Now, Ireland may block EU-Mercosur deal over Amazon fire

Amid growing international criticism over the wildfires raging through the Amazon, Brazilian President Jair Bolsonaro on Thursday admitted farmers could be illegally setting the rainforest ablaze but told foreign powers not to interfere.

French President Emmanuel Macron and United Nations Secretary General António Guterres both took to Twitter to express concern about the fires that have reached a record number this year, devastating vast swathes of forest considered a vital bulwark against climate change.

Bolsonaro responded angrily to what he regarded as meddling.

"These countries that send money here, they don`t send it out of charity. ... They send it with the aim of interfering with our sovereignty," he said in a Facebook Live broadcast.

But earlier on Thursday, he said that Brazil alone lacked the resources to control the fires.

"The Amazon is bigger than Europe, how will you fight criminal fires in such an area?" he asked reporters as he left the presidential residence. "We do not have the resources for that."

Fires in the Amazon have surged 83 per cent so far this year compared with the same period a year earlier, government figures show.

Although fires are a regular and natural occurrence during the dry season at this time of year, environmentalists blamed the sharp rise on farmers setting the forest alight to clear land for pasture.

Farmers may have had at least tacit encouragement from the firebrand right-wing president, who took power in January. Bolsonaro has repeatedly said he believes Brazil should open the Amazon up to business interests, to allow mining, agricultural and logging companies to exploit its natural resources.

On Wednesday, he blamed non-governmental organizations for setting the fires, without providing evidence. He appeared to row back on Thursday, when he said for the first time that farmers could be behind the fires.

Ad for "Fire day"

Macron took to Twitter to call the Amazon fires an "international crisis" that should be discussed by the G7 summit that will begin on Saturday in Biarritz, France. The Group of Seven rich countries does not include Brazil.

Guterres said he was "deeply concerned" by the fires, adding, "We cannot afford more damage to a major source of oxygen and biodiversity."

Federal prosecutors in Brazil said they were investigating a spike in deforestation and wildfires raging in the Amazon state of Pará to determine whether there has been reduced monitoring and enforcement of environmental protections.

Prosecutors said they would look into an ad that they said was published in a local newspaper encouraging farmers to participate in a "Fire Day," in which they would burn large areas of forest "to show Bolsonaro their willingness to work."

Colombia, home to part of the northern Amazon, on Thursday offered its support in the fight to protect the forest.

"Colombian authorities are already working to contain the propagation of these fires toward Colombian territory and we are willing to collaborate with our neighbours in this common cause," the Foreign Ministry said in a statement.

Brazil is facing growing international criticism over its handling of the Amazon, 60% of which lies in the country.

Earlier this month, Norway and Germany suspended funding for projects to curb deforestation in Brazil after becoming alarmed by changes to the way projects were selected under Bolsonaro.

At the time, when asked about the loss of German funding, Bolsonaro said, "Brazil does not need that."

Others were less sanguine.

Brazil`s lower house speaker, Rodrigo Maia, said on Twitter he would create "an external committee" to monitor the burning of the rainforest, and he vowed to form a group "to evaluate the situation and propose solutions to the government."

The Bishops Conference for Latin America expressed concern about the "tragedy," and on Thursday called on countries to take immediate action to protect the rainforest and nearby communities.

"We urge the governments of the Amazon countries, especially Brazil and Bolivia, the United Nations and the international community to take serious measures to save the world`s lungs," it said.

Wildfires are also raging in Bolivia, where officials estimate that an area the size of the US state of Delaware has burned in recent days.

Social media erupts as fire rages in Amazon rainforest

Brazilian President Jair Bolsonaro on Monday responded to Norway's decision to halt its forest protection subsidies, taking to Twitter to criticise the Scandinavian country for its whaling practice and post spectacular albeit misleading images.

"Look at the killing of whales sponsored by Norway," Bolsonaro wrote on Twitter.

The post includes a video and photographs of a spectacular whale hunt, where mammals in the shallow waters of a bay are slaughtered by people wading onshore, armed with hooked knives. The whales' blood turns the waters red.

However, the images, reportedly taken on May 29 in Norway, illustrate a "grind", a type of pilot whale hunt practised exclusively in the Faroe Islands a Danish territory in the North Atlantic.

Norway is one of the few countries in the world that authorises commercial whaling, but the whales are hunted individually, at sea from a ship, and with grenade-mounted harpoons.

"We can confirm that the video/the photos are not from Norway," the Norwegian fisheries ministry told AFP in an email.

"Our whale hunt takes place from ships at sea," he said, arguing that the Norwegian practice was "sustainable".

Bolsonaro was ridiculed on social media for the mix-up.

"Haha what a stupid president Brazil has! This is NOT from Norway! We don't kill whales like that. Do your homework to get respected! 'Fake news' as Trump would have said," wrote one Twitter user.

"False information is a crime Mr President," wrote another.

Bolsonaro has been taking digs at Norway since the country announced last week that it, like Germany, was blocking 30 million euros ($33 million) of subsidies to Brazil, accusing it of turning its back on the fight against deforestation.

Norway has been the single largest donor to the Amazon Fund for forest protection, giving almost 830 million euros since its creation 11 years ago.

Oslo said Brazil, under Bolsonaro's leadership, "no longer wishes to stop deforestation" and said it unilaterally "broke the agreement" it had on the Amazon Fund.

Bolsonaro reacted immediately and angrily.

"Norway, isn't that the country that kills whales up there, at the North Pole? And that produces oil too? That is not at all a role model for us. Let them keep their money and let them help Angela Merkel reforest Germany," he said.

WION Wallet: Protesters March in Brazil Against Bolsonaro’s Education Cuts

WION Speed News: Watch top national and international news of the morning - April 1st, 2019

Brazilian President Jair Bolsonaro arrived in Israel on Sunday just ahead of the country's polls in which his right-wing ally Prime Minister Benjamin Netanyahu faces a tough re-election fight.

Bolsonaro was welcomed by Netanyahu and an official ceremony at the airport near Tel Aviv.

"We are making history together," Netanyahu said, adding that they had "opened a new era in relations between our two countries."

Bolsonaro said, "my government is firmly resolved to strengthen the partnership between Brazil and Israel."

"Cooperation in the areas of security and defence is also of great interest to Brazil," he said.

Bolsonaro will walk a diplomatic tightrope during the three-day visit as he seeks to shore up ties with Netanyahu while avoiding angering key Arab trade partners.

Bolsonaro's controversial pledge to move Brazil's embassy to the disputed city of Jerusalem is expected to be high on the agenda, as Netanyahu uses the occasion to boost his standing ahead of April 9 elections.

Months after promising the step already taken by US President Donald Trump -- leading the Palestinians to freeze ties with the White House -- Bolsonaro has yet to announce a timetable.

Speaking to reporters Thursday, Bolsonaro suggested he was in no hurry to make a decision.

"Trump took nine months to decide, to give his final word, so that the embassy was transferred," Bolsonaro said.

"Perhaps now we will open a commercial office in Jerusalem."

While moving the embassy would please Bolsonaro's evangelical Christian support base, it would run the risk of provoking commercial retaliation from Arab states, some of which are major importers of Brazilian meat.

Western Wall visit

Bolsonaro is expected to visit Jerusalem's Western Wall alongside Netanyahu on Monday -- a controversial move in itself.

Earlier this month, US Secretary of State Mike Pompeo became the first high-ranking American official to visit the Western Wall, located in Israeli-annexed east Jerusalem, with an Israeli premier.

It could be taken as tacit approval of Israel's sovereignty over the site, one of the holiest in Judaism and located in the city's mainly Palestinian eastern sector.

The compound above the wall is known to Jews as the Temple Mount -- the holiest in Judaism -- and also contains the Al-Aqsa mosque, the third holiest site in Islam after Mecca and Medina.

Later Sunday, Netanyahu will meet with Bolsonaro and sign agreements before they have dinner.

Netanyahu became the first Israeli prime minister to visit Brazil when he travelled there for Bolsonaro's January 1 inauguration.

In their discussions then, the two right-wingers talked up their budding "brotherhood" which they said would boost military, economic, technological and agricultural cooperation.

Netanyahu is facing a tough challenge from centrist former military chief Benny Gantz in Israel's elections and is also under threat of indictment on corruption allegations.

Pompeo's visit this month and Netanyahu's trip to the United States to meet Trump last week -- cut short due to a flare-up in the Gaza Strip -- was widely seen as providing a boost to his campaign.

He has sought to present himself as Israel's essential statesman, and Bolsonaro's visit may include similar rhetoric.

Both Netanyahu and Bolsonaro have good relations with Trump.

During the Brazilian leader's visit to Washington this month, the US president heaped praise on Bolsonaro in announcing a special relationship that he said could even see the Latin American country join NATO.

For years Bolsonaro was little more than a marginal congressman, but his Trump-like campaign in 2018, promising to combat corruption and end politics as usual, propelled him to a surprise victory.

"We are making history together," Netanyahu said, adding that they had "opened a new era in relations between our two countries." Bolsonaro said, "my government is firmly resolved to strengthen the partnership between Brazil and Israel." "Cooperation in the areas of security and defence is also of great interest to Brazil," he said. "Perhaps now we will open a commercial office in Jerusalem." While moving the embassy would please Bolsonaro's evangelical Christian support base, it would run the risk of provoking commercial retaliation from Arab states, some of which are major importers of Brazilian meat. Western Wall visit Bolsonaro is expected to visit Jerusalem's Western Wall alongside Netanyahu on Monday -- a controversial move in itself.

Brazil's Bolsonaro arrives in Israel for pre-vote visit

Brazilian President Jair Bolsonaro left for Washington on Sunday to meet with his US counterpart Donald Trump and cement a budding conservative-populist alliance that, in part, aims to ramp up pressure on Venezuela.

The far-right leader flew out of Brasilia early Sunday with six ministers, among them Foreign Minister Ernesto Araujo, Economy Minister Paulo Guedes and Justice Minister Sergio Moro, Brazilian media reported.

It was Bolsonaro's first trip abroad for a bilateral meeting since taking office on January 1. He attended the Davos summit in Switzerland in January.

Bolsonaro, who will also meet in Washington with the head of the Organization of American States (OAS), is scheduled to return to Brazil on Tuesday.

Admirer of Trump

A Trump-Bolsonaro bond could see the leaders of the Americas' two largest democracies working in concert on a range of regional issues.

Most pressing is the crisis in Venezuela, where the US and Brazil — and dozens of other countries — have recognized opposition leader Juan Guaido as interim president with the goal of forcing President Nicolas Maduro from power.

The tough-talking Bolsonaro has long expressed his admiration for Trump. He echoes the US leader in spurning multilateral organizations and leftist politics, while promoting businesses over environmental concerns at home.

Their shared nationalist sentiment can be seen in another relationship: that of Bolsonaro's son Eduardo, who is a federal lawmaker, with Trump's former strategist Steve Bannon.

Eduardo Bolsonaro announced in early February that he was part of the Brussels-based group known as The Movement, which Bannon set up to promote far-right nationalistic values and tactics.

The older Bolsonaro announced on Saturday that one key result of his current trip would be the signing of an agreement under which the US might gain access to a satellite-launching base in Brazil near the Equator.

Eyes on Venezuela

But most eyes will be on developments surrounding Venezuela, which shares a border with Brazil.

Previous Brazilian administrations took a friends-to-all approach to neighbouring countries. But not Bolsonaro.

The 63-year-old former paratrooper is vehemently opposed to leftist currents, at home and abroad, and he shares Trump's hostility to the "dictator" Maduro, who took over after the death of socialist leader Hugo Chavez in 2013.

Trump has repeatedly insisted that "all options are on the table" with regards to Venezuela, a phrase understood to include military action.

But Bolsonaro, like other members of the mostly Latin American Lima Group, has ruled out military action in favour of a policy of tightening the economic and diplomatic noose around Maduro.

As well as a "private meeting" with Trump in the Oval Office on Tuesday, Bolsonaro will sit down with OAS Secretary-General Luis Almagro, and participate in various forums to promote economic opportunities in Brazil.

The US is Brazil's second biggest trade partner after China.

After his arrival Sunday, Bolsonaro will dine at the residence of Brazilian ambassador Sergio Amaral with "opinion makers" including, according to press reports, Bannon and US-based Brazilian writer Olavo de Carvalho, considered Bolsonaro's ideological guru.

Bolsonaro will be staying in Blair House, the official US state residence opposite the White House used for visiting dignitaries.

After his return to Brazil, Bolsonaro is planning a trip to Chile and then, in late March, to Israel. He forged close ties with Israel's conservative leader, Prime Minister Benjamin Netanyahu when the latter attended Bolsonaro's inauguration.

Brazil's Bolsonaro heads to US to cement alliance with Trump

Teaching boys and girls they are equal in every way encourages domestic violence, Brazil's women's minister said Friday as she urged a return to chivalry.

"Boys need to understand that girls are equal in terms of rights and opportunities, but are different as they're women and they need to be loved and respected as women," said Damares Alves, who was appointed by far-right President Jair Bolsonaro to lead the ministry for women, families and human rights.

"If they think that boys and girls are equal, as was preached in the past by some 'ideologies,' boys will think 'since girls are equal they can handle being hit.'"

Alves added that boys would be taught that girls "are different physically and need to be loved."

The minister, who is also an evangelical preacher, was presenting a campaign to combat violence against women as part of international women's day.

Alves said the new initiative would teach boys from a young age to respect women by "bringing flowers to girls" or "opening a car door for women."

When appointed she had previously vowed to usher in a new era where "boys will wear blue and girls pink."

She is one of just two women out of 22 ministers in the cabinet of Bolsonaro, who benefitted from the support of the evangelical church in his successful run for president last October.

As part of the campaign against domestic abuse, beauty professionals will be trained to spot signs of domestic violence.

"We're going to train manicurists when they're doing a woman's nails to look for marks on her arms or if she's trembling a lot," said Alves.

"We'll train the hairdressers so that when they lift the hair to brush it they check for marks."

In 2017, 4,539 women were murdered in Brazil, 1,133 of those considered femicide -- meaning they were killed for being women -- according to the public security forum NGO.

It also claimed there were 536 physical assaults against women in Brazil every hour in 2017.

Brazil Vice President Hamilton Mourao on Thursday dismissed US threats of military intervention in Venezuela as "premature" and said it "wouldn't make sense."

"I think they're more in the realm of rhetoric than action," Mourao said, referring to the threats, in an interview with AFP.

"The Venezuela question needs to be resolved by Venezuelans."

Mourao's comments came after Venezuela President Nicolas Maduro announced earlier that the border with Brazil would be shut "completely and absolutely" until further notice from 8:00 pm.

But Mourao said that "doesn't signify an act of aggression."

"This reaction is simply a way to prevent the humanitarian aid process," he said, adding that Venezuela "has the right to whatever it wants on its side of the border."

President Jair Bolsonaro's spokesman Otavio Rego Barros also dismissed the possibility of Maduro's decision causing "frictions" between the neighbors.

Maduro's move came two days before a deadline set by opposition leader Juan Guaido for humanitarian aid stockpiled in Colombia, Brazil and the island of Curacao to be brought into Venezuela.

The self-proclaimed acting president, recognized as such by 50 countries, set out in a convoy of vehicles from Caracas towards the border with Colombia on Thursday to personally take charge of the aid entry.

A bridge border crossing between the two countries remains blocked by the military, though, with Maduro vowing not to let it in.

The embattled socialist leader also said on Thursday he was considering "a total closure of the border with Colombia."

The issue of aid has taken center stage in the power-struggle between Maduro and Guaido, the president of the opposition controlled National Assembly legislature.

Guaido has branded Maduro a usurper over his controversial reelection last May in polls boycotted by the opposition, many of whose leaders were unable to stand due to being imprisoned, barred or in exile.

The 35-year-old Guido wants to force out Maduro, 56, so he can set up a transitional government ahead of new elections.

US military intervention in Venezuela 'wouldn't make sense': Brazil's Vice President

An ally of Jair Bolsonaro won a fraught vote for the head of Brazil's Senate on Saturday, a boost for the far-right president's legislative efforts to open the economy, tackle crime and enact socially conservative measures.

Davi Alcolumbre, from the Democrats party, was supported by the president's son, Senator Flavio Bolsonaro, and Bolsonaro's Chief of Staff, Onyx Lorenzoni. He won 42 votes, one more than was needed to become Senate president.

His election comes the day after Rodrigo Maia, also of the Democrats party, won his bid to remain leader of the lower house.

Their victories should help Bolsonaro as he seeks to pass a divisive pension reform, which is widely seen as necessary to shore up Brazil's creaking public finances but is likely to face stiff opposition.

The leaders of Brazil's legislative bodies have broad powers to pick and choose what bills are debated, and when. With two business-friendly legislature heads, Bolsonaro's pension reform bill stands a better chance.

However, the manner of Alcolumbre's win may herald trouble.

He beat Senator Renan Calheiros, a canny political operative who was seeking his fifth Senate presidency and had requested a secret vote.

But Flavio Bolsonaro revealed that he voted in favour of Alcolumbre, a move seen as indicating where the government's preference lay and likely dooming Calheiros, who subsequently withdrew.

"This process is not democratic," said Calheiros.

Calheiros enjoys strong support among the elder statesmen of the chamber but is increasingly at odds with growing public resentment against the veteran political class, seen by many Brazilians as corrupt.

He will now be the de facto head of a powerful group of senators that could pose a headache for Bolsonaro's legislative agenda in the upper house.

Bolsonaro ally wins Senate leadership, smoothing legislative path

Brazilian President Jair Bolsonaro on Tuesday signed a temporary decree making it easier for Brazilians to buy guns, delivering on a campaign promise to overturn strict regulations in a country suffering from a record wave of murders.

Bolsonaro won the presidency by running on a far-right, law-and-order platform, and often delighted supporters at a campaign stop with his signature "guns up" hand gesture. His maverick presidential run energized a base of rural landowners, Christian conservatives and free-market hawks who yearned for a tougher response to years of rising violence and political graft.

The temporary decree, which will expire in 120 days unless ratified by Congress, is likely to thrill his supporters, but many others fear it will only worsen violence in Brazil. The country suffered a record 64,000 murders in 2017, the most in the world. Nearly 45,000 of those homicides involved firearms.

A former paratrooper who took office on Jan. 1, Bolsonaro eventually wants to overturn a 2003 law that effectively banned the civilian purchase of guns.

"To guarantee citizens their legitimate right to defense, I, as president, will use this weapon," Bolsonaro said, holding up the pen he used to sign the decree.

Onyx Lorenzoni, Bolsonaro`s chief of staff, said the government was considering lower taxes on guns and opening up Brazil`s small arms market to foreign firms. The thornier question of granting more permits for citizens to carry guns outside of their home or personal business is also under study.

Shares of domestic gunmaker Taurus Armas SA, which has a dominant share of the Brazilian market, dropped 16 per cent in late trading on Tuesday, as investors took profits.

The stock has more than tripled in the last 12 months as Bolsonaro was elected promising to loosen gun controls.

Gun laws toughened considerably under former leftist President Luiz Inacio Lula da Silva, who in 2003 signed sweeping measures that prevented ordinary citizens from carrying guns. The law mandated background checks for gun purchases and gave federal police the right to reject applications for gun ownership for any reason.

However, Lula`s attempts to deepen gun control foundered in a 2005 referendum, when about 65 per cent of Brazilians voted against a proposal to completely ban gun sales.

ENDING POLICE DISCRETION

Bolsonaro`s executive order will remove the "discretionary" role that police have in approving civilians` requests to buy guns. He has said decisions about who can carry weapons are subjective.

The measure will apply to people living in the countryside, those residing in urban areas where the homicide rate is above 10 deaths per 100,000 people, and to "collectors and hunters."

Brazilians will be allowed to keep up to four guns in their homes or offices, though that number could rise on a case-by-case basis. Any home with a child, or someone suffering from certain mental illnesses, must store the weapons in a safe.

Federal Police data shows that just over 646,000 legally-purchased arms are in circulation in Brazil. About half of those weapons are registered to private citizens. The rest is held by security personnel.

Accurate data on how many illegal firearms are in Brazil is hard to come by, but previous studies from the Justice Ministry suggest nearly 8 million guns are in the country illegally.

Brazil`s heavily armed drug gangs and paramilitary militias easily get weapons smuggled over the country`s porous borders. Gangs in Rio de Janeiro almost exclusively carry Glock weapons and have obtained an array of AR rifles that come from US and European manufacturers.

Lorenzoni said the decree restored the right of citizens to have a weapon for their legitimate defense.

"Studies show that the better armed the population is the less violence there will be," Lorenzoni told the GloboNews cable channel. He said armed robberies of homes had increased because thieves knew residents could not defend themselves.

Robert Muggah, director of research at the Rio-based Igarape Institute, a security and development think tank, said that was not true.

"There is no hard evidence that loosening access to firearms improves public safety or security," he said. "By contrast, there is considerable evidence that responsible regulations are associated with reductions in a gun-related homicide of civilians and police officers alike."

Bolsonaro loosens gun laws in murder-ridden Brazil

The new president of Brazil signed on Tuesday, hours after his inauguration, a decree in which he set the minimum wage at 998 reals ($257.5) for 2019, an increase of 4.61 percent over last year.

In absolute numbers, the value is 44 reals ($11.3) higher than the minimum wage of 954 reals ($246.1 on 1st Jan.) decreed for 2018 by the former president Michel Temer, who on Tuesday handed the presidential sash to the far-right Jair Bolsonaro.

The figure is less than the 1,006 reals ($259.6) calculated by the outgoing government and included in the 2019 budget.

The increase of the minimum wage in Brazil is decided with a formula that takes into account inflation, the growth rate of the previous year and other variables.

The reduction between the value finally decreed by Bolsonaro and that reflected in the budgets is due to a decrease in inflation estimates.

The readjustment of the minimum wage is traditionally decreed in the last days of December, but the former president Michel Temer decided to leave the matter to the new head of state, who chose to fix it hours after his swearing in.

Bolsonaro, leader of the far-right, was sworn in on Tuesday as president in Brasilia, after winning the elections in October with 55 percent of the votes.

In his two public pronouncements before Congress and the thousands of supporters waiting in front of Planalto's presidential palace, Bolsonaro promised to free Brazil from ideological ties, govern "without discrimination" and carry out the economic reforms necessary to overcome the effects of the crisis.

He also reiterated that he proposes to open international markets for Brazilian exports, stimulating competition, productivity and efficiency and with special attention to the agricultural sector, which is the main engine of the national economy.

Cuba, long a source of inspiration for leftist Latin American governments, celebrated the 60th anniversary of its revolution on Tuesday facing increasing isolation in a region dominated by a resurgent right.

The first such anniversary of the post-Castro era coincided with the inauguration in Brazil of far-right President Jair Bolsonaro, whose recent election victory is one of several for right-wing governments across the region.

Bolsonaro, who had made a point of not inviting Cuba's President Miguel Diaz-Canel and Venezuela's Socialist leader Nicolas Maduro to his inauguration, unfolded his nation's green and yellow flag in Brasilia and proclaimed: "This is our flag, which will never be red."

Like Brazil, Argentina, Chile and Peru have all swung to the right in recent years, unseating leftist governments.

Maduro paid tribute to the "heroic Cuban people" in a tweet, lauding their "resistance and dignity" in the face of "60 years of sacrifices, struggles and blockade."

Another surviving leftist leader, Bolivia's Evo Morales, said Cuba's revolution gave birth to "the light of hope and invincible will for the liberation of the people."

The symbolic commemoration was set for late afternoon in the island's southeastern city of Santiago de Cuba, the so-called "cradle of the revolution."

Ex-president Raul Castro was slated to give the keynote speech at the tombs of national heroes Jose Marti and Fidel Castro.

For the first time since 1976, Cuba's president is not a Castro. Miguel Diaz-Canel, 58, took over in April as president from Raul Castro, who retains significant influence.

"Today the date is with Raul in Santiago," wrote Diaz-Canel on Twitter.

"The brave and noble people of Cuba" will be honored -- with Fidel, Raul and "all those who have fought, and fight, to keep the homeland free, sovereign and happy."

The streets of Santiago were adorned with flags and posters. In one, a vigorous Fidel raises a rifle next to Raul, with the legend "60 years of victories."

Concerts and dances were held across the island on New Year's Eve, and a 21-gun salute rang out across Havana Bay to usher in the anniversary of the revolution.

Diaz-Canel wasn't even born when Fidel Castro declared victory for his revolution on January 1, 1959.

US-backed dictator Fulgencio Batista had fled the country earlier that day, opening the way for Castro to install a one-party communist system.

Last week, a defiant Diaz-Canel wrote on Twitter: "The Cuban revolution is invincible, it grows, it lasts."

But not everyone is convinced.

Dissident Vladimiro Roca, whose father Blas Roca served as a high-ranking official under Fidel Castro, insists that "the revolution died a long time ago."

Abroad, Cuba's government has faced heavy criticism for its authoritarian nature, intolerance of opposition and persecution of detractors. Vladimiro Roca was jailed from 1997 to 2002 for his protests.

And while US-Cuba relations thawed under Barack Obama, the Caribbean island of 11 million people has had to contend with an increasingly hostile administration under President Donald Trump these last two years.

Change is coming, though.

In February, the communist regime is to submit to referendum a new constitution that will officially recognize private property, markets and foreign investment.

However, the document also ratifies communism as the nation's "social goal," insists the country will "never" return to capitalism, and defines the Communist Party as by nature, single, and the "supreme political force of state and society."

'A new cycle'

Economic changes are coming as well. One deal, between Major League Baseball in the US and the Cuban Baseball Federation, will allow the island's top talents to sign multi-million dollar deals with MLB clubs.

"For sure, a new cycle is being opened. This cycle is continuity and change," academic Arturo Lopez-Levy, from Gustavus Adolphus College in Minnesota, told AFP.

That's not the view of Jorge Duany, director of the Cuban Research Institute at Florida International University.

"For now, it looks like Castrism without a Castro" in power, he said.

Vladimiro Roca, for his part, believes the revolution "will blow itself out" due to the indifference of the new generations and a lack of outside support.

Russia and China remain allies, but neither has shown willingness to subsidize the country's economy in the way the former Soviet Union did for 30 years.

Diaz-Canel has repeatedly said that the "most important battle is the economy," which has grown barely one percent in recent years, not enough to support its population.

Squaring the circle

For many Cubans, their hopes for an improved life depend "on whether they can work for themselves or emigrate," said Duany.

Once the world's primary exporter of sugar, Cuba recently had to import that commodity from France, while over the last few weeks, eggs, rice and flour have disappeared from supermarket aisles.

It leaves "Diaz-Canel and his team with the challenge of applying a contradictory policy," said Lopez-Levy.

The country is institutionalizing the revolution in a time of economic crisis, while the Communist Party creates a market economy allowing inhabitants to get rich in a society based on egalitarian principles.

"The challenge is to square the circle in order to avoid sinking," said Lopez-Levy.

It's not a hopeless dream, though, in a country that has resisted a US-led embargo since 1962 by showing "its ability to adapt, identifying and applying policies that manage to meet the challenges," he said.

News brief: Big stories of the day

President-elect Jair Bolsonaro said Saturday his government would not send back the tens of thousands of Venezuelans who have sought refuge in Brazil from the economic breakdown in their leftist-ruled homeland.

The Venezuelan immigrants "are not merchandise or some product that can be returned," he said after attending a military anniversary ceremony.

His comments followed a suggestion by the governor-elect of the state of Roraima that a "return program" be developed to deal with the influx of migrants that have poured into the poor border state from Venezuela.

Bolsonaro said the Venezuelans "are fleeing a dictatorship supported by the PT, Lula and Dilma, and we can't leave them to their fate."

Bolsonaro, who takes office in January, was referring to former presidents Luiz Inacio Lula da Silva and Dilma Rousseff, who had close ties to Venezuelan President Nicolas Maduro and his predecessor, the late Hugo Chavez.

"Venezuela cannot be treated as a democratic country," he said.

The United Nations says at least 2.3 million people have fled Venezuela's economic and political crisis since 2015.

More than 100,000 have entered Brazil over the past three years, with three quarters of them requesting immigration papers from Roraima's state government.

The Brazilian government has allowed them to enter, but has ordered the military to step up security in the area.

Trump congratulates Bolsonaro on Presidential election win

Far-right lawmaker Jair Bolsonaro won Brazil's presidential election on Sunday, promising to clean up politics, shrink the state and crack down on crime, in a dramatic swing away from the left in the world's fourth-largest democracy.

The former army captain has alarmed many with vows to sweep political opponents off the map and comments denigrating women, gays and racial minorities.

He will be the first president with a background in the armed forces since the end of Brazil's 1964-1985 military dictatorship, which he has publicly praised. He has tapped retired generals to serve as his vice president and run key ministries.

In his first public comments after his landslide victory, he pledged to respect democratic principles, but said he wanted to change the country's direction.

"We cannot continue flirting with socialism, communism, populism and leftist extremism ... We are going to change the destiny of Brazil," Bolsonaro said in an acceptance address, promising to root out graft and stem a tide of violent crime.

An outspoken admirer of US President Donald Trump, Bolsonaro also pledged to realign Brazil with more advanced economies rather than regional allies, overhauling diplomatic priorities after nearly a decade and a half of leftist rule.

Trump called Bolsonaro to wish him good luck soon after his electoral victory, auguring closer political ties between the two largest nations in the Americas — both now led by conservative populists promising to overturn the political establishment.

Bolsonaro won 55.2 per cent of votes in the run-off election against left-wing hopeful Fernando Haddad of the Workers Party (PT)'s 44.8 per cent, according to electoral authority TSE.

The 63-year-old congressman's rise has been propelled by rejection of the leftist PT that ran Brazil for 13 of the last 15 years. The party was ousted from power in 2016 in the midst of a deep recession and political graft scandal.

Thousands of Bolsonaro supporters cheered and set off fireworks outside his home in Rio de Janeiro's luxurious beachfront Barra de Tijuca neighborhood as his victory was announced. In Brazil's commercial capital of Sao Paulo, Bolsonaro's win was greeted with fireworks and the honking of car horns.

Investors have also cheered Bolsonaro's ascent, relieved that he could keep the PT out of power and hopeful that he would carry out fiscal reforms proposed by his orthodox economic guru.

Tokyo-listed Brazilian stock exchange traded funds (ETFs) jumped more than 12 per cent when Japanese markets opened following Bolsonaro's win.

"I don't idolize Bolsonaro and I don't know if he will govern well, but we are hopeful. People want the PT out, they can't take any more corruption," said Tatiana Cunha, a 39-year-old systems analyst in the midst of the noisy celebrations in Rio.

MILITARY BACKGROUND

Many Brazilians are concerned that Bolsonaro, an admirer of the dictatorship and a defender of its use of torture on leftist opponents, will trample on human rights, curtail civil liberties and muzzle freedom of speech.

Human Rights Watch called on Brazilian judges, prosecutors, media and civil society to stand up against any attempt by Bolsonaro to "erode the democratic rights and institutions Brazil has painstakingly built in the last three decades."

In his acceptance speech, Bolsonaro promised to govern according to the Bible and the country's constitution.

The live broadcast of Bolsonaro's words was preceded by a prayer led by lawmaker, pastor and gospel singer Magno Malta, underscoring Bolsonaro's ties to evangelical churches that backed him for supporting their conservative social agenda.

Brazil's rapidly expanding evangelical congregations have created a conservative political force, which Bolsonaro tapped into by decrying sex education in schools and pushing back against gay rights.

He has vowed to crack down on crime in Brazil's cities and farm belt by granting police more autonomy to shoot suspected criminals. He also wants to let more Brazilians buy weapons to fight crime.

He himself was stabbed at a rally last month and will need to undergo surgery in mid-December to remove a colostomy bag, the head of his right-wing Social Liberal Party Gustavo Bebianno told reporters.

INVESTORS DELIGHTED

Bolsonaro said he would "unite Brazil" by cutting bureaucracy and red tape for businesses. He said he was committed to fiscal discipline and called for the early elimination of the federal government's budget deficit.

"We are going to think in terms of more Brazil and less Brasilia," he said, referring to the nation's capital where he will take office on January 1.

Financial markets are expected to rally on Monday on Bolsonaro's victory.

The real currency has gained about 10 per cent against the dollar in the last month as Bolsonaro's prospects of winning increased. Sao Paulo's benchmark Bovespa stock index has risen 13.5 per cent since mid-September.

Investors are particularly heartened by his choice of Paulo Guedes, a Chicago University-trained economist and investment banker, as his economic guru and future economy minister.

Guedes said the new government will try to erase Brazil's unsustainable budget within a year, simplify and reduce taxes, and create 10 million jobs by cutting payroll taxes. New rules will boost investment in infrastructure, he told reporters.

Guedes is keen to privatize an array of state enterprises, including units of oil company Petroleo Brasileiro SA (Petrobras) and power utility Centrais Eletricas Brasileiras SA (Eletrobras).

However, his free-market ideas have clashed with the views of the retired army generals who are helping Bolsonaro flesh out his government program.

On Sunday, Guedes said Brazil would seek to improve trade relations outside the restrictions of the Mercosur bloc founded with neighboring Argentina, Uruguay and Paraguay.

Bolsonaro's rise follows conservative electoral victories in Argentina, Chile, Colombia, Paraguay, and Peru, pushing the continent to the right and undermining support for the authoritarian socialist regime in Venezuela.

Several hundred PT demonstrators protested Bolsonaro's victory on Sao Paulo's main Paulista Avenue before police dispersed them using tear gas.

But voting was calm and orderly across the country, said Laura Chinchilla, the former president of Costa Rica who is head of the Organization of American States' Electoral Observation Mission. Brazil has suffered a spate of partisan violence during the polarized campaign.

He himself was stabbed at a rally last month and will need to undergo surgery in mid-December to remove a colostomy bag, the head of his right-wing Social Liberal Party Gustavo Bebianno told reporters. INVESTORS DELIGHTED Bolsonaro said he would "unite Brazil" by cutting bureaucracy and red tape for businesses.
