BJP president Amit Shah on Saturday took a swipe at BSP supremo Mayawati, stating she remembers Bharat Ratna Dr BR Ambedkar only during elections.

"When it is time for elections, Behenji remembers Ambedkar ji. But when she comes to power, she forgets Ambedkar ji and builds her own statues," Shah said while addressing an election rally here.

"It is the BJP government that has built Ambedkar ji's memorial in five years. We have done a lot of works for Dalits in the last five years," added the BJP president.

Reiterating his party's tough stance on infiltrators, Shah said, "Infiltrators are dangerous for the security of our country. They are eating our country like termites. We will not tolerate this. We will ensure that every single infiltrator is thrown out from this country by our party."

Hitting out at Congress, BSP and SP, Shah claimed that these parties could not keep the country safe, and contended that only the BJP could keep the nation safe from its enemies.

Accusing the Congress of ignoring the welfare of poor people, Shah said that the leaders in the grand old party were only "interested" in indulging in corruption.

"In the last 55 years, Rahul Gandhi and his party did not care for the poor. They did not do anything. In the last two years, Uttar Pradesh under Chief Minister Yogi Adityanath has done a lot of works for the poor," he said.

Talking about the Congress'&nbsp;pledge to remove poverty from the country, he said, "Those who were giving slogans on 'Garibi Hatao'&nbsp;have been taught a lesson by Prime Minister Narendra Modi by ensuring employment to poor and downtrodden."

"The people of this country want to see Narendra Modi as the Prime Minister again. The entire country is chanting 'Modi, Modi.'&nbsp;The electorates have decided to elect Narendra Modi again," he said.

Earlier addressing an election rally in Badaun, Shah took a jibe at the grand alliance of SP-BSP in Uttar Pradesh, stating that "Mahagathbandhan has no policy and no face. Can they give a befitting reply to terrorism? I want to ask the alliance - Who is your face?"

Highlighting the works done by the BJP, Shah said, "The Narendra Modi government made 9,400 houses for the poor in Badaun, provided insurance to 75,000 people, and opened bank accounts for 80,000 people."

"Around 75, 000 farmers here enjoy the benefit of Pradhan Mantri Fasal Bima Yojana. We also gave two lakh gas connections to women," he said.

Eight constituencies in Uttar Pradesh, where 80 Lok Sabha seats are at stake, went to polls during the first phase of polling April 11. In the second phase on April 18, eight seats will go to polls. The counting of votes will take place on May 23.&nbsp;

West Bengal Chief Minister Mamata Banerjee on Saturday said she can contest from any part of the country but chose not to do so as does not want division of votes, adding that stronghold of regional parties in states is a must.

Where Chandrababu Naidu is strong why would you vote for some other party," she said.

Giving her own twist to a recent remark by Uttar Pradesh Chief Minister Yogi Adityanath, BSP chief Mayawati Saturday said her party wanted both Ali and Bajrang Bali -- particularly Bajrang Bali as the deity is "linked with my own Dalit caste".

Addressing a rally in Badaun, Mayawati recalled Adityanath's comment on Tuesday in which he referred to her earlier appeal to Muslims to vote for the opposition alliance in Uttar Pradesh. The chief minister had said if Ali is with the BSP-SP-RLD alliance, then Bajrang Bali is with the BJP.

"In this connection, I want to tell him (Adityanath) that both Ali and Bajrang Bali are ours.... So we want both Ali as well as Bajrang Bali," she said.

Ali is a revered figure in Islam and Lord Hanuman is often called Bajrang Bali. Both Mayawati and Adityanath were served notices by the Election Commission over their remarks.

"We particularly want Bajrang Bali because he is linked to my own Dalit caste," Mayawati said. The BSP chief was apparently referring to Adityanath's comments last year when he had described Lord Hanuman as a forest dweller and a Dalit.

"I am very thankful to Yogi ji that he has given us an important information about our ancestors. So, it is a very happy moment to note that we have both Ali and Bajrang Bali, and their coming together will give us very good results in these elections," she said.

"In the Lok Sabha election in Uttar Pradesh, Yogi's party (BJP) will neither get the votes of Ali nor Bajrang Bali, who is associated with my caste," she said.

Mayawati was addressing a rally of the BSP-SP-RLD alliance in favour of Samajwadi Party nominee Dharmendra Yadav for the Badaun Lok Sabha seat, where SP chief Akhilesh Yadav was also present.

Naidu raised questions over the efficacy of the electronic voting machines (EVM) and said that going back to the paper system should be done immediately to "preserve the sanctity and protect the spirit of the electoral process and democracy."

The TDP supremo met officials of the ECI earlier today over the issue of EVM malfunctioning in the ongoing Lok Sabha elections.

"To aggravate the matters further, the inadequate security arrangements at polling booths, emboldened the criminal elements that resulted in many law and order incidents which resulted in not only loss of lives and injuries but also terrorized the peace-loving voters to come out freely and vote," the Chief Minister said.

Naidu alleged the government of India of "interfering through the ECI".&nbsp;

"We have complained against EVMs earlier also. The EC is an autonomous body but they are working at the instructions of Modi. The transfer of officers in Andhra Pradesh are unjustified."

On April 11, all 25 Lok Sabha seats went to polls in Andhra Pradesh, whereas the state also voted for its 175 Assembly seats. Naidu had requested the EC for an extension of polling time in the state after polling in a few districts of Andhra Pradesh was disrupted briefly due to malfunctioning of EVMs.&nbsp;

Today, it is very difficult to distinguish fringe from mainstream politics. Many would argue that the religious fringe has become the mainstream and the mainstream is on the periphery of political discourse, but the fact remains that politics in India is hell-bent on labelling the other in our society.

Muslims have become the new beating boy of Indian politics. Not only they have been dehumanised in the political discourse but anything to do with minority has become a bad word. It has become okay for the political class to arouse sentiments of the majority community of imagined threat posed by the Muslims of India.&nbsp;

They have been labelled as a community which got better treatment from the government whereas the majority was left to eat the crumbs. BJP-RSS have had a field day in elections whereby every senior politician has used to describe Muslims as a community which has affected the health of the country.&nbsp;

Rahul Gandhi contesting from Wayanad too was reflected from the same perspective. Yogi Adityanath has been consistently using religious idioms to describe those who are with BJP and those against it.&nbsp;

The worst is that the debate on ‘Muslim Exceptionalism’ is constructed on imagined benefits which have been secretly passed on to the Muslim community post-independence at the expense of Hindus.&nbsp;

RSS is playing with fire. Instead of integrating the Muslims in the national mainstream it is politically alienating them. Fact is barring a couple of pockets in India, Muslims have opted for Hindus to lead them politically.&nbsp;

I would say that those who chose to stay behind have never supported a Muslim leader who had a national stature.&nbsp;I call it a Jinnah complex, lest they get accused of cession again. India today is standing at the cusp of creating a huge divide between majority and minority which will stay with us. It cannot be wished away.&nbsp;

Their identity cannot be wished away. Their existence cannot be wished away. They do not need charity nor anyone needs to feel sorry for them. What is required is a political approach which allows them to be part of the system for which they are meant - which is Indian Muslims.

Political marginalisation of Muslims in Indian politics

Electoral outcomes in West Bengal reveal that anti-incumbency is not a very big factor. Unless a major threshold of unacceptability has been crossed and a viable political alternative exists, a substantial section of the electorate continues to support the dominant political party.&nbsp;

At present, the ruling Trinamool Congress (TMC) occupies that exalted position.

Political temperatures have risen across the country and in West Bengal, the stakes could be among the highest. The BJP is striving for greater political penetration of the state, even though its prevailing political heft in the state is negligible.&nbsp;

The Congress Party, meanwhile, is in an emaciated position. The Communist Party of India (Marxist)-led Left Front is a steadily shrinking political entity. Naturally, the TMC is not too concerned about anti-incumbency. &nbsp;

However, there is latent political opposition to the TMC. The Congress, BJP, and CPI(M) would try to make a dent in TMC’s political vote base, but to the TMC’s satisfaction, there are no political alliances among any of the three parties regarding seat-sharing. Talks of a possible alliance between the CPI(M) and the Congress fell apart amid mutual discord.&nbsp;

However the BJP, notwithstanding its negligible presence, could be a cause of some worry for the TMC. With its pan-India presence and strong commitment of its members, the BJP could throw a spanner in the TMC’s works.&nbsp;

West Bengal Chief Minister and TMC supreme leader Mamata Banerjee’s alleged appeasement of Muslims is a major political issue for her opponents, particularly the BJP.&nbsp;

In a bid to introduce correctives, Banerjee has spoken of her identification with the best of Bengal’s culture and heritage, rejected charges of appeasement, articulated at length the inviolability of the rule of law, accorded high priority to national security and taken the narrative of holistic development to the heart of public discourse. &nbsp;&nbsp;

To the TMC’s credit, it has presided over improved conditions in rural Bengal. It has also helped provide better infrastructural facilities: roads, electricity and drinking water to the villages.&nbsp;

Plus, there have been social sector reforms. The state government has successfully initiated “Kanyashree”, which empowers the girl child through education; for it, Banerjee’s government has also won a UN award.&nbsp;

Farmers have been provided a measure of financial security in the event of flagging retail prices of agricultural products. The state’s food security system has been revamped.&nbsp;

Small-scale and medium scale enterprises have been encouraged. Banerjee has repeatedly expressed her government’s support for organised, accountable entrepreneurial investments. &nbsp;

Perennial inter-party factional wrangling, its attendant violence and intermittent charges of corruption against TMC leaders are negative attributes. However, the penchant for political high-handedness among some of them, often visible during the party’s first stint, looks like having decelerated for the moment. &nbsp;

A fortnight ago, Rahul Gandhi campaigned at Chanchal in Malda district. He ranted against the TMC. Whether he realises it or not, it would not be of much help to Congress Party’s Bengal unit.&nbsp;

There is grim irony in Gandhi’s criticism of the ruling TMC in West Bengal. Apart from Amethi, Gandhi is also contesting from Wayanad in Kerala. That state’s ruling CPI(M)-led Left Democratic Front has interpreted it as a challenge to its candidate by Gandhi. In response, he has said that he would refrain from politically attacking the LDF. &nbsp;

If Gandhi can refrain from criticising the LDF in Kerala, then he could have withheld censuring the ruling TMC. Surely he knows that the TMC is much more opposed to the BJP than it is to the Congress.

Prime Minister Narendra Modi, BJP president Amit Shah, and other party leaders have also attacked the TMC.&nbsp;

They are keen to highlight security issues like infiltration and the necessity for a stable, coherent government at the Centre. But Banerjee and other TMC leaders are ready with their repartees.&nbsp;

Any notable trend regarding the outcome of the Lok Sabha elections is still elusive, but most appraisals indicate that the TMC has a relative political edge in its bastion.&nbsp;

If it manages to win a substantial proportion of the state’s 42 parliamentary seats, its role could be crucial in supporting a coalition government. Conversely, it could constructively oppose another BJP-led NDA government.&nbsp;

Lok Sabha elections 2019: There is no anti-incumbency or grand alliance in Bengal

The socioeconomic prospects of a country are best measured by the social and political status enjoyed by its women. In that context, India became a trailblazer by granting women the equal right to vote from day one along with men through Universal Adult Suffrage. It may not sound like a big deal today — but it is.&nbsp;

Take, for example, the case of the US, which took 144 years, and the UK, which took 100 years to confer political equality on women. By the time women got unconditional suffrage in the latter in 1928, Dr Muthulaxmi Reddy, a 41-year-old doctor, had already become the first female member of the Madras Legislative Council of colonial India.

Unfortunately, equal voting rights and elections have not translated into better outcomes for women in the field of political and socioeconomic participation. After seven decades, we remain a highly patriarchal society. Social and cultural stereotypes, educational and economic backwardness, safety and security issues lead to women facing uncertainty inside and outside the four walls of their home.&nbsp;

India suffers from one of the worst sex ratios in South Asia — 940 women for every 1,000 men. We rank poorly in World Economic Forum’s Global Gender Gap Index — 108 out of 149 countries. Even within that index, we rank 142 out of 149 countries on economic opportunity and participation. This deficit also translates into gender-skewed voter lists. For instance, the ratio was as low as 800 to 1,000 males when I joined the Election Commission in 2006.&nbsp;

To enable greater participation of women as voters, the Commission undertook the onerous task of searching for ‘missing women’ from the voter lists. Gender was included as a principal element in the review of the health of electoral rolls. It was found that some of the common issues post registration included concerns about security at the booths (for instance, encountering anti-social elements), family pressures, sanitation facilities, etc.&nbsp;

Subsequent voter education campaigns included targeted communication to family elders for curing stereotypes. Separate queues for women, female staff at the booths, female police force and all-women polling stations in some areas contributed to jump in female turnout. For instance, in 2012 UP elections, a simple but innovative idea of allowing two women in the queue to enter the polling station for every man proved to be a game-changer. &nbsp; 
 
The EC’s National and State level election icons helped bring women out. Celebrated figures such as folk singers Malini Awasthi in UP and Sharda Sinha in Bihar, inspired millions of women to go to the polling booths. Due to such efforts, women voters outnumbered men in the 2010 Bihar elections (54.85 per cent against 50.77 per cent) and 2012 UP elections (60.28 per cent against 58.68 per cent).

Due to the EC’s Systematic Voter Education for Electoral Participation (SVEEP) aimed at educating the masses and focusing on women, there was a 10 per cent point jump in women’s turnout - from 55.82 per cent in 2009 to 65.63 per cent in 2014! The icing on the cake- women outnumbered men in 16 states despite the adverse gender ratio. The gender voting gap shrank to mere 1.46 per cent.&nbsp;

While the Commission has lead the way in making elections inclusive, the sorry state of women’s participation in the legislatures is abysmal 12.15 per cent in the Lok Sabha (Fig 2) and even more abysmal in most state legislatures. (Fig 3)

This is shameful as compared to some neighbouring conservative Muslim countries, such as Afghanistan, Pakistan and Bangladesh, which have high female political representation. This has become a reality due to affirmative legislation on women’s representation. Nepal has led the way with its latest progressive constitution and has recorded dramatic increase of women at all levels of government, not just the national legislature. (Fig 4)

The unwillingness of Indian political leadership (which is dominated by males) to provide women fair representation in its legislatures is paradoxical. Women were allowed 33 per cent in local bodies in 1993, which was later made 50 per cent in 2009. A number of states have introduced 50 per cent reservations in corporations and municipalities. But the upper levels of government are still to pass their respective reservation bills that have been debated ad nauseam.&nbsp; 
 
Unfortunately, political parties are reluctant to even give enough tickets to women. Hardly one-tenth of total candidates are female — the excuse of low ‘winnability’ of female candidates is a myth. Anyone with the slightest bit of knowledge of our electoral history is aware of the simple fact that their “strike rate” has always been as much as two to four times higher! (Fig 5)

In this context, it is a welcome transformation that some parties are now competing to give tickets to women, with Trinamool Congress giving 41 per cent tickets to women, and Biju Janata Dal giving 33 per cent. The gender participation within all parties is abysmal and this is certainly a good start. But a lot more needs to be done. The women’s reservation bills at both state and National level are overdue. &nbsp;

Though our elections are considered a gold standard, the agenda of women’s political representation remains unfinished. The society must ensure that women don’t only choose their representatives, but become one. A comprehensive reform agenda must be a priority for the 17th Lok Sabha. Women’s representation in legislatures throughout the country needs to be written down into law and not left to the discretion of political parties. It is time the political parties follow the example of inclusive elections set by the Election Commission by making parliament inclusive. The time for walking the talk is now.

Due to such efforts, women voters outnumbered men in the 2010 Bihar elections (54.85 per cent against 50.77 per cent) and 2012 UP elections (60.28 per cent against 58.68 per cent). Due to the EC’s Systematic Voter Education for Electoral Participation (SVEEP) aimed at educating the masses and focusing on women, there was a 10 per cent point jump in women’s turnout - from 55.82 per cent in 2009 to 65.63 per cent in 2014! While the Commission has lead the way in making elections inclusive, the sorry state of women’s participation in the legislatures is abysmal 12.15 per cent in the Lok Sabha (Fig 2) and even more abysmal in most state legislatures. This has become a reality due to affirmative legislation on women’s representation. Nepal has led the way with its latest progressive constitution and has recorded dramatic increase of women at all levels of government, not just the national legislature. (Fig 4) Fig 4. Source- World Bank Data The unwillingness of Indian political leadership (which is dominated by males) to provide women fair representation in its legislatures is paradoxical. Women were allowed 33 per cent in local bodies in 1993, which was later made 50 per cent in 2009. A number of states have introduced 50 per cent reservations in corporations and municipalities. But the upper levels of government are still to pass their respective reservation bills that have been debated ad nauseam. Unfortunately, political parties are reluctant to even give enough tickets to women. Hardly one-tenth of total candidates are female — the excuse of low ‘winnability’ of female candidates is a myth. Anyone with the slightest bit of knowledge of our electoral history is aware of the simple fact that their “strike rate” has always been as much as two to four times higher! (Fig 5) Factly.com, ECI In this context, it is a welcome transformation that some parties are now competing to give tickets to women, with Trinamool Congress giving 41 per cent tickets to women, and Biju Janata Dal giving 33 per cent. The gender participation within all parties is abysmal and this is certainly a good start. But a lot more needs to be done. The women’s reservation bills at both state and National level are overdue. Though our elections are considered a gold standard, the agenda of women’s political representation remains unfinished. The society must ensure that women don’t only choose their representatives, but become one. A comprehensive reform agenda must be a priority for the 17th Lok Sabha. Women’s representation in legislatures throughout the country needs to be written down into law and not left to the discretion of political parties. It is time the political parties follow the example of inclusive elections set by the Election Commission by making parliament inclusive. The time for walking the talk is now. At some places, there were reports of EVM snags which were being rectified, an election official in the state capital Raipur said.

"Polling in Bastar seat started at 7 am and is going on smoothly. Till 9.30 am, around 14 per cent polling has been registered," he said.

Long queues of voters were seen at several polling booths in the region.

Early in the morning, <a href="https://www.wionews.com/india-news/chhattisgarh-amid-polling-naxals-trigger-ied-blast-in-bastar-district-none-hurt-209449">Naxals detonated an IED</a> (improvised explosive device) in Narayanpur district, which comes under Bastar constituency, police said.

No casualty was reported in the blast.

A thick security blanket, comprising around 80,000 state and paramilitary personnel, was thrown across the constituency to ensure peaceful polling.

Polling in Bastar Lok Sabha constituency's four Assembly segments - Dantewada, Konta, Bijapur and Narayanpur - is being held from 7 am and 3 pm, the official said.

The voting time in the other four Assembly segments - Bastar, Chitrakoot, Kondagaon and Jagdalpur&nbsp; 
- of the constituency is from 7 am and 5 pm, he said.

Seven candidates are in the fray in the seat and as per electoral rolls, there are 13,72,127 voters, including 6,59,824 men, 7,12,261 women and 42 of the third gender.

Of the 1,879 polling booths in the constituency, 741 have been marked as hyper-sensitive and 606 as sensitive in view of the threat of Naxalism.

There is a direct contest between Congress' Dipak Baij and senior BJP leader Baiduram Kashyap.

BJP has never lost the Bastar seat since 1998.

In the run-up to Lok Sabha elections 2019, two women had a powerful influence on matters related to opposition's strategy to take on Prime Minister Narendra Modi and the BJP.

The key interlocutor of opposition - Mamata Banerjee is considered to be the prime reason behind Congress president Rahul Gandhi not being declared the prime ministerial candidate of the united opposition despite approvals from several leaders. Mayawati too has emerged as a strong Congress-opposer. When Congress approached SP and BSP for forging an alliance in Uttar Pradesh, unhappy with the seat-sharing ratio suggested by Congress, Mayawati outrightly rejected the offer.

There were still some chances of understanding between the SP-BSP-RJD alliance and the Congress when the latter said it was ready to leave &nbsp;7 Lok Sabha seats vacant for the alliance, however, this couldn't happen due to Mayawati's defiance.&nbsp;

In a joint rally on Sunday, Mayawati trained her guns towards Congress and said the party was dividing votes on the basis of caste and religion. &nbsp;She cautioned voters against any such attempt and asked them to give all their votes to the SP, BSP and RJD alliance.

Other opposition members are worried that this three-cornered contest will divide the votes in UP and help the BJP. UP is a politically crucial state which has the highest number of Lok Sabha seats in the country - 80. In such a scenario, Mayawati's decision to not tie-up with Congress could prove costly to the alliance.

Meanwhile, on the national front - setting aside three decades of rivalry - even Chandrababu Naidu dropped his 'non-Congress Third Front' plank and approached Congress president Rahul Gandhi. He stressed on the need for opposition unity to save the nation. DMK chief M K Stalin too endorsed Gandhi as the Prime Ministerial candidate of the 'Mahagathbandhan', but Didi remained&nbsp;adamant.

Going by her and ignoring Congress, which did exceptionally well in the recently-concluded Assembly elections under the leadership of Rahul Gandhi, isn't mature.&nbsp;

For 'Mahagathbandhan', leadership has become a divisive issue. The opposition parties need to reach a broader understanding and declare the grouping's PM face. Political analysts say that not having a credible face pitted against PM Narendra Modi would impact voters' decision during the polling. Electorates are curious and have the right to know who will lead the country if 'Mahagathbandhan' comes to&nbsp;power. &nbsp;

The resistance&nbsp;of Mamata and Mayawati is a big setback to the entire calculation for forming an anti-BJP coalition and the prospects of 'Mahagathbandhan' - both on state and national level.&nbsp;

Lok Sabha polls 2019: Mamata Banerjee's dominance, Mayawati's reluctance is advantage BJP

Over the last few years, we have been witnessing a debate on the subject of Armed Forces Special Powers Act (AFSPA). Sadly, it is becoming more strident as media channels have multiplied, as have activists and ‘experts’.&nbsp;

Now with the social media, no channel is needed. Suddenly, everyone has a view and a platform to express it. So the debate has got high on rhetoric and low on content. There are frequent references to phrases like ‘draconian law’, ‘licence to kill’, ‘free hand to Army to rape and murder’, and much more.&nbsp;

Are we talking about our Indian Army, the simple soldiers who risk their lives day after day for country and countrymen? Or are we talking about characters from a James Bond movie? Why have the debates got so shrill? Partly because it is fashionable to talk about human rights (in that case, one needs to make a case about the human rights of soldiers as well, but I will leave it for a subsequent day). &nbsp;

The rights part have got discussed threadbare and the legal mores analysed to the hilt. Knowledgeable in their fields as they might be, these experts have no idea of how to operate in these tricky situations, where there is risk to life and limb.

The Indian Army, on the other hand, barely comes out openly in support of its stand on the AFSPA and has always been reluctant to put forward its views in public. The result is the public has got a one-sided and distorted picture. &nbsp;

Recently, this subject gathered additional momentum as a major political party suggested changes in their position on the AFSPA in their election manifesto. Once again, there was a flurry of activities, speeches and debates. Given the poll climes, there was the obvious political tilt, as can be expected. &nbsp;

But the Indian public deserves better. The purpose of this piece is to put forward the facts simply, correctly and directly, so that we can aspire for more informed debates.

Let us first understand what AFSPA is. It was first promulgated in its present form in 1958 in North East India when the army was called in to control the Naga insurgents, as the Naga National Council had declared independence.&nbsp;

Normally, a district magistrate hands over any given situation to the army by actually signing a form. But in remote, high altitude and thickly forested mountains, there is no habitation, let alone any representative of the civil administration. Hence the army officer in charge is empowered to take a few actions himself, such as searching a bunker or hideout without warrant, destroying illegal equipment, explosives and armament in situ, arrest anti-national elements without warrant (but hand them over to the police within 24 hours), and lastly stop anyone from doing anything that may be illegal and against the interests of the state, to the extent of opening fire, if needed. &nbsp;

Additionally, if an army man commits a wrong while operating under AFSPA, he can be prosecuted in a court of law, for which an approval of the central government is needed. &nbsp;

Later, when AFSPA was made applicable to Punjab and Jammu and Kashmir in 1990, two more provisions were added, namely authority to search a vehicle without warrant and to search an individual.&nbsp;

These checks have become commonplace in our lives these days. We open the boot of our cars and get body searched very readily by a security guard at a movie hall or a mall. Hardly ‘draconian’ or ‘licence to kill’! Here, we seem to understand that these checks are required for our own security and safety.&nbsp;

Let us also appreciate that the Army is the instrument of last resort. It is called in when the civil administration, the police and the central armed police forces have not been able to bring any given situation under full control. 
 
When the Army is called in, it should be empowered or enabled to operate effectively. If Army is also not effective in controlling the situation, who else will the country turn to?&nbsp;

Hence, to operate effectively in a disturbing situation, in the absence of policing powers, the Army needs an enabler in the form of the Armed Forces Special Powers Act.&nbsp;

The Act, as well as the deployment of the army, is temporary. As soon as the situation normalises, both will go and the army will be most happy to return to its primary duties. When conditions improve, and situation permits, the govt revokes AFSPA in consultation with the army and other stakeholders.&nbsp;

In the past, on the recommendations of the army, AFSPA has been revoked from Mizoram in 1987, Punjab in 1997 and Tripura in 2015.&nbsp;

Selective revocation of AFSPA is fraught with immense danger. It gives terrorists the latitude to operate from their safe sanctuaries. The failed model of Imphal is a case in point.&nbsp;

Revoking or diluting AFSPA should only be done in light of the security situation, after giving due consideration to views of all stakeholders. It will be highly dangerous if extraneous pressures come to dictate such sensitive decisions.&nbsp;

If it is so done, the situation is likely to worsen and slip back by a few years. And then Army will be called in again, and so the cycle will go on.

Selective revocation of AFSPA is fraught with immense danger

Tomorrow is the first day of Lok Sabha elections 2019 of India. See how it is difficult to conduct voting in remote locations and how the preparedness is going on for tomorrow.

Preparedness started, How polling is a challenge in remote locations of India?

The BJP’s vision document for the 2019 elections is a cocktail of the old and the new, as well as an assertion of certain narratives related to national security that have resonated with the people in recent months. The old has, among other things, its commitment to the construction of a Ram temple in Ayodhya in a lawful and harmonious manner. The new has a roadmap to make India a five-trillion-dollar economy, a massive push to infrastructure, further booster shots for the Make in India campaign, employment generation ideas and a more simplified Goods and Services Tax regime. But it is the party’s position on national security which stands out, primarily because both Prime Minister Narendra Modi and his senior party colleagues have made it a key election issue. The other reason is that the BJP’s commitment in the 'Sankalp Patra' on this subject contrasts sharply with that of the Congress’s promise in its manifesto.&nbsp;

The BJP’s stand on Article 370 and Article 35A, which are exclusive to Jammu &amp; Kashmir, have been known for long. But the underlining of its commitment to scrap the two provisions becomes especially important in an election season. The party seems to have come around to the view that one of the ways to effectively tackle the problems that the state keeps throwing up at regular intervals is to divest it of the special provisions which were supposed to have helped integrate it better with the rest of India. &nbsp;

The other reason for the BJP to give the issue prominence in its vision document was to put the Congress on the defensive. The Congress had in its manifesto promised to retain Article 370. It’s position on Article 35A too is that of maintaining the status quo. However, the popular perception nationwide seems to be veering towards a rethink on these provisions, and that fits well with the BJP’s overall nationalist agenda. &nbsp;

The BJP would be pleased with the response after it set the cat among the pigeons. Both the state’s leading parties, the National Conference and the Peoples Democratic Party have reacted strongly against the promise and warned that any tinkering with the two provisions would result in India losing hold over Kashmir. This is playing straight into the BJP’s hand since the party has for long been maintaining that these parties promote soft separatism and are not just reluctant to act against separatists but also back them when the Centre acts against them. There is more than a grain of truth in the BJP’s allegation, and taking the matter to the people helps the party burnish its nationalist credentials.&nbsp;

One may wonder if such strong statements do not harm the BJP’s prospects in Kashmir valley. The first fact is that the BJP has little electoral prospects in that region. The second fact is that there is a constituency beyond Kashmir in the state — Jammu, for instance, where the BJP has a strong presence and which would be more than satisfied with the party’s position on the issue. But even more importantly, there is the larger constituency beyond the state itself which aligns with the BJP’s thoughts on the matter and can help the party garner more seats nationally.&nbsp;&nbsp;

The 'Sankalp Patra' also promises to strengthen the country’s Armed Forces, have zero tolerance to terror, and continue to give a free hand to the forces to deal with terror. The new has a roadmap to make India a five-trillion-dollar economy, a massive push to infrastructure, further booster shots for the Make in India campaign, employment generation ideas and a more simplified Goods and Services Tax regime. But it is the party’s position on national security which stands out, primarily because both Prime Minister Narendra Modi and his senior party colleagues have made it a key election issue. The other reason is that the BJP’s commitment in the 'Sankalp Patra' on this subject contrasts sharply with that of the Congress’s promise in its manifesto. The BJP’s stand on Article 370 and Article 35A, which are exclusive to Jammu & Kashmir, have been known for long. But the underlining of its commitment to scrap the two provisions becomes especially important in an election season. The party seems to have come around to the view that one of the ways to effectively tackle the problems that the state keeps throwing up at regular intervals is to divest it of the special provisions which were supposed to have helped integrate it better with the rest of India. Both the state’s leading parties, the National Conference and the Peoples Democratic Party have reacted strongly against the promise and warned that any tinkering with the two provisions would result in India losing hold over Kashmir. This is playing straight into the BJP’s hand since the party has for long been maintaining that these parties promote soft separatism and are not just reluctant to act against separatists but also back them when the Centre acts against them. There is more than a grain of truth in the BJP’s allegation, and taking the matter to the people helps the party burnish its nationalist credentials. One may wonder if such strong statements do not harm the BJP’s prospects in Kashmir valley. The first fact is that the BJP has little electoral prospects in that region. The second fact is that there is a constituency beyond Kashmir in the state — Jammu, for instance, where the BJP has a strong presence and which would be more than satisfied with the party’s position on the issue. But even more importantly, there is the larger constituency beyond the state itself which aligns with the BJP’s thoughts on the matter and can help the party garner more seats nationally. National security BJP's 'sankalp' as party manifesto vows to repeal Articles 370 & 35A, end left-wing extremism

India's <a href="https://www.wionews.com/business-%26-economy/india-fastest-growing-economy-now-with-77-per-cent-gdp-growth-rate-141360">economic growth in recent years</a> has been "too much" driven by domestic demand and its exports were about one-third of its potential, a World Bank official said, asserting that the next government needs to focus on export-led growth.

Praising attempts to liberalise markets within India, Hans Timmer, World Bank Chief Economist for the South Asia Region said, "that is what is needed to become more competitive."

"At the same time you've seen also of the last couple of years that the current account deficit widened - an indication that increased growth came from the non-tradable sector -- from the domestic sector, and that makes it difficult to export more,"&nbsp;Timmer told PTI in an interview.

The polling for the first phase of seven-phase parliamentary polls in the country is scheduled to take place on April 11, with the last phase on May 19 and the results will be announced on May 23.

In the last five years, he said, India's overall growth was "too much" driven by domestic demand, which resulted in double-digit growth of imports, and four to five per cent growth in exports.

"In more recent months, that turned around somewhat. But the broader picture was that that's a minus,"&nbsp;he said.

"The pluses were that we have seen the GST trying to create more flexibility within the country so that it's easier to trade between states. That's what you need if you want to trade also with foreign countries,"&nbsp;he said.

Responding to a question, the World Bank official said the focus of the next government should be on reducing the stimulus of domestic demand.

"That would be one. I think looking at trade liberalisation on the import side - that would be another to create more competition. I would look at what people feel like an impediment in the labour market. Is it difficult to go to those new jobs? What about the startups of young people? do they feel restrictions or not?&nbsp;he said, adding that it is also about female labour force participation.

"I think, the most important thing is the understanding that you need export-led growth because that's where you increase productivity when you compete in international markets; that's where you gain knowledge by interacting with competitors and with customers abroad. And so, it is that mindset," the top World Bank official said.

India, Timmer said, is exporting only 10 per cent of its GDP.

"What they should have exported is 30 per cent of the export of GDP, given all their characteristics. India is a big country, so normally a big country doesn't export that much in per cent of their GDP because when you're small you're a lot more open.

"But even for India, 30 per cent would have been normal if you look at the experience of other countries. It's only 10 per cent. So that's an enormous gap. And the gap is widening in the last couple of years,"&nbsp;he told PTI.

According to him, friction between India and Pakistan is unhelpful to the trade and economic growth in the region.

"The lack of regional integration is not the main course of the underperformance in exports. And that's often the assumption. When people look at South Asia, immediately the problem of very limited regional integration jumps up,"&nbsp;he said.

The latest report of the World bank on South Asia, he said, asserts that the economic underperformance of South Asian countries is mainly because they are locked on fundamental issues within the domestic economies that have prevented the countries to become much more export-led as one sees in East Asia.

Trade liberalisation, flexible labour markets skills, trying to address the big problem of the difference between the formal economy and the informal economy, he said are some of his recommendations for the South Asian countries.

"So, it's a lot of domestic issues also. It's not just trading policies. A lot of domestic issues that have to be addressed to unleash that potential that has not been utilised now in exports. It's not one single issue that can solve,"&nbsp;he said.

Responding to a question, Timmer said the South Asian countries need to learn from China.

"The fact that China has been so competitive for so long means that China did something right whereas South Asia didn't do it right. There was a clear focus in China to have export-led growth and to integrate into global markets. And you see a sharp increase in productivity at all. This is not an explanation that we couldn't compete. Somehow, the Chinese did it better than South Asia,"&nbsp;he said.

The top bank official asserted that China is a "big opportunity" for South Asia.

"The slowdown in China is not a cyclical slowdown. It's not because they don't demand any more. They are slowing down because of the supply side. They're running out of cheap labour in general because of their success. They are no longer that competitive, and they have now that policy that they want to rebalance their economy much more towards domestic services, less towards exports," he said.

That means that it has become easier to export to China which is very important, Timmer said.

"It has become easier to compete with the Chinese. So for me China is, what is happening at the moment, is a big opportunity for South Asia,"&nbsp;he stressed.&nbsp;

The only difference is that Congress manifesto is restrained when it comes to national security and nationalism-based politics and that of BJP is very aggressive and does not refrain from taking on strong regional sentiments of North East and Kashmir. It helps BJP in rest of India.

A famous leader who taught a lesson to Pakistan but held the promise of keeping the nation together. She ran the country with an iron hand and the party was subservient to her. Her strength bordered on being dictatorial and ran a left-leaning economy. Congress, on the other hand, barring the model of a strong leader is also committing itself to running a left-leaning economy which would be high on welfare schemes.

Both BJP and Congress of today are a strong departure from the turn India took in 1991. Narasimha Rao, Atal Bihari Vajpayee and Manmohan Singh were reformers and committed to economic liberalisation. All three Prime Ministers fought the populist narrative that business is a bad word and capitalism cannot do good for the poor. Even if they failed in parts, they did not create a subsidy monster.

It was Sonia Gandhi who forced Manmohan Singh’s hand after 2008 that Congress started to reflect party sensibilities of the 1970s. Even Modi who started with a promise of reform and minimum governance gave in to the populism which continues to wreak Indian politics. Till today, there exists no consensus on land acquisition bill which continues to lie in cold storage after suit boot kee sarkar jibe.

The only differentiator which BJP has with Congress is on national security and aggressive politics against internal insurgencies and Pakistan. It is for this reason, BJP has made nationalism a pivotal issue against Congress.

Not only it blunts the charge of Congress that RSS never participated in the freedom struggle, but it also helps BJP bridge the caste politics. It is for this reason that Ram Temple, Article 370, 35 A, Pakistan and internal insurgencies have all come together as one issue.&nbsp;

Both manifestos claim that they have presented a competing vision of India but remain similar when it comes to promoting statism. The lines have also blurred on Hinduism. Both parties compete for the same space. BJP’s vision is hard nationalism laced with Hindutva married to a welfare state whereas Congress vision is that of soft Hindutva married to a vigorous welfare state. We will know only on May 23 as to which brand sold well.

Lok Sabha polls 2019: High on populism, both BJP and Congress manifestos compete for same space

BJP is all set to launch its election campaign blitzkrieg in Bihar for the ensuing Lok Sabha polls with back-to-back visits by the top guns of the party.

Prime Minister Narendra Modi will visit Bihar on April 2, party sources said on Monday.

He is expected to address election rallies in Jamui and Gaya.

But before his visit, BJP president Amit Shah is scheduled to visit Bihar on March 29.

He too will address public meetings in Aurangabad and Nawada.

NDA had finalised a seat-sharing plan in Bihar under which JD(U) and BJP will contest on 17 seats each while the LJP will contest the remaining six seats.

In 2014, NDA won 31 out of 40 seats in Bihar with leading the tally at 22. JD(U) could only manage to win two seats.

In Bihar, the different constituencies will see elections on April 11, 18, 23, and 29 and May 6, 12 and 19.

The BJP Sunday announced SS Ahluwalia as its candidate from the Durgapur Lok Sabha seat of West Bengal. In the current Lok Sabha, the 67-year-old represents the Darjeeling seat in the same state.&nbsp;

According to sources in the party, BJP’s electoral ally in the Darjeeling hills - Gorkha Janmukti Morcha (GJM) led by party chief Bimal Gurung had objected to Ahluwalia’s candidature being announced from the Darjeeling seat.&nbsp;

Sources in the GJM said that the people of the hills were upset with Ahluwalia, as he never turned up even once during the violent Gorkhaland unrest in 2017 when the hills experienced a shutdown for 104 days as many as 13 people were killed.&nbsp;

Party insiders reveal that Ahluwalia had asked for a ticket from Asansol where he is originally from. However, senior leaders in the party were of the opinion that shifting sitting MP Babul Supriyo who has a good local connect in his own constituency would yield no results.&nbsp;

Eventually, he was offered Asansol adjoining seat - Burdwan-Durgapur.

With this, the party has announced 408 candidates for the seven-phase Lok Sabha polls which will start on April 11 and continue till May 19. The counting of the votes will take place on May 23.

Karnataka BJP chief B S Yeddyurappa Friday exuded confidence that his party will win 22 of the state's 28 Lok Sabha seats, and claimed the "differences" between ruling Congress and JD(S) would reach its peak after the results and may lead to the fall of the government.

The 76-year-old leader also said he was not worried about the party "neglecting" him, after stalwarts such as LK Advani, Murli Manohar Joshi and Sumitra Mahajan were denied tickets, and vowed to work for the growth of the BJP regardless of being given any position or not.

"I'm a responsible karyakarta of a national party. Whatever party leadership decides, I will abide by it. I have worked for the party as a common karyakarta for the last 40 years, without any position for the most part of it....In the days to come whether any position is given or not, I will continue to work for party," he said.

On state senior BJP leader K S Eshwarappa's comments that the BJP would not give tickets to Muslims as the minority community did not believe in the party, Yeddyurappa said, "We are not confident of fielding and ensuring victory of a Muslim candidate as of today."&nbsp;

However, he added the BJP considers Hindus, Christians and Muslims as children of one mother.

He claimed there was a "BJP wave" in Karnataka and the party would win 22 of the state's 28 Lok Sabha seats. "In my opinion, compared to 2014, we will gain 14-15 per cent more votes this time."

"As soon as we win 22 seats the differences between Congress and JD(S) will reach its peak. They will fight against each other, and there is feeling among many that in such a situation the government will not survive. Let's wait and watch," he said.

Among the people, he said, he could sense anger against the coalition government and affection towards the BJP.&nbsp;

"If we win 22 seats, infighting between them (the Congress and the JDS) will increase. What stand the disgruntled Congress legislators take will determine the change in the government. We can only wait and watch. There is no question of any operation (lotus)," he added.

Since its formation after the May 2018 assembly polls, the coalition has faced repeated turbulence, with internal dissidence and alleged attempts by the BJP to poach their MLAs to bring down the government.

Yeddyurappa said he visited most of the Lok Sabha constituencies in the state and found that compared to 2014 Lok Sabha polls, "in 2019, the liking towards Prime Minister Narendra Modi has increased".

"Across the country, we will win more than 300 Lok Sabha seats," he said.

Yeddyurappa said the alliance between the Congress and JD(S) would benefit the BJP.

On BJP not fielding a candidate in Mandya, Yeddyurappa said Sumalatha Ambareesh, who is an independent, asked for support. "So without fielding a candidate, we have given unconditional support."

"We have not pressured her to join the BJP, our only intention is that she should win, and she will win," he said.

On denying ticket to Tejaswini, the widow of former Union minister Ananth Kumar, Yeddyurappa said the party state unit had sent only her name for the Bangalore South seat, but the high command cleared the name of Tejasvi Surya, a youth-wing leader.

"We are confident that he will win with a margin of over 2 lakh votes."

Yeddyurappa also said former prime minister H D Deve Gowda, veteran Congress leaders MallikarjunKharge and K H Muniyappa will lose in this poll.

"Write it down, a 100 per cent our candidate in Gulbarga Umesh Jadhav, who recently resigned as Congress MLA, will win against Kharge. The situation of Deve Gowda is also same in Tumkur," he said, adding the situation is similar in Kolar, where Muniyappa is a Congress candidate.&nbsp;
