It could take a shape of an <a href="https://www.wionews.com/india-news/cyclone-fani-forces-iaf-to-postpone-brahmos-testfiring-214565">'extremely severe cyclone'</a> by Wednesday, prompting the government to put the National Disaster Response Force and the Indian Coast Guard on high alert, officials said.

In its 9 pm bulletin, the Cyclone Warning Division of the IMD said the storm currently lays about 620 km east-northeast of the Trincomalee in Sri Lanka, 770 km east-southeast of Chennai and 900 km south-southeast of Machilipatnam.

The National Crisis Management Committee (NCMC), the country's top body to deal with emergency situation, Monday took stock of the situation arising out of cyclone 'Fani' and assured the state governments concerned of all assistance from the central government to face the storm.

The NDRF and the Indian Coast Guard have been put on high alert and the fishermen have been asked not to venture into the sea as cyclone 'Fani' is expected to intensify into a 'very severe storm' by Tuesday, the Home Ministry said.

The wind speed of a cyclonic storm is 80-90 kilometres per hour with wind gusting up to 100 kmph. In case of an 'extremely severe cyclonic storm', the wind speed goes up to 170-180 kmph and could gain the speed of 195 kmph.&nbsp;

Light to moderate rainfall at a few places is very likely over north coastal Andhra Pradesh and south coastal Odisha on Thursday.

The precipitation is likely to increase intensity with 'heavy to very heavy rainfall' at isolated places over coastal Odisha and adjoining districts of north coastal Andhra Pradesh from Thursday.

Light to moderate rainfall is expected at many places. Downpour at isolated places is also very likely to start over coastal districts of West Bengal from Friday, the IMD said.

The NCMC met here under the chairmanship of Cabinet Secretary P K Sinha and took stock of the situation. Chief secretaries, principal secretaries of Tamil Nadu, Andhra Pradesh, Odisha and West Bengal attended the meeting through video conference.&nbsp;

Senior officers from the central ministries and agencies concerned also attended the meeting.

The NDRF and the Indian Coast Guard are coordinating with the state governments. The home ministry has assured the state governments to release in advance the first instalment of the State Disaster Response Fund (SDRF), as per their request, a Home Ministry statement said.

During the meeting, officers of all the state governments concerned confirmed their full preparedness to deal with any emerging situation arising out of the cyclonic storm.&nbsp;

Further, the state government highlighted that there is a seasonal ban on fishing in sea up to June 14 due to breeding season.

The state governments were advised to effectively enforce this ban.

According to the IMD, the cyclone's landfall over Tamil Nadu and Andhra Pradesh is ruled out. However, the possibility of landfall in Odisha is under continuous watch. 
Regular warnings have been issued since April 25 to fishermen not to venture into the sea and asking those at sea to return to the coast.&nbsp;

The IMD has been issuing three hourly bulletins with latest forecast to all the states concerned. The Home Ministry is also in continuous touch with the state governments and the central agencies concerned, the statement said.

The NCMC meeting followed directions from Prime Minister Narendra Modi, who is closely monitoring the situation. The NCMC will meet again Tuesday to take stock of the situation.

Pre-monsoon rainfall from March to April, a phenomenon critical to agriculture in some parts of the country, has recorded 27 per cent deficiency, according to the India Meteorological Department (IMD).

The IMD recorded 43.3 millimetres of rainfall across the country from March 1 to April 24 as against the normal precipitation of 59.6 millimetres. This was 27 per cent less of the Long Period Average (LPA).

The highest deficiency of 38 per cent was recorded in the northwest India division of the IMD, which comprises states of Uttar Pradesh, Delhi, Punjab, Haryana, Jammu and Kashmir, Uttarakhand, Himachal Pradesh.

This was followed by the Southern peninsula division comprising all five states of South India and the Union Territory of Puducherry, Goa and coastal Maharashtra, where the deficiency recorded was 31 per cent, the IMD said.

East and northeast India division recorded 23 per cent deficiency.&nbsp;

The Central India division is the only one to have recorded more five per cent rainfall than the normal.

Pre-monsoon showers, thunderstorms and lightning have killed more than 50 people in Madhya Pradesh, Maharashtra, Gujarat and Rajasthan this month.

Several parts of India receive pre-monsoon rainfall which is critical for those regions. The phenomenon, which is usually from March to May end, is vital as it helps in bringing the temperatures down.

The situation also appears to be grim as large parts of the country have been witnessing heating and there has not been any major relief since April 17, said Mahesh Palawat, Vice President (Meteorology and Climate Change), Skymet.&nbsp;

One of the reasons for a pre-monsoon rainfall is excessive heating from March to June which several parts of the country witnessed. The moisture from the Arabian Sea and the Bay of Bengal aids in the creation of thunderstorms, Mritunjay Mohapatra, Additional Director General of the IMD said.

"Pre-monsoon rainfall is important for horticulture crops in some parts of the country. In states like Odisha, ploughing is done in the pre-monsoon season," he said.

Laxman Singh Rathore, former Director General of the IMD, said in parts of northeast India and the Western Ghats, pre-monsoon rainfall is critical for plantation of crops.

There will be "moisture stress" in case of a deficit, he said.

Crops like sugarcane and cotton, planted in central India, survive on irrigation, but also require a supplement of pre-monsoon rains, Rathore added.

"In the forested regions of Himalayas, pre-monsoon rainfall is necessary for plantations like apples. Due to moisture, pre-monsoon rainfall also helps in minimising the occurrence of forest fires," he said.

The technology called the 'Impact Based Forecasting Approach' which shows "pre-event scenario" can help authorities in taking real-time decisions, he said.

"We should be able to generate a scenario where we can take decisions to release water or not release it. It will be helpful for every state authority to take decision. We can run this system in pre-event scenario. We are now in a position to use to this technology into service," Ramesh said at an event organised by the Centre for Science and Environment.

The heavy downpour that ravaged Kerala for a fortnight ending August 21 caused death of around 500 people and economic damages worth over Rs 40,000 crore.

Kerala Chief Minister Pinarayi Vijayan had said in the state assembly that there were "lapses" on the part of the IMD's rain forecast.&nbsp;

The IMD had forecast an estimated 98.5 mm rain in the state between 9 and 15 August, but Kerala received was 352.2 mm of rainfall, Vijayan said.

The IMD director general admitted that excessive rainfall that led to floods in Kerala were a result of climate change and in terms of rainfall it was very heavy.

"The number of cyclones have increased from 10 to 18 every year as reported in Nature magazine and secondly quantum of precipitation which was 13 days has come down to 10 days," he said.

There is another technology which would help in identifying warm ocean segments that are contributing to the rapid intensification of the systems.

Cyclone Ockhi's unpredictability was due to such warm ocean segments, following which the technology was developed in October, Ramesh said.

Ockhi is the first severe cyclonic storm in almost 40 years to have travelled about 2,400 kilometres from the Bay of Bengal to as far as the Gujarat coast, a senior Met Department official said.

Ockhi, which formed as a depression over southwest Bay of Bengal on November 29 last year, intensified into a cyclone off the Kanyakumari coast in Tamil Nadu on November 30 and travelled up to the Gujarat coast before it dissipated on December 6 after weakening into a low pressure area.

CSE Director General Sunita Narain stressed on the need to plan "deliberately for drainage" to prevent disasters like Kerala floods.

A deep depression in the bay of bengal has intensified into a cyclonic storm and is likely to cross the North Tamil Nadu and South Andhra Pradesh coast between Cuddalore and Sriharikota on November 15, regional weather office here said Sunday.

The cyclone, christened 'Gaja', which lay around 860 kms northeast of Chennai and moving at a speed of 12 kmph is likely to intensify into a 'severe cyclonic storm' within the next 24 hours, a bulletin issued at 4 PM said.

Gales reaching 80-90 kms per hour was likely over Tamil Nadu, Puducherry and Andhra Pradesh.

Speaking to reporters, Area Cyclone Warning Centre Director S Balachandran said coastal areas of north Tamil Nadu would experience moderate rainfall and heavy rainfall in isolated places from the night of November 14.

"On November 15, many places will receive moderate rainfall and isolated places will get heavy rainfall."

Fishermen have been advised not to venture into the sea from November 12 and those already in deep sea have been asked to return.

The Indian meteorological department however said the storm is likely to weaken gradually while crossing towards north Tamil Nadu and south Andhra Pradesh coasts as a 'cyclonic storm' during forenoon of November 15.

The Indian Meteorological Department has forecast "heavy to very heavy" rains in Maharashtra, especially in the coastal Konkan region, from June 7 to 11.

As per the forecast, there is a possibility of "very heavy" rainfall in Ratnagiri and Sindhudurg districts tomorrow and on June 8.

A spokesperson of the department said there is no need to panic and people should follow the precautions, pay special attention to children and senior citizens. All departments have been directed to stay alert, he said.

A storm whipped through a large swathe of Rajasthan and Uttar Pradesh last night, killing over 100 people in a trail of destruction that brought down mud houses, uprooted trees and flattened crops.

At least 183 others were injured as a massive dust storm, followed by thunder showers, snapped power lines and sent tin roofs and street hoardings flying in parts of eastern Rajasthan and the adjoining areas of Uttar Pradesh.&nbsp

The death toll this evening was 108. Seventy people were killed in UP and 83 injured. In Rajasthan, 38 died and another 100 were injured in the storm that hit the region around 7 pm.

The worst period lasted about 45 minutes, according to reports from Dholpur in Rajasthan. But the extent of the damage was known only this morning.&nbsp

The Met department today predicted another dust storm in parts of Rajasthan and UP in the next 48 hours.

A Met official told PTI in Jaipur that his department had been issuing dust storm warnings for the past couple of days.

India Meteorological Department (IMD) Additional Director General Mritunjay Mohapatra said the trigger for the storm was a cyclonic circulation over Haryana.

But also responsible were a western disturbance over north Pakistan and adjoining Jammu and Kashmir, and easterly winds from the Bay of Bengal.

In UP, Agra district was the worst hit, accounting for at least 43 deaths and injuries to 51 others, officials said.

Besides Agra, the other storm-hit UP districts were Bijnor, Bareli, Saharanpur, Pilibhit, Firozabad, Chitrakoot, Muzaffarnagar, Rae Bareli and Unnao.

In Rajasthan, Bharatpur district was the worst affected with 19 killed. Nine people died in Alwar and nine in Dholpur, officials said.

Two of those killed in Dholpur were from Agra in Uttar Pradesh.

Power supply was cut off in many areas as the squall uprooted trees and snapped electricity cables. Officials said it was being gradually restored.

In towns, the storm triggered traffic snarls. Some trains were delayed as overhead power cables broke.

In rural areas, there were reports of crop being damaged due to hailstorm. Farmers lost cattle and poultry. UP Relief Commissioner Sanjay Kumar said 160 heads of cattle were lost.

Most of the injured in Rajasthan have been discharged from hospitals.

Rajasthan's Disaster Management secretary Hemant Kumar Gera said some were undergoing primary treatment.

Prime Minister Narendra Modi expressed sorrow over the deaths and directed officials to coordinate with states to ensure speedy relief and rehabilitation.

"Saddened by the loss of lives due to dust storms in various parts of India. Condolences to the bereaved families. May the injured recover soon," the Prime Minister's Office tweeted quoting Modi.

Tamil Nadu to get heavy rain from Bay of Bengal depression

India looks likely to receive higher monsoon rainfall than previously forecast as concern over the El Nino weather condition has eased, the chief of the weather office said on Tuesday, raising prospects of higher farm and economic growth.

Pre-monsoon showers have already hit certain dry areas in the southern part of the country, he said, bringing much-needed relief to farmers ahead of the start of the four-month monsoon season beginning June.

India defines average, or normal, rainfall as between 96 per cent and 104 per cent of the 50-year average.

Jettisoning a statistical method introduced under British colonial rule in the 1920s, the India Meteorology Department has for the first time relied on the so-called dynamic model to improve the accuracy of one of the world&#39;s most vital weather forecasts.

The new system, based on US model tweaked for India, requires large computing power to generate three-dimensional models to help predict how the monsoon is likely to develop.

Experts say better forecasting could help India raise its farm output by nearly 15 per cent, by helping farmers tweak the best time to sow, irrigate or apply fertiliser, and, if rains fail, plan state-wide measures.

This would be a major boon for a country already either the world&#39;s biggest or second-biggest producer and consumer of rice, wheat, sugar and cotton.

Higher farm output will raise the income of some 600 million people who depend on farming for their livelihood, and boost demand for an array of goods and services.

The NDMA warned fishermen not to venture out to sea for the next 36 hours, and urged residents to stay in safe places.

Navy ships and aircraft, as well as 30 diving teams, were on standby to help move people and deliver aid if needed, a navy spokesman said.

India&#39;s&nbsp;cyclone&nbsp;season usually runs from April to December, with storms often causing dozens of deaths, evacuations of tens of thousands of people and widespread damage to crops and property.

Wind speeds topped 300 km per hour (186 mph) in an Indian &quot;super-cyclone&quot; that killed 10,000 people in 1999, while a&nbsp;cyclone&nbsp;packing speeds of more than 200 kph (124 mph) lashed the east coast in 2013.

The Tamil Nadu government had declared a&nbsp;holiday for educational institutions in Chennai, Kancheepuram and Tiruvallur, besides coastal taluks of Villupuram.

Rail and flight services here have been affected, officials said.
