Pakistan could acknowledge its Indian heritage, as well as the Muslimness of a majority of its population. Instead, successive Pakistani leaders and its intelligentsia have preferred to build the idea of Pakistan on the pillars of Islam and antagonism towards India.

Pakistan’s paranoia regarding India is unfounded. There have been military engagements, an ongoing undeclared war, numerous skirmishes and stand-offs.

Many successful attempts to improve relations through the Shimla agreement, Agra and Lahore summits, among others, have fallen apart.

Relations soured after the Siachen conflict of 1980, the Kashmir insurgency of 1989 and the Kargil war of 1999.

The terror attack on the Indian Parliament in 2001 almost brought the two nuclear nations to the brink of war.

The Mumbai attack of 2008 by Pakistan-based terrorists and killing of hundreds and continuing support to terrorists in Kashmir to delegitimise the idea of India, continues.&nbsp;

Pakistan is on notice from the Financial Action Task Force (FATF) and China has removed its objections to put Islamabad on the ‘grey list’ by FATF.

Pakistan, on the global terrorist financing list from June 2018 onwards, risks endangering its handful of remaining banking links with the outside world, causing financial distress to its economy. Saudi Arabia, too, also removed its objection and now only Turkey stands in support of Pakistan.

President Donald Trump has said it is the time to expose and hold responsible those countries who breed, support and finance terror groups.

The Trump administration has charted out its South Asia policy in which it has accorded a larger role for India in Afghanistan and in South Asia and has put Pakistan on notice.

Pakistan’s temper tantrums and petulant responses are not convincing. Islamabad has to take a hard look at its options. It has to effectively shutdown terror factories being nurtured in its backyard.

Prime Minister Narendra Modi has received unconditional support from the opposition parties and the citizenry to deal with Pakistan sternly and flush out terrorists from Kashmir and elsewhere in the country.

The country is resolutely standing behind India and the Prime Minister in this critical hour.

India does not buy any formula on Kashmir, as it firmly believes terror and talks cannot go together until Pakistan brings to book the perpetrators of 26/11 Mumbai attack and accounts for other terror acts executed. The territorial status of Kashmir is clearly not negotiable.

The country expects the government and Prime Minister Modi to act now. It is examining various options, including the military option.

As part of its comprehensive strategy, India is resorting to an aggressive diplomatic offensive against Pakistan by mobilising its resources and pressuring the world to declare Pakistan as ‘terroristan’.

The Modi government is required to act decisively, keeping in view that the US needs Pakistan’s help to negotiate with the Taliban in Afghanistan, strike its defence deals with Russia, with China on the side of Russians.

Therefore India needs an appropriate and calibrated modus operandi to deal boldly with Pakistan. The nation and the global community is anxiously waiting and watching.

It claimed that "protestors were allowed to reach and jolt the gate of the Pakistan House despite the presence of Indian security officials.

The Special Secretary reiterated Pakistan's demand to the Government of India for a "comprehensive, immediate investigation of this serious breach of security, taking foolproof measures for safety and security of the Pakistan House, High Commission and its officers/officials and their families in New Delhi."

Foreign Office spokesperson Mohammad Faisal said Pakistan expects "India to comply with inter-state norms and ensure absolute safety and security of all Pakistanis there."&nbsp;

The order is applicable for two months, but would not be applicable to Pakistan citizens who have registered with the foreigners' registration officer, the district administration said.

Tough challenges face Prime Minister Narendra Modi, the Ministry of External Affairs and the Ministry of Defence after last week's horrendous car bomb attack by Jaish-e-Mohammed terrorists on a convoy of Central Reserve Police Force jawans at Pulwama in Kashmir, in which at least 40 men were martyred.

It is fine to light candles to mourn the victims and cry out in outrage against Pakistan's help for jihadi terror groups on its soil, and fine for the Army to carry out retaliatory operations as it happened in the aftermath of the attack. But one harsh reality remains: the world has changed so much, that a painstakingly built-up diplomatic advantage that India had in cornering Pakistan after the 9/11 attacks in New York by Al Qaeda in 2001 and then the 26/11 attacks in Mumbai in 2008 has been considerably eroded by the flow of events since then.

What this means is that even as India reserves the right to secure its territory from attackers and terrorists, it is a lonely game in which it has to walk diplomatic tightropes all around.

Pakistan is neither the failed state it is often painted to be, nor isolated in the international community. While Indians lit candles to mourn dead jawans, Prime Minister Imran Khan in Islamabad was playing chauffeur to Saudi Arabia's crown prince Mohammed Bin Salman, whose team pledged $20 billion investments into Pakistan - and that is about Rs 140,000 crore! Contrast that with the fact that the annual export from Pakistan to India affected by New Delhi withdrawing the Most Favoured Nation status to Pakistan is less than $ 0.5 billion.

China, which has rejected India's attempts at the United Nations to declare Jaish-e-Mohammed's chief Masood Azhar as a global terrorist despite overwhelming evidence is clearly not helping India in containing terrorism. Please also recall that Pakistan's then army chief and later miltary dictator Pervez Musharraf was in Beijing when the Kargil war broke out in 1999 - under his supervision.

Last month, Pakistan and China decided to widen the scope of the China Pakistan Economic Corridor (CPEC), including expansion of activities in the Gwadar Port in Balochistan. CPEC passes through Pakistan-occupied Kashmir and involves investments estimated at $62 billion - and that is worth about Rs 440,000 crore! The Chinese dragon won't spew that kind of money without a quid-pro-quo. Beijing's mandarins now have a clear access to the Arabian Sea through Pakistan.

All this is happening while the US is busy pulling its troops out of Afghanistan.&nbsp;

India now has to deal with a new geopolitical reality in which Washington is less interested in policing the planet while China is helping Pakistan. Some of that Saudi money coming into Pakistan may well trickle towards jihadi groups. Islamabad is cleverly hedging its bets by keeping both the Saudis and the Chinese happy. Failed state, did someone say?&nbsp;

Meanwhile, as India warms up to Iran, Saudi Arabia is slamming Tehran for blaming it for an attack last week that killed 27 members of Iran's elite Revolutionary Guard. Tehran, after blaming the Saudis, now blames Pakistan. It is all very messy but it is vital to note the attack took place on the Iranian side of Balochistan.

Officially, everybody condemns terrorism but ground realities are different.

India now has the lever of trade to tackle Beijing. China is the leading maker or exporter of smartphones sold in India and its investors are hot in India's digital economy. The RSS-affiliated Swadeshi Jagran Manch has written to Prime Minister Narendra Modi to seek a ban on Chinese companies in India. India imported Chinese goods worth $68 billion in 2017 and its exports to China was about $16 billion.&nbsp;

India's best bet could stem from the fact that the US and China are also in the middle of a trade war while Beijing badly needs help to boost its sagging economy. But India also gets investments into India from China, with billion-dollar-valuation startups like PayTm gaining significantly. It is a complicated chessboard, but trade seems to be the best lever India can use to make China see reason.&nbsp;

Indians lighting candles for Pulwama victims may well pause a moment to think of the dragon in the neighbourhood. The government could do with some help.

India faces diplomatic challenge as Saudi Arabia and China embrace Pakistan

Pakistan on Sunday said that Jaish-e-Mohammad (JeM), which claimed responsibility for the <a href="http://www.wionews.com/india-news/crpf-convoy-attacked-in-jammu-kashmirs-pulwama-death-toll-climbs-to-40-197468">Pulwama terror attack</a>, was banned in 2002 and Islamabad was fulfilling its obligations on sanctions as per the law.

At least 40 CRPF personnel were killed and five injured on Thursday in one of the deadliest terror attacks in <a href="http://www.wionews.com/india-news/jk-encounter-between-security-forces-and-terrorists-197988">Jammu and Kashmir</a> when a Jaish-e-Mohammad (JeM) suicide bomber rammed a vehicle with explosives into their bus.

Pakistan-based terror group JeM claimed responsibility for the attack on the CRPF convoy.

In a major diplomatic offensive against Islamabad after the attack, India has highlighted Pakistan's role in using terrorism as an instrument of state policy.

India has slammed Pakistan for stating that it had no role in the Pulwama attack carried out by Pakistan-based terror group JeM, saying Islamabad could not claim that it was unaware of the presence of terror groups on its soil as the links of such outfits to the country were there for everyone to see.

Ministry of External Affairs (MEA) Spokesperson Raveesh Kumar said: "JeM has claimed responsibility for the attack. The organisation and its leadership are located in Pakistan."

Pakistani ministers had shared the same podium with UN-proscribed terrorists, Kumar said.

Kumar said India demands that Pakistan should take immediate and verifiable action against terrorists and terror groups operating from territories under its control to create a conducive atmosphere in the region, free of terror.

But Foreign Office spokesperson Mohammad Faisal rejected India's allegation that Pakistan was behind the attack.

"JeM remains a proscribed entity in Pakistan since 2002 and Pakistan is implementing its obligations on sanctions implementation," he said.

Faisal said Pakistan rejected India's allegations because these were made within a short time from the attack and without carrying out any investigations.

"These knee-jerk and pre-conceived accusations were nevertheless consistent with well-rehearsed tactics from Indian playbook after such incidents in the past," he said.

As for Indian assertions about "JeM claims of responsibility" and purported "video of the attacker", he questioned the selective and self-serving standards that India adhered to in this respect.

Faisal said, on the one hand, India accepted the unverified social media content as "gold standard" but was not ready to accept the "confessions" by its national Kulbhushan Jadhav for perpetrating violence in Pakistan.

He said India needed to introspect and respond to questions about its security and intelligence lapses that led to this attack. India owes an explanation on reports of Adil Ahmed Dar's arrest and custody since 2017.

Pakistan desired normalisation of relations with India and in his letter to Prime Minister Narendra Modi, Prime Minister Imran Khan followed his intention of taking two steps if India takes one, with the proposal for both Foreign Ministers to meet on the sidelines of the UN General Assembly, Faisal said.

"It was India which cancelled the meeting on baseless pretexts," he said.&nbsp;

Kumar said India demands that Pakistan should take immediate and verifiable action against terrorists and terror groups operating from territories under its control to create a conducive atmosphere in the region, free of terror. But Foreign Office spokesperson Mohammad Faisal rejected India's allegation that Pakistan was behind the attack. "JeM remains a proscribed entity in Pakistan since 2002 and Pakistan is implementing its obligations on sanctions implementation," he said. Faisal said Pakistan rejected India's allegations because these were made within a short time from the attack and without carrying out any investigations. "These knee-jerk and pre-conceived accusations were nevertheless consistent with well-rehearsed tactics from Indian playbook after such incidents in the past," he said. As for Indian assertions about "JeM claims of responsibility" and purported "video of the attacker", he questioned the selective and self-serving standards that India adhered to in this respect. Faisal said, on the one hand, India accepted the unverified social media content as "gold standard" but was not ready to accept the "confessions" by its national Kulbhushan Jadhav for perpetrating violence in Pakistan. He said India needed to introspect and respond to questions about its security and intelligence lapses that led to this attack. India owes an explanation on reports of Adil Ahmed Dar's arrest and custody since 2017. Pakistan desired normalisation of relations with India and in his letter to Prime Minister Narendra Modi, Prime Minister Imran Khan followed his intention of taking two steps if India takes one, with the proposal for both Foreign Ministers to meet on the sidelines of the UN General Assembly, Faisal said. "It was India which cancelled the meeting on baseless pretexts," he said.

A bus carrying CRPF personnel was attacked by a suicide bomber driving an explosive-laden car alongside the running convoy in Pulwama. More than 40 CRPF personnel were killed and many others were critically injured. Pakistan based Jaish-e-Mohammed, ready with a video of the local suicide bomber Adil Ahmad Dar, has promptly claimed credit for organising this terror attack. Its new tactics, and likely repetition in J&amp;K, will definitely cause more challenges for the security forces and the government.

How did they manage to organise such a planned attack? This and related investigations are in progress by the J&amp;K Police and the National Investigation Agency. These are being reported every minute in the media. My comments are on more fundamental issues.

Terrorism in J&amp;K has two dimensions: Internal and external. The latter is related to Pakistan with which India has a running territorial dispute and a violence-prone boundary or Line of Control. Both dimensions, though linked, require integrated and well-coordinated policies and a comprehensive grand strategy. Unfortunately, there has been a lack of focus on our policies/grand strategy, if there were any.

Internal dimension

In J&amp;K, we have had several political failures. The last one was the PDP-BJP coalition, formed on March 1, 2015. We forgot that PDP rose to power with solid support of Jamaat-e-Islami elements in South Kashmir. Its ideology would not gel with that of BJP. The resultant coalition failure, rise of radicalisation, and further deterioration of law-and-order situation was no surprise. It also gave large space to the separatists; so much that even mainstream politicians felt compelled to tow their line and often coerce security forces to dilute safety and security measures.&nbsp;

These failures and the deteriorating situation have led to an approach that has put the security forces on the forefront. A hard military strategy without a proper political strategy does not succeed. They now have to take the flak from the local population and from those in the government if there is any mistake or collateral damage. The political and social aspects — contact with local communities and local development initiatives — have been lost.

Terrorism is not just a military problem. It is primarily a major socio-political-economic problem. A pure military approach, given the lack or fragility of the institutional framework in operational areas, can worsen the situation.

Security forces are meant to handle terrorists and violence, not the rise of radicalisation, or the separatists’ calls for hartals and marshalling of stone-pelters.&nbsp;

Worldwide, counter-insurgency and counter-terrorism operations have not succeeded unless the ideologues have been neutralised. In India, we not only give them more outreach space but also state security, communication and other facilities. We claim that they are being funded by the ISI and yet do not block their bank accounts. We also allow them to take telephone calls from Pakistani ministers.&nbsp;

Now that we have Governor’s rule in J&amp;K, here are a few suggestions:

The Governor should reactivate the United Headquarter (UHQ) and meet regularly to ensure better civil-military coordination and its effectiveness.

Take immediate steps to isolate and neutralise Hurriyat leaders and other separatists and withdraw all their government-funded facilities.

The Governor should hold separate regular meetings with political leaders, civil society leaders, educational networks, youth organisations, NGOs, business leaders and local professionals. Local development initiatives should play a role with government as a supportive partner.

Arrest radicalisation attempts in schools, colleges and religious institutes.

Security grid in South Kashmir, lifeline to Srinagar, should be further strengthened to deal with the current terrorist situation.

External dimension

Causing terrorism in India is a decades-old Pakistani state policy, sponsored and controlled by Pakistani Army. Terror outfits like Lashkar and Jaish are only cheap tools. For justice, it is necessary to book or neutralise their leaders like Hafiz Saeed and Maulana Masood Azhar. However, that is unlikely to deter Pakistani Army from changing its policy. Pakistan can find many more such already trained terror leaders. In fact, even if J&amp;K issue is somehow resolved, its anti-India policy is unlikely to change. In its present polity, Pakistan does not believe in sub-continental geo-political stability and co-existence.

Pakistan’s quest to destabilise India and keep the pot boiling in J&amp;K will not change. Another surgical strike on terrorists’ camps will not lead to deterrence or dissuasion. In any case, it has already lost its surprise element and political or strategic impact. The government could consider taking covert action in Pakistan. A major military option requires not only capacity assessment but also its build-up, if necessary. More importantly, it cannot be left to the armed forces alone as has been stated in public by some of our political leaders. A major strike or a limited war option is a national issue. It requires political will, diplomatic push, economic sustenance, and advanced preparations. We should prepare our grounds well. A half-hearted or a divided national power should never be employed in a conflict, without adequate escalation control politico-military ability.&nbsp;

I am happy that despite forthcoming elections, all opposition parties have extended full support to the government at this juncture. It is now up to the government to keep them adequately briefed and take their views and suggestions. We had an almost similar political climate during the Kargil war. India’s national security should always take precedence over our political ideologies and interests.

Pakistan’s quest to keep the pot boiling in J&K will not change

An army major was among four soldiers killed Monday in a firefight with terrorists in the Pinglan&nbsp;area of Pulwama in Jammu and Kashmir.&nbsp;Two terrorists and a civilian were also killed in the gun battle.&nbsp;

The civilian was reportedly killed in the&nbsp;crossfire.

The two terrorists killed are thought to be Kamran Hilaal, who authorities say is the mastermind of <a href="http://www.wionews.com/india-news/awantipora-crpf-convoy-hit-by-explosives-laden-vehicle-several-jawans-killed-197418">last Thursday's&nbsp;Pulwama attack in which over 40 CRPF personnel died</a>, and Hilal Ahmad. The authorities said Kamran Hilaal was a Pakistani national.&nbsp;

The firefight broke out early Monday morning, at about 2 am.&nbsp;

The encounter began after the security forces received a tip-off&nbsp;about the presence of terrorists in the area.&nbsp;

Two soldiers were also injured in the encounter. &nbsp;

The four soldiers killed have been identified as Major VS Dhoundiyal, Havaldar Sheo Ram, Sepoy Ajay Kumar, and Sepoy Hari Singh. All four are from the army's 55 Rashtriya Rifles.&nbsp;

Monday's encounter comes only three days after the Pulwama attack.

A local youth, Adil Ahmad Dar, had last Thursday rammed a car laden with explosives into a bus ferrying Central Reserve Police Force personnel. The bus had been part of a convoy of 78 vehicles transporting 2,500 CRPF personnel from Jammu to Srinagar.&nbsp;

Thursday's attack was claimed by the Jaish-e-Mohammed.&nbsp;

The Jaish is headed by Masood Azhar, who is based out of Pakistan. Azhar was one of the three terrorists released by India after the hijacking of the Indian Airlines flight IC 814 from Kathmandu.&nbsp;

Since the attack, India has raised customs duties on Pakistani imports to 200%, thereby making trade with its neighbour virtually impossible.&nbsp;

Prime Minister Narendra Modi has also said that he has given Indian security forces a free hand to respond to the perpetrators of the attack at a time and place of their choosing.&nbsp;

J&K: Encounter underway in Pulwama, major among 4 soldiers killed

Expressing concern over the alleged attacks on Kashmiri students and businessmen outside the Valley, he said the common people have no role in the attack which left 40 CRPF personnel dead when a suicide bomber struck their convoy on the Jammu-Srinagar National Highway on Thursday.

Abdullah was speaking to a group of Kashmiri people who are stranded in Jammu and staying at a mosque in Bathindi area near his residence following the imposition of curfew in the city on Friday.

Referring to the all-party meeting chaired by Union Home Minister Rajnath Singh in Delhi in the aftermath of the deadly attack, Abdullah said, "I said in the meeting that it is not our fault but your mistake as you did not address our aspirations."

"You are targeting our children and compounding our problems. We are caught in a grave situation and are not responsible for what had happened as we have no connection with these outfits," he said.

"Such attacks will continue and will not come down till the Kashmir issue is resolved politically. Please don't beat us. We have no role in it (attack) and we are not with it (terrorism). We want to live with dignity, study and earn our two meals and do not wish to build castles," the NC president said.

Abdullah asked the people to maintain patience and do not indulge in sloganeering.

"You people have done nothing wrong but the allegations will still come to you. We have to keep patience and seek help from almighty to bring us out of this situation. The day will come when we will come out of this grave situation," he said.

Without naming anyone, he said some forces are bent upon to create a rift among the people but "we will maintain peace and will not allow them to succeed in their designs".&nbsp;

Pulwama type attacks will continue till Kashmir issue is resolved politically: Farooq Abdullah

The CRPF has decided to tweak the standard operating procedures (SOPs) framed to secure its convoys, in the wake of a "new threat" where an explosives-laden vehicle was detonated by a terrorist alongside the force's bus in <a href="http://www.wionews.com/india-news/mission-to-isolate-pakistan-india-raises-pulwama-terror-attack-issue-at-munich-conference-197912">Pulwama killing 40 personnel</a>, the chief of the paramilitary force said Sunday.

"We have decided to add new features to our convoy movement to and from Kashmir," CRPF Director General R R Bhatnagar told PTI after undertaking a two-day tour of the Valley in the wake of the February 14 attack, the worst against security forces in Jammu and Kashmir in three decades.

"Apart from traffic control, there will be changes in the timings of the convoys, their halt locations and movement in coordination with other security forces like the Army and the J-K police," he told the news agency.

He said two convoys have been run after the attack at Latoomode in Pulwama and these new measures are being tested and implemented as part of the standard operating procedures (SOPs).

Home Minister Rajnath Singh, after his tour to the Valley post the blast, had said it has been decided that movement of civilian vehicles will be restricted when convoys of security forces move in Jammu and Kashmir.

The DG said over the last two days he and his commanders in Kashmir have "discussed an laid down a new strategy" to not only secure the movement of convoys but also to enhance security measures for regular operations.

"I would not like to go into the specifics but we are formulating some strategies. This is something that we have done in the past and these things are dynamic.

"In view of this new threat, where a suicide bomber is suspected to have come close to our vehicle and detonated explosives, strategies are being worked upon," Bhatnagar said.

The Central Reserve Police Force (CRPF) chief said there was no ambush on any CRPF convoy in the last two years and the effort is to neutralise such threats as much as possible.

Asked if there was an intelligence input suggesting that a vehicle-borne improvised explosive device (IED) could be used by terrorists in Kashmir to hit the forces, Bhatnagar said that he would not talk about things related to operations and intelligence."

A senior official, however, said there was no "specific input" and such an attack was completely new for the security forces in the Valley.

The DG, when asked about sending all troops from Jammu to Srinagar on aircraft to avoid the vulnerability of road movement, said there is "no alternative" to convoys.

Air courier service for the Central Armed Police Forces (CAPFs) has been increased by adding flights from Delhi to Srinagar via Jammu and back in 2018, he said.

Many times the helicopters and planes of the Border Security Force (BSF) and the Indian Air Force (IAF) are also used to airlift CAPF troops to the Kashmir Valley, the DG said.

"As the Jammu-Srinagar Highway was closed due to landslides, the convoy operated on February 14 after a gap of 10 days and there was a large backlog of personnel who were to be transported to Srinagar from the transit camp of the CRPF in Jammu," a CRPF official based in Srinagar said.

"Thus, running of the convoy has very little to do with the availability of air effort, which can only supplement the convoys and not replace them," Bhatnagar said.

The bus had been part of a convoy of 78 vehicles transporting 2,500 CRPF personnel from Jammu to Srinagar. The attack was later claimed by the Jaish-e-Mohammed, which is headed by Masood Azhar who is based out of Pakistan.&nbsp;

Azhar is one of the three terrorists released by India after the hijacking of Indian Airlines Flight IC 814 in Kathmandu.&nbsp;

Home Minister Rajnath Singh had on Friday said that the security given to people getting funds from Pakistan and its spy agency ISI should be reviewed.

"Some elements in Jammu and Kashmir have links with the ISI and terrorist organisations. Their security should be reviewed," Singh had said in Kashmir. He was in the state to review the security situation after the Pulwama attack.&nbsp;

The Pulwama attack has baffled Indian intelligence agencies considering the losses Jaish has suffered recently in Kashmir.&nbsp;

J&K: Government withdraws security cover of 4 separatist leaders including Mirwaiz Umar Farooq

In the backdrop of reports of threats issued to Kashmiris based out of Jammu and Kashmir following <a href="http://www.wionews.com/india-news/jem-commanders-responsible-for-pulwama-terror-attack-identified-traced-in-tral-sources-197758">the Pulwama terror attack</a>, a Srinagar-based CRPF helpline Saturday asked them to approach it in case they face any harassment.

The 'Madadgaar' helpline posted a tweet in this context stating that Kashmiri students and general public who are presently out of the state can contact it over the Twitter handle '@CRPFmadadgaar'.

They can call on 24x7 toll free number 14411 or send an SMS at mobile no: 7082814411 "for speedy assistance in case they face any difficulties or harassment".

A senior official said the force will undertake immediate steps in case the helpline receives a distress call by a Kashmir-based person and will alert and depute the officials from its nearest located base to address the issue.

The Central Reserve Police Force (CRPF) is the country's largest paramilitary force with over three lakh personnel in its ranks and it has its formations and battalions in maximum states of the country, he said.

"While we have lost our comrades, it is our pledge to the people of Jammu and Kashmir, especially to those living in the Kashmir Valley, that we are with them always," he said.

The Centre on Saturday also asked all states to ensure safety and security of the students and people from Jammu and Kashmir living in their areas.

The advisory came hours after Union Home Minister Rajnath Singh assured an all-party meeting of doing the needful for the protection of the Kashmiri students and people who were allegedly threatened after the terrorist attack in Awantipora area of Pulwama district.

"Therefore, the Home Ministry today issued an advisory to all states/UTs to take necessary measures to ensure their safety and security," the official said.

Some Kashmiri youths studying in Uttarakhand's Dehradun alleged that they were harassed and have been asked by their landlords to vacate accommodations fearing attacks on their properties in the aftermath of the attack.

We are with them always: CRPF to Kashmiris

After every terror attack in India, people want the government to take action against Pakistan the way Israel would in such circumstances. This feeling is further accentuated by the narrative built by mass media which, in turn, pressurises the state to fall back on the Indian Army.&nbsp;

Israel, that way, has behaved very differently from many states that find themselves surrounded by hostile neighbours. Instead of relying on its Army for all its covert operations, Israel's other agencies also carry out operations across the world. Israel reacts to threats in a continuous mode unlike in India where a punitive strike is always an after-thought.

Israel has carried out hits all over the world to protect its citizens and demolish organisations like the PLO and Hamas including those who stood in opposition to Israeli interest.&nbsp;

India, on the other hand, has never exercised such an approach. Rather, it begs the question of how our intelligence agencies lost their teeth after the glorious 1971 victory which led to the creation of independent Bangladesh.&nbsp; 
India has never been known to carry out such deep hits. Its peace-keeping mission in Sri Lanka also ended up in disaster as Indian forces became a victim of internecine politics of Sri Lanka.&nbsp;

&nbsp;Israel, on the other hand, has gone all over the world to eliminate those who opposed its interests. The best example would that be of Adolf Eichmann, a Nazi who was part of Adolf Hitler's key leadership.&nbsp;

Eichmann was responsible for killing thousands of Jews in Europe and was part of Hitler’s favourite project - Final Solution. When Nazis started to lose the war, Eichmann first decamped in Germany and then fled to British occupied area under a false identity in 1950 from Italy. He fled to Argentina which was a preferred place for the Nazis to disappear after Reich had fallen. His family joined him in 1952. &nbsp;It did not break the resolve of Israel. They looked for him all across South America till they abducted him in 1960 in Argentina and got him back to Israel for a trial. He was tried in Jerusalem and sentenced to death in 1961.&nbsp;

Another example would that be of the Munich Massacre of 1972 where 11 Israeli athletes were killed by a Palestinian terror outfit called Black September. Under Golda Meir’s leadership, operation ‘Wrath of God’ was launched by Israel whose code word was 'Bayonet'. The hit team involved individuals from Mossad and special forces operatives from Israel Defence Forces.&nbsp;

The team hunted individuals associated with planning the attack across Europe and West Asia. The team also made mistakes and put down the wrong person in Norway in 1973 sparking international outrage. As a result, PM Meir had to suspend the operation for a while only to have it revived in 1979. This time around, Israel successfully located Ali Hassan Salameh, known as Red Prince, who was the operational head of the terrorist group Black September. He was put down in Beirut the same year.

In 1962, Israel targeted German scientist working for a rocket programme under the leadership of Egyptian leader Gamal Abdul Naseer. The operation was called Operation Damocles. Egyptians were forced to close down the programme, the scientists were intimidated. The operation damaged Egypt’s effort to build bigger, better rockets to target Israel.

Israel also targeted important functionaries of the &nbsp;Palestine Liberation Organization (PLO) and Hamas throughout West Asia. Israel enjoys an audacious record of carrying deep strikes on countries like Syria, Jordan and Lebanon against terror groups.&nbsp;

&nbsp;The best recent example would that be of Isreal's national intelligence agency Mossad’s Dubai Operation in 2010. The agents neutralized chief weapons buyer of Hamas. Though agents were caught by CCTV cameras all over the place, the message which Israel sent was loud and clear. Israel reinforced that they will hunt down its enemies in any part of the world.&nbsp;

India has not been able to covertly target the key people of Pakistan Army whereas Pakistan has targeted important people of Indian Defence Forces and the police forces across India with impunity. We have not been able to send the message that we mean business when it comes to targeting us. We have failed to send the message to the enemies that we will get them at any cost. It is also because we have not built capacities like Israel. Also, political parties did not evolve a consensus on geopolitical realities. Till 2001, Indian politicians were not able to gauge the problem of Islamic fundamentalism.

In the absence of skill and assets abroad, the political party in power falls back on conventional tactics to counter Pakistan; a move that has its own limits. This too, disproportionately, falls on the shoulder of the Indian Army. &nbsp;

If India wants to behave like Israel, then it will have to build capacity and hit out at Pakistan across the world.

&nbsp;This is being said when India’s geopolitical reality is very different from that of Israel. In past, Israel received continuous backing from the US, unlike India.&nbsp;

Today, Pakistan is extremely close to China which is asserting itself all over the world. Doklam is an example in that case. It is a reality not shared by Israel. India shares a boundary with two nuclear-capable nations.

Pakistan has already forced America's hands in pushing them to talk to the Taliban in Qatar which has made them even bolder.&nbsp;

Also, Kashmir is an integral part of India, unlike the Palestinian areas which for Israel stand as enemy regions. Lastly, Pakistan is a nuclear-armed nation. Any conventional war will have the possibility of the nuke power being misused by the Pakistan Army. In this case, India must do two things which Pakistan.

Firstly, India must hit at Pakistan's interests all over the world. The Centre should also kick-start the political process in Jammu and Kashmir as India cannot afford to have alienated population in the Valley when Pakistan is openly attacking Indian forces.&nbsp;

Finally, India's response against Pakistan must be continuous until and unless the South Asian nation is forced to ask for time. In absence of it, we may end up repeating Operation Parakram which did not change the DNA of the Pakistani state.&nbsp;

All that has happened in the last five years signals the fact that we have simply consumed the idea of a powerful India. We consumed surgical strikes for electoral ends. All of this has ended up creating hysteria across the nation, demanding war. One has to go to Syria and Afghanistan to understand how a full-fledged war affects a country.&nbsp;

The bottom line? Simply put, in the multi-polar world, India’s engagement with Pakistan will be bloody and we will have to take them to war rather than bleeding and fighting it out on our own land. For this, the only answer is harnessing the covert capability to strike at Pakistan's deep state - its Army.

India shares a boundary with two nuclear-capable nations. Pakistan has already forced America's hands in pushing them to talk to the Taliban in Qatar which has made them even bolder. Also, Kashmir is an integral part of India, unlike the Palestinian areas which for Israel stand as enemy regions. Lastly, Pakistan is a nuclear-armed nation. Any conventional war will have the possibility of the nuke power being misused by the Pakistan Army. In this case, India must do two things which Pakistan. Firstly, India must hit at Pakistan's interests all over the world. The Centre should also kick-start the political process in Jammu and Kashmir as India cannot afford to have alienated population in the Valley when Pakistan is openly attacking Indian forces. Finally, India's response against Pakistan must be continuous until and unless the South Asian nation is forced to ask for time. In absence of it, we may end up repeating Operation Parakram which did not change the DNA of the Pakistani state. All that has happened in the last five years signals the fact that we have simply consumed the idea of a powerful India. We consumed surgical strikes for electoral ends. All of this has ended up creating hysteria across the nation, demanding war. One has to go to Syria and Afghanistan to understand how a full-fledged war affects a country. The bottom line? Simply put, in the multi-polar world, India’s engagement with Pakistan will be bloody and we will have to take them to war rather than bleeding and fighting it out on our own land. For this, the only answer is harnessing the covert capability to strike at Pakistan's deep state - its Army. Talking to media persons on the sidelines of an event here, Sood said, “I have no idea what actually went wrong, but this kind of incident does not take place without a security lapse somewhere.”

“What actually happened, I don’t know. Obviously, there was just more than one man involved. There would have been the guy who brought the explosives. Someone put it together. Somebody got the car. They have knowledge about the vehicles’ movement.”

“They knew the spot where they are going to do it. There must have been a group of people who did it and this person who did the bomb(ing), (was) selected, motivated to do it. It is too early to conclude—A went or B went wrong,” he said.

On the possible action, he said, “It’s not a boxing match. You do a reaction like the PM said you do it at your convenience, at your own time and place of your choice. It doesn’t happen tomorrow or today.”

Talking about the issue of Kashmir, the former RAW chief said, “First of all, we have to be consistent with what we do. Secondly, it should be an Indian approach&nbsp;and not a party approach.” &nbsp;

Earlier speaking at the event, Sood called for the establishment of an institution to “deeply analyse the wrong moves taken by India in the past.”

“There has to be a system where you can honestly do research on why things went wrong. We are known for our failures. But we don’t mind that because this helps us to preserve what we have done in the past,” said he.

Former chief of Research &amp; Analysis Wing (RAW) went on to add, “If someone has legal empowerment of the agency which includes accountability, then it is a fair game. But if you have only accountability, then that organisation will collapse. We cannot just have it one way.”

Highlighting the role of technology in the World War II, Cold War era and the rapid progress of globalisation, Sood said, “In the ’90s, the Internet became active and was touted to be a new weapon of war of intelligence and counterintelligence.”

“The 21st century has seen a rapid rise of globalisation and technology and until today mankind does not know that when technology will become overpowering. It is already a huge issue that we don’t know where it will lead us in the future,” he said.

Touching upon the topics of radicalism, Sood said, “The printed gun and other things have emerged because of the rise of powers like China and rise of Islamic radicalism from the west of our borders.”

“The west of Indian borders is all infected with various hues of Islamic fundamentalism, radicalism. It is going to be a problem for everybody including the moderates of the Islamic world,” he said.

The former RAW chief said that Russia was again emerging as a superpower. “During the Cold War, Americans had 65 allies who were dictators. When the Cold War ended, the Soviets were defeated in Afghanistan, and the Berlin Wall came down.”

“Mind you, at that time, the Soviet Union had ended but not Russia. The Soviet Union was an ideology and Russia was a nation. This nation will not come down. They are emerging again,” he said.

“The Americans had supported Jihadis and they never imagined the kind of monster they were about to create. They thought that a few agitated Muslims do not matter in the world when the aim is to make Europe safe from the Soviet Union. And now, those agitated Muslims are asking for the caliphates all over the world,” he said.

“America controls six per cent of the total population but 50 per cent of wealth and they would like to keep it that way. To hell with the democracy and to hell with the human rights is that what their policy has been,” Sood further said.

The former RAW chief said, “The world we are living in today is a massive global churn. Now if you imagine that you unstrip the globe and flatten it on the top of the table, you will find that in every corner of the earth there is a fire.”

“There are new powers who want to be the masters. Old powers do not want to leave. And India too needs a place under the sun, but we are not going to get it easily.

Nobody is giving it to us on a platter. So in this turmoil, we have innumerable problems—problems of fires of destruction, problems of fires of reconstructions. The natural disasters were not enough and man-made disasters are the latest,” said Sood.&nbsp;

Pulwama kind of incidents don't take place without security lapse somewhere: Ex-Raw chief

Union Law Minister Ravi Shankar Prasad on Sunday welcomed the Jammu and Kashmir government's decision to <a href="http://www.wionews.com/india-news/jk-government-withdraws-security-cover-of-5-separatist-leaders-including-mirwaiz-umar-farooq-197880">withdraw the security of separatist leaders</a> in the wake of the Pulwama terror attack.

The Union Minister asserted that the step of revoking security cover accorded to separatists should have been taken earlier.

"These Hurriyat leaders talk to Pakistan and receive funding from various places. The most painful thing is that they get security from the central government and the Jammu and Kashmir government. India will not allow any step taken towards separating Kashmir from the country," Prasad told media here.

"Jammu and Kashmir is part of India and will remain so. This cannot be practised anymore that you talk about distributing India and take security from Indian government itself. We welcome this decision of the Jammu and Kashmir government. This step should have been taken earlier itself," he added.

Cracking down on pro-Pakistan elements in Kashmir, the state government earlier today withdrew the security provided to five separatist leaders. The decision came in the wake of Pulwama terror attack in which around 40 CRPF personnel were killed.

The separatist leaders whose security was withdrawn included All Parties Hurriyat Conference (APHC) chairman Mirwaiz Umar Farooq.

"The Government is issuing orders withdrawing all security and any government facilities provided to the following separatist leaders namely Mirwaiz Umar Farooq, Abdul Ghani Bhat, Bilal Lone, Hashim Qureshi and Shabir Shah,” read the order by the Jammu and Kashmir administration.

As per orders of the state government, all security and any vehicles provided to them will stand withdrawn by today evening. No security forces or cover should be provided, under any pretext, to them or any other separatists said the administration order.

The state administration has also said that the Police Headquarters will review if there are any other separatists who have government security or facilities and will withdraw these immediately.&nbsp;

Diplomats from over 15 countries were briefed about Pakistan's involvement in the terror attack and its continued support to terrorism by providing safe havens to groups like Jaish-e-Mohammed (JeM). Dean of Diplomatic Corps Ambassador Frank Hans Dannenberg Castellanos was also present during the MEA briefing. Dean is the main representative of diplomatic corps and the longest serving ambassador in a country.

On Friday, India briefed 25 envoys from P-5 (Permanent Five of the United Nations Security Council) countries, South Asian countries and nations like Japan, Germany and South Korea.&nbsp;

After the Cabinet Committee on Security meeting on Friday, it was decided that India will be calling on the international community to isolate Pakistan owing to its support to terror. After the Uri attack, India and other South Asian countries in the region boycotted the SAARC summit in Islamabad.&nbsp;

Financial Action Task Force (FATF) meeting that begins from Sunday in Paris. Remember, Pakistan was put on the greylist last year by the group.

US backs India's right to self-defence

Meanwhile, the United States has said it will back India's "<a href="http://www.wionews.com/india-news/pulwama-attack-us-supports-indias-right-to-self-defence-offers-help-to-bring-perpetrators-to-justice-197721">right to self-defence against cross-border terrorism</a>". In a phone call from US National Security Advisor (NSA) John Bolton to India's NSA Ajit Doval, Washington "offered all assistance to India to bring the perpetrators and backers of the attack promptly to justice," an MEA release said.

Both the NSAs "vowed to work together" to ensure that Pakistan "cease to be a safe haven" for Jaish-e-Muhammad (JeM) and other terrorist groups.

New Delhi and Washington also "resolved to hold Pakistan to account" for its "obligations under UN resolutions and to remove all obstacles to designating" JeM chief Masood Azhar as a global terrorist.

India had approached United Nation Security Council's 1267 Committee three years ago to designate Azhar as an international terrorist but Bejing blocked it citing lack of consensus.&nbsp;

The United States was one of the first countries to condemn the terror attack and called on Pakistan not to provide safe haven to terrorists. The White House called on "Pakistan to end immediately the support and safe haven provided to all terrorist groups operating on its soil".

US State Department called on "all countries to uphold their responsibilities pursuant to UN Security Council resolutions to deny safe haven and support for terrorists".&nbsp;

Meanwhile, expressions of strong condemnations continue to pour in from across the world. It is also learned that the terrorist had started tailing the convoy from Jammu and conducted a recce of the site at least thrice on February 2, 4 and 8 before carrying out the attack on Thursday.

The attack was originally planned for February 9, on the eve of Afzal Guru’s death anniversary, sources added. &nbsp;

Dar was a protestor and had received a bullet in his leg during Burhan Wani’s funeral; he joined Jaish in March 2018.&nbsp;

Earlier in the day, sources told WION that Jaish-e-Mohammad terrorists responsible for the ghastly terror attack in Jammu and Kashmir's Pulwama have been <a href="http://www.wionews.com/india-news/jem-commanders-responsible-for-pulwama-terror-attack-identified-traced-in-tral-sources-197758">identified as Rashid Ghazi and Kamran</a>, the main commanders of the terror outfit. &nbsp;

Both, Ghazi and Kamran, are believed to be located in and around Jammu and Kashmir's Tral. The duo is believed to have trained Adil Ahmad Dar, who carried out the terror attack on Thursday.

Sources also informed that Ghazi is said to have fought in Afghanistan and was handpicked by JeM chief Masood Azhar. Ghazi is believed to be an expert in Improvised Explosive Device (IED)

As per sources, the motive of the attack was to avenge the death of Azhar's nephews.
