British Prime Minister Boris Johnson is willing to accept European Union tariffs on some UK goods in an attempt to win a trade deal and break the deadlock in talks with the EU, the Daily Mail reported.

Britain's chief negotiator, David Frost, had made a new offer, the newspaper said, citing sources.

According to the offer, the UK would accept tariffs on a small number of goods in return for the European Union dropping its demand that Britain continue to follow EU rules.

EU and British negotiators said on Friday they had made very little progress in their latest round of talks about a Brexit free trade agreement, with just weeks left to extend a year-end deadline to reach a deal.

A threat made earlier to walk away from trade talks this month if no progress were made has been relaxed due to the impact of the coronavirus outbreak, the Daily Mail said.

"We are not up for a long negotiation over the next months well into the autumn where nobody knows what is going to happen. October is too late for us to conclude this", a UK source was quoted by the paper as saying.

The idea of imposing tariffs was not immediately welcomed by Brussels, according to the Daily Mail.

The British government had decided to limit Huawei's 5G network in January, defying calls to ban the company over security concerns and America called for a ban to cut off valuable intelligence feeds with countries that use the Chinese firm's equipment.

According to officials, Johnson has been pressurised from the Washington and lawmakers in his party and now is eyeing to phase out the network by 2023.

During an interview recorded on May 18, GCHQ Director Jeremy Fleming said that he does not see Huawei as a threat to the "Five Eyes" security alliance which consists of UK, US, Canada, Australia and New Zealand.

"Five Eyes isn't an organisation, it's a partnership, it's an alliance. It is, of course, the case that whilst we share basic principles ...there are areas where, from time to time, our approaches differ," he said.

"Those are not fundamentally undermining the alliance. Indeed, I think it's the power of the alliance that, where we do differ, we can both understand why we're making those decisions, but also make sure that we continue to cooperate across the broader piece."

China and the United Kingdom's relations have been strained after their stand on Hong Kong and the coronavirus pandemic.

"We see China as an intelligence adversary, we see them as an economic partner, we work with them in some areas, we compete with them in others," said Fleming.

"And in still others, we call out their behaviours when we don't think they align with what we expect to see or with our values," he added.

China's action against Hong Kong could badly affect Sino-British agreement: Boris Johnson

UK Prime Minister Boris Johnson said that he was ready to offer UK citizenship to nearly 3 million Hong Kong citizens eligible for a British National Overseas passport.

UK Prime Minister Boris Johnson said that he was ready to offer UK citizenship to nearly 3 million Hong Kong citizens eligible for a British National Overseas passport. Writing in Wednesday’s edition of the Times, Johnson stated if the security laws were pursued, “Britain would have no choice but to uphold our profound ties of history and friendship with the people of Hong Kong”. He said: “Today about 350,000 people hold British Nationals (Overseas) passports and another 2.5 million people would be eligible to apply for them. At present these passports allow for visa free access for up to six months. “If China imposes its national security law, the British government will change its immigration rules and allow any holder of these passports from Hong Kong to come to the UK for a renewable period of 12 months and be given further immigration rights including the right to work which would place them on the route to citizenship.” He added: “This would amount to one of the biggest changes to our visa system in history. If it proves necessary Britain will take this step and take it willingly.” Johnson also used his article to make a final appeal to China to reconsider its actions, urging the leaders in Beijing to realise that with power came the need for magnanimity. He wrote: “Britain does not seek to prevent China’s rise; on the contrary we will work side-by-side on all the issues where our interests converge, from trade to climate change. We want a modern and mature relationship, based on mutual respect and recognising China’s place in the world. “And it is precisely because we welcome China as a leading member of the world community that we expect it to abide by international agreements.”

Boris Johnson to change immigration rules to offer 3 million people in Hong Kong UK citizenship

Public health experts and officials have warned that the idea of ''air bridge'' links between the UK and overseas holiday destinations may prove impossible this summer, amid continued concern over how they could operate safely.

Britain had confirmed on Tuesday it was looking at establishing "air bridges" with countries with low rates of coronavirus, exempting them from controversial quarantine measures.

A series of reports have predicted air bridges could be in place by the end of June. While this appears to be the preference of the Department for Transport, other departments are understood to be more cautious and want to establish how they would work.

David Hunter, professor of epidemiology at Oxford University, said: ''Air bridges between countries with similar Covid risks make sense, if it’s in the interests of both countries. When it’s asymmetric, it’s not obvious how that would work.''

Public health experts have also noted the potential logistical difficulties of the UK having arrangements with any European countries that currently have much lower coronavirus infection levels.

Authorities in England will carry out spot checks on those self-isolating and breaches of the rules could be punished by a £1,000 fine or prosecution.

Foreign nationals could be deported "as a last resort" if they break quarantine, while non-resident foreign nationals who do not comply could be refused entry at the border.

Under a plan announced last month to try to limit the spread of COVID-19, international arrivals from June 8 will be required to self-isolate for a fortnight.

The United Kingdom will change its immigration rules if China imposes the new national security law on Hong Kong, British Prime Minister Boris Johnson said on Wednesday.

China's parliament last week approved a decision to create laws for Hong Kong to curb sedition, secession, terrorism and foreign interference. Mainland security and intelligence agents may be stationed in the city for the first time.

"Since the handover in 1997, the key has been the precious concept of 'one country, two systems', enshrined in Hong Kong's Basic Law and underpinned by the Joint Declaration signed by Britain and China," Johnson wrote in an op-ed for the South China Morning Post.

Under the change, holders of British National Overseas passports from Hong Kong would be allowed to enter the UK for a renewable period of 12 months and given further immigration rights, he added, "including the right to work, which could place them on a route to citizenship".

The British prime minister added that China's decision to impose a national security law on Hong Kong would "curtail its freedoms and dramatically erode its autonomy".

He described China's step as being in conflict with the obligations under the Joint Declaration.

"If China imposes its national security law, the British government will change our immigration rules," Johnson said.

"About 350,000 of the territory’s people currently hold such passports and another 2.5 million would be eligible to apply for them."

On Tuesday, Britain warned Beijing to step back from the brink over the national security law in Hong Kong, saying it risked destroying one of the jewels of Asia's economy while ruining the reputation of China.

Last week, US President Donald Trump ordered his administration to begin the process of eliminating special US treatment for Hong Kong to punish China.

Boris Johnson administration faces mockery over coronavirus 'sex ban'

More than 2 million people who have been "shielding" from COVID-19 in England because they are deemed to be clinically extremely vulnerable will be allowed to spend time outdoors from Monday for the first time in 10 weeks.

The government said on Saturday that the 2.2 million will be able to go outside with members of their household, while continuing to follow social distancing guidelines. Those who live alone can meet outside with one other person from another household.

"I do not underestimate just how difficult it has been for you, staying at home for the last 10 weeks, and I want to pay tribute to your resilience," Prime Minister Boris Johnson said in a statement.

Those shielding remain at risk however and the government said they should only leave the house once a day, not go to work or the shops and should avoid crowded places where they cannot social distance.

Support provided to those with serious medical complications, such as the delivery of food, medicines and phone calls, will continue.

UK PM's aide says he behaved 'reasonably'; defies calls to resign

British Prime Minister's adviser Dominic Cummings will face a police investigation under health laws over a claim that he breached self-isolation rules in north-east England, after a weekend of mounting pressure on the prime minister to sack him.

Cummings, architect of the 2016 campaign to leave the EU, came under pressure when newspapers reported he had travelled from London to northern England in March when his wife was ill with COVID-19 symptoms during a nationwide lockdown.

Earlier, British Prime Minister Boris Johnson backed his senior adviser Dominic Cummings on Sunday, despite calls from within his own Conservative Party for the aide to resign for driving 250 miles during the coronavirus lockdown.

Retired chemistry teacher Robin Lees made a complaint to the police after reporting that he saw Cummings and his family on 12 April walking in the town of Barnard Castle before getting into a car.

Lees’ alleged sighting of Cummings in the town, 30 miles from Durham, where the aide had been self-isolating after developing Covid-19 symptoms – appeared to come while he was still ill, according to his own account.

As well as Lees’ complaint, the leader of the Liberal Democrats group on Durham County Council has demanded that the police open an investigation into whether Cummings broke the 2020 Health Protection (Coronavirus) Regulations.

Durham police are now expected to assess the complaints they have received and decide whether further action, such as an investigation, is needed.

Boris Johnson's top aide Cummings to face police investigation as pressure mounts

UK Prime Minister Boris Johnson's top aide is facing increasing pressure to quit as further allegations emerged of him breaching the coronavirus lockdown rules.

Dominic Cummings, Johnson's Chief Strategy Advisor, on Saturday defended a 250-mile journey to his parents' home in Durham, north-east England, as reasonable and legal, and the UK prime minister has so far stuck by him with Downing Street reiterating the same line.

However, Johnson now faces a revolt from within his own Conservative MPs over his decision to not sack Cummings as fresh allegations emerged of the aide making repeated trips in breach of the government's stay-at-home guidlines to curb the spread of the deadly virus.

The 'Observer' and 'Sunday Mirror' have reported that Cummings was seen in the north east of England on two more occasions, after recovering from his COVID-19 symptoms.

On Sunday, newspapers report that witnesses saw Cummings in Barnard Castle, more than 25 miles from Durham, on April 12.

Two days later, on April 14, he was seen in London. According to a witness, he was spotted again in Houghall Woods near Durham on April 19.

Downing Street, however, branded the reports as inaccurate.

"Yesterday the Mirror and Guardian wrote inaccurate stories about Mr Cummings. Today they are writing more inaccurate stories including claims that Mr Cummings returned to Durham after returning to work in Downing Street on 14 April," a Downing Street statement said, in his defence.

"We will not waste our time answering a stream of false allegations about Mr Cummings from campaigning newspapers," it added.

Cummings, also, denies a breach of the coronavirus rules, saying he needed childcare help after his wife also developed COVID-19 symptoms and they drove to Durham to stay in a separate building at his parents' property.

The UK Cabinet has, meanwhile, largely rallied around Cummings, with Indian-origin finance minister Rishi Sunak saying: "Taking care of your wife and young child is justifiable and reasonable, trying to score political points over it isn't."

To this end, backbench Tory MP and former chairman of the European Research Group (ERG) Steve Baker called for Cummings to resign. Fellow Conservative MP Simon Hoare has also called for Cummings to "consider his position" and Tory MP Damian Collins has said the government "would be better without him".

A YouGov poll on Saturday found that 68 per cent of voters think Cummings broke the lockdown, while just 18 per cent disagreed. By a margin of 52 per cent to 28 per cent they think he should resign.

Opposition parties -- Labour, the Liberal Democrats and the Scottish National Party -- have written to Sir Mark Sedwill, the UK Cabinet Secretary, calling for an urgent inquiry into the allegations.

Pressure mounts on Britain PM aide to quit amid more lockdown breach claims

Amid the controversy of Boris Johnson's adviser Dominic Cummings, the officials have now stated that the adviser did not break any lockdown rules.

"I can tell you that the PM provides Mr Cummings with his full support," Transport Secretary Grant Shapps told reporters.

"Owing to his wife being infected with suspected coronavirus and the high likelihood that he would himself become unwell, it was essential for Dominic Cummings to ensure his young child could be properly cared for," a Downing Street spokesman said.

"At no stage was he or his family spoken to by the police about this matter, as is being reported. His actions were in line with coronavirus guidelines. Mr. Cummings believes he behaved reasonably and legally," the spokesman continued.

This comes after the opposition, Labour party, demanded a 'swift explanation' and sacking of the adviser, as they believed that Dominic Cummings broke the COVID-19 lockdown rules, as he 400kms from London to Durham during while he had coronavirus symptoms.

The opposition also stated that the government cannot have different rules for the public and different for the officials.

Cummings did not break any rules: UK PM office resists calls to take action over lockdown drive

Britain will introduce a COVID-19 quarantine for travellers arriving from abroad from June 8, interior minister Priti Patel said on Friday, a measure that airlines have warned will devastate their industry.

All international arrivals, including returning Britons, will have to self-isolate for 14 days and provide details of where they will be staying under the plans, which were criticised by airlines, business groups and politicians alike.

"Now we are past the peak of this virus, we must take steps to guard against imported cases triggering a resurgence of this deadly disease," Patel said at a news conference.

Those who breach the quarantine in England could be fined 1,000 pounds, and spot checks would be carried out by health and border officials.

The quarantine will not apply to those arriving from the Irish Republic, or to freight drivers, medical professionals and seasonal agricultural workers. The measures will be reviewed every three weeks.

Transport minister Grant Shapps has suggested the government would seek to negotiate "air bridges" for travellers coming from countries with low virus infection rates.

In France, Britain's closest neighbour on the continent of Europe, the government said it regretted Britain's decision. It stood ready to impose reciprocal measures, AFP news agency cited the French interior ministry as saying.

Unlike many other countries, Britain has carried out few tests and checks on visitors, with quarantine limited only to arrivals from China at the start of the outbreak.

Spain and Italy have introduced rules that mean international arrivals must self-isolate for two weeks, while on Friday Ireland gave further details for its own quarantine proposals.

The British Chambers of Commerce (BCC) said the blanket quarantine was deeply concerning and could be avoided with strong safety measures.

"This approach will damage international business and investor confidence at a time when it is vital to demonstrate that the UK can open for business safely," BCC Director General Adam Marshall said.

The opposition Labour Party supported the measures but said the government's handling of UK arrivals had "lacked urgency, coherence and clarity from the outset". Some members of Prime Minister Boris Johnson's Conservative party have also criticised the plan.

Chief among industry critics are airline bosses, who have said the measures would have severe repercussions. Michael O'Leary, Ryanair's chief executive, said they would be "unenforceable and unpoliceable."

Ryanair and easyJet have outlined plans to restart some flights in coming months. But under the quarantine plan, Virgin Atlantic will not restart until August at the earliest.

"Introducing a quarantine at this stage makes no sense and will mean very limited international aviation at best," said Tim Alderslade, chief executive of industry body Airlines UK. "It is just about the worst thing government could do if their aim is to restart the economy."

UK to introduce quarantine for international arrivals from June 8

One of British Prime Minister Boris Johnson's top advisers, Dominic Cummings, drew police attention after allegedly breaking the coronavirus lockdown, reports said Friday.

Dominic Cummings travelled hundreds of miles from London to County Durham during the lockdown when he had coronavirus symptoms.

Cummings and his wife went to his parents' home to self-isolate, a source close to the PM's chief aide said.

The main opposition Labour party demanded a "swift explanation" by Boris Johnson for Cummings' actions, saying the reports suggested Cummings viewed himself as above the law, while the smaller Liberal Democrats said it could be a resigning issue.

"If accurate, the prime minister's chief adviser appears to have breached the lockdown rules. The government's guidance was very clear: stay at home and no non-essential travel," a spokesman said.

"The British people do not expect there to be one rule for them and another rule for Dominic Cummings."

Police in Durham confirmed they received a tip-off on March 31 about someone who had travelled to the city from London.

"Officers made contact with the owners of that address who confirmed that the individual in question was present and was self-isolating in part of the house," the force said in a statement.

"In line with national policing guidance, officers explained to the family the guidelines around self-isolation and reiterated the appropriate advice around essential travel."

Cummings was later spotted near his parents' home with a small child, believed to be his son, the report said.

At the time, Johnson's government was advising people to only go out for essential purposes to slow the spread of coronavirus, and for anyone with symptoms to stay at home.

Cummings was a key member of the 2016 Brexit campaign alongside Johnson, and the latter brought him into Downing Street when he took office last year.

"In line with national policing guidance, officers explained to the family the guidelines around self-isolation and reiterated the appropriate advice around essential travel." Cummings was later spotted near his parents' home with a small child, believed to be his son, the report said.

Captain Tom Moore, the 100-year-old war veteran who raised almost £33 million for the UK's National Health Service (NHS) by taking laps of his backyard, is to receive a knighthood after a special nomination from Prime Minister Boris Johnson.

Boris Johnson said the centenarian had provided the country with "a beacon of light through the fog of coronavirus."

As an honorary colonel, his official title will be Captain Sir Thomas Moore under Ministry of Defence protocol.

Johnson personally recommended to Queen Elizabeth that Moore should be exceptionally honored, according to a Downing Street press release.

"Colonel Tom's fantastic fundraising broke records, inspired the whole country and provided us all with a beacon of light through the fog of coronavirus," said Johnson in the release.

The knighthood, which has been approved by the Queen, will be formally announced on Wednesday.

Moore received more than 125,000 birthday cards last month, with volunteers enlisted to help open them all.

The UK has been hit hard by the coronavirus, with a death toll of more than 35,000, the highest number outside of the US and the largest in Europe, according to a tally by Johns Hopkins University.

The country's government is also set to give further details on plans for how "frontline heroes" who have been working to help the nation during the pandemic will be honored in the coming months and how the public will be able to play their part.

"Officers once again, took a measured approach and tried to engage the group to disperse. They clearly had no intention of doing so, and so it did result in 19 people being arrested, and a further ten being issued with a fixed penalty notice."

In a mail written to a London-based newspaper, Johnson wrote: "I understand that people will feel frustrated with some of the new rules."

Ministers on Wednesday began easing down the lockdown in England. The citizens were encouraged to work from office if they can not manage working from home. The changes will not be applied to Scotland, Wales or Northern Ireland, whose semi-autonomous governments have not eased the lockdown.

The criticism has been huge as according to Sunday's Observer poll has shown that 42 per cent of the crowd have shown disapproval of the government handling the COVID situation.

"We are trying to do something that has never had to be done before -- moving the country out of a full lockdown, in a way which is safe and does not risk sacrificing all of your hard work," Johnson said in the Mail on Sunday.

"I recognise what we are now asking is more complex than simply staying at home -- but this is a complex problem and we need to trust in the good sense of the British people."

34,466 people have died of the virus in the United Kingdom, making it the highest tally in Europe.

The coronavirus lockdown in the country has taken a massive toll on the economy as the last week showing it had shrunk by 5.8 per cent in March. The Bank of England has said economic activity could contract by nearly 25 per cent in the April-June period, leading to the largest annual decline in more than three centuries.

The government faces a major challenge to reopen the economy while avoiding a second wave of the infection.

"We cannot have a situation where we keep our economy and our schools and our public services continually closed down, because the health consequences of doing so would be malign as well," Cabinet Office minister Michael Gove told BBC TV.

According to Johnson's mail: "If we all stick at it, then we'll be able, gradually, to get rid of the complexities and the restrictions and make it easier and simpler for families to meet again."

"But we must move slowly, and at the right time."
