The issue was raised by merchants and owners of bars and restaurants, and in a sigh of relief, the Karnataka High Court on Wednesday reduced the duration of the ban.&nbsp;

However, the Deputy Commissioner and the Commissioner of Police had imposed a ban for longer hours, which would have impacted business for many.&nbsp;

In the petition, the hoteliers pointed out that they would face significant losses and wrote that "the government will lose revenue".&nbsp;

Meanwhile, the officer in charge also spoke about how the liquor mafia has become active in the Vaishali district ahead of Holi and adopting various tactics to hoodwink the police.

“But the team of excise department has been successful in recovering liquor worth lakhs of rupees hidden in a fish pond,” he added. The operation was conducted after the excise department team received a tip-off that a large quantity of foreign liquor has been hidden underwater in a pond located in Harpur village of the Mahua police station area.&nbsp;

The liquor was supposed to be consumed during the festival of Holi in the next week in the state of Bihar where it is banned since 2016. “Action will be taken soon by identifying the people involved in hiding the liquor,” said Chowdhary.&nbsp;

While the state has prohibited liquor sales, it has repeatedly come under fire for failure to implement the law which was imposed in a bid to curb alcoholism. The law sometimes also included holding the entire family liable to imprisonment if any one member is found violating the ban and in some cases even imposing a collective fine on the whole village.&nbsp;

Timings have also been allotted according to age groups. Healthy individuals above 50yrs can visit the shops between 10am to 1pm,&nbsp;below 50 to 40 yrs can visit 1pm to 3pm and people below 40 years can visit from 3pm to 5pm only.

Face masks will be compulsory for everyone stepping outside their homes.

Officials have said that Aadhar cards will be checked to make sure none of the customers are from containment zones. The customers will be divided into smaller groups to avoid spread of virus.

All the bars related to TASMAC remain closed; only stand-alone shops have been allowed to open in certain areas. Police will be closely monitoring the situation.

It was no surprise that the demand for liquor was one of the topmost requests all through the lockdown, and not just from us. The state governments have also been urging the centre to allow them to open up. The ban on liquor stores was costing the government close to 700 crore rupees a day. For many states, it is a hefty 15-25&nbsp;&nbsp;per cent their tax revenue (except Bihar and Gujarat of course). An RBI report shows that all states and UT’s had budgeted Rs.1,75,501.42 crore from state excise duty on liquor. However, the planned flow of money dried up with the lockdown.

We guzzled 5.4 billion litres in 2016 and were expected to go up to about 6.5 billion litres by the end of 2020.&nbsp;

Alcohol has the power to alter our minds, foster creativity and importantly, releases chemicals that make us feel good, happier, less anxious. However, there exists another side. The intoxicating power of ethanol has always been a matter of concern. Greek literature is full of warnings, Mahabharata has a moral story, and in the present day, we have all the alarming statistics.

Consumption of alcohol is the worlds third-largest risk factor for disease and disability. The impact is not limited to the individual but often extends to family, friends and the extended community. It has a deep impact on a socio-economic level, where a huge percentage of meagre salaries are spent on intoxicants. It often leads to domestic violence, child abuse and neglect. It impacts productivity and increases absenteeism in the workplace. There are millions around the world who are suffering alcoholics, a huge number of people die in accidents due to drunk driving, this list could go on.

Obviously there is much to worry about the increasing acceptability and accessibility of alcohol. The world is drinking much more - a 70 per cent increase between 1990 and 2017. The fear is - it could get worse during a lockdown. There have been studies that indicate a direct correlation between consumption and higher levels of anxiety and stress.

After rice, potatoes and dal, we are now seeing panic buying of liquor. When you’re buying extra, the chances are you will be drinking more than normal too. Stress can be an excuse, or perhaps boredom, making up for lost time, a well-stocked bar at home, there are many reasons to reach out.&nbsp;

We are vulnerable right now.&nbsp;A glass of wine or a tumbler of whiskey can bring a feeling of relief and a sense of celebration, but it can go the other way too. We have to be careful.

Liquor shops open: Do we have self-restraint - in queue and at home?

Congress MLA Bharat Singh Kundanpur has penned a letter to the&nbsp;Chief Minister Ashok Gehlot urging him to reopen the liquor stores amid the lockdown.&nbsp;

He is claiming that "drinking alcohol will surely remove coronavirus from the throat." Using the logic that alcoholic sanitizers help get rid of coronavirus, he implied that coronavirus can be removed from the throat if people drink alcohol.

"When coronavirus can be removed by washing hands with alcohol, then drinking alcohol will surely remove virus from the throat," Kundanpur wrote in his letter to the Chief Minister.

Liquor stores all over the country have been shut since the nationwide lockdown was initiated to stop the spread of coronavirus. Some citizens have been requesting the government to partially open the liquor shops. However, the government has stood firm on its decision and has helped the public as and how possible.

The MLA also alleged that&nbsp;illegal sales of liquor and bootlegging has seen a rapid increase during the weeks of lockdown.

MLA Bharat belongs to&nbsp;Sangod in Rajasthan. The state has&nbsp;almost 2,617 positive coronavirus cases, with more than 50 deaths.

Officials said strict action will be taken against violators.

India's Supreme Court bans liquor shops along national, state highways

The Supreme Court on Thursday reserved its order on banning off liquor vends on state and national highways.

Hearing a batch of petitions seeking modification of its December 2016 order banning liquor outlets within 500 metres of state and national highways across the country, the apex court bench, headed by, Chief Justice Khehar reserved the order.

Several states, including Kerala, Himachal Pradesh, Arunachal Pradesh, Punjab, Telangana and Haryana and various others had told the apex court that 500-metre distance is much higher and should be reduced.

Attorney General (AG) Mukul Rohatgi, also agreed with the associations and said that the 500-metre distance should be reduced.

The apex court, however, observed that life is more important than liquor.

The top court in its December 15, 2016 order had ruled that licenses of existing shops along national and state highways will not be renewed after March 31.

This was challenged through petitions by several associations across states.

On 23 March, the Tamil Nadu government had also moved the top court to extend the time for relocation of retail liquor shops along the highways till the expiry of their licence period up to 28 November, 2017.

On 18 January, the All Assam Indian Made Foreign Liquors Retailers` Association had approached the apex court seeking modification of the judgment, saying it virtually banned liquor shops in the state as the definition of state highways in the local statute included all roads.

Hearing a batch of petitions seeking modification of its December 2016 order banning liquor outlets within 500 metres of state and national highways across the country, the apex court bench, headed by, Chief Justice Khehar reserved the order. Several states, including Kerala, Himachal Pradesh, Arunachal Pradesh, Punjab, Telangana and Haryana and various others had told the apex court that 500-metre distance is much higher and should be reduced. Attorney General (AG) Mukul Rohatgi, also agreed with the associations and said that the 500-metre distance should be reduced. The apex court, however, observed that life is more important than liquor. The top court in its December 15, 2016 order had ruled that licenses of existing shops along national and state highways will not be renewed after March 31. This was challenged through petitions by several associations across states. On 23 March, the Tamil Nadu government had also moved the top court to extend the time for relocation of retail liquor shops along the highways till the expiry of their licence period up to 28 November, 2017. On 18 January, the All Assam Indian Made Foreign Liquors Retailers` Association had approached the apex court seeking modification of the judgment, saying it virtually banned liquor shops in the state as the definition of state highways in the local statute included all roads.
