alleged police abuse after the unauthorised release of police video by the Associated Press.

In response to that release, Colonel Lamar Davis, the superintendent of the Louisiana State Police held a late night press conference and said the department is releasing all the police bodycam video to add context to what has already been public.

Of the troopers involved, DaKota DeMoss was notified that the department intends to fire him and remains on leave pending another excessive use of force case, police said.

Master Trooper Chris Hollingsworth was also notified of the department's intent to dismiss him, but died hours later in a fatal car crash in 2020, police said.

Another trooper, Kory York, served a 50-hour suspension and is back on active duty.

The case is also the subject of a federal civil rights investigation.

Five people were hospitalized after being shot and injured in Shreveport, Louisiana, CBS-affiliated television station KSLA reported late on Sunday (April 18), the third multiple shooting reported in the United States with 24 hours.

In a briefing to local news outlets, police said they were in the first stages of investigating the incident without confirming the number of people admitted to hospital nor their condition.

One victim was shot in the head, while another suffered multiple gunshot wounds, according to local online news site Love Shreveport-Bossier.

Sunday's incidents came with the United States already on edge over a surge in shootings in recent weeks. A gunman killed eight workers and himself at an Indianapolis FedEx center on Thursday (April 15) night, with at least seven deadly mass shootings reported in the United States over the past month.

In Shreveport, located in northwest Louisiana, multiple police units were dispatched to the scene of the incident, which took place around 9 p.m. local time (0200GMT) on Sunday on Hearne Avenue, according to the KSLA report. Victims were taken to Ochsners LSU Health and other local hospitals, the report added.

Reuters was not immediately able to contact local police. The Shreveport mayor's office didn't immediately respond to Reuters' request for comment.

Earlier on Sunday, three people died at an apartment complex in Austin, Texas and authorities were hunting for a former deputy sheriff wanted in connection with the fatal shooting. Separately, three people were killed and two wounded in a shooting at a bar in Kenosha County, Wisconsin, in the early hours of Sunday.

The spate of shootings has increased public pressure to tighten gun regulations. Most Americans support tougher gun laws, according to Reuters/Ipsos polling, but Washington has done little to address the problem in recent years.

Hurricane Delta weakened on Friday after making landfall in a corner of Louisiana state repeatedly battered by storms this year, packing maximum sustained winds of 90 miles per hour (150 kph), the U.S. National Hurricane Center said.

Delta, now a Category 1 hurricane on the Saffir-Simpson scale, hit land at 6 p.m. Friday near the Gulf Coast town of Creole, the NHC said.

On the forecast track, the center of Delta should move across central and northeastern Louisiana on Friday night and Saturday morning before moving into northern Mississippi and the Tennessee Valley, the NHC said.

"Rapid weakening is expected overnight and Saturday. Delta is forecast to weaken to a tropical storm tonight and to a tropical depression on Saturday," the NHC said.

In nearby Lake Charles city, the streets were deserted as residents fled, filling hotels or taking shelter away from the storm`s path.

"In this community, there are a lot of homes that were damaged and so a lot of people are concerned about staying in that structure again," Lake Charles Mayor Nic Hunter said in an interview.

Hurricane Laura, which struck the state with 150 mph winds in late August, "is still very fresh and very raw and I think that had something to do with more people evacuating for Delta," Hunter said.

Schools and government offices were closed and officials in a dozen parishes called for evacuations. Residents boarded up windows, sandbagged doors and moved out of the storm`s path.

SETS STORM RECORD

Delta is the 10th named storm to make a U.S. landfall this year, eclipsing a record that has stood since 1916.

Laura damaged tens of thousands of homes, leaving roofs throughout the region dotted with protective blue tarps and more than 6,000 people still living temporarily in hotels.

Floria Semien, 62, and her family took shelter in a hotel after leaving their home near Lake Charles two days after its electric power was restored after Laura.

“It`s heartbreaking," she said. "My family made it out OK so we just are going to put one foot in front of the other.”
Along a pasture east of Lake Charles, Addison Alford manned a mobile weather radar station brought in from Oklahoma on Thursday because the permanent station was damaged during Laura.

He and a colleague planned to ride out the storm from inside a heavy vehicle equipped with a radar dish. "We`re really trying to make sure the data streams stay up during the entire event," he said.

Energy companies have shut 1.7 million barrels per day, or 92%, of the Gulf`s oil output as of midday Friday, the most since 2005 when Hurricane Katrina destroyed more than 100 offshore platforms and hobbled output for months.

The U.S. Coast Guard closed ports from Beaumont, Texas, to Lake Charles ahead of the storm.

Hurricane Delta is bearing down on Louisiana after sweeping over western part of Gulf of Mexico. US national guard has been mobilised and people on Louisiana coast have been evacuated from their homes. Officials say that Hurricane Delta will cause a deadly storm surge and flash flooding in Louisiana. On Friday, Hurricane Delta packed sustained winds of 120 mph.

"I don't even know if we'll have a house when we come back," Kimberly Hester, a resident of Louisiana told AFP.

"I just pray to God every night we can at least have a house to come home to," she said.

Hurricane Delta is a category 3 storm now. National Hurricane Center (NHC) said that Hurricane Delta was still able to cause a "devastating damage". It warned of a "life-threatening storm surge" along parts of northern Gulf Coast.

The hurricane earlier barreled into Mexico's Yucatan region, which escaped major destruction, with no reports of deaths.

Many along the Louisiana coastline have yet to recover from Hurricane Laura, which struck near the end of August as a strong Category 4 storm on the five-level Saffir-Simpson scale.

Louisiana Governor John Bel Edwards urged residents to be extremely careful with Delta, and announced that 2,400 National Guard personnel had been mobilized to aid locals.

Hurricane Delta would hit "in the area of our state that is least prepared to take it," Edwards said late Thursday.

"To the people of Southwest Louisiana, I know you are strong. I also know you are about to be tested again. Please finish making preparations now We will get through this."

In the city of Lake Charles, where torn planks of wood, uprooted trees and debris from Hurricane Laura still litter the streets, Shannon Fuselier drilled plywood over the windows of a friend's home as protection from flying debris.

Many neighborhood houses are covered with tarps from previous hurricane damage, and the home Fuselier was working on had already suffered roof damage from a fallen tree and smashed windows during Laura.

"The branches and leaves don't do that much damage," said Fuselier, 56. "It's pieces of metal, steel, frames of other peoples windows, signs from people's stores, nails."

Fuselier said that she was staying because she didn't think the storm was strong enough for her to flee.
Edwards has already warned that Delta could sweep up old debris and hurl it like missiles.

On Thursday there was a traffic jam in both directions on the highway out of Lake Charles as people left the city.

Terry Lebine had already evacuated to the town of Alexandria, some 100 miles (150 kilometers) to the north, during the previous hurricane, and was ready to head out again.

"It's exhausting," she told AFP. "...I've got my mother, she's 81 years old and not in the best of health. Right after we went back home after Laura, we have to leave again for Delta. We were home a good two to three weeks."

Delta is the 26th named storm of an unusually active Atlantic hurricane season.

In September, meteorologists were forced to break out the Greek alphabet to name Atlantic storms for only the second time ever, after the 2020 hurricane season blew through their usual list, ending on Tropical Storm Wilfred.

The hurricane headed towards Louisiana and Texas has been put under Category 4 storm with warning of "unsurvivable storm surge". The National Hurricane Center(NHC) said the oil-refining town of Port Arthur was directly in Hurricane Laura's path.

An "unsurvivable storm surge with large and destructive waves will cause catastrophic damage from Sea Rim State Park, Texas, to Intracoastal City, Louisiana," the NHC said.

Reports said at least 620,000 people have been put under evacuation list in Louisiana and Texas.

The NHC added that Hurricane Laura could raise water levels to 20 feet and penetrate up to 64 km inland.

US National Hurricane Center said today that Hurricane Laura was expected to make landfall along the Gulf Coast late Wednesday or early Thursday with wind speeds of 230 kilometres per hour as mass evacuation was ordered by authorities. Watch: The hurricane headed towards Louisiana and Texas has been put under Category 4 storm with warning of "unsurvivable storm surge". The US Supreme Court defended abortion rights in a major ruling on Monday by striking down a Louisiana law placing restrictions on doctors who perform the procedure, dealing a blow to anti-abortion advocates.

The 5-4 ruling, with conservative Chief Justice John Roberts joining the four liberals justices in the majority, represented a victory for Shreveport-based abortion provider Hope Medical Group for Women in its challenge to the 2014 law. The measure had required doctors who perform abortions to have a sometimes difficult-to-obtain formal affiliation called "admitting privileges" at a hospital within 30 miles (48 km) of the clinic.

President Donald Trump's administration supported Louisiana in the case.

Anti-abortion advocates had hoped that the Supreme Court, with its 5-4 conservative majority, would be willing to permit abortion restrictions like those being pursued by Louisiana and other conservative states.

"Today's ruling is a bitter disappointment," said Marjorie Dannenfelser, president of anti-abortion group Susan B. Anthony List.

The decision, authored by liberal Justice Stephen Breyer, marked the second time in four years that the court ruled against an "admitting privileges" requirement

In 2016, the court struck down a Republican-backed Texas law that mandated admitting privileges and required clinics to have costly hospital-grade facilities, finding that the restrictions represented an impermissible "undue burden" on a woman's ability to obtain an abortion. Breyer wrote that the two laws are "almost word-for word identical" and that therefore the court had to reach the same result.

There is sufficient evidence to find that the Louisiana measure "would place substantial obstacles in the path of women seeking an abortion in Louisiana," Breyer added.

Roberts dissented in the 2016 case, which was called Whole Woman's Health v. Hellerstedt, but voted with the liberals in the Louisiana case based on the court's tradition of adhering to its precedents, he said.

"I joined the dissent in Whole Woman's Health and continue to believe that the case was wrongly decided. The question today however is not whether Whole Woman's Health was right or wrong, but whether to adhere to it in deciding the present case," Roberts wrote in a separate opinion.

At the same time, Roberts did question some of the court's analysis in the earlier ruling, suggesting he may side with his conservative colleagues in future challenges to abortion restrictions.

'WE'RE RELIEVED'

As a result, the positive reaction to the ruling from abortion rights group was muted.

"We're relieved that the Louisiana law has been blocked today but we're concerned about tomorrow," said Nancy Northup, president of the Center for Reproductive Rights, which represented the Louisiana clinic.

Two of Louisiana's three clinics that perform abortions would have been forced to close if the law went into effect, according to lawyers for Hope Medical Group.

In a dissenting opinion, conservative Justice Samuel Alito wrote that Louisiana and Texas rulings are similar only because "the abortion right recognized in this court's decisions is used like a bulldozer to flatten legal rules that stand in the way."

Roberts also sided with the liberal justices in two other important rulings this month. One found that gay and transgender people are protected from workplace discrimination under federal civil rights law. The other blocked Trump's bid to end a program that protects from deportation hundreds of thousands of immigrants - often called "Dreamers" - who entered the United States illegally as children.

Several other cases involving legal challenges to abortion restrictions in other states are heading toward the justices that could provide other avenues for its conservative majority to roll back access to the procedure.

Trump, seeking re-election on Nov 3, promised during the 2016 presidential race to appoint justices who would overturn the landmark 1973 Roe v. Wade ruling that legalized abortion nationwide. The Louisiana case marked the first major abortion dispute heard by the court since Trump appointed Brett Kavanaugh in 2018 and Neil Gorsuch in 2017 as justices. Both ruled in favor of the Louisiana abortion restrictions.

Abortion remains a divisive issue in the United States as it is in many countries. Christian conservatives - an important political constituency for Trump - are among those most opposed to it. The Republican president, who years earlier had supported abortion rights, attended an anti-abortion march in January and declared, "Unborn children have never had a stronger defender in the White House."

Abortion rights advocates have argued that restrictions such as admitting privileges are meant to limit access to abortion not protect women's health as proponents say. When the Supreme Court in 1992 reaffirmed the Roe v. Wade ruling, it prohibited laws that placed an "undue burden" on a woman's ability to obtain an abortion.

Baton Rouge-based U.S. District Judge John deGravelles cited the undue burden precedent when he struck down Louisiana's law in 2016. After Louisiana appealed, the New Orleans-based 5th U.S. Circuit Court of Appeals upheld the law.
