As India-Bangladesh connectivity firms up, a goods train from Haldibari in India reached Chilahati in Bangladesh on Sunday. The rail link brought with it construction material, and heralds commercial engagement between the two sides. The service between the two sides is expected to be around 20 times per month.

"India and Bangladesh have started regular operation of freight trains through the Haldibari — Chilahati Rail Route w.e.f 1st August 2021. Indian Railways dispatched the first freight train loaded with stones from Damdim Station of Northeast Frontier Railway to Bangladesh today," the Indian high commission in Dhaka in a statement said.

The Haldibari-Chilahati rail link was inaugurated in December 2020 during a virtual summit between PM Modi and Bangladesh PM Hasina. On the inauguration day, a goods train was flagged off by the Railway Minister of Bangladesh, Md. Nurul Islam Sujan, from Chilahati station.

Both India and Bangladesh aim to revive all pre-1965 rail links. As of now, five links connecting West Bengal with Bangladesh have been made operational which include Petrapole (India) - Benapole (Bangladesh), Gede (India) - Darshana (Bangladesh), Singhabad (India) Rohanpur (Bangladesh), Radhikapur (India) - Birol (Bangladesh) with Haldibari-Chilahati forming the fifth such link.

Chilahati-Haldibari rail link will be used for passenger train service — Mitali Express. This train is on Dhaka-New Jalpaiguri-Dhaka route, which was inaugurated jointly by PM Modi and PM Hasina, during the latter's Dhaka visit in March. As of now, both countries are working on two rail links — the Karimganj/Mahisasan (India) – Shahbazpur (Bangladesh) rail link and Agartala – Akhaura (Bangladesh) rail link connecting Tripura and Bangladesh.

In addition to this, railways through which connectivity is being firmed up but via bridges, ports and inland waterways. March saw both leaders inaugurating a road bridge over River Feni in Tripura. In 2019, an agreement was signed for use of Bangladeshi ports of Chattogram and Mongla Ports, and for this, a trial run of trans-shipment of Indian cargo through Chattogram Port to Tripura was conducted in July 2020. The second addendum to Protocol on Inland Waterways Trade and Transit (PIWTT), signed in May 2020, saw two more inland water routes being added that will link Tripura to National Waterways.

Fifth pre-1965 rail link operationalised between India, Bangladesh

Bangladeshi's high commissioner to India Muhammad Imran has highlighted his country's economic progress and how the country is developing fast.

Speaking at the Independence Day celebration of his country at the high commission, he said, "Bangladesh has become a role model for fighting poverty, empowering women, disaster management. We have made commendable progress in achieving food security despite frequent natural disasters...The economy of Bangladesh is developing rapidly"

The economic size of Bangladesh is $330 billion, with GDP growth during COVID times standing at 5.2%. Now 99% of the country has access to electricity, 150 million people have a mobile phone and 100 mn are connected to the internet. It has its own satellite in space since 2018, and second one will be launched soon.

Bangladesh's textile industry is second largest in the world, fourth largest rice producer and is self-sufficient in food. Foodgrain production increased more than four times, from 1971 to 2020. This year, it fulfilled all the criteria to get the status of a developing country, from the Least Developed Country status.

Imran also paid tributes to Indian soldiers who laid down their lives for the liberation of his country in 1971. This year, the country is celebrating its 50th year of Independence from the then West Pakistan. March saw an almost a month-long celebration, including visits of leaders of India, Maldives, Nepali, Bhutan and Sri Lanka.

Imran said, "We recall with deep gratitude, the contribution of people and government of India for their moral and material support during our difficult days".

"Bangladesh acknowledges the support received from our neighbours and remember our friends around the world who stood beside us for our just cause."

Bangladesh will be building a memorial for Indian soldiers in Ashuganj near Dhaka, the foundation stone for which was laid during PM Modi's Bangladesh visit in March.

He pointed out that the "emotional bonds between India and Bangladesh stem from the invaluable contribution from the people and government of India in the war of liberation in 1971. In the last decade, relations have reached a golden chapter, achieving a comprehensive partnership covering all possible area of cooperation"

Both countries have seen high-level visits, including the visit of Prime Minister Narendra Modi and External Affairs Minister Jaishankar to Bangladesh in March. That was Modi's first foreign visit during Covid pandemic. Dhaka and Delhi are working to revive old connectivity routes and establish new ones.

"India will be able to use both land and water routes in Bangladesh, to go to northeastern states from the mainland", Imran said.

Earlier this year, a bridge over the Feni river was inaugurated, connecting India's North East with Bangladesh. The countries share 54 rives, maximum for any two countries globally.

Imran also spoke about the issue of Rohingyas, the displaced minority community from Myanmar that has taken refugee in the country. Bangladesh is hosting 1.2 million Rohingya refugees and is keen for "safe and early" repatriation of the community.

He said, "to keep on supporting them for an indefinite period would be asking too much for a country like us which has its own domestic development targets to achieve with limited resources...we all want to avoid the rise of any radicalism, which can seriously impact peace, stability, economic growth in the region and beyond".

The Independence Day celebration at the high commission saw large presence of Delhi's diplomatic community. India's Trade Minister Piyush Goyal was the chief guest.

Bangladesh envoy highlights country's economic progress, pays tributes to Indian soldiers for Liberation War

India and Bangladesh are entering the new decade with momentum in bilateral ties. But domestic and external forces are trying to sabotage the relationship. How both sides navigate these challenges will determine the Asian age. WION's Palki Sharma gets you a report.

Gravitas: Will China derail India-Bangladesh ties?

Back in June 2014, the late Sushma Swaraj steered the diplomatic relations of India with its friendly neighbour on to an unfamiliar but familial road: the saree route.

It was her first standalone overseas visit after taking office as India's external affairs minister, and Swaraj, known for her knack of outwitting her opponents by sheer grace, and presence of mind, overwhelmed Bangladesh and its premier with the Indian warmth.

Prime Minister of Bangladesh, Sheikh Hasina, departed from protocol on June 26, 2014, and received Swaraj at the reception of her office. She hugged Swaraj and warmly greeted her.

Swaraj then presented an off-white saree to Hasina that she herself had chosen for her -- the start of sisterhood between two fierce and strong women.

Hasina reciprocated the gesture and gifted the famous Jamdani saree to Swaraj.

This had come after Prime Minister Narendra Modi's shawl diplomacy -- wherein after his swearing-in ceremony in May, he gifted a shawl to the then prime minister of Pakistan, Nawaz Sharif, an invitee at the event. In a reciprocal gesture, Sharif gifted a saree to Modi for his mother.

The 'saree diplomacy' -- as many term it -- however, bore a deeper significance for India and Bangladesh. It established the contribution of women into strengthening of diplomatic relations besides cementing bilateral ties.

The 'saree diplomacy' was furthered on the second day of Swaraj's visit when she was presented with two Jamdani sarees by Khaleda Zia, former prime minister and the chairperson of the main opposition Bangladesh Nationalist Party.

"Madam Zia brought with her two Jamdani sarees as she called on the Indian external affairs minister – one was for Sushma Swaraj and another for her daughter," Zia's press secretary Maruf Kamal Sohel had said at the time.

Sheikh Hasina had then already made the right noises by asking Modi to consider Bangladesh as his second home. But the 'saree diplomacy' revolutionised the New Delhi-Dhaka relationship.

Sushma Swaraj had then described her three-day visit to Bangladesh as very "fruitful and successful".

Swaraj also handed over Prime Minister Narendra Modi’s letter to Hasina in which the Indian PM thanked his Bangladeshi counterpart for her felicitations and expressed his desire to work together to ”ignite collective surge to prosperity” in South Asia.

Besides meeting Hasina, Swaraj held wide-ranging discussions with her Bangladeshi counterpart AH Mahmood Ali. Her last engagement in Dhaka was a 45-minute meeting with Raushan Ershad of Jatiya Party, who was also the Leader of the Opposition in Parliament.

A talking point for Swaraj was India’s decision to relax visa norms for minors and senior citizens, and to supply to additional 100 MW power from Tripura.

Two other issues on the table were the Land Border Agreement, which had then been vetoed by the Assam government as well as the local Assamese unit of the Bharatiya Janata Party and the proposed Teesta water sharing agreement that had been vetoed by the then Mamata Banerjee-government in West Bengal.

Increase in the frequency of Dhaka-Kolkata Maitree Express and introduction of a bus service on the Dhaka-Shillong-Guwahati route also figured in the talks.

Sushma Swaraj rounded off her two-day visit to Dhaka with a prayer at the Dhakeswari National Temple.

Coinciding with Sushma Swaraj’s visit to Bangladesh, border guards of the two countries met near Siliguri on June 25, 2014 and started their three-day long border coordination conference.

The two countries also inked seven agreements to further broadbase cooperation in a plethora of sectors, and restored a cross-border rail link snapped by the 1965 war with Pakistan.

When India-Bangladesh diplomacy took the saree route

Khadi "Mujeeb Jackets" will be the centre of attraction during Prime Minister Narendra Modi`s two-day visit to Dhaka next week with dignitaries at the Indian High Commission wearing the signature garment honouring Sheikh Mujibur Rahman, Bangladesh`s Father of the Nation.

The Khadi and Village Industries Commission (KVIC) has supplied 100 such custom-designed "Mujeeb Jackets" to the Indian High Commission in Dhaka.

The garment will be the key attire of dignitaries during Prime Minister Modi`s diplomatic visit to the nation on March 26-27.

"As Bangladesh celebrates `Mujib Borsho`, the birth centenary of Sheikh Mujibur Rahman, Cultural Centre of the Indian High Commission in Dhaka, had placed an order for 100 Mujeeb Jackets, ahead of the Prime Minister`s visit," KVIC Chairman, Vinai Kumar Saxena said.

The "Mujeeb jacket" is an immensely popular outfit in Bangladesh.

For the older generation, it is symbolic of the ideology of their great leader, while it has increasingly become a fashion statement for the youth of Bangladesh.

Modi has always been particular about Khadi and its heritage and cultural value to strengthen diplomatic ties with foreign countries.

In 2016, the BRICS leaders, which also includes Modi, had attended the summit in Khadi jackets in Goa.

"The Prime Minister always accorded top priority to Khadi during his diplomatic visits. This is to carry forward the legacy of Mahatma Gandhi who always carried Khadi products specially a Khadi handkerchief with him and presented it to dignitaries during his foreign visits," Saxena said.

The specially designed "Mujeeb Jackets" have been made of high-quality handcrafted Khadi fabric. The black Mujeeb Jackets have been designed with six buttons, two pockets on the lower half and a front pocket on the left, as worn by Rahman.

In keeping with the eco-friendly nature of the fabric, the zip-covers for these jackets too have been made of black cotton fabric with "Khadi India" logo embroidered over it.

These jackets will be carried in specially designed white coloured waste plastic-mixed carry bags made at KVIC`s Kumarappa National Handmade Paper Institute (KNHPI) in Jaipur.

"Mujeeb Jacket" is historically significant in Bangladesh and it is a matter of great pride that these jackets made of Khadi fabric be adorned during the Bangladesh visit of Prime Minister Modi who is the biggest brand ambassador of Khadi, Saxena said.

"Mujeeb jackets made of Khadi will add significantly to the historical and cultural values of the celebrations," he said, adding, this will also promote Khadi on the global and diplomatic platform in a big way.

Since the jackets were meant for diplomatic purposes, KVIC accorded top priority to it and delivered the consignment before time.

Earlier KVIC sent its high-quality cotton and silk masks to various countries.

Khadi 'Mujeeb Jackets' to add sheen during Modi's Bangladesh visit

India will organise the famous "Concert for Bangladesh" later year this even as Dhaka marks the 50th year of its Independence.

The original 1971 concert was led by George Harrison and Ravi Shankar at New York's Madison Square Garden, and was key to raising international awareness regarding Bangladesh's war of liberation and the refugee crisis in East Pakistan.

The concert will be led by Dhani Harrison and Anoushka Shankar, the son, and daughter of the original "stars" of the concert -- George Harrison and Ravi Shankar. The entire event is being done under the aegis of India's Indian Council for Cultural Relations (ICCR). Ravi Shankar is known for taking Indian classical music to the West, while George Harrison, the lead guitarist of The Beatles, has been a famous cultural icon.

There can be an official announcement on the concert during Prime Minister Narendra Modi's visit to Dhaka from March 26 and 27. This will be the first foreign visit of the Indian prime minister in more than a year. His last foreign visit was to Dhaka in November, 2018.

According to estimates, the 1971 concert raised $12 million for Bangladesh. As many as 40,000 people came for the event.

Such was the magnitude of the concert that it became hard for the US to support Pakistan fearing a backlash domestically. So much so that the naval ship the US had sent into the Bay Of Bengal to help the then ally West Pakistan remained only a show of force achieving nothing on ground.

India to organise 'Concert for Bangladesh' with Anoushka Shankar, Dhani Harrison later this year

India's External Affairs Minister S Jaishankar will fly to Bangladesh on a daylong visit on Thursday to finalise details of the trip of Prime Minister Narendra Modi later this month, as the two countries mark 50 years of diplomatic relations this year.

Bangladesh, which is also set to celebrate the 50th anniversary of Independence, looks forward to Modi's visit, the country's junior foreign minister has said.

Modi's visit, planned for March 26-27, will be his first trip abroad in more than a year.

The Indian prime minister and his Bangladeshi counterpart, Prime Minister Sheikh Hasina, had held a virtual summit on December 17, during which he described the South Asian neighbour a "'pillar of India’s Neighbourhood First policy."

On Thursday, Jaishankar will hold talks with his Bangladeshi counterpart AK Abdul Momen on water sharing, trade, borders, connectivity and other bilateral issues. Multiple sources said the two sides would discuss the necessary steps to further strengthen bilateral ties through Modi's visit.

Jaishankar will also call on Prime Minister Hasina.

The Indian minister is expected to arrive in Dhaka by a special aircraft at 10am on Thursday and will leave the same day.

He will attend a joint media briefing after talks with Momen at the state guesthouse Padma.

"There are always some expectations centering all the visits, or least to take forward the issues through discussions,"' Bangladesh State Minister for Foreign Affairs M Shahriar Alam told reporters on Tuesday, adding that they keep deliverables for the big visit.

Asked about the agenda of the meeting, Alam said they will discuss connectivity, trade and regional cooperation.

Noting that the Covid-19 pandemic has not only ‘’created health emergencies but also economic emergency,'' Alam said Jaishankar and Momen will discuss ways to remove barriers to export and import activities.

The two prime ministers had decided to conduct a joint feasibility study for a comprehensive economic partnership agreement. Dhaka will urge it to be started soon, said the minister.

‘‘We are not at all worried about what another country might think when we get closer to one country,’’ he said when asked if China would be happy with the economic partnership.

"We want to discuss the Teesta [water sharing], the other six rivers, the Rahimpur canal and other unresolved issues," a Bangladeshi foreign ministry official told WION on condition of anonymity. He said the issue of Teesta would naturally come up for discussion. Bangladesh hopes that the agreement will be signed soon as promised in 2011.

Bangladesh wants to establish itself as a 'connectivity hub' in the region and India can take advantage of it, another Bangladeshi official told WION. He said Bangladesh wants to be connected to the India-Myanmar-Thailand trilateral highway. The two sides would also discuss Dhaka's proposal in this regard. Bangladesh has also proposed five new routes for connectivity with Nepal and Bhutan through India, which are under consideration by New Delhi.

The Indian prime minister and his Bangladeshi counterpart, Prime Minister Sheikh Hasina, had held a virtual summit on December 17, during which he described the South Asian neighbour a "'pillar of India’s Neighbourhood First policy." On Thursday, Jaishankar will hold talks with his Bangladeshi counterpart AK Abdul Momen on water sharing, trade, borders, connectivity and other bilateral issues. "Prime Minister Sheikh Hasina's diplomacy has long since allayed this fear. I don't think anyone should have any doubts. Neither India nor China,’’ he added. Bangladesh signed a deal with the Serum Institute of India on Thursday to buy 30 million doses of potential coronavirus vaccine being developed by British drugmaker AstraZeneca.

AstraZeneca’s experimental COVID-19 vaccine is seen as one of the most advanced candidates in the race against the novel coronavirus.

"Whenever the vaccine is ready, the Serum Institute will give us 30 million doses in the first phase," health minister Zahid Maleque told reporters after the deal was signed in Dhaka.

He said five million doses of vaccine per month would be purchased through Bangladesh's drug maker, Beximco Pharmaceuticals.

"We'll be able to vaccinate 15 million people as two shots of vaccine are required for each person 28 days apart," Maleque said.

Bangladesh was in talks with development partners, including the World Bank and Asian Development Bank, to secure funds for the vaccine, government officials said.

Meanwhile, Sinovac Biotech's late-stage trial of a potential coronavirus vaccine in Bangladesh has become uncertain after Dhaka refused to meet the Chinese company's demand for co-funding.

Experts fear Bangladesh might face another surge in infections during the winter, having so far confirmed 416,006 cases, including 6,021 deaths.

The Serum Institute, the world's largest manufacturer of vaccines by volume, has partnered with AstraZeneca, the Gates Foundation and the Gavi vaccine alliance to produce more than a billion doses of a COVID-19 vaccine for global supply.

It is holding trials for three potential coronavirus vaccines, including one licensed to AstraZeneca by Oxford University.

AstraZeneca has signed several supply and manufacturing deals with companies and governments around the world, while data in October showed the vaccine produces a immune response in both old and young adults.

India will handover 10 broad-gauge diesel locomotives to Bangladesh on Monday, providing the neighbouring country mobility solutions for both intra-country and inter-country movement.

Senior dignitaries from both the countries are expected to flag off the handover, which will be conducted via video conferencing, according to a statement.

The dignitaries include foreign ministers, railways ministers and high commissioners of both the countries, Railway Board chairman and others officials at the local stations on both sides of the border, it said.

The physical location of the handover will be the Gede station of the Eastern Railway in West Bengal's Nadia district and the receiving station of Darshana on the Bangladesh side.
Bangladesh had sent a proposal to India in April last year for procurement of these locos, with 72 per cent of its present ones already crossing their economic life.

The 3300 HP WDM3D locos being given to Bangladesh have a residual life of 28 years or more and are designed for a speed of 120 kmph. They are suitable for hauling freight as well as passenger trains and have a microprocessor-based control system.

"It will help in movement within Bangladesh as well as inter country movement," the statement said.

"The Railways has modified the locos to suit the maximum height restrictions in BR (Bangladesh Railway)," it said. "We are keen to partner with BR for supply and maintenance of all types of rolling stock."

These locomotives would provide improved train operations within the BR and also for interchange with the Indian Railways, and strengthen the partnership between both the transporters.

This comes after a Standard Operating Procedure (SOP) was signed and exchanged by India and Bangladesh in the presence of Prime Minister Narendra Modi and his Bangladeshi counterpart Sheikh Hasina on October 5.

"During the official visit of Sheikh Hasina, Prime Minister of People's Republic of Bangladesh to India, a Standard Operating Procedure (SOP) wherein Bangladesh allowed the use of its Chattogram and Mongla Ports for movement of goods to and from India through its territory was signed and exchanged by India and Bangladesh before the Prime Ministers of India and Bangladesh on October 5, 2019," an official release said.

"The SOP on use of Chattogram and Mongla ports has been finalised after the two countries signed an MoU on June 6, 2015, and an Agreement on October 25, 2018," it said.

The agreement and SOP permit the movement of goods in Bangladesh through waterways, rail, road or multi-modal transport.

Eight routes are provided under the Agreement which would enable access of North East Region (NER) via Bangladesh.

The routes identified comprise Chattogram/Mongla Port to Agartala (Tripura) via Akhura, Chattogram/Mongla Port to Dawki (Meghalaya) via Tamabil, Chattogram/Mongla Port to Sutarkandi (Assam) via Sheola and Chattogram/Mongla Port to Srimantpur (Tripura) via Bibirbazar and vice versa.

Union Minister of State Shipping Mansukh Mandaviya said that the decision will pave way for the development of the North East region.

"On October 5, an SOP was exchanged between Indian and Bangladesh. It will open gates for development of North East. We would use Mangla and Chatogram ports for connectivity of North East. Logistics cost will decrease. Cargo used to reach North East by rail and road. Now, cargo will go there by inland waterways and sea route from any part of the country," Mandaviya told ANI.

After the SOP, three landlocked states of India viz Assam, Meghalaya and Tripura will get access to open sea trade routes from Chattogram and Mongla ports via Indian ports.

Tripura will be connected to Chattogram Port through the Maitree Setu on Feni river at Sabroom in South Tripura and Ramgarh in Bangladesh. While Agartala is 135 kilometres from Sabroom, Chattogram port is 75 kilometres from Sabroom.

"Cargo transportation through IBP waterway route from Kolkata/ Haldia to North East is limited to 2000 ton vessels. Now, larger ships carrying cargo destined for North East can call at Chattogram and Mongla ports thereby increasing trade volumes and reducing logistic costs," an official release said.
On shipping and maritime affairs, India and Bangladesh have had very close cooperation in the last few years.

"Under the Protocol on Inland Water Transit and Trade, in addition to the five Ports of Call (POC), Dhubri (India) and Pangaon (Bangladesh) have been added and both countries have agreed to add for more POCs in each country," read the release.

"Dredging has commenced under an MOU signed by the two countries on the development of fairway in selected stretches of Bangladesh waterways with Government of India bearing 80 per cent of the project expenditure and the balance by Government of Bangladesh. Cruise services have also commenced between the two countries promoting people to people contact after an MOU and SOP were signed," it said.

Cricket fans of India and Bangladesh thronged Edgbaston Stadium in Birmingham on Tuesday to watch their countries take on each other on their road to the semifinals of World Cup. England broke India's undefeated streak in the last match here on the same ground. However, India still sits in a comfortable position in the points-table right below Australia.

Prime Minister Narendra Modi today assured Bangladesh of an "early solution" to the emotive Teesta water sharing issue, a pact on which has remained elusive for nearly seven years.

The two sides inked nearly two dozen pacts in key areas of defence and civil nuclear cooperation after "productive" talks between Modi and Bangladesh Prime Minister Sheikh Hasina here.

Modi held extensive discussions with Hasina on ways to strengthen ties between the two countries after which he announced a line of concessional credit of USD 4.5 billion for implementation of projects in Bangladesh.

Announcing an additional line of credit of USD 500 million to Bangladesh for military supplies, Modi said it will be driven by the requirement of that country.

However, the much-delayed pact on Teesta water sharing remained elusive for the two sides. Stressing that the deal was "important" for India-Bangladesh ties, Modi assured India's commitment to the issue.

He said an "early solution can and will be found" to the Teesta water sharing issue.

The Teesta deal was set to be signed during the then Prime Minister Manmohan Singh's visit to Bangladesh in September, 2011 but was postponed at the last minute due to objections by West Bengal Chief Minister Mamata Banerjee.

Teesta water is crucial for Bangladesh especially in the leanest period from December to March when the water flow often temporarily comes down to less than 1,000 cusecs from 5,000 cusecs.
