The situation in Jammu and Kashmir and Ladakh is turning back to normal as the majority of areas continue to function peacefully without any day-time restrictions, said official sources in the government of India.

"91 per cent of Kashmir valley is free from any day time restrictions, while all of Jammu and Ladakh regions are free from any day-time restrictions," said sources.

Adding that telephone and mobile communications have been restarted in the majority of the regions, the sources added, "All landlines are functional. Mobile facility restored in all districts of Jammu and Ladakh division and Kupwara district of Kashmir."

The administration is also going to launch the biggest ever recruitment drive in the two Union territories to fill up close to 50,000 positions lying vacant in the government sector.

The information has come almost a month after the Central government scrapped Article 370 of the Constitution, which conferred special status to Jammu and Kashmir.

The Centre, in August, had also bifurcated the state into two union territories - Jammu and Kashmir and Ladakh.

The sources also added that there were hardly any instances of violence reported from the Valley region and the minuscule number of protests which took place were handled by the police without any significant damage to life and property.

"The situation has remained peaceful across the Kashmir valley. There has been no incident of major violence. Not even a single live bullet has been fired. There has been no loss of life. Some protests have been handled by local police while exercising full restraint," the government sources said.

All primary, middle and high schools are running with improved performance while the banks and ATMs are functioning normally in the region.

They also said that the administration has set up a media centre to enable both the local and national media houses to cover events in the region.

It added, "Besides the Sher-i-Kashmir Institute of Medical Sciences or SKIMS at Soura and the SKIMS Medical College and Hospital at Bemina, the surgeries have been performed in all associated hospitals of the Government Medical College or GMC Srinagar."

The Jammu and Kashmir administration stated, "In the Government Medical College (GMC) in Srinagar associated hospitals, the number of surgical procedures are over 3000 -- including around 700 in the main trauma SMHS Hospital, over 800 in the main orthopaedic Bone and Joints hospital and around 400 in the Super Speciality hospital."

In the Lal Ded hospital which is Kashmir's main maternity hospital, "around 1200 surgeries have been performed during this period," it added.

"Besides surgeries, the general healthcare services provided to patients in these hospitals during this period has been business as usual with around 95000 patients seen in their OPDs and over 10 thousand patients admitted for treatment in their IPDs," DIPR stated.

The routine laboratory investigations and radiological procedures like MRI and CT scan performed in the hospitals during the period add up to over one lakh, "These include among others around 5500 X-Rays, over 6000 USGs, around 2000 ECGs, around 2000 CT Scans, 220 MRIs and some 750 super-speciality procedures," it added.

The general healthcare services like patients seen in outpatient departments and those admitted to inpatient departments of these hospitals include totals of over 60,000 OPDs and over 5000 IPDs."Different medical investigations of patients conducted in SKIMS MCH alone add up to around 70000," it added.

The primary "healthcare across Kashmir has also been as usual."

"In Srinagar alone, some 30000 patients were seen in OPDs and around 1100 admitted in IPDs of different centres. 10 Major surgeries and some 800 different kinds of medical tests were also performed," DIPR tweeted.

"These figures are a clear indication that healthcare services in Kashmir have been delivering as usual. While the period has seen about 20 per cent decrease in services it is not unusual in times of major festivals or events like it was in this month," it stated.

With regards to the status of stocks of medicines in hospitals in Kashmir, the administration stated that supplies are made in two equal halves for two six-month periods per annum.

"The first half is still sufficient to last until the end of September. The second half of the order that will last until March 2020 will be received and distributed as usual before October. Additional requirements if any are being provided immediately," it stated.

In Srinagar, the administration said that it has provided funds to several hospitals for procuring additional medicines. The latter is to cover requirements that patients usually get from retail markets.

The administration further noted that "staff attendance in all these healthcare institutions is being strictly monitored."

"It has been around 95 per cent throughout this period," DIPR said.

Airfares for flights from Srinagar this weekend have shot up to abnormally after the advisory.

For a one-way direct flight from Srinagar to Delhi, even low-cost airlines such as IndiGo, SpiceJet, GoAir and AirAsia are charging between Rs 10,000 to Rs 22,000, according to travel portals.

The normal rates generally hover around Rs 3,000.Similarly, from Srinagar to Jammu, the current flight rates are around Rs 16,000. Other places like Amritsar, Chandigarh, and Jaipur also witnessed a jump in airfares ranging between Rs 10,000 to Rs 19,000.

Over 6,200 transported out of Kashmir Valley after issuance of J&K security advisory: AAI

In a late-night order on Friday, the Union home ministry ordered the deployment of 100 additional companies of paramilitary forces in Jammu and Kashmir, sparking panic in the Valley. The order, accessed by Mint, states that 50 additional companies of the Central Reserve Police Force (CRPF) will be deployed, while nine companies of the CRPF will be moved from the National Capital to the Valley. The other troop deployment will happen through the Border Security Force (BSF), the Sashastra Seema Bal (SSB) and the Indo Tibetan Border Police (ITBP). The Central Reserve Police Force (CRPF) is the country's largest paramilitary force with over three lakh personnel in its ranks and it has its formations and battalions in maximum states of the country, he said.

"While we have lost our comrades, it is our pledge to the people of Jammu and Kashmir, especially to those living in the Kashmir Valley, that we are with them always," he said.

The Centre on Saturday also asked all states to ensure safety and security of the students and people from Jammu and Kashmir living in their areas.

Schools and educational institutions have also been closed by the authorities as a precationary measure to avoid students' particiation in the protests - a trend which has gained prominence in the Valley over the last the few years. Men in camouflage with guns and sticks are ready and alert in the downtown area of Srinagar. The area has witnessed frequent protests and stone pelting leading to injuries and death of many.

People in the villages face difficulty in commuting as most of the bus services- which are limited- remain off-road. Emergency services are too hit when the authorities impose a strict curfew to avoid civilian casualties in protest.

Small shops - which are away from the public light - remain open in uptown Srinagar where the effect of the shutdown is partial. Mobile internet has also been suspended in parts of rural areas to stop spread of fake information.

According to the International Council for Research on International Economic Relations, Kashmir's economy lost Rs 4000 crore between 2012 and 2017 due to internet shutdown.

Government has taken note of IS claiming attack in Kashmir: Minister

The Centre&rsquo;s special representative for Jammu and Kashmir, Dineshwar Sharma, has reached the Valley for a five-day visit to start a dialogue process. This is his first&nbsp;visit to the Kashmir valley after he was appointed the government&rsquo;s Kashmir interlocutor on October 23.

Before leaving for the Valley, the former Intelligence Bureau director said that no one should jump to conclusions before the process of talks with various stakeholders in Kashmir began.

&quot;I do not have a magic wand but my efforts have to be judged with sincerity and not through the prism of the past,&quot; Sharma, 61, said on Sunday.

&quot;I am going there without any preconceived notions. Everyone is welcome to meet me,&quot; he added.

The special representative will meet political leaders, traders and other delegations, according to a list drawn up by the state government.

However, he made it clear he had his own list of people whom he would meet as well.

The National Conference, meanwhile, said that it does not have any expectations from Sharma and the only way forward in Kashmir is restoration of autonomy to the state.

&quot;I have very little expectations from this new interlocutor. Like it has been done before, he will come and meet people. In 2010, then UPA government appointed a group of interlocutors who visited the state and had detailed discussions with every section here,&quot; National Conference chief Farooq Abdullah said on Sunday.

He added, &quot;The process took more than two months and after they were done with meeting people, a report was compiled. What happened to that report? Did the government discuss that report in any forum including the Parliament?&quot;

Sharma, who is originally from Bihar and was a Kerala- cadre IPS officer of the 1979 batch, held the country&#39;s top-most post for a police officer from 2014 to 2016.

He said Kashmir was his &quot;second home&quot; as his professional journey in the premier intelligence unit began here in 1992.

Last month, Union Home Minister Rajnath Singh, while announcing that Sharma would be the interlocutor for Kashmir, had referred to Prime Minister Narendra Modi&#39;s speech from the Red Fort this year.

Before leaving for the Valley, the former Intelligence Bureau director said that no one should jump to conclusions before the process of talks with various stakeholders in Kashmir began. "I do not have a magic wand but my efforts have to be judged with sincerity and not through the prism of the past," Sharma, 61, said on Sunday. "I am going there without any preconceived notions. Everyone is welcome to meet me," he added. Speaking to WION after he was named the interlocutor, Sharma had said that he has been allowed to talk to anybody and everybody - including the Hurriyat; that Prime Minister Narendra Modi "is very much emotionally attached to Kashmir and wants to see a doable solution to the problem", and that he (Sharma) will be guided by former Prime Minister Atal Bihari Vajpayee's philosophy of insaniyat (humanity), Kashmiriyat (the composite, secular Kashmiri culture), and jamhooriyat (democracy). Sharma also said that he is aware that he has the toughest job in the country right now. "It is very difficult and I realise that, but I'm sure the people of Kashmir realise real harm is being caused to them by outside forces," he told WION. Dineshwar Sharma, who has been named the government's interlocutor for Kashmir, spoke to WION about the reasons for the unrest in the strife-torn state. He said he will talk to everyone to achieve a solution to the problem (WION) × The special representative will meet political leaders, traders and other delegations, according to a list drawn up by the state government. However, he made it clear he had his own list of people whom he would meet as well. The National Conference, meanwhile, said that it does not have any expectations from Sharma and the only way forward in Kashmir is restoration of autonomy to the state. "I have very little expectations from this new interlocutor. Like it has been done before, he will come and meet people. In 2010, then UPA government appointed a group of interlocutors who visited the state and had detailed discussions with every section here," National Conference chief Farooq Abdullah said on Sunday. He added, "The process took more than two months and after they were done with meeting people, a report was compiled. What happened to that report? Did the government discuss that report in any forum including the Parliament?" Sharma, who is originally from Bihar and was a Kerala- cadre IPS officer of the 1979 batch, held the country's top-most post for a police officer from 2014 to 2016. He said Kashmir was his "second home" as his professional journey in the premier intelligence unit began here in 1992. Last month, Union Home Minister Rajnath Singh, while announcing that Sharma would be the interlocutor for Kashmir, had referred to Prime Minister Narendra Modi's speech from the Red Fort this year. An alert has gone out in the Kashmir Valley after a soldier posted with 173 Battalion of Territorial Army (Engineers) is thought to have absconded, carrying a service rifle and ammunition, according to media <a href="http://www.thehindu.com/news/national/jawan-goes-missing-from-army-camp-in-kashmir-alert-sounded/article19220949.ece" target="_blank">reports</a>.

Zahoor Ahmad Thokar, a resident of Pukwama&#39;s Sirnoo, had been installed in north Kashmir&#39;s Baramulla district.

According to an official, &quot;Thokar deserted the army on the intervening night of July 5-6. He has ran away with the service assault rifle and three magazines.&quot;

Curfew lifted from most parts of Kashmir

Amidst continuing unrest in Kashmir Valley, India&#39;s interior minister Rajnath Singh today reviewed the situation in Jammu and Kashmir, where a policeman and four militants were killed in two separate incidents. 
 
Singh reviewed the situation in the state with national security advisor Ajit Doval, home secretary Rajiv Mehrishi and other top officials during an hour-long meeting, official sources said. 
 
The officials gave a briefing on the prevailing situation in Kashmir Valley as well as along the border and the steps taken to restore normalcy in the state, the sources said. 
 
The recent conflict in the Valley began after the killing of Hizbul Mujahideen militant Burhan Wani on July 8. So far 76 people have lost their lives in the turmoil that has been continuing for the last 65 days. 
 
A policeman was killed and two others, including an officer, were injured as security forces engaged in twin encounters with four terrorists who are holed up at two places near the under-construction mini secretariat in Poonch town of the state. 
 
Meanwhile, the Army foiled three infiltration bids along the Line of Control in Naugam, Tangdhar and Gurez sectors of Kashmir, killing four militants.

India's interior minister reviews Kashmir situation

Worst fears of the Indian intelligence agencies have come true after the militants, reinvigorated by the current unrest, stepped up their offensive and launched three sensational attacks on the security forces in north and south Kashmir.

Militants carried out three attacks in the past one day in three districts of Kashmir&nbsp;Valley. The attacks started on Wednesday&nbsp;morning when militants first attacked the army convoy in Kralgund village of north Kashmir&rsquo;s Kupwara district. Three soldiers were injured, one of them seriously, in the attack.

Later&nbsp;on Wednesday&nbsp;evening, a group of heavily armed militants barged into the house of political worker Abdul Rashid Khanday at Damhal Hanji Pora in Kulgam district and disarmed the policemen guarding his house before decamping with four rifles.

&ldquo;During the night intervening September 7 and 8 unknown militants entered into the duard room located at the residence of protected political worker Abdul Rashid Khanday and snatched the weapons from the police personnel,&rdquo; a police spokesman said. 
 
Police said the snatched weapons&nbsp;included&nbsp;one SLR, one 303 rifle and two INS rifles. &ldquo;Police have taken cognizance and investigations are on,&rdquo;&nbsp;said the spokesman.

Khanday, who was present in his residence at the time of the&nbsp;attack, said five militants entered into his kitchen when they were having dinner. &ldquo;They slapped me and asked my son to accompany them and call the guards out. After five minutes my son came back and he was crying,&rdquo;&nbsp;he said.

Hours later a group of four militants attacked a police station in Pulwama and fired indiscriminately on the cops. Police immediately retaliated forcing the militants to take a hasty retreat.

&ldquo;Militants fired on the police station Pulwama at&nbsp;11.50 am. We immediately retaliated. There were no injuries... nothing because they could not come closer. It was a standoff fire,&rdquo; said Rayees Mohammad Bhat, superintendent of police, Pulwama.

Police suspects the militants were from the same group which lobbed the grenade on the cops while mixing with the protesting mob some days before. &ldquo;We believe they were four militants who fired at the police station. We believe it is the same group which lobed the grenade last time from the mob,&rdquo; said Bhat

The attacks have come at a time when Pakistan is trying to push in more and more militants to foment trouble amid the unrest in the valley. Figures reveal that around 70 militants were successful in infiltrating through the line of control till July this year

Official figures reveal in 2015 around 118 infiltration&nbsp;attempts&nbsp;were made of which 33 were successful.

Seventy-eight militants were killed and 31 security personnel lost their lives in the first six months of this year. Police sources said due to active engagement of security forces and police, the first seven months of 2016 has registered an increase in the killing of militants by over 110 per cent and arrest of militants/suspects by 48 per cent.&nbsp;

Official figures&nbsp;reveal that 106 militants were killed in 2015&nbsp;by the security forces in different encounters. The number&nbsp;of slain militants stood at 110 in 2014. In 2015, around 39 security force personnel were killed. In 2014, 47 security force personnel were killed. Last year, 22 civilians were killed in terrorist violence compared to 35 in 2014.

Kashmir unrest: Militants launch series of attacks on security forces

Taking separatist leaders head-on, Jammu and Kashmir chief minister Mehbooba Mufti today accused them of instigating the children in the Valley to engage in violence while making sure their own studied abroad or outside the state. 
 
&quot;My colleagues have this (fear) that I may say something. But, I have always spoken truth. The way a mother slaps her child when he tries to touch a hot kangri (firepot), I will do the same to save my people. I will be angry, I will speak truth and warn them not to use children as a shield (during street protests),&quot; Mehbooba told a gathering at an official event, invoking motherhood that is devoted to the welfare of the child. 
 
She exuded confidence that the Valley will come out of the &quot;misery&quot; as her intentions were noble. &quot;Majority of the people want an honourable solution to the issue. Nobody wants violence except for those who don&#39;t have to face impact of this violence as their own children are studying outside the Valley. 
 
&quot;They ask the children to fight bullets, pellets and teargas, but themselves fear a policeman,&quot; she said. 
 
Taking on the separatists, she said they were &quot;exploiting&quot; children in the Valley after having ensured their&nbsp;own children studied outside. 
 
She, however, hoped the situation would get back to normal. 
 
&quot;Time will not remain like this always, but wounds will be there on the hearts of the children which these people have inflicted. Today, people will find my words bitter, but they will later understand what I said because I saw many people roaming the streets at night provoking children to join the protests. 
 
&quot;God is witness, that their (the separatists&#39;) own children study in Malaysia, Dubai, Bangalore and Rajasthan. If a single child of these people has been injured in the protests in these days, I am ready to quit politics,&quot; she said at the function organised to distribute LED bulbs under the ruling government&#39;s &#39;UJALA&#39; scheme. 
 
The function was organised by union power ministry, state power development department and Energy Efficiency Services Limited a joint venture of public sector undertaking under the power ministry. 
 
Hitting out at those who were provoking people, especially children to come out on the roads, Mehbooba said, &quot;What solution is this that our children are getting blinded. Till when will this go on?&quot; 
 
&quot;Nothing will come out of this. By violence, by closing shops and throwing stones. Our movement is not a movement now because it has jettisoned our culture and become uncultured,&quot; Mehbooba said. She said there is an opportunity to address the Kashmir issue as the country has a strong prime minister in Narendra Modi who has called for an end to the violence. 
 
&quot;Today, there is an opportunity as there is a very strong prime minister in this country. Today, in this situation, the cream of the country, members of Parliament, came to you (as part of an all-party delegation) and many among them said that they want to talk without any conditions.

I said you talk wherever you want, we would facilitate it because every day children are getting killed, injured. This should end. Our shops are closed, our schools are shut, everything has stopped. She said if the separatists have the courage they should sleep in their homes instead of roaming around exploiting the children.

There is an opportunity to address the Kashmir issue as the country has a strong prime minister in Narendra Modi, she said

Taking separatist leaders head-on, Jammu and Kashmir chief minister Mehbooba Mufti today accused them of instigating the children in the Valley to engage in violence while making sure their own studied abroad or outside the state. "My colleagues have this (fear) that I may say something. But, I have always spoken truth. The way a mother slaps her child when he tries to touch a hot kangri (firepot), I will do the same to save my people. I will be angry, I will speak truth and warn them not to use children as a shield (during street protests)," Mehbooba told a gathering at an official event, invoking motherhood that is devoted to the welfare of the child. She exuded confidence that the Valley will come out of the "misery" as her intentions were noble. "Majority of the people want an honourable solution to the issue. Nobody wants violence except for those who don't have to face impact of this violence as their own children are studying outside the Valley. "They ask the children to fight bullets, pellets and teargas, but themselves fear a policeman," she said. Taking on the separatists, she said they were "exploiting" children in the Valley after having ensured their own children studied outside. She, however, hoped the situation would get back to normal. "Time will not remain like this always, but wounds will be there on the hearts of the children which these people have inflicted. Today, people will find my words bitter, but they will later understand what I said because I saw many people roaming the streets at night provoking children to join the protests. "God is witness, that their (the separatists') own children study in Malaysia, Dubai, Bangalore and Rajasthan. If a single child of these people has been injured in the protests in these days, I am ready to quit politics," she said at the function organised to distribute LED bulbs under the ruling government's 'UJALA' scheme. The function was organised by union power ministry, state power development department and Energy Efficiency Services Limited a joint venture of public sector undertaking under the power ministry. Hitting out at those who were provoking people, especially children to come out on the roads, Mehbooba said, "What solution is this that our children are getting blinded. Till when will this go on?" "Nothing will come out of this. By violence, by closing shops and throwing stones. Our movement is not a movement now because it has jettisoned our culture and become uncultured," Mehbooba said. She said there is an opportunity to address the Kashmir issue as the country has a strong prime minister in Narendra Modi who has called for an end to the violence. "Today, there is an opportunity as there is a very strong prime minister in this country. Today, in this situation, the cream of the country, members of Parliament, came to you (as part of an all-party delegation) and many among them said that they want to talk without any conditions. "I, as president (Peoples Democratic Party), wrote a letter. It had not happened till now. I said you talk wherever you want, we would facilitate it because every day children are getting killed, injured. This should end. Our shops are closed, our schools are shut, everything has stopped. Today, there is an opportunity for the people of the state if they want a solution to the issue," she said. "We have lost several opportunities in the past to resolve the issue through engagement and dialogue and today again if we miss the chance, the coming generations will never forgive us for our intransigence," she said.
