His popularity soared during the economic crisis of 2022 when he led the people's movement which resulted in former president Gotabaya Rajapaksa relinquishing his powers. Recent survey conducted by the Institute for Health Policy, a Colombo-based research institution, shows that Dissanayake is the most preferred candidate to secure the presidential elections, scheduled to be held later this year. As many as 50 per cent of respondents in the survey said they will cast the ballot for Dissanayake, followed by Sajith Premadasa (33 per cent) and President Ranil Wickremesinghe (nine per cent). Sensing the tide, the NVP leader has already declared his candidacy for the election. On Friday, he held talks with the Indian Prime Minister Narendra Modi, and the two nations announced their agreement to enhance economic ties by increasing cooperation in renewable energy and exploring the feasibility of constructing an oil pipeline and a land bridge between the two countries.

Additionally, New Delhi will be assisting in the development of a port and an economic hub in Trincomalee, a city located on Sri Lanka's northeastern coast.

Wickremesinghe's two-day visit to New Delhi marks his first since assuming the presidency a year ago, following the removal of his predecessor amidst widespread protests against the economic crisis.

<h2>Economic partnership, renewable energy and more</h2>

Following the meeting, Modi stated that the two leaders have "adopted a vision document for our Economic Partnership," which aims to strengthen connectivity in maritime, air, energy, and people-to-people interactions. The document also seeks to accelerate cooperation in tourism, power, trade, higher education, and skill development.

Furthermore, the leaders expressed their commitment to swiftly connect their electricity grids and assess the viability of constructing a petroleum pipeline and a land bridge between the two countries, which are approximately 50 km (31 miles) apart at one point.

Officials from both sides estimate that the projects to connect the power grids through undersea cables and build the oil pipeline will cost around $4 billion in total. However, few details were provided regarding the agreements on renewable energy.

Wickremesinghe emphasised that constructing a multi-product petroleum pipeline from southern India to Sri Lanka would ensure a reliable and affordable energy supply for Sri Lanka.

The two countries reportedly also plan to resume negotiations on a more comprehensive trade agreement known as the Economic and Technological Cooperation Agreement.

As per Reuters, Wickremesinghe also updated Modi on the reform measures being implemented by his government to address Sri Lanka's financial crisis and expressed gratitude for India's support during this challenging period.

As per Reuters, India's support, amounting to nearly $4 billion between January and July of the previous year, played a crucial role in helping Sri Lanka overcome a financial crisis that had depleted its foreign reserves and hindered its ability to finance essential imports such as fuel and medicine.

Officials from both sides estimate that the projects to connect the power grids through undersea cables and build the oil pipeline will cost around $4 billion in total. However, few details were provided regarding the agreements on renewable energy. Wickremesinghe emphasised that constructing a multi-product petroleum pipeline from southern India to Sri Lanka would ensure a reliable and affordable energy supply for Sri Lanka. The two countries reportedly also plan to resume negotiations on a more comprehensive trade agreement known as the Economic and Technological Cooperation Agreement. As per Reuters, Wickremesinghe also updated Modi on the reform measures being implemented by his government to address Sri Lanka's financial crisis and expressed gratitude for India's support during this challenging period. India and Sri Lanka are exploring the possibility of using the Indian rupee for economic transactions and have discussed the initiative that will help in building a stronger and closer partnership through trade and investment-led measures between the two countries.

The High Commission of India here organised a discussion on the use of the Indian Rupee (INR) for transactions between India and Sri Lanka on Thursday.

"Representatives from the Bank of Ceylon, State Bank of India and the Indian Bank shared their experiences and informed the audience that they had started carrying out INR-denominated trade transactions through respective Vostro/Nostro accounts after the creation of enabling framework by the Reserve Bank of India (RBI) and the Central Bank of Sri Lanka (CBSL) in 2022," the High Commission said in a statement.

The participating banks also outlined the benefits of settlements denominated in INR, which include shorter timelines, lower exchange costs and easier availability of trade credits.

The beneficial impact of this initiative on the tourism and hospitality industry was also highlighted including its role in helping increase collections which could be utilised by other sectors.

High Commissioner of India to Sri Lanka Gopal Baglay highlighted the positive impact that the initiative will have in the joint efforts for building a stronger and closer economic partnership between the two countries through trade and investment-led measures.

Sri Lanka's finance minister Shehan Semasinghe appreciated the close economic relationship between the two countries and the financial and humanitarian support extended by India over the past year, including the strong financing assurances provided by New Delhi, in the context of the IMF support programme for Sri Lanka. 
India extended assistance worth over USD 3.8 billion to Sri Lanka last year to help it deal with the economic crisis.

Governor of the CBSL, Dr P Nandalal Weerasinghe, highlighted the strong desire among Indian and Sri Lankan business communities for enabling trade settlements in INR.

He called for expanding this facility, over a period of time, to utilise it for the full range of capital and current account transactions. He also appreciated the wide-ranging participation from stakeholders in Sri Lanka and India which included more than 300 attendees in the physical format, apart from those that joined online, according to a report in The Island newspaper.

A team from RBI joined the discussion in the online format and indicated the possibility of settlement of current account transactions in goods, as well as services, in INR, apart from the option of undertaking permitted capital account transactions. The RBI team referred to the close cooperation with CBSL and RBI's commitment to further facilitate this process, it said.

Sri Lanka was hit by an unprecedented financial crisis in 2022, the worst since its independence from Britain in 1948, due to a severe paucity of foreign exchange reserves, sparking political turmoil in the country which led to the ouster of the all-powerful Rajapaksa family.

The IMF in September last year approved Sri Lanka a USD 2.9 billion bailout package over 4 years pending Sri Lanka's ability to restructure its debt with creditors - both bilateral and sovereign bondholders. With assurances from creditors, the USD 2.9 billion facilities could get the IMF board approval in March.

India, Sri Lanka mull using Indian rupee for economic transactions

The Sri Lankan high commission in India has come out with a 27 page "integrated country strategy" or a road map that aims to strengthen ties with India on several areas like trade, defense, connectivity, and people to people with a mandate of two&nbsp;years.

The document highlighted that "being both essentially multi-ethnic, multi-religious, multi-lingual and multi-cultural countries, Sri Lanka and India have much in common. The sharing of their similar experiences is an ongoing process."

The document has been prepared by Sri Lanka's High Commissioner-designate Milinda Moragoda, Chargé d’ Affaires Niluka Kadurugamuwa, with Sri Lanka's diplomatic missions--in Delhi, Chennai, Mumbai working together. The roadmap has been envisaged for the next two&nbsp;years.

When it comes to trading, one of the main aims of Sri Lanka is to increase exports from the country and expand Sri Lanka’s market share in India, which includes setting up business councils in Mumbai and Chennai, recognition of Sri Lankan food testing laboratories by India.

The document previewed with WION contains two&nbsp;parts. Part I, which is the strategic framework, outlines seven Goals, and several objectives under each Goal. In Part II, the Goals and Objectives are further described and justified, and key tasks to achieve their implementation have also been proposed.

When it comes to defence and Indian ocean security, facilitate Sri Lanka’s participation in four bilateral and multilateral military exercises per year, visits of top Sri Lankan defence leadership like Secretary Defence, Chief of Defence Staff, Commander of the Army, Commander of the Navy, Commander of the Air Force and Director General Coast Guard one per year and "full utilization of the relevant berths offered by the Ministry of Defence of India to Sri Lanka".

Aim also is to establish the Office of the Defence Advisor, in the High Commission of Sri Lanka in New Delhi. India in 2019 announced a $50 million special Line of Credit for counter-terrorism activities which is still to be utilized by Sri Lanka, the document pointed out.

On the connectivity front, the document aims to facilitate an increase in air, sea, electrical grid and digital connectivity between Sri Lanka and India. Sri Lankan missions have been asked, under the document to identify new air destinations for Sri Lankan airlines flights, Operationalize already identified destinations such as Ahmedabad and pursue the resumption/ establishment of passenger ferry services between Sri Lanka and India.

Interestingly, a special focus is on religious exchanges, with the promotion of Buddhist and Hindu exchanges. One of the key tasks for implementation is the ceremonial handing over of the sacred stone from the Sita Amman temple in Sri Lanka to the Ram Mandir in Ayodhya. &nbsp;The document says, "Buddhism has been the lynchpin of the age-old relations between the two countries. Therefore, promoting Buddhist ties with India is of paramount importance."

The emphasis in the document is on religious tourism with "Buddhist circuit, the Ramayana, the Murugan and the Shiva Shakthi trails as well as the Vailankanni trail" that could be "utilised to foster exchanges at the level of religious leaders and scholars". Key tasks listed in the cornerstone documents include visits by Sri Lankan President, PM, Foreign minister to India and vice versa as well. Exchanges also at the level of speakers. The country also aims to establish Consulate General in the eastern Indian city of Kolkata, expected to be functional from 2022 which coincides with the centenary of the first visit of Gurudeva Rabindranath Tagore to Sri Lanka.

India has also completed the annual life extension checks of 54 shoulder-launched surface to air IGLA missiles of the Sri Lankan Air force. This coincided with the handing over of the spare parts.

The Indian mission in Sri Lanka in a statement said, "the expeditious positioning of the spares and the Igla Missiles is indicative of the growing cooperation, camaraderie and friendship between the two nations, with Sri Lanka being accorded the status of ‘Priority One’ partner by India."

In 2017, Prime minister Modi had visited the Seema Malaka temple which is one of the oldest Buddhist temples in Sri Lanka.

Two years later, he became the first leader to visit the island nation after the Easter bombings. India has been using soft power and cultural diplomacy to counter the Dragon in Lanka.

However, it is clearly not enough. China has expanded its footprint in Sri Lanka by using its chequebook pumping in around $11 billion by 2019. Recently, Beijing granted an urgent loan of $500 million to Colombo to battle the Wuhan virus. In response, New Delhi partnered with Japan to make investments in Sri Lanka.

India and Japan signed a deal with Sri Lanka to develop a terminal at the Colombo port. Now, there are plans to set up an import terminal too. Recently, India and Sri Lanka struck a $400 million currency swap agreement. Colombo has even requested New Delhi for rescheduling outstanding debts but&nbsp;Sri Lanka hasn’t shown willingness to give up its dependence on Chinese cash.&nbsp;

According to recent reports, the Colombo port deal is on a sticky wicket. Colombo is yet to green light the agreement leading many to believe that the Chinese influence is holding Indian investments back.

A possible solution to India’s China problem can be found in the past. In 2004, the Asian tsunami led to the birth of an alliance. Sri Lanka needed urgent humanitarian assistance.

Colombo made the first call to New Delhi and within 12 hours, Indian ships, aircraft and helicopters were dispatched to assist the Sri Lankan government. A few days later, the then US president George Bush announced that America, Japan and Australia will set up an international coalition.

An alliance to coordinate rescue and relief efforts, rehabilitate the homeless, and restore power and connectivity was put in motion. It is how the Quad was born - a coalition of India, Australia, Japan and the United States. It is seen as an effective counter to China today.

Until now, India has been cautious about Quad but with the threat of the Dragon looming over the Indian Ocean, the quad is an idea whose time has finally come.

Gotabaya will arrive in Delhi today evening. On Friday he will meet PM Modi at&nbsp;Hyderabad.

This visit is keenly awaited given India's neighbourhood policy and New Delhi's outreach to newly elected governments in the region.

Last week, India's external affairs minister S Jaishankar made an unscheduled visit to the island country&nbsp;to physically hand over PM Modi's invite to Gotabaya to visit India. During the meet, India also called on the new leadership to continue the process of national reconciliation with regards to the minority Tamils.&nbsp;

Gotabaya as the defence secretary in 2009, played a key role in the defeat of LTTE militant group but that also raised issues of human right violations. And then China is the dragon in the room when it comes to Bejing's growing footprint in South Asia. New Delhi has dismissed such concerns.

Earlier this year, Prime Minister Modi had made a solidarity visit to Sri Lanka after the Easter Sunday terror attacks in the country.

During the visit, PM Modi paid respects at one of the attack sites - St Anthony’s Church. PM Modi has visited Sri Lanka three&nbsp;times since 2014 -&nbsp;with the first visit being in 2015, followed by a visit in 2017 and then June 2019.

The Modi government has been increasing its engagement with Colombo and helping to meet its development needs. &nbsp;
