Four years after the landmark Paris deal, international consensus on strong action to tackle climate change risks crumbling, with the issue among the biggest sticking points at this week's G20 summit.

While tensions over trade were expected at the talks in Japan's Osaka, reaching agreement on language about climate action has proved just as contentious.

Negotiators known as sherpas were stuck working into the small hours of Saturday morning, trying frantically to find wording that both climate sceptics and those looking for strong commitments could agree on.

Part of the issue is the 2015 Paris climate deal itself, which nearly 200 nations have signed up to. The agreement commits signatories to work to reduce emissions, but Washington plans to withdraw from it.

The process of withdrawing will take several years and in the meantime, the US has refused to endorse statements backing the deal.

At the last two G20 meetings, in Buenos Aires and Hamburg, a workaround was found: a reference to the Paris deal as "irreversible" was endorsed by 19 members, and Washington added its own line reiterating its plans to quit.

'Extremely difficult'

This time around, Japan hoped to find a formulation everyone would agree on but EU countries demanded strong language and Washington tried to recruit allies to its climate-sceptic cause.

"The US pushed some governments, including Saudi Arabia, Brazil and Turkey, to water down the text," said Yuki Tanabe of the Japan Center for a Sustainable Environment and Society (JACSES).

"I am very concerned about the situation," he told AFP.

After marathon negotiations that led to cancelled press conferences and delayed departures, the leaders endorsed a statement that once again used the so-called 19+1 formula, but sources said the language was hard-won.

"Climate was the most difficult," a French presidency source said, adding that talks ground to a halt overnight because of US objections, with a deal reached only thanks to a united front among other G20 members.

"This shows two things: that it's an extremely difficult subject and that we can get there but we must show increasing determination and European unity," the source added.

'Best possible' outcome

Experts said that, under the circumstances, the deal could be seen as something of a victory.

"In light of the current situation, especially with the United States, maybe the 19-plus-one formulation... is the best possible scenario that we could agree," said Yukari Takamura, a professor of international law at the University of Tokyo.

"But of course in light of the increasing concern about climate impact and the risks, it's not the ideal agreement," she told AFP.

Takamura said the discord at the G20 was evidence of growing polarisation on the climate issue, with countries including some in Europe coming under pressure from their citizens to take more aggressive action as sceptics like Washington, Saudi Arabia and Brazil waver on their commitments.

But she said the scepticism was balanced out in some ways by the growing pressure from businesses, activists and countries committed to combatting global warming.

Even before the G20 began, France's President Emmanuel Macron said strong climate change language would be a "red line" for Paris.

And China, one of the world's top emitters, joined France and the United Nations to issue its own statement, with Chinese Foreign Minister Wang Yi saying countries must "strengthen our action."

"All countries must remain firm in their confidence and deliver on the commitments in the Paris agreement," Wang added.

But the divisions are unlikely to disappear soon, and the issue may prove even harder to resolve when international leaders gather next year: the 2020 G7 meeting will be chaired by the United States, and the next G20 summit will be held in oil-producer Saudi Arabia.

"She told the president that there cannot be a normalisation of our bilateral relationship until Russia stops the irresponsible and destabilising activity that threatens the UK and its allies -- including hostile interventions in other countries, disinformation and cyber attacks," the spokesperson said.

May also told Putin that Britain "has irrefutable evidence that Russia was behind the attack" on the former spy.

"The prime minister underlined that we remain open to a different relationship, but for that to happen the Russian government must choose a different path."

London has made clear that May's meeting with Putin does not represent a thawing of ties with Russia, despite calls from Putin for the two countries to "turn the page".

Ties between Moscow and London have been severely strained since the March 2018 poisoning of the former Russian spy and double agent Skripal and his daughter Yulia in the English city of Salisbury.

The incident led to dozens of tit-for-tat diplomatic expulsions and a breakdown in already fragile relations between Moscow and London.

Russia has repeatedly denied any part in his killing.

Earlier this month, Putin said it was time to "turn the page" on the countries' difficult relationship after the poisoning.

"Global issues related to national interests in the economic and social spheres and global security are more important than games of security services," the Kremlin leader said at the time.

Skripal sold secrets to Britain and moved there after a 2010 spy swap.&nbsp;

Last year, he and his daughter were poisoned with a military-grade nerve agent, the first use of chemical weapons in Europe since World War II.

London says the attempted assassination was "almost certainly" approved by the Russian state.

The G20 will be one of May's last trips as prime minister as Britain awaits a new leader.

Former foreign minister and London mayor Boris Johnson is the favourite to succeed her in an election that will be decided in a vote by members of the ruling Conservative party.

"One of the things that nowadays is criticised of globalisation that it has not been able to distribute the benefits, the economic benefits of the growth that we have shared in the international arena."

"If you are gonna do it human centre, you have to make sure and this is one of the aims of the G20 Summit. Because as far as you do not create the world and you keep on making bigger the difference between one extreme and the other, you create the possibility of a good basis to develop extremist ideas."

Walter J Lindner, the German ambassador in India said we need to find ways to work with the new technology, digitisation, artificial intelligence.

"We need to see what ethics we apply on masses of data," he added.

He said, "Today a country needs to free its economy and allow others to present their products while at the same time we need to take decisions according to our national needs."

"One of the topics that we have in Japan, the future-oriented things like the future of work which is also very dear to Prime Minister Modi."

Expressing disappointed over the dominance of such technology in the future, he said, "When robots take over all the factories, there will be no jobs what do we do in future. This is a problem for all countries."

He said the G20 also has to talk about these and not just trade and regular issues.
