Three suspected Islamist extremists have been arrested in Germany on suspicion of preparing a "serious act of violence", with an assault rifle and knives also seized, authorities said Tuesday.

Police swooped Sunday on the homes of two German-Lebanese brothers aged 15 and 20 in the city of Mannheim, and a 22-year-old German-Turkish man from the Hochtaunus district of Hessen state.

German media reports said they were planning to attack Christmas markets in either Frankfurt or Mannheim.

Local prosecutors and police said in a statement that the act they were planning could have "endangered the state", without disclosing further details.

Germany has faced a string of attacks and plots by suspected Islamists in recent years and has been on high alert since Hamas's October 7, 2023, attack on Israel sparked the war in the Gaza Strip.

The brothers detained in Mannheim, who had a "strong religious ideology and profound sympathy" for the Islamic State (IS) group, had made concrete preparations for an attack, authorities said.

The assault rifle, along with ammunition, was found during a search of the 22-year-old German-Turkish man's home, they said. Several knives, a balaclava as well as mobile phones were also turned up during searches.

But officials stressed that "at no point was there any concrete danger to the public". The suspects are in pre-trial detention.

German authorities are pressing for a 100-year-old former Nazi concentration camp guard to face trial almost 80 years after the end of World War II. The higher regional court in Frankfurt on Tuesday said it had overturned a decision by a lower court under which the suspect had been deemed unfit to stand trial. The suspect, named Gregor Formanek by German media, was charged last year with aiding and abetting murder in 3,322 cases while working at the former Sachsenhausen concentration camp near Berlin between July 1943 and February 1945. Also read | Chinese police detains 'bored' man for creating his fake arrest notice with $4,000 reward However, an expert determined in February that Formanek was not fit to stand trial due to his mental and physical condition and the court in Hanau, Hesse state, eventually decided not to open the proceedings against him. The Frankfurt court on Tuesday found the expert's decision had not been based on "sufficient facts". "The expert himself stated that it was not possible to interview the defendant and that the opportunity for extensive psychiatric testing was not available," it said. Germany has been scrambling to bring the last surviving former Nazi war criminals to justice since a 2011 landmark ruling paved the way for several trials. One former death camp guard, John Demjanjuk, was convicted on the basis that he served as part of Hitler's killing machine, even though there was no proof he had directly killed anyone. However, with time running out, many cases have been abandoned in recent years after the accused died or was physically unable to stand trial. More than 200,000 people, including Jews, Roma, regime opponents and gay people, were detained at the Sachsenhausen camp between 1936 and 1945. Tens of thousands died there from forced labour, murder, medical experiments, hunger or disease before the camp was liberated by Soviet troops. According to the report, Berlin is taking these measures under its so-called Operation Plan Germany. The plan involves radical initiatives by federal and state governments, the military, security agencies, and emergency services coordinating to fortify the nation’s defence capabilities. The plan also involves regular consultation between German businesses and the military for war preparedness. (With inputs from agencies)

Bracing for war? Germany draws up list of bunkers amid tensions with Russia

Iran said on Sunday that it would hold nuclear talks in the coming days with the three European countries that initiated a censure resolution against it adopted by the UN's atomic watchdog.

Foreign ministry spokesman Esmaeil Baghaei said the meeting of the deputy foreign ministers of Iran, France, Germany and the United Kingdom would take place on Friday, without specifying a venue.

"A range of regional and international issues and topics, including the issues of Palestine and Lebanon, as well as the nuclear issue, will be discussed," the spokesman said in a foreign ministry statement.

Baghaei described the upcoming meeting as a continuation of talks held with the countries in September on the sidelines of the annual session of the UN General Assembly in New York.

On Thursday, the 35-nation board of governors of the UN's International Atomic Energy Agency (IAEA) adopted a resolution denouncing Iran for what it called a 'lack of co-operation'.

The move came as tensions ran high over Iran's atomic programme, which critics fear is aimed at developing a nuclear weapon, something Tehran has repeatedly denied.

It also came after IAEA head Rafael Grossi returned from a trip to Tehran, where he appeared to have made headway.

During the visit, Iran agreed to an IAEA demand to cap its sensitive stock of near weapons-grade uranium enriched up to 60 per cent purity.

In response to the resolution, Iran announced it was launching a "series of new and advanced centrifuges".

Centrifuges enrich uranium transformed into gas by rotating it at a very high speed, increasing the proportion of fissile isotope material (U-235).

"We will substantially increase the enrichment capacity with the utilisation of different types of advanced machines," Behrouz Kamalvandi, Iran's atomic energy organisation spokesman, told state TV.

The country, however, also said it planned to continue its "technical and safeguards cooperation with the IAEA".

Iranian President Masoud Pezeshkian, in power since July and a supporter of dialogue with Western countries, has said he wants to remove "doubts and ambiguities" about his country's nuclear programme.

In 2015, Iran and world powers reached an agreement that saw the easing of international sanctions on Tehran in exchange for curbs on its nuclear program.

But the United States unilaterally withdrew from the accord in 2018 under then-president Donald Trump and reimposed biting economic sanctions, which prompted Iran to begin rolling back on its own commitments.

Tehran has since 2021 decreased its cooperation with the IAEA by deactivating surveillance devices monitoring the nuclear programme and barring UN inspectors.

At the same time, it has increased its stockpiles of enriched uranium and the level of enrichment to 60 per cent.

That level is close, according to the IAEA, to the 90 per cent-plus threshold required for a nuclear warhead, and substantially higher than the 3.67 per cent limit it agreed to in 2015.

Iran set to hold nuclear talks with France, Germany, UK

The UK government indicated on Friday (Nov 22) that it could arrest Israeli Prime Minister Benjamin Netanyahu if he visits the country. Notably, the arrest would be against the warrant issued by the International Court of Justice (ICC).

The ICC issued an arrest warrant against Netanyahu and his former Defence Minister Yoav Gallant on November 21.

According to AFP, UK PM Keir Starmer's spokesman refused to give any statement on whether the government would arrest Netanyahu, but he said, "The UK will always comply with its legal obligations as set out by domestic law and indeed international law."

Britain signed the Rome Statute in 1998, the international treaty that created the ICC.

UK's ICC Act 2001 says when the ICC issues an arrest warrant to the government minister, "he shall endorse the warrant for execution in the United Kingdom."

UK officials say the act has not been used yet as no one charged by ICC has visited Britain yet.

Germany's 'Nazi History' With Netanyahu

Meanwhile, Germany said that the country would not arrest Netanyahu because of its "Nazi history."

A spokesman for Olaf Scholz, the German chancellor, told The Telegraph “I find it hard to imagine that arrests could be carried out in Germany on this basis."

The suggestion comes after the German government said in a statement that it has "taken note" of the ICC's decision and that it is one of the international court's biggest supporters.

However, the statement also added, “At the same time, it is a consequence of German history that we share unique relations and great responsibility with Israel. We will carefully examine the domestic steps. Any further action would only be taken when a visit [to Germany] by Prime Minister Benjamin Netanyahu and former defence minister Yoav Gallant is foreseeable."
