A large portion of the money spent in India comes from donations sourced locally, officials said while pleading ignorance of the exact amounts received as donation locally or through foreign donations.&nbsp;

The MoC headquartered in Kolkata has over 250 bank accounts in the country for utilising foreign funds, another official of the organisation said.&nbsp;

Missionaries of Charity says 'work as usual to continue', talking to resolve FCRA issue

Earlier, the Indian arm of the group had said that the government had frozen all its bank accounts prompting it to halt all of its work in the country. The watchdog had also accused the government of indulging in a "witchhunt" against human rights organisations.

The ministry, however, asserted that the stand and statements by Amnesty International were "unfortunate, exaggerated and far from the truth."

The group had said a freeze was put on its bank accounts on September 10 and as a result, it has had to lay off staff and shut operations.

The government however said that, "Amnesty International had received permission under Foreign Contribution (Regulation) Act (FCRA) only once &amp; that too 20 years ago (19.12.2000)."&nbsp;

"Owing to these illegal practices of Amnesty, the previous government had also rejected repeated applications of Amnesty to receive funds from overseas. This had led Amnesty to suspend its India operations once during that period as well," the ministry informed while adding that Amnesty International "is free to continue humanitarian work in India".

"However, India doesn't allow interference in domestic political debates by entities funded by foreign donations. This law applies equally to all and it shall apply to Amnesty International as well," the government said.

According to the Central Bureau of Investigation (CBI), Amnesty International India Private Limited (AIIPL) allegedly employed commercial means to unlawfully circumvent the provisions of the Foreign Contribution Regulation Act (FCRA).

On Friday, the CBI conducted raids in Bengaluru and Delhi to ascertain these claims.

After a complaint received by the Ministry of Home Affairs (MHA), the CBI registered a case against AIIPL and Indians for Amnesty International Trust amongst many on November 5.

As per the MHA, Amnesty India undertook actions that were "not commensurate to the activities of a for-profit company but constituted activities either prohibited or regulated under FCRA".

Additionally, ANI said that "international [UK] invested Rs 10 crore as FDI in Amnesty International India Pvt Ltd, Bangalore, by subscribing to the Debentures".&nbsp;

Allegedly, many entities received foreign contribution amounting to as much as Rs 36 crores from Amnesty International through AIIPL. "This amount was allegedly utilised by Indians for Amnesty International Trust as security for obtaining Overdraft from Banks and the funds were used by trusts of Amnesty India for carrying out NGO activities that were in violation of the provisions of FCRA'', ANI added.

The FCRA was enacted by the Parliament in 2010 to regulate the acceptance and utilisation of foreign contribution by&nbsp;certain individuals or associations or companies and to prohibit acceptance and utilisation of foreign contribution&nbsp;for any activities detrimental to the national interest.

According to the Central Bureau of Investigation (CBI), Amnesty International India Private Limited (AIIPL) allegedly employed commercial means to unlawfully circumvent the provisions of the Foreign Contribution Regulation Act (FCRA).

On Friday, the CBI conducted raids in Bengaluru and Delhi to ascertain these claims. After a complaint received by the Ministry of Home Affairs (MHA), the CBI registered a case against AIIPL and Indians for Amnesty International Trust amongst many on November 5. Additionally, ANI said that "international [UK] invested Rs 10 crore as FDI in Amnesty International India Pvt Ltd, Bangalore, by subscribing to the Debentures". Allegedly, many entities received foreign contribution amounting to as much as Rs 36 crores from Amnesty International through AIIPL. "This amount was allegedly utilised by Indians for Amnesty International Trust as security for obtaining Overdraft from Banks and the funds were used by trusts of Amnesty India for carrying out NGO activities that were in violation of the provisions of FCRA'', ANI added. The FCRA was enacted by the Parliament in 2010 to regulate the acceptance and utilisation of foreign contribution by certain individuals or associations or companies and to prohibit acceptance and utilisation of foreign contribution for any activities detrimental to the national interest. Giving a final chance, the government is all set to ask 11,319 NGOs to submit their applications afresh for the renewal of FCRA licence, failing which it will be cancelled permanently.

&quot;We will soon tell these NGOs to avail the opportunity to renew their FCRA registration. If they fail to do so, their registration will lapse permanently,&quot; a home ministry official said.

The government had derecognised 11,319 NGOs last month after they failed to renew their registration by June-end, preventing them from receiving foreign funds.

As many as 1,736 NGOs, including Ramakrishna Mission Ashrama, Mata Amritnandmayi Math and Church of South India Diocese of Madras, have failed to renew their registration under the Foreign Contribution Regulation Act within the stipulated date of June 30.

The NGOs were given time till November 8 for submission of non-complete applications for FCRA licence renewal with all relevant documents to avoid the cancellation.

However, most of them failed to take the opportunity.

In addition, the Centre also denied renewal of FCRA registration to 25 NGOs after they were allegedly found to be involved in anti-national activities.

The 25 NGOs&#39; operations in the country are &quot;contrary&quot; to the provisions of the Foreign Contribution Regulations Act (FCRA) and allegedly anti-national, an official said.

A total of 16,491 applications were received by the Home Ministry for renewal of FCRA registration and out of which 14,730 were granted renewal.
