Soon after the Question Hour began, Congress leader Mallikarjun Kharge wanted to raise the issue of Rafale deal but Mahajan said the matter can be raised during the Zero Hour.

Besides Congress members who were demanding a Joint Parliamentary Committee (JPC) probe into the deal, those from AIADMK protested against the construction of a dam across Cauvery River. TDP members sought to raise issues related to Andhra Pradesh.

As more than 30 members from the three parties continued to shout slogans and displayed placards while standing in the Well, Mahajan's repeated requests asking them to go back to their seats did not yield any result.

"I am warning you. Go back to your seats... I will be naming you," a visibly peeved Mahajan told protesting members.

"I want justice for all...," the Speaker said as she wanted the proceedings to continue.

Kharge said the government should be directed to constitute a JPC to look into the Rafale deal.

One question was taken up during the Question Hour, which went on for around 15 minutes.

Parliament adjourned for the day, again

The Lok Sabha proceedings were disrupted yet again today due to noisy protests by the AIADMK and TRS members, following which Speaker Sumitra Mahajan expressed her inability to take up the notices for no- confidence motion and adjourned the proceedings for the day.

The Speaker also announced a holiday for members on Monday on account of Ramnavmi on Sunday as many of them had conveyed they would be busy in various events on the festival and would find it difficult to join the House the next day.

The House was adjourned till noon soon after it met at 11 am following noisy protests by members of the AIADMK and the TRS over Cauvery dispute and quota issue respectively.

As the house reassembled at noon, the protests continued and Mahajan said she cannot take up the notices for no-confidence motions moved by the TDP and YSR Congress as the House is not in order and the requisite head-count of members supporting the notices can be done only if they are in their seats.

At least 50 members need to support a no-confidence notice for the House to accept it and start a debate.

The Speaker said the government had expressed its readiness for a discussion on it.

The BJP-led NDA government enjoys a comfortable majority in the House.

The Lok Sabha was then adjourned for the day as protests continued.

This is the 15th straight day that the lower house was adjourned without undertaking any significant business.

As soon as the House met for the day, Speaker Sumitra Mahajan paid tributes to freedom fighters -- Bhagat Singh, Rajguru and Sukhdev-- who were hanged on March 23, 1931 by the British. The House observed silence as a mark of respect to the martyrs.

Before taking up the question hour, the Speaker appealed to members to maintain order but members from the AIADMK and TRS trooped into the Well holding placards and raising slogans.

While the AIADMK is pressing for immediate setting up of the Cauvery river management board, the TRS is demanding that the states be given the right to determine the proportion of reservations. Some members were heard shouting &#39;we want justice&#39;.

Congress members too were on their feet protesting against the Supreme Court verdict on the SC/ST Act. The Congress has been demanding that the Centre seek a review of the court order which diluted provisions related to immediate arrest in cases related to atrocities on Scheduled Castes and Scheduled Tribes.

Expelled RJD member Pappu Yadav was seen holding two placards demanding special status for Bihar.

Amid the din, Mahajan tried to proceed with the Question Hour, but adjourned the House within minutes as the protests continued.

The House has been witnessing disruptions every day since March 5 over issues like PNB scam, special status to Andhra Pradesh and Cauvery water dispute after it re-assembled to continue the Budget session.&nbsp;

The Lok Sabha proceedings were disrupted yet again today due to noisy protests by the AIADMK and TRS members, following which Speaker Sumitra Mahajan expressed her inability to take up the notices for no- confidence motion and adjourned the proceedings for the day. As the house reassembled at noon, the protests continued and Mahajan said she cannot take up the notices for no-confidence motions moved by the TDP and YSR Congress as the House is not in order and the requisite head-count of members supporting the notices can be done only if they are in their seats. At least 50 members need to support a no-confidence notice for the House to accept it and start a debate. The Speaker said the government had expressed its readiness for a discussion on it. The BJP-led NDA government enjoys a comfortable majority in the House. The Lok Sabha was then adjourned for the day as protests continued. This is the 15th straight day that the lower house was adjourned without undertaking any significant business. As soon as the House met for the day, Speaker Sumitra Mahajan paid tributes to freedom fighters -- Bhagat Singh, Rajguru and Sukhdev-- who were hanged on March 23, 1931 by the British. The House observed silence as a mark of respect to the martyrs. Amid the din, Mahajan tried to proceed with the Question Hour, but adjourned the House within minutes as the protests continued. Lok Sabha adjourned for 15th consecutive day, to meet on Tuesday

Parliament failed to function for 14th day in a row on Thursday, without transacting any business. The opposition kept protesting against the government, blocking passage of many bills and other legislative business.

The only thing passed amid the continuing din was the <a href="http://www.wionews.com/business-economy/finance-bill-passed-in-lok-sabha-35793">Finance Bill</a>. And along with it, a proposal to raise the salaries of Members of Parliament - quietly, nearly escaping the eyes of everyone.

The bill&#39;s passage means the basic salary of an MP has now been raised from Rs 50,000 to Rs 1 lakh. The have also got more money as constituency allowance - from Rs 45,000 to Rs 70,000, and the office expense has been increased from Rs 45,000 to Rs 60,000 and monetary ceiling for furniture has been increased from Rs 75,000 to Rs 1 lakh.

Even former Members of the Parliament have benefitted. Their pension has been raised from Rs 20,000 to Rs 25,000 per month.

Neither of the two Houses debated the bill either on its good provisions or pitfalls. Some MPs, however, are of the view that there should be a culture of no work no pay and Trinamool Congress&#39;s Derek O&#39;Brien has slammed the move to hike salaries of the parliamentarians.

The bill, which has been cleared by Parliament, has also hiked the salary for the <a href="http://www.wionews.com/india-news/budget-2018-new-salaries-of-president-vice-president-and-governors-after-hike-31494">President of India</a> from Rs 1,50,000 to Rs 5 lakh per month. It also has a provision that salaries of Members of Parliament will also be increased after every five years. So, the next review of salary now will take place in 2023.

Though the Finance Bill was passed in Lok Sabha without discussion, it is pending in Rajya Sabha. The Upper House does not have a veto; it is the privilege of only the elected members of Lok Sabha or Lower House. Even if the bill is not passed within specific frame of time (14 days), it is considered passed by the Rajya Sabha, also known as the House of Elders.

The no-confidence motions, moved by YSR Congress and the TDP, were the first in the nearly four-year rule of the BJP-led NDA alliance. The parties have been demanding special status for Andhra Pradesh, an issue on which led the TDP to quit the ruling alliance today.

The no-confidence notices were moved by YSR Congress member Y V Subba Reddy and TDP&#39;s Thota Narasimham.

Congress members were also seen standing at their seats.

Members from the TRS and AIADMK were in the Well holding placards and shouting slogans during Zero Hour.

Soon after the House assembled and was to take up the Question Hour, the proceedings were adjourned till noon and later for the day.

Protesting members from various parties were sporting stoles of multiple colours. While members from TRS were wearing pink ones, those from TDP were seen with yellow stoles. Many AIADMK members, who have been demanding immediate setting up of the Cauvery river management, sported stoles carrying black, white and red stripes.

Members of the Samajwadi Party, including patriarch Mulayam Singh Yadav, were spotted wearing their red-coloured party caps. &nbsp;The party recently wrested two Lok Sabha seats in Uttar Pradesh from the ruling BJP.

The House also extended the time for the Joint Committee on the Financial Resolution and Deposit Insurance Bill, 2017 to submit its report.

Earlier, three newly elected MPs -- RJD&#39;s Sarfaraz Alam (Araria-Bihar) and SP members Nagendra Pratap Singh Patel (Phulpur-UP) and Praveen Kumar Nishad (Gorakhpur-UP) -- took oath.

The House also paid respect to three departed former members and noted cosmologist Stephen Hawking, who passed away this week. Tributes were also paid to nine CRPF personnel, who were killed in a IED blast in Chhattisgarh, on March 13.

Important bills passed during the session included the central road fund (amendment) bill, the requisitioning and acquisition of immovable property bill, the national capital territory of Delhi laws (special provisions) second (amendment) bill and the goods and services tax (compensation to states) amendment bill.

A bill to hike the salary of high court and Supreme Court judges was also passed.

The Speaker said 16 bills were introduced by the government in the session.

Prime Minister Narendra Modi was present in the House as she announced its adjournment after briefing members on the proceedings during the winter session. 
The discussion on supplementary demands for grants, second and third batch for 2017-18, lasted for more than six hours before the demands were voted and the related appropriation bills passed, she said.

&quot;In this session, while we lost over 14 hours and 51 minutes of time due to interruptions followed by forced adjournments, the House also sat late for 8 hours and 10 minutes to discuss various important issues,&quot; she said.

During the session, 280 starred questions were listed, of which 45 questions were answered orally. Written replies to the remaining starred questions along with 3220 unstarred questions were tabled, she said.

About 198 matters of urgent public importance were raised by the members and by sitting late in the evening, while the members also raised 226 matters under rule 377, she said.

Standing committees presented 41 reports to the House.

The Lok Sabha held a short duration discussion under rule 193 regarding natural calamities in various part of the country, with special reference to cyclone Ockhi in South India. The discussion was concluded with the reply by Home Minister, she said.

During the session, as many as 2255 papers were tabled by the ministers concerned, she said, adding that 98 Private Members&#39; bills on different subjects were also introduced.

During a poll campaign in Gujarat, PM Modi had claimed that Manmohan Singh and former vice president Hamid Ansari had attended a secret meeting at Congress leader Mani Shankar Aiyar&#39;s house in Delhi which was also attended by former Pakistani foreign minister Khurshid Mahmud Kasuri and the Pakistani high commissioner to India. The PM claimed that the Gujarat elections were discussed with the Pakistani minister and envoy.

On Tuesday as well, the Congress party staged a walkout from the Lok Sabha after seeking an apology from PM Modi over his remarks against Manmohan Singh for an alleged &quot;secret meeting with Pakistani officials&quot;.

On Monday, the Lok Sabha and the Rajya Sabha were adjourned for the same reason.

The winter session of Parliament began on December 15 and will conclude on January 5 next year.&nbsp;

During a poll campaign in Gujarat, PM Modi had claimed that Manmohan Singh and former vice president Hamid Ansari had attended a secret meeting at Congress leader Mani Shankar Aiyar's house in Delhi which was also attended by former Pakistani foreign minister Khurshid Mahmud Kasuri and the Pakistani high commissioner to India. The PM claimed that the Gujarat elections were discussed with the Pakistani minister and envoy. On Tuesday as well, the Congress party staged a walkout from the Lok Sabha after seeking an apology from PM Modi over his remarks against Manmohan Singh for an alleged "secret meeting with Pakistani officials". On Monday, the Lok Sabha and the Rajya Sabha were adjourned for the same reason. The winter session of Parliament began on December 15 and will conclude on January 5 next year.
