In Rome, Prime Minister also met Indonesia President Joko Widodo and Prime Minister of Singapore, Lee Hsien Loong.

The Prime Minister also met French President Emmanuel Macron. During his COP26 address on Monday, Prime Minister Modi announced five "amrit tatva" including the target to attain net-zero emissions by 2070.

He declared that India will increase its capacity of non-fossil energy capacity to 500 GW and meet 50 per cent of its energy requirements through renewable energy by 2030.&nbsp;

Speaking at the ministerial meeting of the LMDC held on the sidelines of COP 26 in Glasgow, Yadav underlined the unity and strength of LMDC as fundamental in the United Nations Framework Convention on Climate Change (UNFCCC) negotiations to preserve the interest of the Global South in the fight against climate change. The participating countries in the meeting included India, China, Cuba, Nicaragua, and Venezuela.

He requested the LMDC members to join hands with India to support the global initiatives it has pioneered, including the International Solar Alliance (ISA), Coalition for Disaster Resilient Infrastructure (CDRI), and the Leadership Group for Industry Transition (LeadIT).

The countries collectively underscored that it needs to be ensured that the voices of the LMDC countries are heard loud and clear.

The outcomes of COP 26 must respect the fundamental principles of the Convention, including equity and common but differentiated responsibilities and respective capabilities (CBDR-RC).

The developed countries must provide means of implementation to developing countries in terms of climate finance, technology transfer and capacity building.

They highlighted about the empty promises of the developed countries and inability to deliver the USD 100 billion per year by 2020. They also called upon the speedy finalisation of the Paris Rulebook.

Sree Ranga Aravapalli, 54, a resident of New Jersey's Plainsboro, was killed shortly after arriving home by a gunman who, according to authorities, followed him from a casino outside Philadelphia at around 3:30 AM (local time) on Tuesday, the CBC New York newspaper reported.

The wealthy pharmaceutical executive&nbsp;was followed for 50 miles (80 kms) from a Pennsylvania casino to his New Jersey home where he was murdered in an attempted robbery while his wife and daughter were sleeping, the New York Post newspaper quoted the police as saying.

Aravapalli cashed out his night's big winnings, about USD 10,000, in the early morning hours of Tuesday at the Parx Casino in Bensalem when he was spotted with the loot by 27-year-old Jekai Reid-John, of Pennsylvania's Norristown, the Post report said.

The police have arrested Jekai Reid-John and charged him with first-degree murder.

Reid-John, who did not know Aravapalli, followed him in his car as he drove back to his quiet, affluent neighbourhood in Plainsboro, according to the Middlesex County Prosecutor's Office.

Plainsboro Township Police Department Chief Frederick Tavener offered his condolences to Avarapalli's family, who was reportedly well known in the local community.

I want to offer my sincerest condolences to the Aravapalli family for their tragic loss. This is an unexpected and alarming event for their family, friends and our entire community,&nbsp;he said in a statement on Wednesday. 
Aravapalli is survived by his wife, a son and a daughter.

Since 2014, Aravapalli was the CEO of Aurex Laboratories, which is described online as a pharmaceutical company that develops clinical supplies, tablets and soft gelatin capsules.

In a statement, Parx Casino CEO Eric Hausler condoled Aravapalli's death and said it is cooperating fully with local and state law enforcement agencies in both Pennsylvania and New Jersey and will continue to do so.

We are deeply saddened by the report that earlier this week a customer of Parx Casino was the victim of a homicide at his home after returning from a visit to the casino.

We have learned that law enforcement officials have arrested a suspect who followed the victim home from the casino that night. Our sincere condolences go out to the family and friends of the victim at this incredibly difficult time,&nbsp;Hausler said.

Neighbours said that Aravapalli and his family called their secluded community home for just a few years.

It's crazy, I mean, unbelievable. How can somebody follow him all the way and come here and kill him in the night&nbsp;It's so shocking,&nbsp;said neighbour Sheeza Khan.

It was very shocking for the whole community. It is scary, Khan said.

Just a nice family man, always home and there with his wife and kids, and celebrating all the festivals.

What we want to remember about him is that he gave everything. In his 54 years, I think, he probably gave more than most people would in a full 85-year lifespan,&nbsp;said Abhi Kanitkar.

Aravapalli's family laid him to rest on Thursday, the report added.

Prime Minister Narendra Modi called on Pope Francis at the Vatican on Saturday and invited the head of the Catholic Church to visit India.

Notably, the last Papal visit by an Indian leader happened in 1999 when Atal Bihari Vajpayee was the prime minister and Pope John Paul II visited India.

During their meeting, PM Modi and the Pope discussed a wide range of issues including climate change and poverty.

"PM Modi had a very warm meeting with Pope Francis at the Vatican. A meeting that was scheduled only for twenty minutes went on for an hour," said an official who didn't wish to be named.

It is the first-ever one-to-one meeting between Prime Minister Modi and Pope Francis.&nbsp;At the Vatican, Modi was accompanied by National Security Advisor Ajit Doval and External Affairs Minister S Jaishankar. The Prime Minister also met Cardinal Pietro Parolin, Secretary of State of the Vatican City State.

Modi is the fifth Indian Prime Minister to meet the head of the Roman Catholics. Before him, prime ministers Jawaharlal Nehru, Indira Gandhi, I K Gujral and Atal Bihari Vajpayee had met the then popes at the Vatican.

While briefing media on the details of the prime minister’s engagements in Italy, India’s Foreign Secretary Harsh Vardhan Shringla on Friday had said, “The Prime Minister will have a separate call. He will be meeting his Holiness on a one-on-one basis. And that could, after a certain period of time, be followed up by delegation-level talks.”

Shringla said health issues, COVID-19 might be the agenda of the talks, but he quickly added that the Vatican has not set any agenda.

“I believe tradition is not to have an agenda when you discuss issues with His Holiness. And I think we respect that. I'm sure the issues that will be covered will cover a range of areas of interests in terms of the general global perspectives and issues that are important to all of us,” he said.

When President Donald Trump signed the Countering America's Adversaries Through Sanctions Act (CAATSA) in August 2017, a US federal law to impose sanctions on Iran, North Korea and Russia, he believed the legislation was "seriously flawed", notwithstanding the overwhelming majority with which it was passed by the House (419–3). At that time American’s anger over Russia on Ukraine issue and allegations of meddling in US elections was such that no-one realised that it could create foreign policy dilemmas later. Recently, two key Senators have urged President Joe Biden to waive possible sanctions against India for purchase of Russian S-400 to conserve important strategic partnership in the interest of national security of US. &nbsp;

What problems CAATSA poses on US foreign policy choices? &nbsp;&nbsp;

Under the Trump administration, then-Defence Secretary Jim Mattis and then-Secretary of State Rex Tillerson had argued “We believe that the application of CAATSA sanctions could have a deleterious effect on a strategic partnership with India, while at the same time, not achieve the intended purpose of deterring Russian arms sales”. Washington needs to be realistic that sticking to CAATSA in interdependent world is counterproductive and diversion from main focus of countering main threat from China. One of the aim of CAATSA was economic strangulation of targeted countries mainly Russia. The sanctions have pushed the targeted countries closer to China, to an extent that Russia has reluctantly become a junior partner to China due to financial compulsion to mitigate sanctions from the west. Russia is going ahead with China despite the fact that Chinese Belt and Road Initiative is side-lining Russian dream of Eurasia and many other friction points amongst the two. &nbsp;&nbsp;

It is worth considering for United States that in its long-term interest, weakening Sino-Russian nexus may be a necessity and CAATSA is doing just the opposite. Russia continues to be the second largest arms supplier in the world. The idea of economic isolation of Russia is also irksome to US allies like Germany and other European countries, who are highly dependent on Russian gas. EU is keen to trade with China and Russia. In the interdependent world, wherein USA itself is dependent on Chinese supply chain on numerous commodities, expecting others not to do business with targetted countries is unrealistic. CAATSA is constraining foreign policy of US into dilemmas of waivers to save strategic partnerships, as one such dilemma will soon appear when India starts receiving S-400 systems, risking a dent in its strategic partnership, Indo-Pacific strategy and the newly formed Quad. It also has potential to strain its relationship with some NATO allies like Germany and France wanting to engage with Russia and China. Post CAATSA, China which hardly had any genuine friend earlier, seems to have an anti-US Axis in terms of China-Russia-Pakistan-Iran-Turkey and Taliban in waiting. Sanctions against China and Turkey for procurement of S-400 haven’t shown any worthwhile impact, as USA’s supply chain dependency on China, despite minor decoupling is substantial and Turkey continues to be unpunished NATO member. &nbsp;&nbsp;

Indian compulsions &nbsp; &nbsp;&nbsp;

The threat of CAATSA is hurting its strategic partners like India. Indian military hardware is heavily dependent on Russian technology, maintenance, procurement of hardware and spares. For many decades Russians have been collaborating with India in its indigenous manufacturing programmes and were amenable to transfer of technology, which India was finding difficult to procure from US. It includes some major systems like nuclear-powered submarines, warships and nuclear reactors. Lately due to the geo-political, strategic and economic considerations, India is trying to be self-reliant, as well as diversifying procurement from various countries to include US, France, Israel and few more. In last decade, the defence procurement from Russia has gradually reduced from over 65 per cent approximately to nearly 53 per cent and correspondingly, it has increased in favour of US, Israel and France. There is a noticeable upward trend in purchase of US military hardware, as the year 2020 alone saw a purchase $3.4 billion worth of US military equipment, indicating enough accommodation by India. In a buyers’ market, US has competitors to include Russia, Israel and France, and every country will make sovereign choice to pick the best deal including India. &nbsp;&nbsp;

USA undoubtedly is an important global strategic partner of India in the current geo-strategic equation with congruence of interests in most global issues. India continues to do its best to respond to sensitivities and concerns of USA, at times, risking some of its old relationships like Iran. To accommodate US interest, India reduced import of oil from Iran facing a cost disadvantage, as Iran oil was being imported in Rupee terms, in crude form and attuned to existing refineries in India. India also suffered by almost losing out stakes in Chahbahar Port to China, which was too willing to embrace Iran with $400 billion deal. India doesn’t seem to be repeating the same mistake with Russians, who haven’t done anything bilaterally, which demands a divorce in mutual relationship. &nbsp;&nbsp;

&nbsp;&nbsp;

The case of S-400 air defence equipment &nbsp; &nbsp; &nbsp;&nbsp;

India signed a $5.4 billion deal with Russia in 2018 to buy the S-400 Triumf surface-to-air missile system and made a down payment and plans to complete the purchase by 2025. S-400 was chosen because it was most suitable to Indian requirement at that point of time. It’s a done deal and India is unlikely to pull back, irrespective of the pressure from US. During recent Indo-US Summit, S-400 was not even on the agenda, as India has nothing to discuss, having locked the deal three years back. The US apprehension in context of use of Russian systems in close integration with US systems and the associated chances of operation information or technology leaks are unfounded, because India is already operating the equipment of West and Russia simultaneously, without such complaint. Additional checks, balances and interoperability issues can easily be worked out as both countries have already signed basic foundational agreements. At this point, it’s impossible for India to run into risk of halting Russian procurement and supply chain of spares for existing inventory. The technological leakage argument is more valid for Pakistan and Afghanistan, which have been armed with enough modern hardware by USA, some of which is readily available to China for reverse engineering. &nbsp;

US needs to revisit CAATSA &nbsp;

US needs to come out of superpower syndrome of leaving no choice with strategic partners, but to defy, to pursue its own interest through laws like CAATSA. Backdrop When President Donald Trump signed the Countering America's Adversaries Through Sanctions Act (CAATSA) in August 2017, a US federal law to impose sanctions on Iran, North Korea and Russia, he believed the legislation was "seriously flawed", notwithstanding the overwhelming majority with which it was passed by the House (419–3).

At that time American’s anger over Russia on Ukraine issue and allegations of meddling in US elections was such that no-one realised that it could create foreign policy dilemmas later. Recently, two key Senators have urged President Joe Biden to waive possible sanctions against India for purchase of Russian S-400 to conserve important strategic partnership in the interest of national security of US. What problems CAATSA poses on US foreign policy choices? Under the Trump administration, then-Defence Secretary Jim Mattis and then-Secretary of State Rex Tillerson had argued “We believe that the application of CAATSA sanctions could have a deleterious effect on a strategic partnership with India, while at the same time, not achieve the intended purpose of deterring Russian arms sales”. Washington needs to be realistic that sticking to CAATSA in interdependent world is counterproductive and diversion from main focus of countering main threat from China. One of the aim of CAATSA was economic strangulation of targeted countries mainly Russia. The sanctions have pushed the targeted countries closer to China, to an extent that Russia has reluctantly become a junior partner to China due to financial compulsion to mitigate sanctions from the west. Russia is going ahead with China despite the fact that Chinese Belt and Road Initiative is side-lining Russian dream of Eurasia and many other friction points amongst the two. It is worth considering for United States that in its long-term interest, weakening Sino-Russian nexus may be a necessity and CAATSA is doing just the opposite. Russia continues to be the second largest arms supplier in the world. The idea of economic isolation of Russia is also irksome to US allies like Germany and other European countries, who are highly dependent on Russian gas. EU is keen to trade with China and Russia. In the interdependent world, wherein USA itself is dependent on Chinese supply chain on numerous commodities, expecting others not to do business with targetted countries is unrealistic. CAATSA is constraining foreign policy of US into dilemmas of waivers to save strategic partnerships, as one such dilemma will soon appear when India starts receiving S-400 systems, risking a dent in its strategic partnership, Indo-Pacific strategy and the newly formed Quad. It also has potential to strain its relationship with some NATO allies like Germany and France wanting to engage with Russia and China. Post CAATSA, China which hardly had any genuine friend earlier, seems to have an anti-US Axis in terms of China-Russia-Pakistan-Iran-Turkey and Taliban in waiting. Sanctions against China and Turkey for procurement of S-400 haven’t shown any worthwhile impact, as USA’s supply chain dependency on China, despite minor decoupling is substantial and Turkey continues to be unpunished NATO member. Indian compulsions The threat of CAATSA is hurting its strategic partners like India. Indian military hardware is heavily dependent on Russian technology, maintenance, procurement of hardware and spares. For many decades Russians have been collaborating with India in its indigenous manufacturing programmes and were amenable to transfer of technology, which India was finding difficult to procure from US. It includes some major systems like nuclear-powered submarines, warships and nuclear reactors. Lately due to the geo-political, strategic and economic considerations, India is trying to be self-reliant, as well as diversifying procurement from various countries to include US, France, Israel and few more. In last decade, the defence procurement from Russia has gradually reduced from over 65 per cent approximately to nearly 53 per cent and correspondingly, it has increased in favour of US, Israel and France. There is a noticeable upward trend in purchase of US military hardware, as the year 2020 alone saw a purchase $3.4 billion worth of US military equipment, indicating enough accommodation by India. In a buyers’ market, US has competitors to include Russia, Israel and France, and every country will make sovereign choice to pick the best deal including India. USA undoubtedly is an important global strategic partner of India in the current geo-strategic equation with congruence of interests in most global issues. India continues to do its best to respond to sensitivities and concerns of USA, at times, risking some of its old relationships like Iran. To accommodate US interest, India reduced import of oil from Iran facing a cost disadvantage, as Iran oil was being imported in Rupee terms, in crude form and attuned to existing refineries in India. India also suffered by almost losing out stakes in Chahbahar Port to China, which was too willing to embrace Iran with $400 billion deal. India doesn’t seem to be repeating the same mistake with Russians, who haven’t done anything bilaterally, which demands a divorce in mutual relationship. The case of S-400 air defence equipment India signed a $5.4 billion deal with Russia in 2018 to buy the S-400 Triumf surface-to-air missile system and made a down payment and plans to complete the purchase by 2025. S-400 was chosen because it was most suitable to Indian requirement at that point of time. It’s a done deal and India is unlikely to pull back, irrespective of the pressure from US. During recent Indo-US Summit, S-400 was not even on the agenda, as India has nothing to discuss, having locked the deal three years back. The US apprehension in context of use of Russian systems in close integration with US systems and the associated chances of operation information or technology leaks are unfounded, because India is already operating the equipment of West and Russia simultaneously, without such complaint. Additional checks, balances and interoperability issues can easily be worked out as both countries have already signed basic foundational agreements. At this point, it’s impossible for India to run into risk of halting Russian procurement and supply chain of spares for existing inventory. The technological leakage argument is more valid for Pakistan and Afghanistan, which have been armed with enough modern hardware by USA, some of which is readily available to China for reverse engineering. The US on Thursday returned 248 antiquities, including a 12th-century bronze Shiva Nataraja, valued at an estimated $15 million to India, the "largest" such transfer of antiquities to the country.

"This extraordinary assemblage of artifacts, recovered from five different criminal investigations over the past decade, embodies the timeless cultural and cosmic bridge between ancient and modern-day India," Manhattan District Attorney (DA) Cy Vance, Jr said in a statement.

The US returned the 248 antiquities valued at an estimated $15 million to India during a repatriation ceremony attended by India Consul General Randhir Jaiswal and US Homeland Security Investigations (HSI) Deputy Special Agent in Charge Erik Rosenblatt.

Jaiswal expressed gratitude to the Manhattan DA's Office for its support and cooperation in the return of antiquities to India. "We look forward to our continued engagement to strengthen cultural ties between India and the United States," he said.

Vance said the event also serves as a potent reminder that individuals who "maraud sacred temples" in pursuit isof individual profit are committing crimes not only against a country's heritage but also its present and future. He said the 248 pieces is the "largest such transfer of antiquities" to India.

Among the items returned, 235 were seized pursuant to the investigation of Jailed art dealer Subhash Kapoor.

The District Attorney's office said that for many years, the Manhattan DA's Antiquities Trafficking Unit, along with law enforcement partners at HSI, investigated Kapoor and his co-conspirators for the illegal looting, exportation, and sale of ancient art from Afghanistan, Cambodia, India, Indonesia, Myanmar, Nepal, Pakistan, Sri Lanka, Thailand, and other nations.

Kapoor and his co-defendants generally smuggled looted antiquities into Manhattan and sold the pieces through his Madison Avenue-based gallery, Art of the Past. From 2011 to 2020, the DA's Office and HSI recovered more than 2,500 items trafficked by Kapoor and his network.

The total value of the pieces recovered exceeds USD 143 million. 
HSI New York Acting Special Agent in Charge Ricky Patel said these artifacts are part of India's rich cultural heritage and they are going back to the people of India.

"When items like these are stolen and looted, we are determined to make things right, and ultimately return them home where they belong," Patel said.

The DA's Office first issued an arrest warrant for Kapoor in 2012. In October 2019, Kapoor and his seven co-defendants were indicted for their conspiracy to traffic stolen antiquities. In July 2020, the DA's Office filed extradition paperwork for Kapoor and his co-defendants.

Two of the co-defendants have since been convicted: Richard Salmon in October 2020 and Neil Perry Smith earlier this year. Previously, three others were also convicted: Selina Mohamed (2013), Aaron Freedman (2013), and Sushma Sareen (2014).

The remaining items returned included 10 pieces seized from Matreiya, the former gallery of known trafficker Nayef Homsi who was convicted by the District Attorney's Office in 2015.

Other items from the same seizure were repatriated to India in August 2020. A bronze Shiva Nataraja, circa 12th century, valued at USD 4 million, that was stolen in the 1960s from a temple and smuggled into New York before being sold by Doris Wiener, whose daughter, Nancy Wiener, was convicted by the Office in 2021.

The Asia Society, the unwitting recipient of the piece, cooperated fully with the investigation.

Another item returned was a bronze Nandikesvara and bronze Kankalamurti, which were stolen from the Sri Narasinganata Temple in India in May 1985 and resurfaced at separate auctions during this year's Asia Week.

Manhattan-based Bonhams Auction House, the unwitting recipient of the piece, cooperated fully with this investigation.

As of Thursday's ceremony, the DA's Office has returned 516 antiquities to 12 nations since August 2020, including, in recent months, 27 relics to Cambodia, 33 treasures to Afghanistan, and 104 artifacts to Pakistan.

During the past two months, the Antiquities Trafficking Unit also repatriated 16 pieces associated with the infamous Spanish conquistador Hernan Cortes to Mexico.

This collection of priceless 16th Century manuscripts "including letters, royal decrees, and other legal documents" was stolen from Mexico's National Archive and later appeared at numerous galleries and auction houses in the same year.

The Jammu and Kashmir Tourism department in collaboration with Smart City Srinagar and Mission Youth J&amp;K have started this theatre.&nbsp;

"We started an open theatre in the middle of Dal Lake. People can see movies while sitting in shikaras. It's a novel idea. And there would be a movie about houseboats running in this theatre to give tourists an insight. We will do a laser show around it too. This will give a lot of confidence to the houseboat community and help in growing tourism in the Kashmir Valley," said Director Tourism, G N Itoo.&nbsp;

The government also inaugurated a laser show at Dal Lake. A gallery displaying old testimonials, periodicals and photographs depicting old pictures of houseboats in river Jhelum and Dal Lake, Kashmiri Culture and traditional cuisine were also put up for the locals and tourists. A fleet of shikaras and houseboats were kept available for tourists to join the celebrations and witness laser shows and films.&nbsp;

"I am feeling great. It's India's first floating cinema and It's a beautiful experience. We are enjoying it a lot. Srinagar is a must-visit place to come. We should recommend this to everyone and no one should be afraid to come here," said Aakshama, a tourist.&nbsp;

On the occasion, a shikara rally with shining lights was organised and it passed through Nehru Park to Kabootar Khana with local artists singing and dancing Kashmiri songs.&nbsp;
