Why does Indian Prime Minister Narendra Modi prefer night travel for foreign tours?

Quadrilateral security dialogue members are all together in Tokyo and the grouping includes India, Australia, United States and Japan. What has the Quad grouping achieved since it was formed? For more perspective on this, we're joined by Prof. James D J Brown, International affairs expert from Tokyo.

17 years of Quad: Security front shows little accomplishment

The Indian PM will be attending the Quad summit on Tuesday, May 24 and separate bilateral meetings are also scheduled with the group leaders. Quad Summit's focus will be Indo-Pacific region, China's aggression against Taiwan and Ukraine war. WION's managing editor Palki Sharma Upadhyay joins us exclusive from Tokyo.

Quad Summit 2022: Focus will be China's aggression against Taiwan

The in-person edition of Quad Summit is just around the corner. Leaders of India, US, Australia and Japan are meeting in Tokyo on May 24 and are going to have dialogue on variety of issues. This is the first in-person summit since the start of Ukraine conflict.

The leaders and the countries definitely have some decisions to take in light of the current geopolitical situation in the world.

Challenges and takeaways

Ukraine is expected to dominate the discussion in the upcoming Quad Summit. India has decided to choose dialogue over sanctions. But this is not likely to put India in a tricky situation. However, challenge before India would be to state its position clearly and at the same time work towards the common goal.

The Quad has seen heads of its member states change and the grouping has been observed to be resilient. It is likely that the countries will be able to work around differences, if any, they might have.

Another pressing matter is China. The Quad has been in existence for 17 years. The countries have worked together to meet challenges of vaccination, climate change and other issues. But little has been done on the security front. It is perhaps why Quad is said to have an identity crisis. Is it an 'Asian NATO'? Is it an 'Asian Red Cross'?

Ukraine conflict has underlined possibility of Chinese aggression in Asia. Taiwanese armed forces have been on alert. Quad needs to ponder on this issue and be ready to prevent adverse situations.

Quad countries are coming together to launch a maritime initiative aimed at curbing illegal fishing from China. It is being reported in the media that the initiative will use will use satellite technology to create a tracking system for illegal fishing.

Polling started for Australian general elections on Saturday (May 21). Opinion polls are showing that opposition Labour Party is narrowly ahead of the ruling coalition led by Prime Minister Scott Morrison. Centre-left Labour has been in the opposition for nine years. Though it showed decent lead going into the campaign, Prime Minister Scott Morrison's Liberal-National government narrowed the gap in the final stretch of a tough, six-week campaign.

If climate-focused independents performed well, it may result in a hung parliament.

In-person voting at polling booths in suburban schools, beachside pavilions and outback halls opened at 8 a.m. (2200 GMT on Friday) and will close at 6 p.m. (0800 GMT).

Initial results should be known by Saturday evening. although the Australian Electoral Commission has flagged a clear winner may not immediately emerge if it is a close contest due to the time required to count about 3 million postal votes.

Stubblety-Cook finished in 2 minutes, 05.95 seconds in the final to improve on the previous mark of 2:06.12 set by Russian swimmer Anton Chupkov at the 2019 world championships in Gwangju, South Korea. "It's a bit surreal, to be perfectly honest. It doesn't feel real," Stubblety-Cook said. "It will probably sink in over the next few days. I was obviously hoping to swim fast and hoping to swim close to my best but that is just something else," he added. Australia posted its lowest jobless rate in 48 years Thursday, a potential pre-election boost to Prime Minister Scott Morrison, who is fighting to stay in power.

The unemployment rate dipped to 3.85 percent in April, the official statistics body said, delivering a dose of good news two days before federal elections.

It was the lowest unemployment level since 1974 -- when flared trousers were in fashion and US president Richard Nixon resigned over the Watergate scandal.

"More Australians are in work now than ever before," said the ruling conservative Liberal-National Party coalition's employment minister, Stuart Robert.

"Even in the face of global shocks like the war in Europe, Australia's economy has remained resilient," he boasted. "Now is not the time to risk our economy on an opposition that has no plan and makes things up on the run."

Opinion polls show the ruling conservative coalition lagging a little behind the opposition Labor Party in a tightening election race.

But surveys indicate the rising cost of living, not employment, is a priority for voters.

Opposition Labor Party leader Anthony Albanese's economic credentials have been questioned by Morrison, notably since he forgot the unemployment rate when quizzed by reporters more than a month ago.

Albanese has said he supports a rise in the minimum wage in line with inflation, which has shot up to 5.1 percent as prices soar in the shops, at gasoline stations and on the housing market.

'Staff shortages'

"Overall, today's data remain consistent with a still-tightening labour market and continued difficulty for firms in finding labour," said National Australia Bank economist Ted Nugent.

"This should see stronger wages growth emerge as the year progresses."

Many employers say they are struggling to find staff in the tight jobs market.

"We're definitely still feeling staff shortages," said Matt Jenkins, human resources manager at Sydney restaurant group Applejack Hospitality.

"I know for chefs, they can have multiple job offers at a time. And even candidates that we're speaking to, they're sitting on offers for weeks while they still canvass the market," he told AFP.

Bruno Goncalves, co-owner of Edes Restaurant and Bar in central Sydney, said he found it particularly hard to recruit experienced staff.

More foreign jobseekers were becoming available, he said, since the re-opening of Australia's international borders, which were shuttered for nearly two years to keep out the Covid-19 virus.

Those foreign candidates were mostly inexperienced, leaving the business with supervisory managers and "fresh, zero-experienced" workers but very few experienced bar and waiting staff.

Australia said on Saturday that a Chinese intelligence ship that came within 50 nautical miles of a defence facility on Australia's west coast did not breach international maritime laws. The Chinese ship was tracked by Australia over the past week.

The ship sailed past Harold E Holt naval communications station at Exmouth, in Western Australia. This naval facility is used by Australian, US and allied submarines.

Prime Minister Scott Morrison said on Friday the Chinese navy vessel was not in Australian territorial waters but its presence was "concerning", amid an election campaign where China's behaviour in the region has been centre stage.

The question of a national security threat posed by China, including its expanding influence in the Pacific, has been a major theme in the campaign for the May 21 general election.

Asked on Saturday about whether the vessel's conduct was a "red line", Morrison said freedom of navigation was permitted around the world and the ship had not broken maritime laws.

"International law of the sea has not been breached," he told reporters on the campaign trail in Melbourne. But he said the issue highlighted challenges Australia faced from China "seeking to impose its will across the region".

Anthony Albanese, Leader of the opposition Labour Party said that he shared the government's concerns about the vessel and had sought a briefing.

Defence Minister Peter Dutton said this week that he considered the vessel's movement "an act of aggression" for travelling so far south.

China's foreign ministry spokesperson Zhao Lijian, asked about Dutton's comments on Friday, said he was not aware of specifics but that China always abided by international law and urged Australian politicians to "refrain from alarmism".

China's embassy in Australia did not immediately respond to a request for comment on Saturday.

Relations between Australia and China, major trading partners, have been strained recently over growing Chinese influence in the Solomon Islands, after the small Pacific island nation signed a security pact with China.
