G7 summit: Tight security, troop deployments and protest concerns ahead of Evian G7 meeting

The leaders of the world's seven major economies will gather in the French town of Évian-les-Bains from June 15 to 17 for the 52nd G7 summit. France is hosting this year's meeting, with President Emmanuel Macron leading the discussions. Along with the seven core members, four countries have been invited as guests: India, Brazil, South Korea and Kenya. Their presence reflects France's goal of building stronger ties with emerging powers and broadening the group's global reach. The summit comes at a difficult moment. Leaders are arriving with very different priorities, and managing those differences will be just as challenging as agreeing on the big issues themselves. The contrasting approaches of US President Donald Trump, German Chancellor Friedrich Merz and UK Prime Minister Keir Starmer mean that reaching consensus could prove difficult.
War, security and Ukraine
Security sits at the top of the agenda. Leaders will discuss the continuing war in Ukraine, conflicts in the Middle East and rising tensions in the Gulf of Oman. Ukrainian President Volodymyr Zelenskyy is expected to attend, giving him a direct platform to make his case to G7 leaders. The group will look at how to sustain financial and military support for Kyiv over the longer term. France is also pushing its "No Money for Terror" initiative, which aims to tighten international cooperation against groups that use the global financial system to fund terrorism and criminal activity. Furthermore, recent unilateral US naval blockade actions in West Asia and the closure of the Strait of Hormuz have caused friction with key outreach partners like India, creating a delicate balancing act for G7 leaders trying to maintain a unified global front.
Artificial intelligence
Artificial intelligence has emerged as one of the most high-profile topics of the summit. The core question is how much governments should regulate AI and who gets to set the rules. France and the European Union are pushing for a coordinated framework built around risk, with stricter oversight and tighter competition rules applied to the most powerful AI systems. They also want stronger protections online, especially for children. The United States prefers a lighter-touch approach, favouring market-driven development with fewer restrictions and viewing aggressive action against big technology companies as potentially protectionist. Finding common ground will require careful diplomacy.
Economic security and supply chains
Leaders will also debate how to reduce dependence on single countries for essential goods such as critical minerals used in semiconductors and defence equipment. The goal is to make economies more resilient to geopolitical shocks by spreading supply chains across multiple countries. The challenge is doing this without undermining the rules-based international trading system or triggering disputes over national industrial policies.
Climate and energy
Climate discussions are expected to be the most difficult. France wants climate risk embedded in financial regulation and more green finance channelled to developing countries through the Paris Pact for People and the Planet framework. The United States has resisted international climate commitments and prioritises conventional energy security, putting it at odds with European members. There is also concern that imposing strict environmental conditions on finance could put off the emerging economies that France is trying to bring closer to the G7, making it harder to build the broader coalition Macron is seeking.

The gathering comes against the backdrop of growing policy differences among member nations, raising questions about the prospects for consensus.

The much-anticipated 52nd Group of Seven or G7 Summit is set to begin next week in France, where world leaders will hold dialogue to strengthen multilateral cooperation and discuss the world’s most pressing issues. The summit will be held on 15-17 June 2026 in Évian-les-Bains, Haute-Savoie, marking the second time the location has hosted the group. As member nations, along with invited participants, prepare to take part in the annual summit, all eyes are set on the Global South. Accounting for more than 80 per cent of the world’s population, the Global South comprises several developing and emerging nations across Africa, Asia, Latin America and the Pacific. For these nations, the burning question is not only geopolitical tensions or trade disputes, but access to affordable financing, climate resilience, technology and a greater role in shaping global rules. Here’s what the Global South seeks from G7.
Debt relief among top priorities
For many developing countries, the major challenge for growth is the rising debt burden. According to the United Nations Conference on Trade and Development (UNCTAD), developing countries’ external debt reached approximately $11.7 trillion in 2024, while debt servicing costs climbed to around $1.6 trillion annually. For these nations, a significant portion of their budget is dedicated to debt repayments while also trying to meet the demands for better infrastructure, healthcare and education. Higher global interest rates and a stronger US dollar have further made borrowing more expensive for nations. This has slowed down development projects and forced several states to cut public spending. This has urged the Global South to call on the G7 to support debt restructuring mechanisms, improve coordination among public and private creditors and expand debt-for-climate swaps to create a system that prioritises long-term development rather than short-term debt repayment. Also read | Why China isn’t in the G7 – and why it still looms over every discussion | WION Decodes
A trillion-dollar development finance gap
Beyond debt relief, developing nations are seeking greater access to affordable capital. According to the estimates by the United Nations, trillions of dollars in annual investment are needed to meet sustainable development goals, modernise infrastructure and expand energy access. However, borrowing costs remain considerably higher for emerging economies than for advanced nations. These nations often end up paying substantially more to access capital markets, which in turn raises the cost of everything from roads and ports to renewable energy projects. As a result, governments across the Global South are calling for multilateral development banks to increase lending capacity and provide more concessional financing. Many also want the G7 to support reforms that unlock private investment while reducing borrowing costs for emerging economies.
Climate finance and adaptation
Climate change has become one of the key issues for both advanced and developing economies. Many countries in the Global South argue that they are among the least responsible for historical greenhouse gas emissions but face some of the most severe consequences. From droughts in Africa to floods in South Asia and rising sea levels threatening island nations, climate-related disasters are imposing growing economic costs. Despite this, adaptation funding remains far below estimated needs. The Global South calls on G7 nations to increase support for adaptation projects, resilient infrastructure and clean energy transitions while fulfilling long-standing international financing commitments.
The new digital divide
Another major issue remains access to technology. While artificial intelligence is expected to reshape industries and economies, many developing countries fear being left behind.According to UNCTAD’s Technology and Innovation Report, the global AI market could reach trillions of dollars in value over the coming years. However, much of that growth is concentrated in a small number of advanced countries. Many developing nations lack access to advanced computing infrastructure, cloud services and the skilled workforce needed to compete in the AI economy. This raises concerns that a new AI divide could emerge that would create another barrier to development in the decades ahead.Governments are now increasingly seeking support for digital public infrastructure, affordable internet connectivity, technology transfer and AI capacity-building.Also read | PM Modi in Europe: What are India’s objectives at the G7 Summit?
Reforming global institutions
Emerging economies have long argued that institutions established after World War II no longer reflect the realities of today’s world, demanding a greater representation in decision-making bodies such as the International Monetary Fund and the World Bank. As G7 leaders are set to discuss pressing global issues, attention is turning to how the summit’s decisions could affect developing economies, global growth, climate goals and international cooperation.

Debt relief among top priorities For many developing countries, the major challenge for growth is the rising debt burden. Also read | Why China isn’t in the G7 – and why it still looms over every discussion | WION Decodes A trillion-dollar development finance gap Beyond debt relief, developing nations are seeking greater access to affordable capital. G-7 Summit 2026: French President Macron to Hold Bilateral Talks With PM Modi

Prime Minister Narendra Modi is set to attend the upcoming G7 Summit, where the escalating Iran conflict, global energy security and disruptions in vital shipping routes are expected to dominate discussions. Leaders are likely to focus on de-escalation efforts, oil market stability and the wider economic impact of tensions in West Asia.

The countdown for 52nd G7 Summit that is being held from June 15–17, 2026 in Évian-les-Bains, France has began. G7 literally means the Group of Seven. G7 refers to the seven nations namely Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States that forms member countries. Alongside these nations, European Union (EU) is also a part of the group as a non-enumerated member. Between 1997 and 2014, Russia was part of the group, temporarily making it the G8. However, Russia was indefinitely suspended in 2014 following its annexation of Crimea The informal grouping of these nations was formed in 1975 to address global macroeconomic challenges like the oil crisis and recessions in the 1970s. While it is not based on an official treaty and has no permanent secretariat or headquarters, it plays an important role worldwide as these seven nations represent roughly 40-50 per cent of the worldwide nominal GDP and about 10 per cent of the world's population. Also Read: Why China isn’t in the G7 – and why it still looms over every discussion
How does the G7 differ from the G20 and BRICS?
The G20 (Group of Twenty) is the premier forum for international economic cooperation, bringing together the world's major established and emerging economies and BRICS is an authoritative intergovernmental organization composed of 11 major emerging and developing economies. G7 Summit: PM Modi to Visit France & Slovakia, Possible Modi-Trump Reset in Focus

As member nations, along with invited participants, prepare to take part in the annual summit, one country has remained out of it. China, which is not a member of the G7, does not participate as a core member in the group’s official summits. While it occasionally engages in diplomatic and economic dialogues, it has largely remained absent from the meetings. The question remains: why is China not part of the key G7 group despite being the world’s second-largest economy, a major global power, and continuing to influence nearly every major discussion among its members? To answer the question why China has been excluded from the G7 meetings, we have to understand the group’s origin, history and purpose.
How was the G7 formed?
The origins of the Group of Seven trace back to 1975, when leading industrialised democracies established an informal platform for cooperation amid the economic disruptions caused by the 1973 oil crisis. The group, originally called G6, was established with six members, including France, West Germany, Italy, Japan, the United Kingdom, and the United States, at a summit in Rambouillet, France. In 1976, Canada was formally added to the coalition. The European Community (now the European Union) was included in the group in 1981.In 1997, Russia was admitted to the group, briefly making it the G8. However, Moscow’s membership was suspended in 2014 after its annexation of Crimea, and the bloc returned to its G7 format.Notably, at that time, China had a largely closed economy and was still years away from the market reforms that would turn it into one of the world’s leading industrialised nations. Moreover, G7 was not intended to include every large economy but rather nations with shared values on industrial development, market-based economies and democratic political systems – criteria that China did not fit then. Also read | From debt to AI: The Global South’s wishlist for the G7 Summit | WION Decodes
Why can’t China still be invited?
Even though China is the world’s second-largest economy, it still differs from the G7 core ideology. It also plays a central role in global supply chains, producing a range of products like consumer electronics, industrial machinery, electric vehicle batteries, solar panels, and more. As a result, G7 discussions over trade, manufacturing, industrial policy, economic security and inflation have often been dominated by China. In recent years, G7 leaders have increasingly stressed “de-risking”, seeking to reduce dependence on Chinese supply chains. The idea is to limit strategic vulnerabilities without severing economic ties with one of the world’s most important markets.Apart from economics, Beijing is also shaping security discussions with key issues, including tensions in the Taiwan Strait, military activity in the South China Sea, cybersecurity threats and technological competition. In recent years, by pushing issues central to the Global South — such as climate finance, food security and fair debt restructuring — onto the G7 agenda, New Delhi has helped ensure the forum remains globally inclusive rather than narrowly Eurocentric.Additionally, as the world's most populous nation and fifth-largest economy, India remains central to Western efforts to diversify global supply chains away from China ("China+1" strategy). Also read | PM Modi and President Trump could meet next week on the sidelines of G7 Summit
What is the China+1 strategy?
The China Plus One (C+1) strategy is a supply-chain approach that encourages companies to reduce overdependence on China by developing at least one additional manufacturing or sourcing base, thereby spreading risk. The approach began to take shape around 2013 amid concerns over the world's growing reliance on China. It has since gained momentum due to trade tensions, COVID-19 disruptions and rising labour costs in China. Countries such as India and Vietnam have emerged as key alternative destinations for global companies looking to diversify beyond China.

India is not a G7 member, yet PM Narendra Modi will attend the summit for the seventh consecutive year. From supply chains and critical minerals to the Global South and China+1 strategy, India's growing economic and geopolitical influence has made it a key partner for the grouping.

Countries such as India and Vietnam have emerged as key alternative destinations for global companies looking to diversify beyond China.
