Merkel urges 'pragmatic' approach to solve Northern Ireland issue

German Chancellor Angela Merkel's CDU scored a convincing win in the final regional vote before the first general election without her at the helm of the party. The CDU won around 37%of the vote, well ahead of the second-place far-right party AfD on 21%.

Germans in the eastern state of Saxony-Anhalt are heading to the polls on Sunday, with the far-right posing a tough challenge to Angela Merkel's conservatives in the final major test before the first general election in 16 years not to feature the veteran chancellor.

Saxony-Anhalt is one of Germany's smallest states with a population of just 2.2 million, but with Merkel's Christian Democratic Union running neck-and-neck with the far-right AfD there, the stakes could not be higher for the regional vote.

Victory for the AfD would be a devastating blow for the conservatives and seriously weaken the already fragile standing of the CDU's new leader Armin Laschet in the run-up to Germany's national election on September 26.

"If it turns out that the AfD is slightly stronger than the CDU on Sunday, then there could be debates about personnel in the CDU, and thus a weakening of the entire situation of the CDU," political scientist Hajo Funke of Berlin's Free University told AFP.

Merkel's party has been a dominant force in the eastern region for decades, topping all but one edition of state elections there since reunification in 1990.

But the far-right AfD established a strong foothold there in the last state election in 2016, having capitalised on anger over Merkel's decision to allow in a wave of migrants from conflict-torn countries such as Syria in 2015.

In that election, the CDU scooped 30 per cent, forming a coalition with the Social Democrats (SPD) and Greens. The AfD won 24 per cent.

The latest polls published Friday by Bild daily has the CDU at 27 per cent, one point ahead of the AfD.

Anti-establishment

Although support for the AfD at the national level has stagnated at around 10 to 12 per cent in recent months, the party continues to be popular in the former East German states.

Its recent move to style itself as the party bashing Merkel's tough shutdown measures during the pandemic has also cemented its reputation as the anti-establishment party, attracting support beyond its core base of anti-immigration voters.

The AfD will not be able to govern even if it wins in Saxony-Anhalt, as all the other parties have ruled out forming an alliance with it.

But losing to the AfD would be, as Spiegel magazine puts it, "a disaster" for Laschet, nominated as the conservative chancellor candidate in April.

"The last thing he would need is a renewed debate about the AfD within his party, which would become unstoppable in case of an election defeat in Saxony-Anhalt."

The conservatives have already taken a hammering in the polls as Merkel prepares to bow out, hurt by anger over the government's pandemic management and a corruption scandal involving shady coronavirus mask contracts.

Final vote test in Germany ahead of post-Merkel-era election

The eastern German state of Saxony-Anhalt voted on Sunday in the last test of public opinion before September's national election, one which could deal a blow to conservative Armin Laschet's hopes of succeeding Chancellor Angela Merkel.

Surveys in the state show a small lead for the Christian Democrats (CDU) of Laschet and Merkel, but the far-right Alternative for Germany (AfD) was running just one percentage point behind in the final poll published on Friday.

Casting his vote, conservative state premier Reiner Haseloff said he had done all he could to persuade voters in the relatively poor region not to turn to the far right.

"I've done everything necessary and possible to persuade people that we need stability and a democratic centre," he told reporters in his home town of Wittenberg, where in 1517 Martin Luther nailed his 95 theses critical of the Pope to a church door, igniting the Protestant Reformation.

Turnout, down 8 percentage points on five years ago by 2 p.m., suggested that voters may have chosen not to heed his message. Low turnout has often favoured parties at the political margins.

Though most polls give the CDU a more comfortable lead, a loss or a tight margin of victory could deal a crippling blow to the centrist Laschet's electoral hopes, emboldening those on his party's right who want a decisive break from the Merkel years.

Merkel, in power since 2005, is stepping down after the federal election, and senior CDU officials concede that it will be tough to retain their party's appeal to voters after 16 years in charge.

National polls show the surging Greens almost tied with the CDU, with both holding around a quarter of the vote, lending the poll in Saxony-Anhalt, a sparsely populated state of just 2.2 million, an outsized significance.

The AfD typically performs better in the former communist east, where the economy is weaker than in the west. Its strength in Saxony-Anhalt has already focused debate on the CDU's relations with the political right.

Germany for the first time on Friday recognised it had committed genocide in Namibia during its colonial occupation, with Berlin promising financial support worth more than one billion euros to aid projects in the African nation.

German colonial settlers killed tens of thousands of indigenous Herero and Nama people in 1904-1908 massacres — labelled the first genocide of the 20th century by historians -- poisoning relations between Namibia and Germany for years.

While Berlin had previously acknowledged that atrocities occurred at the hands of its colonial authorities, they have repeatedly refused to pay direct reparations.

"We will now officially refer to these events as what they are from today's perspective: genocide," said Foreign Minister Heiko Maas in a statement.

He hailed the agreement after more than five years of negotiations with Namibia over events in the territory held by Berlin from 1884 to 1915.

"In light of the historical and moral responsibility of Germany, we will ask forgiveness from Namibia and the victims' descendants" for the "atrocities" committed, Maas said.

In a "gesture to recognise the immense suffering inflicted on the victims", the country will support the "reconstruction and the development" of Namibia via a financial programme of 1.1 billion euros ($1.34 billion), he said.

The sum will be paid over 30 years, according to sources close to the negotiations, and must primarily benefit the descendants of the Hereo and Nama.

However, he specified that the payment does not open the way to any "legal request for compensation".

Rebellion, reprisals

Namibia was called German South West Africa during Berlin's 1884-1915 rule, and then fell under South African rule for 75 years, before finally gaining independence in 1990.

Tensions boiled over in 1904 when the Herero — deprived of their livestock and land — rose up, followed shortly after by the Nama, in an insurrection crushed by German imperial troops.

In the Battle of Waterberg in August 1904 around 80,000 Herero, including women and children, fled and were pursued by German troops across what is now known as the Kalahari Desert. Only 15,000 survived.

German General Lothar von Trotha, sent to put down the rebellion, ordered the peoples' extermination.

At least 60,000 Hereos and around 10,000 Namas were killed between 1904 and 1908.

Colonial soldiers carried out mass executions; exiled men, women, and children to the desert where thousands died of thirst; and established infamous concentration camps, such as the one on Shark Island.

'Overcome the past'

The atrocities committed during colonisation have poisoned relations between Berlin and Windhoek for years.

In 2015, the two countries started negotiating an agreement that would combine an official apology by Germany as well as development aid.

But in August last year, Namibia said that Germany's offered reparations were unacceptable. No details of the offer were provided at the time.

President Hage Geingob had noted Berlin declined to accept the term "reparations", as that word was also avoided during the country's negotiations with Israel after the Holocaust.

But in an effort to ease reconciliation, in 2018 Germany returned the bones of members of the Herero and Nama tribes, with the then foreign minister Michelle Muentefering asking for "forgiveness from the bottom of my heart".

Germany plans to open COVID-19 vaccination for children aged 12 to 16-years from June 7. The decision comes after German Chancellor Angela Merkel held a meeting with state leaders on Thursday.

Germany plans to open vaccination for 12 to 16-year-olds from June 7

Germany will start offering coronavirus jabs to children over the age of 12 from June 7, Chancellor Angela Merkel said Thursday.

But she stressed that vaccination would not be compulsory and would have no bearing on whether children can attend school or go on holiday.

The European Medicines Agency is expected to approve the Pfizer/BioNTech Covid jab for 12 to 15-year-olds on Friday. It is already authorised in the EU for those over 16.

"Children and young people aged 12 and over will have the chance to book a vaccine appointment from June 7," Merkel said after talks with Germany's regional leaders.

Those willing will be offered at least their first of two shots by the end of August, she added, roughly in time for the new school year.

"The main message to parents is: there will be no compulsory vaccinations," Merkel told reporters.

Schools would not require pupils to be vaccinated, she said. "And it would be totally wrong to think you can only go on holiday with a vaccinated child."

Inoculating children is seen as a key step towards achieving herd immunity in the fight against the pandemic.

Canada and the United States have already started vaccinating over-12s.

But experts have also expressed reservations, pointing out that children rarely suffer from severe Covid and that vaccine supply is still tight.

Merkel urged patience, saying not everyone would get an appointment for their child right away.

'Not over'

Germany's STIKO vaccine regulator is due to give its recommendations for over -12s shortly after the Pfizer jab is approved.

The agency has already signalled it intends to recommend the jab only for children in risk categories, such as those with underlying medical conditions.

All over -12s will still be allowed to get jabbed regardless, similar to the AstraZeneca vaccine which is officially recommended only for people over 60 in Germany but is open to anyone who has consulted with their doctor.

After a much-criticised slow start, the coronavirus inoculation campaign in Europe's top economy has kicked into high gear in recent weeks.

More than 40 per cent of adults have now had their first jab, and 15 percent are fully vaccinated.

The accelerated pace, along with rapid testing and widespread shutdowns, has helped break a third coronavirus wave and allowed Germany to relax restrictions.

"This is a great success," Merkel said. But she called on Germans not to ditch precautions such as social distancing, mask wearing, and airing out rooms.

Namibia was known as German South-West Africa during Berlin's occupation from 1884 to 1915, and then it was ruled by South Africa for 75 years before winning its independence in 1990. Former Bayern Munich coach Hansi Flick signed a two-year contract on Tuesday, May 25 to take over Germany after the end of the European Championship this summer, the German Football Association DFB said.

He will succeed current coach Joachim Loew, with whom he won the World Cup as an assistant in 2014. Flick worked with Loew from when he was appointed Germany coach in 2006 until 2014 when Flick became Germany's sporting director.

"Everything happened surprisingly quickly for me and I am happy to be national team coach from the autumn," Flick, who was the frontrunner for the post, said in a statement.

Flick led Bayern to six titles in the 2019/2020 season and also won this season's Bundesliga crown but decided to leave the champions after 18 months in charge.

Loew, who had a contract until 2022, led Germany to the World Cup title in 2014 with Flick as his assistant, and also won the 2017 Confederations Cup. But his team crashed out in the first round in the 2018 World Cup and has been struggling to perform at the highest level despite an overhaul.

With a steady fall in the number of reported incidences of coronavirus over the last month, Germany is now all set to open up the way for outdoor concerts this summer.

According to data collated by the pubic health institute, Germany now stands at 64.5 coronavirus positive cases per 100,000. Boasting of the country’s victory over the coronavirus, Health Minister Jens Spahn Said that Germany had broken the third wave of the virus.

When asked by a German newspaper, if this downward trend in COVID-19 cases would allow for open-air concerts, he replied, "Yes. But no rock festivals where tens of thousands are in each other's arms."

"Concerts in the Olympic Stadium (in Berlin), which is not full, or in the park with tests and social distancing are possible from today's perspective."

When asked about the Bundesliga soccer matches, Spahn said, "If the incidence continues to fall, I am sure that fans will be allowed back into the stadium in August."

Speaking about vaccination for children Spahn mentioned that the country is just waiting for European approval of the vaccine developed by Pfizer Inc and BioNtech, which is meant for children aged between 12-16 years.

Previously Germany had set the goal to offer a vaccine to this age group by the end of August, and according to the health minister for a carefree summer, they (Germany) just "needs to reduce the incidences further".

Germany's public health institute on Friday declared Britain and Northern Ireland a virus variant region, requiring anyone entering the country from the United Kingdom to quarantine for two weeks on arrival.

Cases of a coronavirus variant of concern first found in India continued to climb in Britain.

"We want to play it safe," a German government source said. "In this important phase of the vaccination campaign, the entry of problematic mutations must be avoided as far as possible."

The classification, which takes effect from midnight on Sunday (2200 GMT Saturday), means the quarantine rules also apply to people with full vaccination protection and those who have recovered from COVID-19.

Health Minister Jens Spahn said earlier this month that a third wave coronavirus infections in Germany "appears to be broken", but government officials are being careful.

"If we want to keep pushing down infection rates, we need to prevent contagious viral variants from jeopardising this positive trend," a spokesman for the Health Ministry said.

"This step is hard for the UK, but it is necessary to prevent the rapid spread of the variant in Germany," he said, adding that only when more people have been vaccinated is Germany armed against such a danger.

Germany declares United Kingdom a virus variant region

In 2001, America invaded Afghanistan. 20 years and over 2 trillion dollars later, Washington came to terms with the fruitlessness of the war. So it decided to wrap, and withdraw troops.

Something similar happened in Europe. America waged a war not on a country, but a construction. But two years later, it realised the futility of it.

This is about Nord Stream 2. It's a Russian gas pipeline project. It's a pretty controversial one. The Trump administration slapped sanctions on it in 2019 and early 2021.

America had egg on its face, when construction carried on. If anything, the sanctions only alienated America from one of its key European allies: Germany.

Now, US President Joe Biden is in the White House. And he is being torn by conflicting demands at home and outside.

Sanctions against Nord Stream 2 enjoy bipartisan support in the US. It also carries great geopolitical and strategic importance. But upping the ante against Nord Stream 2 could cost America dearly.

So, his administration has tried to kill three birds with one stone.

The original Nord Stream runs from Vyborg in Russia to Lumbin in Germany.

It was inaugurated in 2011. Nord Stream 2 expands this system. It is designed to carry 110 billion cubic metres of gas from Russia to Germany every year. The project is being built at a cost of 11 billion dollars. It runs 764 miles under the Baltic Sea.

And Russian state energy firm Gazprom is leading the venture. The project is now 95 per cent complete. There's only 100 km of the sub-sea pipeline left to lay. Nord Stream 2 is expected to be ready by the end of 2021. This project is strategically important to the US.

Washington is an exporter of natural gas to Europe. But Russian gas is cheaper than American. So, basically, America fears losing business in Europe once Nord Stream 2 is completed.

That's not it. America also fears losing its influence.

Washington believes Russia could use Nord Stream 2 to increase Europe's dependency on Moscow. It's the same cold war-era mentality.

And it's because of this that the sanctions against Nord Stream 2 enjoy bipartisan support at home. There's also geopolitics that is closely entangled in the project. This Nord Stream 2 bypasses Ukraine and by doing so, deprives it of lucrative transit fee. This is Moscow hammering Ukraine's fight against Russian aggression.

And this is something US cannot be seen openly supporting. It has always sided with Ukraine.

When Biden entered the White House, some critics said he may be able to convince German Chancellor Angela Merkel into dropping the Nord Stream 2 project.

That has clearly has not happened. Instead, Berlin pressed Washington to drop sanctions. To Germany, Nord Stream 2 is a commercial project.

And America's opposition to it is a hurdle for German economy.

Germany also happens to be a country US must court if it wants to get back to enjoying the confidence of its European and NATO allies.

So, the Biden administration caved in and planned its safest exit from the war on Nord Stream 2.

What did it do?

Number one: To appease Americans, the Biden administration imposed fresh sanctions on ships working on the project. Also sanctions on Russian entities linked to the Nord Stream 2.

Number two: To reaffirm America's unwavering support to Ukraine, the Biden administration openly criticised the Nord Stream 2.

A release from US Secretary of State Antony Blinken says the following:

"Nord stream 2 is a bad deal — for Germany, for Ukraine, and for our central and eastern European allies and partners. The department is tracking efforts to complete the Nord Stream 2 pipeline and is evaluating information regarding entities that appear to be involved."

Here's the real deal.

To appease Germany, the Biden administration waived Trump-era sanctions on the company building Nord Stream 2 and also its CEO.

How is the Biden administration justifying this? It is in national interest, says Blinken.

It is to 'demonstrate the administration's commitment to energy security in Europe'.

The real story lies between the lines.

Moreover, it tells that the Biden administration prioritises winning over European ally over engaging Russia in a futile geopolitical tug of war.

And this is the biggest takeaway from the Nord Stream 2 story.

Germany's competition authority has opened inquiry into retail giant Amazon over potential 'anti-competitive practices'. The inquiry has been opened using a new law that gives regulators more teeth to control big t ech companies.

Federal Cartel Office head Andreas Mundt said his office is examining whether Amazon has "an almost unchallengeable position of economic power" and whether it "operates across various markets".

If so, it could be deemed of "paramount significance", said Mundt, adding that the regulator could "take early action against and prohibit possible anti-competitive practices by Amazon".

"This could apply to Amazon with its online marketplaces and many other, above all digital offers," he added.

In a statement to AFP, an Amazon spokesperson said the company "cannot comment on ongoing proceedings and will fully cooperate with the FCO".

Under the amendment to Germany's competition law passed in January, the watchdog said it now has more power to "intervene earlier and more effectively" against big tech companies, rather than simply punishing them for abuses of their dominant market position.

Reforms in Germany coincided with new European Union draft legislation that was unveiled in December. The draft legislation was aimed at curbing the power of the tech companies. This can potentially shake-up the way Silicon Valley operates in the European Union.

The push to tighten legislation comes as big tech companies are facing increasing scrutiny around the globe, including in the United States, where Google and Facebook are facing antitrust suits.

The Amazon probe is only the second time that Germany's Federal Cartel Office has made use of its new powers, after first employing them to widen the scope of an investigation into Facebook over its integration of virtual reality headsets.

The watchdog already has two traditional abuse control proceedings open against Amazon.

Chancellor Angela Merkel's spokesman Steffen Seibert said that her government will never tolerate 'anti-Semitic' protests in the territory of Germany.

The statement comes after protests outside synagogues at which demonstrators shouted anti-Jewish slogans and burned Israeli flags over the escalating conflict in the Middle East.

"Anyone who attacks a synagogue or defiles Jewish symbols shows that for them it is not about criticising a state or the policies of a government, but about aggression and hate towards a religion and the people who belong to it," Merkel's spokesman Steffen Seibert said, adding that "our democracy will not tolerate anti-Semitic demonstrations."

On Wednesday (May 12), the German government had also condemned the incessant rocket attacks from the Gaza Strip against Israeli cities in the strongest terms", saying they "could not be justified".

"Israel has the right to self-defence against these attacks," he added.

Before the Nazis came to power, Germany had a Jewish population of about 500,000. The country’s population of 83 million now includes some 200,000 Jews. Many of them are immigrants from the former Soviet Union who were taken in after the Berlin Wall came down in 1989, a gesture of atonement for Nazi crimes.

Last year, during the 70th anniversary of the Central Council of Jews in Germany, Chancellor Angela Merkel had said that many German Jews still do not feel safe and that anti-Semitism in Germany "never disappeared."

"Many Jews do not feel safe, do not feel respected in our country. This is one part of today's reality and it causes me grave concern," Merkel had said.

In Germany, a Central Council of Jews was founded in 1950 to represent Jews who had survived the Nazi Holocaust. Noting that many Holocaust survivors couldn’t imagine a future in Germany, the council originally was envisioned as a provisional entity to help them emigrate.

But the decades since German reunification in 1990, in particular, have seen the Jewish community in Germany gain size and strength.

(With inputs from agencies)

A German regulator on Tuesday slapped a three-month ban on Facebook collecting user data from WhatsApp accounts and referred the case to an EU watchdog, citing concerns about election integrity.

The Hamburg Commissioner for Data Protection and Freedom of Information sent the order to the social network, which owns the popular messaging service. Hamburg has jurisdiction because Facebook's German branch is based in the city.

The tech giant informed WhatsApp users earlier this year that they had to consent to a new data-use policy to continue using the service.

The German authority said in an emergency decision that the terms of that agreement were now null and void in Europe's top economy for three months.

The head of the German regulator, Johannes Caspar, said past Facebook data protection breaches as well as Germany's general election in September showed the "dangers" of "mass building of user profiles" that could be exploited.

"This ruling is intended to protect the rights and freedoms of the many millions of user across Germany who give their permission to the new use and privacy policy," he said.

"That includes not only the private sphere but also the possibility of using profiles to influence voter choices and manipulate democratic decisions."

Caspar noted that with nearly 60 million users in Germany, WhatsApp was "by far" the country's most popular social media app.

WhatsApp on Friday stepped back from its plan to require users to accept the new terms, which critics said could expand data collection from its two billion users around the world.

The service had been set to enforce its new data-sharing policy on May 15, following a delay in response to a user outcry. Instead, it said on its website that it would not immediately cut off users who don't accept the new terms, although it would send reminders to those who don't opt in.

A WhatsApp spokesman said the update would not allow additional passing of user information from the service to Facebook's other applications.

"Your acceptance of the new Terms of Service does not expand WhatsApp's ability to share user data with its parent company Facebook," he said.

WhatsApp said the German order "is based on a fundamental misunderstanding of the purpose and effect of WhatsApp's update and therefore has no legitimate basis".

The update actually "provides further transparency about how we collect and use data", said the spokesman.

As the Hamburg authority's "claims are wrong, the order will not impact the continued roll-out of the update", he added.

People who have been fully vaccinated against Covid-19 are exempt from many restrictions in Germany from Sunday after the government passed new legislation to restore some freedoms.

Curfews and limits on social contacts no longer apply to those fully vaccinated -- more than seven million people -- or recovered from a Covid infection under the new rules.

They will also no longer have to present a negative test result to access certain services such as hairdressers and "click and meet" shopping appointments.

If returning to Germany from abroad, they will not be required to quarantine unless arriving from a country deemed high risk due to virus variants.

However, they will still be required to adhere to social distancing and hygiene measures such as wearing masks in shops and on public transport.

Announcing the measures this week, Justice Minster Christine Lambrecht said there needed to be a "good reason" for any restrictions on public life.

Parts of Germany are eyeing a loosening of lockdown restrictions as the number of new cases fell nationwide on Wednesday, though infection rates remain high in some of the 16 federal states.

Confirmed new coronavirus cases in Germany rose on Wednesday by 18,034 to 3,451,550, but that 24-hour figure was 4,000 lower than a week ago, and the seven-day incidence per 100,000 people dropped to 132 from 141 on Tuesday, the lowest in three weeks.

Legislation passed last month enabled the federal government to impose night-time curfews in areas where cases exceed 100 per 100,000 residents on three consecutive days, and even stricter curbs where cases go above 165 per 100,000.

Three of Germany`s states are now under the key threshold of 100 cases per 100,000 - Hamburg, Lower Saxony and Schleswig-Holstein - while three others are getting close - Berlin, Brandenburg and Mecklenburg-Vorpommern.

The southern state of Bavaria said on Tuesday it would allow outdoor dining to resume from May 10 in areas where the incidence is under 100, and allow the tourism sector to reopen from May 21, when that part of the country has school holidays.

The state of Lower Saxony has also agreed easing the rules for restaurants, tourism and retail for areas under 100.

Health Minister Jens Spahn called on the states to give priority to opening outdoor activities so as not to risk a new wave of infections.

After a sluggish start, the pace of vaccinations has been picking up in Germany and the number of people with coronavirus needing intensive care treatment in hospital has begun to fall.

Germany looks to loosening lockdown as COVID-19 cases fall

Germany on Wednesday banned a purported aid organisation, Ansaar International, accusing it of collecting donations to help finance terrorism worldwide.

The prohibition came along with a series of raids on properties in ten states, with investigators also seizing items.

Interior Minister Horst Seehofer "has banned the association Ansaar International and its related organisations. The network finances terrorism worldwide with donations," tweeted ministry spokesman Steve Alter.

"To fight terror, one must dry up its sources of money," said Seehofer.

The NGO based in Duesseldorf says in its statutes that its purpose is to support projects for Muslims worldwide.

In 2018 alone, it collected 8 to 10 million euros in donations, according to its first chairman.

The interior ministry said however that the funds are in fact raised with the intention of financing foreign groups such as the Palestinian movement Hamas as well as the Al-Qaeda-linked Al-Shabaab and Jabhat al-Nusra.

"Financial support, even for what at first glance appear to be charitable activities, secures the terrorist groups' power and dominance in the respective region, facilitates the recruitment of activists, and saves the terrorist group money, which in turn can be used to carry out the crimes it plans," said the ministry.
