India edges past China over Bangladesh's Teesta water management project

Prime Minister Narendra Modi and his Bangladeshi counterpart Sheikh Hasina on Wednesday jointly inaugurated three projects via virtual mode, including a key rail link between Tripura’s Nischintapur and Gangasagar in the neighbouring country.

The other two projects inaugurated by Modi and Hasina are the 65-km Khulna-Mongla Port Rail Line and Unit 2 of the Maitree Super Thermal Power Plant in Bangladesh’s Rampal.

The cross-border rail project near Tripura’s capital Agartala and Akhaura in Bangladesh is expected to boost cross-border trade, and significantly reduce the travel time between Agartala and Kolkata via Dhaka.

Modi said the inauguration of the Agartala-Akhaura Cross Border Rail Link was a “historic” moment. "This is the first rail link between the northeast and Bangladesh," he said. All the three projects are India-assisted development initiatives.

The trial run of the 12.24-km rail project (6.78 km dual gauge line in Bangladesh and 5.46 km in Tripura) was completed on Monday, after a train from Gangasagar railway station in Brahmanbaria district of Bangladesh arrived at Nischintapur railway station.

“It is a matter of joy that we have connected once again to celebrate the success of the India-Bangladesh cooperation. In the past nine years, the work we have done together has not happened in decades,” Modi said in an interaction with Hasina over video-conference.

Hasina said the three projects would further strengthen the infrastructure development collaboration between the two countries.

“The joint inauguration of these important projects shows that we have a strong bond of friendship and collaboration... I also thank PM Modi for the warm hospitality during my visit in September for the G20 Summit,” she said.

&nbsp;“I think it is an instance for the world. We have proved that good relations with the neighbour accelerate the country’s development. It is a demonstration of having rare friendly relations and mutual cooperation. Bangladesh and India will attain many successes in the days to come through mutual cooperation, which will strengthen the relationship between the two countries,” Hasina said.&nbsp;

&nbsp;Meanwhile, Tripura Chief Minister Manik Saha said the rail project would enable the state to become the gateway to other northeastern states for trade, connectivity and tourism, and reduce the distance between Agartala and Kolkata via Dhaka from 1,600 km to 500 km.

As part of the Khulna-Mongla Port Rail Line, a 65-km broad gauge route was constructed between Bangladesh’s Mongla Port and the existing rail network in Khulna.

The Khulna–Mongla rail link line will help operate trains from Mongla to some of the western destinations of Bangladesh Railways and also to Dhaka via Khulna and Padma Bridge.

Bangladesh officials earlier said the line aims to operate freight trains to Gede, Radikapur and Singhabad of India and also some other destinations of Nepal and Bhutan.

After Nepal and Pakistan, now Bangladesh has sought explanation on the ‘Akhand Bharat’ [undivided India] mural that has been installed in the new Indian Parliament building.

Bangladesh’s Minister of State for Foreign Affairs Shahriar Alam said that he has “instructed” the Bangladesh Embassy in Delhi on Monday to contact India’s Ministry of External Affairs to “get India’s official explanation on this matter”.

However, he said that there was “no reason to express doubts” about the explanation that the Indian MEA&nbsp;had offered after protests erupted in Nepal against the mural.

But for “further clarification”, the government has asked the mission in Delhi to contact India’s foreign ministry, he added.

“What we have learnt is that India’s Ministry of External Affairs spokesperson said that this is a map of the Ashoka Empire, 300 years before the birth of Christ. It includes a map of the area at that time and a mural. The mural depicts the journey of people. There may be cultural similarities, but it has nothing to do with politics,” Alam was quoted as saying in local media.

The minister was referring to the statement provided by&nbsp;MEA spokesperson Arindam Bagchi during a recent press briefing.

“The mural in question depicts the spread of the Ashokan empire and the idea of responsible and people-oriented governance that he adopted and propagated. That’s what the mural and the plaque in front of the mural says. And I really don’t have anything further to add to that,” Bagchi had said.

Bangladesh is the third South Asian country that has raised objections to the mural that seemingly depicts India’s expanding boundaries across the sub-continent.

Pakistan was the first to raise the issue, followed by Nepal when its Prime Minister Pushpa Kamal Dahal 'Prachanda' came to India on a four-day visit.

'Akhand Bharat', which means ‘Undivided India’, was a concept espoused by Hindutva nationalists envisaging that neighbouring countries like Afghanistan, Bangladesh, Bhutan, the Maldives, Myanmar, Nepal, Pakistan and Sri Lanka would become a part of India. The concept seeks to recall the glorious past of undivided India, when past empires used to extend to much of geographical regions that are currently independent nations in South Asia and Southeast Asia.

Even though Bangladesh’s ruling establishment has sought clarification, the opposition parties seem to have taken umbrage at the mural saying that it threatens the country’s sovereignty.

According to the Prothom Alo newspaper, almost all parties except the ruling Awami league have spoken about the mural openly.

“There has been sharp reaction and debate in Bangladesh’s political circles over the map of ‘Akhand Bharat’ (Undivided India) that is on display in the form of a mural at India’s new Parliament building,” the daily reported.

Mirza Fakhrul Islam Alamgir, the BNP secretary-general, was quoted by the newspaper as saying: “Displaying Bangladesh as part of the undivided map of any other country is a threat to the country’s independence and sovereignty.”

India and Bangladesh have sought to create a model for regional cooperation besides reviving several connectivity initiatives over the last few years. The Akhaura-Agartala rail link will reopen soon, and it is also likely that&nbsp;Agartala and Chittagong will be connected by air in a few weeks. The two sides are expected to ink an agreement on interim sharing of water of the Kushiyara River during Hasina`s visit, ANI reported.

India and Bangladesh had finalised the text of the agreement on interim sharing of river waters last month. The text of the memorandum of understanding (MoU) was finalised at the 38th ministerial-level meeting of the India-Bangladesh Joint Rivers Commission (JRC) held in Delhi on August 25.&nbsp;

Bangladesh is an important partner under India`s "Neighbourhood First" policy. The cooperation extends to all fields including security, trade &amp; commerce, power &amp; energy, transport &amp; connectivity, science &amp; technology, defence, rivers, and maritime affairs among others. Bangladesh Prime Minister Sheikh Hasina reaches India on a four-day visit

In a significant break from protocol, Indian Defence Minister Rajnath Singh on Monday visited the Bangladesh high commission in Delhi on the occasion of the Armed Forces Day of Bangladesh.

He was accompanied by Chief of Defence Staff Bipin Rawat, Indian Army chief General MM Naravane, Air Chief Marshal Vivek Ram Chaudhari and &nbsp;Navy Chief Admiral Karambir Singh.

Bangladesh’s Armed Forces Day is observed every November 21. It was on this day in 1971 that the Battle of Garibpur began, in which Indian and Bangladeshi liberation forces came together against the Pakistani forces.

This year marks 50th anniversary of Bangladesh’s war of liberation that resulted in the emergence of the modern state of Bangladesh. The year is being celebrated both in India and Bangladesh.

Paying tributes to the “sacrifices made by the brave soldiers of the Indian Armed Forces, who stood steadfast with their Bangladeshi brothers and sisters”, the defence minister said, "The extraordinary leadership in India rose to the occasion against all odds and limitations in 1971, in support of a struggling nation fighting against the injustice and unspeakable atrocities perpetrated by the Pakistani Army."

The defence minister highlighted that “Indian Armed Forces and paramilitary forces worked together with the courageous Muktijoddhas (the fighters of the 1971 Bangladesh Liberation War) in their valiant struggle. In the course of the conflict, more than 1,650 brave Indian soldiers made the supreme sacrifice".

“I am glad that the cooperation between the Armed Forces of both countries is steadily progressing, by way of several activities - defence dialogue, staff talks, joint training, exercise and high-level exchanges. Defence cooperation between India and Bangladesh has increased with New Delhi extending USD 500 million Defence Line of Credit to further consolidate ties,” Singh said. &nbsp;

A tri-service contingent from Bangladesh Armed Forces participated at the Republic Day Parade in New Delhi this year. Similarly, a marching tri-service contingent of 122 members from India is expected to participate at the Victory Day Parade in Dhaka on 16 December 2021.

Earlier in March this year, Indian Prime Minister Narendra Modi visited Dhaka to mark the 50 years of Bangladesh’s Independence.

Both India and Bangladesh aim to revive all pre-1965 rail links. Speaking at the Independence Day celebration of his country at the high commission, he said, "Bangladesh has become a role model for fighting poverty, empowering women, disaster management. We have made commendable progress in achieving food security despite frequent natural disasters...The economy of Bangladesh is developing rapidly"

The economic size of Bangladesh is $330 billion,&nbsp;with GDP growth during COVID times standing at 5.2%. Now 99% of the country has access to electricity, 150 million people have a mobile phone and 100 mn are connected to the internet. It has its own satellite in space since 2018, and second one will be launched soon.

Bangladesh's textile industry is second largest in the world, fourth largest rice producer and is self-sufficient in food. Foodgrain production increased more than four times, from 1971 to 2020. This year, it fulfilled all the criteria to get the status of a developing country, from the Least Developed Country&nbsp;status.

Imran also paid tributes to Indian soldiers who laid down their lives for the liberation of his country in 1971. This year, the country is celebrating its 50th year of Independence from the then West Pakistan. March saw an almost a month-long celebration, including visits of leaders of India, Maldives, Nepali, Bhutan and Sri Lanka.

Imran said, "We recall with deep gratitude, the contribution of people and government of India for their moral and material support during our difficult days".

He pointed out&nbsp;that the "emotional bonds between India and Bangladesh stem from the invaluable contribution from the people and government of India in the war of liberation in 1971. In the last decade, relations have reached a golden chapter, achieving a comprehensive partnership covering all possible area of cooperation"

Both countries have seen high-level visits, including the visit of Prime Minister Narendra Modi and External Affairs Minister Jaishankar to Bangladesh in March. That was Modi's first foreign visit during Covid pandemic. Dhaka and Delhi are working to revive old connectivity routes and establish new ones.

"India will be able to use both land and water routes in Bangladesh, to go to northeastern states from the mainland", Imran said.

Earlier this year, a bridge over the Feni river was inaugurated, connecting India's North East with Bangladesh. The countries share 54 rives, maximum for any two countries globally.

Imran also spoke about the issue of Rohingyas, the displaced minority community from Myanmar that has taken refugee in the country. Bangladesh is hosting 1.2 million Rohingya refugees and is keen for "safe and early" repatriation of the community.

He said, "to keep on supporting them for an indefinite period would be asking too much for a country like us which has its own domestic development targets to achieve with limited resources...we all want to avoid the rise of any radicalism, which can seriously impact peace, stability, economic growth in the region and beyond".

The Independence Day celebration at the high commission saw large presence of Delhi's diplomatic community. India's Trade Minister Piyush Goyal was the chief guest.

This had come after Prime Minister Narendra Modi's shawl diplomacy -- wherein after his swearing-in ceremony in May, he gifted a shawl to the then prime minister of Pakistan, Nawaz Sharif, an invitee at the event. In a reciprocal gesture, Sharif gifted a saree to Modi for his mother.

The 'saree diplomacy' was furthered on the second day of Swaraj's visit when she was presented with two Jamdani sarees by Khaleda Zia, former prime minister and the chairperson of the main opposition Bangladesh Nationalist Party.

"Madam Zia brought with her two Jamdani sarees as she called on the Indian external affairs minister – one was for Sushma Swaraj and another for her daughter," Zia's press secretary Maruf Kamal Sohel had said at the time.

Sheikh Hasina had then already made the right noises by asking Modi to consider Bangladesh as his second home. But the 'saree diplomacy' revolutionised the New Delhi-Dhaka relationship.

Sushma Swaraj had then described her three-day visit to Bangladesh as very "fruitful and successful".

Swaraj also handed over Prime Minister Narendra Modi’s letter to Hasina in which the Indian PM thanked his Bangladeshi counterpart for her felicitations and expressed his desire to work together to ”ignite collective surge to prosperity” in South Asia.

Besides meeting Hasina, Swaraj held wide-ranging discussions with her Bangladeshi counterpart AH Mahmood Ali. Her last engagement in Dhaka was a 45-minute meeting with Raushan Ershad of Jatiya Party, who was also the Leader of the Opposition in Parliament.

A talking point for Swaraj was India’s decision to relax visa norms for minors and senior citizens, and to supply to additional 100 MW power from Tripura.

Two other issues on the table were the Land Border Agreement, which had then been vetoed by the Assam government as well as the local Assamese unit of the Bharatiya Janata Party and the proposed Teesta water sharing agreement that had been vetoed by the then Mamata Banerjee-government in West Bengal.

Increase in the frequency of Dhaka-Kolkata Maitree Express and introduction of a bus service on the Dhaka-Shillong-Guwahati route also figured in the talks.

Sushma Swaraj rounded off her two-day visit to Dhaka with a prayer at the Dhakeswari National Temple.

Coinciding with Sushma Swaraj’s visit to Bangladesh, border guards of the two countries met near Siliguri on June 25, 2014 and started their three-day long border coordination conference.

The 'saree diplomacy' of June, 2014 set the stage for more heart-to-heart talks between India and Bangladesh -- the most recent and the most anticipated one being Indian PM Modi's 2021 visit to Bangladesh.

Modi -- now in his second term as India's premier -- is visiting Bangladesh on March 26 and 27 on the invitation of Bangladesh PM Hasina. He will participate in the Bangladesh National Day celebrations on Friday.

The two prime ministers also held a virtual summit on December 17, 2020 -- in which Modi said Bangladesh was a key pillar of New Delhi's 'Neighbourhood First' policy, while Hasina described India as a "true friend".

The two countries also inked seven agreements to further broadbase cooperation in a plethora of sectors, and restored a cross-border rail link snapped by the 1965 war with Pakistan.

When India-Bangladesh diplomacy took the saree route

Khadi "Mujeeb Jackets" will be the centre of attraction during Prime Minister Narendra Modi`s two-day visit to Dhaka next week with dignitaries at the Indian High Commission wearing the signature garment honouring Sheikh Mujibur Rahman, Bangladesh`s Father of the Nation. 
 
The Khadi and Village Industries Commission (KVIC) has supplied 100 such custom-designed "Mujeeb Jackets" to the Indian High Commission in Dhaka. 
 
The garment will be the key attire of dignitaries during Prime Minister Modi`s diplomatic visit to the nation on March 26-27. 
 
"As Bangladesh celebrates `Mujib Borsho`, the birth centenary of Sheikh Mujibur Rahman, Cultural Centre of the Indian High Commission in Dhaka, had placed an order for 100 Mujeeb Jackets, ahead of the Prime Minister`s visit," KVIC Chairman, Vinai Kumar Saxena said. 
 
The "Mujeeb jacket" is an immensely popular outfit in Bangladesh. 
 
For the older generation, it is symbolic of the ideology of their great leader, while it has increasingly become a fashion statement for the youth of Bangladesh. 
 
Modi has always been particular about Khadi and its heritage and cultural value to strengthen diplomatic ties with foreign countries. 
 
In 2016, the BRICS leaders, which also includes Modi, had attended the summit in Khadi jackets in Goa. 
 
"The Prime Minister always accorded top priority to Khadi during his diplomatic visits. This is to carry forward the legacy of Mahatma Gandhi who always carried Khadi products specially a Khadi handkerchief with him and presented it to dignitaries during his foreign visits," Saxena said. 
 
The specially designed "Mujeeb Jackets" have been made of high-quality handcrafted Khadi fabric. The black Mujeeb Jackets have been designed with six buttons, two pockets on the lower half and a front pocket on the left, as worn by Rahman. 
 
In keeping with the eco-friendly nature of the fabric, the zip-covers for these jackets too have been made of black cotton fabric with "Khadi India" logo embroidered over it. 
 
These jackets will be carried in specially designed white coloured waste plastic-mixed carry bags made at KVIC`s Kumarappa National Handmade Paper Institute (KNHPI) in Jaipur. 
 
"Mujeeb Jacket" is historically significant in Bangladesh and it is a matter of great pride that these jackets made of Khadi fabric be adorned during the Bangladesh visit of Prime Minister Modi who is the biggest brand ambassador of Khadi, Saxena said. 
 
"Mujeeb jackets made of Khadi will add significantly to the historical and cultural values of the celebrations," he said, adding, this will also promote Khadi on the global and diplomatic platform in a big way. 
 
Since the jackets were meant for diplomatic purposes, KVIC accorded top priority to it and delivered the consignment before time. 
 
Earlier KVIC sent its high-quality cotton and silk masks to various countries.

The original 1971 concert was led by George Harrison and Ravi Shankar at New York's Madison Square Garden, and was key to raising international awareness regarding Bangladesh's war of liberation and the refugee crisis in East Pakistan.

The concert will be led by Dhani Harrison and Anoushka Shankar, the son, and daughter of the original "stars" of the concert -- George Harrison and Ravi Shankar. The entire event is being done under the aegis of India's Indian Council for Cultural Relations (ICCR). Ravi Shankar is known for taking Indian classical music to the West, while George Harrison, the lead guitarist of The Beatles, has been a famous cultural icon.

There can be an official announcement on the concert during Prime Minister Narendra Modi's visit to Dhaka from March 26 and 27. This will be the first foreign visit of the Indian prime minister in more than a year. His last foreign visit was to Dhaka in November, 2018.

According to estimates, the 1971 concert raised $12 million for Bangladesh. As many as 40,000 people came for the event.&nbsp;

India's External Affairs Minister&nbsp;S Jaishankar will fly to Bangladesh on a daylong visit on Thursday to finalise details of the trip of Prime Minister Narendra Modi later this month, as the two countries mark 50 years of diplomatic relations this year.

Bangladesh, which is also set to celebrate the 50th&nbsp;anniversary of Independence, looks forward to Modi's visit, the country's junior foreign minister has said.

Modi's visit, planned for&nbsp;March 26-27, will be his first trip abroad in more than a year.

The Indian prime minister and his Bangladeshi counterpart, Prime Minister Sheikh Hasina, had held a &nbsp;virtual summit on December 17, during which he described the South Asian neighbour a "'pillar of India’s Neighbourhood First&nbsp;policy."

On Thursday, Jaishankar will hold talks with his Bangladeshi counterpart AK Abdul Momen on water sharing, trade, borders, connectivity and other bilateral issues. Multiple sources said the two sides would discuss the necessary steps to further strengthen bilateral ties through Modi's visit.

Jaishankar will also call on Prime Minister Hasina.

The Indian minister is expected to arrive in Dhaka by a special aircraft at 10am on Thursday and will leave the same day.

He will attend a joint media briefing after talks with Momen at the state guesthouse Padma.

"There are always some expectations centering all the visits, or least to take forward the issues through discussions,"' Bangladesh State Minister for Foreign Affairs M Shahriar Alam told reporters on Tuesday, adding that they keep deliverables for the big visit.

Asked about the agenda of the meeting, Alam&nbsp;said they will discuss connectivity, trade and regional cooperation.

Noting that the&nbsp;Covid-19 pandemic has not only ‘’created health emergencies&nbsp;but also economic emergency,''&nbsp;Alam said Jaishankar and Momen will discuss ways to remove barriers to export and import activities.

The two prime ministers had decided to conduct a joint feasibility study for a comprehensive economic partnership&nbsp;agreement. Dhaka will urge it to be started soon, said the minister.

‘‘We are not at all worried about what another country might think when we get closer to one country,’’ he said when asked if&nbsp;China would be happy with the economic partnership.

&nbsp;"Prime Minister Sheikh Hasina's diplomacy has long since allayed this fear. I don't think anyone should have any doubts. Neither India nor China,’’ he added.

"We want to discuss the Teesta [water sharing], the other six rivers, the Rahimpur canal and other unresolved issues," a Bangladeshi foreign ministry official told WION on condition of anonymity. He said the issue of Teesta would naturally come up for discussion. Bangladesh hopes that the agreement will be signed soon as promised in 2011.

Bangladesh wants to establish itself as a 'connectivity hub' in the region and India can take advantage of it, another Bangladeshi official told&nbsp;WION. He said Bangladesh wants to be connected to the India-Myanmar-Thailand trilateral highway. The two sides would also discuss Dhaka's proposal in this regard. Bangladesh has also proposed five new routes for connectivity&nbsp;with Nepal and Bhutan through India, which are under consideration by New Delhi.

There is also a possibility of discussing Rohingya migrants, maritime economy and other issues, he added.

There are still many unresolved issues between Bangladesh and India. Dhaka wants to discuss this issue seriously during PM Modi's visit, the minister said.

Bangladesh signed a deal with the Serum Institute of India on Thursday to buy 30 million doses of potential coronavirus vaccine being developed by British drugmaker AstraZeneca.

AstraZeneca’s experimental COVID-19 vaccine is seen as one of the most advanced candidates in the race against the novel coronavirus.

"Whenever the vaccine is ready, the Serum Institute will give us 30 million doses in the first phase," health minister Zahid Maleque told reporters after the deal was signed in Dhaka.

He said five million doses of vaccine per month would be purchased through Bangladesh's drug maker, Beximco Pharmaceuticals.

"We'll be able to vaccinate 15 million people as two shots of vaccine are required for each person 28 days apart," Maleque said.

Bangladesh was in talks with development partners, including the World Bank and Asian Development Bank, to secure funds for the vaccine, government officials said.

Meanwhile, Sinovac Biotech's late-stage trial of a potential coronavirus vaccine in Bangladesh has become uncertain after Dhaka refused to meet the Chinese company's demand for co-funding.

Experts fear Bangladesh might face another surge in infections during the winter, having so far confirmed 416,006 cases, including 6,021 deaths.

The Serum Institute, the world's largest manufacturer of vaccines by volume, has partnered with AstraZeneca, the Gates Foundation and the Gavi vaccine alliance to produce more than a billion doses of a COVID-19 vaccine for global supply.
