Group of 20 finance ministers agreed on Saturday to compile common rules to close loopholes used by global tech giants such as Facebook to reduce their corporate taxes, a copy of the bloc's draft communique obtained by Reuters showed.

Facebook, Google, Amazon, and other large technology firms face criticism for cutting their tax bills by booking profits in low-tax countries regardless of the location of the end customer. Such practices are seen by many as unfair.

The new rules would mean higher tax burdens for large multinational firms but would also make it harder for countries like Ireland to attract foreign direct investment with the promise of ultra-low corporate tax rates.

"We welcome the recent progress on addressing the tax challenges arising from digitization and endorse the ambitious program that consists of a two-pillar approach," the draft communique said. "We will redouble our efforts for a consensus-based solution with a final report by 2020."

Britain and France have been among the most vocal proponents of proposals to tax big tech companies that focus on making it more difficult to shift profits to low-tax jurisdictions, and to introduce a minimum corporate tax.

This has put the two countries at loggerheads with the United States, which has expressed concern that US Internet companies are being unfairly targeted in a broad push to update the global corporate tax code.

"The United States has significant concerns with the two corporate taxes proposed by France and the UK," US Treasury Secretary Steven Mnuchin said on Saturday at a two-day meeting of G20 finance ministers in the Japanese city of Fukuoka.

"It sounds like we have a strong consensus" about the goals of tax reform, Mnuchin later said.

"So now we need to just take the consensus across here and deal with technicalities of how we turn this into an agreement."

Big Internet companies say they follow tax rules but have paid little tax in Europe, typically by channelling sales via countries such as Ireland and Luxembourg, which have light-touch tax regimes.

The G20's debate on changes to the tax code focus on two pillars that could be a double whammy for some companies.

The first pillar is dividing up the rights to tax a company where its goods or services are sold even if it does not have a physical presence in that country.

If companies are still able to find a way to book profits in low tax or offshore havens, countries could then apply a global minimum tax rate to be agreed under the second pillar.

The path to a final agreement is still fraught with difficulty because of disagreement on a common definition of digital business and on how to distribute tax authority among different countries.

"There are differences between the United States and the United Kingdom over pillar one. As for pillar two, there are also differences in views within the Group of 7," said a senior Japanese finance ministry official present at the G20.

At least eight Afghan police were killed in an airstrike during a clash with the Taliban, an official said Friday, in the latest incident of potential friendly fire in the conflict.

Rahimi said a joint delegation has been appointed to investigate the incident.

Meanwhile, another official -- head of the Helmand provincial council Ataullah Afghan -- gave a different toll, saying 18 Afghan police were killed and 14 others were wounded.

Only Afghan and US forces in Afghanistan conduct airstrikes. There was no immediate comment from US forces.

The American company suspects that Rankwave could have used user data collected through its applications for its own commercial purposes.

"By filing the lawsuit, we are sending a message to developers that Facebook is serious about enforcing our policies, including requiring developers to cooperate with us during an investigation," Romero added.

So far, Rankwave has not commented on the lawsuit.&nbsp;

Details of the effort were provided by multiple employees at outsourcing firm Wipro Ltd over several months. The workers spoke on condition of anonymity due to fear of retaliation by the Indian firm. Facebook later confirmed many details of the project. Wipro declined to comment and referred all questions to Facebook.

The Wipro work is among about 200 content labelling projects that Facebook has at any time, employing thousands of people globally, company officials told Reuters.

Many projects are aimed at "training" the software that determines what appears in users' news feeds and powers the artificial intelligence underlying many other features.

The European Union's year-old General Data Protection Regulation (GDPR) has strict rules about how companies gather and use personal data and in many cases requires specific consent.

"One of the key pieces of GDPR is purpose limitation," said John Kennedy, a partner at law firm Wiggin and Dana who has worked on outsourcing, privacy and AI.

If the purpose is looking at posts to improve the precision of services, that should be stated explicitly, Kennedy said. Using an outside vendor for the work could also require consent, he said.

It remains unclear exactly how GDPR will be interpreted and whether regulators and consumers would see Facebook's internal labelling practices as problematic. Europe's top data privacy official declined to comment on possible concerns.

A Facebook spokeswoman said: "We make it clear in our data policy that we use the information people provide to Facebook to improve their experience and that we might work with service providers to help in this process."

US Senator Mark Warner, a Democrat and leading critic of social media, told Reuters in a statement that large platforms increasingly are "taking more and more data from users, for wider and more far-reaching uses, without any corresponding compensation to the user."

Warner said he is drafting legislation that would require Facebook to "disclose the value of users' data, and tell users exactly how their data is being monetized."

After completing that, the team in December was cut to about 30 and shifted to labelling each month posts from the prior month. Work is expected to last through at least the end of 2019, they said.

Facebook confirmed the staffing changes but declined to comment on financial details.

The company said its analysis is ongoing so it could not provide any findings from the labelling or resulting product decisions. It has not told labellers the purpose or results of the project, and the workers said all they have inferred from their limited view is that selfies are increasingly popular.

Among Facebook's other labelling projects, one worker in Hyderabad for outsourcing vendor Cognizant Technology Solutions Corp said he and at least 500 colleagues look for sensitive topics or profane language in Facebook videos.

The aim is to train an automated Facebook tool that enables advertisers to avoid sponsoring videos that are, for example, adult or political, Facebook said. Cognizant did not respond to a request for comment.

Another application of labelling involved the social network's Marketplace shopping feature, where it automated category recommendations for new listings by first having labellers and product experts categorize some existing listings, Facebook's Mathur said.

Facebook users are not offered the chance to opt out of their data being labelled.

At Wipro, the posts being examined include not only public posts but also those that are shared privately to a limited set of a user's friends. That ensures the sample reflects the range of activity on Facebook and Instagram, said Karen Courington, director of product support operations at Facebook.

Facebook's data policy does not explicitly mention manual analysis.

"We provide information and content to vendors and service providers who support our business, such as by providing technical infrastructure services, analyzing how our products are used, providing customer service, facilitating payments or conducting surveys," the policy states.

Europe's GDPR also requires companies to delete user data upon request. Facebook said it has the technology to routinely sync labelled posts with both deletion requests and changes to content privacy settings.

Australian political parties are using voter email addresses to find matching social media profiles then combining them with the country's compulsory electoral roll data, illustrating how privacy scandals have done little to slow the march of data-driven campaigning.

While the use of data and public profiles from Facebook, Twitter and other social media for political campaigning has become widespread globally, Australia is one of the most open countries in the world to online information gathering by political operatives.

"Most Australians have little idea about how many data points organisations like political parties, let alone Facebook, have on each of them," said Glenn Kefford, a political scientist at Macquarie University who has written extensively about data-driven campaigning.

"They would be shocked and probably disgusted."

Australia, which goes to the polls on May 18, is one of the few Western democracies where voting is compulsory.

What's more, Australian political parties and candidates are exempt from privacy laws covering access to the electoral roll data - full names and addresses - that all 16 million voters are required to provide.

In the United States, just 60 per cent of adults are registered to vote, limiting the number of voters whose electoral roll information can be dragged into a data profile.

Last year, Europe introduced sweeping laws requiring political organisations to get specific permission before scraping a person's data from another website.

Australia's government, however, rejected calls for a review of its exemption from privacy laws.

The Office of the Australian Information Commissioner said it has been asking the government for over a decade to overturn that exemption and "continues to hold the view that this exemption should be re-examined in light of the changing digital environment and data collection practices".

Branches of the left-leaning Labor and Greens parties, the conservative Liberals and the rural-focused Nationals have all hired consultants to run the U.S.-owned campaigning software NationBuilder, a Reuters analysis of party websites shows.

Privately held NationBuilder, which counted several senior Facebook personnel among its early investors and markets itself as politically neutral, launched its social media "match" function in 2013 but stopped automatically offering it in Europe in 2018 due to new digital privacy laws.

NationBuilder's vice president of strategic partnerships, Toni Cowan-Brown, said the company was looking at spreading its "model of privacy by default and consent" beyond Europe but it had not stopped offering its "match" function by default in Australia.

"It's a very delicate line between innovation and privacy," Cowan-Brown said. "The way customers are innovating is very cool and we don't want to stifle that."

In 2018, amid a political data harvesting scandal involving now-defunct British political consulting firm Cambridge Analytica, Facebook made it more difficult for third-party apps like NationBuilder to harvest some user data, although it still lets them import people's profile photo and name based on an email address match.

NationBuilder is trying to regain access to Facebook event RSVPs, the only data it uses that is affected by the new policy, said Cowan-Brown. Unlike Cambridge Analytica, the firm does not pull data on a person's emotions or habits, Cowan-Brown added.

NationBuilder customers can also collect the names of people who "like" or comment on their Facebook posts.

Facebook declined to comment on interactions with NationBuilder specifically but said third-party apps could no longer ask for access to personal information such as religious or political views, relationship status, education or work history.

The company has also limited access to information in its groups, pages and events features, a spokeswoman said.

With Twitter, NationBuilder customers can under certain circumstances import a person's written profile bio, location, personal website, as well as their name and photo and tweets when a customer is mentioned, Cowan-Brown said.

Twitter said its data reflected information that users choose to share publicly.

"Our API (application programming interface) provides broad access to public Twitter data that users have chosen to share with the world," Twitter said in an emailed response to Reuters.

Marketers dream

The major parties also prospect for email addresses with social media "petitions" about hot-button topics, some collecting emails addresses without a person typing it, thanks to other software linked to the person's Facebook account.

"It is a wet dream for marketers," said Curtis Harrison, a NationBuilder consultant who has worked on Australian political campaigns for five years.

"You start off with an email address, and once you get that email address you get a name. And once you get a name you get a phone number. Once you get that phone number you get more and more and more."

Attorney-General Christian Porter said in an email the exemption was "designed to encourage freedom of political communication and support the operation of the electoral and political process". He did not respond to a question about whether politicians had access to too much voter data.

"Most Australians have little idea about how many data points organisations like political parties, let alone Facebook, have on each of them," said Glenn Kefford, a political scientist at Macquarie University who has written extensively about data-driven campaigning. "They would be shocked and probably disgusted." Australia, which goes to the polls on May 18, is one of the few Western democracies where voting is compulsory. What's more, Australian political parties and candidates are exempt from privacy laws covering access to the electoral roll data - full names and addresses - that all 16 million voters are required to provide. In the United States, just 60 per cent of adults are registered to vote, limiting the number of voters whose electoral roll information can be dragged into a data profile. Last year, Europe introduced sweeping laws requiring political organisations to get specific permission before scraping a person's data from another website. Australia's government, however, rejected calls for a review of its exemption from privacy laws. The Office of the Australian Information Commissioner said it has been asking the government for over a decade to overturn that exemption and "continues to hold the view that this exemption should be re-examined in light of the changing digital environment and data collection practices". "It's a very delicate line between innovation and privacy," Cowan-Brown said. "The way customers are innovating is very cool and we don't want to stifle that." In 2018, amid a political data harvesting scandal involving now-defunct British political consulting firm Cambridge Analytica, Facebook made it more difficult for third-party apps like NationBuilder to harvest some user data, although it still lets them import people's profile photo and name based on an email address match. NationBuilder is trying to regain access to Facebook event RSVPs, the only data it uses that is affected by the new policy, said Cowan-Brown. Unlike Cambridge Analytica, the firm does not pull data on a person's emotions or habits, Cowan-Brown added. NationBuilder customers can also collect the names of people who "like" or comment on their Facebook posts. Facebook declined to comment on interactions with NationBuilder specifically but said third-party apps could no longer ask for access to personal information such as religious or political views, relationship status, education or work history. The company has also limited access to information in its groups, pages and events features, a spokeswoman said. With Twitter, NationBuilder customers can under certain circumstances import a person's written profile bio, location, personal website, as well as their name and photo and tweets when a customer is mentioned, Cowan-Brown said. Twitter said its data reflected information that users choose to share publicly. "Our API (application programming interface) provides broad access to public Twitter data that users have chosen to share with the world," Twitter said in an emailed response to Reuters. Marketers dream The major parties also prospect for email addresses with social media "petitions" about hot-button topics, some collecting emails addresses without a person typing it, thanks to other software linked to the person's Facebook account. "It is a wet dream for marketers," said Curtis Harrison, a NationBuilder consultant who has worked on Australian political campaigns for five years. "You start off with an email address, and once you get that email address you get a name. And once you get a name you get a phone number. Once you get that phone number you get more and more and more." Attorney-General Christian Porter said in an email the exemption was "designed to encourage freedom of political communication and support the operation of the electoral and political process". A federal judge on Friday imposed a 10-year prison sentence on the 26-year-old, who could have gotten as little as five years or as many as 20, according to sentencing guidelines.&nbsp;

Prosecutors, pointing to text messages, alleged in a sentencing memorandum filed with the court that Jones targeted young girls under the pretence of "auditions" for modelling and other opportunities.&nbsp;

"I'm just trying to help you! I know you're trying your hardest to prove you're my biggest fan. And I don't want to have to find someone else," Jones told one 14-year-old victim via Facebook messenger, according to the court filing.

Prosecutors said Facebook tipped off the National Center for Missing and Exploited Children about Jones's conversations with 14- and 15-year-old girls using the social media service's private messaging feature.

Jones's defence lawyers had asked that he be sentenced to five years on the basis of mitigating circumstances having to do with the man's childhood.&nbsp;

"Austin was a victim of sexual and emotional abuse by his father from age six until age 10. He was young, helpless and scared," his attorney's wrote in a court filing.&nbsp;
