The India-Russia ten-day long joint exercise "Indra 2019" culminated is currently wrapping up at three locations in India. The exercise will conclude with a 72-hour validation exercise.

The massive wargames which had kicked-off on December 10th, as Russian naval vessels docked at Mormugao in Goa. The opening ceremony was held at the naval station in Goa to welcome the 700 Russian troops who participated in the military drills and exercises along with the Indian Army, Navy and Air Force.

The grand scale of the exercise symbolises the continued goodwill and continuance of warm relations between the two old friends. Alignment of interest in a global world order has helped maintain all-round good ties between India and Russia.

Army - land warfare

The Indian Army is believed to have utilised offensive equipment in the land-based exercises which took place in Babina, Uttar Pradesh (near Jhansi). Some of the heavy equipment included the infantry combat vehicle - BMP-1, as well, as the main battle tank T-90M Bhisma, both of Russian origin.&nbsp;

Company-sized mechanized infantry contingents and the Ghatak platoon of the Indian Army participated alongside their Russian counterparts in Babina, Uttar Pradesh.

The exercise was largely aimed at countering terrorism under the UN mandate. Tactical operations and drills such as cordon house intervention and handling and neutralisation of Improvised Explosive Devices (IEDs) also took place.

"The Russian Federation Navy (RuFN) Ships Yaroslav Mudry, Viktor Konetsky and Elyna arrived in Goa on December 10 to participate in INDRA 2019, the second edition of the tri-services exercise between the Indian and the Russian armed forces," the defence ministry had said in a statement.

INS Aditya and RuFN ship Yaroslav Mudry cast-off from Mormugao harbour on December 16, 2019, to commence the sea phase of the joint tri-service exercise.&nbsp;

INS Tarkash, INS Aditya and RuFN ship Yaroslav Mudry participated in an encounter exercise and cross-deck flying on the same day. Sea riders were also exchanged between the Indian and Russian ships which was followed by air defence exercise involving four MiG29K aircraft.

On Dec 17, a combined boarding team of Indian Navy and Russian Federation Navy personnel conducted boarding exercise to train for anti-piracy operations on a hijacked merchant vessel. Other exercises included firing practice, aviation operations and other manoeuvres like maintaining station and replenishment at sea.

Aerial operations were conducted in the outskirts of Pune, Maharashtra. According to the ministry of defence, the Indian Air Force employed the Su-30MKI multi-role aircraft, Jaguar attack aircraft, MI-17 multi-purpose helicopters and AWACS aircraft. The IAF currently employs its DRDO-made Airborne Warning &amp; Control System(AWCS) on the Brazillian-made Embraer ERJ-145 aircraft. The Air Force Garud commandoes also participated in the exercise as part of counter-terrorism wargames.

Pilots of the Russian Federation Air Force also joined their Indian counterparts to pilot the newly inducted and indigenously built HAL Tejas multirole light aircraft.

The broad theme for the exercise was to organise a Joint Task Force for undertaking planning and execution of air operations for eliminating terrorists at the request of the third country under UN mandate. However, combined missions between IAF and RFAF were also undertaken for enrichening experience and maximising training value in terms of interoperability.

Radha Ramtel is among the eight women who are helping in building the earthquake resilient houses after attending training provided by <a href="https://www.wionews.com/india-news/india-seals-agreement-with-un-to-build-homes-for-nepal-quake-victims-35113">UNDP</a> Nepal which has undertaken the Nepal Housing Reconstruction Project. The project is funded by the Indian government.

"When the earthquake first struck we stayed in the cowshed. Then after we got a tarpaulin and we all locals shared the makeshift house. As tremors hit constantly there was no point in building a house. But later we built a house (temporary) surrounded by tins," Radha Ramtel, resident of Gorkha District, recalled.

It has been four years since the earthquake jolted Nepal. Ramtel and other Gorkha residents have been shifted to newly built houses. The houses are constructed as per regulations laid out by the Nepal government that demands house to be earthquake resilient.

"Earthquake resilient house with two rooms has been built now, there are no worries about the earthquake and is fit to live-in. I have been living in there with my children," Ramtel, a mother of three children who has been supporting her husband financially by working as the mason, further added.

The <a href="https://www.wionews.com/south-asia/nepal-hit-by-55-magnitude-earthquake-9417">earthquake of 2015</a> that shook the Himalayan nation of Nepal claimed nearly 10,000 lives, injuring thousands and displacing over half-a-million people. The epicentre of the earthquake was in Gorkha.

As millions of houses were destroyed, hundreds of families were forced to sleep under the open sky or in temporary settlements which were full of dangers.

The available human resource for reconstruction also was semi-skilled and technically there were a lot of flaws in their work but the training provided under the Nepal Housing Reconstruction Project upskilled them.

"Before being provided training, some of them in earlier times have had attended similar kind of consultation programs. In order to overcome common mistakes they were making we have provided them new kind of training on the site which helped in improving the lapses in the work," Uttam Baniya, site engineer for the Nepal Housing Reconstruction Project underway in Gorkha of Nepal.

A number of women enthusiasts for the reconstruction drive in Gorkha have come forward at their own will. The local body at first had issued a notice inviting application for the training which encouraged women like Radha Ramtel.

Ramtel's husband, who is in driving business, has supported her in getting into construction work. Ramtel's mother-in-law is also in the same business and defied the patriarchal mindset that is deep-rooted in mostly rural areas of Nepal.

The training provided by UNDP not only gave local women an opportunity to learn new skills but has also supported them economically and helped them overcome dependency on their families to meet expenses.

"I had to rely on my husband for small expenses but now I can incur it on my own. I have added on a skill. I have been able to make earthquake-resistant model houses, take care of children on my own and also been able to manage the house expenses on own," Radha further added.

Following the earthquake of 2015, <a href="https://www.wionews.com/photos/rebuilding-lives-after-earthquake-9">reconstruction</a> drive kick-started in the Himalayan nation. Engineers providing training and technical assistance to locals of Gorkha found the women's participation more encouraging.

After being exposed to a new profession of building earthquake resilient house Radha Ramtel said that she committed to continue her job as the mason. 
The "first thing is that I would continue this profession. Continuation would sharpen me more and I would also give my learning to others," one of the women masons of Gorkha concluded.

The Indian government is supporting the construction of 50,000 houses in Gorkha (26912 beneficiaries) and Nuwakot (23088 beneficiaries) districts of Nepal. The government has appointed UNDP and <a href="https://www.wionews.com/south-asia/india-hands-over-21-bn-to-nepal-government-to-reconstruct-houses-155163">UNOPS</a> as socio-technical facilitation consultants for Gorkha and Nuwakot district, respectively, in March 2018.

The reconstruction drive initiated by the Government of India with UNDP's consultation in Gorkha district of Nepal has brought happiness for the beneficiaries here.

The Indian Government had committed USD1 billion for the reconstruction of Nepal in the form of grant and Line of Credit. USD 150 million was allocated for reconstruction in the housing sector, USD 100 million as grant and USD 50 million to be drawn from Line of Credit.

A number of women enthusiasts for the reconstruction drive in Gorkha have come forward at their own will. The local body at first had issued a notice inviting application for the training which encouraged women like Radha Ramtel. Ramtel's husband, who is in driving business, has supported her in getting into construction work. Ramtel's mother-in-law is also in the same business and defied the patriarchal mindset that is deep-rooted in mostly rural areas of Nepal. The training provided by UNDP not only gave local women an opportunity to learn new skills but has also supported them economically and helped them overcome dependency on their families to meet expenses. "I had to rely on my husband for small expenses but now I can incur it on my own. I have added on a skill. I have been able to make earthquake-resistant model houses, take care of children on my own and also been able to manage the house expenses on own," Radha further added. Following the earthquake of 2015, reconstruction drive kick-started in the Himalayan nation. Engineers providing training and technical assistance to locals of Gorkha found the women's participation more encouraging. After being exposed to a new profession of building earthquake resilient house Radha Ramtel said that she committed to continue her job as the mason. The "first thing is that I would continue this profession. Continuation would sharpen me more and I would also give my learning to others," one of the women masons of Gorkha concluded. The Indian government is supporting the construction of 50,000 houses in Gorkha (26912 beneficiaries) and Nuwakot (23088 beneficiaries) districts of Nepal. The government has appointed UNDP and UNOPS as socio-technical facilitation consultants for Gorkha and Nuwakot district, respectively, in March 2018. The reconstruction drive initiated by the Government of India with UNDP's consultation in Gorkha district of Nepal has brought happiness for the beneficiaries here. The Indian Government had committed USD1 billion for the reconstruction of Nepal in the form of grant and Line of Credit. USD 150 million was allocated for reconstruction in the housing sector, USD 100 million as grant and USD 50 million to be drawn from Line of Credit.

India on Tuesday "categorically" rejected a resolution adopted by Pakistan National Assembly against recently enacted Citizenship Act in the country.&nbsp;

Addressing a press conference in Delhi,&nbsp;External Affairs Ministry's official&nbsp;spokesperson&nbsp;Raveesh Kumar said, the resolution makes "references to matters that are entirely the internal affairs of India."

"The Resolution adopted by Pakistan’s National Assembly yesterday (on Citizenship Amendment Act) makes references to matters that are entirely the internal affairs of India. We categorically reject the Resolution,"&nbsp;Kumar said.

On Monday, Pakistan National Assembly passed a unanimous resolution condemning the Indian Citizenship Amendment Act, 2019. The resolution claimed that it is "discriminated" and enacted to "suppress" the minorities in the country.

The resolution moved by Pakistan's Education Minister Shafqat Mehmood, also called upon the international community including the United Nations, Human Rights Council to urge India to revoke it.

"The Resolution is a poorly disguised effort to divert attention from Pakistan’s appalling treatment and persecution of its own religious minorities," said Kumar, adding, "The demographics of these minorities, whether Hindu, Christian, Sikh or other faiths, in Pakistan, speak for themselves."

"It's a thinly-veiled attempt by Pakistan to further its false narrative on the issue of Jammu and Kashmir and Ladakh. It seeks to provide justification for Pakistan’s unrelenting support for cross-border terrorist activities in India. We're confident that such attempts will fail," Kumar also said.

The Citizenship (Amendment) Bill was passed from Parliament earlier this week and became an Act with Presidential assent on November 12.&nbsp;

The legislation provides Indian citizenship to non-Muslim refugees of Pakistan, Bangladesh, and Afghanistan who arrived in India before December 31, 2014.

The External Affairs Ministry also said that it was "laughable" that the National Assembly that has itself passed discriminatory legislation against religious minorities, should point fingers at others.

"We call upon Pakistan to engage in serious self-introspection rather than to falsely accuse others of what they themselves are guilty of," the statement said.
