Accusing Pakistan of pursuing weak foreign policies, Jamaat-ud-Dawa chief and Lashkar-e-Taiba founder Hafiz Saeed has called on Pakistan to break the ties with both India and the United States.

"Modi ki dosti chordh do, America ki naukri chordh do (unfriend Modi and stop working for America)," Hafiz was heard saying during a public rally.

"The weakness lies in Islamabad," Saeed said, "as the administration is not making its policies clear on Kashmir under pressure. They should engage Kashmiris in an effective manner to meet their right to self-determination."

Saeed also accused India's Army Chief General Bipin Rawat of changing his statements every now and then.

General Rawat had earlier said that "azaadi" (freedom) was a far cry in the Valley and the security forces would fight those who sought it. He had also warned the Kashmiri youths against getting embroiled with the security forces and disrupting operations.

Unfriend India and America: Hafiz Saeed

Militarism and militancy are not going to ensure a better future for Pakistan, said former Pakistan&nbsp;Ambassador to the United States Husain Haqqani on Tuesday.

Talking to ANI, the former Pakistan&nbsp;diplomat talked about Pakistani military's intervention in politics, terrorism, Pashtun uprising and the China-Pakistan Economic Corridor.

Maintaining that Pakistan&nbsp;military is not trained to intervene in the country's politics, Haqqani said military interventions in Pakistan&nbsp;politics have resulted in political chaos.

"Military interventions going back to 1958 have only brought war, destruction, or political chaos in the country. Pakistan&nbsp;people will start loving their military when it stops interfering and intervening in politics. If public opinion in Pakistan becomes so critical of the military's role in politics that the military realizes that its interventions are not acceptable to the people then the military's behaviour will also have to change," Haqqani said.

The Pakistan&nbsp;military has historically been interfering in the country's politics and has dethroned democratically elected governments many times.

Talking about jihadi elements getting safe havens in Pakistan, the former diplomat said, "As far as militants and jihadi outfits are concerned, they have already brought Pakistan on the brink of global sanctions. I think it is time to get rid of militancy without any conditions and Pakistani people can demand of their government action against militants."

Haqqani said it is high time that Pakistan corrects its pro-terror image in the world.

"Terrorism has become an issue that is now not only hurting India, Pakistan relations but also US-Pakistan relations. Many other countries are also becoming negative in their approach to Pakistan. So, Pakistan will have to change that perception around the world," Haqqani said.

He also said that Pakistan also needs to take action against Lashkar-e-Taiba (LeT) co-founder and Jama'at-ud-Da'wah (JUD) Hafiz Saeed as people like him do not bring pride to Pakistan.

"When somebody (Hafiz Saeed) has been declared a terrorist by the global community then all countries should act against such a person and Pakistan also needs to take steps that will redeem it in the eyes of the world. International opinion should not be flouted in the manner it has been by Pakistan in relation to Hafiz Saeed," Haqqani said.

Replying a question about Saeed's foray into politics, Haqqani hoped that Saeed does not make it to Parliament in Pakistan and said efforts to "mainstream a terrorist" is going to be problematic for Pakistan in terms of its relations with several countries of the world.

He said Saeed's political face 'the Milli Muslim League' has been recognized by the US as another name for the LeT.

"As far as the Milli Muslim League is concerned, the United States has just recognized it as another name for Lashkar-e-Taiba. One can keep changing the name many times but unless you change your actions, changing names will not change reality."

Expressing his views about the China-Pakistan Economic Corridor (CPEC), Haqqani said China's investment in Pakistan is strategic so Islamabad should be alert as to not become indebted to China.

"China considers Pakistan as its strategic instrument for keeping in check India's ambitions in Asia. It also considers Pakistan as a secondary deterrent. Therefore, China's investment in Pakistan is strategic. That said, China does have a very capitalistic outlook right now. And, once they have invested heavily in, they will not go back without having their pound of flesh as they did in Sri Lanka in the case of Hambantota port," Haqqani said.

He added that Pakistan will get benefit out of the CPEC if it has a strong economic base.

"If Pakistan ends up becoming highly indebted to China, without creating jobs for its own people, then the CPEC will end up becoming a liability rather than an asset."

Talking about Pashtun movement in Pakistan, the former Pakistani diplomat said Pashtuns are not foreign agents as being alleged by the government but people who have been deprived of their just rights.

"Pashtuns have acted totally spontaneously and without any serious political organisation and that basically shows how a young Pakistani population is quite disgruntled with the situation they face. Pashtun Tahafuz Movement leaders are being termed as traitors and foreign agents. They are not foreign agents but they are people facing injustice and standing up for their rights," Haqqani said.

He also said that there will be many movements like Pashtun Tahafuz across Pakistan because Pakistani state has ignored too many people within the country to pursue objectives that have nothing to do with providing education, healthcare and justice to the poorest of poor.

Haqqani, who has written a book titled 'Reimagining Pakistan', said Pakistan should actually become a pragmatic state instead of an ideological nation that it has been trying to become from the last 70 years.

He said priorities of Pakistani people are being ignored due to religion-based ideology.

"The problem with having a religion based ideology and an ideology that envisages the country's largest neighbour (India) as the permanent enemy is that peoples' priorities get ignored," Haqqani said.

The diplomat turned author said instead of being obsessed with religion and with India as enemy, Pakistan should look after its own people as the nation with world's sixth largest has its economy on the 42nd number in the world.

'Military interventions in Pakistan politics have resulted in political chaos,' says ex-Pakistan Ambassador to US

Pakistan is working on a draft bill to permanently ban Mumbai attack mastermind Hafiz Saeed-led Jamaat-ud Dawa as well as other terror groups and individuals on the watch list of the interior ministry, a move which has the backing of the powerful military establishment.

The bill will replace the presidential ordinance that banned outfits and people already on the watch list of the interior ministry, Dawn reported today.

Citing its sources in the law ministry, the paper reported that the proposed draft bill to amend the Anti-Terrorism Act (ATA), 1997 was likely to be tabled in the upcoming session of the National Assembly scheduled to commence tomorrow.

The law ministry was involved in the process for the purpose of vetting the proposed draft bill, the sources said, adding that the military establishment was also on board.

The powerful military establishment enjoys considerable influence over policy decisions in Pakistan.

The government decided to prepare a draft bill to amend the ATA as part of its damage-control campaign after the Financial Action Task Force (FATF) approved a nomination proposal tabled jointly by the US, the UK, France and Germany to place

Pakistan on the international watchdog's money-laundering and terror-financing grey list in February.

Earlier, President Mamnoon Hussain had promulgated the ordinance amending the ATA to include entities listed by the UNSC as proscribed groups but it will expire in 120 days.

The National Assembly can extend it for another four months after which it has to be tabled before both the houses - National Assembly and the Senate - for further extension.

Through the ordinance, amendments were made to ATA's Section 11-B that sets out parameters for proscription of groups and Section 11-EE that describes the grounds for listing of individuals. In both sections, Sub-Section 'aa' was added.

According to the sub-section, organisations and individuals "listed under the United Nations (Security Council) Act, 1948 (XIV of 1948), or" will be included in the First Schedule (for organisations) and Fourth Schedule (for individuals), respectively, on an ex parte basis.

Under Section 11-EE, the requirements were: "(a) concerned in terrorism (b) an activist, office-bearer or an associate of an organisation kept under observation under section 11D or proscribed under section 11B and (c) in any way concerned or suspected to be concerned with such organisation or affiliated with any group or organisation suspected to be involved in terrorism or sectarianism or acting on behalf of, or at the direction of, any person or organisation proscribed under this Act."

In addition to the draft bill, Pakistan is also preparing a consolidated database of known terrorists and terrorist organisations which will be accessible to financial institutions and law-enforcement agencies of the country to strengthen the regime against money laundering and terror financing.

For the enforcement of prohibition of funds and financial services, it was recommended to the authorities to ensure that statutory regulatory orders issued under UNSC Resolutions-1267 and - 1373 (issued under ATA) are implemented without delay.

The government would also frame the ATA's freezing and seizure rules and ensure that Anti-Terrorism Amendment Ordinance 2018 is enacted through the parliament, according to the draft action plan.

The amendment to the ATA would also enable investigation officers to be trained to investigate sources of funding besides other financial aspects in terrorism cases.

The presidential ordinance has already been challenged by Saeed in the Islamabad High Court. He claimed that the ordinance had been promulgated due to external pressure and hence was not only prejudicial to the sovereignty but also contradictory to the fundamental rights enshrined in the Constitution.

Saeed was listed under UN Security Council Resolution 1267 in December 2008.

His JuD is believed to be the front organisation for the LeT which is responsible for carrying out the Mumbai attack that killed 166 people. It has been declared as a foreign terrorist organisation by the US in June 2014.

When contacted, Barrister Zafarullah Khan, special assistant to the prime minister, said that the amendment to the ATA was a subject of the interior ministry. He added the law would not introduce anything new, as it would basically ensure compliance to the UNSC Resolutions.&nbsp;

Pakistan plans permanent ban on Hafiz Saeed's JuD, other terror groups

The Pakistan Army appears to have taken its game of 'good and bad' terrorists to a new level.

According to a commentary published in the web site of the European Foundation for South Asian Studies (EFSAS), there exists a nexus between the judiciary, the army and Lashkar-e-Toiba and Jamaat-ud-Dawa de facto head Hafiz Saeed, wherein, "Good terrorists are set to become the lawmakers of tomorrow."

It may be recalled that in October 2017, Pakistan Army spokesman Major General Asif Ghafoor said, "That the State was working on a 'mainstreaming' programme to induct members of armed groups into the political process..".

The EFSAS commentary clearly visualizes this as terrorists and terrorists-linked groups being integrated into Pakistan's country's mainstream politics with the aim, according to the Major General, "to develop a constructive role for them.".

It does not seem to matter that recently created political entities such as the Milli Muslim League (MML) and the Tehreek-i-Azad-i-Kashmir (TAK), both Lashkar-e-Taiba (LeT) fronts with Hafiz Saeed as the de facto head, have been added to the lists of Foreign Terrorist Organisations (FTO) and Specially Designated Global Terrorists (SDGT) by the US State Department on April 3, 2018. It also does not seem to matter that the US Treasury Department has also designated seven MML members as terrorists.

The courts of Pakistan seem to think differently. On the same day that the United States amended the designation of TAK and MML as fronts of the terrorist organisation, Lashkar-e-Taiba, the Lahore High Court (LHC) ordered the Government of Pakistan "...not to harass Hafiz Saeed and to allow him to continue with his 'social welfare activities' until further order.". It is pertinent to note that the same court freed Saeed from house arrest in November 2017, which drew widespread international condemnation.

"Make no mistake: whatever LeT chooses to call itself, it remains a violent terrorist group. The US supports all efforts to ensure that LeT does not have a political voice until it gives up violence as a tool of influence" - Nathan A. Sales, coordinator for counter-terrorism at the US Department of State, said.

Hafiz Saeed has been named as the mastermind of the Mumbai attack in 2008 in which more than 160 people lost their lives. The international community, led by the United Nations and the United States, has declared Hafiz Saeed a global terrorist. In 2012, the US placed a $10 million bounty on him.

From Field Marshal Ayub Khan (President of Pakistan from 1958-1969) to General Pervez Musharraf (President of Pakistan from 2001-2008) and in between, the Pakistani Army has a history of working in tandem with the courts of Pakistan, aimed at legitimising the military's unconstitutional actions.

In Pakistan, the army has a history of overshadowing the political landscape. The civilian government in reality has very limited authority or control over critical matters of national importance such as foreign policy and security. Courts have been instrumental in engineering political outcomes and recent developments suggest that they will play a pre-emptive role in guarding 'strategic interests', vital for the country's foreign policy and security, concludes the EFSAS commentary.&nbsp

It also does not seem to matter that the US Treasury Department has also designated seven MML members as terrorists. The courts of Pakistan seem to think differently. On the same day that the United States amended the designation of TAK and MML as fronts of the terrorist organisation, Lashkar-e-Taiba, the Lahore High Court (LHC) ordered the Government of Pakistan "...not to harass Hafiz Saeed and to allow him to continue with his 'social welfare activities' until further order.". It is pertinent to note that the same court freed Saeed from house arrest in November 2017, which drew widespread international condemnation. "Make no mistake: whatever LeT chooses to call itself, it remains a violent terrorist group. The US supports all efforts to ensure that LeT does not have a political voice until it gives up violence as a tool of influence" - Nathan A. Sales, coordinator for counter-terrorism at the US Department of State, said. Hafiz Saeed has been named as the mastermind of the Mumbai attack in 2008 in which more than 160 people lost their lives. The international community, led by the United Nations and the United States, has declared Hafiz Saeed a global terrorist. In 2012, the US placed a $10 million bounty on him. From Field Marshal Ayub Khan (President of Pakistan from 1958-1969) to General Pervez Musharraf (President of Pakistan from 2001-2008) and in between, the Pakistani Army has a history of working in tandem with the courts of Pakistan, aimed at legitimising the military's unconstitutional actions. In Pakistan, the army has a history of overshadowing the political landscape. The civilian government in reality has very limited authority or control over critical matters of national importance such as foreign policy and security. Courts have been instrumental in engineering political outcomes and recent developments suggest that they will play a pre-emptive role in guarding 'strategic interests', vital for the country's foreign policy and security, concludes the EFSAS commentary.

The Dawn said the first person on list is current al-Qaida chief Ayman al-Zawahiri, Osama bin Laden's successor who was killed in a US operation in 2011 at Abbottabad, Pakistan.

In a major move ahead of the general elections in Pakistan, the US today designated Milli Muslim League (MML), the political front of Hafiz Saeed-led Jamaat-ud Dawa, as a foreign terrorist organization.

In a simultaneous move, seven members of MML central leadership body have been designated as foreign terrorist. The US also added Tehreek-e-Azadi-e-Kashmir (TAJK) to the list of terrorist groups. TAJK is said to be a front of the Lashkar-e-Taiba (LeT), which according to the

Trump administration, continues to operate freely inside Pakistan.

The move comes a day after the Election Commission of Pakistan asked the MML to produce a clearance certificate by the interior ministry for its registration as a political party.

The election commission had earlier rejected the MML's application for registration as a political party after the interior ministry objected to its ties to banned militant outfits.

The State Department said the move was aimed at denying the LeT the resources it needs to plan and carry out further terrorist attacks.

"Both MML and TAJK are LeT fronts created to circumvent the sanctions against it (LeT)...Today's amendments take aim at LeT's efforts to circumvent sanctions and deceive the public about its true character," said Nathan A Sales, Coordinator for Counterterrorism at the Department of State.

"Make no mistake: whatever LeT chooses to call itself, it remains a violent terrorist group. The US supports all efforts to ensure that LeT does not have a political voice until it gives up violence as a tool of influence," Sales said.

Among other consequences of the designations, LeT's property and interests in property subject to US jurisdiction are blocked, and US persons are generally prohibited from engaging in any transactions with the group.

"LeT continues to operate freely within Pakistan, holding public rallies, raising funds, and plotting and training for terrorist attacks," the State Department said.

The LeT was designated as a Foreign Terrorist Organization (FTO) and Specially Designated Global Terrorist (SDGT) group on December 26, 2001. Its leader, Saeed, is also designated as an SDGT.

To avoid sanctions, LeT has repeatedly changed its name over the years, the State Department alleged.

Concurrently with today's State Department actions, the US Department of the Treasury designated seven members of the MML central leadership body for acting for on behalf of the LeT: Saifullah Khalid (president), Muzammil Iqbal Hashimi (vice president), Muhammad Harris Dar (Joint Secretary), Tabish Qayyuum (Information Secretary), Fayyaz Ahmad (General Secretary), Faisal Nadeem (Broadcast and Publications Secretary), and Muhammad Ehsan (Finance Secretary).

Today's actions notify the US public and the international community that TAJK and MML are aliases of the LeT. Terrorism designations expose and isolate organizations and individuals, and deny them access to the US financial system. Moreover, designations can assist the law enforcement activities of US agencies and other governments.

"Treasury is targeting the MML and a group of seven global terrorists who are complicit in LeT's attempts to undermine Pakistan's political process," said Treasury Under Secretary Sigal Mandelker, adding that the MML is not a recognized political party and it relies on the leadership of the LeT for guidance and direction.

"We will continue to target terrorist organizations like LeT, even when they attempt to cloak themselves as political parties or hide their extremism behind other facades," Mandelker said. He also cautioned people against working with the MML, including providing financial donations, saying they should "think twice" about doing so or risk exposure to US sanctions.

President of the MML, Khalid is also the head of LeT's Peshawar headquarters and served on Jamaat-ud Dawa (JuD)'s Coordination Committee for Central Punjab Province. A Pakistan court has ordered the election commission to allow the registration of Mumbai terror attack mastermind Hafiz Saeed&#39;s Milli Muslim League as a political party.

The order came days after a Pakistani court extended a stay against the &quot;possible arrest&quot; of the JuD chief till April 4.

The Islamabad High Court (IHC) yesterday set aside a decision by the Election Commission of Pakistan (ECP) to reject the application of Jamaat-ud-Dawah&#39;s political front Milli Muslim League (MML) for registration as a political party.

&quot;Article 17 (2) of the Constitution confers a fundamental right on every citizen, not being in the service of Pakistan, to form or to be a member of a political party, subject to any reasonable restriction imposed by the law in the interest of the sovereignty or integrity of Pakistan,&quot; the petitioner maintained.

He prayed to the court to set aside the order and direct the ECP to scrutinise the documents afresh, strictly in accordance with the law and enlist the party.

The ECP had turned down the plea of the MML because of its alleged links with banned militant outfits.

The ECP took the decision on the basis of a letter from the Ministry of Interior which had asked the commission to ban the MML for having links with banned militant outfits.

The ministry had stated that the JuD and its charity Falah-i-lnsaniyat Foundation (FIF) were banned organisations under the Pakistan Security Council Act 1948.

The court&#39;s latest order also comes in the backdrop of a meeting of the Financial Action Task Force (FATF), an intergovernmental money-laundering watchdog, that put Pakistan on a grey list.

At the FATF meeting in Paris last month, Saeed and his &quot;charities&quot; were top on the list of the groups that the FATF wanted Pakistan to act against.

The US Department of the Treasury has designated Saeed as a global terrorist.

Saeed, who is accused of having masterminded the November 2008 Mumbai attack, was also placed on the terrorism black list by the United Nations in December 2008.

The banned JuD head was released from the house arrest in November last year after the Pakistan government decided against detaining him further in any other case. He was under house arrest since January last year.&nbsp;

Pak govt making efforts to mainstream Hafiz Saeed and his system: India's MEA

The possible arrest of Hafiz Saeed, co-founder of Lashkar-e-Taiba and the chief of Jama&#39;at-ud-Da&#39;wah (JuD), was further stayed on Wednesday.

According to the Dawn, the Lahore High Court extended stay against the possible arrest of Saeed as law officers of the federal and provincial governments sought time to file their replies.

The court passed the stay order while hearing a petition filed by Saeed, in which he expressed fear of being arrested by the Pakistani government at the behest of the United States and India.

Justice Aminuddin Khan had on January 24 restrained the Ministry of Interior and the Punjab home department from taking any illegal action against Saeed.

The next hearing in the case will be on April 4.

Saeed&#39;s lawyer A.K. Dogar told the court that his client is an eminent social worker, who founded JuD and Falah-i-Insaniat Foundation (FIF) and established 142 schools and three universities.

Dogar also informed the court that the Punjab Government had recently detained Saeed under the Maintenance of Public Order for 90 days, but was forced to free him after a review board comprising judges of the high court denied an application of the government to further extend the period of the JuD leader, said the Dawn report.

The report quoted lawyer as alleging that all the actions taken by the government against the petitioner had been on the pressure of the US and Indian lobby who for the last many years had been harbouring an unfounded assumption that Hafiz Saeed was somehow involved in Mumbai attacks.

He asked the court to restrain the government from taking any illegal action against the JuD leader.&nbsp;

In reality, these facilities in Punjab province have been taken over by the government only from outside, as JuD personnel continue to function from inside albeit with a reduced presence.

In Sheikhupura, Al Aziz Hospital has been renamed as the Government Al Aziz Hospital and College of Paramedical Sciences, Shaikhupura. The Al Daawa Islamic University has been renamed as Government Islamic University.

The vast network of Islamist charities taken over last week by Pakistan&#39;s government includes a horse-breeding stable, a fleet of 4x4 trucks, a swimming academy, martial arts classes and tens of thousands of staff and volunteers.

Islamabad hopes that by seizing control of the Jamaat-ud-Dawa (JuD) and Falah-e-Insaniat Foundation (FIF) charities, which the United States says are terrorist fronts, it can stave off being included this week on a global watchlist of country&#39;s deemed to be doing too little to curb militant financing.

But the sheer scale and diversity of the charities founded by Hafiz Saeed, who is designated a terrorist by the United Nations, shows how difficult it will be for the government to even run the network, let alone track and take control of all their sources of income and funding.

Reuters visited three of JuD&#39;s main facilities - protected by close-circuit TV cameras, huge iron gates and stout-built, bearded guards - including a sprawling 200-acre headquarters in Muridke just outside the eastern city of Lahore.&nbsp;

A few government representatives were on site and new signs hung to rename the facilities, but little else appeared to have changed since the government announced it was banning the charities on February 14.

Officials said they have not yet drawn up plans on how to run the network, which includes more than 300 seminaries, schools, hospitals, a publishing house and ambulance services.

&quot;We&#39;re still collecting details about the JuD&#39;s facilities which have been taken over,&quot; a spokesman for the Punjab provincial government, Malik Mohammad Ahmad Khan, told Reuters. &quot;Our financial strategists are in consultation with the federal government to prepare a plan to run these facilities.&quot;

Those charities are the focus of a motion co-sponsored by the United States and European allies calling for Pakistan to be placed on the terrorist financing watchlist maintained by the Financial Action Task Force (FATF).

Member states of the FATF, an intergovernmental body that sets global standards for fighting illicit finance, were discussing the motion at a meeting in Paris this week.&nbsp;

The move is part of a broader US&nbsp;strategy to pressure Pakistan to cut its alleged links to Islamist militants.&nbsp;

Pakistan was on the FATF &quot;grey list&quot; from 2012 to 2015. Islamabad has recently been scrambling to avert being put back on the list, a measure officials fear could hurt its economy, by taking a series of measures such as amending an anti-terrorism law and banning JuD and FIF.

Saeed denounced the latter move in a fiery sermon on Friday, accusing Islamabad of caving into U.S. and Indian pressure.

No change&nbsp;

At JuD&#39;s Muridke headquarters, Reuters found the day-to-day management of the charity running largely as before.

Only an administrator, two school principals and a doctor had been added by the government to the facility - previously known as Markaz-e-Taiba, now renamed Government Health and Education Complex Sheikhupura - where nearly 1,000 students take classes, a JuD official, Mohammad Athar, told Reuters.&nbsp;

Five policemen had been added to the squad of 100 JuD security guards, while the rest of the staff were still working, he said, adding: &quot;We know nothing about the government`s future plans.&quot;

Besides some 500 visitors daily, Athar said, nearly 3,000 students and employees live on the site, which boasts manicured lawns, rice fields, sports grounds, hostels, residential colonies, a swimming pool and a horse stud farm.

&quot;Schoolboys swim in the pool during summer season,&quot; Athar said. &quot;There are 35 horses for their riding classes.&quot; The students play soccer, gymnastics and martial arts, he said. Cricket is prohibited, said Athar, who believes the game is &quot;a waste of time&quot;.

At JuD&#39;s Hudabya Madrassa in Chakra, on the outskirts of Rawalpindi, which caters for nearly 160 students, 22 teachers and a dozen more of staff, just a caretaker had been appointed since the government takeover.&nbsp;

&quot;I&#39;m drawing 20,000 rupees ($200) salary a month,&quot; said a teacher, Tariq Husain. Monthly expenses for the facility could amount to 1-1.5 million rupees ($10,000-$15,000) a month, according to Reuters` estimate, based on the salaries staff reported and likely overheads of a facility that size.

&quot;People come and donate,&quot; said another teacher, Mohammad Musab. &quot;Our group mainly bear the expenses,&quot; he added, while handing out sweet milk tea and cookies to Reuters journalists.

He said a government official came and took office records on Thursday.

At a third facility, in the heart of Rawalpindi, a grand mosque was under construction, adorned with banners appealing for donations for the Muslims in Kashmir, Palestine and Syria.&nbsp;

Double game&nbsp;

Pakistan has long denied accusations from Washington, New Delhi and others that it supports Islamist militants operating in Afghanistan and disputed Kashmir.

Arif Jamal, the author of Call For Transitional Jihad: Lashkar-e-Taiba 1985-2014, said patience had run out with Pakistan&#39;s &quot;double game&quot;, and doubted the takeover of JuD and FIF would succeed in heading off further action.

&quot;My sense is that they&#39;re not likely to believe Pakistan for a long time even if Pakistan starts to take serious steps to dismantle terrorist parties,&quot; Jamal wrote from Washington in a WhatsApp reply to Reuters.

But Pakistan&#39;s former counterterrorism chief, Khawaja Khalid Farooq, said there were insufficient grounds for the country to be put back on the FATF watchlist.

But the sheer scale and diversity of the charities founded by Hafiz Saeed, who is designated a terrorist by the United Nations, shows how difficult it will be for the government to even run the network, let alone track and take control of all their sources of income and funding. Reuters visited three of JuD's main facilities - protected by close-circuit TV cameras, huge iron gates and stout-built, bearded guards - including a sprawling 200-acre headquarters in Muridke just outside the eastern city of Lahore. A few government representatives were on site and new signs hung to rename the facilities, but little else appeared to have changed since the government announced it was banning the charities on February 14. Officials said they have not yet drawn up plans on how to run the network, which includes more than 300 seminaries, schools, hospitals, a publishing house and ambulance services. "We're still collecting details about the JuD's facilities which have been taken over," a spokesman for the Punjab provincial government, Malik Mohammad Ahmad Khan, told Reuters. "Our financial strategists are in consultation with the federal government to prepare a plan to run these facilities." $10 million bounty Hafiz Saeed is one of the founders of the militant group Lashkar-e-Taiba (LeT), or Army of the Pure, which Washington and India blame for the 2008 Mumbai attacks that killed 166 people. The United States has offered a $10 million reward for evidence leading to his conviction. The LeT has been banned in Pakistan since 2002 but Saeed, who denies involvement in violence or funding militants, was freed by a Pakistani court from house arrest last year and his charity wings had been allowed to remain in operation. Those charities are the focus of a motion co-sponsored by the United States and European allies calling for Pakistan to be placed on the terrorist financing watchlist maintained by the Financial Action Task Force (FATF). Member states of the FATF, an intergovernmental body that sets global standards for fighting illicit finance, were discussing the motion at a meeting in Paris this week. The move is part of a broader US strategy to pressure Pakistan to cut its alleged links to Islamist militants. Pakistan was on the FATF "grey list" from 2012 to 2015. Islamabad has recently been scrambling to avert being put back on the list, a measure officials fear could hurt its economy, by taking a series of measures such as amending an anti-terrorism law and banning JuD and FIF. Saeed denounced the latter move in a fiery sermon on Friday, accusing Islamabad of caving into U.S. and Indian pressure. "It is regrettable that rulers have been bowing to external powers" he said, adding that Islamabad was making the nuclear-armed nation an "American colony". No change At JuD's Muridke headquarters, Reuters found the day-to-day management of the charity running largely as before. Only an administrator, two school principals and a doctor had been added by the government to the facility - previously known as Markaz-e-Taiba, now renamed Government Health and Education Complex Sheikhupura - where nearly 1,000 students take classes, a JuD official, Mohammad Athar, told Reuters. Five policemen had been added to the squad of 100 JuD security guards, while the rest of the staff were still working, he said, adding: "We know nothing about the government`s future plans." Besides some 500 visitors daily, Athar said, nearly 3,000 students and employees live on the site, which boasts manicured lawns, rice fields, sports grounds, hostels, residential colonies, a swimming pool and a horse stud farm. "Schoolboys swim in the pool during summer season," Athar said. "There are 35 horses for their riding classes." The students play soccer, gymnastics and martial arts, he said. Cricket is prohibited, said Athar, who believes the game is "a waste of time". At JuD's Hudabya Madrassa in Chakra, on the outskirts of Rawalpindi, which caters for nearly 160 students, 22 teachers and a dozen more of staff, just a caretaker had been appointed since the government takeover. "I'm drawing 20,000 rupees ($200) salary a month," said a teacher, Tariq Husain. Monthly expenses for the facility could amount to 1-1.5 million rupees ($10,000-$15,000) a month, according to Reuters` estimate, based on the salaries staff reported and likely overheads of a facility that size. "People come and donate," said another teacher, Mohammad Musab. "Our group mainly bear the expenses," he added, while handing out sweet milk tea and cookies to Reuters journalists. He said a government official came and took office records on Thursday. At a third facility, in the heart of Rawalpindi, a grand mosque was under construction, adorned with banners appealing for donations for the Muslims in Kashmir, Palestine and Syria. Double game Pakistan has long denied accusations from Washington, New Delhi and others that it supports Islamist militants operating in Afghanistan and disputed Kashmir. Arif Jamal, the author of Call For Transitional Jihad: Lashkar-e-Taiba 1985-2014, said patience had run out with Pakistan's "double game", and doubted the takeover of JuD and FIF would succeed in heading off further action. "My sense is that they're not likely to believe Pakistan for a long time even if Pakistan starts to take serious steps to dismantle terrorist parties," Jamal wrote from Washington in a WhatsApp reply to Reuters. But Pakistan's former counterterrorism chief, Khawaja Khalid Farooq, said there were insufficient grounds for the country to be put back on the FATF watchlist. "I don't think there is any strong justification," Farooq said by phone from Dubai. "There may be loopholes in our system which could be pointed out." Pointing to the Jamaat-ul-Ahrar, Tehreek-i-Taliban Pakistan and Islamic State safe havens, he said terrorists had established sanctuaries on the Afghan soil along the border with Pakistan.

General Bajwa said underscored the importance of international cooperation against terrorism.

Speaking about the operations launched in the country against terrorists, he said that besides kinetic operations, a lot of emphasis had been put on cutting off their financial sources.

The amendment enables the authorities to take action against the declared terror outfits.&nbsp;

The United Nations Security Council had prohibited terrorists and individual outfits by sealing their offices and freezing their bank accounts.

The Pakistan authority is bound to take legal action against the terrorist organisation under the obligation of the&nbsp;international force, Financial Action Task Force-(FATF). 
 
The declaration has come at a time when&nbsp;Hafiz Saeed is looking forward to contesting the 2018 Pakistan general elections. He has also formed a party by the name of Milli Muslim League(MML).

The move taken by the Pakistan government was not highlighted much in the media.&nbsp;

A UN team had visited Pakistan last month to assess progress made by Pakistan on the effect of sanctions on terror organizations which included Hafiz Saeed-led Jamaat-ud-Dawa (JuD) and&nbsp;Lashkar-e-Taiba(LeT), Falah-i-Insaniyat Foundation (FIF),&nbsp;Harkat-ul Mujahideen among others.

The UN list includes a list 27 terror organizations.&nbsp;

Additionally, Pakistan&#39;s Securities and Exchange Commission of Pakistan (SECP) issued a notification saying that companies should not donate cash to the entities and individuals listed under the UNSC list.&#39;

Saeed had yesterday moved the court seeking protection from arrest or action against Jamaat-ud-Dawah (JuD) and Falah-i-Insaniat Foundation (FIF) ahead of the visit of the monitoring team of the United Nations Security Council 1267 Sanctions Committee.

The UNSC monitoring committee oversees the sanctions measures imposed by the Security Council under the rules. The member states are required to freeze without delay the funds and other financial assets or economic resources of designated individuals and entities.

Last week, Pakistan banned companies and individuals from making donations to the JuD, the FIF and other organisations on the UNSC sanctions list.

The JuD is believed to be the front organisation for the LeT which is responsible for carrying out the Mumbai attack that killed 166 people. It has been declared as a foreign terrorist organisation by the US in June 2014.
