The situation in Jammu and Kashmir and Ladakh is turning back to normal as the majority of areas continue to function peacefully without any day-time restrictions, said official sources in the government of India.

"91 per cent of Kashmir valley is free from any day time restrictions, while all of Jammu and Ladakh regions are free from any day-time restrictions," said sources.

Adding that telephone and mobile communications have been restarted in the majority of the regions, the sources added, "All landlines are functional. Mobile facility restored in all districts of Jammu and Ladakh division and Kupwara district of Kashmir."

The administration is also going to launch the biggest ever recruitment drive in the two Union territories to fill up close to 50,000 positions lying vacant in the government sector.

The information has come almost a month after the Central government scrapped Article 370 of the Constitution, which conferred special status to Jammu and Kashmir.

The Centre, in August, had also bifurcated the state into two union territories - Jammu and Kashmir and Ladakh.

The sources also added that there were hardly any instances of violence reported from the Valley region and the minuscule number of protests which took place were handled by the police without any significant damage to life and property.

"The situation has remained peaceful across the Kashmir valley. There has been no incident of major violence. Not even a single live bullet has been fired. There has been no loss of life. Some protests have been handled by local police while exercising full restraint," the government sources said.

All primary, middle and high schools are running with improved performance while the banks and ATMs are functioning normally in the region.

They also said that the administration has set up a media centre to enable both the local and national media houses to cover events in the region.

A media centre has also been set up in Jammu and Kashmir to enable the media to cover events in the region. While regular press briefings are being held, over 400 press passes have been issued, the majority to local journalists.

"All mainstream newspapers are being printed. Satellite channels and cable TV networks are operational," the sources said.

" The full focus is on returning the situation to normalcy. Some remaining restrictions on the communications and preventive detentions remain intending to maintain public law and order.

These restrictions are being reviewed continuously and being eased by local administration based on the ground situation," they added.

"These figures are a clear indication that healthcare services in Kashmir have been delivering as usual. While the period has seen about 20 per cent decrease in services it is not unusual in times of major festivals or events like it was in this month," it stated.

With regards to the status of stocks of medicines in hospitals in Kashmir, the administration stated that supplies are made in two equal halves for two six-month periods per annum.

"The first half is still sufficient to last until the end of September. The second half of the order that will last until March 2020 will be received and distributed as usual before October. Additional requirements if any are being provided immediately," it stated.

In Srinagar, the administration said that it has provided funds to several hospitals for procuring additional medicines. The latter is to cover requirements that patients usually get from retail markets.

The administration further noted that "staff attendance in all these healthcare institutions is being strictly monitored."

"It has been around 95 per cent throughout this period," DIPR said.

The Jammu and Kashmir Police have brushed aside media reports of firing incidents in the Kashmir Valley, saying they did not fire a single bullet for nearly a week and the situation in the region is calm.

"People should not believe any mischievous and motivated news reports regarding firing incidents in the Valley. The police have not fired a single bullet in the last six days. The situation is calm, people are cooperative and restrictions are being relaxed," the police said in a statement late on Saturday.

The police's clarification came after BBC's South Asia Bureau Chief Nicola Careem had posted a video showing police firing on protesters in the Valley in the wake of the Centre's move to strip Article 370 that granted a special status to Jammu and Kashmir.

Inspector General (IG) of Police, Kashmir, SP Pani also rejected such media reports, saying they are false and no such firing incident has taken place in the Valley.

"This is to clarify that some international media reports regarding firing incidents in the Valley are wrong. No such incident has taken place. Valley has remained largely peaceful over the last one week," Pani said.

Earlier this week, the Jammu and Kashmir Reorganisation Bill 2019, the Jammu and Kashmir Reservation (Second Amendment) Bill 2019, and a resolution revoking Article 370 in Jammu and Kashmir were passed by both Lok Sabha and Rajya Sabha with an overwhelming majority.

Ahead of the decision, the central government had deployed additional military troops to control any possible untoward incident.

Earlier in the day, Section 144 was lifted in Jammu which was imposed in the backdrop of the whittling down of Article 370 and bifurcation of Jammu and Kashmir into two Union Territories, Jammu and Kashmir, and Ladakh.

The government had also suspended mobile internet in Jammu because of the security situation in the region which later resumed.

We are with them always: CRPF to Kashmiris

Monday is usually a busy day as offices and establishments open after the weekend and the increased traffic flow results in Monday morning blues. But in the Kashmir valley, it's a different story.

The Valley is shut today due to a strike called by separatists to protest the recent killings.

The main business centres in the Valley are closed and life has come to a grinding halt. People are mostly staying indoors in the volatile areas where spools of concertina wires are dominating the scene.

The tensions are in the air and hit your face as soon as you leave your residence. Though this is a usual site for the locals, it results in loss to the business and tourism sectors.

Restrictions and shutdown also mean several problems for the common people who face difficulties in buying daily essentials like milk and vegetables.

"Whenever there is a shutdown call given, we get confined to our rooms. Security forces don't let us out and later during clashes, tear gas and pepper gas makes our life miserable," said a local from the Old city of Srinagar over the phone.

Schools and educational institutions have also been closed by the authorities as a precationary measure to avoid students' particiation in the protests - a trend which has gained prominence in the Valley over the last the few years. Men in camouflage with guns and sticks are ready and alert in the downtown area of Srinagar. The area has witnessed frequent protests and stone pelting leading to injuries and death of many.

People in the villages face difficulty in commuting as most of the bus services- which are limited- remain off-road. Emergency services are too hit when the authorities impose a strict curfew to avoid civilian casualties in protest.

Small shops - which are away from the public light - remain open in uptown Srinagar where the effect of the shutdown is partial. Mobile internet has also been suspended in parts of rural areas to stop spread of fake information.

According to the International Council for Research on International Economic Relations, Kashmir's economy lost Rs 4000 crore between 2012 and 2017 due to internet shutdown.

The shutdowns and restrictions have now paralysed life for too long that even separatists are rethinking about this strategy.

Shutdown paralyses life in Kashmir valley

Normal life was disrupted in the Kashmir Valley Monday due to a strike called by separatists over the death of seven civilians in a blast at an encounter site in Kulgam district.

Shops, private offices, fuel stations and other business establishments were shut here in the summer capital of Jammu and Kashmir, officials said.

They said public transport was off the roads while private cars were seen plying in few areas of the city.

The strike affected attendance in government offices and banks, the officials said.

They said while there were no restrictions anywhere in the city, there was a heavy deployment of security forces at several places here as a precautionary measure to maintain law and order.

The officials said reports of the shutdown were received from other district headquarters of the valley as well.

Separatists Sunday called for a strike on Monday over the death of civilians in a blast at an encounter site in Laroo area of Kulgam district of south Kashmir.

The strike was called by separatists Syed Ali Shah Geelani, Mirwaiz Umar Farooq and Mohammad Yasin Malik under the banner of Joint Resistance Leadership (JRL).

Three militants were killed Sunday in the encounter, while seven civilians lost their lives in a blast following the gunfight there.

The Kashmir Chamber of Commerce and Industry (KCCI), a Kashmiri Pandit organisation – Kashmiri Pandit Sangarash Samiti (KPSS) – and All Kashmir Auto-Rickshaw Drivers Association have extended their support to the strike called by the separatists.

Meanwhile, Jammu and Kashmir Board of School Education (JKBOSE) and Islamic University of Science and Technology (IUST) have postponed examinations scheduled for Monday.

The Centre has taken note of reports about global terror group Islamic State (IS) claiming an attack in the Kashmir Valley that left a police officer dead, Union minister Jitendra Singh said adding that the future course of action would be adopted after taking an appropriate view.

The minister of state in the prime minister's office also said that the recent "back to back" successes achieved against terrorists in Jammu and Kashmir was the result of the free hand given to security forces to wipe out the nearly three-decade-old militancy which is in its "last phase".

Singh was asked about the IS claiming its first terror attack in Kashmir through its propaganda wing, Amaq news agency.

"The government has taken cognizance of inputs and the concerned agencies, the ministry of home affairs and the security agencies, are taking an appropriate view and will adopt a future course of action accordingly," he told reporters here.

Three militants in a car opened fire on a police team at Zakura crossing on the Srinagar-Ganderbal road, killing Sub- Inspector Imran Tak and injuring a special police officer (SPO) on Friday.

The retaliatory action left a most wanted local militant dead, whose body was wrapped in ISIS flag during the funeral procession.

Responding to a question about the killing of six Pakistani militants, including the nephew of Mumbai attack mastermind Zakiur Rehman Lakhvi, in an encounter in Bandipora district yesterday, Singh said this was the result of the "decisive initiative" taken by the Prime Minister Narendra Modi led Union government.

"The free hand given to security forces to perform with professional freedom is behind such back to back successes. This is possibly the last phase of militancy in Kashmir," he said.

The minister said that he had been saying for the last several months that this was the last phase of terrorism in the state but there were people who were not taking the statement seriously.

"The lifespan of any commander has been reduced to a few weeks - 10 to 15 weeks. Once a commander is appointed, the second is being kept ready to take over. The time has gone when they used to live for years," he said.

He said it was for the first time in the last quarter of a century that there is a government in place in New Delhi which is working on the principle of clarity, conviction, and consistency and does not interfere with the professional work being done by security forces.

Lauding the local police, he said the manner in which the special operations group performed is a testimony to the fact that if given right opportunity without intimidation, the force is capable of doing wonders.

On the surrender of the college student and footballer Majid Arshid, who had joined the Lashkar-e-Taiba (LeT) a week ago, Singh said the change was already there but it was just a veil of fear which was holding them back.

"Once the Modi government decided to initiate decisive action, this veil of fear has been taken away and the boys and girls are feeling free enough to come forward and express their aspirations," he said.

He said what Pakistan was doing has never been a secret but what is different today is that the common man in Kashmir, particularly the youth, is now ready to join the mainstream development journey led by Modi.

"This change started actually two years ago and that is the reason today this year also we have 19 young boys and girls qualifying for the IITs," he said.

On Pakistan's role in fomenting terror, Singh said that all the information was already available but it was only Pakistan that was in a denial mode.

"But what has changed now in the past few months is that countries which were hesitant to accept India's view point for reasons of their own, are now constrained to accept India's viewpoint as far as terror and perpetration of terrorism from Pakistan soil is concerned. Pakistan also now feels constrained to no longer continue in denial mode," he said.

Government has taken note of IS claiming attack in Kashmir: Minister

The Centre’s special representative for Jammu and Kashmir, Dineshwar Sharma, has reached the Valley for a five-day visit to start a dialogue process. This is his first visit to the Kashmir valley after he was appointed the government’s Kashmir interlocutor on October 23.

Before leaving for the Valley, the former Intelligence Bureau director said that no one should jump to conclusions before the process of talks with various stakeholders in Kashmir began.

"I do not have a magic wand but my efforts have to be judged with sincerity and not through the prism of the past," Sharma, 61, said on Sunday.

"I am going there without any preconceived notions. Everyone is welcome to meet me," he added.

Speaking to WION after he was named the interlocutor, Sharma had said that he has been allowed to talk to anybody and everybody - including the Hurriyat; that Prime Minister Narendra Modi "is very much emotionally attached to Kashmir and wants to see a doable solution to the problem", and that he (Sharma) will be guided by former Prime Minister Atal Bihari Vajpayee's philosophy of insaniyat (humanity), Kashmiriyat (the composite, secular Kashmiri culture), and jamhooriyat (democracy).

Sharma also said that he is aware that he has the toughest job in the country right now. "It is very difficult and I realise that, but I'm sure the people of Kashmir realise real harm is being caused to them by outside forces," he told WION.

The special representative will meet political leaders, traders and other delegations, according to a list drawn up by the state government.

However, he made it clear he had his own list of people whom he would meet as well.

The National Conference, meanwhile, said that it does not have any expectations from Sharma and the only way forward in Kashmir is restoration of autonomy to the state.

"I have very little expectations from this new interlocutor. Like it has been done before, he will come and meet people. In 2010, then UPA government appointed a group of interlocutors who visited the state and had detailed discussions with every section here," National Conference chief Farooq Abdullah said on Sunday.

This is Dineshwar Sharma's first visit to the Kashmir valley after he was appointed the government?s Kashmir interlocutor on October 23.

Dineshwar Sharma, who has been named the government's interlocutor for Kashmir, spoke to WION about the reasons for the unrest in the strife-torn state. He said he will talk to everyone to achieve a solution to the problem (WION) × The special representative will meet political leaders, traders and other delegations, according to a list drawn up by the state government. He added, "The process took more than two months and after they were done with meeting people, a report was compiled. What happened to that report? Did the government discuss that report in any forum including the Parliament?" Sharma, who is originally from Bihar and was a Kerala- cadre IPS officer of the 1979 batch, held the country's top-most post for a police officer from 2014 to 2016. He said Kashmir was his "second home" as his professional journey in the premier intelligence unit began here in 1992. India has lifted curfew from Kashmir, barring a few areas in the capital city of Srinagar, amid improving situations in the embattled region.

Restrictions remain in place in downtown Srinagar and Harwan area of the city, Indian police said. Curbs remained in force in Harwan after a boy was killed in Indian security forces' action on Friday.
