<p>"It sounded like firecrackers, then we realised it was shots," said one eyewitness as quoted by ORF. He added that one shooter had "shot wildly with an automatic weapon" before police stepped in and opened fire.&nbsp;</p>

<p>Jimmy Eroglu, a waiter, said, in the beginning, he felt as if there is a shooting of an American film or they had "drunk too much" as reported by news agency AFP.&nbsp;</p>

<p>But he later heard shots. "The police came in and said, 'you all have to stay inside because there's a probably a dead man there,'" the 42-year-old waiter said.&nbsp;</p>

<p>Robert Schneider, who resides in central Vienna, went out only to found two lasers aimed at his chest.&nbsp;</p>

<p>"Hands up, take off your jacket," officers shouted at Schneider, the 39-year-old told said.&nbsp;</p>

<p>Kurz said it was a "test" for the EU to see whether it can protect its outer borders, saying Austria stood ready to support Greece and any other countries which may face an "onslaught".</p>

<p>"I can guarantee you one thing: if the outer borders of the EU don't work, then Europe without (inner) borders is history," he said.</p>

<p>"We must together make sure that year 2015 doesn't repeat itself," he added, referring to a surge in people entering the EU to seek asylum five years ago.</p>

<p>The conservative Kurz in January formed a government with the Greens after his coalition with the far-right broke apart after one and a half years when a corruption scandal engulfed his junior partner.</p>

<p>Kurz has promised to maintain his hardline stance on immigration even within the new coalition, with the Greens accepting it so far in exchange for being able to push their climate agenda.</p>

<p>Some observers think that if successful the alliance could become a model for other European countries as nations across the continent grapple with populist sentiments but also climate change.</p>

<p>Kurz - whose conservative OeVP has been in government for more than three decades - has defended the undertaking as combining "the best of both worlds".</p>

<p>The OeVP has 10 ministers in the new coalition, while the Greens have four with its party chief Werner Kogler, 58, taking on the vice-chancellorship.</p>

<p>Among the ministers being sworn in Tuesday, more than half are women, including the defence minister. Many are in their 30s and 40s.&nbsp;</p>

<p>A Green politician and former activist will front an enlarged environment ministry, which includes traffic, energy and technology as well.</p>

<p>The Greens have also nominated an openly lesbian party veteran to hold the culture portfolio, while a Green legal expert of Bosnian origin, who arrived in <a href="https://www.wionews.com/entertainment/parineeti-chopra-misses-chiffon-saree-in-the-snowy-valleys-of-austria-271389">Austria</a> as a child refugee, will head the justice ministry.</p>

<p><strong>No 'love marriage'</strong></p>

<p>But for all that's new, it's not a "love marriage", according to analyst Johannes Huber.</p>

<p>"As he (Kurz) says at every opportunity, they are very different parties", which have always been rivals rather than allies on a national level until now, Huber told sources.</p>

<p>And their detractors are many, including some in their own ranks.</p>

<p>The <a href="https://www.wionews.com/world/conservatives-win-austria-election-as-far-right-tumbles-252709">Far-right</a> Freedom Party (FPOe) - the third strongest party in parliament after the OeVP and the Social Democrats (SPOe) - was quick to denounce Kurz's "swing to the left" and the "dangerous experiment" out of which "nothing good" can come for the country of 8.8 million people.</p>

<p>The SPOe too criticised the new government's programme, saying social questions hadn't been addressed well enough.</p>

<p>Party officials have said they have had to make "painful" compromises to reach the agreement with the powerful conservatives.</p>

<p>It will mark the first time the Green party has been in power. The ecologists made key gains in the September polls with the environment replacing immigration as the top voter concern.</p>

<p>Kogler said the Alpine country -&nbsp;which has been among just a handful of EU nations that have seen their greenhouse gas emissions continue to increase between 1990 and 2017 -&nbsp;would aim to become a frontrunner in terms of fighting climate change in Europe.</p>

<p>The two leaders indicated they would reform the tax system to lower the burden on Austrians -- a key OeVP promise -- but at the same time introduce higher eco taxes in line with the Greens' campaign.&nbsp;</p>

<p>Kogler said transparency, including freedom of information, and fighting poverty among children, the elderly and women would also be a priority.</p>

<p>The two leaders will present their detailed government programme on Thursday.&nbsp;</p>

<p>Observers have said the new government would face challenges after Kurz's previous rule with the far-right Freedom Party (FPOe) saw a raft of anti-immigration measures passed, sharply dividing Austrians.</p>

<p>Describing a deal as a "huge stretch", analyst Thomas Hofer warned Kurz could lose voters he gained from the FPOe, which he managed to pick up in the September polls, when the OeVP got 37.5 per cent in total.</p>

<p>"Kurz is setting a certain trend maybe ahead of time, and this is certainly something also on the international stage that he would be able to sell," he said.</p>

<p>Hofer described Kogler, who is expected to be vice-chancellor, as a "pragmatist" who had stabilised the party.</p>

<p>The 58-year-old took on the leadership after the party lost all their parliamentary seats in a shock defeat in 2017, largely due to infighting and splits.</p>

<p>A congress of the party's almost 280 delegates must still endorse the coalition agreement, but they are expected to do so.</p>

<p>Austria's government said Monday it would not implement a ban on the controversial herbicide glyphosate, despite MPs having voted for it to come into effect on January 1.</p>

<p>"I want to stress that this is purely a formal legal decision and not about assessing the content of the proposal," Bierlein said, adding that the government had sought legal advice before taking the decision.</p>

<p>Austria would have been the first EU country to enforce a ban on the herbicide after lawmakers approved the measure in July.</p>

<p>Glyphosate is classified as "probably carcinogenic" by the World Health Organisation (WHO), but the EU in December 2017 renewed the weedkiller's licence across Europe for five years.</p>

<p>Its use has sparked debate in several European countries, not least with regard to how it could be replaced given its heavy use in the farming sector.&nbsp;</p>

<p>Although Brussels itself had not attempted to prevent the ban, the government said the European Commission "had indicated the possibility of infringement proceedings" against Austria for not following the proper procedure.</p>

<p>Campaign group Greenpeace reacted furiously to the government's decision, calling it a "betrayal of democracy" and accusing the government of using "legal excuses".</p>

<p>July's vote in parliament took the government by surprise as it had not proposed the legislation.</p>

<p>It passed thanks to a temporary alliance of all parties in parliament except for the centre-right People's Party (OeVP).</p>

<p>The current interim government will remain in place until a new coalition emerges from the results of snap elections held in September.</p>

<p>The OeVP, led by ex-chancellor Sebastian Kurz, finished as by far the single largest party in the poll.</p>

<p>The OeVP is now in coalition talks with the other big winner of September's poll, the Greens, who support the glyphosate ban.</p>
