Unseasonal snowfall and heavy rains have hit Himachal Pradesh in April, raising alarms among farmers and residents. Experts link the unusual weather to the El Niño effect, which is disrupting normal climate cycles. Crops are at risk, livelihoods are under threat, and the sudden shift highlights how vulnerable hill states are to climate variability. Farmers now fear significant losses as weather patterns grow increasingly unpredictable.

A devastating cloudburst tore through Talwara village in Parwara panchayat of Himachal Pradesh’s Mandi district earlier this week, probably wiping out an entire family of three, leaving a 10-month-old baby girl as the sole survivor. The infant, Neetika Devi, was found alone in her home by a neighbour, Prem Singh, hours after the disaster struck. Her father, Ramesh Kumar (31), who had rushed out to divert the gushing water, his body was later recovered from the debris. Mother, Radha Devi (24), and grandmother, Purnu Devi (59), who went out searching for him, remain missing. Search operations are still underway. Neetika is now in the care of her aunt. “The baby is with us,” Ramesh’s cousin Balwant told PTI, adding that the sub-divisional magistrate has assured a bank account will be opened in the child's name for public contributions. Authorities have also extended Rs. 25,000 in immediate financial aid to her guardians.
Widespread Destruction Across Mandi
The cloudburst was one of ten similar incidents across Mandi, areas such as Pawara, Thunag, Baidshad, Kanda and Murad were badly affected. So far, 14 deaths have been confirmed and 31 people remain missing, across the Mandi district. Roads, bridges, water supply schemes and power infrastructure have been severely damaged. According to the State Emergency Operations Centre (SEOC), 248 roads in Mandi and 489 power transformers statewide are out of service. According to the State Emergency Operation Centre (SEOC), the estimated losses due to the rains so far stand at around Rs 566 crore, though the chief minister maintained the figure was close to Rs 700 crore as data was still being compiled.
Rescue and Relief Underway
Rescue operations are ongoing with support from NDRF, SDRF, ITBP, police and the army. Over 300 people, including 278 from Mandi, have been evacuated so far. Authorities have urged residents to avoid vulnerable areas and issued warnings for further heavy rainfall and flash floods. The CID has launched a probe after an order from a 5-star hotel meant for Himachal Pradesh Chief Minister Sukhwinder Singh Sukhu, ended up in the wrong hands. Watch this report for more details!

India: Samosas Meant for Himachal CM Sukhu Ends Up in Wrong Plates

A political row over samosas! India’s investigation agency CID landed itself into a rather unusual probe when the samosas and cakes meant for Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu were served to his security staff instead.

The incident took place on October 21, when Sukhu visited the CID headquarters and the snacks meant for him were served to the staff, which the CM termed as an “anti-government” act.

According to reports, at least three boxes of samosas were brought from Hotel Radisson Blue as refreshments that were planned to serve to CM Sukhu, who visited the investigation agency’s headquarters to attend an event.

Soon an investigation was launched. As per the agency, the CID officials asked the tourism department employees on duty whether the food items kept in these boxes were to be served to the Chief Minister; they got the answer that they were not on his menu.

It was revealed in the investigation report that some officials were made in charge of the arrangements for refreshments meant for the staff accompanying the Chief Minister.

A woman official said that she was unaware that the items inside these three boxes were meant for the CM Sukhu and those three boxes were handed over to the MT section without opening.

The food items kept in the boxes were served with tea to some 10-12 people sitting in the IG's room on his orders, according to the statement of the officer in charge.

Later, as the probe went on, it was realised that only an SI rank officer knew that those snacks were meant for the Chief Minister.

However, the Congress party has denied claims of a CID probe being ordered into the incident, saying that the investigation agency is pursuing the matter as per its own accord.

"The government did not order any such investigation, and it has nothing to do with this matter. The CID is investigating the matter at its own level. After all, who was given the refreshments served to the Chief Minister?," Naresh Chauhan, the chief media advisor to Sukhu said.

Chauhan also hit back at the BJP and said that they are unnecessarily blowing up the issue. "Because the BJP does not have any issues, hence false propaganda is being done against the Congress government through this issue," he added.

A decision by Himachal Pradesh minister requiring owners of all eateries in the state to display their names and identification cards has now put him in a fix. The state minister for public works department and urban development, Vikramaditya Singh, was summoned on Thursday (Sep 26) by Congress leadership in New Delhi and reprimanded for the order. Congress party, which currently rules the northern Indian state, had earlier criticised the Bharatiya Janata Party government in Uttar Pradesh for issuing a similar diktat.

Congress leadership has reportedly advised Vikramaditya not to issue any further statement over the contentious issue. According to reports, Congress chief Mallikarjun Kharge was not at all impressed with Vikramaditya’s diktat.

The Congress minister had earlier posted on Facebook that the direction to the eateries was issued so that “people do not have any problem”.

Senior Congress leader TS Singh Deo had condemned the move, calling it unnecessary and discriminatory. “I don't see why such a decision was necessary. Just because Uttar Pradesh implemented this during the Kanwar Yatra doesn't mean we should follow. Congress also came under fire from All India United Democratic Front, whose lawmaker Rafiqul Islam accused the party of following the Bharatiya Janata Party's ‘divisive approach’.

India: Congress leadership raps Himachal minister over issuing ‘BJP-like’ diktat for eateries

Following Uttar Pradesh's lead, the Congress-ruled Himachal Pradesh government on Wednesday (Sep 25) issued an order that requires shopkeepers and street vendors to display the owner's name for clear identification.

State public works minister and Congress leader Vikramaditya Singh, the son of six-time HP chief minister Virbhadra Singh, said the order was issued during a joint meeting with the Public Works, Urban Development, and Municipal Corporation.

“We met with the UD (Urban Development) and the Municipal Corporation. To make sure that hygienic food is sold, a decision has been taken for all the street vendors...especially those selling edible items,” Singh was quoted as saying by news wire agency ANI.

Singh said the decision was taken after taking into consideration the apprehensions of the locals regarding the increase in a number of migrants in the state.

“People expressed their concerns and doubts, and considering this, we have decided to implement a similar policy to that in UP, in which it has been made mandatory that vendors have to display their names and IDs... Every shopkeeper and street vendor has to display their identification."

In recent weeks, there have been multiple incidents where locals have protested against the illegal migrants with the videos going viral on social media.

In July, UP Chief Minister Yogi Adityanath ordered eateries across the Kanwar Yatra route to display outside the establishment the names of the owners.

In Madhya Pradesh, BJP-ruled Ujjain Municipal Corporation also issued a directive asking shop owners to display their names and mobile numbers outside their establishments.

However, the Supreme Court took note of the issue and imposed an interim stay order on the directives. The bench said that while food sellers may be required to display information on the kind of food they serve, they cannot be forced to display the names of the owners.

"We deem it appropriate to pass an interim order prohibiting the enforcement of the above directives. In other words, food sellers may be required to display kind of food, but must not be forced to display names of owners, staff employed," said the justices.

The UP government defended its order stating that the directive to name owners during the Kanwar Yatra was issued to ensure that the religious sentiments of pilgrims were not inadvertently hurt.

On Tuesday (Sep 24), two months after the court decision, CM Adityanath ordered the restaurants and eateries to prominently display the names and addresses of operators, proprietors, managers and staff.

“It is essential to thoroughly investigate food establishments such as dhabas and restaurants. A state-wide intensive campaign should be conducted to verify all employees, including the operators of these establishments. This verification process must be completed swiftly by a joint team comprising the Food Safety and Drug Administration, police, and local administration,” the statement added.

The administration has also directed the installation of CCTVs in hotels and restaurants and to ensure that the chefs and waiters wear masks and gloves.
