Torrential rain caused flooding in some cities of south China starting on Thursday, leaving many people stranded and affecting local traffic.

In Yulin City of south China's Guangxi Zhunag Autonomous Region, one of the most severely affected places, the largest rainfall on Thursday was recorded at 195.1 millimetres, which has caused flooding, waterlogging and landslides.

In Yulin's affiliated Shatian Town, firefighters rescued eight female teachers trapped by floodwater in a village school and transferred them to safety.

In Bobai County of Yulin, firefighters saved 17 villagers residing in a village inundated in around-one-meter-high accumulated water near the major G80 Expressway on Thursday.

Firefighters in Bobai also successfully sent food to over 180 children and ten teachers who were stranded for one day in a three-story kindergarten soaked in floodwaters, and then transferred them from the building.

In response to the heavy rain, Guangxi's regional meteorological department issued a blue alert regarding flooding early on Thursday morning.

In the meantime, in south China's Guangdong Province, due to the heavy rain, the floodwaters were surging into some counties like Yangxi, also with local people and traffic being affected.

In Yangxi County, firefighters rescued a total of 88 people from vehicles, houses, and stores which were besieged by water on Thursday. No one was reported injured or dead.

In Tangkou Town of Yangxi, a road which connects seven villages was damaged by the destructive floodwaters, incapacitating nearly 10,000 people's ability to travel.

As of now, repair work remains underway, and a bridge will be erected to serve as a temporary passage for the affected villagers on Friday evening, according to the local traffic sector.

The downpour also suspended schools in Yangxi, with much floodwaters still to drain out from campuses.

The local meteorological department issued two red alerts against the rainstorm, but as of now, the rain has stopped in some parts of Yangxi, and the alert has been downgraded to yellow.

Landslides triggered by Tropical Storm Kai-Tak have killed 26 people and 23 more are missing in the eastern Philippines, authorities said Sunday.

The deaths were reported in the small island province of Biliran, a day after the storm pounded the east of the archipelago nation.

Kai-Tak tore across the major islands of Samar and Leyte on Saturday, toppling power lines in 39 towns or cities and damaging roads and bridges, the national disaster agency said.

Some 87,700 people were forced from their homes in the region. But the previous death toll had stood at just three.

"There is a total of 26 people dead from landslides in four towns of Biliran. We have recovered the bodies," Sofronio Dacillo, provincial disaster risk reduction and management officer, told AFP.

Gerardo Espina, governor of the island province just east of Leyte, gave the same figure for deaths in an interview on ABS-CBN television. He said 23 people were missing.

The national disaster risk reduction agency could not immediately confirm if the 26 deaths in Biliran included the initial three fatalities it reported on Saturday.

Kai-Tak weakened on Sunday afternoon, with gusts of up to 80 kilometres (50 miles) an hour, and was reclassified as a tropical depression, state weather forecasters said.

But disaster officials warned that more floods and landslides were possible and said 15,500 passengers were stranded because ferry services remained suspended in parts of the region.

"I've been stranded for three days, sleeping in the bus, and I just want to get home to my family for Christmas," Eliaquin Pilapil, a 55-year-old farmer, told AFP from a port in the town of Matnog in the eastern province of Sorsogon.

The Christmas holidays are a busy travel season in the mainly Catholic Philippines, with people heading home to the provinces.

The nation is battered by about 20 major storms each year.

Samar and Leyte bore the brunt in 2013 of Super Typhoon Haiyan which left more than 7,350 people dead or missing.

In the Leyte city of Tacloban, Saturday's storm brought flash floods of up to 1.5 metres (five feet) and strong winds that left the city without power and water, according to its disaster office chief.

Record-breaking rainfall triggers flash floods in Australia

Mangalore in Karnataka and Mumbai are at a high risk of encountering floods due to melting ice caps, a NASA report said.

In the past week up to 550 mm (21.7 inches) of rain poured over India's southeastern coast in the state of Tamil Nadu, NASA said in its website. Total rainfall in southeastern India was measured at around 200 mm (7.9 inches).

The Joint Typhoon Warning Center informed that computer models indicate that rains are expected to move in a northerly direction, wind speed is predicted at approximately 37 to 46.3 kilometers per hour, and with a minimum central pressure near 1004 millibars, NASA confirmed.

The low-pressure continued to produce heavy rain in Tamil Nadu and in remote areas over south coastal Andhra Pradesh, NASA revealed.

Over the next 100 years, the glacial melt may potentially rise Mangalore's sea levels by 15.98cm as and to 15.26cm in Mumbai and 10.65cm for New York, according to a study carried in the journal Science Advances.

Citing a report compiled till yesterday, the relief commissioner's office here said about 60,000 have taken shelter in relief camps in the affected districts of eastern Uttar Pradesh as raging rivers emanating from Nepal caused havoc in vast swathes of land.

"The death toll in the floods has reached 103 in the state, where 3,133 villages in 24 districts are inundated affecting over 27 lakh," it said.

Army choppers, NDRF and PAC (flood) personnel continued relief and rescue operations round the clock in the severely affected areas of the flood-hit districts of the state.

The release of water in rivers emanating from Nepal and incessant rains impeded rescue work, they said.

Twenty-eight companies of the NDRF, 32 companies of Provincial Armed Constabulary (flood) along with two choppers of the Indian Air Force (IAF) and several Army personnel were working round the clock to save lives and properties in the affected areas.

A Central Water Commission report here said the Sharda river was flowing above the red mark at Palia Kalan and near the danger mark at Shardanagar while the Ghaghra river was flowing above the red mark at Ayodhya and Turtipar in Ballia.

The Rapti river was flowing well above the red mark at Rigauli and Birdghat in Gorakhpur, while the Quano river was flowing above the danger mark at Chandradeep Ghat in Gonda, it said.

Chaos and confusion gripped Macau on Thursday after one of the strongest typhoons on record hit the territory, killing at least nine people, and leaving more than half the city still without water and power, and casinos relying on backup generators.

Rescuers on Thursday searched submerged cars for trapped people in the former Portuguese territory, while overwhelmed emergency services scrambled to respond to crisis calls.

Many residents and tourists complained that the government was woefully unprepared for Typhoon Hato and its destructive winds of more than 200 kph (124 mph).

Macau's government broadcaster TDM said Typhoon Hato, a maximum signal 10 storm, was the strongest since 1968 to hit the world's biggest gambling hub and home to around 600,000 people.

"The city looks like it was just in a war," said one civil servant, who declined to be named as they were not authorized to speak to the media.

Hato on Wednesday hit the nearby financial hub of Hong Kong, uprooting trees, flooding streets, forcing hundreds of airline flights to be canceled and halting financial trading. There were reports of 34 people injured in Hong Kong, which had not been hit by a signal 10 typhoon for five years.

At one stage as Hato intensified, Hong Kong posted a signal 8 storm warning, saying it was likely to go higher, yet Macau's government rated Hato only a signal 3 typhoon.

"I am shocked with the late notice and lack of preparation that was given for this superstorm. Residents are in peril and unable to assess if help is on the way," said Ashley Sutherland-Winch, a marketing consultant in Macau.

Exteriors of buildings, including parts of multi-billion dollar casinos, were ripped away by Hato's powerful winds.

Video footage from Macau residents sent to Reuters showed a man struggling to keep his head above water in an enclosed car park filled with debris, while another showed a large truck toppling over and pedestrians flung across pavements. Reuters could not independently verify the footage.

While most of Macau's large casinos, especially those operating on the Las Vegas style Cotai strip, were trying to operate as normal, many were relying on backup generators.

Casino stocks listed in Hong Kong fell versus a rise in the benchmark Hang Seng Index on Thursday with the full impact on gambling revenues and economic cost still unknown, analysts said.

Nolan Ledarney, director of Crafted 852, a food website in Hong Kong, who was staying inside Galaxy's casino resort with his wife and three children said guests had been corralled into safe areas.

Severe flooding overwhelmed Macau, which is in the process of building new infrastructure such as a light rail, to cope with a surge in visitors.

Macau has rapidly transformed from a sleepy fishing village over a decade ago into a major gambling hub, although infrastructure has mostly failed to keep pace with its development.

Transportation remained in chaos with damage to both of Macau's ferry terminals and roads crammed with traffic. Schools, museums, and public venues remained closed on Thursday.

"The government cannot handle the challenge as the people would expect from a self-claimed first class city," said Macau resident and political commentator Larry So.

Hato had been downgraded to a tropical storm on Thursday and was about 680 km (422 miles) west of Hong Kong and expected to weaken further as it moves inland over China.

14 killed over weekend in rain-related incidents in north India

Heavy rains lashed parts of India's northern state of Uttarakhand on Saturday, throwing normal life out of gear.

The meteorological department has issued an alert of heavy to very heavy rainfall in the state in the next 24 hours.

Several areas in Srinagar district were flooded after the Alaknanda river breached its embankments, submerging shops and houses.

Vehicular traffic also remained disrupted due to recurring landslides on the Rishikesh- Badrinath National Highway, cutting link to Rudraprayag and Chamoli districts, in Uttarakhand.

"If I talk about the national highway, it is also lying in the danger zone. Water is flowing downside from across the national highway. There are chances of landslides too. I think if it continues to rain like this for one or two days, it may severely damage the National Highway," said a local.

People in Farsu village of the district vacated their houses and took shelter in an ancient temple to escape nature's wrath.

"All houses, shops and ancient temple everything are submerged in water. Government and administration are here from last two days," said another villager.

Several rivers in India's northern Uttarakhand state are in a spate following heavy rainfall in the last few days. In the holy city of Haridwar, water levels in the river Ganges also rose alarmingly.

Rains triggered cloudbursts in various parts of the state earlier this month, claiming lives of 35 people.

Uttarakhand suffered heavy losses after flash floods due to cloudburst in June 2013 that left over 5,000 dead or missing.

Monsoon season is critical for the country's 263 million farmers because nearly half of their farmland lacks irrigation.

But it also causes devastating landslides, floods and water-borne diseases, as civic administrations often fail to cope with challenges posed by it.

Monsoon season is critical for the country's 263 million farmers because nearly half of their farmland lacks irrigation. But it also causes devastating landslides, floods and water-borne diseases, as civic administrations often fail to cope with challenges posed by it. (Reuters)

China has allocated 199 million Yuan ($29.76 million) to spend on its weather modification programme as part of efforts to combat drought and reduce the impact of natural disasters, the finance ministry said today, as state media reported flooding this year caused at least 237 deaths.

The Ministry of Finance said the additional funding had been made available in order to help China's regions respond to the large number of "extreme weather events" this year, including heavy flooding in south and central regions as well as drought in the northwest.

China currently uses weather modification technology including cloud seeding to induce rain during droughts, to reduce hail, and to clear the skies ahead of prestigious international events, including the Beijing Olympics in 2008.

China aims to use weather modification technologies to create more than 60 billion cubic metres of additional rain a year by 2020, it said in a document published at the beginning of last year. Armed police demolished a dyke in central China's Hubei province today in a bid to disperse floodwater following days of torrential rain, state news agency Xinhua said.

Heavy rain around China's Yangtze river basin has left 128 people dead and scores missing, media said on Tuesday, with more damage feared from a typhoon expected to land this week.

Flooding has forced some 1.3 million people to evacuate vast areas near China's longest river and its connected waterways, the official Xinhua news agency cited the civil affairs ministry as saying.

Millions more are threatened by the continuing downpour, which began at the end of June and has already destroyed at least 41,000 homes, it said.

Water levels in Taihu Lake near Shanghai are at their highest level in decades, according to Beijing News, which said the area faces a serious risk of flooding if a typhoon hits on Friday as forecast.

A farmer in eastern China broke down in tears as waters rose around his thousands of pigs, photos posted on state media showed.

Other images showed a sports stadium in the central province of Hubei turned into a "giant bathtub" by the rainfall.

Damage so far is estimated at over 38.16 billion Yuan ($5.73 billion) and 42 people are missing, according to Xinhua.

Flooding is common during the summer monsoon season in southern China, but rainfall has been particularly heavy this year and many areas have been lashed by torrential rains this week.

Rain is expected to move north in the coming days towards the Huai river, Beijing News reported.

China's vice premier Wang Yang warned last month that a strong El Nino effect this year would increase the risk of flooding in the Yangtze and Huai river basins.

An El Nino effect was linked to China's worst floods of recent years when more than 4,000 people died in 1998, mostly around the Yangtze.

The Beijing News quoted a meteorologist as saying that rain patterns this year were more disparate than in 1998, diminishing the risk of a similar toll.

China's national observatory issued an orange alert for storms across the country's south and east last week -- the second highest warning in a four-tiered system.

Whole villages were levelled and at least 98 killed in the eastern province of Jiangsu last month after the region was hit by a storm with hurricane-force winds and the worst tornado in half a century.

Heavy rains in China leave 128 dead

The death toll from flooding in the US state of West Virginia rose to 24 on Saturday, as President Barack Obama declared a major disaster, releasing federal aid for some of the hardest-hit areas.

The president "ordered federal aid to supplement state and local recovery efforts in the area affected by severe storms, flooding, landslides and mudslides," the White House said in a statement.

Days of heavy rain have caused massive flooding in the state, where high waters have washed away cars, trapped hundreds and cut power to large areas.

More than 21,300 people were without power across the state on Saturday evening, according to the West Virginia Division of Homeland Security and Emergency Management.

Hundreds of homes had been severely damaged or destroyed and more than 60 roads remained closed, it said.

Photos on the division's Facebook page showed a muddy, swollen river in the West Virginia town of Clendenin, that had spilled over its banks, and inundated a nearby neighborhood with floodwater.

Obama's disaster declaration makes federal funding available to Greenbrier, Kanawha and Nicholas counties.

The latest fatality from the flooding was reported Saturday in Greenbrier County, bringing the overall tally to 24 people dead, state spokeswoman Jessica Tice told AFP.

Among the dead was an eight-year-old boy who was swept away while walking along a creek bank with his mother and sister, local news station WSAZ reported. His body was found after three hours of searching.

West Virginia Governor Earl Ray Tomblin said on Saturday he expected 400 National Guard members to be deployed during the day to assist local emergency responders in their relief efforts.

He said that support from the Federal Emergency Management Agency (FEMA) that was released under the disaster declaration would "provide much needed assistance to severely impacted regions."

In five of the worst-hit counties volunteer centers were being set up, according to the West Virginia Division of Homeland Security and Emergency Management.

It said that three Red Cross shelters and a number of community-based shelters had also been established across the state.

"We have so many businesses, individuals and churches really rallying together and gathering supplies," Tice said.

The devastating flooding also forced the PGA Tour to cancel its Greenbrier Classic scheduled for July 7-10 in White Sulphur Springs, West Virginia.

The torrential rains that hit Greenbrier County especially hard caused extensive flood damage to the course beyond what could be repaired in time to stage the event, tour and resort officials said.

The Louvre and Orsay museums in Paris moved art works stored underground to safety on Friday as the swollen river Seine kept rising, the city's deputy mayor said, following days of torrential rains that have killed two people.

Floodwaters have forced thousands of people to evacuate their homes and dozens of schools have closed south of Paris. Earlier this week the army was also called in to rescue stranded motorists on a major highway.

"For the museums, even if fortunately there isn't any flooding of storerooms as of today, there is an automatic process above 5.50 metres to move works in the deepest storerooms higher," Bruno Julliard, Paris' deputy mayor, told France Inter radio.

The Louvre and the Musee d'Orsay are both home to world-renowned art collections.

Julliard said the works in the museums, which overlook the Seine, were not at risk as of early Friday. Some low lying roads running along the river are underwater and one underground commuter line has been closed.

Officials forecast the Seine could peak at 6 metres in central Paris on Friday, stressing this is still well below the level where it would threaten residents and businesses.

The river reached a record high of 8.6 metres in 1910, when thousands of Parisians had to flee flooded low-lying areas of the city.

Environment minister Segolene Royal told France 2 television on Friday that the floods may take several weeks to subside.

"What's going to be even more painful for the families who have lost their homes, the heads of companies who have lost their businesses, the employees who will be unable to go to work, is that the drop in the water level will be very slow," Royal said.

The retreating waters could reveal further victims, she added.

In Evry-Gregy-sur-Yerre, south of Paris, a man on horseback drowned on Thursday, becoming the second fatality. Le Parisien newspaper said the 74-year-old had been trying to cross a flooded field.
