The Taliban regime has appointed Ikramuddin Kamil as the acting consul in the Afghan mission in Mumbai, Afghan media has reported.

It is the first such appointment made by the Taliban set up to any Afghan mission in India.

Kamil holds a PhD degree in international law and previously served as the deputy director in the department of security cooperation and border affairs in the foreign ministry, it said.

He is expected to facilitate consular services and represent the interests of Afghanistan in India, the report added.

Kamil's appointment comes days after the external affairs ministry's point-person for Afghanistan held talks with the Taliban's acting defence minister, Mullah Mohammad Yaqoob, in Kabul.

Sher Mohammad Abbas Stanikzai, the Taliban's deputy foreign minister for political affairs, also posted on X about Kamil's appointment.

The appointment of Kamil is seen as part of efforts to facilitate consular services to the Afghan population in Mumbai.

There has been almost negligible presence of diplomatic staff at the Afghan missions in India.

Most of the diplomats appointed by the Ashraf Ghani government have already left India.

In May, Zakia Wardak, the seniormost Afghan diplomat in India, resigned from her position after reports emerged that she was caught at the Mumbai airport for allegedly trying to smuggle 25 kg of gold worth Rs 18.6 crore from Dubai.

Wardak had taken charge as the acting ambassador of Afghanistan to New Delhi late last year, after working as the Afghan consul general in Mumbai for more than two years.

She took charge of the Afghan embassy in New Delhi last November, after the mission helmed by then ambassador Farid Mamundzay announced its closure.

Mamundzay, who was an appointee of the Ghani government, had moved to the United Kingdom.

In the letter, MK Stalin touched upon the two incidents from Sunday, November 9, and Tuesday, November 12, where a total of 35 fishermen from Tamil Nadu, and their four boats were taken into custody by Sri Lankan authorities. <h2>Meetings between Indian and Sri Lankan authorities&nbsp;</h2>

In recent days, maritime security agencies from India and Sri Lanka have been meeting to discuss various issues, including efforts to combat transnational maritime crime and to promote regional cooperation.&nbsp;

The 7th Annual High-Level Meeting (HLM) between the Indian Coast Guard (ICG) and the Sri Lanka Coast Guard (SLCG) was conducted on November 11, in Colombo, Sri Lanka.&nbsp;

The meeting underscored the commitment of both the Coast Guards to jointly address a plethora of maritime challenges including drug trafficking, marine pollution, the safety of mariners, adoption of best practices, capacity-building programmes, and other collaborative arrangements.

The meeting between the Coast Guard leadership comes barely a week after the 34th India and Sri Lanka Navy &amp; Coast Guard International Maritime Boundary Line (IMBL) meeting, chaired by senior officials of the Indian and Sri Lankan Navies.&nbsp;

This meeting was held onboard the Sri Lankan Naval Ship SLNS Vijayabahu in Palk Bay on November 6, 2024.&nbsp;

Representatives from both sides held discussions with a special focus on maritime security in Palk Bay &amp; Gulf of Mannar, the safety of fishermen, and ways to enhance fishermen’s response to real-time communications.

The 7th Annual High-Level Meeting (HLM) between the Indian Coast Guard (ICG) and the Sri Lanka Coast Guard (SLCG) was conducted on Monday, 11th November, at Colombo, Sri Lanka.

The meeting is aimed at enhancing the collaborative efforts to combat transnational maritime crime and promote regional cooperation. The annual meeting is as outlined in the Memorandum of Understanding (MoU) signed between both maritime agencies in May 2018.

The four member ICG delegation is led by Director General S. Paramesh, Chief of the Indian Coast Guard, while the SLCG side is led by Rear Admiral YR Serasinghe, Director General, Sri Lanka Coast Guard.&nbsp;

The meeting underscores the commitment of both the Coast Guards to jointly address a plethora of maritime challenges, including drug trafficking, marine pollution, safety of mariners, adoption of best practices, capacity-building programmes and other collaborative arrangements.

JP Nadda, who is also the union health minister, stressed the children born to the ‘infiltrators’ following their marriage with local women will not be given tribal status.

"Every Bangladeshi will be thrown out of Jharkhand and along with that the way they marry tribal sisters and want rights on their tribal land, the children born from them will not be given any tribal rights," said the BJP national president. “If a team denies to participate, they need to have a solid reason to justify their call. Just like in 1996, the West Indies and Australia did not go to Sri Lanka but still reached the final. If you make a reason for security, then it is not a solid reason. Teams like Australia, New Zealand, England, and South Africa are coming to Pakistan," he added.

The ED said that some of the victims of this scam were "manipulated" by fraudsters using fake arrests. Criminals pose as officials from agencies like the Customs Department or the Central Bureau of Investigation (CBI) to coerce victims into transferring large amounts of money by concocting scenarios that falsely implicate them in illegal activities. This method of psychological manipulation can devastate victims financially and emotionally.

The ED's chargesheet, filed on October 10, identifies the eight accused individuals as&nbsp;Charan Raj C, Kiran S K, Shahi Kumar M, Sachin M, Tamilarasan, Prakash R, Ajith R, and Aravindan, and&nbsp;24 associated shell companies. All accused individuals are currently in judicial custody, with the ED alleging that the total proceeds from these cybercrimes amount to an astonishing ₹159 crore.

According to the ED's findings, the perpetrators obtained numerous SIM cards linked to shell company bank accounts, which were then used to create untraceable WhatsApp accounts. This anonymity provided them with the means to execute their scams with a significantly reduced risk of detection. Two terrorists were killed by security forces during an encounter in Jammu and Kashmir's Anantnag district on Saturday (Nov 2), officials said.

The encounter broke out after security forces initiated an anti-terrorist operation in the Halkan Gali area.

"Based on specific input, a Joint Operation was launched by the Indian Army, Jammu and Kashmir Police, and Srinagar Sector CRPF in gen area Halkan Gali, Anantnag. On 02 Nov 2024, suspicious movement near Halkan Gali was observed and challenged by vigilant troops, as a result, terrorists opened indiscriminate fire on their own column. Own troops effectively retaliated, resulting in the elimination of two terrorists. Operation is in progress," Chinar Corps, Indian Army posted on X.

In another incident on Friday, terrorists fired upon two non-locals in Mazhama, in the Magam area of Budgam district. After the incident security forces cordoned off the whole area to nab the attackers.

Uttar Pradesh Chief Minister Yogi Adityanath led the celebrations in Ayodhya. Along with Yogi, other cabinet ministers also joined him in lighting the first few lamps for the launch of the celebration.&nbsp;

Ayodhya created a new Guinness World Record by lighting 2,512,585 diyas on Ram ki Paidi and 54 other ghats along the Saryu River.&nbsp;

Police in the Indian city of Nagpur identified a man from Maharashtra's Gondia as the person responsible for the recent wave of hoax bomb threats, causing delayed flights and high security at airports.&nbsp;

According to the Nagpur police, 35-year-old Jagdish Uikey has been named as the suspect behind these hoax threats.&nbsp;

Earlier in 2021 also, Uikey, an author of a book on terrorism, was arrested in a case, the police said.&nbsp;

"Uikey is currently on the run after these emails were traced back to him," the senior police official said.

10 Indians arrested every hour for trying to enter US illegally in last one year, reveals data

India is currently harnessing only a fraction of the immense wind energy generation potential that it possesses. "We have the potential for 1100 Gigawatts (1 Gigawatt = billion watts) of wind energy generation, but are only generating 47 Gigawatts," said Lalit Bohra, joint secretary of India's Ministry of New and Renewable Energy (MNRE), quoting estimates from the National Institute of Wind Energy (NIWE). His remarks came during an address at Windergy 2024, India's premier wind energy trade fair and conference, supported by the MNRE.

Speaking at the event, he elaborated on the Indian government's ambitious goal of achieving 500 gigawatts of installed electricity capacity from non-fossil fuels (renewable energy and nuclear) by 2030. Of these 500 gigawatts that is meant to be generated from non-fossil fuels, wind energy is expected to contribute 100 gigawatts. However, there are several challenges including the slow addition of wind energy generation infrastructure, power grid infrastructure, issues with land acquisition, shortage of skilled human resources, among others.

Lalit Bohra also touched upon the need for industry-academia collaboration to ensure that there is a constant supply of skilled human resources for the wind energy sector in India. Highlighting how Indian-made equipment and wind turbines are being exported, he indicated that there is a huge potential in offering the country’s talent to the global wind energy sector. He also mentioned the need for India to develop the capability to indigenously design and develop advanced wind turbines. Notably, India lacks specific design centres for this purpose, and efforts are underway to establish them with government support.

Shifting to the cyclone situation in India, Johari&nbsp;said &nbsp;"The Bay of Bengal has had more cyclone events but the frequency has now increased a little bit. There was a time when the average was about two to three events per year, but it is increasing now."&nbsp;

Cyclone Dana made landfall in Odisha early Friday, leading to heavy rainfall and strong winds across coastal regions. Initially, it came with a speed of 110 kmph.&nbsp;However, later, it weakened to a cyclonic storm, according to the India Meteorological Department (IMD).

The IMD reported that Cyclone Dana, after making landfall, is likely to continue moving northwest across north Odisha, weakening into a deep depression over the next six hours.

"If we look at WB, its trajectory is still such that, there will be winds in West Bengal. Only the least impact band is going to be there. There is going to be a lot of rain, there could be potential for floods but as far as the impact of wind is considered, it won't have much impact," he said.&nbsp;

Johari&nbsp;continued, "However, the impact could come in form of a flood. Odisha will experience 110 kmph, and West Bengal may experience 80 kmph as it is on the outer band."&nbsp;

Further, there is going to be a decent impact on electricity, according to RMSI estimates, Johari said.&nbsp;

"There is going to be a lot of tree fall as a result of that, many polls can also get uprooted, which could lead to electric power disruption in a lot of ways," he added.&nbsp;

Advising fishermen not to venture into the sea from October 23 to 25, the Met warned that wind speed is likely to reach 60 kmph along and off Odisha-West Bengal coasts from October 23 and gradually increase to 120 kmph, from October 24 night till October 25 morning.

More than 170 express and passenger trains running through South Eastern Railway (SER) jurisdiction have been cancelled in view of the severe cyclonic storm, an official said.

The trains cancelled were scheduled to depart their originating stations between October 23 and 27, the SER official said, adding that more trains running through the SER zone may be cancelled if the situation demands.

The Kolkata-headquartered SER zone is spread across West Bengal, Odisha and Jharkhand.

The Eastern Railway (ER) will not operate any EMU local train from Sealdah station in its south and Hasnabad sections from 8:00 pm on October 24 till 10:00 am on October 25 in view of the cyclonic storm 'Dana' over the Bay of Bengal, an official said.

The official said that the last train from Hasnabad and Namkhana stations, which are close to the coastal areas in North and South 24 Parganas districts, will depart towards Sealdah by 7:00 pm on October 24.

The ER also cancelled 68 suburban trains in its Howrah division on October 25, he said.

Ferry services in the Sunderbans area spread over North and South 24 Parganas districts and also across River Hooghly in Kolkata and adjoining areas will remain cancelled in view of the impending inclement weather, officials said.

The Kolkata Municipal Corporation has opened a control room at its headquarters here and cancelled the leaves of all essential staff to tackle any emergency.

The Indian Coast Guard (ICG) said it is on high alert and has mobilised its vessels and aircraft to respond swiftly to any contingency over the Bay of Bengal.

Flights cancelled as cyclone Dana looks all set to bring very heavy rain in south Bengal

He said that Sonu was arrested while he was wearing the same clothes as spotted in the CCTV footage.&nbsp;

The suspect, Sonu, was produced before a local court on Wednesday (Oct 23)&nbsp;and was remanded in judicial custody.

According to the investigation, the woman had "walked for about half a kilometre without clothes after being assaulted", a police officer said.&nbsp;

Later, during the investigation,&nbsp;Sonu confessed to being under the influence of drugs on Monday evening. He further said that when he tried to leave, the woman, followed him.&nbsp;

The Central government is planning wide-ranging legislative actions to deal with bomb threats to airlines, including placing the perpetrators on the no-fly list.

Over the past eight days, the Delhi Police have registered eight separate First Information Reports (FIR) in connection with bomb threats to over 90 domestic and international flights.&nbsp;

<h2>'X abetting crime'</h2>

Indian government officials held a virtual meeting with the representatives of social media platforms such as X and Meta and airlines to discuss the issue.&nbsp;

The virtual meeting was chaired by Joint Secretary Sanket S Bhondve and the officials said that the situation amounts to "X abetting crime" while asking the representative what steps they have taken to stop control the spread of such rumours.

All the handles, engaged in the bomb threats through messages, were found to be fake.&nbsp;

The ministry pointed out that prompt response is needed to ensure that the perpetrators and repeat offenders are identified swiftly, and nabbed," a source said.

The IT ministry also pulled up the companies for "delays" in providing user details of the fake handles, allowing the perpetrators to go undetected.

Prime Minister Narendra Modi and Chinese President Xi Jinping are scheduled to hold a bilateral meeting in Kazan, Russia, on Wednesday (Oct 23), India's Foreign Secretary Vikram Misri confirmed during a press briefing.&nbsp;

Moreover, China on Tuesday also confirmed that the two Asian giants had reached an agreement to end the border crisis.

Chinese Foreign Ministry spokesperson Lin Jian said, “China and India have maintained close communication through diplomatic and military channels regarding border-related issues. Currently, the two sides have reached a solution on the relevant matters, which China views positively.”

“In the next phase, China will work with India to effectively implement the solution plan,” Lin Jian added.

Dangerously high levels of uranium – which is typically found in nuclear plants – has been recorded in the drinking water sources across six districts in the Indian state of Chhattisgarh.&nbsp;

As per the guidelines by the World Health Organization (WHO), uranium levels should be less than 15 micrograms per litre, but the amount found in Chhattisgarh's drinking water is triple the limit. According to media reports, the amount of uranium in drinking water also crossed the government's limit of 30 micrograms per litre.&nbsp;

High levels of uranium in drinking water can lead to kidney diseases, skin conditions, pulmonary conditions, and cancer. &nbsp;

In 2017, WHO advised that uranium levels in drinking water should be under 15 micrograms per litre, and also acknowledged that "there are uncertainties (if) concentrations above this would be of concern". &nbsp;

India along with a few other countries has crossed the advisable limits of uranium, according to the global health body. Earlier this year, India’s Bhabha Atomic Research Centre study suggested that 60 micrograms of uranium per litre is also safe to consume.&nbsp;

Samples of drinking water were collected from six districts in Chhattisgarh – Rajnandgaon, Balod, Kawardha, Durg, Bemetara, and Kanker – for conducting uranium tests.&nbsp;

According to the findings, uranium levels in all six exceeded 100 micrograms per litre. The highest level of uranium was found in Balod’s sample which had around 130 micrograms per litre, Kanker (106 micrograms per litre).&nbsp;

Across the six districts, the average uranium level was 85-105.&nbsp;

According to a report by NDTV, the first samples tested were from a borewell in Balod's Devtarai village, which had no other water source. This was after a few students took water from there, in which high levels of uranium were found.&nbsp;

The chief of the village, Daneshwar Sinha said, "... after that, we ran to the PHE Department (Public Health Emergency Department)&nbsp;and it was tested once again." The village recently opened a second borewell, but the uranium levels in that are still unclear.

Uranium in groundwater has been a point of concern for a long time for health officials. A report by the Central Ground Water Board in January said that the levels&nbsp;had crossed the permissible limits in over 10 states, including Haryana and Punjab, the two states that produce the majority of the wheat supply of the country.

<h2>What can be done about this uranium contamination?</h2>

A report by NDTV citing a study done by three BIT scientists said&nbsp;that the bark of an amla tree can be used to filter uranium. The findings were published in the Groundwater for Sustainable Development in 2021. The filtering method has been patented but it is yet to be implemented.&nbsp;

Uranium Corporation of India has reportedly suggested&nbsp;large-scale implementation of similar&nbsp;techniques which can filter uranium.&nbsp;
