The Biden administration has revealed a comprehensive plan to safeguard the United States auto sector from what it perceives as unfair trade practices by China. Lael Brainard, a top White House economic adviser, presented the strategy to the Detroit Economic Club on Monday, emphasising the government's commitment to preventing a "second China shock" in the automotive industry.

Brainard drew parallels between the current situation and the economic disruption caused by China's rapid industrial expansion in the early 2000s, which significantly impacted American manufacturing communities. "China is flooding global markets with a wave of auto exports on the back of their own overcapacity," Brainard stated. "We saw a similar playbook in the China shock of the early 2000s that harmed our manufacturing communities, and this administration is determined we will not see a second China shock."

The White House's approach focuses on implementing protective measures before Chinese automakers can potentially undercut the U.S. auto sector's ability to compete fairly on a global scale. This preemptive strategy comes despite the fact that relatively few Chinese-made cars and trucks are currently imported into the United States.

A key component of the administration's plan involves a proposal by the U.S. Commerce Department to prohibit critical Chinese software and hardware in connected vehicles on American roads, citing national security concerns. This move would effectively bar nearly all Chinese cars from entering the U.S. market, signalling a strong stance against potential technological vulnerabilities.

Brainard emphasised the administration's support for consumer choice while prioritising domestic production, particularly in the electric vehicle (EV) sector. "Americans should drive whatever car they choose – whether gas-powered, hybrid, or electric," she said. "But, if they choose to drive an EV, we want to make sure it was made in America, and not in China."

The timing of this policy announcement is significant, as the auto industry's future and pressure from China have become major themes in the 2024 presidential election. Republican nominee Donald Trump has suggested that China could dominate future auto production, highlighting the bipartisan nature of concerns over Chinese industrial practices.

Earlier this month, the Biden administration implemented steep tariff hikes on Chinese imports, including a 100% duty on electric vehicles. These measures aim to bolster protections for strategic industries against China's state-driven industrial practices. The White House is also working to ensure that Chinese automakers cannot circumvent these high tariffs by setting up factories in Mexico.

Addressing this potential loophole, Brainard stressed the importance of collaborating with Canada and Mexico under the U.S.-Mexico-Canada Agreement (USMCA). "We're going to need to work with our partners Canada and Mexico, to address China's overcapacity in the EVs as we look to the mid-term review of the USMCA in 2026," she explained. Brainard also revealed that U.S. officials are already in talks with their Mexican counterparts, who share concerns about China using Mexico as a platform for exporting artificially low-priced vehicles to the United States.

When questioned about the possibility of Chinese automakers establishing plants in the U.S., Brainard indicated that such scenarios would be subject to a set of safeguards currently being put in place. This approach aims to address potential issues proactively rather than reactively.

The administration's strategy has not been without criticism. In response to a question referencing comments by former President Trump, who accused the administration of imposing an "EV mandate," Brainard dismissed the claim as "complete nonsense." She argued that investment in EVs is necessary to ensure Americans have a diverse range of choices in the automotive market.

Biden administration unveils strategy to shield US auto industry from Chinese competition

Behind the smiles, as Joe Biden bids farewell to world leaders at the UN General Assembly this week, will be one goal -- shoring up his legacy against a possible White House comeback by Donald Trump.

Countries around the world are nervously watching November's US presidential election amid fears that a Trump victory over Kamala Harris would bring back his hardline, isolationist foreign policy.

And as Biden makes his final appearance at the UN General Assembly in New York, after dropping out of the race in July and endorsing his vice president as the Democratic nominee, the 81-year-old is not taking any chances.

Viewing his presidency as a return from the brink after Republican Trump's four years in the Oval Office, Biden will be trying to make sure his achievements are, in the words of one advisor, "irreversible.”

From his keynote address to the United Nations and a major climate speech on Tuesday, to talks on the wars in Gaza, Ukraine and Sudan, Biden will be trying to lay the groundwork for US alliances and leadership that could outlast Trump.

"When President Biden came to office nearly four years ago, he pledged to restore American leadership on the world stage," White House Press Secretary Karine Jean-Pierre told reporters travelling with him to New York.

Biden would now use his UN address to outline his "vision" for how that should continue -- and to "reaffirm how this approach has produced results for the American people and for the world," she added.

His UN swan song is part of a wider attempt to burnish his legacy at home and abroad after a one-term presidency cut short when a disastrous debate against Trump fuelled concerns about his age.&nbsp;

In an emotional moment Sunday, on the eve of the assembly, former president Bill Clinton presented Biden with the "Clinton Global Citizen Award" at a surprise ceremony in New York.

<h2>- 'Irreversible momentum' -</h2>

Biden held a cabinet meeting last week to urge a "sprint to the finish" to promote his policies -- and to give any reflected glory to Harris in an agonizingly close election.

His director of communications, Ben LaBolt, said in a memo to White House staff that the administration should "put a stake in the ground for the future" -- and, in a clear swipe at Trump, spoke of how Biden had restored "decency and dignity to the White House."&nbsp;

With an eye on the history books, Biden is seeking to put his stamp on policy across the board.

On international alliances -- where Trump threatened to drop Western allies if they did not spend more money on defence and held summits with Russia's Vladimir Putin and North Korea's Kim Jong-un -- Biden hosted the leaders of Japan, India, and Australia for a farewell summit in his hometown on Saturday.

On climate -- where Trump pulled the United States out of the Paris accords -- Biden wanted to build an "irreversible momentum behind climate action," his National Climate Advisor Ali Zaidi said Monday.

And on Ukraine -- where Trump praised Putin and has been distinctly cool in supporting Kyiv -- Biden is hosting a farewell meeting with President Volodymyr Zelensky at the White House on Thursday to discuss more US support.&nbsp;

"The fact that we do have Gaza, the fact that we do have Ukraine and Sudan issues in our world, just underscores the need for that kind of cooperation," a senior US official told reporters, speaking on condition of anonymity.

Yet the greatest prize of all -- the Gaza ceasefire that Biden set his sights on before he leaves office in January 2025 -- seems further away than ever.

Instead, the situation in the Middle East is becoming ever more dangerous, with the UN General Assembly likely to be dominated by recent Israeli attacks on Hezbollah strongholds in Lebanon, which have killed at least 500 people.

Biden "will address the Middle East, especially this very difficult year that we have all gone through" in his speech, the senior US official said.

Israel- Hezbollah tensions | US will do everything possible to prevent escalation of war in Middle East: Biden

US President Joe Biden welcomed the president of the United Arab Emirates to the White House on Monday, saying the two leaders would discuss ways to de-escalate tensions between Israel and Lebanon, and efforts to secure a ceasefire in Gaza.

Biden and Vice President Kamala Harris will meet separately with UAE President Sheikh Mohamed bin Zayed Al Nahyan, the first in what is expected to be a series of foreign leader gatherings during the week of the United Nations General Assembly.

Biden, speaking at the start of his meeting with the UAE leader, said Lebanon and Gaza would feature prominently in their discussions, along with talks on artificial intelligence.

Before their meeting, Biden said he had been briefed on the latest developments between Israel and Lebanon, adding, "I continue to be in contact with our counterparts, and we're working to de-escalate in a way that allows people to return home safely."

Sheikh Mohamed said his country had an "unwavering commitment" to working with the United States and deepening the strategic partnership between the allies.

Harris also plans to discuss efforts to secure a Gaza ceasefire and hostage deal in her separate meeting with the UAE leader, the first-ever visit by a UAE president to the White House, the White House official said.

The meeting will give Harris, the Democratic nominee for the Nov. 5 presidential election, an opportunity to demonstrate national security chops at a time when the administration is under increasing pressure to contain strife in the Middle East.

Israel attacked hundreds of Hezbollah targets on Monday in airstrikes that Lebanese health authorities said killed at least 274 people, making it the deadliest day in Lebanon in decades and ramping up nearly a year of conflict with its Iran-backed enemy.

Ukrainian President Zelensky has traveled to the United States to present a "victory plan" to its closest ally, to further influence White House policy on Ukraine's war with Russia no matter who wins the upcoming presidential elections.&nbsp;

Further, Zelensky is also scheduled to address the United Nations General Assembly on Tuesday.&nbsp;

The Ukrainian president said that he wanted to present the plan to US President Joe Biden and his two potential successors, Kamala Harris and Donald Trump.&nbsp;

The Ukrainian officials have suggested that Russia could eventually be invited to a summit to discuss a resolution to the conflict under the new plan.&nbsp;

When asked about Zelensky's initiative, Kremlin spokesperson Dmitry Peskov told reporters, "We believe that one should not analyse media reports. If information about it appears in official sources we will of course scrutinise it. There is a lot of contradictory and unreliable information on it out there, so we are very cautious about this."

Earlier on Friday, Zelensky said, "The Victory Plan envisages quick and concrete steps by our strategic partners - from now until the end of December."

He added that the plan would act as a "bridge" to a second Ukraine-led summit on peace that Kyiv wants to hold and would invite Russia to later this year.&nbsp;

Stressing that there is no alternative to peace, the Ukrainian leader said, "No freezing of the war or any other manipulations that would simply postpone Russian aggression to another stage."&nbsp;

Oleksandr Kovalenko, a Ukrainian military analyst, said that Zelenskyy might push for longer-term assurances of aid into 2025 and seek some kind of declaration of post-Biden continuity in support.

"This will be a very important moment. Perhaps in some ways, in a political and military-political sense, it will be a pivotal moment," he said.

Meanwhile, US National Security Adviser Jake Sullivan said Biden is eager to discuss Zelenskyy's "comprehensive strategy for success in this war" against Russia.

Kremlin says will study Zelensky's 'victory plan' if released officially

President Volodymyr&nbsp;Zelensky&nbsp;travels to the United States to set out a "victory plan" to his closest ally this week, in an urgent attempt to influence White House policy on&nbsp;Ukraine's&nbsp;war with Russia no matter who wins the US elections in November.

The Ukrainian leader has said he wants to present the plan to President Joe Biden and his two potential successors, Kamala Harris and Donald Trump, during the trip, which will see&nbsp;Zelensky&nbsp;addressing the UN General Assembly on Tuesday.

Zelensky&nbsp;has said that if the plan is backed by the West, it will have a broad impact on Moscow, including a psychological one that could help compel Russian President Vladimir Putin to end the war diplomatically.

"The Victory Plan envisages quick and concrete steps by our strategic partners - from now until the end of December,"&nbsp;Zelensky&nbsp;told reporters on Friday.

He added that the plan would act as a "bridge" to a second Ukraine-led summit on peace that Kyiv wants to hold and invite Russia to later this year.

There is no alternative to peace,&nbsp;Zelensky&nbsp;has said, "no freezing of the war or any other manipulations that would simply postpone Russian aggression to another stage".

Yet the two sides remain far apart.

Zelensky&nbsp;wants Ukraine inside NATO and the European Union and Russia driven from all Ukrainian territory, though he says the latter aim can be achieved diplomatically. Putin says peace talks can only begin if Kyiv abandons swathes of eastern and southern Ukraine to Russia and drops its NATO membership plan.

Zelensky's trip comes at a perilous&nbsp;juncture for Ukraine. A Trump victory in the Nov. 5 presidential election could prompt a reset of Washington's policy on Ukraine, which relies heavily on US&nbsp;military and financial support.

During a TV debate, Trump refused to say if he wanted Ukraine to defeat Russia and said he would try to end the war before taking office if he wins. Harris accused Trump of seeking Kyiv's swift and unconditional capitulation.

As the election nears, Kyiv has put on a show of strength, rapidly seizing land in a high-risk Aug. 6 incursion into Russia's Kursk region, touting new weapons including a "drone missile" and ballistic weapon and launching major drone strikes.

One attack caused a massive blast at an ammo dump in Russia's Tver region last Wednesday.

Russia has ramped up drone and missile attacks, taken receipt of Iranian ballistic missiles, according to the West, ordered an increase in the size of its army, moved to change its nuclear doctrine and stepped up its eastern offensive.

<h2>'Biden's decision'&nbsp;</h2>

US&nbsp;National Security Adviser Jake Sullivan has said Biden is eager to discuss&nbsp;Zelensky's "comprehensive strategy for success in this war" against Russia.

Zelensky&nbsp;said his plan consists of a small number of points and that "all these points depend on Biden's decision, not Putin's".

On Friday, the leader said the steps involved establishing&nbsp;Ukraine's&nbsp;place in the world's "security architecture", battlefield decisions including the Kursk operation, bolstering&nbsp;Ukraine's&nbsp;armoury and supporting the economy.

Oleksandr Kovalenko, a Ukrainian military analyst, said&nbsp;Zelensky&nbsp;might press for longer-term assurances of aid into 2025 and seek some kind of declaration of post-Biden continuity in support.

"This will be a very important moment. Perhaps in some ways, in a political and military-political sense, it will be a pivotal moment," he said.

Zelensky&nbsp;is almost certain to repeat his call on Biden to authorise long-range strikes into Russia, a move Moscow has said would make NATO members direct participants in the war and elicit a response.

Ukraine wants to strike military installations up to 300 km (186 miles) inside Russia, such as airfields that host attack helicopters and warplanes&nbsp;used to fire glide bombs. Washington has said it does not see the easing of those restrictions as a battlefield game-changer.

Russia, which occupies 18 per cent&nbsp;of Ukrainian territory, has been on the offensive since last October and in August chalked up its fastest sustained recent month of advances.

Ukraine's&nbsp;toehold in Russia's Kursk region could serve as a bargaining chip at talks or as an insurance policy against any outside push to freeze the war along current lines. But Kyiv would have to hold the territory amid serious&nbsp;manpower challenges against a much larger foe.

Meanwhile, Russia has been making progress towards the transport hub of Pokrovsk. Its capture could wreak havoc with Ukrainian logistics and open up new lines of attack.

Kovalenko said Russia likely wanted to capture Pokrovsk by the year-end.

"That would allow them... to strengthen pressure on the information front to catalyse thoughts of peace negotiations, naturally on their terms," he said.

<h2>Challenges</h2>

Ukraine hopes to advance a blueprint for peace at a second international summit later this year and says Russia will be invited at the request of other participants. The first one in Switzerland pointedly shunned Moscow in June and was skipped by China and chunks of the Global South.

Zelensky&nbsp;says his summit initiative is the only viable peace format and this month slammed as "destructive" a Chinese-Brazilian proposal that calls for "de-escalating the situation" and the resumption of direct dialogue without requiring Russia to pull back.

Ukraine faces its toughest winter of the 2-1/2 year war yet after Russian strikes damaged a huge chunk of energy producing capacity.

The government also faces mounting economic challenges, and plans its first wartime tax hikes to cover a funding gap of about $12.2 billion for its army this year.

Opinion polls paint a mixed picture.

Some 32 per cent of Ukrainians were open, as of May 2024, to certain territorial concessions to end the war, up from 10 per cent in May 2022, said Anton Hrushetskyi, executive director of Kyiv-based pollster KIIS. But most of them envisioned an arrangement that would postpone the liberation of territory rather than abandon it for good, he added.

The key demand for any peace deal is the need for firm security guarantees such as NATO membership, he said.

"Despite negative trends, Ukrainians are still optimistic enough and believe for a better future - and hope this future will be in the European Union and with finally adequate security guarantees."

United States (US) President Joe Biden was on Saturday (Sep 21) caught on a hot mic telling leaders of the Quad countries that China was testing them, thus reflecting upon the American seriousness of the emerging Chinese threat. President Biden made this remark during the Quad Leaders' Summit which was attended by Indian Prime Minister Narendra Modi, Japanese Prime Minister Fumio Kishida, and Australian Prime Minister Anthony Albanese. How was Biden's remark caught on hot mic? A report by the news agency PTI said that Biden's remark was caught on a hot mic as pool reporters were leaving the summit venue. The US president was heard saying that Chinese President Xi Jinping was looking to buy himself some diplomatic space to aggressively pursue Beijing's interests. "At the same time, we believe intense competition requires intense diplomacy," Biden further said. Biden admin official tries to downplay error As per PTI reports, a senior Biden administration official tried to downplay the error. "I don't think I have much to elaborate on that. It's consistent with what has been said before, and I don't think it'll be much of a surprise that our inside voice matches our outside voice," the official said. "I think it's not surprising that China would have been on the agenda. It's an Indo-Pacific convening. This is an Indo-Pacific partnership. China is a major country in the Indo-Pacific. But I think it's also fair to say that there were a number of other topics on the agenda," the official added. (With inputs from agencies)

Democratic presidential nominee Kamala Harris raised more than triple the funds for her presidential campaign when&nbsp;compared to&nbsp;her Republican rival Donald Trump&nbsp;in the month of August, the United States Federal Election Commission (FEC) said in the latest figures.&nbsp;

Harris and the Democratic National Committee (DNC) saw $257 million flow into their coffers, compared with $85 million raised by Trump and the Republican National Committee (RNC). Democrats have witnessed&nbsp;an increase in&nbsp;financial fundraising since US President&nbsp;Joe Biden&nbsp;called off his&nbsp;re-election bid.&nbsp;

The FEC highlighted that Harris'&nbsp;Democratic campaign,&nbsp;her running mate, Minnesota Governor Tim Walz, and the DNC have&nbsp;$286 million to use&nbsp;in the final two months before the election on November 5, compared with Trump's $214 million.&nbsp;

The video going viral on social media shows Biden wrapping up his&nbsp;speech at the Cancer Moonshot event when he said,&nbsp;"So I want to thank you all for being here. And now, who am I introducing next?"

After an awkward second of silence, Biden demanded to know,&nbsp;"Who's next?"

The all-important sixth Quad Leaders' Summit - fourth in-person - is scheduled at around 4 PM EST (around 1.30 AM, India time on Sunday) at Archmere Academy, where Biden attended High school.

After the plenary session, the Quad leaders will gather together for the unveiling of the Cancer Moonshot event, a signature initiative that aims at implementing innovative strategies to prevent, detect, treat, and alleviate the impact of cancer on patients and their families.

It is for the first time that Biden will also be hosting foreign leaders in Wilmington as President - including an "intimate leaders' dinner" at his private home following the Moonshot event - which the White House believes is "a reflection of his deep personal relationships with each of the Quad Leaders", and the importance of the Quad to all countries.

"I look forward to joining my colleagues President Biden, Prime Minister Albanese, and Prime Minister Kishida for the Quad Summit. The forum has emerged as a key group of like-minded countries to work for peace, progress and prosperity in the Indo-Pacific region. My meeting with President Biden will allow us to review and identify new pathways to further deepen the India-US Comprehensive Global Strategic Partnership for the benefit of our people and the global good," said PM Modi before his departure, on Saturday.

Quad - a diplomatic partnership between India, the United States, Australia, and Japan - remains committed to supporting an open, stable, and prosperous Indo-Pacific that is inclusive and resilient.

Having swapped its turn with the US due to scheduling issues, India will now be hosting the 2025 Quad Summit as the relationship between the partner nations continues to expand both strategically and economically.

From Wilmington, Prime Minister Modi will travel to New York where he will address a community rally at the Nassau Coliseum in Long Island on Sunday which is expected to be attended by more than 16,000 people.

"The Indian community has distinguished itself in the USA, making a positive impact across diverse sectors. It's always a delight to interact with them. At around 9:30 PM India time on Sunday, 22nd September, I will address the Modi and US programme in New York City. Let's celebrate the bonds that connect our nations!" said PM Modi after his arrival in the United States.

The prime minister will also be attending a Business Roundtable with CEOs of leading US companies in the cutting-edge areas of Artificial Intelligence, semiconductors, quantum computing, and biotechnology besides holding bilateral meetings with several other world leaders during his stay in New York.

On Monday (Sep 23), PM Modi will address the Summit of the Future in the UN General Assembly which will bring together world leaders with the objective of enhancing multilateral cooperation and tackling the most pressing global challenges.

PM Modi arrives in US to attend Quad Summit, to hold meeting with President Biden

The White House has officially interacted with a pro-Khalistan Sikh group and assured them of "protection from any transnational aggression on its soil". The unprecedented meeting took place just ahead of Indian Prime Minister Narendra&nbsp;Modi’s arrival on Saturday (Sep 21), who is on a three-day visit to the United States. Modi is set to attend the Quad leaders’ summit along with leaders of the US, Japan and Australia.

White House said that it was committed to "protecting American Citizens" from harm while they are within the borders of the United States.

As per media reports, Pritpal Singh of the American Sikh Caucus Committee and representatives from the Sikh Coalition and Sikh American Legal Defence and Education Fund (SALDEF) reached White House and held meeting at the White House complex.

News agency PTI quoted Pritpal Singh as saying, “We had the chance to thank senior federal government officials for saving the lives of Sikh Americans and for vigilance in protecting our community. We asked them to do more, and we will hold them to their assurances that they will."

Pritpal also took to X to express his gratitude towards US officials for ‘protecting American Sikhs’.

"We will hold them to their assurances to do more to safeguard our community. Freedom and justice must prevail," he wrote.

This is the first time that US officials have interacted with a group sympathising with the Khalistan movement, which calls for carving out a separate homeland for Sikhs from India’s Punjab state. India sees these Sikh separatists as terrorists and has even outlawed several organisations linked to the Khalistan movement.

The meeting between pro-Khalistan groups and the White House comes days after Gurpatwant Singh Pannun, general counsel for the pro-Khalistan group Sikhs for Justice, initiated a civil lawsuit against the Indian government and National Security Adviser (NSA) Ajit Doval among others.

The suit was filed in connection with an alleged assassination attempt against him that took place on American&nbsp;soil last year.

Zelensky's plan to end war includes deep strikes inside Russia with US weapons

This realisation is fast setting in among US officials that a Gaza peace plan may be finally out of President Joe Biden’s reach now. The Wall Street Journal reported Thursday (Sep 19) that the deal may be finalised only after Biden leaves the White House in late January. Citing top sources in the White House, the newspaper reported that the prospects of a peace deal have waned following a recent surge of violence.

This comes after Pentagon spokesperson Sabrina Singh told reporters Thursday that the peace plan was “not falling apart.” “I can tell you that we do not believe that deal is falling apart,” she said. Earlier, US Secretary of State Antony Blinken had noted that 90 per cent of a ceasefire deal had been agreed upon.

<h2>Major obstacles</h2>

The officials identified two major hurdles that have prevented both Hamas and Israel from hammering out a peace deal. The first is that Israel wants to keep forces in the Philadelphi corridor between Gaza and Egypt and is refusing to budge. Secondly, there are doubts over the specifics of an exchange of Israeli hostages for Palestinian prisoners held by Israel.

<h2>Biden’s proposal</h2>

In late May, Biden had put forward a three-phase ceasefire proposal, which Israel had reportedly agreed to. But as the talks got derailed, the US administration claimed a new peace proposal would soon be proposed. Since then, mediators from the US, Qatar and Egypt have toiled to help reach an agreement between the two sides but to no avail.

<h2>Recent violence in Lebanon</h2>

Now, as tensions soar between Israel and its northern neighbour Lebanon over Hezbollah pager and walkie-talkie explosions, it may not bode well for Gaza peace talks.

Blinken also looked visibly annoyed when he was asked a question about Israel’s fresh assault on Hezbollah during his visit to Cairo.

Ukrainian President Volodymyr Zelensky will meet US President Joe Biden and Vice President&nbsp;Kamala Harris at the White House next week in what is likely to be his last such visit before US elections that could upend Washington's policy on Kyiv.

Zelensky is expected to share a "victory plan" with the US leaders to end the war with Russia during the visit on September 26 -- as Kyiv frets that a second Donald Trump presidency could loosen US commitment to Ukraine.

The White House said he will have separate talks with President Biden and with Vice President Harris, who is the Democratic nominee against Trump in November's knife-edge presidential election.

"The president and vice president will emphasize their unshakeable commitment to stand with Ukraine until it prevails in this war," Press Secretary Karine Jean-Pierre said in a statement.

Biden said separately that he was "looking forward to hosting my friend President Zelensky."

"During his visit, I'll reaffirm America's commitment to supporting Ukraine as it defends its freedom and independence," Biden said.&nbsp;

Ukraine's Zelensky to meet Biden, Harris at White House next week

United States&nbsp;on Wednesday (Sep 18) revealed that Iranian hackers had attempted to interfere in the 2024 election by sending stolen material from Republican presidential candidate Donald Trump's campaign to people involved with Democratic President Joe Biden's re-election campaign.&nbsp;

This, according to US agencies, was part of Iran's broader effort to influence the US election and aimed to create discord and undermine confidence in the American electoral process.&nbsp;

When Ukrainian forces stormed across the border with Russia in August, they set two historic milestones. It was the first time since World War Two that a foreign army had thrust into Russia. &nbsp;

It was also the first time that a non-nuclear country had carried out a major incursion into the territory of a nuclear superpower, a country that has the world’s biggest nuclear arsenal. It was an operation that threw doubt over what military strategists call nuclear deterrence theory. &nbsp;

That theory dates back to 1949, when the Soviet Union detonated its first atomic bomb in 1949, four years after the first and so far only use of nuclear weapons—the American bombs that destroyed the Japanese cities of Hiroshima and Nagasaki and killed more than 200,000 people, mostly civilians. &nbsp;

The Soviet test of its bomb prompted countries from Asia, Europe, and the Middle East to pursue nuclear weapons of their own. Over the decades, the nuclear club grew to nine—the United States, Russia, Britain, France, China, India, Pakistan, North Korea and Israel. &nbsp;

While there have been limited military conflicts between nuclear-armed countries—India has had borders skirmishes with Pakistan and China—none have used nuclear weapons. That restraint has roots in a Cold War concept developed by the US and then Soviet Union—MAD, short for Mutually Assured Destruction. &nbsp;

The awesome power of nuclear arsenals led to the assumption that no country fielding only conventional weapons would strike into the territory of a nuclear power. &nbsp;

Ukraine put that belief to the test on August 6, when more than 10,000 Ukrainian troops backed by tanks and armoured vehicles stormed into Russia’s Kursk region and seized roughly 1,250 square kilometres of Russian territory. Ukrainian President Volodymyr Zelensky said his troops had taken control of 92 settlements in the first two weeks of the assault. &nbsp;

Since Russia launched an unprovoked all-out war on Ukraine in February 2022, President Vladimir Putin has issued veiled threats to use tactical nuclear weapons in the conflict. In June, Russia and its neighbour and close ally Belarus carried out exercises to simulate the deployment of such weapons. &nbsp;

They are designed for battlefield use, unlike strategic weapons developed for vast distances, such as from Russia to the United States or one of its European allies. Though they are not as powerful as strategic weapons, the battlefield versions match the destructive power of the Hiroshima and Nagasaki bombs. &nbsp;

According to published Russian military doctrine, a threat to the country’s sovereignty and territorial integrity would justify the use of nuclear weapons. Apparently, Ukrainian control of a sizeable chunk of the Kursk region does not qualify. &nbsp;

Oddly, Kremlin propaganda has refrained from reminding citizens of the outside role Kursk played in what Russians call the Great Patriotic War against Nazi Germany. &nbsp;

The battle of Kursk, in July and August 1943, was the largest tank battle in history, involving 6,000 tanks, close to two million soldiers, and 4,000 aircraft. It ended with a German defeat and was a turning point, a few months after the famous Battle of Stalingrad, in the war the Nazis lost in 1945. &nbsp;

No tactical nuclear weapon&nbsp;has been used since the beginning of the nuclear age, partly because of the risk of triggering a full-sale nuclear war, partly because of deadly radiation that would cause long-term health damage to survivors, partly because of radioactive fallout that would contaminate air, soil, water, and the food supply, experts say. &nbsp;

Last month’s Ukrainian thrust into Kursk had several military objectives—force Russia to redeploy units from grinding battles in the east of the country, seize territory and take prisoners that might be used for bargaining leverage in possible future peace negotiations, and show the Russian population that the war Putin started could hurt them inside their own country. &nbsp;

But the operation also carried a message for the administration of US&nbsp;President Joe Biden—you have been wrong in hesitating and delaying the supply of sophisticated weapons for fear of escalating the conflict by crossing a Russian "red line." In a speech on August 19, Zelensky called American fears of Russian red lines "a naïve, illusory concept." &nbsp;

American military and economic aid to Ukraine has been a contentious subject, with former US President Donald Trump and many of his Republican backers opposed and Democrats firmly in favour. &nbsp;

Wrangling in Congress led to a four-month pause in supplies and a halt on a $61 billion aid package providing for artillery, air defence systems and missiles. &nbsp;

None of them have sufficient range to strike deep into Russia and hit the air bases and supply depots Russia has been using for a devastating attack on Ukraine’s infrastructure. Zelensky’s calls for longer-range missiles have been rebuffed, again, for fears that their supply would draw the US&nbsp;more deeply into the conflict. &nbsp;

Russia’s nuclear warnings have come against the background of what some experts are calling a new nuclear arms race at a time of major arms control setbacks. Last year, Russia suspended its participation in the 2010 Treaty on Measures for the Reduction and Limitation of Strategic Nuclear Arms, better known as New START. &nbsp;

That is bound to expire in February 2026, by which time there will be no major treaty limits on the number of strategic weapons the United States and Russia deploy. China, whose nuclear arsenal is growing rapidly, halted nuclear arms control talks with the United States in July in protest of US&nbsp;arms sales to Taiwan. &nbsp;

While China lags far behind the US&nbsp;and Russia, its nuclear arsenal is now the world’s third-largest. It is estimated at around 500 warheads, a number expected to double before the end of the decade. &nbsp;

Relations between China and Russia have grown so close that a statement was released at the end of a summit in Washington to mark the 75th anniversary of the North Atlantic Treaty Organization (NATO). The statement termed the government of Beijing a decisive enabler of Russia's war on Ukraine.&nbsp;&nbsp;

Which helps explain Biden’s caution on dealing with the largest conflict in Europe since World War II. The present constellation of forces makes telling the difference between a serious red line and a bluff, a tricky business. &nbsp;

The battle of Kursk, in July and August 1943, was the largest tank battle in history, involving 6,000 tanks, close to two million soldiers, and 4,000 aircraft. It ended with a German defeat and was a turning point, a few months after the famous Battle of Stalingrad, in the war the Nazis lost in 1945. No tactical nuclear weapon has been used since the beginning of the nuclear age, partly because of the risk of triggering a full-sale nuclear war, partly because of deadly radiation that would cause long-term health damage to survivors, partly because of radioactive fallout that would contaminate air, soil, water, and the food supply, experts say. Last month’s Ukrainian thrust into Kursk had several military objectives—force Russia to redeploy units from grinding battles in the east of the country, seize territory and take prisoners that might be used for bargaining leverage in possible future peace negotiations, and show the Russian population that the war Putin started could hurt them inside their own country. But the operation also carried a message for the administration of US President Joe Biden—you have been wrong in hesitating and delaying the supply of sophisticated weapons for fear of escalating the conflict by crossing a Russian "red line." In a speech on August 19, Zelensky called American fears of Russian red lines "a naïve, illusory concept." American military and economic aid to Ukraine has been a contentious subject, with former US President Donald Trump and many of his Republican backers opposed and Democrats firmly in favour. Wrangling in Congress led to a four-month pause in supplies and a halt on a $61 billion aid package providing for artillery, air defence systems and missiles. None of them have sufficient range to strike deep into Russia and hit the air bases and supply depots Russia has been using for a devastating attack on Ukraine’s infrastructure. Zelensky’s calls for longer-range missiles have been rebuffed, again, for fears that their supply would draw the US more deeply into the conflict. Russia’s nuclear warnings have come against the background of what some experts are calling a new nuclear arms race at a time of major arms control setbacks. Last year, Russia suspended its participation in the 2010 Treaty on Measures for the Reduction and Limitation of Strategic Nuclear Arms, better known as New START. That is bound to expire in February 2026, by which time there will be no major treaty limits on the number of strategic weapons the United States and Russia deploy. China, whose nuclear arsenal is growing rapidly, halted nuclear arms control talks with the United States in July in protest of US arms sales to Taiwan. While China lags far behind the US and Russia, its nuclear arsenal is now the world’s third-largest. It is estimated at around 500 warheads, a number expected to double before the end of the decade. Relations between China and Russia have grown so close that a statement was released at the end of a summit in Washington to mark the 75th anniversary of the North Atlantic Treaty Organization (NATO). The statement termed the government of Beijing a decisive enabler of Russia's war on Ukraine. Which helps explain Biden’s caution on dealing with the largest conflict in Europe since World War II. The present constellation of forces makes telling the difference between a serious red line and a bluff, a tricky business.

President Vladimir Putin on Monday ordered the regular size of the Russian army to be increased by 180,000 troops to 1.5 million active servicemen in a move that would make it the second largest in the world after China's.

In a decree published on the Kremlin's website, Putin ordered the overall size of the armed forces to be increased to 2.38 million people, of which he said 1.5 million should be active servicemen.

According to data from the International Institute for Strategic Studies (IISS), a leading military think tank, such an increase would see Russia leapfrog the United States and India in terms of the number of active combat soldiers it has at its disposal and be second only to China in size. The IISS said Beijing has just over 2 million active duty service personnel.

The move, the third time Putin has expanded the army's ranks since sending his military into Ukraine in February 2022, comes as Russian forces push forward in eastern Ukraine on parts of a vast 1,000 km (627-mile) frontline and try to eject Ukrainian forces from Russia's Kursk region.

Although Russia has a population more than three times larger than Ukraine's and has been successfully recruiting volunteers on lucrative contracts to fight in Ukraine, it has - like Kyiv's forces - been sustaining heavy battlefield losses, and there is no sign of the war ending anytime soon.

Both sides say the exact size of their losses is a military secret.

Andrei Kartapolov, chairman of Russia's lower house of parliament's defence committee, said the increase in active troop numbers was part of a plan to overhaul the armed forces and gradually increase their size to match what he described as the current international situation and the behaviour of "our former foreign partners."

"For example, we now need to form new structures and military units to ensure security in the north-west (of Russia) since Finland, with which we border, has joined the NATO bloc," Kartapolov told Parlamentskaya Gazeta, the Russian parliament's in-house newspaper.

"And in order to carry out this process, we need to increase the number of troops."

<h2>Third increase since 2022</h2>

Putin since 2022 had previously ordered two official increases in the number of combat troops - by 137,000 and 170,000 respectively.

In addition, Russia mobilised over 300,000 soldiers in September and October 2022 in an exercise which prompted tens of thousands of draft-age men to flee the country.

The Kremlin has said that no new mobilisation is planned for now, however, and that the idea is to continue to rely on volunteers signing up to fight in Ukraine.

Dara Massicot, an expert in the Russian military at the Carnegie Endowment for International Peace think tank, questioned whether Moscow was ready to foot the bill for the increase in active servicemen.

"There are ways to staff a standing 1.5 million force but the Kremlin will not like them if they are truly grappling with what that requires," Massicot wrote on X.

"Are they really able to boost the defense budget to sustain procurement AND this requirement?"

Massicot, who has released a report on Russia's drive to regenerate its army, said Moscow could take the unpopular and difficult decision of expanding the draft size or change the law to allow more women to work in the military to reach such a goal.

"Look for signs that this is a real initiative to recruit and expand, and not a kind of show to intimidate others. The current volunteer method is working but has strains. This (the expansion) means more expense/strain," she said.
