Francine made landfall as a Category 2 hurricane on a five-level scale in Terrebonne Parish, on the southern edge of the state, at 5:00 pm local time (2200 GMT), according to the National Hurricane Center (NHC).

Hours later Francine was downgraded to a tropical storm with sustained winds of 50 miles (85 kilometers) per hour, with three to six feet (one to two meters) of storm surge, and up to a foot of rain in some parts of Louisiana, as well as areas of Mississippi, Alabama and the Florida panhandle, the NHC added.&nbsp;

"This rainfall could lead to considerable flash, urban, and river flooding," the NHC said in a bulletin at 0600 GMT.

A passerby on I-10 eastbound near mile marker 10 in Vinton, Louisiana, called the Calcasieu Parish Sheriff's Office deputies on Tuesday (July 9) at 9:00 am&nbsp;(local time) amid the search for the one-year-old, according to a press release shared by the sheriff's office&nbsp;on Facebook.

According to the press release, police had been searching for the one-year-old since his four-year-old brother's body was discovered in the water near the Vinton Welcome Center on Monday (July 8).

The child and his mother, Aaliyah N Jack, 25, of Lake Charles, were last seen on Saturday (July 6).

Jack was located in Mississippi, without the one-year-old, by the Meridian Police Department and taken into custody, according to police. Judge Tony Fazzio imposed a $300,000 bond, charging her with failure to report a missing child.

"We looked at this 1-year-old as our miracle baby because he was still alive... unbelievable," Calcasieu Parish Sheriff Gary "Stitch" Guillory said at a news conference on July 9, according to a video released by the Associated Press.

According to Guillory, the one-year-old had many insect bites but appeared to be in good health overall. The press release said that the infant had been brought to a nearby hospital and was in stable condition.

“This is a tragic incident our detectives are currently investigating. Fortunately, we were able to locate the 1-year-old, who was taken to a local hospital to be checked out. He is now safe and in the care of authorities. We understand the community’s concern and are committed to ensuring justice for the children involved," Guillory said.

"CPSO detectives are actively working to gather all the information and details surrounding this case and the death of the 4-year-old. We will dedicate all necessary resources to ensure a thorough investigation. Our hearts go out to the family members of these two children,” he added.

"Detectives are continuing the investigation, and more charges are possible. The coroner will determine the cause of death," the release read.

The governor of the US state of Louisiana, on Friday (May 24) signed a first-of-its-kind legislation that added two abortion-inducing drugs to the state’s list of controlled and dangerous substances. This comes after the Republican lawmakers in the southern US state passed the bill which would criminalise possession of abortion pills without a prescription.&nbsp;

The signing of the bill makes Louisiana the only state in the US to categorise mifepristone and misoprostol – medicines that are used in medication abortions, the most common method of abortion in the United States – as controlled dangerous substances.&nbsp;

The legislation was&nbsp;passed by 64-29 in the state house and 29-7 in the state senate, and was later signed into law by Republican Governor Jeff Landry adding the abortion drugs to Schedule IV of the state’s Uniform Controlled Dangerous Substances Law.

The bill exempts authorised medical practitioners from prosecution as well as pregnant women if they have the medication for their own use.&nbsp;

Opponents of the legislation, including many physicians, argued that abortion drugs have other critical reproductive health care uses and changing the classification would make it more difficult to prescribe the medicines, reported the Associated Press.&nbsp;

Ahead of the passage of the bill, over 200 doctors in the state signed a letter to lawmakers warning that the measure could produce a “barrier to physicians’ ease of prescribing appropriate treatment” and cause unnecessary fear and confusion among both patients and physicians.&nbsp;

On the other hand, the supporters of the bill, as per AP have said that it would protect expectant mothers from coerced abortions, citing3&nbsp;one example of that happening in the state of Texas.&nbsp;

The new law will take effect on October 1.&nbsp;

Among the drivers stuck in one of the pile-ups was 41-year-old Christopher Coll. “I was already on the brakes, slowing down when an F-250 drove up on top of my work trailer and took me for a ride,” said Coll, while speaking to the Times-Picayune/the New Orleans Advocate. 
 
Describing the crash to the Times-Picayune/the New Orleans Advocate, Clarencia Patterson Reed stated, “It was: ‘Boom. Boom.’ All you kept hearing was crashing for at least 30 minutes.”

The 52-year-old’s campaign was filled with conservative policy positions, including calling for a ban on gender-affirming medical care for transgender youths, the state's near-total abortion ban that doesn't have exceptions for cases of rape and incest, and a law restricting youths' access to "sexually explicit material" in libraries, which has raised concerns over the possibility of cracking down on LGBTQ+ books.

But apart from these, Landry’s top priorities as governor would be addressing crime in urban areas, as discussed repeatedly during his campaign.

<h2>Campaign rooted in local issues</h2>

The Republican has pushed tough-on-crime rhetoric, calling for more "transparency" in the justice system and continuing to support capital punishment. Louisiana has the nation's second-highest murder rate per capita.

Landry’s campaign was mainly focused on LGBTQ rights, state finances and the death penalty.

However, on occasions, the Republican also repeatedly raked in national issues such as President Joe Biden's policies that limit oil and gas production and COVID-19 vaccine mandates.

Talking to the press, Sheriff Nat Williams stated that charges against the juvenile shooter will be released at a later time. Furthermore, authorities have not yet determined a motive for the shooting.

Addressing the incident on Facebook, the St. Helena Parish School District expressed their condolences and noted that the scene was still active.

"A tragic incident occurred on the campus of St. Helena College and Career Academy," read the statement.&nbsp;

As of Monday, the victim’s injuries were not considered as life-threatening. A group of juveniles “were playing hide and seek in the area and were hiding on the neighbour’s property,” said the officials, when Doyle allegedly fired his weapon. The accused told the detectives that “he observed shadows outside his home, at which time he went inside and retrieved his firearm.”&nbsp;

Subsequently, “he went back outside and observed people running away from his property, at which time he began shooting at them and unknowingly hit the girl,” the sheriff’s office wrote in a statement. According to the officials, Doyle was arrested and charged with aggravated battery, four counts of aggravated assault with a firearm, and illegal discharge of a firearm.&nbsp;

The remarkable scene was captured by Dillon May who was searching for yellowfin tuna with his friends,

May told social content agency Storyful that he and his girlfriend, Kaitlyn Dix, were fishing on a friend's boat when they encountered sharks chaotically feeding on a massive bait ball.

The video, which went viral on TikTok, purportedly shows the sharks pushing the sides of the boat and splashing the fishermen with ocean water as they chased down fish.

"It's soaking wet," one of the passengers can be heard as saying in the video.

May said that the sharks were munching on a large pod of menhaden—a small fish that is commonly found off the eastern US and preyed upon by other fish. The Nature Conservancy calls it “the most important fish in the sea”.

"Sharks will eat anything. In fact, things like tires, license plates, a fur coat, a chicken coop, and even a full suit of armour have been found in their stomachs! But generally, sharks are omnivorous, which means usually they just eat meat and plants. If there is not an abundant supply of meat in the area, they will resort to eating sea vegetation," NOAA said.

Two petrochemical giants, which were located behind a facility in “Cancer Alley” of Louisiana, have been sued by the US justice department for increasing the risk of cancer by causing air pollution in a major federal lawsuit which aims to substantially curb the emissions of the plant in the United States.

On Tuesday it was unveiled that the lawsuit stated that the emissions at the Pontchartrain Works facility in Reserve, Louisiana broke the Clean Air Act and caused “an imminent and substantial endangerment to public health and welfare”.

The move reflects a significant escalation in the enforcement action of the Biden administration in the Cancer Alley region and was instantly appreciated by the members of the Black community living around the plant, who claimed it to be a major victory in their campaign for clean air.

The justice department sued the companies on behalf of the Environmental Protection Agency (EPA) and is now looking out for a federal court order to force Denka (DPE) to “immediately take all necessary measures” to curb emissions of the chloroprene, which has been labelled as a human carcinogen by the EPA.

Founder of Concerned Citizens of St John Parish Robert Taylor said, “This will have a tremendous impact on our struggle here. Over the six years we have been fighting this fight we haven’t had anything as great as this to happen in terms of getting concrete action on emissions.”

“The state government has totally ignored us – marches on the capitol, rallying – they wouldn’t even give us an audience. And for the administration to come in and do this, it just validates our efforts,” he added.

In a statement, EPA administrator Michael Regan said that he had promised that “strong action” will be taken when he was on a site visit to Reserve in November 2021.

“We believe their immediate response prevented further injuries,” said Paul. Although there are some leads with the police, Paul appealed to people to provide them with any information they have on the shooting that took place in the nightclub.&nbsp;

“There is someone who knows something - do the right thing. You can save the next incident because it is obvious that this person has total disregard for life,” said Paul.&nbsp;
