Nepal’s Foreign Minister Shisir Khanal has signalled a fresh, forward-looking approach to relations with India, emphasising opportunities in trade, connectivity, technology and energy as the two neighbours seek to firm up ties under new leadership in Kathmandu.&nbsp;Speaking to WION's Sidhant Sibal during a visit that included meetings with top Indian officials, Khanal said Nepal’s new government, backed by a strong mandate, was determined not to be held back by history.&nbsp;&nbsp;“We have fresh new leadership in Nepal, through a strong mandate. Don’t want to be encumbered by past. We want to look forward to relationship and where we find commonality and how can we use this relationship to grow Nepal, particularly opportunity, potential in trade, connectivity, technology, energy sector,” he said.&nbsp;The comments come as high-level engagement between the two countries gathers momentum. Earlier last week Nepal ruling party chief Rabi Lamichhane was on a visit to India- Delhi &amp; Ayodhya.&nbsp;Khanal said processes for deeper cooperation had already begun, with expectations of senior visits in the coming months. “We want to uplift Nepal, Nepal people’s life, with full acknowledgment that there are issues but capable to discuss issue with open heart, data, evidence and confidence to deal with other side. We not putting conflict as priority but opportunity has priority. Whereas working together side by side to solve the conflict and challenges", he explained.&nbsp;On the sensitive India-Nepal border issue, long a source of tension, the minister struck a note of cautious optimism. “Border issue is not new, ongoing long term issue. Some good progress as well, mechanisms. Technical team. Things stuck for long time have taken momentum,” he said.&nbsp;“My hope is that, spirit I saw on Indian side, solve all outstanding issues through existing bilateral mechanisms, and to active it. Jaishankar is likely to visit Kathmandu in October, however, no official announcement has been made yet.&nbsp;

Both countries are expected to discuss various facades of cooperation in areas ranging from connectivity, economy and trade, energy cooperation, and water resources.&nbsp;

During the recent&nbsp;BIMSTEC retreat held in Bangkok, Nepal Foreign Minister NP Saud met with the Indian counterpart and discussed working closely on bilateral cooperation.&nbsp;

"Good meeting with Nepal Foreign Minister Narayan Prakash Saud. Agreed to work closely to implement the agenda of cooperation set out by our leadership. Look forward to remaining in touch," Jaishankar tweeted.&nbsp;

The sixth meeting of the Joint Commission, co-chaired by Jaishankar and then Nepalese Foreign Minister Pradeep Kumar Gyawali, was held on January 15, &nbsp;2021, in New Delhi. &nbsp;

Three major completed infrastructure projects were inaugurated virtually and three more were launched, including integrated checkposts that facilitate trade, new electricity transmission lines, and the extension of the oil pipeline system to include eastern Nepal and extend the existing pipeline to Chitwan.&nbsp;

The two countries also agreed on a long-term power trade cooperation under which India has set a target of importing 10,000 megawatts of electricity from Nepal within the next 10 years.&nbsp;

Nepalese Prime Miniter Pushpa Kamal Dahal 'Prachanda' landed in the Indian capital New Delhi on Wednesday (May 31) — a crucial visit aimed at boosting cooperation between the two nations in areas of energy, connectivity and trade.&nbsp;

Indian Minister of State for External Affairs Meenakshi Lekhi received Prachanda at the airport in Delhi.

The Nepalese prime minister held a meeting with the Indian National Security Advisor (NSA) Ajit Doval and Indian Foreign Secretary Vinay Mohan Kwatra.&nbsp;

The highlight of the visit is set to be the talks with Prime Minister Narendra Modi,&nbsp;scheduled to take place on Thursday (June 1). The agenda of the talks is not known.&nbsp;

But news agency PTI quoted people familiar with the matter as saying that transforming the civilisational ties between India and Nepal with deeper cooperation in areas of connectivity, economy, energy and infrastructure is expected to be the&nbsp;focus area of talks.&nbsp;

They said that one of the key priority areas would be to further deepen the power sector cooperation through new initiatives across the entire spectrum of cooperation.&nbsp;

The sources also mentioned that the two prime ministers are also likely to review the India-Nepal development partnership which forms the key pillar of the bilateral relations and strengthening the financial connectivity would be a discussion point.&nbsp;

<h2>Will the leader discuss the border issues?&nbsp;</h2>

While speaking on the visit, Nepal's Ambassador to India Dr Shankar P Sharma says, "This is basically the goodwill visit. I think we have done so many activities in the last one year between Nepal and India."&nbsp;

"Some of them will be initiated this time and some of them will be inaugurated, some of them will be groundbreaking and some of them will be agreement. So, there are so many things on the plate. We are hoping that this visit will bring Nepal and India's relations to a good height," he added.&nbsp;

On being asked whether or not the leaders will discuss the border issues, Sharma said, "You ask with the PM?&nbsp;I think we still have to see that."&nbsp;

Nepalese PM embarks on crucial India visit aimed at boosting energy and trade

In the first-ever comments since Nepal announced its decision to not send its soldiers to Indian Army,&nbsp;Nepal's Ambassador to India Shankar Prasad Sharma, in a&nbsp;conversation with WION's principal diplomatic correspondent Siddhant Sibal confirmed the decision.&nbsp;The Nepalese envoy stated&nbsp;his country would like more "understanding from the highest level".&nbsp;He further added that the government "would like to know more about Agnipath and Agniveer".&nbsp;

India earlier this year had announced the Agnipath scheme to recruit new soldiers in&nbsp;the Army. Under the scheme, the tenure of a soldier will be four years and only one-fourth will be retained after this period. Additionally, the Nepalese envoy also spoke on border issues and the cultural connect between the two countries.

WION: What was the aim of Teej celebrations?

Shankar Prasad Sharma​​​​​​: We would definitely like to strengthen the people-to-people relationship between the two countries. That is more sustainable which will help in strengthening other areas of partnership between the two countries. If we have a strong people-to-people bond, then nobody can separate them and then that will have a sustainable strong partnership between the two countries.

WION: Both India&nbsp;and Nepal have civilisation ties, roti beti ka rishta (family ties)..

SP Sharma: That is also going on, if we see today's crowd, many of these people, let's say the royal family of Nepal, they get married here in India. Some of these people get married in Nepal. At that level, the southern part of Nepal...it's much more, in terms of marriage and networking family relationships. That has continued. When you are in the same religion and the same culture, it's easier to have such relationships.

WION: How is the recruitment of Gorkhas under the Agnipath scheme going?

SP Sharma: No, they [Nepalese government] would like to know more about the Agnipath scheme. When we had a tripartite agreement long ago between India, Nepal and UK, we didn't have the provisions. Nepal would like to know more about it. They would like to have more clarity on this one because we have so many political parties in Nepal and they would like to consult with each other and know more.

WION: So, no recruitment happening under Agnipath&nbsp;scheme up until now?

SP Sharma: Yes, they had one schedule but that has been postponed.

WION: Did the Indian government take you in confidence?

SP Sharma: Yes and no. But Nepal would like to have more understanding from the highest level.

WION: How hopeful you are that the issue will be resolved?

SP Sharma: I am sure it will be. There are two issues, one is the understanding and implications to Nepal. Secondly, it is linked to political parties in Nepal and they have to have a consensus. I am sure something will come out.

WION: Indian Army chief is visiting Nepal, will it be discussed?

SP&nbsp;Sharma: I am sure they will.

WION: Any update on Border talks?

SP Sharma: No I think when both PMs visited each other's countries, there was a press release or press conference by the foreign secretary but many of these issues must be solved amicably and we hope they will start a dialogue soon and we will have some kind of solution.

EXCLUSIVE: 'Would like understanding from highest level', Nepal envoy on Gorkha recruitment under Agnipath

Nepal Home Ministry on Monday sent a five-member probe panel to&nbsp;Darchula&nbsp;district to&nbsp;investigate the incident where a Nepalese man was washed away in Mahakali river along the Indian border.&nbsp;

The panel has been asked to submit its report within ten&nbsp;days after carrying out onsite investigation.

For now, the home ministry has dismissed the reports of India-Nepal border guarding force Sashastra Seema Bal (SSB) allegedly snapping the rope of an improvised cable.&nbsp;

“A five-member committee has been sent onsite to investigate the incident and after receiving the report we will see what further needs to be done. However, we have not received any reports of involvement of the Indian side in the mishap yet,” Phanindra Mani Pokharel, joint secretary of home ministry told WION.&nbsp;

The probe panel includes joint-secretary of the home ministry, Janardan Gautam, deputy inspector general of Nepal police, Purushottam Kandel, investigation officer of the national investigation department, Hutraj Thapa, senior superintendent of armed police force, Suresh Kumar Shrestha&nbsp;and assistant chief district officer of Darchula, Jyotsana Bhatta.&nbsp;

Assistant chief district officer of Darchula, Jyotsana Bhatta refused to speak to WION on the incident.&nbsp;

The mishap took place on Friday when Jaya Singh Dhami, 33, who was going to his home in Khalanga, fell into the river while trying to cross it through an improvised cable carriage.

A day after the incident, the Home Ministry issued a statement, asking the media to not disseminate "misleading" information&nbsp;as the incident was&nbsp;under investigation.

"We ran to return to India when they started firing, but they dragged me from the Indian side, hit me with a rifle butt and took me to Nepal's Sangrampur. "My son and I was at the border to meet my daughter-in-law (a Nepali national). Security personnel from that side hit my son. They asked me to shut up when I asked why did they do that. They called up 10 more security personnel, they came to the border and fired bullets in air," he added.

An unprecedented incident of firing on Indians took place on Friday morning when some locals were going to Nepal as their daughter in law was there.

Nepal security personnel started firing on them in which one person died.According to the DG, during the firing three persons suffered injuries and one person died.

"A total of three persons have suffered injuries. Another person Vikesh Yadav succumbed to injuries. Two others who have sustained injuries have been identified as Umesh Ram and Uday Thakur," DG SSB Kumar Rajesh Chandra had said while speaking to ANI.

Nepal has approved a new political map showing disputed land as Nepalese territory. Upto 335 kilometres of land area has been included as Nepalese territory in its new political map which includes Limpiyadhura, Lipulekh and Kalapani.

The valley of Kalapani along with the Lipulekh pass forms the Indian route to the Kailash-Mansarovar which is an ancient pilgrimage site. It is joined by the Limpiyadhura pass five miles south-west. India considers these areas to be part of Uttarakhand's Pithoragarh district.

The country has managed and developed these areas for decades and these territories have never been used for military activities.

Earlier, Nepal never complained but all of a sudden Nepal says that Indian presence in these areas undermines its sovereignty, in fact, it did not even choose a diplomatic way to settle the issue.

Nepal has already resolved the so called border dispute by declaring these territories its own. The Nepal Communist party has tabled a special resolution in the Parliament which aims to&nbsp;seek&nbsp;control of these territories.

Nepal Prime Minister KP Sharma Oli has given his consent and has asserted that Nepal is only claiming its own land.

The Nepal PM says his government has not taken the decision under anyone's behest but not everyone is on board. Senior members of Nepal's ruling party want the government to hold their horses.

Ganesh Shah, a member of the standing committee of the Nepal Communist party says this new map will escalate unnecessary tension between Nepal and India when both countries are fighting the coronavirus.

Shah says that the Nepal government should start a dialogue with India to resolve the matter through diplomatic moves. India and Nepal have enjoyed excellent bilateral ties with open borders between the two countries. Nepal must not lose one friend in trying to please another.

Amid row with India, Nepal PM Oli defends new political map

India has pledged financial assistance worth $37,264 (US) for the construction of a new building and a hostel facility at a Sanskrit school in eastern Nepal. 
 
A tripartite agreement between the Indian Embassy, the Local Development Officer of Ilam District, and the Principal of Shree Saptmai Gurukul Sanskrit Vidhyashram Secondary School was signed in this regard on Wednesday. 
 
The project is being implemented through the Indian government&#39;s grant assistance under the small development programme scheme as part of India-Nepal Economic Cooperation Programme, the Indian Embassy said in a statement. 
 
Shree Saptamai Gurukul Sanskrit Vidhyashram, established in 2009 as a primary school, was subsequently upgraded as a secondary-level school in 2014. The school has been providing quality education and is the only school in Ilam where Sanskrit, Vedic rituals, English language are part of the curriculum. 
 
The school has residential facilities as well, and many young students coming from other different parts of the country stay in the school building, which is in a dilapidated condition. 
 
The new school and hostel building would provide much- needed classrooms and safe residential area for the students thus creating an improved environment for learning.&nbsp;
