Plant operator TEPCO treats the water through its ALPS processing system to remove almost all radioactive elements except tritium, and plans to dilute it before discharging it into the ocean over several decades.

It is expected that the release of water will begin this summer. But the plant is being opposed by regional neighbours. China has been vocal in condemning the plan. Even some communities, particularly fishing communities are opposing release of the water fearing that customers will shun their catches.

Grossi said the IAEA was not involved in the process to "give cover... to decorate something that is bad".

"When it comes to this activity here, what is happening is not some exception, some strange plan that has been devised only to be applied here and sold to you," he said.

"This is, as certified by the IAEA, the general practice that is agreed by and observed by many, many places, all over the world."

<h2>Anger among residents</h2>

Media reports say that there is visible anger among residents.

Tetsu Nozaki, chairman of the Fukushima Prefectural Federation of Fisheries Co-operative Associations, argued Japan's government was misrepresenting local sentiment, which he said remained strongly opposed to the plan.

"We fishery operators are left with no choice but to react emotionally and harden our attitude," he told Grossi as per AFP.

"I beg you to realise... that this project of the release of ALPS-processed water is moving ahead in the face of opposition."

Grossi said that he had no "magic wand" which could assuage all concerns. However, he underlined that the IAEA will set up permanent office to review the release for decades.

"We are going to stay here with you for decades to come, until the last drop of the water which is accumulated around the reactor has been safely discharged," he said.

In a final report, IAEA said on Tuesday that release of the water would have "negligible" impact on the environment. South Korea has said that it respects the finding.&nbsp;

China has been vocal in its criticism, with its foreign ministry spokesman warning Wednesday that "the report cannot prove the legitimacy of Japan's ocean-dumping plan".

The release is a "robust plan," according to Tony Hooker, an associate professor at the University of Adelaide's Centre for Radiation Research, Education and Innovation.

"No environmental or human health impacts are likely to be observed," he said, though he noted there is growing debate about the global practice of ocean dumping.

Claims about risks "are not founded in scientific evidence," added Jim Smith, professor of environmental science at the University of Portsmouth.

"Those making claims... should consider the negative impact of their -- I think scientifically baseless -- claims on the communities in&nbsp;Japan&nbsp;who have been affected by the&nbsp;Fukushima&nbsp;accident," he added.

There have also been technical briefings for neighbours like South Korea, though government officials said multiple invitations for such talks with China had gone unanswered.

Perhaps the most important plank of&nbsp;Japan's&nbsp;campaign&nbsp;is a review by the International Atomic Energy Agency, which has endorsed the release plan and will monitor its implementation.

"This is the organisation which can provide reassurance to not only the Japanese people but to the international community... they provide the gold standard," said Shinichi Sato, director of the international nuclear cooperation division at&nbsp;Japan's foreign ministry.

But "the reputational damage is the bigger concern," he told AFP, declining to be named.

"There are still concerns raised both at home and abroad ... and we want the government to do more."

IAEA, the UN nuclear watchdog, said that Tokyo's plan to dilute the treated water and release it into the sea over several decades is "consistent with relevant international safety standards".&nbsp;

After speaking with Japan's prime minister and foreign minister, visiting IAEA chief Rafael Grossi said the body had spent two years reviewing the release plan. They have tested the water at its labs and sent samples to independent facilities for better analysis.&nbsp;

While mentioning similar releases by plants from China to France, he said, "This process of dilution and chemical and other filtration is nothing new. It's something that exists in the industry."&nbsp;

"We recognise that there are concerns," he said. Grossi noted that the IAEA will open a permanent office at the Fukushima site to continuously monitor the release process.&nbsp;

"We will thoroughly explain and communicate, both domestically and internationally, details of the IAEA report, our effort to ensure safety and measures against reputational damage".&nbsp;

"Given our closest location, we are reviewing whether Japan has an appropriate discharge plan from a scientific and technological standpoint," Yoo Guk-hee, chairman of the Nuclear Safety and Security Commission, who led a delegation on a site visit last week, told a briefing.

The Japanese utility responsible for the plant, and the Japanese government, say the water is safe after being treated, filtered and diluted though it does contain traces of tritium.

Yoo said there had been progress in checking facilities and securing samples and documents but further work was needed to reach any conclusion about the water's safety.

"Additional detailed analysis and checks are required," he said.

During its six-day trip, the 21-member South Korean team had focused on water purification, transport and release equipment, as well as sampling and analysis facilities.

The visit came days after President Yoon Suk Yeol and Japanese Prime Minister Fumio Kishida held a summit in Seoul this month amid a thaw in relations following years of tension between the neighbours, both important U.S. allies.

The International Atomic Energy Agency is also conducting a safety review of Japan's plan to release the water. It is expected to announce its results in the coming weeks.

The joy was palpable among the plaintiffs after the judgement was passed as they celebrated the victory with signs that read "shareholders win" and "responsibility recognised."

The TEPCO executives were accused of ignoring research that warned them about the potential disaster that resulted in the worst nuclear disaster in the world since Chernobyl.

All of them underwent surgery to remove parts or all of their thyroid glands, their lawyer said.

The group is seeking a total of 616 million yen ($5.4 million) in compensation.

A UN experts panel concluded last year that the disaster had not led to any direct health problems for the population. And a World Health Organisation report from 2013 said the disaster would not cause any observable increase in cancer rates in the region.

But in 2018, the Japanese government announced that one worker had died after exposure to radiation and agreed that his family should be compensated.

However, the complainers claim that the cancer was probably caused by exposure, as none of them had any family history of thyroid cancer.

TEPCO spokesman Takahiro Yamato told AFP that the company will deal with the legal complaint "sincerely, after paying attention to the details of the demands and claims".

The meltdown at the Fukushima Daiichi plant was the worst nuclear accident since the 1986 Chernobyl disaster, after which larger numbers of thyroid cancers were detected.

Japan's government argues that the release is safe because the water is processed to remove almost all radioactive elements and will be diluted.

In April, the government and Tokyo Electric Power Company Holdings announced plans to start releasing the water into the Pacific Ocean in the spring of 2023 over the span of decades.

The plan has been fiercely opposed by fishermen, residents and Japan’s neighbours, including China and South Korea.

Kishida said the government will do its utmost to address concerns the water disposal will hurt local fishing and other industries.

Plans for the one-kilometre tunnel&nbsp;were announced after the Japanese government decided in April to&nbsp;release&nbsp;the accumulated&nbsp;water&nbsp;in two years' time.

Ministers say the&nbsp;release&nbsp;is safe because the&nbsp;water&nbsp;will have been processed to remove almost all radioactive elements, and will be diluted.

But the April decision triggered a furious reaction from neighbouring countries, and fierce opposition from local fishing communities.

Tokyo Electric Power Co (TEPCO)&nbsp;said it will start building the&nbsp;tunnel&nbsp;by March 2022 after carrying out feasibility studies and obtaining approval from authorities.

It will have a diameter of about 2.5 metres&nbsp;and will stretch east into the Pacific from tanks at the plant containing around 1.27 million tonnes of&nbsp;treated&nbsp;water.

That includes&nbsp;water&nbsp;used to cool the plant, which was crippled after going into meltdown following a huge 2011 tsunami, as well as rain and groundwater that seeps in daily.

An extensive pumping and filtration system extracts tonnes of newly contaminated&nbsp;water&nbsp;each day and filters out most radioactive elements.

But fishing communities fear releasing the&nbsp;water&nbsp;will undermine years of work to restore confidence in their seafood.

The plant's chief decommissioning officer Akira Ono said Wednesday that releasing the&nbsp;water&nbsp;through a&nbsp;tunnel&nbsp;would help prevent it flowing back to the shore.

"We will thoroughly explain our safety policies and the measures we are taking against reputation damage, so that we can dispel concerns held by people involved in fisheries" and other industries, Ono told reporters.

In a statement, TEPCO said it was ready to pay compensation for reputation damage related to the&nbsp;release.

TEPCO also said it would accept inspections by the International Atomic Energy Agency on the safety of the&nbsp;release. The IAEA has already endorsed Japan's decision.

Prime Minister Yoshihide Suga has called disposing of the&nbsp;water&nbsp;an "inevitable task" in the decades-long process of decommissioning the nuclear plant.

Debate over how to handle the&nbsp;water&nbsp;has dragged on for years, as space to store it at the site runs out.

The filtration process removes most radioactive elements from the&nbsp;water, but some remain, including tritium.
