Continuing its cautious approach, the Jammu and Kashmir government has decided to open middle schools in the Kashmir valley from Wednesday after primary schools were made functional on Monday.

The decision came a day after primary schools were opened across all districts of Kashmir, which saw a tepid response on the first day (Monday) but witnessed "considerable improvement today", according to Rohit Kansal, principal secretary, Jammu and Kashmir.

"Yesterday was the first day when we have taken a decision to open primary schools all across the districts of Kashmir. Staff members, as well as students, attended although attendance was not high yesterday," he told the media.

"But keeping in view the considerable improvement in attendance of students today and encouraging feedback from parents and the number of requests we have received from parents we have decided that middle school in Kashmir valley will also start functioning from tomorrow in the areas where primary schools are already open," said Kansal.

He said that reports of normal functioning are coming from larger parts of the state with 22 districts reportedly functioning normally.

"136 out of 197 Police Stations have no day time restrictions of any type while in the Kashmir valley alone 50 out of 111 Police stations have no day time restrictions. Government offices are open and are reporting more than normal attendance," Kansal said.

He also said that 73,000 landlines out of total 96 thousand in Jammu and Kashmir and Ladakh are functional.

"73,000 landlines out of total ninety-six thousand in Jammu and Kashmir and Ladakh are now functional. Further, there are reports that in the last 12 days Rs 800 crore is withdrawn in Kashmir valley from a total of 734 ATMs located here," said the official.

"In the areas having relaxation public transport has started functioning and from today we have reports of inter-district transport also. National Highways and Airport are reported to be functioning normally. An adequate supply of all essential item including medicines have been ensured," he said.

Jammu and Kashmir limps back to normalcy: Internet, telephone services restored, schools to reopen tomorrow

Relaxations have been provided in areas falling under 35 police stations in the Kashmir valley, said Jammu and Kashmir Principal Secretary (Planning Commission) Rohit Kansal on Saturday.

"Since morning, relaxations on restrictions have been provided in areas under 35 police stations across the length and breadth of the valley," Kansal said.

Earlier today, restrictions under Section 144 were relaxed in Kishtwar too for the entire day.

Kansal expressed the hope that by Sunday the situation will be such that telephone services could once again be restored in almost all the areas of the Kashmir valley barring a few sensitive ones.

"We hope that by tomorrow evening, barring a few vulnerable areas, all telephone exchanges in Kashmir valley shall be made functional. Landlines and mobiles are already functional in Jammu. "In the morning, I had clarified that we are beginning with primary schools largely located within the locality. We will move on to other schools as well but make a beginning with primary schools," he added.

Kansal said the relaxations provided resulted in people coming out, traffic plying and men and material being moved.

"We expect that areas and regions in which were relaxed today will also see relaxations tomorrow. Local authorities will asses further the fresh areas which can be considered for relaxation for prohibitory orders," he said.

"The statement was made during a phone call that Pakistan Foreign Minister Shah Mehmood Qureshi made to his Russian counterpart Sergei Lavrov."

During the conversation, the situation in South Asia was discussed amid the worsening relations between Pakistan and India after the decision made by New Delhi to change the legal status of the state of Jammu and Kashmir.

The Russian side emphasized the need for de-escalation of tensions, and that there is no alternative to resolve differences between Pakistan and India except bilaterally through political and diplomatic means.

Representatives of Russia to the UN adhere to this consistent position," a statement by Russian Foreign Ministery read."

The call was made as part of Pakistan's initiative to outreach world leaders over the Indian government's decision to scrap article 370 that gave special status to Jammu and Kashmir.

Similar calls were earlier made by country's Prime Minister Imran Khan to Turkish President Recep Tayyip Erdogan, Malaysian PM Mahathir Bin Mohamad, and Iranian President Hassan RouhaniRussia had earlier supported India over the abrogation of Article 370, saying that the action taken by the country was under the constitutional framework international community has urged both countries to exercise restraint and ensure that peace and stability prevail across the Line of Control (LoC).

Pakistan's outcry over the developments in Kashmir and its advocacy for the human rights of Kashmiris shows the height of hypocrisy and shamelessness when compared to the 72 years of their illegal occupation of Balochistan, said Hammal Haider, foreign spokesman of the Baloch National Movement.

The spokesman's remarks came in the wake of heightened tension between India and Pakistan following New Delhi's historic decision of the changing the status of Jammu and Kashmir and transforming it into a union territory, with effect from October 31.

Rattled by India's move, Pakistan requested the international community to intervene in the matter and call for restraint against the so-called "illegal aggression" in the region.

Haider said that Pakistan has been "illegally occupying" Balochistan since 72 years and has extra-judicially abducted and killed thousands of Baloch political activists throughout the years.

Balochistan was once an independent country like many others, he added.

On August 11, 1947, the province, which is currently under the dominance of Pakistan, gained independence from the British colonisers just three days before the creation of Pakistan.

"But six months later, we lost our freedom. A proposal was presented by the then ruler of Balochistan, Mir Ahmad Yar Khan, to the upper and lower house of the parliament at Mohammad Ali Jinnah's request to join Pakistan. But both houses unanimously rejected his proposal and refused to join Pakistan," he stated.

"After failing to convince the Baloch people in the name of Islam and focal two-nation theory, Pakistan resorted to military forces and invaded Balochistan on March 27, 1948, and annexed it against the will of the Baloch people," the activist added.

Since then, Haider said, the same military has killed hundreds and thousands of people who asked for the rights of self-determination.

"It also is the same army that is currently involved in the killings of not only Baloch people but also Sindhis and Pashotoon political activists, teachers, lawyers, and human rights campaigners," he added.

The Jammu and Kashmir Police have brushed aside media reports of firing incidents in the Kashmir Valley, saying they did not fire a single bullet for nearly a week and the situation in the region is calm.

"People should not believe any mischievous and motivated news reports regarding firing incidents in the Valley. The police have not fired a single bullet in the last six days. The situation is calm, people are cooperative and restrictions are being relaxed," the police said in a statement late on Saturday.

The police's clarification came after BBC's South Asia Bureau Chief Nicola Careem had posted a video showing police firing on protesters in the Valley in the wake of the Centre's move to strip Article 370 that granted a special status to Jammu and Kashmir.

Inspector General (IG) of Police, Kashmir, SP Pani also rejected such media reports, saying they are false and no such firing incident has taken place in the Valley.

"This is to clarify that some international media reports regarding firing incidents in the Valley are wrong. No such incident has taken place. Valley has remained largely peaceful over the last one week," Pani said.

Earlier this week, the Jammu and Kashmir Reorganisation Bill 2019, the Jammu and Kashmir Reservation (Second Amendment) Bill 2019, and a resolution revoking Article 370 in Jammu and Kashmir were passed by both Lok Sabha and Rajya Sabha with an overwhelming majority.

Ahead of the decision, the central government had deployed additional military troops to control any possible untoward incident.

Earlier in the day, Section 144 was lifted in Jammu which was imposed in the backdrop of the whittling down of Article 370 and bifurcation of Jammu and Kashmir into two Union Territories, Jammu and Kashmir, and Ladakh.

The government had also suspended mobile internet in Jammu because of the security situation in the region which later resumed.
