Gazprom said that supplies from Portovaya compressor station will be slashed on Wednesday after 7 am Moscow time.

The announcement has elicited reaction from Europe with Germany saying there was no technical jurisdiction for Gazprom's announcement.

"According to the information we have there is no technical reason for a reduction of deliveries," a German economy ministry spokeswoman told AFP.

German group Siemens energy has been charged with maintenance of the turbine. Siemens said in a statement to AFP that there was "no link between the turbine and the gas cuts that have been implemented or announced".

Latest step from Gazprom has come after restoration of gas supply to Europe via Nord Stream last week. The supply was restored after 10 days of maintenace.

Germany is heavily dependent on Russian gas. It has accused Moscow of using gas as a weapon to exert political pressure. Other countries in the West have also alleged that Russia is trying to shoot back after economic sanctions were imposed on it in the wake of its invasion of Ukraine.

Gazprom cut flows to Germany via the Nord Stream 1 pipeline under the Baltic Sea in recent weeks, blaming the absence of a Siemens gas turbine that was undergoing repairs in Canada.

Earlier Monday, Gazprom said it had received paperwork related to the delayed delivery of the turbine but pointed out a number of issues remained, including those relating to EU and UK sanctions.

Russia's Gazprom has told customers in Europe it cannot guarantee gas supplies because of 'extraordinary' circumstances, according to a letter seen by Reuters, upping the ante in an economic tit-for-tat with the West over Moscow's invasion of Ukraine.

Dated July 14, the letter from the Russian state gas monopoly, said it was declaring force majeure on supplies, starting from June 14.

Known as an 'act of God' clause, force majeure is standard in business contracts and spells out extreme circumstances that excuse a party from their legal obligations.

Gazprom's had no immediate comment.

Uniper, Germany's biggest importer of Russian gas, was among the customers who said they had received a letter, and that it had formally rejected the claim as unjustified.

RWE Germany's largest power producer and another importer of Russian gas, also said it has received a force majeure notice.

"Please understand that we cannot comment on its details or our legal opinion," the company said.

A trading source, asking not to be identified because of the sensitivity of the issue, said the force majeure concerned supplies through the Nord Stream 1 pipeline, a major supply route to Germany and beyond.

Flows through the pipeline are at zero as the link undergoes annual maintenance that began on July 11 and is meant to conclude on Thursday.&nbsp;

Europe fears Moscow could keep the pipeline mothballed in retaliation for sanctions imposed on Russia over the war in Ukraine, heightening an energy crisis that risks tipping the region in recession.

TURBINE DELAY

Already on June 14, Gazprom had cut the pipeline's capacity to 40%, citing the delay of a turbine being maintained in Canada by equipment supplier Siemens Energy.

Canada sent the turbine for the Nord Stream gas pipeline to Germany by plane on July 17 after repair work had been completed, Kommersant newspaper reported on Monday, citing people familiar with the situation.

Provided there are no problems with logistics and customs, it will take another five to seven days for the turbine to reach Russia, the report said.

Germany's economy ministry said on Monday it could not provide details of the turbine's whereabouts.

But a spokesperson for the ministry said it was a replacement part that was meant to be used only from September, meaning its absence could not be the real reason for the fall-off in gas flows prior to the maintenance.

"This sounds like a first hint that the gas supplies via NS1 will possibly not resume after the 10-day maintenance has ended," said Hans van Cleef, senior energy economist at ABN Amro.

"Depending on what ‘extraordinary’ circumstances have in mind in order to declare the force majeure, and whether these issues are technical or more political, it could mean the next step in escalation between Russia and Europe/Germany," he added.

Austrian oil and gas group OMV, however, said on Monday it expected gas deliveries from Russia through the Nord Stream 1 pipeline to resume as planned after the outage.

Russian gas supplies have been declining via major routes for some months, including via Ukraine and Belarus as well as through Nord Stream 1 under the Baltic Sea.

The European Union, which has imposed sanctions on Moscow, aims to stop using Russian fossil fuels by 2027 but wants supplies to continue for now as it develops alternative sources.

For Moscow and for Gazprom, the energy flows are a vital revenue stream when Western sanctions over Russia's invasion of Ukraine, which the Kremlin terms a "special military operation", have strained Russian finances.

According to the Russian Finance Ministry, the federal budget received 6.4 trillion roubles ($115.32 billion) from oil and gas sales in the first half of the year. This is compared to planned 9.5 trillion roubles for the whole 2022.

The grace period for payments on two of Gazprom's international bonds expires on July 19, and if foreign creditors are not paid by then the company will technically be in default.

The TANAP/TAP pipeline designed to supply Western Europe with gas from Azerbaijan's giant Shah Deniz gas field in the Caspian Sea will be linked by IGB.

With an option to upgrade to five, the pipeline has a capacity of three billion cubic metres and is worth 220 million euros ($224 million).

The European Union, which was frantically looking for gas alternatives after Russia threatened to cut off its supply, funded $45 million to the IGB to pipe gas from Algeria and Qatar via the existing LNG terminal in Revithousa.

The German government expects supply to stop between July 11 and July 25 for annual maintenance on the Nord Stream pipeline.

If deliveries do not resume after the service period, Germany could face a shortage of gas as soon as "mid-December".

Since the outbreak of the war in Ukraine, Germany has managed to reduce the share of its natural gas supplied by Russia from 55 per cent to around 35 per cent.

Germany triggers ‘alarm level’, next step could see gas rationing

Amid concerns about possible shortages caused by a cut in supplies from Russia, the German minister of economics and climate protection said Sunday that the country will limit the use of natural gas for electricity production.

By&nbsp;burning&nbsp;coal, Germany will try to compensate for the move according to Robert Habeck, who is also the vice-chancellor of the country.

Habeck, who is a member of the environmentalist Green party, told German media that “That’s bitter, but it’s simply necessary for this situation to lower gas usage.”

Germany, which has long relied heavily on energy imports from Moscow, has slammed Russian gas company Gazprom's decision to sharply reduce supplies through the Nord Stream 1 pipeline.

Berlin, which is scaling back its imports because of the war in Ukraine, has nevertheless insisted that Russian gas will be needed for a while until alternative sources of energy are available.

In order to ensure enough gas is available as a heating fuel through the winter, the German government has taken measures to fill gas storage facilities to 90 per cent capacity by November.

Italy's Eni said it will receive only 50 percent of the gas requested Friday from Gazprom, following accusations by Rome the Russian state-backed company was peddling "lies" over a series of cuts.

Several European countries, including Italy and Germany, are highly reliant upon Russian gas for their energy needs.

As tensions rage with the West over the Ukraine war, Russia has stepped up the energy pressure, slashing gas supplies to the continent in a move blasted as "political" by both Italy and Germany.

Gazprom said the supply reductions via the Nord Stream pipeline are the result of repair work, but EU officials believe Moscow is punishing allies of Ukraine, where Russian forces launched an invasion in February.

Habeck said at the time that&nbsp;move was a "political decision and not a technically justifiable solution".&nbsp;

The minister said that while he was aware of the need to service the pipeline, it did not need such a drastic cut in gas deliveries.

Expecting to be fully independent of Russian crude oil imports by late summer, it has already reduced its share of Russian energy imports to 12 per cent for oil, 8 per cent for coal, and 35 per cent for natural gas.

According to Germany's Economy and Climate Minister Robert Habeck, “All these steps that we are taking require an enormous joint effort from all actors and they also mean costs that are felt by both the economy and consumers.”&nbsp;

“But they are necessary if we no longer want to be blackmailed by Russia,” Habeck added.

The European Commission has termed Russian move to cut gas supply to European countries a 'blackmail'. On Wednesday, Russia cut gas supplies to Poland and Bulgaria for refusing to pay in roubles. Calling Russian gas giant Gazprom's announcement "unjustified and unacceptable", Leyen said it was ''yet another attempt by Russia to use gas as an instrument of blackmail.''

However, Gazprom said it made the decision after Poland and Bulgaria failed to make their payments for gas in roubles.

Meanwhile, the executive director of the Paris-based International Energy Agency, Fatih Birol tweeted that Russia's decision is a “weaponisation of energy supplies”.

Russia's leading media holding, which is controlled by state energy giant Gazprom, will launch an app similar to the video-sharing social network TikTok, the group's CEO said Wednesday.

The Kommersant business daily cited Gazprom-Media CEO Alexander Zharov as saying the holding had purchased a service called "Ya Molodets" ("I am great").

Zharov said the app was developed with the support of the Innopraktika foundation, an organisation run by Katerina Tikhonova -- one of President Vladimir Putin's alleged daughters.

Gazprom-Media will "use the project's software to speed up the creation of a new video service for Russian bloggers," Zharov said, adding that it will be launched within two years.&nbsp;

The app will support the sharing of short vertical videos, similar to the Chinese social network TikTok.&nbsp;

Zharov took charge of Gazprom-Media earlier this year after leaving his post as head of the Russian media watchdog Roskomnadzor that was behind the failed blocking of the Telegram messaging service.&nbsp;

Authorities have continuously stepped up efforts to tighten control over the Russian segment of the internet under the pretext of fighting online extremism.&nbsp;

In recent years YouTube has become an increasingly popular platform for young Russians, with some of the most-watched channels racking in tens of millions of views. It has also become a source of independent news and an alternative to the main TV channels that are mostly under state control. Authorities have continuously stepped up efforts to tighten control over the Russian segment of the internet under the pretext of fighting online extremism. Earlier Wednesday the lower house of parliament passed legislation that would make it possible to block internet platforms, including YouTube, if they are found guilty of "censorship" and "discrimination".

The <a href="https://www.wionews.com/world/big-push-into-helium-could-have-the-world-on-russias-string-348830">New York Times </a>in its report said that that "Siberia holds some of the largest known untapped reserves of natural gas with high levels of helium, and Russia is preparing for a major leap in production when its new complex of factories comes online next year."

NYT said that Russia is "well-positioned to supply China and the technology industry on the US West Coast" and the Gazprom the Russian company is "will export canisters of cryogenically cooled liquid helium from the Pacific Ocean port of Vladivostok."

The report said after ramping up production by the middle of the decade "Russia expects to produce 25 per cent to 30 per cent of all helium used worldwide without breaking a sweat". <a href="https://www.wionews.com/south-asia/pakistan-signs-offshore-pipeline-agreement-with-russian-energy-giant-gazprom-195970">Gazprom</a> said in September that its Siberian helium machine was more than 60% completed, the report said.

The report said US and Qatar at present generate vast amounts of world’s helium but Russia is already self-sufficient, however, the US has exited the business which the NYT report claims would allow Russia to become a major exporter from 2021.

The report claimed that the US holds 2.8 billion cubic feet of helium in an "abandoned gas field outside Amarillo, Texas".

"It has raised worries that Russia could bring to helium the same politically influenced trading practices that worry buyers of Russian natural gas and crude oil," the NYT report said.

There are several uses for liquid helium which is widely used in MRI machines also to propel space rockets including in welding and printing computer chips and is seen as a "critical resource".
