"The repatriation process must include the citizenship of the Rohingyas," Saifuddin said.

"The Rohingya issue is a major test for the capability of ASEAN to make good on its words about being "One Caring and Sharing Community," said Marty Natalegawa, a former Indonesian foreign minister, recalling a 2007 declaration the group made in Cebu, the Philippines.

"Developments in Myanmar ... is providing a litmus test for ASEAN's capacity to manage developments in one of its member states that have wider ramifications for the region and, indeed, beyond," Natalegawa told Reuters.

Formed more than 50 years ago, the Association of Southeast Asian Nations (ASEAN) has historically struggled with challenges facing the region because it works only by consensus and is reluctant to become involved in any matter regarded as internal to a member state.

The final reading is expected by the end of 2021, she added.

The South China Sea is one of the world's busiest waterways, and a potential flashpoint in the region as several ASEAN members - the Philippines, Vietnam, Malaysia, Brunei and Indonesia - as well as China and Taiwan have conflicting territorial claims.

Experts have cast doubts over what progress the 10-country group could make on the matter.

"We are hoping that the code of conduct being negotiated will be binding," Kantathi Suphamongkhon, a former Thai foreign minister told Reuters. "If it is not then we will be back at the beginning again."

In that context, "RCEP is key to increasing trade volume", Thai government spokesman Werachon Sukhondhapatipak told reporters.

"The faster it (RCEP) gets implemented the better," Martin M. Andanar, Philippines Communications Secretary, told reporters.

"Free trade is definitely what we need here in this region," he said, adding that the US-China trade row has resulted in "the entire world catching a cold".

Progress on the deal has stuttered in recent months with India digging in over fears cheap Chinese goods could flood its massive consumer market.

Australia and New Zealand have also raised concerns over a lack of labour and environmental safeguards.

ASEAN is frequently criticised as a soft forum where diplomatic niceties often outweigh concrete action on pressing problems.

Environmental groups called on Tuesday for Southeast Asian countries to ban <a href="https://www.wionews.com/videos/chinas-trash-import-ban-upturns-global-recycling-industry-151391">waste imports</a> from developed countries to help tackle a pollution crisis, as regional leaders prepare to meet this week in Bangkok.

Southeast Asia has seen a staggering spike in imports of plastic and electronic waste from developed countries after the world's top recycler, China, banned imports, causing millions of tonnes of the trash to be diverted to less regulated countries.

Thailand will from Thursday host four days of meetings for leaders of the 10-member Association of South East Asian Nations (ASEAN) to discuss the region's most pressing issues.

"Greenpeace Southeast Asia demands that ASEAN leaders put this issue on the agenda during their summits this year and make a united declaration to address the region's plastic waste crisis," the group said in a statement.

"Declare an immediate ban on all imports of plastic waste," Greenpeace urged.

It was in the interests of ASEAN, whose meetings are being held under the theme of sustainability this year, to ban waste trading, said a Thai environmental group.

"Welcoming plastics and electronic waste from abroad in the name of development must urgently end," said Penchom Saetang, director of Ecological Alert and Recovery Thailand (EARTH) Foundation.

Some Southeast Asian countries have in recent months been taking action to stem the flow of trash.

Indonesia was the latest to reject trash imports from Canada, following similar moves by Malaysia and the Philippines.

Thailand does not ban plastic waste imports, but it aims to end them by 2020. It imposes partial bans on electronic scrap.

Japan's Prime Minister Shinzo Abe on Monday called for strengthening ties with India as part of 'Free and Open Indo-Pacific.' Japan PM Shinzo Abe calls for strengthening ties with India

The Indian-Ocean Rim Association (IORA) will be discussing the Indo-Pacific concept this week in a meet in Mauritius to understand the scope and impact of the concept on the grouping.

IORA, a group of 22 countries who share their shores with Indian ocean, are keen to understand the geopolitical construct that has the backing of New Delhi and Washington and is increasingly gaining currency in the region.&nbsp;

Speaking to WION in Pretoria, Antoinette Rademan, director of IORA at the Department of International Relations and Cooperation (DIRCO) of South African foreign ministry said, "There was a request...for members to discuss it. This is taking place this week in a geostrategic workshop."

Adding, "We have to take cognisance of developments such as the Indo-pacific concept for which we have a workshop."

Delhi and Washington consider themselves as the bookends of the Indo-Pacific region. The US last year even changed the name of its largest naval command, US Pacific command, to 'Indo-Pacific Command'&nbsp;to give a boost to the growing concept.

China is deeply suspicious of the concept and sees it as its encirclement and refuses to recognise it.

Describing India's vision for Indo-Pacific, Indian Prime Minister Narendra Modi speaking at the Shangri La Dialogue in Singapore last year said, for New Delhi, the concept stands for "Inclusiveness, openness and ASEAN centrality."

ASEAN is also discussing the concept.&nbsp;Thailand which assumed the chairmanship of ASEAN this year said that the grouping is working on a common approach for the Indo-Pacific concept.&nbsp;

Delhi and Washington consider themselves as the bookends of the Indo-Pacific region. The US last year even changed the name of its largest naval command, US Pacific command, to 'Indo-Pacific Command' to give a boost to the growing concept. China is deeply suspicious of the concept and sees it as its encirclement and refuses to recognise it. Describing India's vision for Indo-Pacific, Indian Prime Minister Narendra Modi speaking at the Shangri La Dialogue in Singapore last year said, for New Delhi, the concept stands for "Inclusiveness, openness and ASEAN centrality." ASEAN is also discussing the concept. Thailand which assumed the chairmanship of ASEAN this year said that the grouping is working on a common approach for the Indo-Pacific concept. "ASEAN is working on a common approach on an Indo-Pacific concept that complements existing frameworks such as the Indian Ocean Rim Association or IORA," Thai foreign minister Don Pramudwinai.

Making the announcement, South Korea's Presidential office said that the special South Korea-ASEAN summit will be held at Busan, located around 450 km from Seoul, on November 25 and 26.&nbsp;

The meeting will commemorate the 30th anniversary of the establishment of diplomatic ties between South Korea and ASEAN, Yonhap News Agency reported.&nbsp;

"As the largest international conference to be held in our country since the launch of the incumbent administration, the summit is expected to review the development of South Korea-ASEAN relations over the past 30 years and suggest a new vision for development in the next 30 years," Yoon Do-han, the senior secretary to the President for Public Relations, told reporters here on Monday.

Later, an official from the Presidential office said that the meeting may also involve Kim. The official said that some ASEAN nations have mulled extending an invitation to the North Korean leader.

The ASEAN comprises 10 countries -- Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam.

"The country will begin consultations with ASEAN countries based on such proposal, and depending on the outcome of their consultations, the country may invite Chairman Kim Jong-un," the official told reporters on condition of anonymity.

Moon has underlined the importance of ASEAN countries in its efforts to dismantle North Korea's nuclear weapons, saying that all 10 ASEAN member countries maintain diplomatic ties with Pyongyang.

Pakistan is set to sign deals worth $900 million in telecoms, information technology during a three-day visit by Malaysian Prime Minister Mahathir Mohamad, a senior official said on Thursday.

Pakistan, facing an economic crisis due to depleting foreign reserves and a widening current account deficit, has been searching for investment since the government of Prime Minister Imran Khan took office in August.

Razak Dawood, the prime minister's advisor on commerce said a memorandum of understanding covering $800-$900 million worth of investments with Malaysian investors would be signed on Friday.

"We believe Malaysia will be an opening for us to the ASEAN countries," he said, referring to the Association of South East Asian Nations.

Mahathir is scheduled to arrive in Islamabad on Thursday evening and will be the chief guest at the Pakistan day parade on March 23.

Pakistan has been seeking financial assistance and calling for investment from friendly countries, while also negotiating a bailout package from the International Monetary Fund (IMF).

Both Saudi Arabia and the United Arab Emirates have each offered Islamabad loan packages of $3 billion.

During a visit in February, Saudi Crown Prince Mohammed bin Salman signed investment agreements worth $20 billion with Islamabad, including a $10 billion refinery and petrochemicals complex in the southwestern port city of Gwadar.

In a written reply to a question in Rajya Sabha, minister of state for shipping, road transport and chemical &amp; fertilizer Mansukh L Mandaviya informed that the "infrastructure at Sittwe Port in Myanmar, constructed with India’s assistance, is ready for operation."&nbsp;

The construction of <a href="http://www.wionews.com/india-news/eus-envoy-welcomes-indias-move-to-develop-chabahar-expresses-worry-on-data-localisation-178611">Sittwe Port is part of the Kaladan</a> multi-modal transit transport project and its objective is to create a multi-modal sea, river and road transport corridor for shipment of cargo from the eastern ports of India to Myanmar through Sittwe port as well as to north-eastern part of India via Myanmar.&nbsp;

The approved construction cost of Sittwe Port and Inland Water Terminals at Sittwe and Paletwa is Rs. 517.29 crore.&nbsp;

India and Myanmar signed a bilateral Memorandum of Understanding (MoU) on 22nd October, 2018 for operationalisation of the port at Sittwe and Inland Water Transport (IWT) Terminals at Sittwe and Paletwa. Once fully operational, the project would encourage investment and trade and also open up alternate routes for connectivity to India’s north-east region.&nbsp;

India is keen to engage with ASEAN and has invited all ten heads of states for its Republic day this year. Under its Act East policy, India will also be building a road from north-east to connect with other ASEAN countries.&nbsp;

The development comes even as India took over the operations of a part of Shahid Beheshti Port, Chabahar in Iran during the Chabahar Trilateral Agreement meeting that was held on December 24th, 2018.&nbsp;

The heads of Indian, Iranian and Afghanistan delegation jointly inaugurated the office of the Indian SPV - India Ports Global Chabahar Free Zone (IPGCFZ) at Chabahar. The physical take-over of the terminal area, cargo handling equipment and Office building was completed by December, 29th last year.

Commercial operations began at IPGCFZ with the arrival of a vessel. A Cyprus registered bulk carrier had arrived at Chabahar with 72458 MT of corn cargo. The vessel MV MACHERAS berthed at the terminal a few days back on December 30th.&nbsp;

According to the ministry of shipping, "this step marks the beginning of a long journey. India has written history with its engagement in Chabahar and is now leading the regional cooperation and joint efforts to support landlocked Afghanistan."

Interestingly, this is the first time India will be operating a port outside its territories. India started interacting with Iran on Chabahar Port around 2003 but a major push was received in the second half of 2014, resulting in the signing of an &nbsp;MOU between the two countries for the development of Chabahar Port in May 2015.&nbsp;

This MOU translated into a formal 10-year contract for equipping and operating the Chabahar Port, which was executed on May 23rd, during Prime Minister Narendra Modi’s visit to Tehran.

The US has already provided a wavier to India on the port from the Iranian sanctions.

The state department had told WION last year that,"after extensive consideration, the secretary has provided an exception from the imposition of certain sanctions under the Iran Freedom and Counter-Proliferation Act of 2012 (IFCA) with respect to the development of Chabahar Port and the construction of an associated railway and for the shipment of non-sanctionable goods through the Port for Afghanistan’s use, as well as Afghanistan’s continued imports of Iranian petroleum products.‎"

"The conventional wisdom that China holds sway in the economic realm while the United States wields its influence in the political-strategic domain will ... need to be revisited in light of the survey results," it said.

The survey by the ISEAS-Yusof Ishak Institute, affiliated with the Singapore government, polled 1,008 respondents from all ten nations of the ASEAN grouping, drawn from government, academic and business communities, civil society and the media.

Nearly half of the respondents said President Xi Jinping's hallmark Belt and Road initiative would bring ASEAN "closer into China's orbit," while a third said the project lacked transparency and 16 per cent predicted it would fail.

A large majority, or 70 per cent, said their governments "should be cautious in negotiating BRI projects, to avoid getting into unsustainable financial debts with China," a view strongest in Malaysia, the Philippines, and Thailand.

Some Western governments have accused China of pulling countries into a debt trap with the initiative, an accusation China has denied.

China was seen by 73 per cent of the respondents as having the greatest economic influence in the region and was also believed to have more influence politically and strategically than the United States.

Six out of ten respondents said US influence globally had deteriorated from a year ago and two-thirds believed US engagement with Southeast Asia declined. About a third said they had little or no confidence in the US as a strategic partner and provider of regional security.

Fewer than one in 10 saw China as "a benign and benevolent power," with nearly a half saying Beijing possessed "an intent to turn Southeast Asia into its sphere of influence".

The study's authors wrote, "This result ... is a wake-up call for China to burnish its negative image across Southeast Asia despite Beijing’s repeated assurance of its benign and peaceful rise."

Southeast Asia wary of China's Belt and Road project, sceptical of US: Report

India has cut import taxes on crude and refined palm oil from Southeast Asian (ASEAN) countries after a request from suppliers, a government notification said.

The reduction will lead to higher imports of palm oil by the world's biggest edible oil buyer in coming months as it would narrow the difference between the tropical vegetable oil and competitors such as soy oil and sunflower oil.

The duty on crude palm oil was lowered to 40 per cent from 44 per cent, while a tax on the refined variety was cut to 50 per cent from 54 per cent, according to the notification issued late on Monday. The cuts took effect on Tuesday.

Malaysian shipments of refined palm oil will be taxed at 45 per cent compared with 54 per cent earlier, the government said in a separate notice.

In addition, Beijing wants to exclude foreign oil firms by limiting joint development deals with China and South East Asia. Experts expect both elements to be strongly resisted by some ASEAN countries.

"That is unacceptable," one Southeast Asian diplomat told Reuters, referring specifically to the suggested ban on military drills with countries outside the region.

In a statement sent to Reuters, China's Foreign Ministry said negotiations on the code were confidential, and it could not comment on their content.

The next round of working-level talks is expected to take place in Myanmar in the first quarter of next year, the Southeast Asian diplomat said.

In August, Chinese and ASEAN officials hailed the initial negotiating text as a milestone and a breakthrough when it was endorsed by the foreign ministers of ASEAN and China.

It will be negotiated over the coming year by senior ASEAN and Chinese officials and has not yet been released publicly.

Chinese Premier Li Keqiang last month called for the pact to be sealed by 2021, a timetable some envoys and analysts are sceptical can be reached.

"There's a lot of tough work ahead - that figure seems to have just been plucked from the air," one senior Asian diplomat said.

Tough South China Sea talks ahead as Vietnam seeks to curb China's actions

India remained largely secure in 2018, but security being work in progress, always needs a pragmatic relook and year-end is a good time to take stock.&nbsp;

Its major strategic security concerns revolved around its relations with China, US, Russia and Pakistan with doses of attention towards the Indo-Pacific and the nations there.

In spite of the above focus, 2018 began with an achievement, which triggered a continuation of positive events through the first quarter. This was the presence of ten ASEAN leaders as guests of honour at the Republic Day parade. Following it was the visit of the Israeli Prime Minister and the visit of India’s Prime Minister to Palestine, Jordan, UAE and Oman, all crucial areas for India’s engagement.&nbsp;

The Iranian President’s visit to Delhi, so close to the visit of the Israeli Prime Minister, followed by the King of Jordan, truly demonstrated a straddling of interests and reflected the initial approach to multilateralism, which was to emerge later in the year.

After the palpable tension over Doklam that dominated the strategic discourse in the latter half of 2017, it needs to be recognised that India corrected course with the Wuhan and Sochi meetings allaying China’s fears about India’s strategic tie-up with the US. However, China has continued its campaign of psychological warfare, including the deployment of additional military resources and infrastructure along the Himalayan border.&nbsp;

Yet, 2018 did not witness any major standoff although attempted walk-in operations to perceived LAC continued, albeit at a lower key. With Russia also firmly with China, a level of discomfort was entering Indo-Russia relations where traditional strategic bonhomie was being compromised by India’s creeping proximity to the US.&nbsp;

A very deliberate diplomatic effort by the Indian government has apparently righted that perception and the $5 billion deal for acquisition of the Russian S-400 air defence system helped retrieve the relationship. The subsequent joint military training under the Shanghai Cooperation Organisation (SCC) at Chebarkulsky in the Ural Mountains further helped the retrieval.&nbsp;

With China, the military-diplomatic domain saw greater positive strokes, but by no means should this be considered permanent. China exercises a repertoire of options to keep India under pressure such that the focus of Indian planners remains embedded at the Himalayan front. If a more aggressive strategy is contemplated, India will need to revisit its decision to put in cold storage the completion of raising of the mountain strike corps.

With India torn by multiple interests with different big powers, the situation demanded a level of multilateralism. To walk the multilateral route, various meetings were held of the different forums and summits of the developing Indo-US Strategic Partnership, including the Indo-US Leadership Summit, the Indo-US Strategic Partnership Forum and the 2+2 Dialogue. The two sides demonstrated appreciation of the constraints that influence the relationship due to extraneous factors. India’s ability to handle the sensitive issue of US sanctions on Iran and the Countering America’s Adversaries through Sanctions Act (CAATSA) in relation to the S-400 deal, demonstrated political maturity of both sides.&nbsp;

However, the year-end US decision to reduce its military presence in Afghanistan has caused some consternation in Indian strategic circles, which will need deliberation in 2019. India’s attendance of Asean-India and East Asia Summits in Singapore reflected its continued commitment to strengthen its engagement with Asean members and the wider Indo-Pacific region.

On the regional platform, the change of dispensation in Maldives marked a positive turn while Sri Lanka remained on the cusp with instability, although not negatively disposed towards India. To play an effective role in the Indo Pacific strategy, India will need to be deliberate in its relationships with important nations of the Indian Ocean Region.

It is with Pakistan that the relationship remained unchanged even with the arrival of Prime Minister Imran Khan at the helm. With the trust deficit and Pakistan’s continued intransigence over J&amp;K, India had to be diplomatically and militarily alert, a stance which will have to extend even more robustly into 2019.&nbsp;

The country’s national elections in the first half will prevent any decided response to Pakistan’s overtures. It would be far better that its strategic community deliberates on how to deal with Pakistan in the long run and have this in readiness for whichever government comes to power in May 2019.&nbsp;

This recommendation is as much applicable to J&amp;K where a season of high military achievements has been offset by the continuing local recruitment to terrorist ranks and increasing alienation.&nbsp;

The Kartarpur Corridor is a positive development, but contingent on how it is handled in the future. Clearly, Pakistan’s ISI is sensing an opportunity. That opportunity, which it seeks in embroiling India in a continuum of internal security challenges in Punjab and J&amp;K has to be met head-on; as much as the year-end discovery of fledgeling Islamic State networks in North India.

Secure through 2018, India has work cut out for New Year

In what can be considered a big boost to the Indo-Pacific concept, Thailand, the chair for ASEAN 2019, has said that the grouping is working on a common approach to the Indo-Pacific concept. Speaking on “ASEAN in 2019: Thailand’s Chairmanship” at the Thai Ministry of Foreign Affairs, foreign minister Don Pramudwinai said, "ASEAN is working on a common approach on an Indo-Pacific concept that complements existing frameworks such as the Indian Ocean Rim Association or IORA."

The Indo-Pacific concept has been gaining ground with the United States and India increasingly collaborating on it with a focus on ASEAN centrality. The Thai FM also said, "New proposals regarding the regional architecture also need to complement existing frameworks of cooperation and the ASEAN-centred regional architecture."

Thailand takes over from Singapore which had been the chair for 2018.

Delhi and Washington consider themselves as the bookends of Indo Pacific and US recently changed the name of its largest naval commands--the Pacific command-- to Indo Pacific Command. Earlier this year speaking at the Shangri La Dialogue in Singapore Indian Prime Minister Narendra Modi described India's view of Indo Pacific and said for New Delhi, "Inclusiveness, openness and ASEAN centrality and unity lie at the heart of the new Indo-Pacific. "

The comments by Thailand comes even as Indonesia was also focusing on Indo Pacific on the concept with Indonesian Foreign Minister Retno Marsudi during her annual press statements on January 9,&nbsp;2018 saying Jakarta "will continue to contribute in advancing a strong positive cooperation in the Indo-Pacific". Last year during Indonesian PM Joko Widodo's India visit, New Delhi and Jakarta adopted “Shared Vision on Maritime Cooperation in the Indo-Pacific between India and Indonesia”.

China refuses to recognise the concept and usage of the term Indo Pacific since it believes it India centric term. The US has been announcing a number of infrastructures projects for the region to counter Beijing's one belt one road initiative. The recent APEC meet in Papua new guinea saw an open clash between US Vice President Mike Pence and Chinese President Xi Jinping.&nbsp;

Both Bejing and Washington are trying to woo ASEAN and comments by Bangkok and Jakarta will be welcomed by both the US and India.

Speaking on “ASEAN in 2019: Thailand’s Chairmanship” at the Thai Ministry of Foreign Affairs, foreign minister Don Pramudwinai said, "ASEAN is working on a common approach on an Indo-Pacific concept that complements existing frameworks such as the Indian Ocean Rim Association or IORA." The Indo-Pacific concept has been gaining ground with the United States and India increasingly collaborating on it with a focus on ASEAN centrality. The Thai FM also said, "New proposals regarding the regional architecture also need to complement existing frameworks of cooperation and the ASEAN-centred regional architecture." Thailand takes over from Singapore which had been the chair for 2018. Delhi and Washington consider themselves as the bookends of Indo Pacific and US recently changed the name of its largest naval commands--the Pacific command-- to Indo Pacific Command. Earlier this year speaking at the Shangri La Dialogue in Singapore Indian Prime Minister Narendra Modi described India's view of Indo Pacific and said for New Delhi, "Inclusiveness, openness and ASEAN centrality and unity lie at the heart of the new Indo-Pacific. " The comments by Thailand comes even as Indonesia was also focusing on Indo Pacific on the concept with Indonesian Foreign Minister Retno Marsudi during her annual press statements on January 9, 2018 saying Jakarta "will continue to contribute in advancing a strong positive cooperation in the Indo-Pacific". Last year during Indonesian PM Joko Widodo's India visit, New Delhi and Jakarta adopted “Shared Vision on Maritime Cooperation in the Indo-Pacific between India and Indonesia”. China refuses to recognise the concept and usage of the term Indo Pacific since it believes it India centric term. The US has been announcing a number of infrastructures projects for the region to counter Beijing's one belt one road initiative. The recent APEC meet in Papua new guinea saw an open clash between US Vice President Mike Pence and Chinese President Xi Jinping. Both Bejing and Washington are trying to woo ASEAN and comments by Bangkok and Jakarta will be welcomed by both the US and India.

Prime Minister Modi presented the awards to the winning teams at an awards ceremony which was also attended by Education Minister of Singapore Ong Ye Kung.

The teams were chosen after a final pitching session. First prize of SGD 10000, second prize of SGD 6000 and third prize of SGD 4000 was announced for each of the three winners from India and Singapore.

The winning teams from India were IIT Kharagpur, NIT, Trichy and MIT College of Engineering, Pune, the Indian High Commission in Singapore said.

The winning teams from Singapore comprised Nanyang Technological University (NTU) and the Singapore University of Technology and Design (SUTD), it said in a statement.

"Platforms like the Singapore-India Hackathon serve as excellent opportunities for our youngsters to showcase their work. They also serve as forums to learn about pioneering innovations by youngsters from other nations and institutes. A win-win for our students!" Modi said in a tweet.

During his official visit to Singapore in June, Modi proposed to his Singaporean counterpart Lee Hsien Loong that India and Singapore should organise a joint Hackathon to harness and showcase the innovation potential of their youth. The proposal was welcomed by Prime Minister Lee.

The Nanyang Technological University (NTU) in Singapore and the All India Council for Technical Education (AICTE) conducted the hackathon that included solving eight problem statements.

Twenty teams, each from both the countries comprising university and college students selected on nationwide basis, participated in the event to harness and showcase the innovation potential of the youth. Each of these teams had three students and one mentor.

From India, an 83-member delegation comprising 60 students, 20 mentors and three officials of the AICTE visited Singapore for the event which Modi said is a "boost to technology, innovation and youth power".

The eight 'Problems Statements' presented to the participants were in the areas of mapping, synchronised output of diverse social media, shared digital identity verification, effective number estimate, space management and allotment, effective learning and personal security.

Prime Minister Modi also met the National Cadet Corps (NCC) cadets Thursday who were in Singapore as a part of a cadet exchange programme.

"Spent time with NCC cadets, who got the opportunity to come to Singapore as a part of a cadet exchange programme. They shared their memorable learnings and experiences with me," he said.

PM Modi gives awards to winning teams of first India-Singapore Hackathon

Prime Minister Narendra Modi is in Singapore this week to attend the East Asia Summit, ASEAN-India informal meet and the Regional Comprehensive Economic Partnership (RCEP) Summit. The Indian prime minister became the first head of government to deliver an address at the Singapore Fintech Festival, one of the largest events on financial technology, where he launched APIX, a banking technology designed to reach two billion people worldwide who are still without bank accounts.&nbsp;

PM Modi underlined the growing digitisation of the Indian economy and showcased India’s role in the shaping of global financial technologies which are not merely disruptive but also inclusive.

It is, however, the geopolitics and geo-economics of the changing Indo-Pacific which will be the focus of most of Modi’s engagements at various levels. The RCEP, accounting for almost 40 per cent of global trade, remains an important grouping for the 16 members — the 10-member ASEAN plus India, China, Japan, South Korea, Australia and New Zealand. It is a rather ambitious undertaking and despite repeated calls for an early conclusion, it remains mired in multiple issues which are thorny in nature. Though progress on the negotiations has been slow since they began in 2013, the Trump administration’s protectionist policies have given the negotiations a new momentum. It is now being hoped that the pact may now be concluded next year. India too has found it difficult to generate a domestic consensus on RCEP and it is likely that tough decisions on tariff reductions will now be taken only after elections next year, though Commerce Minister Suresh Prabhu underscored that New Delhi was “very happy that India’s concerns have been taken on board, and... country will benefit from it.”

The East Asia Summit will be India exploring wide-ranging issues pertaining to smart cities, IT, communication, maritime cooperation and terrorism with 17 other participating leaders. EAS has now emerged as the most critical multilateral framework in the Indo-Pacific where multiple stakeholders engage each other annually. The East Asia Summit, which includes India, China, Japan, South Korea, Australia, New Zealand, the US and Russia apart from the 10 ASEAN member states, also gives India an opportunity to underline its credentials as an important stakeholder in regional developments.

PM Modi will also participate in the ASEAN India Bilateral Summit where progress in the goals set in the Delhi Declaration of the ASEAN India Commemorative Summit will be discussed. Addressing last year’s ASEAN-India Summit in Manila, Modi underscored India’s relationship with ASEAN is a key pillar of its foreign policy. Referring to India’s Act East Policy, he had underlined that “its centrality in the regional security architecture of the Indo-Pacific region is evident”. In a symbolic move, all 10 ASEAN heads of State were invited to be guests of honour for this year’s Republic Day function. Targeting China, Modi had also assured ASEAN of “steady support towards achieving a rules-based regional security architecture that best attests to the region’s interests and its peaceful development.”

India has repeatedly underscored the centrality of the ASEAN in its Indo-Pacific vision. In his keynote address at the Shangri La Dialogue earlier this year too, Modi had suggested that India will promote a democratic and rules-based international order in the Indo-Pacific with ASEAN at its heart, that allows free access to common spaces and is not limited to a ‘club of limited members.’

It is in this context, it is interesting that despite suggestions that nothing much has been happening on the Quad front, the third meeting of Quad countries — India, the US, Japan and Australia — at the joint secretary-level will also take place in Singapore. It is clear that these four nations do not want to let go of the momentum that is gradually building up. There may be little substance in the engagement at the moment but all four states remain keen to leverage it in some form.

The Indo-Pacific region is now central to global politics and economics, and recent days have merely reinforced the trends that have been emerging for some time. China is the most important player in the region, and Beijing is now more confident than ever of projecting regional and global power. In this, China has had the good fortune of having an administration in the US that lacks seriousness of purpose and is unable to communicate effectively its priorities for the region. This makes this period of transition very significant for countries like India that have a stake in the long-term stability of the region. As China’s profile grows, there is a new opportunity for India in the region. Unlike in the past, New Delhi is no longer diffident about engaging with other regional players if it helps to further Indian interests in maintaining a stable balance of power in the region.

Furthering India’s interests in Indo-Pacific region

The 13th East Asia Summit will be held in two segments on Thursday- the East Asia Lunch Retreat followed by the EAS in a plenary setting. Prime Minister Modi will emplane for India after the EAS'&nbsp;conclusion.

The EAS is a leaders-led forum in the Indo-Pacific region comprising all 10 ASEAN member states- Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Singapore, Thailand, the Philippines and Vietnam- and its eight dialogue partners, India, China, Japan, Republic of Korea, Australia, New Zealand, the United States and Russia.

This will be Prime Minister Modi's fifth engagement with EAS since the summit's inception in 2005.The leaders of the member nations are slated to discuss international development issues like ICT, Smart Cities, Maritime Cooperation, Education, Finance, Food Security, Environment and Energy at the EAS.

The Prime Minister became the first head of government to deliver the keynote address at Singapore Fintech Festival on November 14, where he shared India`s financial inclusion story that has transformed governance and delivery of public services.

He then launched the Application Programming Interface Exchange (APIX) with the Deputy Prime Minister of Singapore T&nbsp;Shanmugaratnam.

Prime Minister Modi also visited the India Pavilion at the Fintech festival, following which he met the Prime Minister of Singapore Lee Hsien Loong and exchanged views on cooperation in financial technology, enhanced connectivity, and regional economic integration.

During a day full of diplomatic engagements, Prime Minister Modi further met with Scott Morrison, the Prime Minister of Australia and Prayut Chan-o-cha, the Prime Minister of Thailand in separate meetings to discuss areas in inter-country relations.

Prime Minister Modi also attended the second Regional Comprehensive Economic Partnership (RCEP) Summit.

"Shaping the agenda for regional cooperation. PM @narendramodi attended the 2nd #RCEP Summit in Singapore with 16 member states. PM reiterated that India was committed to an early conclusion of high quality comprehensive and balanced regional economic partnership agreement," Kumar tweeted on Wednesday.

The Kremlin hit out Wednesday at the "unpredictability" of the United States under the Trump administration, saying it was causing "deep global concern".

Western governments have accused Russia of being behind the plot which saw Skripal and his daughter poisoned with a nerve agent. Two British citizens were also poisoned, one of whom died.

Moscow has denied being behind the brazen hit and has condemned efforts to sanction it over the incident.

"We do not recognise these unilateral restrictions... and we consider them illegitimate," Peskov said of the threatened sanctions, adding they would only "further complicate" Russia-US relations.

World leaders are currently meeting in Singapore, which is hosting the annual Association of Southeast Asian Nations (ASEAN) summit.

Trump is not at the gathering and has sent Vice President Mike Pence instead.

In an unprecedented gesture, all 10 ASEAN Leaders attended the Commemorative Summit and graced the Republic Day celebrations as Chief Guests.

During the Summit, leaders reviewed the whole range of ASEAN-India cooperation and adopted the Delhi Declaration.

The East Asia Summit is a premier leaders-led forum in the Indo-Pacific Region comprising of the 10 ASEAN member states (Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Singapore, Thailand, the Philippines and Vietnam) and its eight dialogue partners - India, China, Japan, South Korea, Australia, New Zealand, the US and Russia.

Since its inception in 2005, it has played an important role in reviewing political, security and economic developments in the Indo-Pacific region, the statement said.

"This will be Prime Minister's fifth engagement with EAS. At the 13th EAS, Prime Minister will join other leaders to discuss international developmental issues such as information and communications technology, smart cities, maritime cooperation, education, finance, food security, environment and energy at both the retreat and plenary sessions.

"They will also deliberate on global and regional issues of mutual interest," the statement said.

PM Modi will attend the RCEP Summit to review the progress made on the negotiations presently underway to finalise the RCEP, a proposed free trade agreement presently being negotiated amongst 16 countries -- 10 ASEAN member-states and India, Australia, China, Japan, New Zealand and South Korea.

The agreement, once finalised, will cover 45 per cent of the world population, 40 per cent of the world trade and 34 per cent of the global GDP amounting to $21.3 trillion.

Since the commencement of negotiations in 2012, considerable progress has been achieved during the 24 rounds of negotiations at experts' level and 12 Ministerial Sessions.

"India remains committed to a forward-looking and balanced outcome that results in a modern, comprehensive, high quality and mutually beneficial economic partnership," the statement said.

On November 14, Modi will deliver a keynote address at the Fintech Festival- the first Head of Government to do so.

The festival, now in its third edition, is one of the largest events on financial technology and will see participation from Indian companies as well, the statement said.

While inaugurating the ASEAN section of the 2nd Guwahati International Film Festival (GIFF), Assam Act East Policy Affairs Minister, Chandra Mohan Patowary said films are bridges between two cultures.

"We are very focused to increase connectivity between South Asia. In this direction, Guwahati will be connected with six capital cities of South Asian nations by the end of December," he said addressing the gathering.

Patowary also informed that an inter-country pact was signed yesterday to augment waterways in the region.

"A tri-lateral highway has also been planned and construction is almost done. The bridges are only left. This will be from Afghanistan to Burma (Myanmar) via India," he added.

The initiatives like the GIFF are very positive in the cultural arena that will help know each other, the minister said.

"We are trying to develop the relation between India and South East Asian countries in the field of trade, commerce and other segments. GIFF can play an important role in that direction," he added.

During the inauguration of the ASEAN segment, the Myanmar Ambassador to India, Moe Kyaw Aung was also present.

In this year, the ASEAN countries are the focus region of the 2nd GIFF with 14 films from 10 countries of the region instead of having any focus country.

The ASEAN segment began with showing of 'In the Life of Music' by Caylee So and Sok Visal.

Some other films from the South East Asian nations will be 'Woman of the Weeping River' by Sheron Dayoc, 'The Seen and Unseen' by Kamila Andini, 'Father and Son' by Luong Dinh Dung, 'Poppy Goes to Hollywood' by Sok Visal and 'Smaller and Smaller Circles' by Raya Martin and 'Mudras Calling' by Christina Kyi.

The 2nd Guwahati International Film Festival began with much fanfare on Thursday with a collection of 108 acclaimed films from over 50 countries that is likely to attract nearly 5,000 domestic and foreign delegates in the next one week.

Assam Chief Minister Sarbananda Sonowal inaugurated the seven-day long film extravaganza saying that the festival is aimed to integrate the world as a family.

The ceremony was also attended by Lithuanian Ambassador Julius Pranevicius, Serbian Ambassador Vladimir Maric and Latvian Ambassador designated Artis Bertulis.

During the festival, nearly 35 film personalities from abroad will take part with their flicks, while Ambassadors from Lithuania, Myanmar, Argentina, Latvia, Estonia, Serbia, Singapore and Malaysia will be present.

The Assam government-owned Jyoti Chitraban (Film Studio) Society is the organiser of the festival, which will be held from October 25 to 31, in association with Dr Bhupen Hazarika Regional Government Film and Television Institute.

Assam Chief Minister Sarbananda Sonowal inaugurated the seven-day long film extravaganza saying that the festival is aimed to integrate the world as a family. The ceremony was also attended by Lithuanian Ambassador Julius Pranevicius, Serbian Ambassador Vladimir Maric and Latvian Ambassador designated Artis Bertulis. During the festival, nearly 35 film personalities from abroad will take part with their flicks, while Ambassadors from Lithuania, Myanmar, Argentina, Latvia, Estonia, Serbia, Singapore and Malaysia will be present. The Assam government-owned Jyoti Chitraban (Film Studio) Society is the organiser of the festival, which will be held from October 25 to 31, in association with Dr Bhupen Hazarika Regional Government Film and Television Institute.

India and Thailand are set to begin joint bilateral exercises in a bid&nbspto further cooperation between the two countries.

The joint exercise code named "MAITREE - 2018" is scheduled to take place in Mueang, Chachoengsao province in Thailand between the forces of Indian Army and Royal Thai Army.&nbsp

The aim of the exercise is to undertake "joint tactical level operations" on handling of insurgency and related issues in urban and rural areas.&nbsp

The previous exercise between the two countries was held at Bakloh in Himachal Pradesh last year.&nbsp

Thailand and India have been cooperating in various multilateral fora namely in ASEAN, ASEAN Regional Forum (ARF), East Asia Summit, BIMSTEC.&nbsp&nbsp

In addition, India is a member of the Asia Cooperation Dialogue (ACD) initiated by Thailand in 2002 and of the Mekong-Ganga Cooperation (MGC).&nbsp

Meanwhile, the missile corvette, INS Kulish and Dornier maritime patrol aircraft stationed at the Andaman and Nicobar Command reached Indonesia for the closing ceremony of the 31st edition of the India - Indonesia Coordinated Patrol.

The opening ceremony of IND-INDO CORPAT was earlier conducted from May 24 to 25 at Port Blair followed by co-ordinated patrol (CORPAT) from May 26 to June 2. The closing ceremony of IND-INDO CORPAT will be conducted from June 6 to 9.

A day earlier, the Ministry of Trade had announced that Singapore and India will reduce remove tariffs on 30 products and improve rules of origin and facilitate mutual recognition of nursing standards of CECA between the two countries.

"Dendrobrium Narendra Modi - an orchid named after PM @narendramodi on the occasion of his visit to the National Orchid Garden in Singapore," External Affairs Ministry Spokesperson Raveesh Kumar tweeted.

"A strong and robust tropical orchid which produces upright inflorences up to 38 cm long with 14-20 well-arranged flowers," he said.&nbsp;

The distinguished and well twisted petals of the orchid are mahogany, while sepals are reddish brown and lined with a fine margin. They are beautifully complimented with an attractive dark purple lip.&nbsp;

Later, the prime minister visited Singapore's oldest Hindu temple Sri Mariamman and participated in prayers.

"Reinforcing our strong cultural connect, PM @narendramodi visited the Mariamman Temple," Kumar said.

Built in 1827, the temple was constructed for worship by immigrants from the Nagapatnam and Cuddalore districts of South India. The temple is dedicated to Goddess Mariamman, known for her power in curing epidemic illnesses and diseases. The temple is located in the heart of Chinatown.&nbsp;

He also visited Chulia mosque in Chinatown which was built by Chulia Muslim merchants from India's Coromandal Coast under the leadership of Anser Sahib. Demonstrating the age-old people-to-people contact between our two countries. This is one of the earliest mosques in Singapore. The mosque was established in 1826.

The Prime Minister also visited the Buddha Tooth Relic Temple and Museum.

"Shared Buddhist heritage! PM @narendramodi visited the Buddha Tooth Relic Temple and Museum in Singapore accompanied by the Culture Minister Grace Fu Hai Yien," Kumar said.
