Almost the entire Leh unit of the PDP led by Gyalson joined the BJP at the party headquarters on Tuesday evening, he said.

Chairman and chief executive councillor of the Ladakh Autonomous Hill Development Council (LAHDC) and BJP's candidate for the Ladakh parliamentary constituency Jamyang Tsering Namgyal welcomed the new entrants into the party fold.

Besides Gyalson, others who have joined the BJP include women wing president and nominated councillor Rinchen Lhamo, vice president Tsewang Dorjay Onpo, zonal president Nubra Capt Phunstog, general secretary Sangay Dorjay and executive members Tundup and Phuntsog, the spokesman said.

Gyalson, who joined the PDP in 2008, said they were highly impressed by the BJP slogan 'Sabka Saath Sabka Vikas' and decided to join the party.

The spokesman said their joining will strengthen the party at the grassroots level in the region which is going to polls in the final phase of the Lok Sabha polls on May 6.

Veteran leader Thupstan Chhewang had won the seat for the BJP for the first time in 2014 by a slight margin of 36 votes, but he resigned from the primary membership of the party in November last year, saying that all promises made by the BJP sounded like an "empty rhetoric".

'Madadgaar': A CRPF helpline dedicated to common man in Jammu and Kashmir

A lot has been spoken and written about highway control in J&K post both the first and second attempts at use of car bombs by Pakistan sponsored terror groups this year. Everyone is familiar with the first one at Pulwama which tragically caused forty fatalities of CRPF personnel and commenced a spiral of escalation with Pakistan, almost leading to war. The second one at Banihal, less than a month ago, is less known to the public although the media has highlighted it but without too much emphasis on the implications. It was a failed attempt by a lone wolf operative probably backed by a full network of terror. The vehicle along with explosives packed in it caught fire and was burnt down once the detonation mechanism apparently failed; the local terrorist was caught next day attempting to sneak back to the Valley from the south of Pir Panjal. It was enough to send the establishment into a tizzy with the possibility of more such attempts.

Just after the Pulwama incident, the Ministry of Home Affairs (MHA) attempted different measures to reduce the footprint of vehicular movement so as to offer lesser opportunity to terrorists to target security forces’ vehicles. This included a high profile announcement of a move to authorise CRPF personnel commercial air travel between Srinagar and Jammu at government expense. A proactive decision no doubt which was much appreciated but reflected little knowledge of the reality of dynamics of security forces deployment, their logistics and movement pattern in Kashmir. After Banihal comes another announcement in aid of securing the movement of personnel in vehicles. This time the National Highway from Udhampur to Baramulla, has reportedly been reserved for movement of only army and police vehicles on Sundays and Wednesdays. No civilian vehicle is being permitted to ply from 4 AM in the morning till 7 PM in the evening on the notified days. It is being hoped that this will completely neutralise the feasibility of car bombs being rammed into a vehicle of the convoy.

As per most media analyses, if the earlier decision after Pulwama was a travesty of understanding of threats in J&K the one reserving days for the army and police movement makes it even worse by its complete lack of sensitiveness. How right is this thinking and are such arrangements justified? A writ petition in J&K High Court against the government direction on the restricted movement of civilian traffic is already under examination with the court asking the government to examine more options for secure convoy movement without disturbing civilian traffic.

There are a couple of facts which need highlighting. The first is that with the MHA decision on air travel it appeared that the CRPF, which functions under the MHA, is the only threatened entity in J&K. Little is it realised that the Army mans the entire LoC and major parts of J&K’s rural countryside; it’s controlling ministry the MoD did not think it fit to offer even a token gesture of permitting its personnel movement by commercial air. How can personnel under the Government of India, involved in near similar tasks and facing common threats be given different treatment? A practical look at the situation and method of movement will reveal the impossibility of securing personnel through such a gesture. Logistics is far more complicated than mere movement of troops in vehicles. The Army's system of supplies, catering to warlike situations, stretches all the way back to the hinterland and caters for stocking up to variable periods till 210 days, thus entailing a massive movement of convoys for at least six months in summer. The Ladakh region is stocked for the entire winter by using routes for large convoys running through the Kashmir Valley.

The recent chain of events and the media reporting has led to a mistaken belief that the Jammu-Srinagar convoy of the CRPF is the only major security movement in J&K. Within the Valley, almost ten army convoys move every day and each one has personnel, supplies and stores with protection vehicles against possible ambush. The BSF has a few too. Thus both measures by the MHA, air travel by CRPF personnel and earmarking of convoy days with no civilian vehicular move, can only partially ameliorate the threat because there are thousands of other security personnel on the move and many more convoys than just those between Udhampur and Baramulla.

One cannot be entirely critical of the government's decision on earmarked days for convoy movement without any civilian movement. Challenging situations sometimes do demand very uncomfortable decisions. Obviously, the Banihal failed car bomb raised hackles of concern on how soon after Pulwama a second attempt was made with impunity. One can imagine the implications if like Pulwama there were once again a large number of fatal casualties. The spiral of escalation with Pakistan may have gone through the roof. However, the question is whether the current security measures have been adequately thought through. Former Chief Minister Omar Abdullah tweeted his observation when he found the movement of military convoys on the Srinagar - Uri road on days not earmarked for them. The reality is that military movement in and to the Valley cannot remain restricted. Contingencies being such; terrorist threats, climatic conditions and civilian street turbulence all combine to prevent any rigidity such as fixed days for convoys and other military movement. The two days on which movement of civilian traffic is banned are therefore essentially days on which convoys will possibly be dedicated to maximum personnel movement while on other days balance of logistics, not involving groups of personnel in large numbers, will move. This is the only explicable rationale of the decisions recently taken. However, they have caused much bitterness in Kashmir. The problem with our system remains our inability to take the public into confidence or have even a modicum of consultation with it. Some public articulation was necessary to tell the public in no uncertain terms that trends in terrorism result in discomfort to the common people and that full rights of the people cannot be guaranteed under the prevailing extraordinary circumstances. A similar warning through media could also be repeatedly given against stone-throwing being done by ISI sponsored mobs to prevent the conduct of anti-terrorist operations. The problem in Kashmir is that while alienated people support terrorists they also demand full rights for themselves, little realising that people in proxy conflict zones can rarely enjoy the same rights as people in peaceful areas.

The above is no justification for the recent decision but a more plausible explanation. With approaching summer, movement of convoys will increase causing more stringent measures leading to enhanced levels of alienation, exactly what the adversary wishes. Can better measures be thought through? Ban on movement of vehicles with less than three passengers is a possible way as suicide mode of execution can ill afford more than a lone wolf. In 2011 on public request, the Army moved its convoys from Srinagar outside timings of normal public movement. That measure can, however, decongest the road only near Srinagar. It’s a complex security issue we face and much more deliberation with some flexibility may meet the requirement, at least for some time.

(This article was originally published on The DNA. On April 8, PDP chief took a jibe at BJP, in response to a news article over a PIL seeking a ban on Farooq Abdullah, his son and Mehbooba Mufti from contesting Lok Sabha polls, as their "statements are against the Indian constitution".

Reacting to this tweet, Gautam Gambhir wrote, "Yeh Bharat hai. Koi aap jaisa dhabba nahi jo mit jayega" (This is India. Not a stain like you (Mehbooba Mufti) that it would be erased”.)

Mufti reacted by saying that, “Hope your political innings in BJP isn’t as abysmal as your cricket career!”.

She later apparently blocked Gambhir and then again unblocked him, resulting in this reply from the latter.

Mufti though seems to have blocked Gambhir for good who then expressed happiness over this decision and questioned how she would block all the other Indians who are against her views.

Gambhir had earlier taken on Omar Abdullah over the latter’s demand for a separate President and Prime Minister in Jammu and Kashmir.

National Conference president Farooq Abdullah on Monday said abrogating Article 370 of the Constitution will pave the way for "freedom" for people of Jammu and Kashmir and asked the BJP to try joining the hearts and not breaking them.

Abdullah's remarks come on the day BJP released its manifesto for the Lok Sabha polls in which the party reiterated its commitment to scrap Article 370, which grants special status to Jammu and Kashmir.

The party also resolved to annul Article 35A of the Constitution, which bars people from outside to own property in Jammu and Kashmir.

"They talk of abrogating Article 370. If you do that, the accession will also not stand. I swear by Allah, I think this is the wish of Almighty, we will get freedom from them," Abdullah, who is contesting the Lok Sabha polls from Srinagar constituency, said at an election rally here.

The former chief minister said there would not be anyone to hoist the national flag in Kashmir if Article 370 is abrogated.

"Let them do it, we will see. I will see who is ready to hoist their flag here. So don't do such things that break our hearts. Try joining the hearts, not breaking them," he said.

Launching a scathing attack on the BJP leadership, including Prime Minister Narendra Modi, Abdullah said, "When you do an election rally do speak a few words of love for Jammu and Kashmir."

"Yes, we are a Muslim majority state and there is no doubt about that. Try as much as you want but you can't change it. You think by removing Article 35A, you will usurp our rights. Will we take this lying down? We will fight it," he added.

The NC president said the special residency laws were brought in by then Maharaja of Jammu and Kashmir, Hari Singh, in 1927 as a safeguard for Dogras so that their numbers were not diluted by influx of population from other parts of India.

"Do you know what is Article 35A? It gives you (people of state) the right to this place. Nobody from outside can buy land here or apply for jobs. This was kept by Maharaja Hari Singh in 1927 so that the population of Dogras does not fall. It was not as much for us as much for them (Dogras). What do they want? Will they bring people from outside and settle them here to dilute our numbers?" he asked.

NC vice president Omar Abdullah used the BJP manifesto to hit out at Governor Satya Pal Malik.

"Recently J&K Governor claimed there was no threat to Art 370 & 35-A and that parties like mine were only using them to drum up fear in the elections. I hope his colleagues in the BJP send him a copy of their manifesto," he tweeted.

Abrogating Article 370 will pave way for 'freedom' for people of J&K: Farooq Abdullah

Union Home Minister Rajnath Singh on Monday said there will be no option with the government other than abolishing articles 370 and 35A related to special status to Jammu and Kashmir in the Constitution if there is a demand for a separate Prime Minister for the terrorism-affected state.

His reaction came a week after National Conference leader Omar Abdullah had said that his party will strive hard for restoring the autonomy of Jammu and Kashmir that could include having a 'Sadar-e-Riyasat' (President) and 'Wazir-e-Azam' (Prime Minister).

Addressing a BJP election rally here, Rajnath Singh asked the Congress to clarify its stand whether or not it supports the demand and said "such things" must be stopped.

"Someone who has been chief minister for a long time has said that there should be a Prime Minister in Jammu and Kashmir. If someone talks like that, we will have no option other than abolishing Article 370 and Article 35A," the minister said.

Singh said Congress must make it clear whether it accepts that the country should have two prime ministers.

"Such things can not go on and on. It has to be stopped," he said
On terrorism, the home minister said a befitting reply would be given to those who take up arms. "If someone takes up arms, we can go to whatever extent required to give them a befitting reply," Singh said.

He said the country is now in the "strong hands" of Prime Minister Narendra Modi.

The home minister said the central government was ready for talks but those who are raising the Kashmir issue were not interested in any dialogue.

Singh said considering the future of the children of Jammu and Kashmir, "we have forgiven 8,000 first time stone pelters but some people continue to instigate the stone pelters".

"These are the biggest criminals," he said.

The home minister said Jammu and Kashmir has not been ruled by "outsiders" but by political parties like NC, PDP or Congress for long.

Singh also highlighted the development works undertaken by the NDA government in Jammu and Kashmir.

"We have given highest assistance to Jammu and Kashmir," he said.
Singh is here to campaign for BJP candidate for Jammu Lok Sabha seat Jugal Kishor Sharma.

In the Lok Sabha poll manifesto released today in Delhi by Prime Minister Narendra Modi, BJP chief Amit Shah and other leaders, the party has asserted that it is "committed to annulling Article 35A of the Constitution of India as the provision is discriminatory against the non-permanent residents and women of Jammu and Kashmir."

A CRPF vehicle had suffered slight damage when a Santro car went up in flames after an explosion at Tethar village, 7 kms from Banihal, shortly after a Jammu-bound convoy crossed the Jawahar Tunnel on Saturday.

Owais Amin Rather, a resident of Wail village of Shopian district, was arrested Monday by a joint search party of police and the Army while he was trying to flee towards the Valley aboard a passenger vehicle, Sajad Sarwar, sub-divisional police officer (SDPO), Banihal had told PTI earlier.

The driver of the private vehicle managed to flee before the fire engulfed the vehicle and turned it into a mangled heap of iron.

The officer said Rather was booked under various sections of Ranbir Penal Code (RPC), including 307 (attempt to murder), 120B (criminal conspiracy), 121 (waging or attempting to wage war, or abetting waging of war), 121A (conspiracy to commit offences punishable by section 121) and 124 (sedition), besides under the Explosive Substances Act and the Unlawful Activities Act.

"He was produced before the Judicial Magistrate (first class) Banihal Monday and sent to eight days police remand," Sarwar said.

The officer said he was identified from the description gathered during investigation, including CCTV footage and the bruises which he had suffered to his face and other body parts while jumping out of the vehicle.

Sarwar said the accused confessed to his involvement in the crime.

"The accused crossed the Jawahar Tunnel into this side in pursuit of the target after failing in his attempt in the Valley and finally tried to blow up the vehicle on this side," the Deputy Superintendent-rank level officer said.

An inspection of the charred vehicle and surrounding areas had led to the recovery of an LPG cylinder, jerrycan filled with petrol, gelatin stick, urea and sulphur — material which is used for fabricating Improvised Explosive Devices (IED), police said.

A letter recovered from the scene had identified the driver as Hizbul Mujahideen operative Owais Amin, who mentioned his intention to carry out a February 14 Pulwama type terror attack. The attack had left 40 CRPF personnel dead after a Jaish-e-Mohammad (JeM) terrorist drove an explosive-laden vehicle and targeted the security personnel.

Former Jammu and Kashmir chief minister Omar Abdullah told former cricketer Gautam Gambhir Tuesday to "stick to stuff you know".

"Gautam, I never played much cricket because I knew I wasn’t very good at it. You don’t know very much about J&K, it’s history or the role of @jknc_ (Jammu and Kashmir National Conference) in shaping that history yet you insist on displaying that ignorance for all to see," Omar tweeted.

"Stick to stuff you know about, tweet about the IPL," he added.

Omar had been replying to a tweet by Gambhir in which the former cricketer had said, "@OmarAbdullah wants a separate PM for J&K & I want to walk on oceans! @OmarAbdullah wants a separate PM for J&K & I want pigs to fly!"

"More than a separate PM @OmarAbdullah needs some sleep followed by a strong coffee! If he still doesn’t understand then a green Pakistani passport," Gambhir, who recently joined the BJP, added.

Abdullah had reportedly made the comment — about a separate PM for Jammu and Kashmir — in a speech in J&K's Bandipore, where he had been campaigning for a National Conference candidate. The news agency PTI reported that Abdullah had said that J&K had had a separate prime minister years ago and then wondered aloud whether that needed to be reinstituted to protect the state's identity.

Prime Minister Narendra Modi embarked on another one of his campaign blitzkriegs today. He is currently speaking in Uttar Pradesh's Meerut, after which he will take in two more states — Uttarakhand and Jammu and Kashmir — on Thursday itself.

"Five years ago, when I sought your blessings, you gave me a lot of love," Modi said in Meerut.

"I had said that I will return the blessings and the love with interest, and I had also said that I will give account of the work that I have done," he added.

Modi then said that he would give his "hisab", but added that he would also ask others for theirs.

"Apna hisab doonga, saath saath doosra ka hisab bhi lunga. Ye dono kaam saath saath chalne waale hain. Tabhi to hoga hisab barabar (I will give my account, but will also ask others for theirs. Both will be done together. Only then will accounts be settled)," he said.

"Aur aap to jaante hain main chowkidaar hu. Aur chowkidaar kabhi nainsaafi nahi karta hai (You know that I am Chowkidar. And Chowkidar will never do injustice)," he said

"Hisab hoga, sabka hoga, aur baari baari se hoga (The accounts will be settled, one by one)," he added.

Modi also made mention of Mission Shakti, in which India shot down a satellite in space on Wednesday.
